Invista, one of the world's largest integrated producers of polymers and fibers, announced on Thursday it will initiate a $1 billion nylon project at Shanghai Chemical Industry Park.


It has received approval from the Chinese authorities regarding both the environmental impact assessment and the project application report, a step toward its plan to construct a nylon 6-6 intermediates manufacturing facility, according to Warren Primeaux, president of Invista Intermediates.


Nylon 6-6 is preferred in many countries due to its higher value in use of lighter and cheaper automobile engines, fatigue resistant tires, high quality airbags and highly durable hosiery, but it is historically under-represented in China, which has to rely heavily on imports to meet its demand, he said.


The project aims to meet China's growing demand for nylon 6-6 material, which now accounts for only 19 percent of the Chinese nylon market, much lower than 55 percent in Americas, 63 percent in Africa and the Middle East and 38 percent in West Europe, said Primeaux.


"The lack of domestic adiponitrile production capacity is considered a major contributor to the slow development of nylon 6-6," Primeaux said.


The investment will be spent over three facilities to manufacture 215,000 tons of hexamethylene diamine, 300,000 tons of adiponitrile and about 150,000 tons of nylon 6-6 polymers annually, which will be used as raw materials to manufacture carpet fibers, engineering plastics, clothing and industrial products such as airbags and automobile parts, said Steve Kromer, senior vice-president of Invista Management (Shanghai) Co Ltd.


"The investment scheme is Invista's continuous commitment to the Chinese market following the projects it has launched in other parts of China over the past several years, which cost combined funds of $700 million," said Kromer.


Additional investment is expected to be injected into those operating facilities in China for their capacity expansion, he said.


Construction on the first phase of the $1 billion project, designed to turn out 215,000 tons of hexamethylene diamine annually, will begin in the second half of this year and be put into operation in 2015.


Primeaux said they will also prepare for the second phase, which aims to manufacture 300,000 tons of adiponitrile annually, by using the latest technology Invista has developed with an investment of $40 million and about 150,000 tons of nylon 6-6 polymers as it goes on stream in 2018.


"We believe the percentage of nylon 6-6 material China uses will reach a possible 40 and even 50 percent as the market matures," he said.


The nylon 6-6 material Invista produces in China by then is expected to account for 25 percent of its global capacity, Primeaux added.


Nearly all materials Invista produces in China will be sold to local consumers to be merged into their products, some of which will be exported.

China's first methionine plant will be put into operation soon, ending the country's dependence on imports of the important supplement used in animal feed additive.


The plant in Nanjing, Jiangsu province, is a joint venture by China National BlueStar Co Ltd and its fully owned French subsidiary Adisseo Group.


The factory, owned by Bluestar Adisseo Nanjing Co Ltd, or Adistar, will have an annual production capacity of 70,000 metric tons in the initial stage.


China needs about 120,000 tons of methionine annually, and is totally dependent on imports, according to Bluestar.


"The total production capacity of the plant is expected to be 140,000 tons a year to meet the growing demand both in China and in other Asian countries," said Ru Chengjun, executive vice-general manager of Adistar.


The plant will become one of the lowest-cost liquid methionine production facilities in the world when it's operating at full capacity, Ru said.


The new plant is just part of the company's overseas strategy.


As a subsidiary of the State-owned China Chemical Corp, or ChemChina, Bluestar acquired the then third-largest methionine producer in the world, Adisseo, for $565.4 million in January 2006, in China's largest overseas mergers and acquisitions deal in France.


After the acquisition, the company helped Adisseo France turn from losses into a profit in fours years.


It also merged the Nanjing plant with Adisseo France, making it another overseas plant of the French company.


"Overseas M&A deals are only the first step. The key is to achieve the integration of different cultures and ways of doing things," said Ren Jianxin, general manager of ChemChina.


ChemChina has six overseas companies it acquired through M&A in recent years and owns production bases, research and development centers and marketing offices in up to 140 countries and regions.


"Many French employees applied to work in China to support the construction of the Nanjing plant," said Peng Haitao, director of the production preparation department at Adistar.


"Even though some of them couldn't make it due to family reasons and some other reasons, it showed their willingness to cooperate," said Peng.


"Now Adistar has interpreters speaking French, Spanish and English to meet the foreign employees' needs. Adistar once had people from as many as 22 countries and regions working on the same project."


As the world's best-known animal nutrition firm, Adisseo France has advanced technologies and marketing strategies. The parent company just needs to give its support and trust to help it develop, said Ren.


"To successfully merge a Chinese company with a foreign one, people should not only think about their own needs," said Ren. "The right way is to find a way that can combine the two companies together to realize a win-win situation.


"Chinese companies are still at the initial stage of their global expansion. By learning and communicating, Chinese companies and foreign ones can achieve mutual understanding that will benefit both," he added.

For years, Shanghai has faced a shortage of maids, known as "ayis" in China, during the Spring Festival, because millions of migrants leave the city. The problem is back again this year, and it seems no one has found a satisfactory solution. Zhang Yuan has the story.


Household service providers say they have been struggling with a shortage of ayis for more than a week. And they won't be able to help out families whose ayis are heading home for the holiday, even if they are willing to pay higher than normal wages.


Pan Weihua, household service provider, said:" We cannot accept any new orders now. We don't have ayis now. In our online chat group, someone proposed 4,000 yuan a month, but no one answers. Last year, it was just 2,800 to 3,000."


Pan says the situation won't improve until the end of February. That is good news for the ayis who will stay in town over the holiday, as they can expect to earn an average of 3,500 yuan for the month. And those taking care of the elderly will earn even more. Some families are now looking for a temporary ayi, but few are having any luck.


Staff member of 962512 Household Service Hotline, said:" It is even harder to find a temporary ayi with the daily salary of 200 yuan."


The courier industry is facing a similar problem. It is estimated that more than two-thirds of the couriers in town will leave Shanghai before the holiday begins.


Pei Chenqian, ZTO Express, said:" Almost all the couriers in our company have asked for leave for the Spring Festival. For our branch, no more than eight people will stay. And for the entire network citywide, we have no more than 50 couriers."


I go back to my hometown on February 1st. I am a Henan native. I think my job can be taken care of by others.


Some companies say they are offering five times the normal salary to encourage couriers to stay. Other companies will have managers fill in for delivery boys.


Wang Bin, manager of Yunda Express, said:" I drive by myself to send the packages, especially on Chinese New Year's Eve. None of the couriers work on that day. We several managers need to deliver around 200 packages that day."


Last year, several courier companies charged an extra ten yuan for deliveries during the Spring Festival. But so far no one in the industry has proposed a similar policy for this year.

Air pollution concerns have prompted Beijing authorities to ask residents to set off fewer fireworks during the upcoming Spring Festival.


"To improve the air quality and create a favorable environment for you and your family members, please set off fewer fireworks or no fireworks, in order to reduce emissions of pollutants," an official with the Beijing Office on Fireworks and Firecrackers said Friday.


The official said the office has closely followed Beijing's air quality reports and issued the proposal to citizens via media.


Setting off firecrackers and fireworks during the Spring Festival, or Chinese Lunar New Year, which falls on Feb. 10 this year, is an old tradition.


Three fireworks retailers in Beijing have 750,000 cartons of fireworks in stock for this year's festival, down from 810,000 cartons in 2012. The number of shops approved to sell fireworks in Beijing has been reduced from 1,429 to 1,337, the official told Xinhua.


After an hours-long firework-ignition spree on the eve of the Lunar New Year in 2012, the density of PM2.5 increased sharply to hit 1,593 micrograms per cubic meter at the Chegongzhuang monitoring station, located downtown, or 1.5 times higher than the most polluted day so far this year in Beijing. ( The prolonged smog that shrouded many parts of north and east China in January sparked debate over fireworks during the Spring Festival.


To reduce accidents and the impact on citizens' lives, Beijing restricts fireworks within certain areas during a 16-day period around the Spring Festival.

Most of China's listed companies have reported better performances in 2012 despite the year's relatively tempered economic state, according to the companies' latest reports.


As of 11:00 p.m. Wednesday, 1,698 companies had disclosed their performance forecasts for last year, with nearly 60 percent reporting year-on-year improvements.


The 1,456 companies that have unveiled profit ranges saw their preliminary combined profits amount to 142.4 billion yuan (about 22.7 billion U.S. dollars) during the period, slightly down from the previous year.


But if the 13 companies that reported losses of over 1 billion yuan are not included, the combined profits edged up 4.4 percent year on year to 180.1 billion yuan.


As reflected in the forecast reports, over 70 percent of listed companies experienced a quarter-on-quarter profit lift in the fourth quarter, partly on the back of China's recovering economic strength during the period.


At 7.8 percent last year, China's economy recorded its first annual growth rate below 8 percent since 1999. In the fourth quarter, the growth ended a seven-straight-quarter slowdown to 7.9 percent.


In breakdown, the information services, bio-medical, catering and tourism, public services and food sectors were among the top performers in 2012, while the steel industry stayed at the bottom, with around 70 percent of the industry players forecasting losses or profit declines.


The China Iron and Steel Association (CISA) said in a press release Thursday that its member companies saw profits plummet 98.22 percent to 1.58 billion yuan year on year last year.

An employee of the Shanghai Meteorological Bureau has been suspended after being caught on a TV news camera playing an online game.


The video was posted on the Internet, going viral and embarrassing the bureau.


The employee, surnamed Shi, worked as a media coordinator. He was filmed playing "Killers of the Three Kingdoms" in the forecast center when a Shanghai TV news crew was interviewing a chief officer of the service last Friday.


The shot with the employee playing the game was posted on the Internet and became a hot topic on Weibo. Though the interview was done during the noon break, the employee was still suspended.


"It was in the workplace and the influence was magnified by television and the Internet," said a colleague of the suspended employee.

A paralyzed former mechanic who has been kept alive for seven years by his parents' unremitting care will be given a free operation, a new computerized ventilator and cash donations, after his story was widely covered by the media.


On Tuesday afternoon, Fu Xuepeng, a 30-year-old native of Taizhou, Zhejiang province, received a free operation at the Taizhou First People's Hospital.


Doctors at the hospital had his ventilator tube changed, which was implanted into Fu's body seven years ago when he was paralyzed in a car accident.


A new, modern ventilator, supplied by one of the country's largest medical equipment providers, will be installed at Fu's bedside this weekend.


Previously, Fu's parents had to take turns to hand press a respiratory bag to make sure their son continued to breathe.


By Tuesday night, 40,000 yuan had been donated to the farming family, who have a large amount of debt because of Fu's condition, according to the Hangzhou-based Qianjing Evening News, which first reported Fu's story.


The case has raised questions about the shortcomings of social medical insurance.


"We cannot rely on media exposure, public sympathy and at last government attention to solve every case," said Wang Enfeng, a deputy to Zhejiang People's Congress and a farmer.

Carbon monoxide has been blamed for the Tuesday deaths of 12 workers in a coal mine in northeast China's Heilongjiang Province, a local official said Thursday.


Three workers entered the Yongsheng mine in Dongning County to pump out water before passing out from carbon monoxide poisoning around 10:30 a.m. Tuesday, said Zhang Fuguang, deputy head of the county government.


Zhang said an initial investigation showed that a dense buildup of carbon monoxide in the mine was caused by self-igniting coal in an old mine located adjacent to the Yongsheng mine.


The mine's managers organized volunteer rescue efforts to locate the workers, but the rescuers were also poisoned, as they had no equipment to detect the carbon monoxide.


More than 30 professional rescuers arrived Tuesday afternoon and pulled 20 people out of the mine, including the trapped workers. Twelve of the people, including the head of the mine, died despite medical treatment.


The other eight are being treated at local hospitals, where they are in stable condition.

Discipline watchdogs in Hunan province have launched an investigation into a bribery scandal during the election of the provincial legislative body after a candidate revealed he had given money to more than 300 voters.


Huang Yubiao, 64, chairman of Dayawan Guangbao Industry, a property development and construction material company, published posts on several popular Chinese websites in mid-January saying he had paid about 320,000 yuan ($51,400) to 320 voters last December in an election of the provincial people's congress.


An investigation team of provincial discipline inspectors and legislators has confirmed Huang's allegation and begun to look into it, local officials said.


"At first I prepared more than 470 envelopes with 1,000 yuan in each and later gave 320 of them to voters," he was quoted by Xinhua News Agency as saying on Tuesday. "Then I came to realize that this act was actually meaningless so stopped distributing the remaining 150 envelopes."


The money was given to deputies to the people's congress of Shaoyang, where Huang was born and ran for a post in the provincial people's congress.


In China, deputies to the national, provincial and city-level people's congress are elected by representatives of lower level assemblies. For instance, provincial congress members are elected by deputies to city congress, and city deputies by their county or district counterparts.


A deputy head of the standing committee of Shaoyang People's Congress had encouraged Huang to bribe city deputies, Huang said, adding that Zhao Lisha, head of the standing committee, warned him not to buy votes, otherwise he would incur complaints or reports.


A total of 534 deputies took part in the election on Jan 2, which meant a candidate would win with more than 267 votes in his or her favor. Huang received 241 votes.


Seventy-six candidates out of the 97 nominated by local government and city deputies were elected deputies to the provincial people's congress in the election, according to Mao Wensheng, a liaison official of the city legislative body.


Mao said Huang was nominated by the city government because he is well known for generous donations to charity, noting there were many entrepreneurs from the private sector who were nominated for the election.


A city deputy said Huang lost the election because voters were not familiar with him. However, Huang said the true reason was that his bribes were "not enough", Guangzhou-based Southern Metropolis Daily reported.


Huang told the newspaper that after he lost the election, deputies who took his bribe had returned the money and he had sent text messages to the Party chief and head of the city congress to report the bribery scandal.


He also mailed materials to provincial leaders using his real name, the report said.


"I'm determined to sacrifice myself with real-name reporting. My goal is to call for improvements for the current election system of people's congress," Huang said. "Election organizers must make public the candidates' information and their promises made during the campaign."


The entrepreneur said he does not worry about being charged with offering bribes.


"I've checked with the laws about the crimes of offering and taking bribes and I think my revealing the bribery deserves rewards from authorities or courts rather than punishment, since I have had my money returned and I reported this matter to authorities in my real name."


However, law professors said they did not agree with Huang.


"It is good for Huang to expose the scandal himself but he should still be punished for offering bribes in the first place," Han Yusheng, a professor of criminal law with Renmin University of China in Beijing, told China Daily on Wednesday.


"The fact that he spoke to the media or published posts on the Internet could not be deemed as a voluntary confession to law enforcement departments, and even though he voluntarily confessed to authorities, this could only be a mitigating factor rather than a reason for exoneration."


Han said the behavior of offering bribes must be chastised like taking bribes.


"As far as I know, bribery still plagues grassroots elections and some senior officials of local congresses even assist with or connive in the act of bribing," said Lin Zhe, a law professor at the Party School of the Communist Party of China Central Committee.


She suggested authorities enhance the transparency and openness of congress elections and facilitate the public to improve supervision of candidates and deputies.

The "space capsule" on the highest deck of the Oriental Pearl TV Tower reopened yesterday, but it stirred up some skepticism from visitors as a result of an increase in the admission ticket.


It now costs 220 yuan (US$35.48) to tour three observatory decks, a 40-yuan increase from 180 yuan before the renovation.


"The ticket price is too expensive," said visitor Xiao Yong from Anhui Province, who looked at the view outside in disappointment because poor air quality hurt visibility. Xiao and his wife had no idea about the reopening of the capsule and they anticipated that the ticket would be within 200 yuan.


"We saw some new high-tech attractions, but we just want to enjoy a panoramic view of the city at the tower's highest deck," he said.


Shanghainese Li Hui said it had been 10 years since she visited the tower, and the price was some 100 yuan at that time.


"An increase of 40 yuan is too big, that may scare me away," Liu said.


The tower, one of the city's iconic scenic spots in the Pudong New Area's Lujiazui financial hub, remains one of the most popular tourist attractions in the city, also one of the most expensive.


When it offered a half-price discount in May and September for two observatory decks that normally cost 150 yuan, long queues formed outside.


The deck, at 339 meters, offered mainly a great view in the past. It was shut last November for updating, which cost 20 million yuan.


The changes incorporate high-tech elements around the theme of outer space. Visitors can touch the sky with their fingers at the "star wall" screen, find their own constellation and type in wishes for the future.


They can see the life of astronauts with digital technologies and dance Gangnam style, following an extraterrestrial in front of a large screen.

China consumer confidence rebounded in the fourth quarter after stabilizing in the previous two quarters, as the country's economy improved, but inflation pressure remained low, research from Nielsen showed on Wednesday.


The quarterly consumer confidence index rose to 108 in the fourth quarter - 17 points ahead of the global average, according to the Nielsen's survey. The index had dropped to 105 in the second quarter, from 110 in the first quarter but stabilized at 106 in the third quarter.


Compared with the previous quarter, consumers' willingness to spend remained stable, as the employment outlook and personal financial expectations both slightly increased.


"Although China's economy slowed in 2012, it rebounded in the fourth quarter, boosting consumer confidence," said Yan Xuan, the president of Nielsen Greater China. "The rise of the confidence index in the fourth quarter is a positive signal regarding a rosy economic trend for 2013."

Chinese Foreign Ministry spokesman Hong Lei on Wednesday urged Japan to create conditions for the normal development of bilateral relations.


Hong said at a daily press briefing that he noted that Japanese Prime Minister Shinzo Abe suggested on Tuesday that a summit between Japan and China is necessary to mend bilateral relations hampered by their recent territorial disputes.


China attaches importance to developing relations with Japan, Hong said, stressing that the country hopes that Japan will make joint efforts with China to overcome major difficulties so as to push bilateral ties back to the track of normal development.

A Foreign Ministry spokesman on Wednesday called on the Syrian government and the opposition to launch political talks as soon as possible.


"China is positive and open to any solution as long as it is widely accepted by all parties in Syria," spokesman Hong Lei said at a daily press briefing.


China also urged the Syrian government and the opposition to carry out a political transition process in accordance with principles established in the Geneva Communique issued by the Action Group for Syria.


UN-Arab League envoy for Syria Lakhdar Brahimi said Tuesday that Syria is being pushed into a situation that is "extremely bad."


Hong said China hopes relevant parties in the international community will support Brahimi's work through practical action.


The Geneva Communique, agreed upon last year by the Action Group for Syria, envisages a Syrian-led transition, including the formation of a transitional government in Syria composed of representatives of the government and the opposition.

The construction of the Wenchang Satellite Launch Center in Hainan province, from where China will launch new-generation carrier rockets and future space station modules, is expected to be completed in June, the province's economic planner said.


By the end of this year, the launch center, the fourth in China, will be ready for launching carrier rockets, according to a report released by the Hainan Development and Reform Commission during the ongoing annual session of the provincial people's congress.


Hainan plans to invest nearly 3.3 billion yuan ($530 million) this year into construction of the center and relevant facilities, including a space theme park and nearby infrastructure, the report said.


Of the 3.3 billion yuan, 2.5 billion will be used for the center's construction, the report said.


Pei Chengmin, Party chief of Wenchang, said the center will host its first launch in 2014.


The center will include a launch pad, a rocket assembly plant and a command center.


The Long March-5 launch vehicle designed for transporting heavyweight satellites and space station modules, as well as the Long March-7 rocket designed for launching cargo spacecraft, are expected to blast off from the center in 2014, the Beijing Morning Post quoted Liang Xiaohong, deputy director of the China Academy of Launch Vehicle Technology on Saturday during the annual session of the Beijing municipal people's congress.


Wenchang Satellite Launch Center, located on the northeast coast of Hainan, about 60 km from Haikou, the province's capital, is the only coastal launch center in China. It can use nearby ocean ports in Wenchang for rocket deliveries.


The location, about 19 degrees north of the equator, is suitable for launching geosynchronous satellites, heavyweight satellites, large space station components and lunar and interplanetary missions.


China has three satellite launch centers: one in Xichang, Sichuan province, one in Jiuquan, Gansu province, and one in Taiyuan, Shanxi province.


Besides the launch center, a space theme park and a space research center are also under construction, according to Pei.


He said the construction of the first phase of the park is likely to be finished in 2014, about the same time the center sees its first launch.


The park will give visitors a tram tour of rocket launch pads and offer space-travel attractions, such as a moon-themed train ride and cosmos-themed roller coaster. The park's interplanetary section will be divided into four themed areas — Earth, Lunar, Solar and Martian.


Pei said although the construction of the Wenchang Satellite Launch Center and its relevant facilities is a difficult task, it will enhance the reputation of Wenchang and Hainan around the world.


Construction of the center was approved by the State Council and the Central Military Commission in 2007.

Sanya may be the country's most popular resort during the coming Spring Festival, but the city's infrastructure is not yet ready for the booming tourism.


"Downtown Sanya is designed for 300,000 to 400,000 residents, but during the peak tourism season more than 1 million people will flood into the city," Wang Yong, mayor of Sanya in Hainan province, said on the sidelines of the provincial legislative body's annual session on Monday.


Authorities are speeding up construction, but because of the short annual construction period, it is not an easy job, he added. Due to the four-month typhoon season, the construction period in the tropical city is generally from December to September, and all construction is suspended during tourism seasons such as national holidays and in winter.


The lagging road construction is causing traffic jams and increasing the risks of accidents, especially during the peak traveling season, Wang said.


Besides traffic jams, many tourists in Sanya complain about the difficulty of getting a taxi. According to the Sanya transport bureau, there are 1,234 taxis and another 100 will be arranged in Sanya Phoenix International Airport and other hot tourist spots like Yalong Bay to ease traffic pressure over the coming Spring Festival.


But for Cao Qian, a 31-year-old traveler from Qingdao of Shandong province, the traffic isn't a relief from the winter chill in Shandong.


She arrived in Sanya on Saturday and will return home for work on Feb 15.


"I just gave up getting a taxi because there were no empty taxis coming along for half an hour," Cao said, adding that staying in the hotel to enjoy the sunshine is a good option.


While the traffic problem didn't worry Zhang Chi, a 36-year-old Beijing resident taking his 6-year-old son and wife to Sanya, he said compared with the cold and smoggy days in Beijing, the blue sky and ocean is more attractive.


According to Wang, more than 90 percent of the hotels in Sanya have been booked for the coming Spring Festival, posing a great challenge to the city.


In order to fight price gouging for the coming Chinese New Year, he added, the local price supervision authority published prices of standard rooms in 267 hotels during the holiday with a price cap of 5,000 yuan ($760) for a night.


According to the city's 12th Five-Year Plan (2011-15), Sanya plans to invest more than 180 billion yuan in 243 important projects, mainly for tourism, real estate and infrastructure.


Having received more than 11 million visitors in 2012, an increase of 10 percent over 2011, Sanya has become a preferred tourism destination with tourism revenue reaching 19 billion yuan last year, and the number of tourists is expected to grow by 8 percent in 2013.

Beijing authorities said on Tuesday they are investigating the legality of two high-class restaurants operating in two ancient temples in the capital.


The restaurants are houses in the Zhizhu and Songzhu temples of Beijing's Dongcheng District. They have a history of 600 years and 300 years, respectively.


Zhao Jianming, a law enforcement official with the Beijing Municipal Cultural Heritage Bureau, said investigations are ongoing into whether the commercial catering activities have been approved or not.


The two temples were included in Beijing's list of cultural heritage protection sites in 1984. Under Chinese laws, such sites can not be used for businesses except with special approvals.


The bureau said recently that it plans to encourage non-government investment in the protection and restoration of the city's historical architecture this year.

A special representative for China will attend an international donors' conference on Mali, according to a Foreign Ministry announcement on Tuesday.


"Ambassador Zhong Jianhua, special representative on Africa affairs for the Chinese government, will attend a conference of donors on Mali," spokesman Hong Lei said at a daily press briefing.


The conference is scheduled to take place at the African Union headquarters in the Ethiopian capital of Addis Ababa on Tuesday.


China will positively consider offering support and aid to the International Support Mission for Mali, under the framework of China-Africa peace and security cooperation, Hong said.


It will provide humanitarian material support to Mali and other countries in a bid to help tackle the humanitarian crisis, he added.


China is closely watching the developing situation in Mali and supports African countries and regional organizations' efforts to safeguard Mali's unity, regional peace and security, according to the spokesman.


He said China calls for the early implementation of UN Security Council Resolution 2085, which emphasizes the importance of political dialogue and the pursuit of negotiations and authorized the deployment of an African-led Force to respond to the growing security threats on the ground.


China will work with the international community to make a positive contribution to promoting Mali's peace and development, according to Hong.

The housing market rebounded in first-tier cities in China, but not in second and third-tier cities, indicating that the bubble is one step closer to bursting, said an article in the 21st Century Business Herald.


The lackluster housing market in second and third-tier cities removed the apparent layer of prosperity covering China's real estate industry. Many real estate developers and investors have started to withdraw from those cities.


The development of Chinese cities in the past decade was basically supported by the land price differences between rural and urban areas.


Urbanization was driven by the local governments' desire to get more profits from land transfers. Even if the GDP steadily grew, the quality of the growth was very low. Although the urban areas are becoming larger, the GDP yield per unit of urban area is actually shrinking. Let alone the large numbers of migrant workers who live and work in cities without being granted urban household registrations, or hukou, and the affiliated citizen rights.


This kind of urbanization is not new, or healthy, contributing to asset bubbles and the local governments' addiction to low-level asset accumulation. The profits from the land price differences should have been used to pay the rural land population new demands for social welfare and public services after they become urban residents. However, the profits now go to the pockets of the land developers.


That's why the fast increase of China's GDP cannot be translated into real growth of payment for laborers. The real demand from the newcomers for houses is sapped because their wealth has been exploited largely by real estate developers.

Both stock markets on the Chinese mainland surged on Monday, amid a positive earnings outlook for Chinese firms, and continued signs of economic recovery.


The Shanghai Composite Index increased 2.41 percent to 2,346.51 points, its highest level since June 1 last year, led by securities companies, while the Shenzhen Component Index climbed 261.79 points, or 2.8 percent, to 9,618.92 points.


The Hang Seng China Enterprises Index of mainland companies traded in Hong Kong rose 0.82 percent. Two weeks ago, Swiss banking giant UBS AG announced that it considered China's three-year bear market is over.


Financial shares rallied especially on Monday after the China Securities Regulatory Commission announced over the weekend that from Thursday, it will allow margin-trading and short-selling in 500 stocks on both the Shanghai and Shenzhen markets.


Reports said investors also welcomed a report on Sunday showing profits made by industrial companies in the country jumped 17.3 per cent in December from a year earlier.


The market capitalization of the securities sector increased 6.28 percent on Monday,


"The economic environment is turning better. The government may start to loosen the control of securities companies and provide a better environment for them," said Li Daxiao, head of research at Yingda Securities, the Shenzhen-based domestic brokerage. "The securities sector has more space to improve than other financial sectors."


More than 20 stocks, including China Merchants Securities Co, rose by their daily limit of 10 percent, across various industries, driven mainly by the news about a rise in industry's overall profit level, said experts.


The profits earned by China's industrial companies increased 17.3 percent in December from a year earlier to 895 billion yuan ($144 billion), the National Bureau of Statistics said.


Analysts suggested the growth in industrial earnings could lead to even bigger movements of stocks as investor confidence grows.


Last week, the preliminary HSBC China Manufacturing Purchasing Managers Index, a gauge of the country's manufacturing activity, rose to 51.9 in January from 51.5 in December.


The figure, a 24-month high, is the latest indication of a rebound in China, which is boosting market confidence.


The HSBC index has been in expansionary territory for three consecutive months, signaling steady growth for manufacturing sector.


"The bull market in China has started. China's stock market is still at the bottom line compared to the global market, but the continual positive government policies will give it a push in the other direction," said Yang Delong, chief strategy analyst at China Southern Asset Management Ltd.


Others added the country's successful test flight of its first domestically made jumbo airfreighter, the Yun-20 or Transport-20, on Saturday was a boost to market sentiment, especially the aerospace and defense sectors.

Just this past Saturday, a concert in Wukesong, Haidian district, paid tribute to a pop star that has not graced the stage for nearly 20 years.


The concert was for the 60th birthday of Teresa Teng, who passed away in 1995 from severe asthma. Her songs are widely known in China and have influenced a whole generation.


Born in 1953, Teng first gained popularity in Taiwan and came to the Chinese mainland once it opened up after the Cultural Revolution (1966-76). She was undoubtedly a national icon and many grew up listening to her songs. To this day, she remains an iconic figure and lives in the hearts of her fans, even after so many years.


Though Teng was most popular in the '70s and '80s, she has impacted a younger generation as well.


Beijinger Li Zhen, 27, who works at the China Development Bank, said he grew up listening to Teng.


"I first heard her songs when I was 13 or 14," Li said. "The song was 'When Will You Come Again.' At first, I wasn't too attracted to it, but then I felt her voice. It sounded light and sweet, as if from heaven."


His parents are also fervent fans of Teng's and always played her songs at home when Li was growing up, adding to his fascination.


"She was also the first to sing of love in her songs [after the Cultural Revolution] and therefore had a great influence on people," Li said.


Teng is not only China's pop idol. She's also influenced expats. A musician from the multi-national punk band DUDE, who goes by only Matt, said his band plays Teng's two biggest hits - "Tian Mi Mi (Sweet Honey)" and "Yueliang Daibiao Wode Xin (The Moon Represents My Heart)" from time to time.


"When I went to KTVs all over China, they always played the famous songs from the '70s and '80s, especially songs from her, which was perfect," he said.


The band changes her melodies into a punk rock style, which gets a mixed reaction from audiences.


"There are some people that come and say it's awesome, but there are some who said they like the songs, but we're not playing them right," he said. In general, people are happy to hear Teng's songs. "Most of the time we play the song, people sing with us. Sometimes 200 people shout the lyrics out."


Wang Ge, a music critic, said Teng can be compared to Elvis Presley in terms of influence because they both touched on raw human emotions.


"Like Elvis Presley, she invoked an awareness of gender and sexuality issues - probably just pure romance in Teresa Teng's case - through pop music. That's what pop music is about, isn't it?" Wang said.


Wang said her popularity is also due to her timing. Teng came to the Chinese mainland after the opening-up in 1978 and brought romance to the people after they had gone through so much political turmoil, he said.


"In a way, the shocking transformation from revolutionary songs to Teresa Teng is like how people in the West went from 'How Much is that Doggie in the Window' to 'Hound Dog.' It was about repressed desires getting an outlet. That's especially the case for [Chinese mainland] fans," he said.


Wang said it would be hard for another national icon like Teng to rise in today's society.


"A national icon like Teng came somewhat from the lack of choice, because there weren't many pop stars around to choose from at the time. The Internet deconstructs idol worship. Weibo, Twitter, Tianya (and) TMZ ... put ordinary people in the same arena with celebrities, making nobody perfect anymore," he said.

More officials in south China's Guangdong Province have been required to disclose their financial status as part of trials of a scheme combating corruption.


Shixing County's government will ask its 526 officials, including bureau chiefs and county heads, to declare their family assets after the Spring Festival, said Zheng Zhentao, Party chief of Shaoguan City, which administers Shixing, at the first session of the 12th Guangdong Provincial People's Congress.


Assets the officials will be required to declare include salaries, bonuses and subsidies, labor income, real estate holdings, cars and investments, according to Zheng, also a deputy to the provincial legislative body.


Zheng said the financial status of these officials will be available for inquiry on the government's intranet after the Spring Festival, which falls on Feb.10.


"We will make their financial assets known to the public in an appropriate way in the future under the guidance of the provincial discipline authorities," the Party chief said.


He added that the government will push forward public disclosure of officials' financial assets, by drawing experiences from the scheme.


Shixing is one of three regions in the province to pilot the scheme amid increasing public calls for officials to disclose their assets so as to fight against corruption.


The Nansha New District of Guangzhou, provincial capital of Guangdong, and the Hengqin New District of Zhuhai City, have also put in place similar initiatives.

Henna, the first passenger cruise liner from the Chinese mainland, begins its maiden voyage from Sanya in Hainan province to Halong Bay in Vietnam on Jan 26, 2013. Henna will return to Sanya on Jan 28. The voyage marks the first liner from the Chinese mainland formally entering the cruise tourism market. Henna is 223 meters long, 31 meters wide, has 739 passenger cabins which can accommodate 1,965 people. As world economy stutters, nation's businesses focus on domestic sales


Traditional toy makers in China say they are being hit hard on two fronts: a dramatic fall in exports and a huge rise in the popularity of electronic toys.


"Our sales revenue dropped 20 percent last year, largely due to the decline in export orders," said Ye Shuhui, manager of Ningbo Jinfan Toy Co, which sells most of its toys to the United States, Europe and Southeast Asia.


"The world economy has performed dreadfully over the past year and so the gloomy export market has given us enough headaches without even thinking about the challenge being posed by electronic toys."


Although the number of orders picked up in the latter half of 2012, said Ye, it still didn't help much.


Instead of calculating how much profit the company made last year, he added that this year he is still simply thinking about survival.


"Expensive toy making in China still belongs to a labor-intensive industry," he added, meaning that to make ends meet, the only solution has been to raise prices by about 30 percent.


According to estimates by Euromonitor, the market research firm, total retail sales of toys and games in China soared in value from $3.89 billion in 2007 to $8.3 billion in 2011, registering an average annual growth rate of 21 percent.


China's toy exports were worth $11.45 billion in 2012, a slgiht rise of 5.8 percent year-on-year, according to the Shanghai-headquartered Wind Information Co.


For most export-oriented toy makers in Yangzhou, in East China's Jiangsu province, the story is the same, despite its reputation as being the country's best known toy manufacturing area.


"Overseas orders were down by at least 40 percent in 2012 and that's had a huge impact on Chinese toy exports," said Yang Junliang, the sales manager of Yangzhou Oasis Ocean Toys.


"Although labor costs have remained steady over the past year, workers' salaries at around 3,000 yuan ($482) a month are still considered high by factory owners.


"Polyester, the raw material we use the most, has also seen its price rise by about 10 percent since June last year," added Yang, who used to export his toys to United States and most of Europe.


According to export analysts, the world's economy remained stagnant last year.


The US still lacks strength, the European Union remains on the verge of economic recession and economic growth has generally slowed in all developing countries, the key markets for China's top exporters.


Oasis Ocean Toys has now started selling its previously export-targeted products in the Chinese market, Yang said, so the company at least managed to see some growth last year, although not by a significant amount.


This trend of exploring the Chinese market has also started to have a strong influence in Dongguan, a city once known as the "world's factory" in Guangdong province which has always been seen as a key top manufacturing city, according to David Zhang, a research analyst specializing in the toy market with Euromonitor.


"The lousy performance of the overseas market has at least helped to boost the Chinese market by introducing more competition," said Zhang.


"Toy manufacturing has become quite scattered, but the difficulties in the overseas market have meant that stronger companies have been able to consolidate their position, while weaker, less competitive ones have quit," he added.


The leading players in the Chinese market also represent some of the biggest names in the global market.


In October, Guangdong Alpha Animation and Culture Co signed an investment agreement with US entertainment giant Hasbro Inc to establish a joint venture for the development and design of animation toys.


The JV will attract a total of $15 million from both sides and will distribute products and manage the use of brands globally.


The Nasdaq-listed Hasbro is a branded play company providing a wide-range of entertainment offerings based on the company's global brand leaders such as Transformers, My Little Pony, and Monopoly, among others.


Although generally welcomed, the Hasbro deal has signaled the other the big challenge facing Chinese toy makers - that world-renowned companies are keen to get their own slice of the China market.


Hong Kong Trade Development Council reported in its China's Toy Market Report released in August last year that it is estimated about 75 percent of toys worldwide are made in China.


It highlighted the main toy production and export bases are the "five provinces and one city": Guangdong, Jiangsu, Shandong, Zhejiang and Fujian provinces and Shanghai municipality.


The bulk of toy exports are produced to original equipment manufacture orders for foreign brands.


However, the report concluded that foreign products and products made by Sino-foreign joint ventures make up the lion's share of the Chinese toy market and the majority of the locally-made toys remain at the medium- to low-end of the market.


Their product range is limited, with plush toys and wooden toys being the mainstay. In terms of pricing, there is also a huge gap between Chinese made toys and foreign brands.


As such, Chinese toys still maintain a strong edge in the medium- to low-end segments of the market and practically monopolize sales channels in the wholesale market and among individually-run retailers.


Zhejiang Muwan Toys Co, a 40-year-old company, which specializes in the production of wooden toys, started looking at its e-commerce functions as early as 2007.


"Apart from the department store Bao Da Xiang Shopping For Kids, which is famous in Shanghai, we have been using e-commerce a lot and are one of the first toy makers in China to start B2C services," said Yu Jiangnan, its regional marketing manager.


Although the company does no export business, it expected to achieve 30 percent growth in 2012.


"We are also producing toys to our own design, which is another comfort to customers, especially at a time of economic uncertainty," he said.


Like so many area of modern life, electronic devices such as the iPad are having an effect on the Chinese toy industry.


According to industry experts, many parents consider them to be a companion for their children and, as such, should not be seen as a threat to them using or enjoying toys.


The current Chinese toy market is differentiated according to age groups, with toddlers and babies under the age of 5 being the major buyers of traditional toys and those above 5, able to use iPads and other electronic devices to play on, according to Euromonitor.


Much the bigger threat to the industy, it says, is from those companies ignoring intellectual property rights, designing or selling products illegally.


According to Euromonitor, only 60 percent of toy makers in China are considered "authorized".


"Without an awareness of the intellectual property rights, there cannot be sound competition in the market.


"It would also be difficult for Chinese toy makers to establish their own brand names," said Zhang of Euromonitor.
