More firms set up overseas warehouses

Establishing overseas warehouse facilities seems to be becoming mandatory for e-commerce firms doing cross-border transactions, as more online consumers are becoming picky on delivery timings, said a report on Tuesday.
The report, released by global e-commerce platform eBay Inc, said that about one-third of all the Chinese firms whose annual gross merchandise volumes exceeded $100,000 had set up overseas warehouses by the fourth quarter of last year. The percentage is far higher than the rest of the world, said Zhang Kang, senior director of eBay Global Shipping, signaling the strong competitiveness of Chinese exporters.
Export logistics have bottlenecked the booming cross-border e-commerce market, as overseas consumers are increasingly picky in terms of having a seamless shopping experience.
"The overseas warehousing solution helps localize cross-border trade and expedite delivery time," he said, adding that eBay's research found that in developed markets such as the United States, the United Kingdom, Australia and Germany, consumers expect to have their online purchase delivered to their doorsteps within three days after placing orders online and they are willing to pay more to shorten the delivery time.
The internal data of eBay showed that the total gross merchandise volume of big Chinese sellers achieved through overseas units grew by 145 percent in the fourth quarter of 2014 compared with same period in 2012. Chinese mainland firms that used overseas warehousing enjoyed an even stronger boost in sales with GMV surging nearly 200 percent in the same period.
According to eBay, traditional cross-border shopping is usually time-consuming as sellers ship the goods from one country to another after receiving orders online.
Overseas warehouses allow companies to store some goods in their target markets in advance, a strategy that can significantly reduce delivery time, package damage rates and loss rates during transportation.
Statistics from AliExpress, the cross-border e-commerce site of Alibaba Group Holding Ltd, showed that the overall transactions of the world's cross-border e-commerce market are estimated to triple from the levels seen in 2013 to about $300 billion in 2018. Chinese exporters and shoppers are expected to contribute more than half of the transactions during the same period.
Wang Xiaoxing, an e-commerce analyst with Analysys International, said using overseas warehouses can help utilize local storage, which can certainly elevate Chinese sellers' service standards to match those of local retailers.

Police have arrested 29 gang members for producing and dealing drugs in southwest China's Sichuan Province, they announced on Tuesday.
Police in Sichuan's Deyang City also apprehended 14.63 kg of methamphetamine and the stimulant "magu", and 75 kg of ephedrine, a major drug making raw material. Three guns, four vehicles and a large amount of equipment for drug production were confiscated.
The bust, which took place on Friday, is the culmination of an operation dating back to August 2013, when police began tracking a drugs ring with a leader surnamed Zhang which had been producing drugs in Deyang and selling them in both Sichuan and the northern Shanxi Province.
The case is under further investigation.

Participants in a seminar on China- Afghanistan relations on Tuesday called for enhancing bilateral relations between the two neighboring countries.
Addressing the seminar, Chinese Ambassador Deng Xijun said he will spare no efforts in enhancing people-to-people relations and maintaining frequent strategic communication between the two nations.
"We should give play to the irreplaceable leading role of high- level exchanges in boosting bilateral relations and promote the exchange of visits and meetings in multilateral arenas such as international conferences between the leaders of both sides," Deng told the seminar.
The ambassador urged both sides to maintain the momentum of exchanges at local levels, and strengthen strategic communication on major issues.
"I would like to emphasize that China's aid to Afghanistan is sincere and without any political conditions," the Chinese diplomat said.
He also stressed that China will continue to support Afghanistan's peace and reconstruction process for a peaceful and prosperous Afghanistan.
"China is willing to play a greater constructive role in Afghanistan, continue to support the effective administration of the Afghan National Unity Government, support the reconciliation between the Afghan Government and various political factions, including the Taliban, support the economic and social reconstruction of Afghanistan, support Afghanistan's integration in regional cooperation, and work with the international community to make unremitting efforts to realize the successful transition of Afghanistan," Deng noted.
Sayed Makhdum Raheen, chairman of Afghanistan-China Friendship Association, described China as a great and friendly neighbor of Afghanistan and hoped to further cement ties between the two countries.
Raheen, former minister of information of culture, called for more scholarship to Afghan students at Chinese universities in addition to emphasizing promotion of people-to-people exchange and Chinese investment in the country's development projects.
"China will invite the Afghan delegations of political parties, youth, media and think-tanks to visit China within this year ... China will fulfill its commitment on offering Afghanistan 500 scholarships in the next 5 years, so as to encourage and support more Afghan youth to study in China," Ambassador Deng said.
Former Afghan National Security Advisor, Rangin Dadfar Spanta, called Sino-Afghan relations very cordial, saying their bilateral relations will develop further in the years ahead.
"There are great opportunities for enhancing economic cooperation between Afghanistan and China. The economic relations must be maintained and strengthened," he said.
Baryalai Sabir Barya, director general of the parliamentary affairs department of Foreign Ministry of Afghanistan and Daud Moradian, director of the Afghanistan Institute for Strategic Studies were among other participants at the seminar.

PICC Group, one of the country's largest insurance concerns, is to set up pension and health management companies, management said.
"We are studying closely the plan to start a pension business as this may reach 1.5 to 2 trillion yuan in the near future," said Sheng Hetai, vice president of PICC Group.
The group will also strengthen its investment asset allocation in the pensions sector, betting on the country's fast growing retirement business, Sheng added.
PICC is also preparing to establish a health management company. "Now the timing is ripe for us to set up a separate business unit," said Dong Xiuqing, vice president of PICC Health Insurance Company.
Beijing-based PICC Group saw its net profit grow 55.2 percent last year to 18.7 billion yuan, according to its annual report.
The group's premium increased 14 percent year-on-year to 349.2 billion yuan, with its overall investment return ratio growing 0.8 percentage points to 6 percent, a statement said.

Taipei mayor Ko Wen-je said he will respect efforts made and history and is willing to play a new role in seeking a breakthrough in the development of cross-Straits relations.
"So far, no one in the world will think there are 'two Chinas', so 'one China' is not a problem. To respect history and agreements that the two parts have achieved and to pursue a better future for the people cross-Straits are what leaders should do," said Ko, responding to a question during a joint media interview that asked his opinion on the "1992 consensus", an agreement reached with acknowledgment that the Chinese mainland and Taiwan belong to one and the same China.
"Based on the existing political foundation, leaders of the Chinese mainland and Taiwan should uphold the principle of mutual knowing, understanding, respecting and cooperating and to adhere to the spirit of 'both sides belong to one family'", Ko added.
He admitted that in the past cross-Straits communication has made progress, but there remain aspects to be improved.
"The two parts cross-Straits should diversify communication methods in the future. I am not a member of the Kuomintang or the Democratic Progressive Party. Without the burden of party responsibility I hope the communication of Taipei city under my leadership with the Chinese mainland will become the breakthrough for the current stalemate in cross-Straits relations," he said.
Any provocative remarks or opinions that do no good to improve cross-Straits relations are unnecessary and should be restrained. It's the deed that a responsible leader should do, he said.
"I am sure there will be people disagree with my opinion, but without doing so there will be no way to break the stalemate. For the sake of the benefits of people cross-Straits, I will like to take the responsibility," he said.
"Just as what I had done as a surgeon before, results will prove it," Ko added.

Taipei mayor Ko Wen-je said he will respect efforts made and history and is willing to play a new role in seeking a breakthrough in the development of cross-Straits relations.
"So far, no one in the world will think there are 'two Chinas', so 'one China' is not a problem. To respect history and agreements that the two parts have achieved and to pursue a better future for the people cross-Straits are what leaders should do," said Ko, responding to a question during a joint media interview that asked his opinion on the "1992 consensus", an agreement reached with acknowledgment that the Chinese mainland and Taiwan belong to one and the same China.
"Based on the existing political foundation, leaders of the Chinese mainland and Taiwan should uphold the principle of mutual knowing, understanding, respecting and cooperating and to adhere to the spirit of 'both sides belong to one family'", Ko added.
He admitted that in the past cross-Straits communication has made progress, but there remain aspects to be improved.
"The two parts cross-Straits should diversify communication methods in the future. I am not a member of the Kuomintang or the Democratic Progressive Party. Without the burden of party responsibility I hope the communication of Taipei city under my leadership with the Chinese mainland will become the breakthrough for the current stalemate in cross-Straits relations," he said.
Any provocative remarks or opinions that do no good to improve cross-Straits relations are unnecessary and should be restrained. It's the deed that a responsible leader should do, he said.
"I am sure there will be people disagree with my opinion, but without doing so there will be no way to break the stalemate. For the sake of the benefits of people cross-Straits, I will like to take the responsibility," he said.
"Just as what I had done as a surgeon before, results will prove it," Ko added.

The deepening cooperation between mobile information technology and the healthcare industry is creating an emerging market for device makers, Young Sohn, chief strategy officer of Samsung Electronics Co Ltd said in Boao, South China's Hainan province.
Attending the annual conference of the Boao Forum for Asia on Saturday, the executive of one of the world's largest consumer electronics vendors said the combination of smartphones, wearables, biotech and healthcare services will help Samsung find new sources of demand.
Liu Jiren, chairman and CEO of Chinese software giant Neusoft Corp, said using wearables could be an efficient way for many countries to curb ever increasing healthcare spending.
Industry insiders were optimistic about the future applications of wearables in the healthcare market although there are still many issues that need to be solved — including privacy protection and the stability of the devices.
"Without a doubt technologies such as wearable devices will be widely used in a large number of sectors as long as the adoption of new technology benefits humans," Sohn said.

Chinese police have warned travellers to be mindful of traffic safety during the upcoming Qingming holiday, also known as Tomb Sweeping Day.
Traffic is expected to increase as people visit relatives' gravesites or enjoy a spring outing during the holiday, which falls on Sunday this year, the traffic management bureau under the Ministry of Public Security said in an official statement.
They warned of traffic risks based on previous holiday data, which includes possible accidents on dangerous mountain roads, expressways and around major cities.
According to previous statistics, accidents caused by negligence and dangerous driving may also increase during the holiday, the document said.
It also warned of possible rain and dust in different regions, which could affect local traffic.

The People's Liberation Army (PLA) Air Force completed a military drill for the first time in the airspace above the west Pacific Ocean on Monday, a military spokesperson said.
According to Shen Jinke, spokesperson with the air force, PLA aircraft flew over the west Pacific via the Bashi Channel south of Taiwan on Monday.
They returned to base later the same day, having successfully completed the drill which aims to "level up the PLA Air Force's mobility and combativeness" over the high seas.
This is the first time that the PLA Air Force conducted such drills in an airspace far offshore from Chinese coastlines, Shen said, but added that similar drills were a common practice among major world powers.
The spokesperson stressed that the drill is a routine exercise included in the air force's annual training plans and is "in line with international laws and practices."
"The drill is not targeted at any certain country or targets and carries no threat against other countries and regions," Shen said.

Chinese stocks surged on Monday over strong property, financial and infrastructure shares.
The benchmark Shanghai Composite Index soared by 2.59 percent to finish at 3,786.57 points.
The Shenzhen Component Index went up 2.48 percent to close at 13,193.32 points.
Combined turnover on the two bourses expanded to 1.22 trillion yuan (198.59 billion U.S. dollars) from 950.25 billion yuan the previous trading day.
China unveiled on Saturday the principles, framework, and cooperation priorities and mechanisms in its Belt and Road Initiative in a bid to enhance regional connectivity and embrace a brighter future together.
Related shares of infrastructure, water conservation and transportation all ended the trading day with outstanding performances as 15 shares hit the daily increase limit of 10 percent, including Power Construction Corporation, China Communication Construction Company, China West Construction Group and Xinjiang Urban Construction.
Meanwhile, property and financial shares led the gains with sub-index up 3.39 percent and 3.08 percent, respectively.
Poly Real Estate Group, one of China's property heavyweights, surged 10 percent to close at 11.85 yuan per share. Industrial Bank gained 8.82 percent to 18.5 yuan per share. Huatai Securities jumped 6.63 percent to 28.79 yuan per share.
Bucking the trend, the software sector reversed previous strong momentum with five shares slumping over 9 percent.
The ChiNext Index, tracking China's Nasdaq-style board of growth enterprises, lost 1.44 percent to end at 2,290.48 points.

Chinese officials who meddle in judicial cases could now find their names in a newly created blacklist by the central authorities.
China rolled out measures on Monday to record all officials who interfere in judicial cases and name violators publicly to hold them accountable in the latest effort to ensure judicial independence and transparency.
According to new rules issued by the General Office of the Central Committee of the Communist Party of China (CPC) and the General Office of the State Council, judicial personnel should keep the whole process faithfully recorded no matter who is involved.
Violations identified include interceding for the litigants, asking personnel handling cases to meet with the litigants or their defenders privately, or overstepping their authority to make tendentious suggestions or directions on handling of cases by means of hearing reports, holding coordination meetings or issuing circular.
Officials who retaliate against judicial personnel involved in the recording or whose interference creates further problems or influences a case shall be given disciplinary penalties and even criminal penalties if their behaviors constitute crimes, according to the rules.
Judicial personnel who fail to record the interference shall receive disciplinary punishment.
The rules are a part of a broader legal reform package adopted by a key session of the CPC Central Committee in October to advance the rule of law in an all-round way.
The rules are deemed pertinent to steering Party and government officials clear of judicial investigations and trials as officials around the country have been criticized for meddling in cases which greatly impair judicial credibility. Enditem

Judicial personnel who fail to record the interference shall receive disciplinary punishment.
The rules are a part of a broader legal reform package adopted by a key session of the CPC Central Committee in October to advance the rule of law in an all-round way.
The rules are deemed pertinent to steering Party and government officials clear of judicial investigations and trials as officials around the country have been criticized for meddling in cases which greatly impair judicial credibility. Enditem

Chinese President Xi Jinping' s remarks at the Boao Forum for Asia in south China's Hainan province on Saturday has shed light on shared development and prosperity in the region, an India-born academic in Cambodia said in an article released on Monday.
Joseph Matthews, director of International Cooperation Department at the Asia Euro University in Phnom Penh, said President Xi's remarks at the annual Boao forum that " China's program for development will be open and inclusive, and not exclusive"is the keynote of his speech. "President Xi's vision of One Belt, One Road strategy will benefit all nations," he said."If we just look at the nations that will be part and parcel of Silk Road Economic Belt, they are developing or even underdeveloped nations."[Special coverage]
He said the vision of One Belt, One Road strategy, which is aimed to link Asia to Europe and Africa has only one goal: developing economies for all countries on these routes.
Joseph said Xi's speech also shows how China and its people feel about the poor countries, especially their neighbors.
Sharing his opinion on Xi's assurances at the forum that" Chinese people will never impose upon other countries or people the tragic history our own people have experienced and China will treat all the countries equally regardless of size as China wants peace,"Joseph said these remarks showed how China treats poor nations in the region despite the fact that it is the second biggest economy in the world and the number one economy in Asia. "China has never showed hegemonic designs and threatened poor and small nations," he said.
The Boao Forum for Asia, which ended on Sunday, is one of the world's most prestigious platforms.

Wicker basket is regarded as an important instrument in Yu county, north China's Shanxi province. Nowadays making wicker basket has become a disappearing folk craftsmanship.
Lao Liu, 64, is a craftsman who makes wicker baskets in Xing village of Yu county. He started to learn this craft at the age of 22 with his father. More than 40 years' practices makes him an honored one in his hometown. What makes him sad is that he is the last one to handle this craft in the village.

Xindayang, an obscure company in China's burgeoning new energy vehicle industry, is looking to carve out a niche with its ZD-brand pure electric micro cars.
Earlier this month, Xindayang revealed an aggressive plan to build a 300,000-unit plant in the eastern city of Ningbo in the coming years with renowned Chinese carmaker Geely, which is the owner of premium brand Volvo.
The move came only two months after Xindayang's ZD D1 electric car rolled off the production line of its joint venture with Geely in the northwest city of Lanzhou. The Lanzhou factory has an annual capacity to produce 100,000 cars.
Xindayang also has a 30,000-unit plant in the eastern city of Linyi.
The company, which made its initial fortune more than a decade ago from electric motors and bikes, branched out into electric cars in 2006.
"Competing in the electric car industry is like walking in a desert where a hundred entrepreneurs come in and only several can survive. We followed some roundabout routes in the past but we are determined to move forward, as we believe the industry offers huge opportunities," said the company's president Bao Wenguang.
Bao said micro electric cars were the "most optimal" transport choice for the majority of people living in urban areas due to the growing pressures of pollution and traffic jams.
He forecast that the micro electric car market would reach 15 million units in China in the foreseeable future.
The Chinese government has encouraged people to buy purely electric and plug-in hybrid cars. Buyers of such cars can receive government subsidies and are also exempt from a 10 percent purchase tax.
Using the preferential policy, people can buy Xindayang's ZD D1 model for about 48,800 yuan ($8,000), less than half the car's tag price of 108,800 yuan.
The ZD D1 is equipped with a permanent magnet brushless direct current motor and has two battery options: lithium-ion and lead-acid. The lithium-ion version has a range of 160km and its top speed is 60km/h. It can accelerate from zero to 50km/h within eight seconds.
The ZD D1 is 2765mm long, 1540mm wide and 1545mm high. It has a 1765mm wheelbase.
Xidayang plans to launch the ZD D2 micro electric car in May. The new model will have a range of 200km and a top speed of 85km/h.
The company has 221 dealerships in the country and sold 7,400 ZD cars last year, accounting for nearly 20 percent of overall pure electric car sales in China.
It also runs car rental businesses in a number of Italian cities, such as Milan and Pisa.
Earlier this month, Xindayang opened an electric vehicle R&D center in Tokyo to boost its development capabilities.

The Brooklyn Nets view connecting with the city's growing Chinese community as a good business move.
"When you think of Brooklyn, it's such a diverse market," said Brett Yormark, Nets CEO. "As a franchise, we aspire to be global, and connecting with China in general is something that is very important for management and ownership. It's also very important for the NBA.
"There are many Chinese Americans that call Brooklyn home, so they're a very big part of our community, and as such, a big part of what we do at the Barclays Center," Yormark said. "Given the fact that we've played in China four times in the last few years, our merchandise is a top-10 seller there.
"The United States and China are working very hard to build a major relationship built on cooperation," said Zhang Qiyue, the Chinese consul general in New York. "And basketball games, or any sport, bring our people closer together.
"Over the years, the NBA has really attracted players and fans from all over the world, proving that sport can actually transcend national, linguistic and cultural boundaries," Zhang said.
Yormark and Zhang spoke at a press conference on Sunday at the Barclays Center in Brooklyn, where the Nets co-hosted "A Celebration of Chinese Culture".
The annual event is co-hosted by the Sino-American Friendship Association (SAFA).
For several years, the two organizations have been working together to introduce Chinese culture to the National Basketball Association.
Li Li, SAFA's executive vice-president, said the organization began its relationship with the Nets in 2008, when a Chinese player name Yi Jianlian was still with the team. The Nets played in New Jersey at the time.
"When Yi Jianlian was with the team, we started the conversation about how to support the team and get it to reach out more to the Chinese community," Li said. "This is the seventh year that we've done an annual celebration of Chinese culture.
"The great part about this event is the Nets have a mission," Li said. "They advocate for an American sports team being introduced to Chinese people in the US, but they also explore opportunities and partnerships with China globally as well.
"To have Chinese culture mixed into this tradition is definitely a good way to address the American fans," she said.
There were several Chinese touches interspersed throughout the game on Sunday, in which the Nets beat the Los Angeles Lakers, 107-99, starting with the singer of the national anthem and the player introductions.
Team merchandise with slogans in Mandarin was available, and the Nets dance team performed in traditional Chinese attire. There was a Lion Dance at halftime.
Also attending were Peter Zhang, president of SAFA; Zhang Meifang, deputy consul general in New York; and Martin Golden, a state senator from New York.
"As we all know, it was the Ping Pong Diplomacy that helped melt the thick ice between the US and China," said the consul general. "NBA superstars are actually household names in China, and basketball is now becoming the icing on the cake in the relationship between the two countries. Under this backdrop, this afternoon's celebration is all the more significant."
"Chinese Americans and China in general are very dear to our heart, and we look forward to fostering our relationship and growing it in the years to come," Yormark said.

Five Chinese officials are under investigation after being suspected of taking bribes, the Supreme People's Procuratorate (SPP) announced Monday.
Cui Lifu, former deputy director of Jilin provincial human resource and social security department, was arrested and being investigated for corruption by the Changchun municipal procuratorate in northeastern Jilin province.
Wuhan municipal procuratorate in central Hubei province placed Lin Guosheng, former Communist Party chief of the Wuhan federation of trade unions, under investigation for suspectedly taking bribes. He is under "coercive measures" which include summons by force, bail, residential surveillance, detention and arrest in accordance with China's criminal procedure law.
Three former officials in southern Guangdong province have been placed under investigation and "coercive measures" by the Guangdong provincial procuratorate for suspectedly taking bribes.

"I hope that the bank would face up to the future and not be excessively focused on what happened in the past," Shipley said.
The bank could be innovative in how it works with other multilateral financial institutions, how the board is constituted and how loans are made, she said. For example, board members are not necessarily to be residency board members, as the International Monetary Fund and World Bank do.
Shaukat Aziz, former prime minister of Pakistan, agreed, saying the AIIB is starting from "ground zero" and it shoudn't be "a hostage to history".
Li Ruogu, former chairman of the Export-Import Bank of China, said he does not think the current practices by IMF and WB are so called "best practices" that should be copied by AIIB.
"There is a lot to learn from those practices. But it doesn't means there is no room to improve," he said.

Real estate giant SOHO China is likely to join hands with search engine Baidu Inc to sell homes online, two top executives from the companies suggested on Sunday.
It will be the first major tie-up between a landdeveloper and an Internet company if the partnershipis realized.
Attending a panel discussion at the Boao Forum for Asia in South China's Hainan province, Zhang Yaqin, president of Baidu, said he and SOHO Chairman Pan Shiyi was discussing the possibility of a partnership to create a new way to selling apartments inChina.
Details of the discussion was unclear but Zhang said it was in a very early stage.
Pan also showed interest in teaming up with Baidu, the world's largest Chinese-language online search provider.
"China's fortune totaled 180 trillion yuan ($29 trillion) nowadays and half of the sum was contributed by the real estate industry. A cooperation with the booming Internet sector will help the real estate market to create larger value," Pan said.
"Huge potential lies in the integration between the two industries."
SOHO has developed many landmarks in Beijing, including an office-apartment complex in the city's business district and the space-ship like Galaxy SOHO in one of the most ancient areas of the Chinese capital.

Reports that China is losing its attraction as a major investment destination seem off the mark, as China remains a darling of foreign investors.
Although labor costs have risen and growth last year was a 24 year low, China knocked the United States off the top spot for foreign direct investment for the first time since 2003.
Political and economic stability, infrastructure development, healthy resource availability, productivity and a skilled workforce are all influencing factors.
No global company can afford to ignore China, as its economy, the world's second largest after the U.S., is expanding steadily at a pace that outpaced major developed countries.
The government is pursuing growth driven by domestic spending and market forces, so that the economy is less reliant on exports and state-directed investment.
Many labor-intensive manufacturers may have chosen to relocate to lower cost countries, but this means that investment has shifted to more sophisticated sectors.
As the economy continues to prosper and evolve, industries such as healthcare, information technology, insurance and engineering, can gain a bigger foothold.
Labor costs have risen in developed coastal regions, however, this has opened up opportunities for interior provinces and smaller cities, where cots are lower.
The golden age for multinationals in China is not over, instead, enticing opportunities remain and more will emerge as reform measures begin to pay off; more market access and an improved regulatory environment will help ensure fairer competition.
What has changed for foreign investors is that easy money and easy opportunities may have started to fade. As the economy is restructured and the market matures, yesterday's winners must adjust.

The ministry and the State Development and Reform Commission jointly issued a new guideline for joint ventures in China and encouraged foreign investment.

Australia has decided to sign a Memorandum of Understanding on the Asian Infrastructure Investment Bank (AIIB), which would allow Australia to become a founding member of the bank, said a statement released by Prime Minister Tony Abbott Sunday morning.
In the carefully worded joint statement with Foreign Minister Julie Bishop and Treasurer Joe Hockey, Abbott said the signing of the MOU will enable Australia "to participate as a prospective founding member in the negotiation of setting up the bank".
"The Government has discussed the AIIB extensively with China and other key partners inside and outside the region," the statement said.
"Good progress has been made on the Bank's design, governance and transparency over the past few months, but we still have issues that we will address through ongoing consultations."
March 31 is the deadline for countries willing to join the Bank as a founding member to flag their intention. Australia's announcement is well anticipated as senior government officials have been talking about the possibility of Australia joining the AIIB ever since the UK made clear its intention to join on March 12.
"Recognising the pressing need for infrastructure investment in the Asia-Pacific, Australia made infrastructure a priority during our G20 presidency in 2014," the statement said.
"Working with other key multilateral institutions such as the World Bank and the Asia Development Bank, the AIIB has the potential to play a valuable role in addressing infrastructure needs and boosting economic growth in the region with potential benefits for Australia."
The statement also said key matters to be resolved before Australia considering joining the AIIB included the Bank's Board of Directors having authority over key investment decisions, and no one country controlling the bank.

Chinese President Xi Jinping described Saturday the need for a community of common destiny and a new future for world prosperity.[Special coverage]
The old mindset of a zero-sum game should give way to a new win-win approach, said Xi during his speech to the opening ceremony of the annual Boao Forum for Asia (BFA) held in Boao, a coastal town in south China's Hainan Province.
Xi recalled changes over the past 70 years, when the interests of Asian countries have become intertwined and a community of common destiny has increasingly taken shape.
"Countries may differ in size, strength or level of development, but they are all equal members of the international community with equal rights to participate in regional and international affairs," said Xi.
Xi called for countries to respect each other's social systems and development paths, respect each other's core interests and major concerns and have objective and rational perception of other countries's growing strength, policies and visions.
China is ready to sign treaties of good-neighborliness, friendship and cooperation with all its neighbors to provide strong support for the development of bilateral relations as well as prosperity and stability in the region, according to Xi.
China has signed such treaties with eight of its neighbors and is holding discussion to sign the same treaty with ASEAN, he said.
"What China needs most is a harmonious and stable domestic environment and a peaceful and tranquil international environment," said Xi, adding that turbulence or war runs against the fundamental interests of the Chinese people.
The performance and policies of major economies continue to diverge and uncertainties in the economic climate remain prominent, he told an audience including leaders of countries like Malaysia, Sri Lanka, Indonesia and Nepal.
"The interests of others must be accommodated while pursuing one's own interests and common development must be promoted while seeking one's own development," said Xi.
Xi's remarks were echoed by Yasuo Fukuda, chairman of the BFA and former prime minister of Japan.
"We are bound by geography, history, culture and economic links to be a community of common destiny and we have no better choice than setting aside differences and finding common ground," he said.
"The future of Asia lies in win-win for all through cooperation rather than zero-sum conflicts," he said.
Xi's address explains the relationship between China and Asia, China and the world, said Ruan Zongze, vice president of the China Institute of International Studies.
"Building a community of common destiny not only caters for Asia's needs but also for China's needs," said Ruan.
NEW FUTURE WITH INTEGRATION
As the application deadline draws close, Russia became the latest to ask to join the Asian Infrastructure Investment Bank (AIIB) following countries including Britain, Germany, France and Italy.
Russian First Deputy Prime Minister Igor Shuvalov announced the news at the forum. The United States and Japan, leaders of the World Bank and the Asian Development Bank, remain indifferent.
Xi said China will promote a system of regional financial cooperation, explore a platform for exchanges and cooperation among Asian financial institutions and advance complementary and coordinated development between the AIIB and such multilateral financial institutions as the Asian Development Bank and the World Bank.
"The rapid response to China's call from major western economies reflects China's increasing influence in Asia and the world," said Ruan Zongze.
It is irrational to question AIIB transparency and governance structure as the institution is yet to set up any mechanism and the participation of European countries will ensure an institution of the highest standard, transparency and efficiency, said Ruan.
Xi said countries should actively promote reform of global economic governance, uphold an open world economy and jointly respond to risks and challenges in the world economy.
The building of an East Asia economic community for ASEAN, China, Japan and the Republic of Korea will be completed in 2020, said Xi.
China expects better connectivity in East Asia and Asia at large to lead to full integration of infrastructure, policy, institutions and personnel flow, he said.
China also proposed a conference of dialogue among Asian civilizations to boost regional cooperation and development.
NEW NORMAL, NEW OPPORTUNITIES
At the forum, President Xi reassured regional political and business leaders about the Chinese economy, which has shifted from high speed to medium-to-high speed growth.
China's economy grew by 7.4 percent in 2014, with 7 percent increase in labor productivity and 4.8 percent decrease in energy intensity.
"As the economy continues to grow in size, around 7 percent growth would be quite impressive and the momentum it generates would be larger than the growth at double digits of previous years," said Xi.
"The economy is highly resilient and has much potential, which gives us enough room to leverage a host of policy tools," he said.
In a bid to enhance regional connectivity, China unveiled Saturday afternoon the principles, framework, and cooperation priorities and mechanisms in its Belt and Road Initiative.
The vision for the Silk Road Economic Belt and 21st-Century Maritime Silk Road was issued by China's top economic planner, the National Development and Reform Commission and ministries of foreign affairs and commerce.
China will give full play to the role of the Silk Road fund and that of sovereign wealth funds of countries along the Belt and Road, and encourage commercial equity investment funds and private funds to participate in key projects, according to the action plan.
"To develop the Belt and the Road is not to replace existing mechanisms or initiatives for regional cooperation," said Xi.
"Much to the contrary, we will build on the existing basis to help countries align their development strategies and form complementarity," he said.
The Belt and Road as well as the AIIB is a higher-level of opening-up, which will guarantee the prosperity of Chinese economy for a second time after more than three decades of opening-up and rapid development, said Ruan Zongze.
In the coming five years, China will import more than 10 trillion U.S. dollars of goods, Chinese investment abroad will exceed 500 billion U.S. dollars and more than 500 million outbound visits will be made by Chinese tourists, marking continued opportunities brought to the world, according to Xi.

Chinese President Xi Jinping described Saturday the need for a community of common destiny and a new future for world prosperity.[Special coverage]
The old mindset of a zero-sum game should give way to a new win-win approach, said Xi during his speech to the opening ceremony of the annual Boao Forum for Asia (BFA) held in Boao, a coastal town in south China's Hainan Province.
Xi recalled changes over the past 70 years, when the interests of Asian countries have become intertwined and a community of common destiny has increasingly taken shape.
"Countries may differ in size, strength or level of development, but they are all equal members of the international community with equal rights to participate in regional and international affairs," said Xi.
Xi called for countries to respect each other's social systems and development paths, respect each other's core interests and major concerns and have objective and rational perception of other countries's growing strength, policies and visions.
China is ready to sign treaties of good-neighborliness, friendship and cooperation with all its neighbors to provide strong support for the development of bilateral relations as well as prosperity and stability in the region, according to Xi.
China has signed such treaties with eight of its neighbors and is holding discussion to sign the same treaty with ASEAN, he said.
"What China needs most is a harmonious and stable domestic environment and a peaceful and tranquil international environment," said Xi, adding that turbulence or war runs against the fundamental interests of the Chinese people.
The performance and policies of major economies continue to diverge and uncertainties in the economic climate remain prominent, he told an audience including leaders of countries like Malaysia, Sri Lanka, Indonesia and Nepal.
"The interests of others must be accommodated while pursuing one's own interests and common development must be promoted while seeking one's own development," said Xi.
Xi's remarks were echoed by Yasuo Fukuda, chairman of the BFA and former prime minister of Japan.
"We are bound by geography, history, culture and economic links to be a community of common destiny and we have no better choice than setting aside differences and finding common ground," he said.
"The future of Asia lies in win-win for all through cooperation rather than zero-sum conflicts," he said.
Xi's address explains the relationship between China and Asia, China and the world, said Ruan Zongze, vice president of the China Institute of International Studies.
"Building a community of common destiny not only caters for Asia's needs but also for China's needs," said Ruan.
NEW FUTURE WITH INTEGRATION
As the application deadline draws close, Russia became the latest to ask to join the Asian Infrastructure Investment Bank (AIIB) following countries including Britain, Germany, France and Italy.
Russian First Deputy Prime Minister Igor Shuvalov announced the news at the forum. The United States and Japan, leaders of the World Bank and the Asian Development Bank, remain indifferent.
Xi said China will promote a system of regional financial cooperation, explore a platform for exchanges and cooperation among Asian financial institutions and advance complementary and coordinated development between the AIIB and such multilateral financial institutions as the Asian Development Bank and the World Bank.
"The rapid response to China's call from major western economies reflects China's increasing influence in Asia and the world," said Ruan Zongze.
It is irrational to question AIIB transparency and governance structure as the institution is yet to set up any mechanism and the participation of European countries will ensure an institution of the highest standard, transparency and efficiency, said Ruan.
Xi said countries should actively promote reform of global economic governance, uphold an open world economy and jointly respond to risks and challenges in the world economy.
The building of an East Asia economic community for ASEAN, China, Japan and the Republic of Korea will be completed in 2020, said Xi.
China expects better connectivity in East Asia and Asia at large to lead to full integration of infrastructure, policy, institutions and personnel flow, he said.
China also proposed a conference of dialogue among Asian civilizations to boost regional cooperation and development.
