China, Russia boost ties with joint drills

China and Russia will start a joint counter-terrorism drill, known as Peace Mission 2013, on Saturday, less than one month after the two sides completed their largest-ever naval drill in the Sea of Japan.
Observers said this is the first time that the two countries have conducted so many drills in a short period of time and sent military forces from bases that are geographically so close to one another, indicating a high level of mutual trust.
The drill, which involves 1,500 soldiers, will be held in Chelyabinsk, in Russia's Ural Mountains region, from Saturday until Aug 15.
It will be the ninth time that the two countries have participated in bilateral or multilateral exercises since 2003, and the move comes two weeks after they held the Joint Sea 2013 naval drill in Peter the Great Gulf near Russia's Far East port city of Vladivostok.
Starting on Saturday morning, 646 Chinese soldiers from the Shenyang military division of the People's Liberation Army will be deployed by air and rail. They are expected to arrive in the drill areas by Aug 2, according to the military region.
It will be the first time that the military division, which is in northeastern China near the border with Russia, will participate in drills abroad, it said.
The move shows ever-growing mutual trust between the two sides, said Chen Xuehui, a Beijing-based military expert. "Traditionally, military forces that are geographically close are supposed to be each other's opponent in defense policies.
"Such cooperation is important given that forces near to each other usually face similar threats and conduct similar exercises in daily training," said Chen, adding that counter-terrorism has been a main subject of military cooperation under the framework of the Shanghai Cooperation Organization that groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
The deployment of troops will be followed by two phases of war planning and campaign drills.
According to the Ministry of National Defense, the Chinese troops will include a planning panel, a command, an infantry combat group, an air force combat group and a logistics group. They will be equipped with various models of armed vehicles, self-propelled guns, and fixed-wing and rotating-wing aircraft, including Z-9 and M-171 helicopters.
"The size of the drill is not much larger than those held before, but it's rare that the two countries hold two drills within a month," said Li Shuyin, a researcher on Central Asian and Russian military studies at the PLA Academy of Military Sciences.
"Both sides have been holding such drills regularly, further strengthening military ties, a key part of their comprehensive strategic partnership," Li said.
"And this does not target any third party," she said.
The first Peace Mission joint counter-terrorism drill involving the two countries was held 2005. Since then, the two countries have held similar drills every one or two years in China or Russia

A delegation of China Writers Association visited Russia's cultural capital St. Petersburg on Friday for cultural exchange.
Alexei Rodionov, coordinator of the Confucius Institute of St. Petersburg State University, highlighted the recent surge of interest in Chinese literature among Russians and the plans of the local Confucius Institute to produce high-quality Russian translations of Chinese works.
Rodionov said three collections of contemporary Chinese literature were published in Russia last year, featuring works by more than 20 Chinese authors, and a fourth volume would be published jointly by the Confucius Institute and local publishing house KARO.
The group of eight Chinese writers arrived here from Moscow at the invitation of the local Confucius Institute.
Chinese poet Xiao Dai, who is on second visit to Russia, said an ever-growing number of Russian students had learned the Chinese language and culture in recent years, and Chinese authors had attached more importance to Russian literature.

Better performance spurred by higher equity prices around world
China Investment Corp, the country's sovereign wealth fund, achieved a 10.6 percent gain from its global investments in 2012, compared with a 4.3 percent loss in 2011, according to the company's annual report on Friday.
The cumulative annualized return of CIC's overseas investments rose to 5.02 percent by the end of last year, from 3.8 percent up to 2011. Net income increased to $77.4 billion, up from $48.4 billion in 2011, the report said.
The better performance was mainly because of higher equity prices in global markets last year, with the company adjusting its investment portfolios, a CIC spokeswoman said.
By the end of last year, the company's total assets rose to $575 billion from $482 billion in 2011.
On July 5, the State Council, China's cabinet, appointed its deputy secretary-general Ding Xuedong as chairman of the sovereign wealth fund, filling the vacancy left by Lou Jiwei, who was appointed finance minister in March.
CIC will diversify its foreign exchange funds, increase investment in public equities and look for long-term investment targets with stable returns, the spokeswoman said.
The company, which manages part of the nation's $3.5 trillion foreign exchange reserves, had invested about 32 percent of its money in public equities and 19.1 percent in fixed-income securities by the end of 2012.
Of the fixed-income securities, 54.7 percent comprised sovereign bonds of advanced economies, including the United States and European countries, while emerging markets comprised 17.5 percent, according to the annual report.
CIC's investment in the US stock market accounted for 49.2 percent of its funds in public equities.
"We have increased purchases of public equities and steadily boosted long-term investment in infrastructure construction, energy and mineral resources, and real estate," the spokeswoman said.
CIC: Volatility in markets predicted
Ding, the chairman, said, "The subdued global economic recovery, compounded by rising investment protectionism, will cast a prolonged shadow over the outlook for global financial markets."
He predicts increased volatility on world markets as major developed economies start reducing their quantitative easing programs, posing challenges for institutional investors.
Xu Hongcai, a senior financial researcher at the China Center for International Economic Exchange, a government think tank, suggested that the sovereign wealth fund sell some foreign equities to cash in on the return.
"Once the developed countries start to reduce asset purchasing, capital may flow out of China and other emerging markets. So the CIC should foresee the potential risks," Xu said.
According to the US Treasury Department, China's holdings of US Treasury bonds increased by $25.2 billion in May and the total reached a record high of $1.315 trillion. It rose by $151.9 billion from a year earlier.
"It is very urgent for CIC to diversify the investment in US Treasury bonds," said Xu. "A better choice is to invest in overseas infrastructure projects and support Chinese enterprises to accelerate the Going Out strategy (which encourages Chinese enterprises to invest overseas)."
Teresa Lin, DBS managing director and joint group head of corporate and investment banking, said the upturn in global equities is likely to continue in coming months.
"The eurozone debt crisis has, for now, been stabilized by the commitment of unlimited central bank support.
"US politicians were never going to send the country into deflation and financial crisis despite the haggling over the debt ceiling and government spending cuts. Life goes on and the equities risk premium goes down."
In 2012, the State Council injected another $19 billion into the sovereign wealth fund after raising $30 billion in 2011. The company was launched in 2007.

A deadly fire that occurred in a nursing home in northeast China's Heilongjiang Province was an act of arson, local police confirmed Friday.
Suspect Wang Gui, 45, one of 283 people living at the Lianhe Senior Nursing Home in the city of Hailun, has been confirmed to have died in the fire, which killed a total of 11 people, said Wang Zhongde, deputy head of the city's public security bureau.
Wang Gui, who was admitted for cerebral thrombosis, is suspected of committing the arson due to a dispute with another resident, according to the police.
The blaze happened at 1:15 a.m. in the intensive care section of the nursing home where 32 people lived, a statement from the local public security department said.
The nursing home has been cordoned off.
The head and deputy head of the nursing home, as well as the director and deputy director of the city's civil affairs bureau, have been removed from their posts following the fire.

Li tours Korean War cemetery, commemorates fallen soldiers
Vice-President Li Yuanchao on Friday called for regional peace during a visit to a cemetery near Pyongyang where Chinese soldiers who died in the Korean War are buried.
Li is on a four-day visit to the Democratic People's Republic of Korea to commemorate the 60th anniversary of the signing of the Korean War (1950-53) armistice. Observers said the visit presents an opportunity for the two nations to reflect on the war and build upon their strong ties.
"The aim of our commemorations for the 60th anniversary of the Korean War armistice is to face the future, better maintain peace and stability on the Peninsula and seek regional prosperity and growth," Li said.
He is the highest-ranking Chinese official to visit Pyongyang since DPRK leader Kim Jong-un took office in late 2011. Li's visit comes two months after Kim sent a special envoy to Beijing to deliver a handwritten letter from Kim.
During their meeting, Li conveyed a message from President Xi Jinping to Kim.
According to the DPRK's official Korean Central News Agency, Li told Kim on Thursday that his delegation has a mission to "preserve and glorify through future generations (their) blood-sealed" friendship.
Li said China remains firm in its policy to maintain bilateral ties. Kim replied that boosting bilateral ties is also his country's "steadfast will".
A statement from the Chinese Foreign Ministry said Li also reaffirmed Beijing's insistence that the DPRK make steps toward denuclearization.
Kim said Pyongyang "supports China's efforts to restart the Six-Party Talks".
Qu Xing, head of the China Institute of International Studies, said the Chinese delegation is making efforts to resolve the Korean Peninsula issue smoothly.
Li on Friday toured a cemetery where many Chinese officers and soldiers ― including a son of Mao Zedong ― were buried as well as the Friendship Tower, which has depictions of both Chinese and Korean soldiers during the war.
According to a recent study conducted by the National Defense University, more than 180,000 Chinese people died in the war.
Li said China will forever remember the "sons and daughters of the Chinese nation" who gave their lives to defend peace and the motherland.
Li arrived in Pyongyang on Thursday on a four-day visit to attend activities marking the anniversary, which falls on July 27. Kim told Li on Thursday during their meeting that the DPRK will remember the Chinese martyrs whose lives were sacrificed in the war.
Xinhua News Agency said inary on Friday that cherishing peace is the best way to commemorate the dead.

In a further relaxation of foreign exchange controls, Bank of China has been chosen to launch a pilot program to assist the overseas arms of Chinese enterprises to make cross-border salary payments to their employees on China's mainland in yuan, regardless of the existing daily limit.
The overseas subsidiaries of Chinese companies now have a new tool to channel back funds from offshore markets, through which they can make regular remuneration payments, including wages, allowances and bonuses, to their employees on the mainland in yuan.
Such cross-border transactions are not subject to the current daily limit of 80,000 yuan (US$12,956) per individual, which was set by the State Administration of Foreign Exchange for personal cross-border remittance in the Chinese currency.
BOC, the nation's biggest foreign exchange bank, is the pilot institution to roll out the new service as China speeds up yuan globalization, according to a bank source.
The new service aims to enhance cross-border liquidity management of Chinese companies, as well as to boost the backflow of offshore yuan to the Chinese mainland.
By the end of April BOC's branches in Paris and Moscow had made about 34.3 million yuan of salary payments to the mainland for their clients' overseas affiliates, including big Chinese oil companies and technology giants.
However, at this stage, the pilot remittance service is only limited to clients that have accounts with BOC's Guangzhou branch, indicating authorities' caution in testing the waters.
Financial regulators launched a pilot program in south China's Guangdong Province earlier this year that allowed the Guangzhou branches of a few banks, including BOC, to make yuan transfers to Hong Kong for individual clients.
In addition to the regulated yearly limit of US$50,000 for personal cross-border transfers, the regulators granted an additional quota of 300,000 yuan, according to the source.
With China speeding up yuan internationalization to cut its dependence on the US dollar, the relaxation of rules, such as the new measures launched by the central bank that simplify the documentation of inter-company lending in cross-border yuan, will have a major impact on corporate banking.
The pilot in Guangdong represents the latest moves by the government to relax controls on the consumer banking side that also facilitates two-way yuan flow.

By the end of April BOC's branches in Paris and Moscow had made about 34.3 million yuan of salary payments to the mainland for their clients' overseas affiliates, including big Chinese oil companies and technology giants.
However, at this stage, the pilot remittance service is only limited to clients that have accounts with BOC's Guangzhou branch, indicating authorities' caution in testing the waters.
Financial regulators launched a pilot program in south China's Guangdong Province earlier this year that allowed the Guangzhou branches of a few banks, including BOC, to make yuan transfers to Hong Kong for individual clients.
In addition to the regulated yearly limit of US$50,000 for personal cross-border transfers, the regulators granted an additional quota of 300,000 yuan, according to the source.
With China speeding up yuan internationalization to cut its dependence on the US dollar, the relaxation of rules, such as the new measures launched by the central bank that simplify the documentation of inter-company lending in cross-border yuan, will have a major impact on corporate banking.
The pilot in Guangdong represents the latest moves by the government to relax controls on the consumer banking side that also facilitates two-way yuan flow.

The countries in the Great Lakes region should resolve regional disputes and conflict so as to achieve long-term peace and development, a Chinese envoy to the United Nations said Thursday.
Wang Min, China's deputy permanent representative to the UN told a Security Council meeting that "peace and development in the Great Lakes region is presented with an important opportunity."
China hopes all parties will "show determination, garner consensus, implement their commitments in their good faith, resolve once for all regional disputes and conflicts and embark at an early date on the path of lasting peace and sustainable development," said Wang.
As to the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region signed by 11 African nations in February, Wang said that "it is crucial to keep up with the positive momentum of fully implementing the framework agreement."
The urgent task now is full cessation of hostilities and restoring stability in eastern Democratic Republic of the Congo ( DRC), he said, calling on armed groups to conclude agreements with DRC government on ending violence.
"DRC armed forces should assume the primary responsibility for safeguarding national security and protecting civilians," he noted.
Wang said that cooperation through dialogue and rebuilding of mutual trust is vital for restoring peace and stability in the region.
China hopes that the UN will work with the African Union, the International Conference on Great Lakes Region (ICGLR) and other regional mechanisms and push parties towards honoring their commitment to the framework agreement, said Wang, adding that "we also hope that the one billion-U.S.D. pledge of the World Bank to the region will be quickly disbursed to support the regional countries in developing national economies, improving people's livelihood and achieving lasting peace."
"China remains Africa's all-weather friend and partner. We will be steadfast in supporting the African states in their efforts to safeguard sovereignty and resolve African issues by themselves."
"For many years, China has been participating in the UN peacekeeping mission in DRC and has made unremitting efforts towards maintaining security and stability in the country. We are ready to work with the regional countries and the international community in contributing positively to freeing the people of the Great Lakes region from sufferings inflicted by war and conflict and achieving peace, stability and development at an early date," concluded Wang.
