(ECNS) -- A military homing pigeon team in Chengdu, Sichuan province, has for the first time recruited new domestic members, people.cn reported.
Pigeons that are recruited must fly very fast and be able to find precise locations, said Zhang Zhiquan, head of the team.
Wu Jia, whose job it is to train the homing pigeons, said these birds avoid threats like that from eagles by flying very high.
Eagles swoop downwards very rapidly but ascend slowly; by contrast, pigeons fly upwards very quickly, he explained.
After two months training, only pigeons that pass tests in stamina, courage and obedience are made full members.
In the digital era, the tradition of using carrier pigeons is maintained by the military because the birds are not easily interfered with by human activity and can accurately deliver messages to precise locations, experts have stated.

Two more police officers were arrested in north China's Shanxi province for beating a migrant worker to death, local authorities confirmed on Wednesday.
The two suspected officers, surnamed Guo and Ren, were arrested for allegedly abusing their power, according to a statement on the official website of the People's Procuratorate of Taiyuan, Shanxi's capital.
Previous investigation showed that on December 13, more than ten migrant workers were trying to enter a construction site. The guards stopped them at the excuse that they were not wearing safety helmets.
A quarrel later developed into a brawl when police arrived. A 47-year-old female migrant worker Zhou Xiuyun died in the incident.
A policeman surnamed Wang was arrested earlier for allegedly causing Zhou's "unnatural death".
According to an earlier report, Zhou's husband's ribs were broken by police in the dispute. Guo and Ren are suspected to be responsible for the injuries.
The case has drawn criticism in China, after a picture supposedly showing a policeman stepping on the hair of Zhou as she lay on the ground motionlessly, circulated widely on microblog Sina Weibo.
Zhou's son told Xinhua that 13 people from his hometown have worked at a construction site in Taiyuan since mid-October. But the boss delayed payment of their 29,000 yuan (about $4,700) salary.
They planned to ask for their money and return home to celebrate the upcoming Spring Festival, or Chinese New Year, he said.
"Police officers are part of a nation's image," said an internet user nicknamed Fanghouyuan. "Should such things happen in a country which is governed under the rule of law?" Many others cried for severe punishment of the culprits.
The local procuratorate set up a special team to investigate the case. They are negotiating with Zhou's family to perform an autopsy to determine the exact cause of her death.

Chinese President Xi Jinping called for strengthened solidarity to achieve goals and listening to the voice of the people during a new year gathering on Wednesday.
Delivering the keynote speech at a new year celebration for the country's top political advisory body Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), reviewed the CPC's work in 2014.
He discussed achievements in the fight against corruption, improving Party members' work style and punishing formalism, bureaucracy, hedonism and extravagance.
Eighty key tasks set by the central leading group for comprehensively deepening reform have been completed, with some difficult problems having been tackled, he said.
Despite the achievements, Xi warned of hardships and risks ahead.
He vowed to continue deepening reforms, implementing rule of law, running the Party strictly, enhancing innovation, strengthening risk control and improving people's life.
"We must unswervingly safeguard Hong Kong and Macao's lasting prosperity and stability and deepen exchanges across the Taiwan Strait," Xi said.
He said the "Belt and Road Initiatives" to revive the ancient Silk Road from China via Central Asia and Russia to Europe and the Silk Road Economic Belt should be actively implemented.
Arrangements concerning promoting rule of law should be put into practice one by one and comprehensively implementing rule of law is an "extensive and profound revolution" in the field of state governance, Xi said.
He stressed the democratic consultation role of the Chinese People's Political Consultative Conference (CPPCC) which marked 65th anniversary in 2014.
Xi urged to consolidate and develop the broadest possible patriotic united front, adhere to and improve the system of multi-party cooperation and political consultation.
On behalf of the CPC Central Committee, State Council and CMC, Xi extended New Year greetings to non-CPC members, people's organizations, as well as people from all walks of life including "workers, farmers, intellectuals, cadres, soldiers and police officers."
His greetings were also extended to residents in Hong Kong and Macao Special Administrative Regions and Taiwan, as well as international friends.
The tea party, hosted by the CPPCC National Committee, was also attended by Premier Li Keqiang, top legislator Zhang Dejiang, top political advisor Yu Zhengsheng as well as Liu Yunshan, Wang Qishan and Zhang Gaoli, along with some non-CPC members, leaders of central departments, members of ethnic minorities and people from all walks of life.

Police from northwest China's Xinjiang Uygur Autonomous Region uncovered a drug ring and apprehended seven suspects, local authorities said on Wednesday.
According to the regional public security department, a total of 45 kilograms of crystal methamphetamine or "ice", and about 300,000 yuan ($50,000) were seized.
Police from Urumqi, capital city of Xinjiang, caught three suspects based on tip-offs in the city in early December. Later, they traveled to Sichuan Province and apprehended another four suspects with the help of local police, the department said.
This is the biggest quantity of synthetic drugs Xinjiang has seized in a single case, said a police officer from the department.
China has launched a nationwide campaign to "ban drugs in hundreds of cities" since October. Statistics showed that Xinjiang has uncovered 604 drug-related crimes, arrested 663 suspects and captured more than 323 kilograms of drugs so far.
Also on Wednesday, a court in central China's Hunan Province sentenced five people to death and two others to death with a reprieve on charges of drug trafficking.
Another 14 suspects received sentences ranging from one year and 10 months in prison to life imprisonment. The case involved more than 222 kilograms of "magu" pills, a stimulant composed of methamphetamine and caffeine, the court said.

Ten breakthroughs of China's military diplomacy in 2014
http://www.ecns.cn/military/2014/12-28/148446.shtml
Dec 28th 2014, 03:13
2014-12-28 11:13 China Military Online Web Editor: Wang Fan
In 2014, the Chinese military played a more active role in assuming the responsibilities of a major country, deepened its relations with the militaries of many countries, aired its voices more loudly, and carried out military drills in a more practical way. If we have to summarize China's military diplomacy in 2014 with one sentence, the best choice may be "military shows more major-country style".
NO.1 Unprecedented efforts in searching for missing Malaysia Airlines passenger plane
Event playback: The Malaysia Airlines MH370 lost contact with ground control soon after it took off in Kuala Lumpur on March 8 this year. The Chinese military immediately coordinated with the militaries of relevant countries and assigned troops to search for the missing plane.
Reason for listing: The Chinese military assigned 2,273 people and mobilized nine naval vessels, six ship-borne helicopters and five Air Force planes from March 8 to May 1 to consistently search for the missing plane at the Gulf of Thailand, southwest of Sumatra, the South Indian Ocean and other sea areas.
During that period, the Chinese military searched for a total mileage of 50,000 nautical miles, equivalent to travelling around the earth more than twice, searched about one million sq km of sea areas, scanned 12,676-sq-km underwater areas with sonar, and covered tens of millions of sq km with satellite surveillance.
The No.872 naval vessel carried out a 157-day-long normal search in the South Indian Ocean from April 27 to September 20, completing 63,574-km mileage and multi-beam topography measurement of 42,000 sq km. This is an unprecedentedly extensive and massive search undertaken by the Chinese military.
NO.2 PLAN held annual meeting of West Pacific Naval Symposium (WPNS) for the first time
Event playback: The annual meeting of the 14th WPNS was held in Qingdao in April 22-23, 2014, which was joined by more than 150 naval leaders and representatives from 25 countries.
Reason for listing: Founded in 1987, the WPNS is now the only regular naval symposium of multilateral dialogue and cooperation in the Western Pacific region. This was the first time that the Navy of the People's Liberation Army (PLAN) held this symposium, at which the revised Code for Unplanned Encounters at Sea (CUES) was passed, playing a positive role in safeguarding regional security and stability.
NO.3 Naval vessels had first round tour in Africa
Event playback: The PLAN vessel taskforce had a round tour in Africa from May 5 to June 20, 2014, visiting eight countries in succession, including Tunisia, Senegal, Cote d'Ivoire, Nigeria, Cameroon, Angola, Namibia and South Africa.
Reason for listing: This is the first African round tour made by the PLAN taskforce. Of the eight countries it visited, seven of them were visited by PLAN vessels for the first time except South Africa.
2014 marked the 50th anniversary of the establishment of diplomatic ties between China and many African countries. The African round tour made by the PLAN taskforce deepened mutual understanding and trust between China and the host countries and strongly promoted the new-type China-Africa strategic partnership.
NO.4 Mechanized joint exercises were closer to real combat
Event playback: The "Peace Mission" and "Joint Maritime" exercises are systematic China-foreign joint exercises with substantial influence in recent years. When the "Joint Maritime 2014" joint exercise was carried out in the sea area and air space north of the East China Sea in May 20-26 this year, China and Russia assigned 14 surface vessels of various types, two conventional submarines, nine fix-wing aircraft, and forces including ship-borne helicopters and special operation units.
The "Peace Mission-2014" joint anti-terror exercise of the Shanghai Cooperation Organization (SCO) was held at the Zhurihe training base in September 24-29, 2014. China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan assigned over 7,000 soldiers to the joint exercise.
Reason for listing: Compared with previous exercises, both joint exercises this year had new breakthroughs with notable progress in coordination and real-combat capacity.
During the "Joint Maritime 2014" exercise, China and Russia mixed up all of their participating vessels for the first time, organized the first beyond-visual-range (BVR) attack and defense drill with surface vessels serving each other, and organized the first back-to-back confrontation drill with submarines, vessels and airplanes serving each other. These "firsts" made the exercise much more difficult and highlighted the enhancement of core military capability.
Focused on exploring the new model of precise anti-terror operations, the "Peace Mission - 2014" joint exercise excelled previous ones in IT application and the level of information-based warfare. It was the first time that the Chinese military assigned reconnaissance-strike integrated unmanned aerial vehicle (UAV) and female special operational members to participate in the SCO joint exercise.
NO.5 PLAN participated in RIMPAC exercise for the first time
Event playback: The Rim of the Pacific (RIMPAC) exercise is the largest-scale multilateral maritime joint military exercise in the world today. The "RIMPAC-2014" joint exercise participated by 22 countries was held in Hawaii from June 26 to August 1 this year. The PLAN assigned four surface vessels, two helicopters, one diving unit, one special operation unit and one medical unit to the exercise, totaling over 1,100 officers and men.
Reason for listing: The PLAN's first participation in the RIMPAC exercise was an important step toward building the new-type major-country relationship and military relationship between China and the US It will play a positive role in pushing China's friendly cooperation with the US and other Asian-Pacific countries and enhancing the PLAN's capability to carry out diversified military tasks.

A Tibetan calligraphy scroll stretching 206 meters was donated to the Potala Palace in Lhasa, capital city of Tibet, on Wednesday.
Believed to be the longest in the world, it took two artists, Gemang Jambae and Nyanshon Doje Toinzhub, four years to complete. A total of 177 styles of Tibetan calligraphy were included in the scroll.
"For instance, the style of Dzi beads came into being more than 3,000 years ago. It was so called because the characters looked like Tibetan Dzi beads," said Jambae, who has spent 33 years learning Tibetan calligraphy.
"The style "Corpse" was created during the reign of Songtsen Gampo (617-650). It gained the name because the characters appeared like dismantled bodies," he said. Songtsen Gampo was one of the most famous Tibetan rulers, and founder of the Tubo empire.
Tinggar, a famous Thangka painter, drew the portraits of 32 Tibetan penmanship masters on the scroll.
"By making such a scroll, we want to show the world the history and charm of Tibetan characters," said Doje Toinzhub. "We hope more people will get to know Tibetan calligraphy, a treasure of Chinese culture."
Sonam Wangden, vice head of the Potala Palace management office said the scroll, "showed the imagination of the Tibetan people, as well as evolution of the Tibetan characters. The Potala Palace is a museum of Tibetan culture. We will try our best to preserve the scroll, and display it to visitors."

Gas heat project making a difference in Lhasa

Thanks to a heating project in Lhasa, in the Tibet autonomous region, more than 100,000 city households are now equipped with gas facilities, and the coverage of gas heat in Lhasa will exceed 98 percent by the end of the year, governmental authorities said on Friday.
Launched at the end of 2012, the project expanded rapidly. Many residents of Lhasa now find that their winter evenings no longer feel so cold or seem so long.
"The Lhasa heating project has made a historical transition from traditional heating methods to modern clean-energy heating," said Ma Hongjing, professor and senior engineer of the North China Municipal Engineering Design & Research Institute.
Ma said that traditional heating methods such as stoves and electrical tools adversely affect the environment and waste natural resources. The new heating system will help to cut emissions and reduce logging, Ma said.
Pema Norbu is a resident of the Lhasa community that was first to benefit from the heating project. Her mother has been suffering from a severe illness for many years requiring her, for the most part, to stay indoors to keep warm.
The improvement was pronounced.
One cold winter day in 2012, when Pema Norbu and her mother were having a conversation, her mother noticed the temperature.
"It is already later winter," she said. "It's strange that it's still very warm."
It wasn't climate change; it was gas heat.
Pema Norbu said that before they were provided with the system, they used electricity for heat, which she said is not good because it may cause trouble - variable quality, risk of fire and lost humidity in the house.
"We are thankful for the project, and we can afford the price, but my parents did not support using the gas heating at first because they thought it was expensive. Gradually they realized they couldn't live without it," the 36-year-old said.
Like Pema Norbu, Tsomo, a doctor at the Second Hospital of Tibet, thinks gas heating has raised her quality of life - and she considers health a priority.
"Gas heating is better as it is natural and creates less pollution. Using facilities such as the air conditioner may affect health. Gas is safer," Tsomo said.
Officials have seen the benefits of gas heating to residents in general.
"The residents of Lhasa, besides having warm sunshine during the daytime, can enjoy warm evenings," said Zeyong, the vice-general manager of Lhasa Nuanxin Heating Power Co. All primary and high schools will receive heating free of charge.
"The heating project of Lhasa is unprecedented in China, as it achieved 98 percent coverage within 28 months," said Hu Bijun, senior engineer of the China Building Materials Academy.
Lhasa has seen significant reductions in emissions in 2014. The total emission of carbon dioxide has been reduced by around 180,000 tons; sulfur dioxide by 1,652 tons; nitrogen oxide by 510 tons; soot emissions by 2,544 tons; and cinders by 13,900 tons.

China has set up a special fund worth more than 10 million yuan (1.6 million U.S. dollars) to support public service advertisements.
Radio and TV programs, roadside billboards and banners have long played a key role in promoting good values and providing knowledge on a range of topics, from furnace safety to giving up bus seats to the elderly.
A total of 132 projects chosen from more than 500 applications have been covered by the fund, the State Administration of Press, Publication, Radio, Film and Television (SAPPRFT) said Friday.
Completed projects that have already aired include one by the Beijing Media Network calling for patience in parenting, as well as an anti-speeding ad by a radio station in east China's Zhejiang Province.
Figures from the administration show that central and local television groups made 16,000-plus public service ads under the organization of SAPPRFT as of late November, with total air time of some three million minutes.
SAPPRFT vowed to increase financial investment to boost the production and airing of public service programs.

Car-hailing apps encounter bumpy roads

Upgraded versions of car-hailing apps are facing problems in China, with transportation departments in many cities considering these services illegal.
The Shanghai Municipal Transportation Commission has started to crack down on unlicensed car-hailing services provided via the Internet.
The commission said on Wednesday it has seized 12 cars providing such services through Didi Zhuanche, which focuses on high-end travelers using the Didi Dache app. Five of the car owners were fined 10,000 yuan ($1,606), while the seven others are still under investigation.
Unlike the standard Dache car-hailing service, which connects passengers with professional taxi drivers, the upgraded Zhuanche service uses car owners who do not drive taxis for a living.
The cost of the Zhuanche service is two to three times higher than regular taxi fares.
Yang Xiaoxi, deputy director of the commission, said the Didi Zhuanche service is illegal because all the cars are registered for private use and are not licensed for passenger transportation services.
"An unlicensed car service puts passengers' safety and rights at risk. It disturbs market order and increases the difficulties for us to do our work," Yang said.
On Wednesday, the Traffic and Transportation Bureau in Zibo, Shandong province, said the Didi Zhuanche service could not operate in the city. Car owners who violate this regulation will be fined up to 30,000 yuan.
At the end of October, the Shenyang Transportation Department in Liaoning province also ruled that the Zhuanche service is illegal, while its counterpart in Nanjing, Jiangsu province, fined two such car owners 8,000 yuan each.
Didi said the Zhuanche service should not be listed as illegal because the company only signs contracts with car rental companies or labor service firms that guarantee service quality and passenger safety.
Zhu Pingdou, vice-president of Didi, said: "One feature of an illegal car service is that driver and passenger information is not transparent to each party. ... Our Zhuanche service, on the contrary, has established a transparent platform via the Internet."
However, Yang said none of the 36 registered car rental companies in Shanghai has cooperation deals with Didi.
Ding Ning, a Shanghai lawyer, said she enjoys the Zhuanche service because the cars are better than standard taxis and the drivers are friendly.
"It is really hard to find a taxi during rush hour. The authorities should consider passenger convenience before they shut down such service platforms," she said.
Xu Lijiang, a Beijing taxi driver, said the service obviously affects the interests of cabbies because the car owners don't pay the monthly franchise fees. "If I could vote, I would oppose such a service," he said.
The Didi Zhuanche service was launched in August as part of the company's strategy to enter the high-end market.
It has more than 100 million registered users and over a million registered drivers, with a peak of more than 5.2 million transactions a day.
Didi's service covers more than 300 cities in China.

Martial artists flocking to guard the rich
http://www.ecns.cn/2014/12-27/148417.shtml
Dec 27th 2014, 03:08
2014-12-27 11:08 China Daily Web Editor: Qian Ruisha
Increased security concerns among China's nouveau riche have created a niche market for protection services, luring more martial arts practitioners to become bodyguards.
Standing close to Jack Ma, the Chinese mainland's richest man, at a series of recent events was a man of average build in his 30s with brush-cut hair.
Li Tianjin, Ma's security assistant or personal bodyguard, stood out among the billionaire's entourage with his composed presence, watching every move made by his employer, the founder and chairman of e-commerce giant Alibaba Group.
Li, a national martial arts champion, is from Chenjiagou in Wen county, Henan province, the widely recognized birthplace of tai chi.
Wang Zhanjun, vice-chairman of Henan Martial Arts Association, said Li won his first national title at the Wen County International Tai Chi Tournament in 1998.
He has always been loyal to friends from an early age and has trained very hard every day, Wang added.
Li's appointment highlights the growing demand from China's entrepreneurs and celebrities for well-trained bodyguards with martial arts backgrounds who have been educated in etiquette and also have secretarial abilities.
Shi Xingfeng, founder and CEO of the Bojing Security Agency in Beijing, told China Daily on Friday, "Demand for protective specialists is soaring, with customers increasingly sensing the need to protect their lives and property against unknown risks.
"Despite this market demand, the talent pool remains small, with most of the trainees in our company selected neither from retired soldiers nor martial arts athletes or students," Shi said.
The Bojing Security Agency was founded by Shi in 2009 as one of the earliest commercial security service providers approved by China's Public Security Department.
The country currently has 358 billionaires, second only to the United States, and their ranks are expected to grow rapidly in the next decade.
Ma topped this year's Hurun Rich list with net assets of more than $24 billion.
Boasting practical combat skills, martial artists like Li need to improve many other skills - including hostage rescuing, technical driving and outdoor survival - through intense physical and theoretical training, Shi said.
"Professional security assistants are not trained to knock people down for their employers like illegal hatchet men, but to master skills and knowledge to prevent threats from happening," Shi said.
Despite the risky nature of the job, the salary has attracted an increasing number of martial artists to work for wealthy clients.
Qin Xianggang, a former student of Wang's, earned at least 8,000 yuan ($1,286) a month five years ago when he started work as a security assistant for a real estate tycoon in Qingdao, Shandong province.
"This was twice as much as a martial arts coach was paid at that time. The salary for bodyguards has also increased a lot over the years," Qin said. According to Shi, the average salary for a professional security assistant has risen to about 400,000 yuan a year, with specially trained bodyguards earning even more.

China on Friday lauded Pakistan's efforts to establish a national counter-terrorism plan.
"China is against terrorism in any form. China firmly supports Pakistan in the implementation of its anti-terrorism strategy in accordance with its own national situation, and welcomes its national anti-terror plan," said Foreign Ministry spokesperson Hua Chunying.
The leaders of Pakistan's main political parties on Wednesday attended a landmark meeting convened by Prime Minister Nawaz Sharif, on terrorism measures, including the establishment of special courts to expedite the trials of terror suspects.
On Dec. 16, a Taliban attack killed 150 people, including 134 children, in the northwestern city of Peshawar.
"China will continue to provide assistance to Pakistan in its efforts to counter terrorism and safeguard its national security," Hua said.

Six people nabbed in a cross-border drug trafficking case in China, including one Japanese and two Koreans, have been given punishments ranging from life imprisonment to the death sentence.
Three of the six, including one from the Chinese mainland, one from Hong Kong and one from Japan, were sentenced to death on Dec. 16 for trafficking up to 120 kg of crystal methamphetamine, the intermediate people's court of Nantong City in the eastern province of Jiangsu said on Friday.
The court found that the Hong Kong man escorted the Japanese buyer and three others -- two from the Republic of Korea and one from Taiwan, who are still on the run -- to buy crystal methamphetamine from two sellers in south China's Guangdong Province between February 2012 and March 2013.
Some of the drugs were transported to Nantong and also Rizhao in Shandong Province, and another two Koreans were responsible for smuggling the drugs to Japan by cargo ship, it said.
The other drug seller in Guangdong was sentenced to death with a two-year reprieve. The two Koreans were sentenced to death with a two-year reprieve and life in prison, respectively.
The court also ordered the confiscation of the personal property of all six drug dealers.
Three of the six have appealed their verdicts.

Guilin's scenery is peerless in the world, an old saying goes, and Chinese painters living in the Guangxi Zhuang autonomous region capture the beauty of the land in their ink-and-wash paintings.
A just-opened group exhibition of Chinese traditional paintings by 13 accomplished painters from the region continues through Dec 30, displaying more than 50 works.
Artists attending the Dec 24 opening included Huang Gesheng, Yang Shan, Zheng Junli and Wu Xiaodong. Works on display focus on landscapes, birds and flowers, as well as figures.
Highlights of the show are paintings that depict mountains in spring, the well-known Lijiang River mirroring surrounding scenery, and scenes of Zhuang people's houses that have special wood structure to house people and poultry together.
Yang Xiaoyang, president of the China National Academy of Painting, says ink painters from Guangxi have formed a new art style in the past 10 years. It is rooted in the local culture and history, especially the scenery of its mountains and rivers, adds Yang.
Unlike the sharpness and magnificence of landscape paintings often shown by painters from northern China, mountains and rivers by painters from Guangxi are exquisite and pretty, says Wu Xiaodong, one of the painters attending the show.
The group show is part of a series from artists who were born after the founding of New China in 1949 and is an effort to document China's ink painters since then by the China National Academy of Painting.
If you go
10 am-5 pm, until Dec 30. Art Gallery of China National Academy of Painting, 54 North Xisanhuan Road, Haidian district, Beijing. 010-6841-1369.

Air agency plans blacklist for brawling passengers

The civil aviation authority is considering measures to punish people who behave badly on airliners, said a senior official.
Li Jiaxiang, director of the Civil Aviation Administration of China, said the agency plans to include unruly passengers on a "personal negative credit list", which will affect their future air travel. He did not elaborate on to what extent these passengers will be affected.
"Everyone must behave well while traveling," he said on the sidelines of the agency's annual work conference in Beijing on Thursday. "Despite the recent scandal being caused by only a few passengers, it has strongly tarnished the image of Chinese travelers."
His remarks came in response to a notorious incident this month in which four Chinese passengers caused chaos on a Thai budget flight, forcing the aircraft to return to Thailand.
A Chinese man and his girlfriend on a China-bound AirAsia flight had a spat with the flight crew over the seating arrangement and hot water. The disturbance escalated when the woman poured hot water on a female flight attendant.
After the crew demanded an apology, the Chinese woman climbed over the back seats, threatening to jump out of the airplane while punching the plane's windows, according to witnesses.
The in-flight brawl forced the plane to return to Don Mueng International Airport in Bangkok, where the duo and two other passengers involved were taken away by Thai police. They were required to pay compensation of 50,000 Thai baht ($1,525) to the flight attendant, and all four passengers were fined a small amount of money.
The China National Tourism Administration later opened a probe into the incident and vowed to punish the passengers involved by including them on a blacklist.
Less than a week after the scandal, another in-flight conflict between several Chinese passengers took place on an Air China flight from Chongqing to Hong Kong. The incident was caused by two female passengers complaining about the noise of a child sitting behind them, which then turned into a fierce fight that almost forced the flight to return to Chongqing, Chinese media reported.
In an attempt to curb unruly acts by Chinese passengers, the Civil Aviation Administration has asked Chinese airlines and airports to publicize the level of behaviors expected from passengers.
Yang Xia, general manager of Liaoning Ocean International Travel Service, said misbehavior is very common among Chinese air passengers and most in-flight conflicts arise for "very trivial matters".
Diao Weimin, an associate professor on aviation laws at the Civil Aviation Management Institute of China, suggested airlines should set up a blacklist and reject passengers with bad records.

China's top political advisor Yu Zhengsheng vowed in Hanoi on Thursday to enhance high-level exchanges with Vietnam and promote bilateral ties along a correct path.
Yu, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks while meeting with Le Hong Anh, a Politburo member and standing secretary of the Secretariat of the Communist Party of Vietnam (CPV) Central Committee.
Yu arrived in Hanoi earlier on Thursday for a three-day official visit to Vietnam. He spoke positively of Le Hong Anh's latest visit to China in August as special envoy of the CPV Central Committee General Secretary Nguyen Phu Trong, adding the visit has contributed significantly to the improvement of China- Vietnam ties.
High-level exchanges between the two ruling parties had played a leading role in the development of bilateral relations, Yu said.
"My current visit to Vietnam, commissioned by the CPC Central Committee and General Secretary Xi Jinping, aims to enhance mutual trust, build consensus and boost progress of China-Vietnam relations in a correct path," he said.
China is willing to enhance communication with Vietnam, and deal with bilateral ties from a strategic view and long-term perspective, Yu added.
Le Hong Anh, for his part, recalled his visit to China which he said had achieved positive progress. He said both sides have the responsibility to inherit and carry forward their traditional friendship fostered by the older generations of their leaders, such as late Vietnamese President Ho Chi Minh and late Chairman Mao Zedong of the CPC Central Committee.
Vietnam hopes to further enhance high-level contacts with China, boost non-governmental exchanges and cooperation in various areas, he said.
He called on both sides to implement the consensus reached between their senior leaders regarding maritime issues, and properly settle their differences.
Le Hong Anh expected Yu's visit to further push forward bilateral all-round strategic cooperation partnership.
Yu is visiting Hanoi from Thursday to Saturday at the invitation of the CPV Central Committee and the Fatherland Front of Vietnam.

Train ticket website leaks user info

Official platform blames third-party sites for breach
China's official online train ticket purchase has come in for criticism following accusations it had leaked users' personal information, in spite of its explanation on Thursday that the leak was caused by third-party websites.
"The user information leaked online all contains non-encrypted passwords, but the information in 12306.cn's database is completely encrypted, which means that data leaked via other websites or channels," China's official train ticket sales website 12306.cn, said in a statement posted on its Sina Weibo.
The statement came after wooyun.org, a domestic Internet security monitoring platform, reported Thursday the leakage of user information from 12306.cn, claiming that leaked information includes usernames, passwords and emails. Wooyun gave the leak its highest risk level.
"The leak contains usernames and maybe even ID card numbers. It may lead to junk messages and even identification fraud," Wu Di, an employee with wooyun.org told the Global Times.
The leak allegations come amid peak ticket season in China, with 60-day advance ticket sales for trips during the Spring Festival, which falls on February 18, recently permitted.
"The longer pre-sale period makes the user information leak more dangerous, because it creates more opportunities for criminals to steal your identity and log on your account to sell the tickets you have already brought," said Ni Chao, an IT engineer and third-party software designer told the Global Times.
As China's only official website for train ticket sales, 12306.cn has been criticized by many passengers. "It crashes when too many people log in and try to get one ticket, which is why third-party software has become popular," said Ni.
Ni said that 12306.cn has an obligation to prevent this kind of leak instead of criticizing third-party software. "It needs to upgrade its system and makes sure this kind of leak won't hurt passengers' interests."
Wu added that there was a chance this leak may have been caused by some hackers who stole users' personal information, using account information acquired during a previous hack.
"It's because of the risk of this kind of leak that [users] should use a more complicated username, especially for important websites, and change their password regularly," said Wu.
The 12306.cn website also suggested in its statement that passengers buy tickets via the official website, and not third-party software or web browsers that allow them to cut ahead of others when snapping up tickets online.

High levels of antibiotics in China's rivers

An excessive amount of antibiotics is present in China's major rivers, exposing millions of nearby residents and local ecosystems to grave risks.
China Central Television (CCTV) reported Thursday that various types of antibiotics have been found in water tested from the Yangtze, Huangpu and Pearl rivers, as well as in tap water in Nanjing, East China's Jiangsu Province.
The report said the high concentration of antibiotics was created by illegal discharges by Shandong Lukang Pharmaceutical, one of China's largest drug producers, and the abuse of antibiotics by poultry farmers. The situation was exacerbated by ineffective supervision by local environmental protection bureaus.
The drugs can cause bacterial resistance to antibiotics in humans and damage ecological systems.
Although authorities have not released the exact number of people that could be affected, the rivers tested have long been major water sources for central, eastern and southern China.
According to the report, Shandong Lukang Pharmaceutical has been discharging polluted water containing over 50,000 nanograms per liter of antibiotics, which is 10,000 times above the antibiotic concentration in untainted water.
The report also found that in Nanjing's Lishui district, a major poultry farming area in Jiangsu Province, duck farmers have been giving ducks excessive amounts of antibiotics and dumping duck feces into the nearby river.
Most of the farms are not equipped with pollution processing systems. Rivers and ponds nearby have become severely polluted with the concentration of antibiotics reaching 60 nanograms per liter, CCTV reported.
In a water sample taken randomly from a Nanjing resident's house, two types of antibiotics were detected. The concentration of amoxicillin, a drug that is used to treat ear or bladder infections, was 8 nanograms per liter.
A media officer from the Nanjing Water Group Thursday told news portal thepaper.com that the city's tap water meets national standards. However the media officer admitted that there is no requirement to test for antibiotics in tap water, and there is no equipment to detect antibiotics at pumping stations.
Jia Weile, deputy director at the Beijing Academy of Ecocivilisation, told the Global Times that excessive amounts of antibiotics in water will cause drug resistance and reduce the effectiveness of drugs.
In the long-term, pollution in surface water will contaminate soil and groundwater and enter the food chain, he said.
Xiao Yonghong, an expert at the National Health and Family Planning Commission, told CCTV that drug-resistant bacteria will freely circulate between humans and the environment without preventative measures.
According to a report published this May in science journal Chinese Science Bulletin, China's surface water contains 68 kinds of antibiotics.
In rivers like the Pearl, which empties into the South China Sea, and Shanghai's Huangpu River, every liter of sampled water was found to contain several hundred nanograms of antibiotics, compared with less than 20 nanograms in water in developed countries.
Seventy percent of all drugs produced in China are antibiotics, compared with 30 percent in Western countries, the Xinhua News Agency reported. At least 15,000 tons of drugs expire and end up in trash bins every year, said Yu Feng, a professor with the China Pharmaceutical University in Nanjing.
According to Ministry of Agriculture regulations, farmers can only purchase antibiotic drugs with a prescription from a veterinarian. However, drug stores in Nanjing reached by the Global Times admitted that they sell prescription drugs freely to farmers.
One store owner said that the farmers buy various kinds of antibiotics to solve the drug resistance problem. "Duck farmers won't eat ducks fed with those drugs," he said.
CCTV also quoted an anonymous source as saying that Lukang, one of the four largest antibiotic producers in China, receives a secret notice every time before a "random" inspection from the local environmental protection bureau.
"Production will be suspended to cover up the pollution … Once the inspectors leave, the factory will resume operations as usual," the source noted.

Chinese hotel operator Huazhu Hotels Group Ltd. has signed an extensive alliance with French hotel brand Accor, which is believed to further help accelerate both companies' expansion in and out of China.
China is currently one of the fastest growing domestic travel markets and the world's largest outbound travel market.
According to their agreement, Accor will continue to run all its luxury and other upscale brands in China, including Sofitel and Pullman, while Huazhu will hold a 10 percent stake in Accor's luxury and upscale business in China and will help support its future development in the country by cashing in on its relationships with key Chinese real estate investors. Accor will take a 10 percent stake in Huazhu and will have a seat on Huazhu's board of directors.
The alliance will offer the Accor's and Huazhu's 47 million active customers access to a network of over 5,600 hotels globally, said Ji Qi, founder and chairman of Huazhu.
"With an extensive brand portfolio, and strong distribution and loyalty platforms, Accor and Huazhu share a lot of common values," said Ji. "By combining forces we can facilitate growth and attract more customers to the expanded network."
Huazhu, after its first attempt in going overseas through alliance with the French hotel brand, said it's not denying further development in the United States and other parts of North America in the future.
According to Ji, the company is interested in exploring Taiwan, Hong Kong, Macao, Korea, Mongolia, and South East Asia, but the primary focus of the company is still the Chinese mainland. He says that the company will grow and expand after steady business growth domestically.
Accor currently has 144 hotels in China. Huazhu operates more than 1,900 hotels in China, covering the full market from upscale, mid-scale and economy.
"This ground-breaking collaboration will leverage the strengths of Accor's global brands with a leading player in Chinese hospitality,"said Sebastien Bazin, chairman and CEO of Accor. "Joining Huazhu's unparalleled local expertise with our brands will create a hospitality powerhouse which will deliver unprecedented value to both groups and to our customers."
Bazin said that because China is currently the largest outbound tourism market in the world, creating one of the largest hotel groups in China will lead to growth globally as those travelers will recognize the Accor and Huazhu brands.
"This agreement will also help us better anticipate customers'expectations and strengthen our leadership in the Chinese market over the long term," said Bazin.
Together the two companies are planning more than 500 new hotels in the region and the alliance is expected to further accelerate development to new levels and see faster expansion of Accor's brands in China, according to Sebastien Bazin, Chairman and CEO of Accor.

(ECNS) -- Antibiotics have been detected in water near sewage plants and the Guangzhou segment of Pearl River, xinmin.cn reported, quoting experts from the Guangzhou Chinese Academy of Sciences.
The total concentration of nine common antibiotics, including erythromycin, roxithromycin and norfloxacin, exceeds 2000 nanograms per liter in sections along the river.
Antibiotic concentration in the Guangzhou area of the Pearl River is 3-4 times that of rivers in Europe and America.
Higher concentrations of antibiotics have been found in water surrounding sewage plants in Guangzhou than are normally found near their foreign counterparts.
A CCTV reporter discovered that Shandong Lukang Pharmaceutical Group was secretly discharging massive amounts of sewage containing antibiotics, while amoxicillin has been detected in the tap water of Nanjing, in eastern China's Jiangsu province.
Antibiotics come from three main sources: human urine, animal feed and aquaculture, as well as waste water from pharmaceutical factories and hospitals.

The Hong Kong-based company with a concession to build a $50 billion shipping canal in Nicaragua said on Tuesday it is preparing to launch an IPO.
Wang Jing, chairman and CEO of the HK Nicaragua Canal Development Investment Co (HKND Group), told reporters in Managua that he hoped the listing would take place in the stock market that offered the best conditions.
Wang gave no details of how much HKND aimed to raise, nor when the offering might be. He said the company was preparing a prospectus which would reveal the investors behind the waterway that seeks to compete with the Panama Canal.

Local govts ordered to tighten up on benefits
The Ministry of Finance (MOF) on Wednesday said it had prohibited local governments from rolling out new preferential tax policies for enterprises, with the rule having taken effect on Monday.
Local governments will not be allowed to issue new preferential tax measures or lower administrative fees imposed by government departments, unless specifically allowed to do so, the MOF said in a statement posted on its website Wednesday.
The MOF's move came after a statement issued by the State Council on December 1, which ordered related authorities and local governments to regulate preferential tax policies.
Illegal preferential taxes promised by local governments are currently being investigated by the MOF and they must be abolished as the State Council required, the statement said.
Legal preferential taxes can be maintained for a certain period after they get approved by the State Council, the statement said.
Local governments were also ordered to report any new adjustment of their preferential tax policies on their websites, it said.
"The most important aspect of the new rules is to break local protectionism and build a more orderly and open market," Jiang Zhen, a research fellow with the National Academy of Economic Strategy under the Chinese Academy of Social Sciences, told the Global Times on Wednesday.
In recent decades, local governments have competed to attract capital and investment, and finding ways to encourage firms to operate locally can generate tax revenues and GDP growth.
So local governments have offered preferential taxes and subsidies, even though this can obstruct free competition between regional markets, Jiang said, adding that it can also impair macro controls.
"Under the new rules, preferential measures launched by local governments are expected to be more tightly controlled in the coming months," Cui Jun, a professor at Renmin University of China, told the Global Times on Wednesday.
Preferential policies including tax refunds and financial subsidies in some non-national level special economic zones across the country may also be adjusted, Jiang said.
The statement said any form of preferential tax policy that does not have approval from the State Council would be banned, but it didn't mention any specific measures involved.
The rules will have a big impact on most local governments and a large amount of enterprises, but they will not significantly increase the tax burden for companies as they will be accompanied by other tax reforms, Jiang said.
Forbidding local governments from launching preferential tax policies is an important part of the reform of China's taxation system, which will involve huge structural readjustment that will reduce companies' tax burden, Cui said.
For instance, China's value-added tax (VAT) reform resulted in a tax reduction of 267.9 billion yuan ($43.56 billion) for businesses by the end of July, according to data from the State Administration of Taxation.
But implementation of the rules will not be easy as it will require local governments to change their approach to stimulating GDP growth and offering public services, Jiang said.
A notice published by the State Council on December 9 set the end of March 2015 as the deadline for local governments to hand in detailed reports on their progress in trimming preferential tax measures.
