Shanghai takes aim at polluters and regulators

Environmental protection is about to be included as a metric for assessing district governors in Shanghai. Anyone whose neglect of duty leads to severe consequences must accept blame and resign.
It is one of the latest measures in the city's newly amended environmental protection regulation, which takes effect on Oct 1. It demonstrates the government's resolve to provide maximum protection to the environment, said Chen Yin, deputy-mayor of Shanghai, as the regulations were released at a news conference on Wednesday.
"Any district governor who covers up for environmental violations, who allows an enterprise to falsify monitoring data or who doesn't suspend or shut down an enterprise when that should be done will be required to step down if any severe consequence occurs related to their misconduct," Chen said.
"If it doesn't cause severe consequence, he or she will be given a demerit on their record or be demoted."
Strict enforcement will be carried out, according to the regulation.
Any enterprise fined for illegal discharges but which fails to correct the problem will be charged daily, beginning with the day the notice of fine was received.
Pollutants may include gas, liquid, solid waste or radiation that an enterprise or construction project discharges. The regulation takes particular aim at secret discharges of pollutants by means of hidden conduits, seepage wells, rainwater drains or dumping.
Penalty amounts will be based on such factors as the direct losses caused by the illegal act, as well as gains made as a result of noncompliance, the regulation says.
"In addition, severe offenders will face suspension of production and even closure," Chen said.
Since the beginning of last year, when the country's previous environmental protection law took effect, the upper limit of the penalty has been 1 million yuan ($150,000), up dramatically from the 100,000 yuan set in the earlier version of the law passed a decade ago.
Violations investigated
In 2015, nearly 2,600 environmental violations were investigated and resolved in Shanghai, a year-on-year rise of 34 percent. Altogether, 173 million yuan was levied in fines, up 68 percent from the previous year.
"The fines amounted to 133 million yuan in the first eight months of this year," said Jiang Zihao, a senior legal specialist at the legislative affairs office of the Shanghai city government. "The implementation of law is getting tougher, imposing high costs as a deterrent to breaking the law."
Two other measures in the regulation are designed to pressure polluting enterprises into taking the initiative to fix problems. The measures include charging higher electricity rates for violators and placing their names on a credit blacklist to make applying for loans difficult.

Chinese enterprises operating overseas contribute greatly to global development: report

Chinese enterprises operating overseas have made remarkable contribution to hosting countries and global development, according to a report released here Friday.
The report, jointly released by China and the United Nations Development Program (UNDP), interviewed 254 Chinese companies, of which 36 percent are state-owned corporations and the rest are private.
These Chinese firms have paid a total of 31.2 billion US dollars in taxes to their hosting countries or regions, a 62.9-percent jump from 2014, it said.
They have also provided jobs to 1.23 million foreign employees in 2015, 392 thousand more than the previous year, according to the report, entitled 2015 Report on the Sustainable Development of Chinese Enterprises Overseas.
It provides critical data related to Chinese companies' investment, projects and people working overseas as well as policies adopted by the Chinese government to support these activities, and outlines progress made by these companies in the areas of corporate governance as well as their economic, environmental and social performance in overseas operations.
The report also showed that half of these Chinese companies have netted profits while more than 20 percent ended last year in losses.
Shen Haixiong, a senior official from China's Guangdong Province, said at the launch event of the report that currently China's enterprises have encountered great opportunities to go global and to engage in business operation in overseas markets.
While delivering a keynote speech, Shen said in recent years, many Chinese companies have been engaged in overseas investment and have achieved win-win cooperation with host countries, such as Huawei, a Chinese telecom company.
Xu Haoliang, assistant administrator of the UNDP, said that the report shows that Chinese companies and the Chinese government want to take a new approach on development.
"UNDP believes in the potential of the Chinese private sector to contribute to sustainable development around the world," he added.

China is promoting prefabricated buildings as a way to save energy and help resolve the problem of excessive industrial capacity, the Ministry of Housing and Urban-Rural Development announced on Friday.
Prefabricated buildings are built using manufactured components that are assembled at the construction site. Based on a guide from the ministry, 30 percent of new buildings are to be prefab structures.
"Currently, we have a foundation to promote it, but progress is slow," said Su Yunshan, head of the Department of Energy Conservation, Science & Technology, which is part of the ministry. "Rough data shows that the current (prefab) rate is about 5 percent, but by our calculations, the goal is achievable."
Building prefab houses reduces construction waste as well as dust and noise, compared with the traditional cast-in-place technique, in which concrete is poured at its permanent location, according to Chen Yiming, the ministry's chief engineer. It also shortens the time needed for construction.
"Although situations vary due to types of buildings, the level of management and so on, statistics provided by enterprises showed that construction time can be cut up to a third in some projects," Chen said. "Use of construction materials such as cement, water and wood can be reduced by at least 15 percent."
Prefabricated construction is actually a mature architectural technology abroad, Chen said. Canada, for example, has been building an 18-story wooden prefab building.
The use of steel in prefab buildings also will help ease excessive steel capacity, though public acceptance may not be immediate.
"Like the transition from brick to concrete, it will take some time for people to accept steel-structure prefab buildings for their houses," Chen said. "Therefore we have to take things step by step."
The technique has already been used in China. News reports said it took only 19 days to assemble a 57-story prefab building in Changsha, in Hunan province. The builders explained, however, that while the assembly took 19 days, preparing the components took much longer.
The change is not expected to be an easy one. "We are still at an early age in terms of prefab buildings. The supporting policies aren't clear enough and the technology is still weak in some enterprises, which leads to a limited scale," said Liu Haiqun, deputy manager of the Central China zone for the China Construction Steel Structure Corp. Liu spoke in an interview with China Construction News.
Limited use in China means the cost is still higher than traditional techniques, which is one reason for a reluctance to try prefab, Su said.
"But our model projects have shown that with larger scale, the cost of prefab buildings will be the same or even lower than traditional ones," Su said.

(ECNS) -- Urban areas in the Yangtze River Delta scored the highest in terms of integrated growth across China, said a blue paper on city development by the Chinese Academy of Social Sciences.
The study, released by the CASS Institute for Urban and Environmental Studies and Social Science Academic Press, focused on whether a group of cities developed in comprehensive and coordinated ways.
Researchers evaluated three massive urban areas with a concentration of adjacent metropolises: Beijing, Tianjin and Hebei in the north, the Yangtze River Delta in the east and southern Pearl River Delta, by looking at indicators in the economy, society and environment.
The blue paper showed that the eastern urban complex led in coordinated growth, while progress was made in the north during 2014 compared to 10 years previous. The study also found that differences among cities in the Pearl River Delta declined sharply.
All three areas had high scores for economic growth, but poor environmental protection, it was added.

(ECNS) -- Shanghai will start property registration on Oct. 8 to standardize and clarify ownership titles, according to the municipal Planning, Land and Resources Administration.
The city began a property registration system in Fengxian district during June and plans to expand it to the entire city this month. The move follows similar programs in other cities including Fuzhou in Fujian Province and Nanjing in Jiangsu Province.
Real estate expert Xue Jianxiong said the new effort at property registration will solve many historical issues related to household rights, clarifying property rights of some older properties without certificates and those built before 1949 with many owners.
Registration will also pave the way for the government to levy property taxes in future, said Lu Wenxi, an analyst with Centaline Property Agency.
It will normalize the real estate market, according to Zhang Donghua, an expert with E&H Co. "In the long term, a more standardized market will have more healthy development," he said, adding that "It would also benefit the development of the real estate assessment industry."
Experts say the registration should not affect housing prices in the city, which saw rapid growth despite measures to cool down.

(ECNS) -- Shanghai will start property registration on Oct. 8 to standardize and clarify ownership titles, according to the municipal Planning, Land and Resources Administration.
The city began a property registration system in Fengxian district during June and plans to expand it to the entire city this month. The move follows similar programs in other cities including Fuzhou in Fujian Province and Nanjing in Jiangsu Province.
Real estate expert Xue Jianxiong said the new effort at property registration will solve many historical issues related to household rights, clarifying property rights of some older properties without certificates and those built before 1949 with many owners.
Registration will also pave the way for the government to levy property taxes in future, said Lu Wenxi, an analyst with Centaline Property Agency.
It will normalize the real estate market, according to Zhang Donghua, an expert with E&H Co. "In the long term, a more standardized market will have more healthy development," he said, adding that "It would also benefit the development of the real estate assessment industry."
Experts say the registration should not affect housing prices in the city, which saw rapid growth despite measures to cool down.

A previous report said if a passenger smokes on a high-speed train, they would be fined and will have to promise not to violate the rules again. If there is a second offense by the passenger, railway authorities could prohibit them from buying high-speed train tickets in future.
The new rule is designed to build a database and credit system for the railway sector.
An official from China Railway Corporation, told Legal Daily that high-speed trains do implement strict rules against smoking due to safety concerns but there's no "black list" or lifetime ban against smokers.
A smoker recently triggered the alarm system and forced the halt of a high-speed train, reported Xinhua. The person received an administrative fine at a police station.

China will increase pension allowances for disabled soldiers, families of fallen soldiers and Red Army veterans, authorities said Friday.
The new plans take effect from October 1, the Ministry of Civil Affairs and the Ministry of Finance said in a joint statement.
Disabled persons, including soldiers, police and civil servants, will see their pensions raised 10 percent.
The same increase will go to families of fallen soldiers in urban areas and veterans of the Red Army (the military forces of the Communist Party of China 1927-1937).
After the adjustment, a soldier disabled in conflict will be eligible for up to 66,230 yuan (about 9,930 U.S. dollars) per year.
For those disabled performing official duties or due to disease, the top pensions will rise to 64,140 and 62,040 yuan respectively, the statement said.
The adjustment, the 26th since 1978, has unified standards for the families of fallen soldiers in urban and rural areas for the first time. They will receive annual pensions of up to 21,030 yuan.

With the National Day holiday (Oct 1¨COct 7), or the Golden Week, around the corner, Hong Kong is geared up to welcome mainland tourists, reported Xinhua News Agency on Thursday.
The border crossing and police departments will step up patrol of shops exclusively receiving tour groups from the mainland, with major attractions to open longer to cater to tourists during the Golden Week.
The Hong Kong SAR Government will send more staff to border crossing facilities to coordinate transport and facilitate customs clearance during the holiday week.
According to Hong Kong Tourism Board, the number of mainland visitors going to Hong Kong fell for 12 months before a brief rebound in July.
To reverse the trend, the tourism industry is taking measures to offer better services to mainland tourists and better safeguard their rights.
The Hong Kong Travel Industry Council will send more staff to patrol commercial districts and answer phone inquiries from visitors on time.
Major attractions are also introducing measures to attract mainland visitors.
Hong Kong Disneyland is selling three-day pass priced at 755 yuan ($113) for visitors from neighboring Guangdong province from Sept 15 to Oct 31, while the Ocean Park has teamed up with social networking platforms, such as weibo, to promote its Halloween activities.
As tourists from Chinese mainland now have so many choices, the number of mainland tourists to Hong Kong will drop during the National Day holiday, Joseph Tung Yiu-chung, the executive director of the HKTIC, told Xinhua.
The city will receive 200 tour groups from the mainland everyday during the holiday week, down about 30 percent year-on-year, projected HKTIC Chairman Jason Wong Chun-tat.
As for individual tourists, booking data from Ctrip, a leading online travel agency in China, indicate that Seoul has beaten Hong Kong to become the number one overseas destination for this coming golden week.
Despite the squeeze felt in the tourism industry, Joseph Tung Yiu-chung said Hong Kong is still appealing to mainland visitors because of its proximity to the mainland, convenient shopping experiences, and the same language and food shared with the mainland.

Turkish company creates real-life car-morphing Transformers
Thirty-some years after making their debut as cartoon characters, vehicle-morphing Transformers have finally become a reality, thanks to the efforts of a Turkish company out of Ankara.

The R&D-focused company, called Letvision, recently wowed the internet with a presentation video for their prototype car-transforming robot, ANTIMON. The recently-released footage shows a red BMW M3 being unveiled and remotely driven toward the camera, where it proceeds to transform into a mighty Autobot-like robot. The whole process takes a bit longer than in Michael Bay's CGI movies, but it's still mesmerizing to watch.

For fear of copyright infringement issues, Letvision chose to call its creations Letrons, but they're as close to real-life Transformers as they can currently get. The first video of ANTIMON shows that it can move its arm and head on command and while walking functionality has not been developed yet, the company claims it's doable if they can secure reasonable funding for a new research and development project.

On its official website, Letvision claims that ANTIMON was developed using an actual BMW M3, but it can only be control remotely, as the seating part of the car is currently taken up by the hydraulics system required for the awesome transformation into a Letron. However, they plan on making the vehicles drivable, which probably means integrating the passenger seat into the Letron as well.

The R&D-focused company, called Letvision, recently wowed the internet with a presentation video for their prototype car-transforming robot, ANTIMON. The recently-released footage shows a red BMW M3 being unveiled and remotely driven toward the camera, where it proceeds to transform into a mighty Autobot-like robot. The whole process takes a bit longer than in Michael Bay's CGI movies, but it's still mesmerizing to watch.

For fear of copyright infringement issues, Letvision chose to call its creations Letrons, but they're as close to real-life Transformers as they can currently get. The first video of ANTIMON shows that it can move its arm and head on command and while walking functionality has not been developed yet, the company claims it's doable if they can secure reasonable funding for a new research and development project.

On its official website, Letvision claims that ANTIMON was developed using an actual BMW M3, but it can only be control remotely, as the seating part of the car is currently taken up by the hydraulics system required for the awesome transformation into a Letron. However, they plan on making the vehicles drivable, which probably means integrating the passenger seat into the Letron as well.

Letvision claims they came up with the idea for Letrons during a brainstorming session on a unique and futuristic project. ANTIMON reportedly took a team of 12 engineers and 4 technicians eight months to complete. The Caixin General China Manufacturing Purchasing Managers' Index (PMI), a private gauge of Chinese manufacturing activity, improved slightly in September, in the latest sign the world's second-largest economy is stabilizing.
The Caixin manufacturing PMI edged up to 50.1 in September from a reading of 50 the previous month, according to a survey conducted by financial information service provider Markit, sponsored by Caixin Media. A reading above 50 indicates expansion, while anything below represents contraction.
It was only the second time the index had been in expansionary territory since February 2015.
"The readings for the manufacturing PMI over the past three months seem to indicate that the economy has begun to stabilize. But given the growth rate of fiscal income has slowed recently while expenditure has swung, there is insufficient momentum to drive future economic growth," said Zhong Zhengsheng, director of macroeconomic analysis at CEBM Group, a subsidiary of Caixin.
According to PMI sub-indices, output and total new orders continued to expand, while companies raised their purchasing activity for the third month in a row. Inflationary pressures appeared to intensify during September with both input costs and output charges rising at quicker rates than in August.
China's official manufacturing PMI, which focuses on larger companies, will be released on October 1. The official manufacturing PMI for August rose to 50.4, up from 49.9 for July.
The PMI data represents the latest in a series of economic indicators showing modest improvement in the economy. Earlier this month, official data showed accelerating growth in industrial output, retail sales and industrial company profits.

China's growing appetite for beef and pork has boosted meat exports in Brazil, Mexico and Argentina, with more potential to be tapped in the Chinese market.
China, one of the main markets for Brazilian beef, bought 906 million U.S. dollars' worth of Brazilian beef from June 2015 to January 2016, or 28 percent of the sector's total revenue, said a report by Brazil's Ministry of Development, Industry, and Foreign Trade earlier this year.
Despite China's rising demand for beef, there is still a great potential for growth in the Chinese market, with only 6 kg of beef bought per capita each year at present, compared with 35-40 kg in Brazil and around 60 kg in Argentina.
China imposed a three-year embargo on Brazilian beef imports in May last year following an atypical epidemic of mad cow disease in 2012. The embargo was then lifted after Brazil imposed stricter controls.
In the past two years, Brazil has become China's main source of beef and pork.
Mexico's first ever shipment of pork to China marked a milestone in trade, said Mexican industry officials.
China's meat market is a tough one to break into, given the strict sanitary requirements, but once the market has been cracked open, it promises to provide Mexican meat industry with brisk business, they said.
Claudio Freixes Catalan, the CEO of a leading pork and meat producer in Mexico named Keken, said his company secured the sale of 22 tons of pork to China following seven years of negotiations, and the shipment sailed in July.
"The Chinese market is very selective, and it doesn't want meat from countries that have had any kind of sanitary problem," he told Xinhua, adding that "Mexico is free of any kind of virus related to swine."
To Mexican Agriculture Minister Jose Calzada Rovirosa, exporting meat to China reflects Mexico's progress in this sector.
Throughout history, "it is the first time Mexico shipped pork to China," he said, describing the day the shipment went out as "special."
Mexico also exports avocado, berries, tequila, and other products to China, but opening up China's market to Mexican pork is expected to boost trade significantly, he said.
China will surely keep purchasing Mexican pork in the future, as "we will continue to use specific lines of production" that meet the country's sanitary standards, he said.
In the next five years, Keken expects to see 350 million U.S. dollars in investment, which it will largely earmark to promote its exports, said the CEO.
China is also Argentina's biggest beef market, importing more than 40,000 tons in 2015, or 36 percent of Argentina's annual beef exports.
The two countries reached a "landmark beef deal" in July that will secure Argentina's beef exports to China in the future, said an industrial trade website Global Meat News.

The Commercial Aircraft Corporation of China -- a government-owned designer and constructor of large passenger aircraft -- has delivered its second jet to Chengdu Airlines in Shanghai. It's a huge step for COMAC, who is trying to ease China's dependency on international aircraft producers, and enter a stage of mass industrialization .
Delivery completed. This 78-seater aircraft -- equipped with an economy and a business class -- is COMAC's second ARJ21-700. It's expected to begin its routes soon -- the same ones as its sister jet -- which made its maiden commercial flight in late June. It has completed 70 flights, with load factors of above 90 percent. The ARJ21 is the first type of jet to be designed and constructed in China.
"The implementation of the ARJ21 has been very smooth. Both experts and passengers spoke highly of the aircraft, from the flight conditions to the service," Chengdu Airlines President Zhuang Haogang said.
There are now more than 400 orders for the ARJ21 jet. COMAC will now begin to ramp up their production and they expect, by 2020, their annual output will be at 25.
"The ARJ21 is able to operate successfully, and I believe that it will operate better and better with further improvements..." Shen Xiaoming with China Civil Aviation Administration said.
The success of the ARJ21 has been a great boost for the industry here, from research and development and marketing, to mass production and customer services.
It shows that China can not only progress its own research and design to produce regional jets, but today's students now have a great base to go even further in the industry.

Tibetan women, considered unsuitable to study and practice medicine for more than 3,000 years, are now playing an equal role to men in Tibetan medicine.
Lhaphun, a gynecologist with the Tibetan Hospital in Lhasa, said she was astonished to be admitted to the Tibet College of Tibetan Medicine (TCTM) 26 years ago as she was sure she would have to study Western medicine.
"In my mind, scripture halls were where Tibetan doctors are taught," recalled the 45-year-old doctor.
MODERN EDUCATION BRINGS WOMEN DOCTORS
For thousands of years, knowledge and treatment of Tibetan medicine had been passed down in monasteries and the best doctors were often monks. Women rarely had the chance to learn medicine, and their roles were restricted to household chores and raising children.
In 1963, fifteen Tibetan women entered Lhasa's Men-Tsee-Khang -- a traditional Tibetan hospital founded in 1916 -- to begin formal medical study.
Women now make up half of the 800 physicians at the Tibetan Hospital in Lhasa. Of new students enrolled by the nearby Tibet College of Tibetan Medicine each year, almost a half are female.
Recalling her college life, Lhaphun said unlike traditional Dratsang (monastery schools) where lessons were given in dimly lit scripture halls, their classrooms were in modern buildings.
The routine monastic practice of chanting mantras was skipped, but classical works by ancient medical masters were memorized to obtain the basic theories and knowledge of Tibetan medicine.
Lhaphun and her classmates familiarized themselves with herbalism, grasping diagnosis and various therapies. In summer, they followed their instructors to learn about herbs in the mountains.
The most impressive course for Lhaphun was ethics. Thirty-one sections of Volume II of the Four Medical Tantras, an encyclopedia of Tibetan medicine dating back to the eighth century, are devoted to medical ethics.
"The best doctors should take all patients as their children and treat them equally. That makes the job noble," said Lhaphun.
Tenzin Yangjen, 22, graduate of the West China School of Pharmacy at Sichuan University, joined the Tibetan Medicine Development and Research Institute at the Lhasa Hospital last year.
"It's no longer rare for women to study medicine in Tibet. Women doctors work in all departments of our hospital," she said.
PIONEERS OF MODERNITY OF TIBETAN MEDICINE
Describing her job as finding "secret" prescriptions in classical medical tantras and revitalizing them through modern technology, Tenzin Yangjen said her goal was to standardize Tibetan medicine as much as possible.
"For our generation, the mission is to bring Tibetan medicine to the world, and the key is standardization," she said.
To reach that goal, Tenzin Yangjen and her colleagues have been working to standardize herbal products using modern extractive technology to turn traditional decoctions and pills to granules that are more popular in today's market.
Lhaphun has worked at the Lhasa hospital for 21 years. A primary task has been to find and rescue endangered therapies and explore ways to integrate them with modern medical science. For instance, her team uses modern equipment to conduct data analysis and correlate their findings with traditional urine and pulse diagnosis.
"Without standardization in diagnosis, testing methods and treatment, it will be difficult to popularize Tibetan medicine beyond the plateau," she said.
Her team is also looking to revitalize traditional therapies such as blood-letting, moxibustion, cupping and others. Even diarrhoea can be used as a treatment to help patients eliminate toxins, said Lhaphun. A retired expert from a hospital in Nagqu has been invited to explain the diarrhoea therapy to the 30-strong staff in Lhaphun's department.
Classical medical tantras record the diagnosis and treatment of pediatric and women's conditions and put them into 40 categories. So far, only one-fifth of those therapies have been put to clinical use in her department. Of the tens of thousands of prescriptions mentioned, the number in use is roughly 200.
"The potential of Tibetan medicine is huge. There is so much we need to learn," she said.

Johanna Konta defeated Carla Suarez Navarro on Wednesday in the third round of the Wuhan Open, a match featuring two players battling for a spot among the Top 8, who will qualify for the WTA Finals Singapore.
The win positions Konta 246 points out of the Top 8, and she could narrow the gap to 86 points should she advance to the semifinals. While the cutoff for the Top 8 will be a moving target, the narrow gap certainly indicates that a Top 8 finish for Konta is within striking distance.
Meanwhile, world No. 5 Simona Halep can secure her spot in Singapore by reaching the semifinals in Wuhan. She will play America's Madison Keys in the quarterfinals Thursday.
If Keys defeats Halep, the Romanian could still qualify this week, but that will require several results to fall in her favor.
While the focus centers on the "Road to Singapore" leaderboard at this time of the year, Konta also has a chance to make her top 10 debut on the WTA rankings this week, provided she is able to reach the finals in Wuhan with other results falling in her favor.
Currently ranked world No. 13, Konta faces a tough road to the Finals with a quarterfinal matchup against Petra Kvitova and a potential semifinal against the winner of Halep vs. Keys.
It has been 32 years since the world top 10 included a British woman. Jo Durie graced the top 10 in August 1984, before dropping out after a first round loss at the 1984 US Open.
Only three British woman have found their way to the top 10: Virginia Wade (with a career-high of No. 2), Sue Barker (with a career-high of No. 3) and Durie (wtih a career-high of No. 5).

(ECNS) -- Samsung has issued an apology to Chinese consumers after being criticized for adopting a double standard in dealing with the faulty Galaxy Note 7.
Samsung said it failed to offer sufficient explanation or fully consider the feelings of Chinese consumers in its global recall of 2.5 million handsets, including 1,858 sold in China.
The company denied it adopted a double standard, saying most of its 150,000 Chinese consumers are actually using different batteries, which were provided by another supplier and met safety standards.
Samsung is now replacing batteries for Galaxy Note 7 in other markets with those used in China, according to its statement.
The company said it had contacted the Note 7 user whose mobile phone battery reportedly exploded.
Along with the supplier, it conducted a comprehensive check on the battery with the consent of the user. The result showed that there was no sign of internal combustion. It also entrusted China's authoritative testing institution CTTL to conduct a second check, with results consistent with the first.
It called on other users with similar problems to contact them.
Samsung said it wanted to express a sincere apology to consumers in China.

China will step up efforts to promote judicial protection of human rights and civil participation in political affairs over the next five years, according to an action plan released on Thursday.
China plans to standardize acts of law enforcement and judicature touching on the rights of the person, preventing acts such as extorting confessions by torture, said the National Human Rights Action Plan of China (2016-2020) released by the State Council Information Office.
Administrative bodies shall not extend their power beyond the law, and not impose any coercive measure or punishment that restrict personal freedom in the absence of Constitutional basis or legal basis.
Following the rule of judicial operation, an adjudication-centered litigation system will be established, and judicial credibility be enhanced to guarantee people's rights to fair trial, it said.
Moreover, China will continue to support the freedom of religious belief. Regulations on religious affairs will be amended to better support religious groups to hold activities and make self-improvement.
The country also plans to develop and expand citizens' right to know and increase the means and forms of their orderly participation in social governance.
In addition, the action plan said China will give more space to public opinion, improve the check and supervision system for the operation of power, and protect citizens' rights of free expression and democratic supervision.

China's largest home appliance supplier Haier Group announced move to establish the first strategic alliance for intelligent manufacturing in home appliance industry during the second World Internet + Industry Conference held in Qingdao from Sept 27 to 28.
The cooperation was jointly set up by Chinese Mechanical Engineering Society, China Academy of Information and Communications Technology, China Electronics Standardization Institute, Tsinghua University and China Telecom.
The alliance is set to build up a technological innovation platform to share information and develop and promote key technologies, and establish a public service platform to educate and cultivate the talent specialized in intelligent manufacturing, as well as to build an industry incubation platform.
Hu Jingyi, committee member of the alliance, released the standardized framework of intelligent manufacturing in home appliance industry, using Haier's internet-connected factories as the model.
Standardization is given a top priority in Germany's Industry 4.0 plan, and China is now transforming from a manufacturing giant into a world manufacturing under the Made in China 2025 initiative, there should be a universal model that could be copied. Haier's internet-connected factories are no doubt of great reference significance to the standard's establishment.
The Qingdao-based Haier has set up seven internet-connected smart factories, where users around the globe have the option to personalize Haier appliances by communicating with manufacturers via the internet and witness the whole process from manufacturing to loading and transportation, and give their feedbacks.
Moreover, Haier has established the first industry intelligent research institute, which outputs the standard and model of internet-connected factories.
Industry experts said the alliance is a key step for intelligent manufacturing and will enhance the level of intelligent manufacturing in home appliances industry.

Typhoon Megi, whose name means "catfish" in Korean, has made landfall in southeastern China's Fujian Province, bringing strong gales and torrential downpours. The National Meteorological Center has issued an orange storm alert, the second-highest level.
After wreaking havoc in Taiwan, the powerful Megi headed across the Strait, and made landfall in Fujian early Wednesday morning.
The city of Ningde has become a water town.
"The water has come inside, rising to about this high. And almost everything in the shop was soaked," one shop owner said.
Over 2000 soldiers were dispatched overnight to help evacuation and provide aid.
Daylight revealed.. Schools flooded, trees uprooted, and public facilities down.
Water utilities have been working at full capacity to pump supplies from inland waterways.
"The water level has reached the warning mark. We've been monitoring the water level as well as the rainfall condition in 24 hours," said Jiang Chunxiang, staff, Fujian Hydrology & Water Resources Monitoring Bureau.
Weather authorities say the typhoon has weakened into a tropical storm.
But torrential downpours will continue in southern and eastern China in the next few days.

A mainland spokesperson on Wednesday said Taiwan enjoys full access to information offered by the International Civil Aviation Organization (ICAO), when asked to comment on Taiwan's exclusion from the 39th ICAO assembly.
Ma Xiaoguang, spokesman for the State Council's Taiwan Affairs Office, was asked by a correspondent to comment on Taiwan's claim linking participation in the ICAO assembly with its aviation safety.
Taiwan's aviation safety as well as its air traffic with other regions have nothing to do with whether or not the island participates in the ICAO assembly, Ma said.
"The mainland has always attached great importance to the needs of Taiwan compatriots in the aviation sector and will continue to offer related information to the Taiwan side," Ma said.
Ma said Taiwan should reflect on why it was able to attend the 2013 ICAO Assembly and cannot attend this year's meeting, rather than mislead the public by laying unwarranted blame on the mainland.
In a previous press release last week, Ma said that Taiwan cannot participate in the ICAO assembly because the island's current Democratic Progressive Party (DPP) administration refuses to recognize the 1992 Consensus, which lays out the one-China principle.
Taiwan's civil aviation authorities were invited to send staff as non-voting delegates to the ICAO Assembly's 38th session in 2013. Ma last week said that was a special arrangement, made through consultation and against the backdrop of amicable development of cross-Strait relations on the understanding that both sides adhere to the 1992 Consensus.

Chinese web behemoth Tencent's cybersecurity arm Keen Security Lab recently said it had uncovered multiple security vulnerabilities after months of research on the Tesla Model S in both parking and driving mode -- even manipulating the car's braking system.
Industry observers from both China and US have called for greater efforts to safeguard the automotive cybersecurity while the auto original equipment manufacturers had different security standards in place ready.
World's largest automobile semiconductor provider NXP announced on Tuesday it is collaborating with Changan Automobile and Neusoft to establish the China Auto Security Common Interests Group (CIG).
The group brings together a hardware-based industry cooperative organization for automotive security with domestic automotive and software partners in the global market.
CIG will adopt "NXP's 4+1 security framework", consisting of four security layers that lead to a highly secure vehicle network, as a core solution.
The CIG will work together to develop comprehensive industrial solutions and will collaborate to establish industry standards for automotive cybersecurity in China.
Zheng Li, NXP's senior vice-president and Greater China president, said that automotive cybersecurity was recognized by the three companies as a new business scenario that reserves investment potentials. "The collaboration sets a milestone in developing the semiconductor automotive industry.
Kurt Sievers, Executive Vice-President and General Manager Automotive at NXP, said that, as one of the global leaders in both automotive electronics and security, "it's ideal partner to build together with Neusoft and Changan to drive and accelerate the standard for security for the connected cars in China."
"The absence of the standard of has brought challenges to Chinese auto manufacturers and owners themselves," said He Wen, vice-director of Changan Auto Research Institute of Intelligent Technology Development Center. He believes that the triangle partnership will work out an independent and controllable system to meet the request of the industry.

China Evergrande, one of the Chinese mainland's top two real estate companies, has decided to sell all of its non-core businesses in the grain and oil, dairy products and spring water sectors for the aggregate price of 2.7 billion yuan ($409 million), in order to put more focus on its property development business, as mainland house prices are going wild recently.
The Guangdong-based developer will sell its grain and oil business for 600 million yuan, the dairy products business for 300 million yuan and the spring water business for 1.8 billion yuan, according to a filing made to the Hong Kong Stock Exchange.
The sales agreements were signed on Wednesday, and Evergrande will receive 10 percent of the value for each sale within three days, with the remainder paid out by buyers within three years. The company said in the filing that the sale of the three businesses is expected to yield a before-tax gain of 5.7 billion yuan.
The non-core businesses have dragged down the company's performance in the past years. For example, the spring water unit incurred a 2 billion yuan loss in 2015, following a 2.37 billion shortfall the previous year, according to the data compiled by Bloomberg.
Analysts seemed unimpressed by the company's move. "I don't think the disposal of the non-core businesses will much help the company's performance, because the biggest problem for Evergrande is its heavy debt," Kingston Securities Research Executive Director Dickie Wong Tak-kei told China Daily.
According to Evergrande's interim results, although the company registered a 12.6 percent jump in sales in the first half, its income attributable to shareholders slumped 74 percent to 2.46 billion yuan, due to the 60 percent rise in payments on the company's perpetual bonds as well as a surge in marketing costs.
The share price of Evergrande rose as much as 3.4 percent on the news on Wednesday morning to a three-week high in Hong Kong, but then the gains were trimmed to 0.37 percent in the afternoon to close at HK$5.39. The benchmark Heng Sang Index slightly increased 0.2 percent to 23,619 points.
Evergrande's move is in line with the currently buoyant property market. Official data showed that average new home prices in 70 major Chinese cities climbed for 11th months in August, up 9.2 percent from a year earlier, and higher than 7.9 percentage growth in July, with economically-strong areas reporting drastic price rises, and less developed areas marking mild price growth.
House prices in Shanghai, Shenzhen and Beijing rose 37.8 percent, 37.3 percent and 25.8 percent year on year respectively, compared with 33.1 percent, 41.4 percent and 22.7 percent in July.
