A Chinese Foreign Ministry spokeswoman here on Tuesday expressed China's appreciation and support for the Intergovernmental Authority on Development (IGAD) in South Sudan.
Hua Chunying voiced the appreciation at a daily press briefing, when asked to comment on the IGAD summit which ended recently.
After last Friday's summit in the Kenyan capital of Nairobi, the bloc issued a communique condemning the violence in South Sudan, the world's youngest country, which only gained independence in 2011 after breaking away from Sudan.
Hua said China has been actively engaged in promoting peace talks since the outbreak of the conflict, including working with relevant parties in South Sudan and providing humanitarian aid.
China's special representative on African Affairs Zhong Jianhua made contact with all parties on the sidelines of the summit, and will push ahead his efforts in the area, she said.
China urged the two conflicting parties in South Sudan to take national and people's interests first, respond to mediations by the international community and solve their dispute through talks, she said.
"For the next stage, China will step up communication and coordination with all parties to bring stability back to South Sudan at an early date," Hua said.
South Sudan has been witnessing violent clashes between government troops and forces loyal to former vice-president Riek Machar.
IGAD is a grouping of east African states that include Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan and Uganda.

Two more newborn babies have died after hepatitis B vaccinations in east China's Shandong Province, the provincial center for disease control and prevention said on Tuesday.
The two cases were in Tancheng and Juancheng counties, the center said.
Local health authorities have suspended use of the vaccines associated with the deaths.
The center also received a phone call from parents of a newborn in Pingyuan county saying that their child died in October after a hepatitis B vaccination. Local health authorities in Dezhou claim that the case involves a medical dispute and the lawsuit lodged by the parents is still underway.
At least a dozen newborns have died nationwide after receiving shots against Hepatitis B, arousing widespread concern over the safety of vaccines in China.
Vaccination has been a key part of a successful national strategy to combat viral hepatitis in China, with the practice encouraged by the World Health Organization.
The vaccination for newborns is taken in three stages. The first shot must be taken immediately after birth. The second and third shots of the vaccine are taken after a baby is one month and then six months old, respectively.

President Xi Jinping expressed his confidence in China's future reforms and extended good wishes to all Chinese in his New Year address Tuesday.
"In 2013, we made an overall arrangement on comprehensively deepening reform, drawing a grand blueprint for the country's future development," Xi said in the address via state broadcasters.
"In 2014, we will make new strides along the path of reform."
The fundamental purpose of the reform is to make the country rich and strong, the society fair and just and people's lives better, he said.
Addressing domestic and overseas audiences, Xi called on the people to fight hard together for this great cause.
"We have made numerous glories in the great cause of reform and opening-up. I firmly believe that new glories will be awaiting the Chinese people," he said.

Dagong, China's domestic rating agency, said Tuesday in a statement that it had kept the local and foreign currency sovereign credit ratings of Germany as AA+, and each with a stable outlook.
Strong economic competitiveness and significantly improved fiscal status will provide strong support for the German government's local and foreign currency solvency, Dagong said.
However, restricted by rapidly rising labor cost and large investment gaps, the average rate of long-term economic growth for Germany is expected to be 1.4 percent, it said.
Thanks to fiscal consolidation, the general government achieved a fiscal surplus in 2012 and the government plans to increase spending on education, research and infrastructure.
Dagong estimated the general government deficit will remain at low levels of 0.5 percent and 0.4 percent of GDP respectively in 2013 and 2014.
Over the same period, the general government debt ratio of Germany will drop to 80.6 percent and 78.2 percent, and the fiscal target of reducing government debt ratio to 70 percent by 2017 is likely to be achieved, Dagong said.

Archaeologists announced that more than 2,000 relics dating back more than 3,000 years and discovered in central China's Hubei Province are likely to reveal the mysteries of the Zeng State during the early Western Zhou Dynasty (1046-771 BC).
Two excavations at the Yejiashan Graveyard in Suizhou City, which began in June 2011 and March 2013 respectively, have led to the discovery of 140 tombs and 7 horse pits, where a large amount of pottery, bronzeware, lacquerware, protoporcelain and jade were unearthed, said Huang Fengchun, head of the excavation team, at a symposium on Monday.
The graveyard consists of a cluster of tombs believed to have belonged to three emperors of the Zeng State, an affiliated state of the Western Zhou Dynasty.
The excavation of the Yejiashan Graveyard is of great academic significance for the research of the enfeoffment system in the Western Zhou Dynasty, said Ye.
Further excavation will probably unravel the mysteries of the Zeng emperors, said Li Boqian, an archaeologist at Peking University.
First discovered in 2011, the Yejiashan Graveyard was named among China's Top 10 Archeological Findings that year by China Cultural Heritage News, a publication affiliated with the State Administration of Cultural Heritage.
The latest excavation has found the dynasty's first painted bronze and a tomb holding a set of 19 dings (cooking vessels) and 12 guis (food containers), which surpassed the burial norms for a king.

Debit and credit card owners are generally more cautious about online payment, which is booming in China, compared with offline transactions, according to a latest survey about payment behavior.
More than 80 percent of respondents spend an average of over 500 yuan each month this year for online purchases, up from 65 percent two years ago, according to an online survey done by the Ministry of Public Security through China UnionPay.
The survey, covering nearly 170,000 consumers in 31 provincial areas, also revealed that younger online shoppers are more willing to use online banking services while half of those over 50 years old prefer mobile point of sales machines when paying for online orders.
Information leaking and Internet phishing ― which involves using a fake webpage to steal card owners' confidential financial information ― were the top two safety concerns of card owners when they conduct online purchases, according to the survey.

China should continue its current prudent monetary policy and maintain appropriate liquidity for the world's second-largest economy in 2014, the monetary-policy committee advising the People's Bank of China (PBOC, central bank) said Tuesday in a statement.
The Chinese central bank should also keep money supply and total social financing (TSF) growing at a reasonable pace, and optimize financing and credit structures, said the statement, which came after a regular quarterly meeting of the committee.
The central bank should embed reforms in its daily macroeconomic management and continue improving the efficiency of China's financial market, it said.
More work should be done on interest rate liberalization, reforming the Renminbi exchange rate regime and keeping the Renminbi exchange rate basically stable at a reasonable and balanced level, it said.
The 15-member monetary-policy committee, headed by central bank governor Zhou Xiaochuan, is a consultative body for the making of monetary policy by the PBOC.
The committee is usually comprised of senior government officials from the Finance Ministry, statistics bureau and other financial regulators, as well as members of academia. It meets quarterly and makes policy suggestions.

China and the UK have already worked together on major movie blockbusters - but now the countries are increasing links with a new co-production treaty. Following Prime Minister David Cameron's trip to China in early December, culture ministers have agreed that the countries will work more closely on TV and film productions.
Pinewood Studios, home of James Bond and Harry Potter. For decades, these sets have been used in iconic British movies. But now they're featuring in Chinese productions as well. In April, Pinewood signed a deal with one of China's leading global entertainment companies, Seven Stars Media Limited, to co-produce movies and TV shows.
"We're looking to bring the expertise we have, make that available to productions working in China, or to British productions coming in to China, to film hopefully Chinese stories that appeal to Chinese audiences." said Ivan Dunleavy, CEO, Pinewood Studios.
Mr. Dunleavy joined the British Prime Minister David Cameron on his major trade-trip to China in early December.
While there the British government signed a new culture agreement with China and worked out a co-production treaty - in a hope China and the UK can follow on from the success of Skyfall, which was filmed in both London and Shanghai.
"The British will have the chance to understand modern Chinese culture much better and hopefully our Chinese friends will also have the opportunity to understand what Britain is like today. China and the UK have already worked together on major movie blockbusters - but now the countries are increasing links with a new co-production treaty. Following Prime Minister David Cameron's trip to China in early December, culture ministers have agreed that the countries will work more closely on TV and film productions.
Pinewood Studios, home of James Bond and Harry Potter. For decades, these sets have been used in iconic British movies. But now they're featuring in Chinese productions as well. In April, Pinewood signed a deal with one of China's leading global entertainment companies, Seven Stars Media Limited, to co-produce movies and TV shows.
"We're looking to bring the expertise we have, make that available to productions working in China, or to British productions coming in to China, to film hopefully Chinese stories that appeal to Chinese audiences." said Ivan Dunleavy, CEO, Pinewood Studios.
Mr. Dunleavy joined the British Prime Minister David Cameron on his major trade-trip to China in early December.
While there the British government signed a new culture agreement with China and worked out a co-production treaty - in a hope China and the UK can follow on from the success of Skyfall, which was filmed in both London and Shanghai.
"The British will have the chance to understand modern Chinese culture much better and hopefully our Chinese friends will also have the opportunity to understand what Britain is like today. Japanese Prime Minister Shinzo Abe says he plans to talk in person with the leaders of China and South Korea following his controversial visit to the Yasukuni Shrine. China.s Foreign Ministry has rejected the offer, saying Chinese leaders will not talk to him.
China's Foreign Ministry spokesman Qin Gang said, "On Sino-Japanese relations, Abe has miscalculated and made mistake after mistake. He visited the Yasukuni Shrine where convicted Class-A World War II war criminals are worshipped. Those criminals planned, launched and implemented the war of aggression, making them historical criminals who were convicted at the International Military Tribunal of the Far East. They were Asia.s Nazis.
"The Chinese people do not welcome such a Japanese leader, nor are the Chinese leaders likely to talk to him."
Speaking at a press conference on Monday, Qin Gang said Abe.s visit to the Yasukuni Shrine deliberately damaged the political foundation of Sino-Japanese relations and created severe obstacles in bilateral exchanges. He said Abe.s act was against the will of the two peoples and will ultimately hurt Japan.s interests.
The spokesman said a growing number of Japanese people and media have criticized Abe. He said China is willing to jointly uphold historical justice and maintain Sino-Japanese relations based on the "four political documents" between China and Japan.

As 2013 comes to an end, the holiday season is also getting closer. With that in mind, Chagan Lake in Northeast China might be the destination for you, especially if you're not afraid of the cold. A major Tourism Festival has just kicked off there.
Thousands of visitors brave the sub zero temperatures on the icy water of Chagan Lake, one of the largest freshwater lakes in China.
They're here for the annual Ice and Snow Fishing and Hunting Cultural Tourism Festival. A sacrificial rite marks the start of the event.
"The worshiping of the lake is held to thank nature for giving human beings such gifts. We also worship the fishing net, out of respect for the tools and people's hard work. It's also to waken the big net that has slept for a year," said Cao Baoming, vice president of Chinese Folk Artists Assoc.
And as the first fish is pulled out of the icy water, the harvest season begins.
Thousands of visitors watch the ceremony, and they also get a chance to catch one for themselves. The visitors hope to bring happiness and fortune in the year ahead.
"I think this fish was destined for us. It represents harvest and happiness. People come here to share their happiness, and the fish bodes well for the coming New Year," said a tourist.
Chagan lake is home to 70 different species of fish. The lake set its first Guinness World Record for a single net that yielded 104,500 kilograms of fish in 2005, and then broke it three years later with 168,500 kilograms.
At last year's event a total of 850,000 kilograms of fish were caught. And many believe that another great harvest is just around the corner.

Chinese President Xi Jinping and his Russian counterpart, Vladimir Putin, exchanged New Year greetings Tuesday, expressing their shared wish to further enhance bilateral ties in 2014.
In his message, Xi extended sincere greetings to Putin and the Russian people on behalf of the Chinese government, the Chinese people and himself.
During the past year, China and Russia focused on the overarching objective of facilitating healthy and stable progress of the international situation and promoting the development and revitalization of both countries, Xi said.
With a strategic vision and a global perspective, he added, the two countries pushed forward their comprehensive strategic cooperative partnership and scored significant achievements in bilateral cooperation in various areas.
Expressing satisfaction with the development of bilateral relations in 2013, Xi said he always believes that a high-level and strong China-Russia relationship is a blessing not only for the people of both countries but for the entire world.

Two people died and two others were injured in a blast caused by a natural gas leakage in a shipyard on Chongming Island Monday, officials said.
The accident happened about 7:40am inside a plant of Huarun Dadong Dockyard Co Ltd, where sparks produced by a worker using a grinder ignited leaking flammable natural gas in a manufacturing workshop.
The four workers were grinding and welding. Two of them were very young, a Shanghai Television report said. Natural gas, used for gas cutting, was left in the cabin of a ship in the workshop last night when it leaked, a xinmin.cn reported.
It said the ship was being built for Girocantex Sociedad Anonima, a branch of Brazil firm HDB (Hidrovias Do Brasil) which signed a deal with Shanghai Zhenhua Heavy Industries Co Ltd to buy 128 iron ore barges.
Authorities are investigating the accident.

The publication of the mass vote fraud scandal in central China will not undermine the system of people's congresses as the country's fundamental political system, but will help improve it.
Preliminary investigation shows the 56 lawmakers elected to Hunan provincial people's congress from Hengyang City offered bribes to 518 of municipal lawmakers and another 68 staff. The total amount of money involved exceeded 110 million yuan (18.14 million US dollars).
The system of people's congresses is China's fundamental political system. The system, which fully embodies the common aspiration and fundamental interests of the Chinese people, cannot be challenged or undermined.
However, involving such a huge number of lawmakers and a large amount of money, the fraud is serious in nature and has a vile impact. It is a challenge to the system of people's congresses, socialist democracy, law and Party discipline.
Prof. Jiao Hongchang, deputy dean of Law School of China University of Political Science and Law, said the case should be dealt with in a strict way, as it involves group behavior.
"Otherwise, bribery in election will develop into a custom and evolve into a new corruption trend," added Jiao.
Practice has showed the advantage of the people's congresses system. It conforms to China's national conditions and embodies the nature of a socialist country.
Under the leadership of the Communist Party of China (CPC), the Chinese people, through various levels of people's congresses, exercise their political power as masters of the country.
The People's Daily, flagship of the CPC Central Committee, said in an editorial to be carried on Monday that the investigation of the case showed the Party's clear attitude in safeguarding the authority of the people's congress system.
"We need to deal with all problems or difficulties in China's political and economic development in a serious way, rather than refusing to face up to problems," said a netizen with a name of "wangge" in Sina.com, a major web portal of China.
In the meantime, law experts said not only suspected law and discipline breakers should be punished, but the people's congresses system need to be improved, with the case as an opportunity to promote democracy and rule of law.
"The electoral procedure for deputies of people's congresses should be further improved," said Prof. Jiao. "Supervision of the procedure should be strengthened and social participation be expanded."
Jiao added that the legal binding effect need to be strengthened, and prohibitive provisions and code of conducts should be introduced against bribery.
Prof. Wang Zhenmin, dean of School of Law with Tsinghua University, suggested that election procedure be more transparent and fair, allowing the public to see the whole procedure.
The investigation and publicity of the case also showed China's determination in anti-corruption drive. After the 18th National Congress of the CPC, the Party vowed to crack down on both "flies" in the grassroots and "tigers" in high ranks.
"The case in Hengyang showed that no matter who they are and how many persons are involved, the authorities will crack down on the corruption case severely," said Jiao.

Nine suspects were detained in August, including Zhang Shuxia. The hospital's president, Wang Li, two other senior hospital managers, and three county officials were dismissed over the matter.
Police have since received more reports and investigated six cases which may have involved Zhang.

Canadian astronaut Chris Hadfield is calling for cooperation with China in space and wants it to be part of any international effort to return to the moon, Canadian Broadcasting Corporation (CBC) reported Sunday on its website.
"I think right now a lot of people see it as kind of crazy to cooperate with the Chinese, but I think it's the next logical step, " CBC quoted Hadfield as saying in a recent interview with the Canadian Press.
China sent its first astronaut into space in 2003. Hadfield said China's ambitious space program aims to eventually put an astronaut on the moon.
He also cited the fact that China launched in 2011 an experimental space station, saying it will be replaced with a more permanent one to be completed in 2020.
However, China was barred from participating in the current orbiting space station, largely because of U.S. objections over political differences.
Hadfield said a logical progression would be to include as many countries as possible in an international mission beyond Earth -- "hopefully including China and India and the other countries that have launch capability and then progress to the next stepping stone, the next natural waypoint out to space, which is the moon."
Hadfield, who became a Canadian astronaut in 1992, visited Mir in November 1995 on the U.S. Space Shuttle Atlantis, becoming the only Canadian to ever board the Russian space station.
"If you predicted in 1989 that I would fly on an American shuttle to go build a Russian spaceship, people would have said you were crazy," said Hadfield, who last March became the first Canadian to command the International Space Station.
"So I think looking forward, there's a great opportunity to include the Chinese in the world space program -- the international space program," Hadfield added.
Hadfield attracted worldwide attention with his dramatic photos of the Earth, his tweets and his Space Oddity video during his space station visit which began when he blasted off in December 2012. He retired after returning to Earth in mid-May 2013 and is now an adjunct professor with the University of Waterloo in Ontario.
Iain Christie, executive vice-president of the Aerospace Industries Association of Canada, which represents the interests of more than 700 aerospace companies across Canada, said China's presence in space cannot be ignored.
"I think China is back where we were in North America 50 years ago," he said in the interview. "I am hopeful that their enthusiasm for space becomes infectious to the rest of us."
Christie said decisions will have to be made in the coming years.
"We're going to have to decide what to do about engaging with China in space -- whether it's to be more collaborative or more competitive," he concluded.

Six people were killed in a fire in Qingyuan city, south China's Guangdong province on Sunday, local authorities said on Monday.
The fire broke out in a three-storey residential building in Shitan town, Qingxin District under Qingyuan at 4 a.m. Sunday. The fire was put out at around 5:45 a.m., acording to the Fire Corps of Guangdong province.
The victims were from one family. Only one person of the family who was sleeping in his truck escaped the disaster. One person died at the scene. Five others died in hospital.
The cause of the fire is under investigation.

China's top auditing body has reported that over 21.5 million yuan ($3.54 million) in funds intended for poverty alleviation has been defrauded in 17 counties, according to an audit reported released on Saturday.
The National Audit Office (NAO) on Saturday announced the results of an audit carried out across 19 counties in Guangxi Zhuang and Ningxia Hui autonomous regions and Yunnan, Guizhou, Shaanxi and Gansu provinces in April and May, which targeted funds appropriated to these disadvantaged counties from 2010 to 2012.
None of the 19 counties were found to have used the funds properly. Eleven counties were found to have embezzled the funds and nearly 11.1 million yuan was misused for dining, giving gifts and travelling in 10 of them. Seventeen of them defrauded the fund by applying for fake programs or private benefits.
Funing county in Yunnan has left 55.98 million yuan funds unused for a long time and Xihe county in Gansu took 12.5 million yuan from the fund, the auditing results showed.
Punishments have been meted out to 123 people associated with the violations as of October, the NAO said on its website Saturday.
The number of rural poor in China dropped by nearly 67 million from 2010 to 2012, according to a State Council report Wednesday.
China has made great efforts in combating poverty through the relief program, Du Xiaoshan, a professor and economist at the Rural Development Institute of the Chinese Academy of Social Sciences, said, "yet the efficiency of the fund management should be improved."
China began nationwide poverty relief programs in 1986, by setting the poverty line and designating "key poverty counties," which are given special poverty-alleviation funding and enjoy favorable policies in aspects including finance, education and medical care.
To decide at the national level which counties are impoverished, the central government considers factors such as population living below the poverty line, per capita net income, per capita GDP and government revenue.
China set the per capita annual net income of 2,300 yuan as the new rural poverty threshold in 2011, and an updated list of national-level poverty-stricken counties released in 2012 with 592 counties as being severely destitute.
Although some counties have realized economic growth, they have been reluctant to remove the title of "key poverty county" for fear of losing those favorable policies and funds, Zhu Lijia, professor with the Chinese Academy of Governance told the Beijing Times on Sunday,
He added that the funding could sometimes possess over half of the fiscal revenue.
Some counties fought to be the poverty-stricken county as it can get money more quickly than earning by themselves, Zhu said.

Thick ice surrounding a trapped Russian ship in the Antarctic proved too much for the rescue efforts of Chinese icebreaker Xuelong, or Snow Dragon, after the icebreaker dispatched a helicopter on Sunday to check the situation, China Central Television (CCTV) reported Sunday.
Xuelong has idled since midnight Friday after getting stuck in ice 6.1 nautical miles from the Russian ship, Akademik Shokalskiy, as it exceeds the ship's icebreaking capabilities.
The rescue was kicked off from Wednesday after the Xuelong received an emergency call from an Australian maritime rescue unit, according to China's State Oceanic Administration.
Although the rescue was still ongoing, the captain of the Russian ship has told the Chinese side that seeing Xuelong through the ship port hole every day is very cheering, CCTV reported Sunday.
Qu Tanzhou, director of the polar expedition office under the State Oceanic Administration, told the Global Times Sunday that the most of 74 passengers and crew on the Russia ship were visitors and they planned to see Antarctica as closely as possible until the unexpected cyclone trapped them in floating ice.
Xuelong was the closest ship when they made the emergency call, Qu said, adding that Xuelong had to suspend its original mission for at least six days in a bid to rescue them.
"When anyone gets in trouble or danger in the South Pole, the humanitarian consideration comes first," Qu said.
An Australian icebreaker is also on its way to rescue the Russian ship wedged in the Antarctic sea ice since last week and will reach the vessel around midnight Australia time on Sunday, the Australian Maritime Safety Authority (AMSA) told the Global Times.
"The rescue condition is improving since the ice is beginning cracking, a piece of promising news, which makes the rescue work easier," Lisa Martin, the AMSA spokeswoman told the Global Times on Sunday, adding that it's "possible " for Australia's Aurora Australis to finish the rescue.
Aurora Australis, the third icebreaker to attempt a rescue, has the highest icebreaking rate of the three vessels and can cut ice up to 1.6 meters thick. Akademik Shokalskiy is estimated to be surrounded by ice of between three and four meters, The Telegraph reported.
The most difficult thing for rescue is distance, since it would take the Australian vessel about two days to reach the Russian ship, Martin said.
If the Australian vessel could not carry out the rescue, a Chinese helicopter onboard of the Chinese ice breaker will collect the people out of the Russian ship, she said.
"We will also provide emergency relief and other assistance to the Russian ship to the best of our ability," Wang Jianzhong, captain of Xuelong, told the Xinhua News Agency on Friday.
The French icebreaker Astrolabe also failed in its rescue bid and didn't plan to be involved in any further rescue, Reuters reported on Saturday.

China's treasury bond futures opened higher on Monday, with contract for settlement in March 2014, the most actively traded, up 0.038 yuan at 91.56 yuan (15 US dollars).
The contract for settlement in June 2014 rose 0.042 yuan to open at 92.096 yuan, while the contract for settlement in September 2014 rose 0.068 yuan to 92.522 yuan.
The contracts are agreements to buy or sell treasury bonds at a predetermined price and set date. They allow investors to bet on or profit from the movements in the value of the bonds.
The treasury bond futures were launched at the Shanghai-based China Financial Futures Exchange (CFFEX) and started trading on Sept. 6, 2013.
The CFFEX set the base value for the December 2013 contract at 94.168 yuan, the March 2014 contract at 94.188 yuan and the June 2014 contract at 94.218 yuan.

China's treasury bond futures opened higher on Monday, with contract for settlement in March 2014, the most actively traded, up 0.038 yuan at 91.56 yuan (15 US dollars).
The contract for settlement in June 2014 rose 0.042 yuan to open at 92.096 yuan, while the contract for settlement in September 2014 rose 0.068 yuan to 92.522 yuan.
The contracts are agreements to buy or sell treasury bonds at a predetermined price and set date. They allow investors to bet on or profit from the movements in the value of the bonds.
The treasury bond futures were launched at the Shanghai-based China Financial Futures Exchange (CFFEX) and started trading on Sept. 6, 2013.
The CFFEX set the base value for the December 2013 contract at 94.168 yuan, the March 2014 contract at 94.188 yuan and the June 2014 contract at 94.218 yuan.

A poll conducted in Japan has shown that nearly 70 percent of respondents think Prime Minister Shinzo Abe should take diplomatic relations into consideration in deciding whether to visit the war-linked Yasukuni Shrine, expressing their concerns over the controversial practice of the premier.
The nationwide telephone survey, conducted by Kyodo News on Saturday and Sunday, came after Abe's Thursday visit to the shrine, which honors 14 Class-A WWII war criminals and stirs up nightmare memories among Japan's neighboring countries.
The survey found 69.8 percent of respondents think Abe should heed the diplomatic implication of his visit to the notorious shrine, against 25.3 percent who do not think so.
It also showed 47.1 percent responded it "was not good" that Abe visited the shrine, exceeding 43.2 percent who appreciated it.
The survey found 54.6 percent of the respondents supported the idea to create a new facility for people to pay their respects to the war dead, compared with 32.9 percent who did not.
As Japan's ally, the United States also said Thursday it was " disappointed" by Abe's visit, saying the move would "exacerbate tensions with Japan's neighbors."
The survey was conducted on eligible voters across Japan. Of the 1,429 households that answered the phone, 1,013 responded.

Chinese athletes have won 124 titles from world championships and World Cup finals in 2013, according to a report from the State General Administration of Sport (SGAS).
About 32 percent of the titles came from 11 Olympic sports, which are swimming and diving, badminton, gymnastics, shooting, volleyball, tennis, table tennis, weightlifting, wrestling, short track speed skating, freestyle skiing, said the report.

China Eastern Airlines will fly direct from Beijing to the Indonesian resort island of Bali from December 31 to February 27, the company announced on Sunday.
Shanghai-based China Eastern will have three Beijing-Bali flights a week on Tuesday, Thursday and Saturday, departing Beiing at 15:30 local time and arriving at 22:30 local time. The return flight departs at 23:40 local time and lands in Beijing at 06:50 the next morning. An Airbus A330-300 aircraft will be used on the route, said the company.
Bali is a world famous tourist destination. The new route will mean more tourists from north China visit the tropical paradise during the 2014 Chinese New Year holiday period.

Thousands of passengers are stranded at an airport in southwest China's Yunnan Province Sunday as heavy fog disrupts air services.
A total of 106 flights have been canceled and hundreds more are delayed in the airport in Kunming, capital of Yunnan Province, operator of the airport said.
The air services would be gradually resumed at noon when the fog was forecast to clear slowly, it said.
The airport operator and airlines use loudspeakers and text messages to notify passengers of the flight schedules and also offer free meals for stranded ones.

A major electoral fraud in central China's Hunan Province has led to investigation of 431 Communist Party of China (CPC) members and government workers.
Those suspected of having broken the law will be passed on to judicial authorities, the CPC's discipline inspection team in Hunan said in a statement.
On Saturday, the provincial legislature announced that more than 500 local lawmakers have been disqualified, dismissed or resigned for the electoral fraud.
Altogether 527 municipal lawmakers were present at the election of provincial lawmakers during the first session of the 14th Hengyang municipal people's congress between Dec. 28, 2012 and Jan. 3, 2013.
Investigation has shown that the 56 lawmakers elected offered 110 million yuan (18 million U.S. dollars) in bribes to 518 municipal lawmakers and another 68 staff.
The provincial legislature disqualified the 56 during a plenary meeting which concluded on Saturday and legislative bodies in Hengyang accepted the resignations of 512 who took the bribes.
Another five provincial lawmakers who were not found to have offered bribes were nonetheless dismissed for "serious dereliction of duty", the statement said. Three municipal lawmakers who did not accept bribes resigned, also for "serious dereliction of duty".
Another six who took bribes had already been transferred outside of the city and were no longer in their posts.
Tong Mingqian, then Party chief of Hengyang in charge of the election, was sacked from his new post as vice chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference on Dec. 21.
The fraud, involving such a huge number of lawmakers and a large amount of money, is extremely serious and has had a vile impact, the statement said.
"This is a challenge to China's system of people's congresses, socialist democracy, law and Party discipline," it said.

The National Audit Office (NAO) on Saturday said some funds set aside for the disadvantaged regions were misused.
An audit was carried out across 19 counties in six provinces and regions, including Guangxi, Yunnan, Guizhou, Shaanxi, Gansu and Ningxia in April and May. It targeted funds appropriated to the 19 disadvantaged counties from 2010 to 2012.
During the three years, 3.92 billion yuan was injected into the 19 disadvantaged counties and the audit checked 32 percent of it, or 1.24 billion yuan.
It found 234 million yuan was misused through false declaration, embezzlement and waste, said Jiang Xiaohua, an official with the NAO.
A total of 137 people had been investigated as of Thursday, Jiang said.

The Hunan provincial legislature said on Saturday that 56 elected deputies to the provincial people's congress had offered bribes to 518 lawmakers of Hengyang municipal people's congress and another 68 staff, with the total amount of money involved exceeding 110 million yuan (about 18.14 million U.S. dollars).
The number of people involved in the election case is huge, the amount of money large, the matter serious, the effect pernicious, and this is a severe case of election violation via bribery, the commentary said.
Only by overhauling and seriously handling the case in accordance with laws and disciplines will win the heart of the people and maintain the people's confidence in the country's fundamental political system, added the commentary of the flagship newspaper of the Communist Party of China (CPC).
In the Hengyang case, some officials ignored Party disciplines and national laws, drew votes via bribery and received bribes, leading to the spread of violation of Party disciplines and laws, according to the commentary.

China's top legislature Saturday suggested that the State Council, China's cabinet, research legislation on genetic resource management and safety.
A total of 30 national lawmakers filed a motion on drafting a law on genetic resources at the annual session of the National People's Congress (NPC) in March this year.
The NPC Environment and Resources Protection Committee reviewed the motion and passed it over to the State Council, urging the cabinet to carefully consider their ideas and initiate research to draft the law, said a report passed by the NPC Standing Committee at its bimonthly session.
Lawmakers argued in the motion that China has very rich genetic resources but legislation clearly lags behind technological development.
Currently, the Ministry of Agriculture has a regulation on biological safety of genetic modified farm produce. The Ministry of Science and Technology is drafting a regulation on human genetic resources while the State Forestry Administration is working on a regulation on genetically modified plants.
China will need a law protecting and exploiting genetic resources as well as safeguarding genetic safety, the motion held.

China's top legislature Saturday suggested that the State Council, China's cabinet, research legislation on genetic resource management and safety.
A total of 30 national lawmakers filed a motion on drafting a law on genetic resources at the annual session of the National People's Congress (NPC) in March this year.
The NPC Environment and Resources Protection Committee reviewed the motion and passed it over to the State Council, urging the cabinet to carefully consider their ideas and initiate research to draft the law, said a report passed by the NPC Standing Committee at its bimonthly session.
Lawmakers argued in the motion that China has very rich genetic resources but legislation clearly lags behind technological development.
Currently, the Ministry of Agriculture has a regulation on biological safety of genetic modified farm produce. The Ministry of Science and Technology is drafting a regulation on human genetic resources while the State Forestry Administration is working on a regulation on genetically modified plants.
China will need a law protecting and exploiting genetic resources as well as safeguarding genetic safety, the motion held.

While newly licensed 4G services will speed up China's mobile networks, navigation experts said the speed will open the way for a major leap in electronic navigation using China's homegrown Beidou satellite system.
"A modern information system needs three parts - the navigation system to provide timing and positioning services, the communication system to transfer information and the computing system for data processing," said Li Changjiang, chief commander of the Beidou system.
"4G will help promote the use of the Beidou system," he said.
The government granted 4G (or fourth generation) high-speed network licenses to the country's top three telecom carriers in early December. The networks, which will extend to 340 cities by 2014, are immensely faster than the previous generation of mobile technology.
"The 4G networks will accelerate data transfer, and thus broaden the use of navigation services," Li said.
One example is the use of navigation satellites to monitor vehicle flow on a particular stretch of highway or on a city street.
"In the past, networks overloaded easily in high-traffic areas, but with 4G, the speed is fast enough for real-time measurement of traffic," he said.
In April, Glodio, a company based in Wuxi, Jiangsu province, started developing smart cars based on a combination of 4G technology and the Beidou satellite navigation system.
The navigation device on the car will automatically give information - such as traffic conditions - to drivers and passengers, and can be operated through a hands-free voice system. Roughly 20,000 commercial vehicles in Wuxi will be the first to install the system.
Beidou supports all the infrastructure of 4G networks, said Chen Fuzhou, director of the Jiangsu BDS Application Industry Institute.
"The 4G networks need the timing services of the Beidou satellites, as mobile communications require very precise timing to support high speeds, especially for multimedia," he said.

Crackdown called a 'serious practice', not temporary
An official from China's top advisory body is under investigation for alleged corruption, the country's top anti-graft agency announced on Friday.
Yang Gang, deputy director of the Committee for Economic Affairs of the National Committee of the Chinese People's Political Consultative Conference, is suspected of committing "serious law and discipline violations", according to the Communist Party of China Central Commission for Discipline Inspection.
The commission gave no further details.
Yang, 60, is also the former vice-minister of the General Administration of Quality Supervision, Inspection and Quarantine, a position he held from December 2010 to July this year. He took on the role of deputy director of the Committee for Economic Affairs of the CPPCC National Committee in March.
Before 2010, Yang worked in the Xinjiang Uygur autonomous region for 41 years. He was Party chief of the region's capital of Urumqi from 1999 to 2006 and deputy Party chief of the autonomous region from November 2006 to December 2010.
From 2002 to 2012, Yang was a candidate member of the CPC Central Committee, which has 205 members and around 170 candidate members who are mostly officials at or above the ministerial level.
The Party watchdog also announced on Thursday that Qi Pingjing, former deputy head of the China Foreign Languages Publishing Administration, has been expelled from the Party and removed from his position.
The anti-graft body said Qi had embezzled public funds and abused his position to create benefits for his relatives' businesses.
Qi's profits from his illegal behavior will be confiscated and his case will be transferred to judicial authorities, according to the commission.
A total of 25,855 officials have been punished as of Nov 30 for violating clean-governance rules since the CPC Central Committee put forward the "eight-point" rules in early December last year, the commission said.
The "eight-point" rules require government officials to lead a frugal life and clean up undesirable work styles such as formalism, bureaucracy, hedonism and extravagance.
In a survey released by the Chinese Academy of Social Sciences on Friday, about 73.7 percent of people are confident that the government will be effective in rooting out corruption over the next five years.
Li Qiufang, an official from the anti-graft commission, said at a clean-governance forum on Friday that the agency will establish a mechanism to clean up undesirable work styles and keep government expenses on a tight budget.
"The anti-corruption campaign will not be a wind that blows away quickly, but a serious practice that aims to eradicate corruption," she said.

Accidents involving the use of special equipment such as elevators and boilers left 24 people dead and 26 injured last month in China, a government official said.
The death toll was two less than that in the same period last year, said Chen Xitong, a spokesman for the General Administration of Quality Supervision, Inspection and Quarantine.
The casualties stemmed from 16 separate accidents, with elevators reporting the most accidents at seven, Chen said at a press conference on Friday.
He added that investigations into the accidents are underway.
A lack of safety awareness, improper use of equipment and slack security management at work sites are mainly the causes to such accidents, which are reported on a monthly basis by the government agency.

Chinese icebreaker Xuelong, or Snow Dragon, on way to rescue a Russian science ship trapped off Antarctica, has stalled itself since midnight Friday after getting stuck in thick ice only 6.1 nautical miles away from the Russian ship.
"Since the thick ice exceeds the ship's icebreaking capabilities and an upcoming cyclone will exacerbate icy conditions, we have to temporarily stall the ship," said Wang Jianzhong, captain of Xuelong.
The captain told Xinhua that they will stay still and secure ship safety before continuing rescue efforts in favorable weather conditions.
"We will also provide emergency relief and other assistance to the Russian ship to the best of our ability," Wang added.
The stranded Russian ship MV Akademik Shokalskiy can be seen through a powerful telescope on Xuelong. The helicopter aboard named Xueying 12 in Chinese, or Snow Eagle, cannot take off due to poor visibility and heavy snow.
Xuelong will do its utmost to approach the trapped Russian ship in the first place after communication, Wang said.
French icebreaker Astrolabe is also one the way to rescue, but a main engine has broken down due to the extreme weather, making it unable to offer help very soon.
The Russian ship, built in Finland in 1982, is carrying a team of Australian scientists and other passengers to conduct scientific experiments. It is scheduled to return to New Zealand in January 2014.

On 28 December, Chinese State Councilor Yang Jiechi spoke on Japanese Prime Minister Shinzo Abe's visit to the Yasukuni Shrine.
Yang Jiechi said that in total disregard of international opposition, Japanese Prime Minister Shinzo Abe blatantly paid homage to the Yasukuni Shrine three days ago where Class-A war criminals of World War II are honored. This act brazenly affronted people of all countries that once suffered from Japanese militarist aggression and colonial rule. It is a flagrant provocation to the peace-loving people of the entire world, a gross trampling upon historical justice and human conscience, and an outrageous challenge to the outcomes of the world's victory in the war against fascism and the post-war international order established on the basis of the Charter of the United Nations. The perverse act by Abe has, as it should, aroused firm opposition and strong condemnation of the Chinese government and people and the international community.
Yang Jiechi pointed out that the issue of Yasukuni Shrine, in essence, boils down to whether or not the Japanese government is able to correctly look at and profoundly repent its past of militarist aggression and colonial rule. Abe is the Prime Minister of Japan. His visit to the Yasukuni Shrine is by no means a domestic affair of Japan, still less an act by an individual. Instead, it is a major issue of right and wrong that concerns aggression versus anti-aggression, justice versus evil, and light versus darkness. It is a fundamental issue of direction about whether Japan's leader will adhere to the purposes and principles of the UN Charter and stay with the path of peaceful development. And it is a matter of major principle that bears on the political foundation of Japan's relations with its Asian neighbors and the international community. What Abe has done is pushing Japan toward a dangerous road that undermines the fundamental interests of people of all countries and of Japan. This has already given rise to high vigilance of the international community and of people with vision in Japan in various sectors.
Yang Jiechi stressed that the Chinese people cannot be insulted, nor can people of Asia and throughout the world be humiliated. Abe must own up to the wrongdoing, correct the mistake and take concrete measures to remove its egregious impacts. We urge Abe to give up any illusion and mend his way, otherwise he will further discredit himself before Japan's Asian neighbors and the international community and end up being an out-and-out loser in history.
