A week ahead of the G20 Summit in Hangzhou, East China's Zhejiang province, a bike-sharing service moved a step closer to embracing the mobile internet era by enabling anyone with a smartphone to rent a bike by simply scanning a QR code.[Special Coverage]
Many people say that Hangzhou is a city where you can survive with only a cell phone£everything can be paid for via mobile payment apps, including Alipay or WeChat Pay. Starting from Sunday, people have one less thing to worry about, with the scanning of a QR code enabling access to free biking almost anywhere in the city.
An official app can be downloaded, but even without one, you will be fine, as long as you have the WeChat app on your phone, which has almost become a must-have for anyone living in China.
For now, 100 stations around the West Lake area have been upgraded to enable mobile renting, but more are to follow. First-time users only need to scan the QR code beside the bike, register via text message, pay a refundable deposit of 500 yuan ($75) and start riding, according to Tao Xuejun, general manager of Hangzhou Public Bicycle Service.
As one of China's first cities to promote modern bike-sharing services back in 2008, Hangzhou is renowned globally and has been ranked by international news media outlets such as the BBC and USA Today as the most friendly city for bike sharing.
As of May, Hangzhou had 84,100 public bikes at 3,572 stations around the city. In populated areas surrounding West Lake, a station can be easily found every 500 meters or so. On average, 310,000 people use the service on a daily basis, with the peak daily volume reaching 448,600, according to official statistics.
For those who have not rented a bike in Hangzhou before, the first hour is free of charge. The second hour costs 1 yuan and the third hour 2 yuan. Each hour beyond that costs 3 yuan.
If you return a bike within one hour, say after 59 minutes, then re-rent it, you get another free hour. This process can be repeated without limit£a local secret that any Hangzhou dama (female senior citizen) will be eager to share with you.
At least 80 million yuan was spent on maintaining the rental bikes last year, Tao said, and the figure is destined to increase as more bikes are introduced. But the company has managed to strike a balance by selling advertisements and kept its promise of "spending no taxpayers' money".
For international visitors or those who prefer using traditional cards, a valid passport and about 300 yuan£including a 200-yuan deposit, 20-yuan card fee and 80-yuan transport credit£is more than enough for a traffic pass.
With that, you can ride not only bikes but also buses, subways, ferries and taxis. In addition, when you get off one bus and transfer to another, it is free. The trick is, if you ride a bike after getting off any bus, you get 90 minutes riding time free of charge.

John Leighton Stuart was awarded an honorary citizenship by the Hangzhou congress in 1946 when he returned to the city for a visit. He had just been appointed U.S. ambassador to China, a position that would put him on a path he himself could not control.[Special Coverage]
Ambassador Stuart was not airdropped from the U.S.. He was literally a native kid, having been born in Hangzhou in 1876 and spent 14 years of his life there. It was reported he could speak the local dialect before he could speak English and his Chinese had some Hangzhou flavor. He always considered himself more Chinese than American.
Most Chinese learned of his name, the Sinicized Situ Leideng, from a Mao Zedong article from 1949 where he was viewed as "a loyal agent of U.S. cultural aggression in China". That was the year he left China for good. He died in the U.S. in 1962.
It was only in recent years that ordinary people have discovered the other side of Stuart, the side apart from his official position as the last U.S. ambassador before New China. Prominent among his contributions was his success in turning Yenching University from a school of 94 students to a top institution of higher education in China.
Even though the school existed for only 33 years, it was a cradle for China's top scientists and journalists. Ninety percent of Chinese journalists stationed overseas during World War II were Yenching alumni.
Stuart built the Yenching campus, currently home to Peking University, with traditional Chinese architecture, but he adopted a very Western approach of teaching, encouraging equal and amicable exchanges between teachers and students.
After Beijing fell to Japanese occupation, Stuart refused to fly the flag of the puppet regime or offer "thanks" for Japanese "liberation". He was arrested and put in jail for three years and eight months until the end of the war.
Many of his Yenching students ended up joining the Communist Party, and he mediated through them when he became U.S. ambassador. He was also responsible for changing the U.S. stance from all-out support for the Kuomintang government to that of a coalition government.
Son of Presbyterian missionary parents, Stuart had earlier helped found a Hangzhou-based school which is now the Zhijiang campus of the famous Zhejiang University.
His mother, affectionately called "Mother Stuart" by locals, had founded the Hangzhou School for Girls, one of the first of its kind in China.
The street where their residence sits is still called Christian Church Lane, and the church Stuart's father presided over, Tianshui Tang, is only a few steps from the residency. On a recent Sunday morning, locals were singing hymns to lyrics displayed on overhead television screens. There was a convivial atmosphere more befitting a family gathering in the 140-year-old house of God, the oldest in Hangzhou and newly restored in 2009.
A year before that, Stuart's ashes were buried in a Hangzhou cemetery.
Wen Yiduo, a scholar held in high regard by Communists, spoke of Stuart before he was assassinated by the Nationalists in 1946: "John Leighton Stuart is a friend of the Chinese people. ... He understands the needs of the Chinese people, but that doesn't mean he has supernatural powers to solve all of China's problems."
Historian Lin Mengxi offered this appraisal: "Not a single American during the 20th century had such a long-lasting and comprehensive involvement in, and such a deep impact on, Chinese politics, culture and education as John Leighton Stuart."

"If you have a daughter, don't marry her to any man from Changputang since nothing grows there except calamus."
This is a well-known saying in Fenghuang county, Hunan province for many years. However, finding a wife is no longer a concern for single men in the village now and the lands once occupied by calamus are now an orchard full of kiwi fruits, grapefruits and watermelons.
The Changputang village of Fenghuang county has a population of about 2,800. Most of the residents are of the Tujia ethnic group.
Before 1980s, the village was in extreme poverty due to limited land, lack of water and dilapidated roads. The per capita arable land was about two mu (0.13 hectares). The residents, with an annual average income of 600 yuan ($90), grew rice and corn for a living.
Since 1982, villagers began to grow crops such as watermelons and cucurbits.
"We didn't have confidence back then so we chose crops with short growing periods," said Wang Anquan, an official of Changputang. "Just in case they don't grow well, we could change to rice and corn." To his surprise, the venture was greatly successful.
Encouraged by their first experiment, farmers in the village introduced a special kind of tangerine from Zhejiang province, which brought an extra income of 2,000 yuan for every mu. Meanwhile, the income for rice was only 500 yuan per mu.
During the following years, the village further diversified its products with kiwi fruits and grapefruits.
In 2013, Chinese president Xi Jinping visited Changputang during an inspection tour.
Xi said that better technology and a bigger market are needed to improve agriculture in the village. He advised villagers to keep an eye on the market and look ahead. Xi also encouraged them to work harder.
In the same tour to southern Hunan, Xi said alleviating poverty in the region should be done with targeted policies, including improving agriculture and education.
Agriculture is the key economic engine in southern Hunan. From 2011 to 2012, the Ministry of Agriculture invested 1.23 billion yuan to boost development in the area. Today, southern Hunan is the largest base for lilies and kiwis in China.
Today, the Changputang village can produce 6.5 million kilograms of fruits worth 35 million yuan. The average net income has reached 7,000 yuan per year. The net income of 90 percent of the fruit farmers is above 30,000 yuan. Every family has tap water and cement roads.

The capital of the Tibet Autonomous Region is considered the "quietest"of China's 31 capitals, while Guiyang in Southwest China's Guizhou Province the "noisiest"by a report on the country's noise pollution in 2015 from the Ministry of Environmental Protection on Wednesday.
Lhasa is the only capital which does not exceed the national noise standard's first-level at 49 decibels (dBA) during daytime. According to the report, the maximum noise level of the first level national noise standard is under 50 dBA.
Guiyang ended up last with an average noise level of 58.9 dBA, while Harbin in Northeast China's Heilongjiang Province registered 58.3 dBA. They are the only two capitals that exceeded 58.0 dBA.
The acoustic environmental quality in provincial capitals across the country in 2015 is better than in 2014, said the report.
In all 321 surveyed cities, the average acoustic environmental quality was at 54.1 dBA. Environmental authorities received 354,000 complaints against noise in 2015, or 35.3 percent of the total environment-related complaints, and 99.5 percent of the complaints were properly handled. Construction sites are the major source of irritating noise, accounting for 50.1 percent of the complaints.

The capital of the Tibet Autonomous Region is considered the "quietest"of China's 31 capitals, while Guiyang in Southwest China's Guizhou Province the "noisiest"by a report on the country's noise pollution in 2015 from the Ministry of Environmental Protection on Wednesday.
Lhasa is the only capital which does not exceed the national noise standard's first-level at 49 decibels (dBA) during daytime. According to the report, the maximum noise level of the first level national noise standard is under 50 dBA.
Guiyang ended up last with an average noise level of 58.9 dBA, while Harbin in Northeast China's Heilongjiang Province registered 58.3 dBA. They are the only two capitals that exceeded 58.0 dBA.
The acoustic environmental quality in provincial capitals across the country in 2015 is better than in 2014, said the report.
In all 321 surveyed cities, the average acoustic environmental quality was at 54.1 dBA. Environmental authorities received 354,000 complaints against noise in 2015, or 35.3 percent of the total environment-related complaints, and 99.5 percent of the complaints were properly handled. Construction sites are the major source of irritating noise, accounting for 50.1 percent of the complaints.

The long line at the security check before admission to Hangzhou's West Lake has taken on an amusing air, as police officers and volunteers dressed as cartoon pandas provide assistance and pose for photos. [Special coverage]
In the run-up to the G20 Leaders Summit, Hangzhou, the host city in Zhejiang province, has stepped up security checks. At the security check station at Qiwang and Xueshi roads, one of 21 such security stations surrounding West Lake, 8-year-old twin brothers Shen Xin and Shen Li and 7-year-old twin sisters Zhu Yuxi and Zhu Yuyan took photos with Huhu, the 1.9-meter-tall panda policeman character.
The twins made the trip to West Lake to mark the end of their summer vacation.
Inside the panda outfit, the temperature was about 45 C. But Shen Yijie, a junior at Zhejiang Police College, said he didn't mind wearing the costume because it helped him bond with the tourists.
More than 1,000 tourists have taken photos with the panda characters each day since three of them began working on August 20, said Xu Jiong, an official with the Hangzhou Public Security Bureau.
The panda policeman character was designed by Zhong Xiaoqing, a city volunteer. Zhong, who runs an art studio, got her inspiration in May when she lost her car key and went to a local police station to seek help.
Touched by the efficiency of the local police, who helped her find the key, Zhong decided to draw a comic about the scene. In June, she also designed a cartoon image for the Hangzhou police.
"I wanted to do something unique to express my thanks. As a designer, I decided to draw," she said.
Zhong said that in the Kung Fu Panda movie series, the giant panda is smart, kindhearted and brave, which she said also captures the spirit of Hangzhou's police officers.
Zhong has designed several different panda Huhu characters, including a traffic officer and firefighter.
"In the future, visitors might be able to see our panda policemen in major scenic spots of West Lake," said Xu Jiong.

Since the global financial crisis broke out eight years ago China has contributed greatly to and played a dominant role in maintaining global growth, starting with its $586 billion package to stimulate the domestic economy in November 2008. Although China's contribution to global growth has decreased to about 30 percent now, based on various estimates, analysts say that after restructuring its economy, it will resume its major role in the global economy in the middle and long term. [Special coverage]
China's year-on-year GDP growth dipped to 6.9 percent in 2015, the slowest in 25 years. In the first half of this year, it was 6.7 percent and the International Monetary Fund has forecast that in 2017, its economic growth could further drop to 6.2 percent.
While the global economic downturn is behind China's economic slowdown, the country's efforts to rebalance its economic structure to make it more dependent on consumption, services and high-tech industries and less reliant on resources and energy-consuming industries have also affected its growth momentum, say analysts.
China's economic restructuring may take years, but initial signs of constructive changes are evident. For example, in the first half of this year, China's service industry accounted for 54.1 percent of its GDP growth, up 1.8 percentage points year-on-year. And consumption accounted for 73.4 percent of GDP growth, up 13.2 percentage points year-on-year.
The outputs of crude steel and coal have decreased in the first half of this year as China presses ahead with the drive to reduce overcapacity. Moreover, the value added of the strategic new industries increased 11.8 percent year-on-year in the second quarter of this year, up 1.8 percentage points from the first quarter. New industries, such as online services, online education and medical services all registered faster growth than traditional sectors, indicating China has made solid headway in economic restructuring, analysts say.
As China gradually restructures its economy, it will hopefully maintain mid- to high-rate growth, which is good news for both China and the world, says Wang Xiangyu, a researcher at the Institute of Quantitative and Technical Economics of the Chinese Academy of Social Sciences. Considering that most developed economies remain trapped in weak growth, China's high-quality growth will serve as a sustainable engine for global growth, he says.
"I'm quite confident China will accomplish its restructuring agenda since it has become quite resilient now," Wang says.
In the wake of the onset of the global financial crisis that broke out in 2008, the world has been looking for the right path for economic development and seeking to accomplish economic rebalancing. The world economy's low growth has also led to political and regional instability, Wang says. If China successfully restructures its economy and finds new growth engines, then it will not only add to global growth, but also provide a "China model" for other countries as a reference for their economic growth, he adds.
Based on the current progress, China could accomplish restructuring by 2020, experts say.

A photo of a police notification relating to a Tsinghua University teacher who was swindled out of a vast sum of money in a telecom scam has been attracting attention online.
According to the notification, the police station in Beijing's Haidian District received a report that a teacher living at the Lanqiying residential community, had been swindled out of 17.6 million yuan ($2.6 million) by fraudsters who were pretending to be officials from the public security bodies.
The report did not reveal the details of the teacher who had fallen for the scam.
According to a report on the Xinhua news agency, the case has been confirmed by Beijing police and is now under investigation.
The Beijing News spoke to the man in charge of security guards at the Lanqiying residential community, who also confirmed that one of their residents, a teacher at Tsinghua University, was indeed a victim of a telecom scam.
The paper says posters could be seen stuck to the walls of buildings in the community reminding residents of the risk of scams.
Most of the residents of the Lanqiying residential community are teachers from Tsinghua and Beijing Universities, and are generally older people, the report added.
Telecom scams are a growing problem in China. Anyone can find themselves targets of fraudsters, who typical bombard people with phone calls and messages claiming that perhaps they had hit the jackpot, or defaulted on utility fees, or had even been put under police investigation in a criminal case.
The police in China received around 600 thousand reports of telecom scams in 2015 and over 2 billion yuan were lost in scams, many of which involved Taiwan based gangs who have set up hundreds of sites across the world, bombarding people in the mainland.

China's Paralympic team, the largest China has ever sent overseas to a Paralympics, arrived in Rio de Janeiro on Wednesday.[Special coverage]
A total of 308 disabled athletes from China will compete in Brazil between September 7 and 18. Among them are 161 men and 147 women, who will participate in 328 events covering 17 sports, setting another record.
Alongside them will be 177 coaches and support staff, as well as 14 assistants to help those who have severe physical disabilities. The 499-strong delegation is the largest China has ever sent overseas to a Paralympics.
Chinese delegation is divided into three groups to fly to Rio. The third and last group, around 360 people, arrived in Rio on Wednesday. Around one third of the athletes in the third group use wheelchair, adding difficulty in the 25-hour flight.
Seven Paralympic swimming gold medals winner Xu Qing of China will participate in his fourth Paralympics. "After long-time flight, I feel a bit tired. But I'm still excited for my fourth Paralympics. I will spare no effort for good results," he said.
At the London Paralympics, China won 95 gold medals and 231 medals in total. The Asian country topped the medal table at the last three Paralympic Games.

Taiwan's manufacturing sector ended its 15-month recession in July, the Taiwan Institute of Economic Research said Wednesday.
The composite index of the island's manufacturing sector expanded 0.77 points from a month earlier to reach 10.59 points, showing a yellow-blue signal on the index's color-code system, said the institute.
It was the first time the index, which evaluates indicators such as the business environment, costs and demand, has surpassed 10.5 points in 16 months.
The institute uses a five-color system to describe the island's economic activity, with yellow-blue indicating sluggish growth, and blue,the lowest color, signalling recession. Yellow-blue is given when the index is between 10.5 to 13.
The improvements were attributed to a rebound in demand for semiconductors and better trade performance driven by a smaller decline in imports, according to the institute.

(ECNS) -- The eastern Chinese city of Xiamen in Fujian Province has released a housing purchase control policy more stringent than expected to crack down on property speculation, reported caixin.com.
The policy that takes effect on Sept. 5 sets clear limits on the number of homes people can buy as well as a purchaser qualifications.
Xiamen Municipal Bureau of Land Resources and Real Estate Management originally announced it would impose controls on July 15, and then deleted the news from its official website.
Measures in the previous version focused on higher down payments and controls on Public Housing Fund mortgages, which carry lower rates than commercial mortgages in China.
In comparison, the newly released policy places more requirements on the number of homes people can buy rather than loan policies supervised by the central bank.
Under the new regulation, a family with a Xiamen residence permit that already owns two homes can't buy a third less than 144 square meters in size. A family without a residency permit that owns one home is also banned from another purchase.
Home prices in Xiamen increased by 5.5 percent in May, ranking first among the 70 big and medium-sized cities monitored by the National Bureau of Statistics. Prices here increased another 30 percent in July.
Yan Yuejin, director of the Shanghai E-House Real Estate Research Center, said the new policy is more stringent and specific than the previous one, essentially stopping property speculation in the city.
But he added that there's a danger that some couples would choose to divorce in order to qualify for more home purchases as an investment and then later remarry.
The fake divorce scheme has already occurred in Shanghai, which also imposes strict housing purchase controls.

Hebei Province in north China plans to close more than 2,000 wells this year to address subsidence and shrinking wetlands due to long-term overexploitation of groundwater.
According to the province's recently unveiled treatment plan, 52 counties and cities have been added to the overexploitation treatment project, bringing the total number of pilot counties or cities to 115, covering all seven major funnel areas.
Due to excessive use of groundwater, the amount of overexploited groundwater and the area of overexploited regions both account for one third of the country's total, leading to problems such as falling groundwater levels, subsidence and shrinking wetlands.
By the end of this year, 570 wells will be filled and 1,680 others will be sealed in cities with access to water from the Hangjiang River through the middle route of the south-to-north water diversion project.
From 2014 to 2015, more than 4,000 irrigation wells were filled or suspended. The province plans to close another 2,084 wells in two to three years.
The treatment plan for this year is backed by 8.7 billion yuan (1.3 billion U.S. dollars) in funding, including 7.1 billion yuan from the central budget.
Hebei will cut winter wheat cultivation in overexploited areas and offer subsidies to farmers who take water-saving measures, such as planting drought-resistant wheat varieties.

A Beijing court said on Wednesday that measures aimed at resolving loan issues are necessary to maintain order in the market and to alleviate financial risks.
From 2014 to June this year, Beijing No 4 Intermediate People's Court handled 230 cases relating to loan contracts, of which, 178 have been resolved.
The amount involved in the cases reached 2.59 billion yuan ($4 billion), according to a statement of the court.
"Disputes over money borrowed from banks or financial institutes are rising rapidly," said Wu Zaicun, president of the court, at a news conference on Wednesday.
Wu said that it's not easy to handle such cases as new types of financial loans are springing up in the capital, in addition to traditional borrowing from banks."
He said some financial institutes underestimate risks and are sometimes unwilling to cooperate with the court during investigations, "which delay the case hearing and hinder trials."
He suggested that banks and financial institutes should increase legal awareness adding that the court has also taken measures to solve the increasingly serious problem.
"For example, while a litigant is applying for property preservation to us, we are filing the case at the same time to stop someone from transferring the property," he said.

A young sheep in Bohu County, Xijiang Uygur Autonomous Region recently attracted a great deal of interest and attention when it was revealed as possessing five horns, China News reported on Aug. 29.
In addition to the two regular horns on top of the sheep's head, two more are located near its left ear, with one more near its right ear. The longest horn is 16 centimeters, while the shortest is 10 centimeters.
The owner of the remarkable animal said he usually feeds his sheep standard animal feed and rotten fruit without any additives.
Li Hong, senior veterinarian of the Bohu Animal Husbandry and Veterinary Bureau, said that this kind of situation only occurs in hybrid sheep due to genovariation in the genetic process.

Zhongwang USA LLC announced on Tuesday that U.S. aluminum company Aleris Corporation would "operate as an independent entity" after acquisition including with regard to its location, management team and development strategy.
Zhongwang USA LLC, an investment company majority-owned and led by Liu Zhongtian, founder of China Zhongwang Holding Ltd, said on Monday it would buy Aleris. The $2.33 billion deal marks the biggest entry by a Chinese company into the U.S. aluminum industry.
According to Zhongwang, Aleris will continue to be headquartered in Cleveland, Ohio, and will be operated as an independent entity. The Aleris management team will remain in place, providing continuity for Aleris employees and customers and supporting the continued implementation of the Aleris strategy.
Aleris will retain its name and continue to serve its customers with no changes to current operations, contracts or commitments. It will continue with the implementation of all strategic growth projects, including its major expansion project in Lewisport, Kentucky, which will enable Aleris to meet the North American automotive industry's growing demand for aluminum auto body sheet.
"I believe Aleris is well-positioned to capitalize on the positive demand trends we see globally, and I look forward to supporting the Aleris management team in implementing their growth strategies and pursuing continued success with expanded resources and financial and operational flexibility," Liu said.
According to Reuters, the acquisition has strategic importance because Aleris is in the midst of a $350 million expansion of its Lewisport, Kentucky rolling mill to produce automotive body sheet for U.S. auto manufacturers. It is a "bet by the billionaire that the nascent U.S. automotive aluminum sector will be the industry's next big growth market".

Zhongwang USA LLC announced on Tuesday that U.S. aluminum company Aleris Corporation would "operate as an independent entity" after acquisition including with regard to its location, management team and development strategy.
Zhongwang USA LLC, an investment company majority-owned and led by Liu Zhongtian, founder of China Zhongwang Holding Ltd, said on Monday it would buy Aleris. The $2.33 billion deal marks the biggest entry by a Chinese company into the U.S. aluminum industry.
According to Zhongwang, Aleris will continue to be headquartered in Cleveland, Ohio, and will be operated as an independent entity. The Aleris management team will remain in place, providing continuity for Aleris employees and customers and supporting the continued implementation of the Aleris strategy.
Aleris will retain its name and continue to serve its customers with no changes to current operations, contracts or commitments. It will continue with the implementation of all strategic growth projects, including its major expansion project in Lewisport, Kentucky, which will enable Aleris to meet the North American automotive industry's growing demand for aluminum auto body sheet.
"I believe Aleris is well-positioned to capitalize on the positive demand trends we see globally, and I look forward to supporting the Aleris management team in implementing their growth strategies and pursuing continued success with expanded resources and financial and operational flexibility," Liu said.
According to Reuters, the acquisition has strategic importance because Aleris is in the midst of a $350 million expansion of its Lewisport, Kentucky rolling mill to produce automotive body sheet for U.S. auto manufacturers. It is a "bet by the billionaire that the nascent U.S. automotive aluminum sector will be the industry's next big growth market".

Students will be back to school or college in China as well as Western countries very soon. Children's education has become an expensive affair in developed economies and has been partly responsible for small families, often with a single child, in the West. Even in China, despite the lifting of the one-child policy, not many couples will have a second child partly because of the rising cost of education.
Actually, the cost of educating even a single child has increased over the past couple of decades. School policies traditionally encourage a sense of community. The school uniform itself is supposed to inculcate students with a sense of equality regardless of the economic background of their parents£no designer uniforms or smart suits on display.
In my country, Britain, we can still see "back to school" signs on store windows with affordable notebooks (traditional paper ones), pens, rulers and other basics. But the school bags that these items are carried in are more likely to reflect designer trends and be very expensive.
Since schools cannot really standardize possession of other useful items, parents give their children mobile phones so that they can communicate with them in need. And by giving their kids the latest smartphones such as iPhone 6, many parents create a visible wealth divide among children and prompt children of even low-income families to force their parents to buy them expensive cellphones so that they can keep up with the Joneses.
It's natural for children to be influenced by their peers and feel belittled without what the gadget makers say are indispensable items. As technology races ahead, economies are kept going in part by new waves of "aspirational" goods that may motivate people to work harder to increase their incomes and reward themselves with these goodies.
This craze will not end, but is it good for children to be showered with such expensive goods before they have completed their education and earned any money on their own? By getting such items easily will children lack the capability of making their way in society and accept setbacks after they grow up?
Does the flaunting of expensive items in school by some children lead to less fortunate children developing inferiority complex? And if high-tech gadgets become a necessary feature of education, as some claim, will they limit the chances of relatively poor children to gain education?
In the early days of computers in schools, students had access to a computer only in the school computer lab. When cheaper computers entered the market, schools struck deals with suppliers to get "affordable" computers for students. Today there is an open market with a wide range of products to suit different budgets.
Students face peer pressure even in college. But since youths in the West enter college at different ages and since some of them already have work experiences or work part time, they might not be overtly influenced by the display of expensive gadgets. Youths enter a college when they are intellectually almost mature and can differentiate between the products they need and those they can do without.
Therefore, school should be the place of equal opportunity for children so that they can develop to the best of their ability with the goodness of community spirit. Examination results, aptitudes, abilities and interests will determine the post-school path youths will take, but in school no student should be forced to perceive disadvantage for not being able to afford an electronic gadget or a designer school bag. And for that, schools need to provide the necessary resources and parents have to stop overindulging their children.

U.S., China to review progress made on major issues
Obama will meet Chinese President Xi Jinping on Saturday, a day before leaders of the Group of 20 industrial and emerging-market economies hold their 11th summit in East China's Hangzhou, on major issues of concern to the two countries, the White House said on Monday.
Obama is also expected to attend a dinner to be hosted by Xi, said Ben Rhodes, White House deputy national security adviser for strategic communications.
On the positive side, they will review progress that has been made in the global economy, climate change, shared efforts to prevent the proliferation of nuclear weapons through the Iran deal, and shared concerns on the Korean Peninsula.
At the same time, the two leaders will also address differences, such as cyber issues, economic practices, maritime issues and human rights issues, Rhodes said.
The Associated Press said Obama's trip, five months to the end of his term, is meant to highlight his administration's seven-year effort to expand U.S. influence in Asia.
"We believe President Obama will come to Hangzhou with sincerity and goodwill," said Chinese foreign ministry spokeswoman Hua Chunying at a regular news briefing. "As responsible major economies, China and the U.S. will jointly contribute to world economic growth and improve global economic governance."
Climate change
Observers said Obama's visit is significant as the two countries have agreed to ensure a smooth transition for China-U.S. ties between two U.S. administrations.
"China-U.S. relations have often been bumpy during the U.S. election campaign," said Ruan Zongze, vice president of the China Institute of International Studies. "This time, the two countries want to highlight their cooperation to lay a solid foundation for the next U.S. administration."
During her visit to China in July, U.S. National Security Advisor Susan Rice made it clear that Obama would emphasize cooperation in his G20 trip.
The two countries' efforts in the past two years to spearhead world action on climate change are also expected to be highlighted during the G20 summit.
The two nations announced their emissions reduction plans in 2014, which are believed to have greatly contributed to the approval of the landmark Paris Agreement in 2015. Chinese and U.S. officials have said they agreed to push for the pact's implementation by the end of the year.
The climate change issue is high on the Hangzhou G20 summit's agenda. Xi and Obama are expected to announce progress made by the two nations toward ratifying the Paris agreement.
"This was a difficult achievement for the two countries, as opposition is strong in both countries," said Shen Dingli, deputy dean of the Institute of International Studies at Fudan University, saying some 1.8 million workers in the steel and coal industries are expected to lose their jobs this year as a result of China's efforts to cut overcapacity and reduce carbon dioxide emissions.
Positive impact
Sun Chenghao, an assistant research fellow at the China Institutes of Contemporary International Relations, said it is rare for two leaders to meet for several hours. The meeting is expected to have a positive impact on Sino-U.S. ties similar to their previous meetings in Washington and Beijing.
"Despite previous friction between the two countries, current relations look positive," Sun told the Global Times.
After the G20 summit, Obama will visit Laos to attend a meeting of leaders of the Association of Southeast Asian Nations, including Philippine President Rodrigo Duterte. The South China Sea issue is expected to be high on Obama's agenda.
But Ruan said Xi's meeting with Obama will help reduce tensions on the South China Sea issue. "A frank exchange between the Chinese and U.S. leaders over the two countries' differences is a good way to manage the disputes," he said.
Obama's visit to Laos also eyes reinforcing the U.S. pivot to Asia, a key political legacy of his administration. However, the policy has had limited effect as it failed to postpone China's rise, only deepening strategic distrust between the two nations, said Jin Canrong, an expert from the Renmin University of China.

President Xi Jinping on Tuesday called for solid efforts to press ahead with the country's planned reforms in accordance with the established timetable and roadmap.
During the meeting, a string of policies were passed concerning green finance, intellectual property rights, resource allocation and poverty relief, among others.
Policymakers promised to "significantly reduce" the government's role in the direct allocation of resources and, instead, rely more on the power of the market, and also improve intellectual property rights protection.
More will be done to encourage private investors to explore opportunities in environmentally friendly sectors, according to the statement.
Authorities at all levels were ordered to fulfill their poverty relief responsibilities and improve land reforms for rural areas.
As part of efforts to improve the environment, a pilot environmental damage compensation system will be rolled out across Jilin, Jiangsu, Shandong, Hunan, Chongqing, Guizhou and Yunnan.
According to the statement, science and technology ( S&T) institutes should adopt a salary system and pay rise mechanism that reflect the value of brainwork and provide the right motivation for scientists.
The income distribution policy should take into consideration the differences between natural and social sciences as well as differences between jobs in basic research, technological development and commercial application of technology, the statement said.
Regarding health reform, medical institutes were urged to learn from successful models while exploring reform measures that would suit their own situations.
It called on the health industry to improve the operation of state-run hospitals, medical insurance management, medicine supply, supervision and develop effective, pertinent personnel management and salary systems.
While acknowledging the progress already made in major fields, the statement said that inspections were needed to review the implementation and results of the reforms.
Over the course of the 27 meetings convened by the leading group since December 2013, hundreds of measures have been designed and released to address various issues, including urbanization, poverty alleviation, innovation and the market's role in resource allocation.
The latest emphasis on reform came nearly three years after the key Third Plenary Session of the 18th Central Committee of the Communist Party of China in 2013, which featured a comprehensive reform package that covered 15 areas and 60 tasks.
China vowed that it would achieve "decisive results" in major reform areas by 2020.

1. 20 kinds of certificates abolished
Local police stations will not issue certificates for 20 items below as long as the individuals have their ID cards or household registration: name, used name, gender, ID number, date of birth, place of birth, address, family relations and others.
2. Simplifying the process of drawing housing provident funds
From Sept 1, employees will need to fill only an application form and receive authorities' approval to withdraw housing provident funds.
The retirees can draw housing provident funds without any additional documents. People who have housing provident funds can buy second-hand houses without any documents apart from ID.
3. Restrictions on online ads
The regulation defines paid search ads promoting products or services as internet advertisement.
It said internet advertisements need to be marked as "ads".
The ads involved with medical service, medication, food for special medical purposes, medical instruments, farm chemicals, veterinary medicine, health care products cannot be issued without inspection.
Pop-up ads are required to clearly display the "close" sign and should close as soon as the user clicks on the sign.
4. Regulating travel agencies
New regulations issued by China National Tourism Administration bans travel agencies from September 1 from restricting clients based on their age.
It said travel agencies cannot reject seniors; travel groups have to have doctors; senior travelers should not be made to travel more than two hours at a stretch.
5. No truck with double-row seat on expressway
Since Sept 21, truck with double-row seat will not be allowed on expressway as the regulations tighten the standard of vehicles on expressways.
6. Specific medical security regulations on floating population
People can transfer their medical security to another province where they live and the process would take only 45 days from September 1.
7. Cut in commission charges of bank cards
China's central bank said in March that it will cut the fees merchants pay for bank card transactions. The action, to take effect on Sept 6, will result in a 7.4 billion yuan ($1.14 billion) cut in the fees merchants pay in a year, the People's Bank of China said on its website.
Under the coming policy, card-issuing banks cannot charge merchants more than 0.35 percent of a transaction amount for debit cards, while credit card transactions cannot incur a charge exceeding 0.45 percent of the amount swiped.
8. Favorable terms on charity
China's Charity Law will take effect on Sept 1.
Charity organizations, donors and beneficiaries will be the main body of charity events and benefit from the tax preference.
Charity events on poverty relief will enjoy more benefits.

A young man stranded in a pyramid selling scheme throws his ID and a banknote to seek for help.
(ECNS) -- A victim stranded in a pyramid selling scheme was rescued after he dropped banknotes containing written words seeking assistance from a building in the eastern Chinese city of Changzhou, Jiangsu Province.
A woman surnamed Xu found a 50-yuan banknote on Aug. 23 while taking a walk and found words "help" and "110" -- the emergency phone number for police in China. Thinking it a prank by some children, she kept the money and didn't alert authorities.
On the next day, she found on the ground an ID card and cash of over 100 yuan ($15), while the notes also had words "help" and "pyramid selling".
Xu reported to police with the help of local community workers, with officials soon rescuing a man and others locked up in the building.
The victim said he threw about 800 yuan downstairs altogether but that nobody came to help.
Local police have helped him return to his hometown and put three organizers of the pyramid selling scheme under criminal detention.
Pyramid selling has been banned in China since 1998 but has remained rife in many less-developed regions.

(ECNS) -- Many schools in rural areas benefiting from the country's funding program fail to provide nutritional meals, the Ministry of Education said on Tuesday.
An official from Children Center under China Development Research Foundation said at a ministry news conference that meals provided by some schools contain large amounts of sodium but inadequate calcium, which is important in early physical development.
Only a few schools provided students with milk or bean products, the official added.
About 10 percent of schools used government meal subsidies to buy industrial food that is more expensive but provide less nutrition.
Eating too much food containing oil and sodium is bad for children's health, said the official, who urged schools to improve management and inspection on purchase processes and provide nutritional meals.
The central government started a multibillion-yuan program aimed at providing free, nutritious meals to rural students in 2011. An estimated 16 billion yuan ($2.5 billion) a year has been spent to improve standards of food offered in school canteens across poor areas, media reports said.

China is open to renewing ties with the Vatican decades after they were cut, Chinese Foreign Ministry spokesperson Hua Chunying said on Monday.
The Vatican and China cut their diplomatic ties in 1951, shortly after the Communist Party came to power and began regulating religion in the country. The Vatican is now the only major Western state with which China has no formal relations. At the same time, the Vatican is the only European country that maintains "official ties" with Taiwan, which Beijing views as part of China.
"[China and the Vatican] have a well-functioning and effective way of communication. We are willing to work alongside the Vatican to move forward bilateral relations in accordance with certain principles," said Hua.
These "certain principles" include the one-China principle, as also mentioned by Foreign Ministry Spokesperson Lu Kang at a press conference last Thursday, as well as non-interference in China's internal affairs, including religious affairs.
The two sides have discussed bishop appointment in part of China. Cardinal John Tong Hon, the Bishop of Hong Kong, suggested in comments published in local newspaper Kung Kao Po on August 5 that the Vatican could appoint a bishop who was acceptable to the Chinese government.

The Vatican is now the only major Western state with which China has no formal relations. At the same time, the Vatican is the only European country that maintains "official ties" with Taiwan, which Beijing views as part of China.
"[China and the Vatican] have a well-functioning and effective way of communication. We are willing to work alongside the Vatican to move forward bilateral relations in accordance with certain principles," said Hua.
These "certain principles" include the one-China principle, as also mentioned by Foreign Ministry Spokesperson Lu Kang at a press conference last Thursday, as well as non-interference in China's internal affairs, including religious affairs.
The two sides have discussed bishop appointment in part of China. Cardinal John Tong Hon, the Bishop of Hong Kong, suggested in comments published in local newspaper Kung Kao Po on August 5 that the Vatican could appoint a bishop who was acceptable to the Chinese government.

Home buyers will be required to submit fewer documents when withdrawing housing provident funds to buy apartments in Beijing, according to a circular.
The guideline in the circular, issued by the state organs housing fund administrative center, will be effective starting Sept. 1.
The new Charity Law will also take effect on Sept. 1, which will require charity organizations to be recognized by authorities before they solicit public donations, and online charities should work with websites approved by civil affairs authorities.
A new regulation on online advertisement will require all online ads to be marked "advertisement" starting Sept. 1 so netizens can more easily identify them.
The WeChat account of the State Bureau for Letters and Calls, China's official channel for people to file complaints, will be launched starting Sept. 1 in order to offer more convenient communication for petitioners.
The account will serve as a platform for petitioners to lodge appeals, offer opinions and feedback, track the progress of petitions and rate petition services.
Official statements, policy explanations and new regulations regarding petitions will also be publicized on the account.

(ECNS) -- New graduates are reluctant to stand up for their rights during probation due to fewer available positions in a tough job market, teachers at senior schools warned.
Reports exposing problems during the probation of new employees have hit headlines frequently, but few have protected their rights by legal means, a report from China National Radio said on Tuesday.
Graduates have found their probation extended without reason or were even fired when this period ended and before becoming a regular employee.
In many cases, companies refused to pay new employees as the law requires or gave a much lower salary, the report said, adding that such illegal practices have become common.
Probation is an important period for new graduates. Considering severe competition in the job market, youngsters choose to accept unfair treatment to get a job, some teachers commented.
They suggest the governments monitor companies and increase awareness among employers in obeying laws and regulations, while school and human resource professionals should cooperate in protecting young worker rights with contracts.

The decline in China's national rail freight volume slowed in the first seven months.
Rail freight volume in the first seven months dropped 7.3 percent year on year, down from 7.5 percent for the first half and 7.7 percent for the first five months, the National Development and Reform Commission (NDRC) said Monday.
Railways carried 263 million tonnes of cargo in July, down 5.8 percent from a year ago, said the NDRC.

Aviation shares lift off on Aero Engine debut Giant new State-owned conglomerate to give massive boost to industry, according to analysts
AVIC Aviation Engine Corp, Sichuan Chengfa Aero Science and Technology Co Ltd, and AVIC Aero Engine Controls Co Ltd, saw their shares jump 2.78 percent, 2.77 percent, and 1.33 percent, respectively, by the close of trading on Monday.
The three were among the best performers on Monday when many other stocks went down.
According to announcements by the three companies, which were controlled by Aviation Industry Corp of China, they will have their ownership stakes transferred to the newly founded Aero Engine Corp.
Headquartered in Beijing, the new aircraft engine manufacturing company has a registered capital of 50 billion yuan ($7.5 billion), and 96,000 employees.
President Xi Jinping said on Sunday in response to the establishment of the new conglomerate that the new company would accelerate the research, development and manufacturing of aircraft engines and gas turbines to help China build a strong aviation industry.
In the next 20 years, demand for military aircraft engines is expected to reach $150 billion, and the demand of civil aircraft engines will be $1.6 trillion, according to forecasts by Rolls-Royce Holdings Plc, the leading global aircraft engine manufacturer.
Analysts said the manufacturing of aircraft engines was one of the weaknesses that restricted the growth of China's aviation industry. Currently, aircraft engine manufacturing powers include the United States, the United Kingdom, Russia and France.
"Aero Engine Corp of China is likely to integrate nearly all of the domestic research and development organizations of aircraft engines, and its total assets are expected to reach 150 billion yuan," said Bohai Securities Co Ltd.
In the first half of 2016, AVIC Aviation Engine Corp, Sichuan Chengfa Aero Science and Technology, and AVIC Aero Engine Controls saw healthy earnings. Chengfa achieved sales revenues of 998 million yuan, up 11 percent year-on-year. Its net profits reached 31 million yuan, surging 42 percent year-on-year.
