(ECNS) --- Although choking smog has blanketed China's capital starting Sunday, sports days went ahead as scheduled at schools in Beijing, which caused some dissatisfaction from parents concerned about their children's health.


The municipal meteorological center in Beijing issued a yellow smog warning at 10 o'clock Monday morning. Many people wore masks when going outside, but students in Beijing gathered outside to 'enjoy' their annual autumn sports day amid the smog.


Some parents voiced their dissatisfactions about the arrangement, saying that taking strenuous exercises amid such severe smog was harmful to health. They suggested schools reschedule the event or just cancel.


A principal of one middle school responded that an all-day sports meeting was a big event attended by over a thousand people. Arrangements and preparations required efforts from the school, students, and parents, and that it was impossible for a school to change the schedule on such short notice.


The autumn sports day just before the National Day holiday has become a tradition for schools in Beijing, giving students a longer respite from their heavy work load.

(ECNS) -- Two dilapidated and allegedly haunted mansions on Chaonei Dajie in Beijing have been slated for renovation, according to the Beijing News.


The mansions, also known as Chaonei Church, are connected to a chilling story about the suicide of a National Party officer's wife.


Reporters visited the mansions at 11 p.m. on Saturday night and found nothing unusual, apart from red spray-painted words like "death" and "there is a ghost" cautioning visitors to stay away.


Meng Qi, head of the "infrastructure office" at the Chinese Catholic Patriotic Association, which owns the property, denied the ghost rumor. "No officer has ever lived in the mansions, and only a Belgian senior woman lived there" he said, citing historic records, "and the story of the suicide is just rumors."


Meng said the mansions were built by the Catholic Church of the United States in 1910 to train missionaries, and by 1930 it was recruiting college students. After 1949, the buildings were used as offices by the civil affairs bureau, and not given back to the association until 1995.


Meng said the mansions had not been renovated earlier because of a lack of funding, and suggested that people should stay out of the buildings for safety reasons.

(ECNS) � Chinese tycoon Li Ka-shing on Sunday announced he would donate $130 million to Technion, Israel's top science institute, to help establish a joint academic technology institute in China, according to Hong Kong-based Sing Tao Daily.


The donation is the largest ever to Technion and one of the most generous in the history of Israeli higher education. Li received the President Award from the institute.


"Our responsibility is to invest in reforms in education that unlock genius and enable the continuing realization of human potential, building a knowledge-rich society and securing a sustainable quality of life for all," Li said.


The new institute, to be called Technion Guangdong Institute of Technology (TGIT), will be 330,000 square meters and be located near Shantou University.


TGIT is scheduled to offer undergraduate programs in 2014, and join Shantou University to conduct life sciences research based on big data the same year.


Professor Peretz Lavie, president of Technion, described the cooperation as "a major breakthrough and an opportunity to strengthen ties between Israel and China."


Founded in 1912, Technion is one of the only 10 universities in the world that have built and launched man-made satellites. And three professors from the institute have won Nobel Prizes in the past nine years.

Hong Kong's Environment Bureau on Monday welcomed the recently released Shenzhen Air Quality Enhancement Plan, which sets out clear air quality targets as well as air pollution prevention and control measures for Shenzhen.


Released on September 27, the plan includes implementing desulfurization denitrification and dust removal technologies for coal-fired power generating units; promoting cleaner power generation; improving motor fuel quality and tightening vehicle emission standards.


Hong Kong's Environment Bureau said the city will continue to collaborate with Guangdong and Shenzhen in the establishment of regional joint mechanisms to prevent and control air pollution, and enhance co-operation in those key areas to further improve air quality in the Pearl River delta region.


In March, Hong Kong government unveiled the "A Clean Air Plan for Hong Kong," which puts forward a series of air quality improvement measures covering land and sea transport, power plants and non-road mobile machinery to tackle air pollution.


The measures to be taken forward under Hong Kong and Shenzhen's plans should contribute to the improvement of regional air quality in the Delta region and help achieve delta emission-reduction targets for 2015 and 2020, which were set last year by Hong Kong and Guangdong governments.

Former vice governor of east China's Anhui Province Ni Fake has been ousted from the Communist Party of China (CPC) and removed from his government post for suspected bribery.


The decision was announced on Monday by the CPC Central Commission for Discipline Inspection. After an investigation, the commission found that Ni had gained benefits for others by abusing his power, and he had accepted money and goods himself or via his relatives, the commission said in a statement.


The commission described his acts as "demoralization."


The Supreme People's Procuratorate also said on Monday that its investigation into Ni's crimes continues.

Chinese number one Li Na was hardly tested in the opening round of the China Open as she swept past Daniela Hantuchova of Slovakia in straight sets on Sunday.


The world number five just needed one hour and 30 minutes to defeat her long-time friend 6-0, 6-4 and improved the win/loss record to 3-4.


The first set was lopsided as Li broke her opponent three times and used only 30 minutes to take the set at love.


Hantuchova did not take the first game of the match until she held serve in the fifth game of the second set. The 30-year-old then picked up her momentum to break Li for the first time to pull within 4-3.


However, Li hit the stride in the remaining time before taking the set at 6-4.

A former Chinese banker has been sentenced to three years in prison for forging and trading official documents, a court in northwest China's Shaanxi Province announced on Sunday.


Gong Aiai, mocked by Chinese netizens as "House Sister", was found with a huge number of properties purchased under fake IDs, and was convicted at the People's Court of Jingbian County.


Gong, former deputy head of the Shenmu County Rural Commercial Bank in Yulin City, was found to have illegally purchased Beijing hukou (household registration) for her daughter and herself at a cost of 300,000 yuan (48,000 US dollars) in 2005, in order to buy houses in the capital.


The 49-year-old was also charged with forging two ID cards with the names Gong Xianxia and Gong Aiai.


The court ruled that Gong had violated the household registration system and disturbed social order.


In January, online whistleblowers revealed that Gong had more than 20 properties in Beijing worth an estimated 1 billion yuan under the names Gong Aiai and Gong Xianxia.


A police investigation found that Gong had four hukou IDs and possessed 44 Beijing properties with total floor space of 10,543 square meters. The total property value was estimated at about 395 million yuan.


While Internet users questioned whether the money Gong used to buy property was earned legally, police said they have not received reports that Gong was involved in illegal fundraising, absorption of public deposits, or contract fraud.


Gong previously said in court that she earned money mainly through the coal business and had borrowed money from friends. She claimed that all her possessions were gained through legal means.


Gong's case has aroused a wave of public outcry for stricter management and supervision of the country's hukou mechanism as well as the use of ID cards, which were first introduced in 1984.

China's Myanmar-language professor Su Xiuyu provided stipends on Sunday for 27 poor and outstanding Myanmar students to pursue university education under the name of "Professor Su-Xiuyu Fund".


Su, who won one of the highest religious medals of commendation in honor of her excellent performances conferred by Myanmar President U Thein Sein, is a retired professor from China's Beijing Foreign Languages University.


The 27 students are from nine regions and states who just passed the matriculation examination and are to join universities, while 15 more from other five regions and states are expected to receive the sponsorship once they are enlisted.


The funding was arranged with the help of Myanmar-China Friendship Association in accordance with the wishes of Professor Su.


This batch of students will each soon obtain 200,000 Kyats (206 U.S. dollars) education stipend for the first academic year of their university learning and more stipend will be provided for their second academic year and even until their graduation.


The stipend presentation ceremony was attended by Chinese Ambassador Yang Houlan, Chairman of the Myanmar-China Friendship Association U Sein Win Aung, dignitaries of Myanmar-Chinese community, donors of the Fund and pupils of Professor Su totalling about 100.


Ambassador Yang and Chairman U Sein Win Aung appraised Professor Su's acts of loving kindness, calling on the people to learn from Su for her great spirit of cherish for education and students.


Representatives of recipients thanked Su for the provision of the stipends, pledging to study hard and endeavors to fulfill the will and expectation of Su and make efforts to serve the country and the society after graduation.


The 85-year-old Professor Su said at the ceremony that she has devoted her life to education activities. "Despite my old age, I still has my dream. My China dream is to contribute my might in disseminating Paukphaw friendship and promoting the friendship."


She added that "My Myanmar dream is to do public charity for Myanmar society, especially that related with education and nurturing of human resources."


Professor Su won the title "Saddhamma Jotikadhaja" conferred by the President early this year for her outstanding contribution to the cause of education, religious affairs, social welfare and China-Myanmar friendship.


Su is a native of Fujian and was born and brought up in Myanmar. She graduated from Yangon University and passed high level examination of Myanmar Buddhism subject.


During her residence in Myanmar, Su was a teacher with Yangon Nanyang High School and headmistress with Fujian Girls High School.


In 1965, at the invitation of the Chinese government as a Myanmar-language expert, Su, returned to China and worked in Foreign Language Department and then Beijing Foreign Language University.


Over the years of her teachership, Su cherished and nurtured many pupils. Especially in Myanmar, students, whom she brought up, have become leaders and strongmen of the society.


Similarly, several students she nurtured in China have also become high diplomatic officials.


Working for social affairs and public welfare, Su once took up posts for a number of major social organizations at home and abroad.


For several decades, Su has devoted to the development of China- Myanmar neighborly and friendly ties and enhancement of the Paukphaw friendship of peoples of the two countries.


On March 30 this year, "Professor Su-Xiuyu Fund" was established, under the name of which Su launched charity activities for the first time in Myanmar on April 11, making donation of a large batch of rice and stationery as well as presenting Myanmar new year gifts to orphans and pupils accommodated in a monastery in the outskirts of Yangon.


Sunday's move of Su marked the second charity activities of the Fund.

Experienced traveler Liu Qiang has scrapped his plan to go to Hong Kong because of what he sees as obsenely high prices during the upcoming National Day holiday week.


"The cost of a four-day package tour to Hong Kong was about 2,500 yuan (around 400 US dollars) previously, but it is as much as 5,000 yuan during the holiday," said Liu, 27, who works for an Internet company in Beijing.


The bad news for people like Liu is that both package and individual tour prices are expected to skyrocket from Oct. 1 when China's first tourism law comes into force.


These price rises are, in a large part, because of the law, but they are certain to unleash a torrent of gripes and acrimony in an already complaint-riddled industry. The hope is that the new regulations will help the industry to regulate iteslf in the long run.


The law includes provisions to counter the practice of zero, or even negative, fare tours. These are tours sold at or below cost price to lure ingenuous travelers who are then forced to purchase goods or tip guides while on holiday.


Travel agencies will be prevented from selling services at unreasonably low prices, or to profit by arrangements with designated stores. Travellers will not be obliged to accept any paid extras other than those specifically mentioned in contracts.


For time immemorial tour guides and travel agencies have been suspected of sharing profits with owners of stores, of taking commissions and kickbacks, but this will be illegal as of October.


"The domestic travel agency arena is a very competitive one. It's hard for travel agents to survive through low-price services alone," said Li Guang, general manager of the compliance office of the China Youth Travel Service (CYTS), one of China's leading travel agencies.


The law also address the problems of unfair competition and wanton price hikes which have bedevilled the travel industry for years and exasperate the public.


"These are deep-rooted problems which attract a lot of complaints. The the key to fixing these problems lies in strict implementation of the law," said Li Xinjian, a professor with the tourism management department in Beijing International Studies University.


Tourism insiders argue that the new round of price rises shows China's travel market returning to normal.


"Price wars were vicious in the past, while the recent rises are a sort of reasonable return to fair competition," said Wang Yanqi, director of the Research Center of Leisure Economy of China.


China's domestic travel market is the world's largest. Domestic tours totalled 2.96 billion in 2012, according to the China National Tourism Administration.


"The new law is not to impose restrictions on tourism shopping, but to target guides or agencies charging hidden commissions," said to Li Guang.


There are also calls for strict supervision of prices at popular locations.


"If prices were at normal levels in tourist attractions, there would be less scope for illegalities such as forced purchases and outrageous commissions," Wang Qiyan added.

(ECNS) -- A high school student in Baoji, Northwest China's Shaanxi province, can carve miniature sculptures out of chalk, according to Xi'an Evening News.


The most popular piece made by Bai Shengming, 18, is a six-story hollowed-out miniature tower, which has a clear structure and finely carved tiles.


Bai became interested in chalk carving when he was in the third year of junior high school. He saw a new tower while holding a piece of chalk in his hand, which reminded him of an article describing a boat miniature made of a peach pit, and inspired him to use pins or needles to carve on chalks.


Bai said he intends to carve the 108 heroes from the Chinese classic "Outlaws of the Marsh."

Every year, Wang Xiuqiong defies a particular norm in the name of tradition: She makes her own moon cakes. As summer comes to a close, supermarkets and other shops around China quickly fill up with the Chinese pastry around the Mid-Autumn Festival, which fell on Sept 19 this year. The holiday food is a popular gift for friends, family and colleagues.


But keeping with tradition can prove difficult, as Wang, a native of Beijing, soon found out. Soybean oil is Wang's secret ingredient in her moon cakes, but this year she learned that most soybean oil sold in supermarkets is genetically modified (GM). For Wang, that's a big no-no. The supermarket near her home used to have a shelf dedicated to non-GM soybean oil, but the shelf was removed several months ago. A clerk at the supermarket told Wang it's almost impossible to find non-GM soybean oil suppliers. Wang ended up using sunflower seed oil to make moon cakes this year, fearing health hazards from using GM soybean oil.


Wu Mei, an official in charge of data collection at the Beijing Municipal Bureau of Statistics, said it's quite hard to buy non-GM soybean oil in big cities, as only small oil manufacturing factories in rural areas produce it. "Over 90 percent of the soybean oil for sale in Beijing is genetically modified," she said.


Market share boom


A decade ago, the market share of GM soybean oil in the edible oil market was quite slim. According to the General Administration of Customs, the proportion was less than 2 percent in 2001. While by June 2013, it had surged to 43 percent, according to the China Soybean Industry Association, an industrial union of soybean farmers, processors and traders, as well as scientific researchers throughout China.


The change started in 2001 when China joined the WTO and imports of agricultural products increased. As a result, China's traditional agricultural industry received a heavy blow from more advanced foreign competitors, including GM soybeans from the United States and GM rapeseed from Canada and Australia. These were sold in China at lower prices than locally cultivated soybeans and rapeseed, taking a toll on domestic industries.


According to Xinhu Futures, a Shanghai-headquartered company that offers futures brokerage, investment consulting and asset management services, soybean output was 8.5 million tons in 2012 in China while 71.65 million tons were consumed. In 2012, China imported 58.38 million tons, rising 11.2 percent year on year.


China is also world's largest corn importer and much of that too is genetically modified. In 2013, the country's corn imports will total 7.2 million tons, among which 80 percent are genetically modified, according to a report from SCI International, a professional watcher of China's commodities. The report also said that most of China's imported corn comes from the United States and 95 percent of US-imported corn is genetically modified.


Xie Jiajian, an associate researcher with the Institute of Plant Protection under the Chinese Academy of Agricultural Sciences (CAAS), said GM products have grabbed a big market share in global agricultural trade. As a major importer of agricultural products, China is bound to come in contact with more and more GM agricultural products.


Data from the International Service for the Acquisition of Agri-biotech Applications (ISAAA) showed that 81 percent of the world's soybeans, 81 percent of its cotton, 35 percent of corn and 30 percent of oilseed rape was genetically modified in 2012, and most of those products have been sold to China.


The popularity of GM foods in China may be growing, but so too is the debate on whether it is safe to consume. Many Chinese resist GM foods simply because they fear it may cause cancer. "The government has allowed the import of GM soybeans, so it owes us a convincing explanation on whether or not it's safe," said Wang, the Beijing native.


The Ministry of Agriculture (MOA) says concerns over GM foods are unnecessary. China's GM foods must comply with three principles: First, the food must be traced back to its origins; second, the food should have a label saying it's genetically modified; third, the food should be controlled within certain regions so that all residents have the right to know and to choose. The MOA has also called on experts to promote GM foods throughout China. So far, the MOA has approved the import of GM cotton, soybeans, corn and oilseed rape.


An attitude change


As long as no attempts are made to change the population's attitude toward GM foods, skepticism will continue.


Research on GM grains in China goes back to Yuan Longping, father of hybrid rice. Chinese people have generally accepted hybrid rice but not GM soybeans, mainly because of a lack of promotion and popularization.


"The fact is, people are surrounded by GM foods, even if they are unaware of it," said Deng Zhixi, deputy director of the Research Center for Rural Economy under the MOA. "No matter if it is in China or the United States, you can't survive without eating GM foods. There are less and less non-GM foods now. We should take a more rational approach toward it." Deng said the United States had led the world in the GM breeding technology. If China is mired in endless disputes instead of following the lead of the United States, food security could once again rear its ugly head in the future.


Huang Dafang, director of the Biotechnology Research Institute under the CAAS, said GM technology has yielded great social, economic and biological benefits during its 17 years of development. According to a report from the ISAAA, 28 countries planted GM crops in 2012.


There are three types of GM products. The first are products that are able to survive environmental challenges, such as insect-resistant, disease-resistant and frost-resistant products. Most GM products belong to this category. The second type enhances quality and nutrition. This group includes GM soybeans. The third type is for medical use, such as vaccines and medicine.


But everyday Chinese are unaware of the variations and uses of GM products, experts lament. "Changing people's attitude toward GM foods is a long process," says Huang. "The most urgent need is to clear their doubts and fear."

Initiatives proposed in the Shanghai free trade zone will provide tax incentives for foreign companies, which will especially benefit startups.


The FTZ policies published on Friday stipulate that companies registered in the zone can opt to pay income tax in installments over five years. What's more, professionals working for companies in the zone can also pay tax on their stock options in installments.


Walter Tong, managing partner of tax services for Ernst & Young in China, said that the new tax policy will benefit companies in general.


"As long as the company can pay the income tax in installments within five years, its cash flow will be secured, thus making room for smooth operation," he said.


Crystal Yao, senior consultant at Deloitte Shanghai, said the policy will be particularly beneficial to startup companies.


A startup company usually needs to invest most of its income at the beginning to grow.


"If they are allowed to defer the tax payments, they will need to pay only a relatively small amount of tax every year. In this sense, they will be less burdened by taxes. Startups will thus have a more flexible cash flow during the first few years," Yao said.


Meanwhile, foreign investors may own up to 70 percent of joint venture human resources companies, while those from Hong Kong and Macao can set up solely funded human resources companies, according to the new policies.


The requirement for paid-in capital for foreign-funded firms will be reduced to $125,000 from the current $300,000.


Wu Qiang, partner and general manager of GMP Talent International, a Shanghai-based joint venture human resources company specializing in executive hiring, welcomes the policy as it provides more latitude for foreign capital to enter the human resources market.


"The local authorities used to pose stricter requirements on foreign capital to enter the local market. Now they have lowered the threshold. More small and medium-sized human resources joint ventures will be able to compete in this market," Wu said.


Mindy Zheng, chief financial officer of FESCO Adecco, the largest multinational human resources company in China, said, "We are thinking of moving to Pudong, mainly because of the favorable tax policies there."

A national platform facilitating enquiries about wills is due to open to the public by the end of this year, in the latest move to protect the legal rights of the dead and their heirs.


The service will be offered by an updated website of the China Notary Association, according to a Friday statement from the association.


More than 100,000 notary wills are created annually in China, excluding holograph, allograph and nuncupative wills, according to the statement.


The inquiry platform (www.chinanotary.org), with links to local notary associations, will help resolve succession disputes and improve the legal effect of notary testaments, the statement added.


It follows the creation in June of the Beijing Living Will Promotion Association, a civil group dedicated to advocating living will registration and promoting the idea of death with dignity in China.

The consumer finance sector is to be opened to non-financial enterprises as a move to draw more private capital into the industry, according to the China Banking Regulatory Commission.


Non-financial enterprises with at least 30 billion yuan ($4.9 billion) in annual operating income can set up a consumer finance company and act as the main sponsor, the CBRC said in a draft released for comment on Thursday night.


The threshold for operating income is far below the former level of 80 billion yuan.


These consumer finance companies must attract strategic investors who have experience in management and risk control related to consumer loans, the draft said.


The CBRC lowered the minimum stake for the main sponsor from 50 percent to 30 percent to diversify the shareholders.


The revised policy is in line with China's economic reforms as it shifts from an export- and investment-driven model to one that emphasizes consumption, said Zhao Xijun, head of the Financial and Securities Institute of Renmin University of China.


"Reform requires a reallocation of resources," said Zhao. "It is an effective means to ease requirements for private capital to invest in the financial industry."


The CBRC also lifted regional restrictions on consumer lenders, allowing them to establish outlets in other administrative regions to achieve economies of scale.


Ten cities including Shenyang, Nanjing, Hangzhou and Chongqing have been added to the list of places that may conduct pilot programs. The total number of pilot cities now stands at 16, including the first four approved in 2010.


Moreover, qualified financial institutions in Hong Kong and Macao may establish consumer finance companies in Guangdong province.


The draft also stipulates that consumer finance companies may accept deposits held by subsidiaries of the shareholding companies and the stakeholders themselves, further expanding the financial resources available to the companies.


These small lenders have been hampered by costly, limited financing channels such as borrowing among themselves or on the interbank market, or issuing bonds.


Consumer finance companies run lower risks than banks since they provide small loans to consumers. At the same time, they are a drive for the domestic spending that China urgently needs, said Wu Xiaoqiu, a finance professor at Renmin University,

China Securities Regulatory Commission (CSRC), the country's top securities regulator, announced that it has endorsed the Dalian Commodity Exchange (DCE) to carry out egg futures trading.


Futures trading will help stabilize egg prices by increasing liquidity in the market, and could act as an efficient commodity hedge in the long run to promote stable development of the egg industry, said the CSRC.


The DCE has so far completed contract design and draft rules with a strict mechanism on transactions and settlements, and risk control measures on cash deposits, price fluctuation caps, and position limits have also been thoroughly researched, according to the CSRC.


The official listing date for the futures contracts will be decided based on preparation work by the DCE as well as market conditions, said the CSRC.


China's annual production of eggs totaled 24.3 million tons in 2012 with an average market value reaching 185.6 billion yuan (30 billion U.S. dollars) over the last five years, putting it in the top position worldwide for the past 28 years, according to official statistics.


Located in Dalian, a port city in northeast China's Liaoning Province, the DCE is one of four futures exchanges in China. It trades a wide range of futures, including contracts for corn, soybeans and coke.

Chinese authorities will on Oct. 1 launch a one-year campaign to crack down on unlicensed clinics and disqualified doctors.


The campaign will be deployed by six government and military organs led by the Ministry of Public Security and the National Health and Family Planning Commission, the commission announced on Friday.


It will focus on sweeping unauthorized black clinics, doctors without medical qualifications and those who practice medical services in the name of the armed forces, according to the commission.


It said that the campaign will seriously punish medical institutions that conduct fetal sex diagnosis and sex-selective abortions not based on surgery or other medical needs.


Medical institutions' other illegal operations, such as employing non-medical staff and practicing beyond their approved service items, will also be investigated, added the commission.

Bank of China is likely to officially open its branch in the China (Shanghai) Pilot Free Trade Zone on Sunday, a source told the 21st Century Business Herald newspaper.


As long as the banking regulatory authorities approve, and the central bank completes its examination, the branch will be able to start operations, the source said.


Director of the Bank of China Shanghai branch will preside over the FTZ branch.


So far, Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of China, China Construction Bank, Bank of Communications, China Merchants Bank, Shanghai Pudong Development Bank and Ping An Bank have applied to set up branches in the FTZ.


Shanghai Pudong Development Bank and Bank of China are the only two banks that have gained approval, so far, an industry insider said.


Mu Shi, deputy director of Shanghai Pudong Development Bank was quoted as saying that they will also open the branch on the same day the FTZ officially launches.


Only four banks have obtained offshore financial licenses in China; Bank of Communications, China Merchants Bank, Shanghai Pudong Development Bank and Ping An Bank.

A case of suspected food poisoning in north China's Hebei province has led to 96 middle school students being hospitalized, a local government said Friday.


The municipal government of Qian'an said 15 students in the city's Yangdianzi Middle School suffered from nausea and diarrhea on Thursday night, and more pupils developed similar symptoms on Friday morning.


All affected students have been sent to a local health center and two hospitals and are all in stable condition, local health authorities said.


The government has yet to identify the cause of the incident. The school's canteen has been closed for investigations, they said.

China is still one of a few places that investors can expect for growth, US experts said at a seminar on Thursday.


"China is still one of the few places in the world you can go for growth," said Benjamin Shobert, managing director of Rubicon Strategy Group, when he addressed the commercial opportunities in the health care area.


The Chinese government has invested a lot in the healthcare sector and it also hopes foreign companies transfer certain technology to China's market, he told the seminar to which the Chicago Council of Global Affairs invited a group of US experts to talk about risks and opportunities in China to local business leaders and community representatives in Chicago at the Blackstone Hotel.


Shobert also pointed out a number of challenges in the sector, including the recent scandal where sales representatives of GlaxoSmithKline (GSK) were paying doctors to prescribe their medications and hiring intermediaries to bribe hospitals and doctors, which he said reflect deeper problems in the healthcare system in China.


"If these issues are not addressed, the problems will only be pushed underground," he told xinhua.


He also said that it is crucial for China to solve those healthcare problems ensuing its massive industrialization and a fast aging population.


He acknowledged that the Chinese government had invested a huge budget in the healthcare sector from 2009 to 2011. "The money has been used to expand the national insurance program and create additional capacity for various services," said Shobert.


He pointed out that significant results have been achieved. For instance, insurance coverage has been increased from about half of the country's population in 2009 to 99 percent now and significant progress has been made in the development of primary care system, but access to the system still remains a problem.


He praised the recent change in the Chinese government's policy that allows foreign direct investment (FDI) into hospitals and senior care areas.


"Open FDI catalog is a big step," he said, noting that this sector needs to develop faster.


China has four major edges - domestic governance, stability, endorsement to the Communist Party, and national security, said Roy D. Kamphausen, Senior Advisor at National Bureau of Asian Research (NBR).


"The fact is that China is very much inwardly focused," Kamphausen said.


All the experts expressed concerns over corruption and the ongoing anti-corruption campaign in China, but remained optimistic about China's continued development.


"I found today's talk very informative," said Cecilia Mowatt, president of Strategies In Site. "I like that the speakers look deeper into the overall context but are positive about China."

The Chinese government has decided to offer overseas study scholarships to another 21,300 students next year, marking a 17-percent jump in comparison with the newly-added figure in 2013.


Students from all Chinese universities or institutions that are eligible to grant doctoral degrees can apply for joint doctoral education programs, according to a Q&A with an unnamed official published on the website of the China Scholarship Council (CSC) on Friday.


In addition, the official said, master's programs will be available for people from administrative organs, public institutions and higher vocational schools, while artistic training programs will offer opportunities for students from schools and art troupes who have arts majors.


These state-funded scholarships will be provided and managed by the CSC, which was set up in 1996 under the Ministry of Education.


Researchers and academics can apply for such scholarships in January 2014 and the successful applicants will be announced in March, the official said, adding that the period of validity for these qualified candidates will be one year.


Those who turn down their already awarded overseas study opportunities can not apply for such scholarships within five years of their decision.


Postdoctoral study periods in foreign countries range from three months to two years.


According to the Q&A, the CSC will strengthen supervision on qualified candidates' performance overseas in order to decide whether they can continue to enjoy such scholarships.


China supported 31,256 students in overseas study last year and more than 36,000 are expected to be supported this year.


The 2014 enrollment guidelines and overseas study programs will be posted at http://www.csc.edu.cn in October.

A fleet of four China Coast Guard (CCG) vessels patrolled territorial waters surrounding the Diaoyu Islandson Friday, according to a State Oceanic Administration statement.


The fleet was comprised of CCG 2151, 1126, 2146 and 2113, the statement said.


The CCG, which covers maritime law enforcement functions of four agencies responsible for fisheries administration, maritime surveillance, customs enforcement and border control, formally unveiled its board in July.


On Sept. 9, the administration said Chinese law-enforcement vessels had conducted 59 regular patrols around the Diaoyu Islands since September 2012, when Japanannounced a plan to "purchase" the islands.


In the past year, Chinese ships have circled the islands at a minimum distance of 0.28 nautical miles.

Shuanghui International and Smithfield Foods on Thursday announced the completion of their merger, officially concluding the largest Chinese takeover of a U.S. company.


Senior executives from both sides pledged that the combined company will emerge as a leading global pork enterprise with greater access to the large and growing Chinese market and world-leading food safety and quality control standards.


"Together we look forward to utilizing our individual strengths, including Shuanghui's extensive distribution network in China and Smithfield's leading production and safety protocols, to provide safe, high-quality products to consumers worldwide," said Shuanghui International Chairman Wan Long.


For his part, Smithfield CEO Larry Pope said, "Our partnership ensures the stability of our business for all our stakeholders, particularly our employees and the communities we serve, while simultaneously unlocking exciting opportunities for growth in the large and rapidly growing Chinese pork market."


With the completion of the strategic combination, Smithfield shareholders received 34 dollars per share in cash for each share of Smithfield common stock they own.


The company will continue to operate under its existing brand names as a wholly-owned subsidiary of Shuanghui International. As of the close of Thursday's trading, shares of Smithfield's common stock will no longer be listed on the New York Stock Exchange.


In late May, Shuanghui, China's largest meat producer, reached a deal with Smithfield, the world's largest pork producer and processor, worth about 7.1 billion U.S. dollars in total, including debt.


The deal was cleared by the Committee on Foreign Investment in the United States earlier this month and approved by shareholders two days ago.

China's treasury bond futures opened lower on Friday, with the contract for settlement in December 2013, the most actively traded, down 0.022 yuan to open at 94.55 yuan.


The contract for settlement for March 2014 dropped 0.042 yuan to open at 94.596 yuan, while the June 2014 contract opened 0.038 yuan lower to 94.606 yuan.


The contracts are agreements to buy or sell treasury bonds at a predetermined price and set date. They allow investors to bet on and profit from the movements in the value of the bonds.


The treasury bond futures were launched at the Shanghai-based China Financial Futures Exchange (CFFEX) and started trading on Sept. 6, 2013.


The CFFEX set the base value for the December 2013 contract at 94.168 yuan, the March 2014 contract at 94.188 yuan and the June 2014 contract at 94.218 yuan.

The 40-year-old surnamed Zhang was brought to nearby Jiangsu Province Hospital, where doctors spent hours delicately extracting the 12-centimeter stainless steel chopstick he had shoved down his gullet as an act of anger.


Despite urging from his wife, Zhang refused to go to the hospital and only sought medical treatment when he began to feel pain three days later.


Zhang then had to wait another two days as hospitals in his area were ill-equipped for surgery.

A survey has revealed that 52 percent of Chinese couples are dissatisfied with their sex lives.


The survey, carried out over half a year by the International Society of Sexual Medicine (ISSM) and the Chinese Society of Andriatrics (CSA) under the Chinese Medical Association, polled more than 3,500 people aged 18 to 45 in nine locations across the Asia-Pacific region.


Released on Thursday, the survey on 1,002 Chinese people in 11 cities including Beijing, Shanghai, Guangzhou and Wuhan, of which 503 are females, showed that 96 percent of Chinese female respondents said they hoped for prolonged sexual intercourse, far higher than the average of 63 percent of women in the Asia-Pacific region.


According to the survey, 32 percent of men polled said they suffered from premature ejaculation (PE), and 70 percent of PE sufferers in China have not sought medical treatment.


"Many of the Chinese men are concerned that their performance may not meet the satisfaction of their partners, and the cause of such concern is largely related to PE," said Jiang Hui, senior member of the CSA.


Jiang said that factors for PE include genetic predisposition and mental health problems such as stress, fatigue and anxiety, and suggested that men suffering from the condition seek treatment at hospitals.

China's first underground subway line to be built in a frigid region on Thursday started a trial run in Harbin, capital of Heilongjiang Province in the northeast.


The 17.48-km line with 18 stations has been designed to withstand extreme winter cold in the city, which has a record low temperature of 38.1 degrees Celsius below zero.


Trains built by CNR Changchun Railway Vehicles Co. Ltd. for the line can run at 80 km per hour at full speed.


The company said it has used special technology to improve the train's thermal insulation and preservation so that passengers are kept warm despite the outdoor cold.


The subway line linking the city's two railway stations is anticipated to ease traffic pressures on roads in the city, which has a population of more than 10 million.


The city government plans to extend the metro line while building another two lines. The city's total subway line length is expected to reach 89.58 km by 2018.

Jingan mega-club adds laser fun to typical Chinese club experience


'Moving you, stunning trip'- it's not the most smooth-flowing slogan for a nightclub. However it does lend itself handily to the acronym MYST: the name of Jingan's newest super-club, found a short stroll south from Jingan Temple metro beside Yanan Zhong Lu.


Myst bears many hallmarks of other massive Shanghai clubs aimed at locals such as Mook on Nanjing Xi Lu, although Iven Huang, the CEO of Noah's Ark, the company that owns it, tells us he's aiming for a 50/50 split of locals and foreigners. He said he wanted it to be 'a more international place, glamorous, chic and mysterious.'


The main dancefloor room doesn't feel a world away from existing large-scale clubs, featuring Champagne-weighted tables dominating the central area (with no significant space for a dancefloor), inviting dice-rattling and jealous stares from those propped up at the large bar area. There's a big stage utilised by Lady Gaga-esque dancers who perform once an hour in typically ludicrous outfits including pink shoulder pads, fishnet stocking and leather trousers- no-one stops punters climbing on stage for a jig themselves between these 10-minute shows.


The most intriguing part of the club is the large hallway you walk through to get to the main room. The decor is a total mind-melter -- the trippy laser effects boggle the eyes and transport you to a kind of blissed out sci-fi scene. It's a shame you can't hang around here longer. The downstairs bar is a good-sized area playing more ambient dance music than that upstairs, with swish decor including a pixelated Mona Lisa image, offering a pleasant chill-out or gear-up zone.


On our visits to the club, the Thursday night was characterised by standard mainstream dance-pop blaring from the huge speakers, but Friday featured Chinese DJs Liu and Tank playing electro-based sets that felt like a step above the usual Phebe or No 88 fare. Drinks are priced as you'd expect, with Champagne from 1,080RMB a bottle, shooters from 39RMB and a typically unreasonable 48RMB for a bottle of water.


The early signs are that Myst is a good choice for those who are after what's come to be known as a classic Chinese mega-club night out, but it doesn't offer anything particularly new. Except the laser room- that alone is worth visiting the place for.

More than 610 million passengers are expected to travel on roads and waterways this National Day holiday, up 6 percent year on year, the Ministry of Transport (MOT) said Thursday.


A daily average of 87 million people will travel on China's roads and waterways during the week-long holiday from Oct. 1 to 7, said MOT spokesman Liang Xiao'an at a press conference.


Liang said a majority of travelers -- about 600 million -- will travel by road, up 6.1 percent compared to the same period last year.


Toll highways will be free for drivers of cars with no more than seven seats. This is the fifth time the toll-free policy will be in effect since it was first introduced last National Day holiday.


China's fast-developing express trains are likely to attract some traveling long distances in order to avoid traffic on highways, said Liang.


He said he expects a noticeable rise in traffic in and around major tourist destinations such as Beijing, Shanghai and Hangzhou.

China on Wednesday expressed condolences to the families of those killed and injured in a powerful earthquake in Pakistan.


"China is closely watching the Pakistan earthquake situation, expresses deep grief over those killed, and offers condolences to the families of those killed and injured," Foreign Ministry spokesman Hong Lei said at a daily press briefing on Wednesday.


Hong's comments came after at least 208 people were killed in the 7.7-magnitude earthquake that hit Pakistan's southwest province of Balochistan on Tuesday afternoon.


Chinese President Xi Jinpingand Premier Li Keqianghave respectively sent condolences to their Pakistani counterparts over the earthquake, Hong said.


"The Chinese government will offer emergency aid to Pakistan in accordance with Pakistan's needs," Hong said.


Hong said so far no Chinese have been reported killed or injured in the earthquake. The Chinese Embassy in Pakistan, following the quake, made an investigation into whether Chinese citizens or institutions had been impacted by the earthquake.

Chinese Premier Li Keqiangsent a message of condolence Wednesday to Pakistani Prime Minister Nawaz Sharif to express deep sympathy over the casualties and loss of property resulting from Tuesday's powerful earthquake.


He conveyed his condolences to the victims and their families on behalf of the Chinese government, its people and himself, saying he believed the Pakistani government and people will absolutely overcome disaster and rebuild their homeland under the leadership of the prime minister.


China is willing to give a helping hand by offering emergency aid for Pakistan's needs, he said.


A total of 208 people are reported to have been killed in the 7.7-magnitude quake that hit Pakistan's southwest province of Balochistan on Tuesday afternoon.

China is gaining a bigger share in the international military drone market, with at least one new buyer for its homegrown Wing Loong unmanned aerial vehicle reported this week, according to a senior executive in a State-owned aviation company.


"More than two clients are using Wing Loong, and they have told us that they are very satisfied with the drone's capability and performance," said Ma Zhiping, general manager of China National Aero-Technology Import and Export Corp.


He made the comments at the 15th Aviation Expo/China, which opened in Beijing on Wednesday and lasts four days.


Ma's company is the biggest exporter of aviation defense products in China and has a strong presence in the global military aircraft market. It belongs to Aviation Industry Corp of China, the country's leading aircraft manufacturer.


Ma said during the Paris Air Show in June that two nations had bought Wing Loong drones. His latest remarks indicate the drone has been delivered to a third or perhaps more foreign users.


"We have allocated considerable resources to boost the sales of our UAVs, and our efforts are proving effective and fruitful," he said. "Many of our traditional clients are negotiating with us on importing Wing Loong, and they are joined by several nations that have not purchased Chinese aircraft."


According to CATIC, Wing Loong was developed independently by China with full intellectual property rights, meeting the requirements of the international market. The project was started in 2005 and the maiden flight took place in 2007.


"Compared with manned aircraft, drones have simpler requirements for landing facilities and piloting environment, and they can perform a wide variety of tasks, such as precision strikes, reconnaissance, border patrol and anti-terrorist operations. Therefore, they appeal to a number of our traditional clients," Ma said.


Chinese drones such as the Wing Loong have huge potential as exports, according to Wang Ya'nan, deputy editor-in-chief of Aerospace Knowledge magazine.


"More and more countries have realized the advantages and the wide range of uses of drones, and most of them have to import drones," Wang explained.


"Since they basically need small- and medium-sized drones, which have lower technical requirements and involve hardly any sensitive technologies, China is able to do well in tapping into this market."


In addition, China has a well-developed industry chain for the avionics, propulsion and flight control systems used in drones. This means China is able to provide reliable and affordable alternatives for those who have difficulty in buying drones from Western nations, said Wang.


He continued: "Chinese drones are technologically close to those of the United States and Israel but have a more competitive price."


Wang's remarks were echoed by Kimberly Hsu, policy analyst for military and security affairs at the US-China Economic and Security Review Commission, who said in a recent report that China's "inexpensive and multifunctional" unmanned aerial systems are preparing to grab the international UAV market away from the US and Israel.


"China's unmanned aerial vehicle industry is diversifying and expanding. ... Surging domestic and international market demand for UAVs, from both military and civilian customers, will continue to buoy the growth of the Chinese industry," Hsu said.


However, China is not indiscriminative in choosing buyers for its drones, according to Ma.


"The Chinese government and all of its arms exporters implement a set of strict controls on weapons trading and our businesses stick to the regulations from both the United Nations and China," he said. "Western countries needn't be worried. They sell drones just like we do."


In addition to Chinese drones, J-10, an advanced Chinese fighter jet, has also been targeted by a host of foreign countries, Ma said.


These potential buyers are from Asia, Africa and South America, Ma said, without giving any further details. He added that some Middle East countries are also interested in the plane.


The J-10 is a third-generation, multi-role fighter aircraft designed and produced by Aviation Industry Corp of China and regarded by military experts as very advanced and comparable to the latest variant of the US' F-16 Fighting Falcon.


"Some of the potential buyers are traditional users of Russian or French aircraft," he noted. "We expect a huge market for the J-10 as the government has been accelerating approval procedures for the export of our new-type aircraft."
