A unique Chinese martial art was exhibited in its birthplace in north China on Monday.
The two-day exhibition of Baijiaquan, or "eight extremes fist", opened in Mengcun Hui Autonomous County in Hebei Province, drawing over 1,000 practitioners from China and other countries such as France, Denmark and Russia.
Baijiquan is known for explosive, short-range power and elbow and shoulder strikes. With a history of nearly 300 years, the martial art was listed as a national intangible cultural heritage in 2008.
Mengcun, the birthplace of Bajiquan, built an international training center in 2006. Over 2,000 practitioners from over 30 countries and regions have come to the village to watch and learn.
"Bajiquan is an important part of Chinese martial arts," said Wu Lianzhi, deputy chairman of Hebei Wushu Association, also the seventh lineage holder of Mengcun Bajiquan.
"The training center helps foreign visitors better understand Bajiquan and it serves as a platform to spread Chinese culture to the rest of the world."

China and Belgium agreed on Monday to expand cooperation in such areas as investment, new energy and in the Belt and Road Initiative.
In his meeting with visiting Belgian Prime Minister Charles Michel, Chinese President Xi Jinping called on both sides to properly handle issues regarding respective core interests and major concerns, and expand cooperation in such key areas as manufacturing, new energy, environmental protection and services.
The two countries should explore cooperation in high-end technology and industries with high added value, Xi said, urging Belgium to take opportunities provided by the Belt and Road Initiative to boost development of the China-Europe and Asia-Europe logistics industry and cross-border e-commerce.
The Belt and Road Initiative, proposed by Xi in 2013, refers to the Silk Road Economic Belt and the 21st Century Maritime Silk Road. It aims to build a trade and infrastructure network connecting Asia with Europe and Africa along ancient trade routes.
"China appreciates and welcomes Belgium's willingness to join the Asian Infrastructure Investment Bank, and wishes that Belgium becomes an AIIB member country as soon as possible," Xi said.
Xi said that he hoped Belgium would urge the European Union to fulfill its obligations under Article 15 of the Protocol on China's accession to the World Trade Organization (WTO) in due time.
WTO obligations require that the EU ends its "surrogate country system" by Dec. 11, 2016, under which costs of production in a third country are used to calculate the value of products from non-market economies.
Michel is on an official visit to China from Sunday to Tuesday, as the two countries celebrate the 45th anniversary of their diplomatic ties.
He recalled Xi's state visit to Belgium in 2014 and Belgian King Philippe's return visit last year, vowing to cement cooperation with China in diversified areas, including investment, innovation, aviation, new energy and infrastructure.
Belgium is committed to boosting EU-China ties featuring mutual trust and mutual benefit, he added.
The two countries signed a series of cooperation agreements on Monday afternoon including two treaties on extradition and criminal transfer, and a letter of intent on opening flights between Shanghai and Brussels.
In the talks with Michel, Chinese Premier Li Keqiang urged Brussels to relax restrictions on high-tech exports to China, and called for stronger bilateral cooperation in technological innovation, advanced manufacturing and security.
He hoped Belgium would promote China-EU negotiations on a bilateral investment agreement and a feasibility study on a China-EU Free Trade Area, to send a signal to jointly fight against trade protectionism and boost stable growth of two-way trade.
Michel said that Belgium will stick to free trade and is committed to expanding cooperation with China in areas including agriculture, information and communication, finance and insurance.
Brussels is ready to deal with issues related to the EU's WTO obligations in a positive and pragmatic manner, Michel said, vowing to facilitate negotiations on the EU-China investment agreement.
China's top legislator Zhang Dejiang also met with Michel, earlier on Monday. Zhang said the Chinese National People's Congress hopes to beef up exchanges and cooperation with the Belgian federal parliament, enhance dialogues on issues such as democracy, rule of law and ecological conservation, and ratify agreements on judicial cooperation.
Pledging to enhance cooperation with China in politics, diplomacy, economy and culture, Michel said that his China trip would help to strengthen bilateral trust and friendship.

(ECNS) -- Residents in Jiangning District, Nanjing, have appealed for an open-air target range to be closed after a young mother was hit by a stray bullet.
Qin Haixia, mother of a nine-month-old baby, had surgery and stay in hospital for about a month. She was hit by a bullet while walking in the community with her family. The bullet that hit her waist was later proved to be from an open-air target range near Nanjing University of Post and Telecommunication.
"I cannot nurse my baby after that," Qin said. "My legs are numb and weak. I cannot do any house work."
An official from the university visited her, and agreed to pay her medical bills and economic losses. "But if it had hit the baby, it would have died," Qin said, adding that the target range is within 2 kilometers of a residential area.
According to residents, it was not the first time a stray bullet had entered their communities. They said apartment and car windows have been struck before.
Police said the stray bullets were fired by students at Nanjing University of Post and Telecommunication during practice. The open air range on the side of Cuiping Mountain has been in use for a long time and no people used to live nearby.
An official with the Jiangning planning bureau said administrators didn't know about the target range when residences were approved for construction.
"Students often miss the target during shooting practice," locals said, adding that they hope the target range would be closed.

China hopes the European Union can fulfill its obligations under Article 15 of the Protocol on China's accession to the World Trade Organization (WTO) in due time, a senior diplomat said on Monday.
"These are the EU's international obligations and promises," said Assistant Foreign Minister Liu Haixing at a press briefing on the upcoming visit by Premier Li Keqiang to Kyrgyzstan, Latvia and Russia.
During his stay in Latvia, Li will attend the Fifth Summit of China and Central and Eastern European Countries (16+1) in Riga.
Stressing that China has fulfilled its promises since it entered the WTO in 2001, Liu said the EU has obligations to keep its promises, too.
"We hope the EU can neatly and cleanly fulfill its WTO obligations without any additional conditions by Dec. 11. We will wait and see," Liu told reporters.
WTO obligations require the EU to end its "surrogate country system" by Dec. 11, 2016, under which costs of production in a third country are used to calculate the value of products from non-market economies.
When asked whether China will "press" central and eastern European countries on the issue, Liu said China "will not press the 16 countries but negotiate with them."
"As there are 11 EU members among the 16 central and eastern European countries, these countries will certainly state their stances within the EU, " said Liu.
"We hope they will make the right decision and prompt the EU to fulfill the obligations in due time," he added.
As for granting China market economy status, Liu said China holds that Article 15 of China's WTO accession is unrelated to the issue of China's market economy status.
"The status of market economy is a political decision. There is no international standard for this," Liu added.
European Commission President Jean-Claude Juncker said on Oct. 21 after a two-day EU summit that the EU member states "have to" comply with Article 15 of the Protocol on the Accession of China to the WTO.
Currently, the EU is China's biggest trading partner, while China is the EU's second largest trading partner after the United States.

The components of another Long March-7 carrier rocket are being assembled and the rocket will be ready for the launch mission in February 2017, said Wang Xiaojun, chief commander of the Long March-7 program on Sunday.
Wang, who is in Zhuhai for the upcoming 11th China International Aviation and Aerospace Exhibition, said that the Long March-7 is China's new generation carrier rocket. Measuring 53.1 meters in length and 597 tonnes in weight, the Long March-7 is a medium-sized rocket that can lift up to 13.5 tonnes to low-Earth orbit.
He noted that the Long March-7 is scheduled to transport the Tianzhou-1 cargo ship next spring to autonomously dock with Tiangong-2 space lab. The launch of cargo ships are thought to be crucial for the assembly and maintenance of China's planned space stations, due to enter service around 2022.
The Long March-7 completed its successful maiden flight in June 2016 which laid a solid foundation for its future flights, added Wang.

Xiao Li, the wife of missing Chinese star sailor Guo Chuan, launched a crowd-funding project on Saturday to seek life-saving supplies in the search for Guo.
Launched on gongyi.qq.com, an online crowd-funding site operated by Tencent, the project aims to raise two million yuan ($295,000). By noon on Monday, it had received almost 1.3 million yuan from 12,000 donors.
Guo, 51, is thought to have fallen off his boat on Wednesday during his trans-Pacific voyage.
The US Coast Guard found Guo's 97-foot trimaran, the Qingdao China, 1,000km northwest of the Hawaiian island of Oahu on Thursday, but he was missing. A life jacket was found on the vessel.
The action by the US Coast Guard was then suspended, leaving Guo's support team and his family desperately looking for alternatives to continue the search.
A travel company in Hawaii later offered to provide five to 10 helicopters to search for the missing sailor, but they need larger ships with helipads.
On Sunday, more than 1,000 ships affiliated with China's COSCO Shipping Corporation were informed to keep an eye out along their travel routes in the hope they would find the missing mariner.
"The sea temperature is 25 degrees Celsius above and we will not give up till the last hope," Guo's wife said in a letter shared extensively on Chinese social media last week.
Guo, China's first professional sailor, was reported to be in good health and confident about the voyage. He holds two sailing world records - a solo nonstop circumnavigation world record set in 2013 and an Arctic Ocean Northeast Passage nonstop sailing world record set last year.
He told a Xinhua reporter in an earlier interview that the greatest fear for a sailor was to fall in the water.

New energy vehicles are expected to take a notable share of the automotive market in China by 2030, according to a 15-year roadmap the Ministry of Industry and Information Technology released on Wednesday.
According to the blueprint, such cars will account for 7 percent of total car sales in 2020 and 40 percent in 2030, reaching an estimated 15.2 million units.
The road map, which the Society of Automotive Engineers of China was commissioned to draft, took more than 500 top auto experts in the country about a year to finish.
China sold 330,000 new energy vehicles in 2015, representing about 1.5 percent of total car sales that year, according to statistics from the China Association of Automobile Manufacturers.
New energy autos in the country include electric cars, plug-in hybrids and fuel cell vehicles, excluding hybrids like Toyota Motor Corp's Prius.
According to the blueprint, electric cars will target the compact car market, while plug-in hybrids are primarily aimed at people who are looking for larger cars.
To assuage mileage anxiety, automakers are expected to make breakthroughs in battery and motor technology by 2030, while a nationwide charging network will be built in the same time, said Ouyang Minggao, an automotive professor at Tsinghua University and leader of the panel of experts who drew up the plan.
The blueprint has set the target for electric cars to run 300 kilometers on a single charge in 2020 and 500 km in 2030.
"It is not that automakers cannot reach the (2020) goal now. The goal is to make such electric cars affordable without government subsidies," said Ouyang.
Denza, a joint venture between Daimler AG and BYD Co Ltd, is already approaching the 300 km goal, but its prices are discouraging many of those considering buying an electric car.
Charging up the market
The road map also includes an ambitious plan to build charging facilities across the nation.
By 2020, there will be at least 5 million charging posts in the country, no less than 20 million by 2025 and no less than 80 million by 2030: essentially, the same number as new energy cars in the country.
Analysts say adequate charging facilities will help to persuade people to buy new energy cars, because current owners complain that they often have to wait in long lines to charge their vehicles.
Statistics show that there were 500,000 new energy vehicles nationwide by the end of 2015, but charging poles numbered merely 57,000.
China has already become the largest market for new energy vehicles, but some problems have also emerged, such as the recently exposed scandal of some automakers swindling government subsidies.
Qu Guochun, deputy director at the industry equipment department of the Ministry of Industry and Information Technology, said the ministry is "working with relevant departments to improve policies involving incentives for energy-saving and new energy vehicles".
Finding a path forward
Despite some black sheep, Chinese carmakers have been persistent in exploring ways to expand their businesses into the fast-growing new energy vehicle market.
"We have invested a lot in the new energy vehicle business and will keep doing so," said Ni Shaoyong, vice-president of Chery New Energy Automotive Technology Co Ltd, in an earlier interview with China Daily.
Chery was one of the early investors in new energy vehicle research and development, and launched its first electric minicar eQ at the end of 2014.
Ni said the market will be a battlefield for all the major carmakers in the foreseeable future, and only the best ones will survive.
SAIC Motor Corp Ltd, China's largest automaker by volume, will invest at least 20 billion yuan ($3.1 billion) in new energy vehicles in 2016-20, according to its plan released in April.
The plan said it will expand its lineup with more than 30 related models in five years, including electric cars and plug-in hybrids, with annual sales for these new vehicles exceeding 600,000 units a year by the end of 2020.
SAIC Vice-President Wang Xiaoqiu expects that new energy vehicles will become mainstream in the automotive industry by 2025.
BAIC Motor Corp Ltd, which primarily focuses on electric cars, will continue to keep new energy vehicles at the core of its activities. It hopes to reach half a million sales of such cars by 2020.
The automaker has set up a subsidiary dedicated to the production of these models. In 2015, it sold more than 20,000 electric cars, ranking first in China and fourth globally.
The market is also becoming a new focus for international automakers.
Volkswagen AG unveiled a concept car called the I.D. at the Paris auto show this month.
The car, which has a range of up to 600 km, is based on the carmaker's new Modular Electric Model platform, which will also roll out in 2020.

As annual online shopping festival "Double 11" or "Singles' Day" approaches, courier companies are getting ready to go on a spree, Beijing Morning Post reported.
Several Chinese express delivery firms have begun their recruitment starting August and September, through campus promotional activities and agencies. They have even called on couriers' family and friends to help.
This year is the eighth consecutive year for "Double 11". During the Nov 11 shopping festival last year, Alibaba, the e-commerce giant which accounted for eight percent of China's total retail volume, reported that about 91.22 billion yuan ($14.33 billion) was spent in 24 hours.
Created in 2009, the event was originally launched to tempt single people to console themselves with some retail therapy, spurred on by massive discounts from retailers.
This year, the event's various figures are expected to set records again. A total of 1.05 billion packages will be delivered during that period, up 35 percent year on year, according to the China Express Association.
Courier companies have updated their equipment and data support, but pressure still remains.
Several delivery service stations have posted their job advertisements, without saying how many would be needed, Beijing Morning Post said. Most of courier companies have offered a salary of 5,000 to 7,000 yuan, or even 8,000 yuan, per month.
Almost 1,000 full-time workers have been hired since August, an official from SF-Express, one of the country's biggest delivery and logistics firms, told the newspaper. The number of part-time workers, including hourly workers and short-term dispatch workers, totaled over 3,000.
Previously, the company paid part-time workers based on their work hours, but now SF-Express would pay them on how many parcels they have delivered. The new arrangement is aimed at motivating them, the official added.
In order to improve sorting efficiency, SF-Express and YUNDA Express both launched their fully automatic sorting equipment before the "Double 11".
SF's fully automatic sorting equipment, located at the Beijing Logistics Park, was launched in August. It can handle 40,000 parcels per hour, almost double the manual work previously.
In addition, the degree of accuracy of automatic sorting line can reach nearly 100 percent, up from the 95 percent of manual operation.

The Chinese premium car market may expand this year at a pace twice that of 2015, fueled by people in major cities buying more locally made entry-level models.
A total of 1.56 million high-end vehicles were delivered in the first nine months this year in the world's largest car market, registering a 10.8 percent year-on-year growth, after developing at a rate of 11 percent last year, according to figures from LMC Automotive Consulting.
Industry experts believe the downward market positioning trend among the premium brands accelerated market expansion, and their mid-size crossover line-ups, including the Audi Q3, BMW X1 and Mercedes-Benz GLA, have been driving up sales volume.
"Purchases by individual customers of premium brands are replacing business purchases, so the mid-size sport utility vehicles are gaining popularity over the large models that were preferred in the past," John Zeng, managing director of LMC Automotive Consulting Shanghai, told China Daily. "Such locally made products won a portion of individual customers from the massive car makers."
LMC also found the premium brands' penetration rate touched a historic high at roughly 26 percent in Beijing, Shanghai, Guangzhou and Shenzhen. The market penetration rate describes the proportion that these brands contributed to the entire new car sales volume in the four major cities.
"The premium brands' high penetration rate in the four cities has overtaken the mature markets in developed countries," Zeng said. "Penetration rates are 16 percent on average in Germany, and 14 percent in the United States."
Zheng Yun, principal of the automotive practice at Roland Berger Strategy Consultants, said that high-end brands are more reachable this year. "They are offering a slew of products at relatively lower prices," he said.
Favorable taxation policies also helped save about 20,000 yuan ($2,953) for buyers of the Audi Q3 1.4-liter turbocharged, BMW X1 1.5-liter turbocharged and Mercedes-Benz GLA 1.6-liter turbocharged. The Chinese central government introduced a stimulus measure in October 2015 which halved the tax on purchases of passenger vehicles powered by engines that are 1.6 liters or smaller.
Playing catchup
Volkswagen's high-end brand, Audi, maintained its lead in the Chinese premium car market with 440,233 units sold in the first three quarters of this year.
BMW stayed at No 2 position with a year-on-year increase of about 10.6 percent, closely followed by Mercedes-Benz, which achieved a 30 percent surge in sales. The year-to-date volume gap between BMW and Mercedes-Benz was only about 34,000 units.
Zeng predicted that BMW and Mercedes-Benz would be on a par with each other in their largest single market, and he saw the high possibility that Mercedes-Benz might take BMW's No 2 position.
"Mercedes-Benz is catching up quickly, as its lineups renewed through the year could be more attractive to the customers," he said. "The majority of BMW's models were renewed last year, so they might not be that fresh in the buyers' eyes."
Jia Xinguang, a senior analyst with the China Automobile Dealers Association, commented: "BMW used to keep its eyes on the market leader, Audi, and set targeted strategies. Mercedes-Benz was far behind with only about half of the volume of BMW.
"Now Mercedes-Benz's unique dealership model is showing its strength. The carmaker and the major seller, Lei Shing Hong Ltd, are the only pair in the industry negotiating marketing strategies."
Acura stirs 2nd tier
Honda's premium arm Acura is betting big on its first China-made vehicle, the CDX. Local manufacturer GAC Honda said the entry-level SUV would rival the top three sellers: the Audi Q3, BMW X1 and Mercedes-Benz GLA.
GAC Honda expects to sell more than 10,000 Acuras by the end of 2016, however only 3,541 were delivered by the end of September.
Industry insiders found the competition in the premium segment of the Chinese auto market was intensifying, but the overall pattern is well established. The three German giants£­Audi, BMW and Mercedes-Benz£­are firmly in the top three positions, leaving their rivals to share the rest of the cake.
Jaguar Land Rover has led the second-tier premium brands with 82,641 units sold in the past three quarters, followed by Lexus, Cadillac, Volvo and Infiniti.

The top legislature is considering amending a law that supports small- and medium-sized businesses for the first time since it was adopted in 2003, according to a statement released Monday.
The revised draft was submitted to legislators for its first reading at the bimonthly session of the National People's Congress (NPC) Standing Committee, which began Monday and will run until Nov. 7.
According to the statement, released by the NPC Financial and Economic Affairs Committee, the law on promoting the development of small- and medium-sized enterprises has helped boost growth in this sector.
According to government data, by the end of 2015, the majority of the 21.9 million registered enterprises in the country were small- and medium-sized businesses. In industry, for example, small- and medium-sized businesses accounted for about 99.6 percent of all firms.
However, the statement pointed out that the current law "is not specific [about] supporting policies" and "not easy to [implement]."
In order to create a better legal environment for small- and medium-sized firms, especially small- and micro-businesses, to grow, the current law should be revised, it said.
Small- and medium-sized enterprises, most of which lag behind with technological elements and risk management, have felt the pinch from downward pressure in economy in recent years, according to the statement.
It added that increased production costs and contracted profits were threatening the survival and development of these businesses.

(ECNS) -- A number of courier companies in China have rushed to recruit new delivery drivers to cope with the peak business expected for China's largest shopping day¡ªDouble 11 on Nov. 11, Beijing Morning Post reported.
Some companies started strengthening their capacity as early as August and September by posting advertisements in campuses to hire temporary workers.
China Express Association expected that both the sales volume and number of packages placed on Nov. 11 will reach new records this year, the eighth year since China's largest e-marketplace Taobao.com kicked off the online shopping day.
The number of packages is expected to increase by 35 percent to hit 1.05 billion across several shopping platforms, which will create a surge in business for couriers.
Most job offers by courier companies promise monthly earnings of 5,000 to 7,000 yuan ($738 to $1,030), with the highest reaching 8,000 yuan.
Leading courier SF Express said it has increased worker numbers by nearly 1,000 since August and maintains a temporary workforce of 3,000 people, including hour-based workers or students who work part-time.
SF Express has also put in use an automatic sorting system that can handle 40,000 delivery packages an hour, double the efficiency of manual work.
Another courier Yunda Express has installed new systems in its distribution center to improve package management. Logistics company YTO Express said it will add 500 more cars for the shopping season.

For some this sport may seem like dicing with death, but for others it has become the ultimate adrenaline rush
This is simply going to take your breath away: Put on a mask, don a pair of fins and plunge into the deep blue. Welcome to the sport of freediving, in which there are no air tanks, no mechanical equipment, just you plunging into the water and staying well under the surface with just one breath.
It is a young sport with an ancient lineage, some early human fishers having dived to gather sponge, abalone, oysters and pearls without breathing apparatus. Modern freediving originated in Europe and grew in popularity over the 20th century.
To many a sport in which some proponents compete at a depth of more than 100 meters sounds dicey to say the least, but with proper training the sport is safe and enjoyable and is catching on in China.
One of the Chinese national record holders, Wang Aolin, first became acquainted with freediving when he was holidaying in the Philippines four years ago. He was a competent scuba diver at the time, but when he saw freedivers in the ocean unencumbered by bulky breathing equipment he decided to give it a try.
Wang, who was born in Kunming, Yunnan province, in mountainous southwestern China, says he used to be afraid of water because as a child he nearly drowned.
"As I did more training I gradually overcame my fear. There is a sense of accomplishment when you can achieve something you had at first thought was impossible."
Since then, Wang has become hooked on freediving and is unrelenting in his training.
"I just want to go deeper and deeper, 20 meters, 30 meters, 40 meters."
As is apparently the case with many freedivers, Wang says that at one point he was too preoccupied with figures, and because of that he could not break his personal 80 meter record.
"Fortunately I met Aharon Solomons, an instructor known worldwide. He told me I should forget the numbers and simply focus on the process of diving.
"His words brought back to me the pleasure I had had when I started freediving. So I let go of all those figures relating to depth that were clogging my mind, and I made breakthroughs to the next level."

"I currently live in China, and thanks to WeChat's Quick Pay feature, I'm able to pay bills through my phone without using any cash in my wallet," said Nikulina. "Russians are only using WeChat mainly as a social application as only limited functions are available in the country at the moment."

More than twenty Russian press savvies and media entrepreneurs with their Chinese counterparts attended the tour.
Andrey Kirillov, bureau chief of Russian News Agency - Tass' Beijing subsidiary, said that the visit to WeChat's headquarters is a new journey for him to explore China's development trends on high-tech industries. He suggested that more collaborations and communications in IT and media sectors should be undertaken by the two countries.
WeChat, launched in early 2011, is a short message service (SMS) application that enables users to communicate with each other by sharing texts, pictures, voices and videos on their smartphones.
In November 2013, the number of WeChat's registered users exceeded 600 million, the largest mobile user group in Asia.
As the most popular mobile social platform, WeChat is changing people's way of communication and lifestyle.
Statistics from the company show that, as of February , there are 700 million monthly active users on the platform, among whom 200 million users have linked WeChat with their credit cards for mobile payment.
The app started to step into overseas market in 2012. "It has unveiled a total of 21 languages versions and registered users are from more than 200 courtiers and regions", people familiar with the matter said in an interview.
Some of the world's leading social media apps, such as WhatsApp, Facebook Messenger, Line and KaKaoTalk, have also seen updated new features similar to WeChat.
With the assistance of Sputnik News Agency and Radio, the forum will be hosted by China Daily website under the guidance of the organizing committee of Sino-Russian Media Exchange Year and the Ministry of Telecom and Mass Communications of the Russian Federation.
The forum, whose theme is "development and cooperation between Chinese and Russian internet new media organizations", aims to enhance people-to-people exchanges between the two countries, create an information platform for the Belt and Road countries, enable relevant enterprises to hold dialogues and further promote development in the cultural, creative and information industries of the two nations.

The UN General Assembly on Friday elected China and other 13 countries to the UN Human Rights Council for a three-year term of office starting from Jan. 1, 2017.
China, a current member of the council whose term ends at the end of 2016, was re-elected to the council by winning 180 votes for another three-year term.
The other elected members are Tunisia, South Africa, Rwanda, Japan, Iraq, Saudi Arabia, Hungary, Croatia, Cuba, Brazil, the United States and the United Kingdom.
The Human Rights Council is the main United Nations intergovernmental body responsible for promoting and protecting all human rights and fundamental freedom. It was established by the General Assembly in 2006 to replace the 60-year-old UN Commission on Human Rights.
The UN council addresses human rights violations and makes corresponding recommendations. It responds to human rights emergencies, works to prevent abuses.
The council's 47 members are elected directly and individually by secret ballot by the majority of the 193 members of the General Assembly. They serve for a three-year renewable term and cannot seek immediate re-election after two consecutive terms.
Apart from the current term from 2014 to 2016, China also served as a council member from 2006 to 2012.
The council membership is based on equitable geographical distribution. Thirteen seats each are devoted to the Group of African States and the Group of Asia-Pacific States, eight to the Group of Latin American and Caribbean States, seven to the Group of Western European and other States and six to the Group of Eastern European States.

Boeing Co revealed the city of Zhoushan in Zhejiang province as the location of its first overseas B737 completion and delivery center, which aims to meet the strong demand for single-aisle aircraft in China and the world markets, the US aircraft manufacturer said on Friday.
Zhoushan, a city in eastern China near Shanghai, will be home to two sections of Boeing's new facilities.
Boeing will launch a B737 delivery center, and deliver new aircraft to its Chinese customers from the site.
Besides, Boeing and Commercial Aircraft Corp of China will co-found a B737 completion center, which will cover cabin installation activities such as the set up of seats and in-flight entertainment systems, as well as painting, flight testing and aircraft maintenance. The two signed an agreement with the local government of Zhejiang province on Friday.
The facility, a joint venture, will significantly expand the cooperation between Boeing and the aviation industry of China, the world's fastest growing aviation market.
"The facility will help Boeing to increase the output of B737 aircraft, and support the growth of China's aviation market, where it is the largest for single-aisle airplanes," said Ian Chang, vice-president of Boeing Commercial Airplanes, responsible for China operations and business development.
"We will cooperate with more Chinese interior suppliers, and help them raise their capabilities and competences, from raw materials to assembly."
Currently, Boeing produces 42 B737 aircraft a month. By 2017, Boeing plans to produce 47 jets a month, and by 2019, the number is expected to reach 57, the company said.
Last September, Boeing Co and Commercial Aircraft Corp of China signed an agreement to jointly establish a B737 completion center in China, after President Xi Jinping's visit in the Seattle area, home to the headquarters of Boeing Commercial Airplanes.
"The center will deliver 100 planes every year, and our team is ready for the work," Chang said.
"The growth potential of the aviation market in China and the Asia-Pacific is huge; we may expand the facility in the future and cover other types of jets to serve other Asian customers besides China."

Chinese internet firm Baidu reported steady profit gains in the third quarter (Q3) of the year thanks to an increase in mobile Internet users, the company announced Friday.
The world's largest Chinese search engine raked in about 3.1 billion yuan (about 465 million U.S. dollars) in net profit, up 9.2 percent year on year, according to the company's financial statement.
Total revenue stood at about 18.3 billion yuan in Q3, representing a slight year-on-year dip, while the income rose 6.7 percent year on year if Chinese online travel agency (OTA) Qunar's revenue were not included in the comparison base of last Q3. Baidu sold its stakes in Qunar to another OTA Ctrip last October.
Growing users on mobile devices and their spending on related services were the major income contributors, with the portion of Baidu's revenue coming from mobile device users rising to 64 percent, the company said.
The number of people using mobile devices for searches, mapping and wealth management grew by three percent, seven percent and 99 percent in Q3, respectively. The e-commerce platform enabled by the above services had its gross merchandise volume grow 49 percent to reach 19.4 billion yuan.
Baidu's news feed has also attracted and retained many mobile device users, according to Baidu board chairman and CEO Robin Li.
The company's news feed service profiled user's interested topics by analyzing their search history to offer customized news, which helped lift reading traffic by over 20 fold from July to September.
In the third quarter, Baidu set up two funds, Baidu Venture and Baidu Capital, to invest in projects in artificial intelligence (AI) and other Internet sub-sectors.
"We would offer more artificial-intelligence-based innovative products such as a Siri-like smart secretary and driverless cars," Li said.
As a pioneer in the AI industry, Baidu decided in early September to make its AI system's core capabilities and underlying technology available to program developers, start-up entrepreneurs and traditional companies.
Baidu would take proactive measures to raise customer quality and help create a healthier environment for the industry, according to Baidu chief financial officer Jennifer Li.
The company expects a year-on-year drop in revenue in the fourth quarter, according to the financial statement.

(ECNS) -- An old professor at Wuhan University of Science and Technology has touched the hearts of many online for shielding student exercise books from rain with his suit, a local newspaper reports.
The university in Wuhan, capital of Hubei Province, shared the picture on the microblogging site Weibo.com.
In a short period, the photo taken by another teacher walking behind the professor received 4,000 likes and thousands of comments, mostly praise for the aged academic.
Shi Danlin, 67, teaches macro- and microeconomics as a guest professor in the university's School of Urban Construction.
Shi said he was taking the assignments of more than 100 students back to his office in the rain, so he wrapped them in his suit.
He added that he has been teaching all his life and formed the habit of protecting student homework in such ways.
A netizen wrote that complaints about university teachers usually turn to deep affection after graduation.

Taiwan's economy expanded faster than expected in the third quarter of this year as consumer spending and fixed-asset investment steadied.
The island's GDP grew at an annual rate of 2.06 percent during July-September, according to preliminary data released by the island's statistics department Friday.
That compares with a growth of 0.69 percent in the second quarter, and beats the figure of 1.99 percent estimated in August.
The statistics authority attributed the encouraging growth to steady expansion of consumer spending and fixed-asset investment, which offset slim export growth.
Retail sales ended two consecutive months of decline to grow 1.66 percent in the third quarter as consumers cashed in on automobiles, petroleum and mobile telecommunications gadgets.
Fixed-asset investment grew 3.24 percent year on year as semiconductor producers and air carriers bolstered investments to cope with higher demand.
Exports rose for the first time since the first quarter of last year, though at a slim rate of 0.12 percent, as global demand for Taiwan-made electronics and machinery rebounded.

A cooperative project was signed by Chinese and German partners on Friday in Xi'an, capital of Shaanxi province, in Northwest China, aiming to develop the world's largest production base for portable oxygen respirator.
Xi'an High-tech Industrial Development Zone, one of China's top such zones and largest one in Northwest China, Germany Linde Group and Xi'an AirRun Life Science Co., Ltd decided to jointly build the project in the zone, with a total investment of more than 20 million euros ($21.7 million).
With the cooperative project, Linde Group and Xi'an AirRun will both bring their own advantages to produce and sell portable oxygen breathing apparatus, which has the advantages of small size, large capacity, light and portable, and is widely recognized and favored by hypoxia groups such as pregnant women, the elderly and people travelling on high altitude places.
According to Sun Zhenjie, president of Xi'an AirRun, his firm is a professional portable oxygen manufacturer established on Sept 30 in Xi'an. Its range of products comprises portable oxygen cans, home oxygen tanks, small oxygen bars, medical oxygen cylinders and oxygen bottles.
"We have accumulated experience in all aspects of design, production, sales and service, and our products are mostly exported to East Asia, Europe, Middle East, Africa, South America, Canada, and U.S.," Sun said.
Linde Group headquartered in Wiesbaden, Germany, is one of Fortune 500 companies and world leading company for industrial gases and engineering. It was one of the first industrial gases companies to enter China.
Fang Shiwen, president of Linde's East Asia business, said after the agreement Linde has become the holding company of Xi'an AirRun, and the holding company would continue to invest in the project and sell the products over the world with its wide market channels.
An Jianli, director of the zone's administrative committee, said that Xi'an High-tech Industrial Development Zone would continuously provide preferential policies and better services to attract more top global companies to the zone for further development.

Overseas observers have praised the resolve of the Communist Party of China (CPC) to strictly govern the party, saying it will enhance the party's governance capacity and help it lead China to an all-around moderately prosperous society.
The sixth plenary session of the 18th CPC Central Committee, which was held from Monday to Thursday, has pushed for the comprehensive and strict governance of the party.
For Khalid Mahood, president of Islamabad Council of World Affairs, the CPC's focus on strict party governance is "a historic step," which will not only improve the governance efficiency in China, but also enhance Chinese people's trust in the party and will improve the image of China and the CPC in the world.
"The reforms in the ruling party will also help China foster its comprehensive reform, maintain its economic growth and bring benefits to the world," Mahood said.
At the meeting, the CPC has called on all its members to "closely unite around the CPC Central Committee with Comrade Xi Jinping as the core," and resolutely safeguard the authority of the CPC Central Committee and its central, unified leadership.
This announcement will help China to establish a clean and righteous political environment and will unite the party under one strong leader, Mahood said.
The meeting also approved two documents on the discipline of the party, including the norms of political life within the party under the new situation and a regulation on intra-party supervision.
"The document on the norms of political life not only signals his (Xi's) determination to push for greater transparency in the decision-making process in local governance, but also shows the leadership's effort to bring them under a system (of) supervision," Mahood said.
Bambang Suryono, editor-in-chief of the Inhua Daily in Indonesia, said the documents signify the institutionalization of strict party governance, which will help curb corruption and disciplinary offence and ensure the progressiveness and purity of the CPC.
China's anti-corruption campaign has entered a "deep-water area" and establishing Xi as the core of the CPC Central Committee will help the party continue its drive to fight corruption, the political analyst said.
Gerhard Stahl, a professor at the College of Europe and former secretary-general of the committee of regions of the European Union, said the CPC is trying to adapt itself to a changing environment in an effort to grow into a modern political party.
Stahl said fighting corruption is the basis for economic development and strict party governance needs bottom-up supervision, calling on anti-corruption officials to be responsible while enhancing intra-party discipline.
The communique released after the CPC meeting stressed supervision as the fundamental guarantee for exercising power properly, as well as a crucial measure for regulating political life within the party, meaning that unrestricted power or unsupervised party members are not allowed to exist within the CPC, said Ge Lin, secretary-general of EU-China Friendship Group of the European Parliament.
He believes that regulating intra-party political life will be conducive to building a clean and righteous political environment and make party members more aware of the need to uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership and act consistently with CPC Central Committee policy.
Nadia Hilmi, a professor of political science at Cairo University and an expert on China, said the meeting, which carefully studies disciplines and rules for intra-party political life and other issues, marks a qualitative leap in the governance of the CPC and the Chinese government and has shown the foresight and political wisdom of Chinese leaders.
Hilmi also praised China's anti-corruption efforts, which emphasize constructing an anti-corruption system and a moral defense line against corruption, saying that parties in other countries should learn from China.
The meeting is of great significance because it has injected fresh impetus into the 95-year-old party and ensures that the Party Constitution is the fundamental norm for intra-party political life, helping the CPC advance with time and improve its abilities of handling problems in new situations, the expert said.
Since the 18th CPC National Congress held in November 2012, the party has made remarkable achievements in its anti-corruption campaign, which has won recognition both at home and abroad, said Macharia Munene, professor of international relations at the U.S. International University in Nairobi.
The sixth plenary session considered being strict in discipline as an important part of intra-party political life and the correct direction of its comprehensive and strict governance, Munene said, adding that the party has a clear mind and accurate judgement in anti-corruption and strict party governance.
