Beijing says new car-hailing service rules to address urban ills

(ECNS) -- Transport authorities in Beijing said the latest rules on car-hailing services were adopted with a full consideration of the city's role as the national capital and challenges in addressing "urban ills."
The new policy by the Beijing Municipal Commission of Transport requires that drivers have a local household registration and their vehicles local car plates.
On its official Weibo account, the commission said the policy follows other measures to make the city function better in its role of "four centers" -- political, cultural, international exchange, as well as science and technological innovation.
The restrictions on drivers and cars are part of efforts to slow rapid population growth and limit the total number of people in the metropolis to less than 23 million before 2020.
Beijing vows to support the car-hailing sector to offer diversified services in the city, but drivers, cars and business operations in the industry must pass reviews.
The commission also said data in car-hailing services will be under real-time supervision by governmental departments and driver credit records will be shared in order to regulate the market.
The city already has more than 5.6 million vehicles, far beyond its road and environmental capacity, according to the commission.
It vowed to build Beijing into a world-class city with outstanding living, transport, safety and natural environments.
Beijing has already shifted some wholesale markets and relocated companies to ease traffic pressure and is also coordinating development with neighboring Tianjin and Hebei.
Shanghai also rolled out the same requirements.
