The Hong Kong Special Administrative Region (HKSAR) government recorded a 64.8 billion HK dollars (about 8.35 billion U.S. dollars) surplus for the year ending March 31, with fiscal reserves standing at 733.9 billion HK dollars, the Financial Services & the Treasury Bureau said Tuesday.


The HKSAR government expenditure amounted to 377.3 billion HK dollars and revenue was 442.1 billion HK dollars.


The bureau said the provisional surplus of 64.8 billion HK dollars is almost the same as the revised estimate of 64.9 billion HK dollars.

President of Cambodia's National Assembly Heng Samrin on Tuesday spoke highly of good relations and cooperation between Cambodia and China, and expressed his gratitude to China for assisting his country in all circumstances.


"China has been playing a very important role in Cambodia. Our two countries have built good relationship in all fields including politics, economics, education, culture, health and defense," he said during a meeting with outgoing Chinese Ambassador to Cambodia Pan Guangxue.


He said in the last 10 years, China was the largest aid provider to Cambodia for the construction of roads and bridges.


"On behalf of Cambodian people, I'd like to express my sincere and heartfelt thanks to the government and people of China for supporting Cambodia in all stages including the stages of national liberation, reconciliation and development," Heng Samrin said.


He also noted that the visit of Cambodian Prime Minister Hun Sen to China early this month was a new testament to both sides' high commitment to further strengthening and expanding the bilateral ties and cooperation.


Meanwhile, he lauded Ambassador Pan for his strong efforts in helping promote friendship relations, solidarity, and cooperation between the governments and peoples of the two countries.


Pan said the year 2013 marks the 55th anniversary of the establishment of diplomatic relations between China and Cambodia and the "China-Cambodia Friendship Year".


Chinese Embassy to Cambodia would organize an event to celebrate the anniversary in June, the ambassador said, extending an invitation to Heng Samrin to attend the ceremony.


Heng Samrin said he would join the event.

Total deposits with authorized institutions dropped 1 percent in March, while Hong Kong-dollar deposits dropped 0.8 percent and Renminbi deposits rose 2.5 percent, the Monetary Authority of Hong Kong announced Tuesday.


Renminbi deposits in Hong Kong rose 2.5 percent to 668.1 billion RMB (about 108.3 billion U.S. dollars), while overall foreign-currency deposits decreased 1.2 percent. The total remittance of Renminbi for cross-border trade settlement amounted to 340.8 billion RMB for March, compared with 221.7 billion RMB in the previous month.


Total loans and advances increased 1.2 percent in March. Loans for use in Hong Kong including trade finance went up 1.2 percent, while loans for use outside Hong Kong increased 1.4 percent. As Hong Kong-dollar loans increased while Hong Kong-dollar deposits declined, the Hong Kong-dollar loan-to-deposit ratio edged up to 80.6 percent at the end of March from 79.7 percent a month ago.


In the first quarter of 2013, loans for use in Hong Kong including trade finance expanded by 3.1 percent, following a rise of 2.4 percent in the previous quarter.


Seasonally adjusted Hong Kong-dollar M1 increased 0.3 percent in March and expanded 17.7 percent year on year. Unadjusted Hong Kong-dollar M3 declined 0.7 percent during the month but grew 9.2 percent from a year earlier.

The Exchange Fund's total assets decreased 9.7 billion HK dollars (about 1.25 billion U.S. dollars) on February, amounting to 2.8861 trillion HK dollars at the end of March, the Monetary Authority of Hong Kong announced Tuesday.


Foreign currency assets saw a 5.2 billion HK dollars increase while Hong Kong dollar assets saw a 14.9 billion HK dollars decrease.


The rise in foreign currency assets was mainly due to valuation gains on foreign currency investments. The decline in Hong Kong dollar assets was mainly due to fiscal drawdowns and valuation losses on Hong Kong equities.


The Currency Board Account showed that the Monetary Base at the end of March was 1.2423 trillion HK dollars, an increase of 9.6 billion HK dollars, or 0.78 percent on February. The rise was mainly due to an increase in Certificates of Indebtedness.


Backing Assets rose 11.1 billion HK dollars, or 0.83 percent, to 1.3429 trillion HK dollars. The increase was mainly attributable to the issuance of Certificates of Indebtedness and exchange gain as the U.S. dollar strengthened. The backing ratio increased to 108.1 percent at the end of March. (1 U.S. dollar = 7.75 HK dollars)

One person was killed and three others were injured in an explosion that occurred Tuesday morning at a university in Nanjing, capital of east China's Jiangsu Province, university sources said.


The explosion occurred at 9 a.m. in a disused laboratory at the Nanjing University of Science and Technology, destroying the lab and shattering windows in nearby homes, according to the municipal fire department.


The university said the explosion occurred while the lab was being demolished by a construction crew.


Rescue efforts are under way and the cause of the explosion is being investigated, local police said.

Taobao, the customer-to-customer online shopping bazaar founded by former English teacher Jack Ma, marks its 10th anniversary in May 2013. It recorded 1 trillion yuan ($1,618 billion) in transaction in 2012.


With its success, a substantial number of new, multifarious or even bizarre jobs have also been created in the virtual world in the past decade.


In April, Alibaba Group, the owner and operator of Taobao and its business-to-customer counterpart, Tmall, released a report about the nearly 200,000 so-called "e-commerce service providers" that have supported and relied on the business.


They included the most lucrative modeling work that can make as much as 50,000 yuan a day, the most fundamental customer service providers, and the illegal, but rampant malicious critics who make a profit by posting negative comments on the store page so that they can be "financially compensated".


Aside from these, there are the other common jobs like online designers, photographers, and professional store managers.


Below are some of the novel ones:


• Online bargainers


The skill of bargaining may be a must-have survival skill in China. But there is a world of difference between having it and mastering it, especially in the more brutal world of Internet, where cheating and swindling are more frequent.


With their wide knowledge of all types of commodities and sharp tongues, online bargainers make a profit from the price gap they manage to negotiate from the original price.


Since the commission they receive is usually low, between one and 10 percent of the price gap created, most of the online bargainers are part-timers who have other day jobs.


Rather than making money, they claim the motivation comes from a successful bargain, as bargaining skill, unlike other hobbies, has few playgrounds.


"You have to be very familiar with the goods and the profit margin, so as to ask for a reasonably low price," Gong Jiawen told the Shanghai Morning Post.


A real estate consultant by day, Gong has opened a bargaining store on Taobao that boasts more than 300 monthly deals. She claims that now she has a very stable clientele who would come to her whenever they want to buy something online.


• Online store decorators


Without a piece of tile or a paintbrush, online store decorators manage to turn an almost blank store into an e-commerce magnet that customers find irresistible.


Statistics from Taobao showed that there are about 800,000 online store decorators who have designed more than 1.7 million stores in the past decade. Some of the decorators were once online storeowners, who started with decorating their own stores before turning professional.


As competition on Taobao becomes more intense with more big and small players, the price asked by an online store decorator has been rising with their ever-greater demand. A tailor-made page, for example, can cost as high as several thousand yuan.

This was the call issued by the country's top leader Xi Jinping on Sunday when talking with outstanding workers ahead of International Workers' Day, which falls on May 1.


Happiness does not fall out of the blue and the dream will not come true by itself. Chinese people need to be down-to-earth and work hard.


Workers from all sectors are the primary force in building a moderately prosperous society and realizing the "Chinese dream" of national rejuvenation and they are, at the same time, beneficiaries when the dream comes true.

The total number of fatalities from H7N9 bird flu in Shanghai has risen to 13 after the death of an 89-year-old man on Monday morning, local health authorities said.


The patient, surnamed Chen, died after 12 days of medical treatment failed, according to a statement from the Shanghai Municipal Health and Family Planning Commission on Monday afternoon.


Chen, a native of neighboring Jiangsu Province, tested positive for the flu on April 17 at the Shanghai Municipal Center for Disease Control and Prevention.


No new H7N9 bird flu cases were reported as of Monday afternoon in the city, where 33 cases have been confirmed, the statement said.


A total of 11 patients in the city have been discharged from hospital after recovering, it added.

Poultry is safe to eat provided it is properly handled and cooked, according to a joint study group on Monday.


To date, there has been no evidence to indicate that anyone has been infected with the H7N9 bird flu virus following the consumption of poultry or eggs, said the study group.


The group was jointly organized by the Ministry of Agriculture and the World Organization for Animal Health.


Fearing a bird flu outbreak, the Chinese government ordered the culling of poultry in some areas and the safe disposal of the animals in order to prevent them from entering the food chain as well as the feed chain.


The study group, made up of experts on veterinary epidemiology, new avian diseases and policies for disease prevention and control, began working in China on April 25 and detected no virus in poultry farms.


They said China had responded adequately to the challenges of the H7N9 avian flu.


The group also suggested that more efforts should be done to better monitor poultry markets and farms, as well as ensure financial and material supply for veterinary agencies and laboratories in the country.

China's best-known annual high-tech fair aims to boost industrial innovation and serve as a driving force to improve the quality and efficiency of economic growth as the nation's economy slows down, officials said on Sunday.


"Industrial innovation will demonstrate an outstanding advantage in building up a new competitive edge and boosting economic development, especially at a time when the economy is not doing well," Xu Qin, mayor of Shenzhen, told a press conference.


The 15th session of the China Hi-Tech Fair, jointly hosted by the Shenzhen government and ministries including the National Development and Reform Commission, the Ministry of Commerce and the Ministry of Industry and Information Technology, will be held in Shenzhen from Nov 16 to 21.


The fair, with an exhibition area of more than 100,000 square meters, has become China's largest and most influential technology fair.


The 2013 session will focus on enhancing the quality and efficiency of economic growth through industrial innovation, said Luo Lei, deputy director of the department of mechanical, electronic and high-tech industries of the Ministry of Commerce.


"We do have concerns about the external economic situation as the global economy slightly improved this year and quantitative easing measures in developed economies added negative influences," Xu said. "But strengthening the linkage among industries, academia, research and capital will be an important way to enhance the quality and efficiency of economic growth.


"Demand at the 2013 fair will be more robust than in previous years and I am confident the fair will help enterprises with industrial innovations ride out the impacts of the financial crisis, just as it did in 2009 after the onset of the global financial crisis," he added.


This year's fair will include high-tech trading, product exhibitions and a forum on Chinese technologies. More advanced technologies and products will be on show to meet demands for environmental protection, while the latest technology from strategic emerging industries and low-carbon sectors will be the focus of the fair's exhibitions, according to Xu, who also heads the fair's organizing committee.


The world's second-largest economy grew 7.7 percent in the first quarter, failing to extend a pickup that began in the fourth quarter of last year when economic growth rose 7.9 percent, stepping out of a seven-quarter slowdown.


Profits of industrial companies with annual revenue of 20 million yuan ($3.24 million) or more registered 464.9 billion yuan in March, an increase of 5.3 percent from a year earlier, compared with a 17.2 percent gain in the first two months of this year, the National Bureau of Statistics said on its website on Saturday.


Xiao Chunquan, a spokesman for the Ministry of Industry and Information Technology, said on Tuesday the industrial sector is confronted by considerable pressure. This stems from a lack of robust growth in consumption as well as in investment of fixed assets.


The preliminary reading for a purchasing managers' index, a gauge of manufacturing activity that was released by HSBC Holdings Plc and Markit Economics on Tuesday, stood at 50.5. This compares with a final reading of 51.6 for March, indicating an unsatisfactory economic performance in April, said Tang Jianwei, an economist at Bank of Communications in Shanghai. A reading above 50 indicates expansion.

Domestic automaker Jianghuai Automobile Co Ltd plans to significantly boost its exports this year, said the company's top executive.


JAC's overall sales goal for the year is 520,000 units, 15 percent of which will be exports, according to the company.


JAC Chairman An Jin said the company sold more than 465,100 units last year, 12 percent of which were exported to more than 120 countries and regions.


The company has more than 500 dealerships and 14 assembly plants overseas.


Founded in 1964 and based in Hefei, Anhui province, the automaker now has a full lineup of independently developed vehicles and components, including light, medium and heavy trucks, multi-purpose vehicles, small recreational vehicles, sedans, buses, construction machinery, engines, transmissions and chassis.


JAC vehicles sell at a higher price in foreign countries than in the domestic market, An said, noting that overseas sales became an important contributor to the 900 million yuan in net profit JAC realized last year.


He said many international distributors recognize JAC as one of the top Chinese auto brands.


On April 19 in Shanghai, JAC and US company Green Tech Automotive signed an agreement to export 2,000 JAC IEV pure-electric vehicles to the United States.


Marianne McInerney, executive vice-president for sales and marketing at GTA, said JAC's continuous improvements in product quality make it "adaptable to every market".


"I think that together we can penetrate into the North American market," McInerney said.


JAC is also displaying the latest product built by its partnership with renowned US truck manufacturer Navistar - the N721 - at the Shanghai auto show.


Norris Wu, general manger for purchasing at Navistar (Shanghai) Trading Co Ltd, said about 500 N721 light-duty trucks will be exported to Mexico this year through Navistar's distributors. The figure is expected to rise to around 1,500 units in 2014 and 2015.


In another development, JAC announced the opening of Fortune Auto Finance Co Ltd during the Shanghai show. This is a 50-50 joint venture with Spain's Banco Santander, which is now Europe's largest bank by market value.


Fortune Auto Finance General Manager Albert Zsolt Farkas said he hopes the financial services it offers can help boost JAC's vehicle sales and win more customers.


"So far, we've received more than 300 applications from our customers," said Farkas.


Currently, JAC vehicles are being sold throughout Asia, Africa, Europe, South America and now in North America.


JAC sold 142,600 vehicles in the first quarter of this year, a jump of 19.25 percent from a year earlier and accounting for 27.4 percent of this year's sales target.


JAC aims to sell 1.6 million units annually and achieve revenue totaling 100 billion yuan by 2015.

Jia Lasen, vice head of the Buddhist Association of China and a top Buddhist leader in north China's Inner Mongolia Autonomous Region, died at the age of 66 on Sunday, according to local authorities.


Jia, who was also a member of the 10th, 11th and 12th national committees of the Chinese People's Political Consultative Conference, died of an unspecified illness in Hohhot, the regional capital, according to the region's Communist Party of China (CPC) United Front Work Department.


The Buddhist Association of China sent message of condolence to the Buddhist association of Inner Mongolia on Sunday.


Jia Lasen was elected head of the Buddhist association of Inner Mongolia in 2004.


Jia, a Mongolian, was also a professor at Inner Mongolia University.

The arrival of the H7N9 bird flu has affected China's tourism industry, with tourists shunning wetlands and farms while restaurants eliminate chicken and duck from their menus.


More than 120 human H7N9 infections, including 23 fatal cases, have been reported in China thus far, raising concerns about a possible lull in domestic tourism that occurred during the SARS epidemic a decade ago.


The three-day May Day holiday begins on April 29, with many urban Chinese travelling around the country for short trips.


Tour agencies in Shanghai said local "agritainment" farms have been hiding their fowl in order to quell concerns about the virus. H7N9 cases have been reported in the eastern city, as well as nearby provinces of Zhejiang, Jiangsu and Anhui that are favored by holiday makers in Shanghai.


"All free-ranging fowl have been penned," said Chen Zhennian, manager of a Shanghai-based tour agency. Tourists used to enjoy the sight of roaming birds in farm-style hotels but now fear their presence, he said.


Other farms have canceled activities that could expose tourists to live poultry, while rural restaurants have eliminated chicken and duck dishes, according to Chen.


H7N9 cannot be acquired by eating chicken or duck, as the virus is killed by high temperatures when the meat is cooked thoroughly.


According to a nationwide survey of tourist agencies conducted by Hongyuan Securities, group tour packages in east China that were hit hardest by the bird flu have not seen a drop in price, although wetland visits have been removed from the agencies' recommendation lists.


In Shanghai, where more than 30 H7N9 cases have been confirmed, train stations are gearing up for an influx of tourists and shopping malls have put up discount flyers to attract non-local shoppers.


Shanghai resident Xue Wei said the bird flu did not affect her family's plans to travel to south China's Hainan Province, a popular vacation destination.


"The only difference is that we will not eat the famous Hainan chicken rice this time," Xue said.


Business observers said that although the virus may deal a blow to agritainment farms and wetlands, its impact on general tourism will be limited.


Chen Yiting, a tour guide from the city of Nanjing in east China's Jiangsu Province, said tourists have spurned the city's famous salted duck.


"Their reaction is understandable and has not caused trouble for our business," Chen said. "This is very different from the SARS panic in 2003, when I guided almost no tourists for half a year."

A new policy that requires vehicles used by the People's Liberation Army (PLA), as well as armed police, to have new license plates will help curb irregularities in the use of such vehicles as part of the government's anti-corruption drive.


Drivers of military vehicles are privy to a variety of special benefits, including exemptions from paying road tolls and parking fees.


These benefits have led some to create fake military license plates, as well as resulted in the abuse of genuine plates and the private use of military vehicles by government officials and wealthy individuals who are not supposed to use the vehicles.


Some of the genuine plates have been illegally sold to civilians who wish to enjoy the privileges they bring. Private and local government vehicles, some of the luxury cars, have been seen sporting military plates as well.


It is hoped that the new license plate policy will help to reduce such irregularities and dispel public anger resulting from military license plate abuses and other forms of corruption.


Information technology will be used to prevent the plates from falling into the wrong hands. The military has said that it will vigorously investigate and punish those to attempt to produce false military plates.


The military will be aided by the public in this matter, as the Internet has become a powerful tool for citizens to supervise the use of the plates and expose their misuse. Once outside the confines of military barracks, military vehicles will be under the close watch of the public eye.


However, replacing plates is only a starting point for the military and government to curb corruption. Those who use military vehicles must follow the government's call to improve their work style, reduce extravagance and cultivate a more frugal and hard-working image.


The new policy is about more than just replacing license plates. It is intended to reduce abuses of power and the neglect of duty, as well as improve public trust in the military and maintain social harmony.


The military must tackle corruption on wheels before it can improve its ability to safeguard the country.

A robot industrial base with an estimated annual output of 50 billion yuan (8 billion U.S. dollars) will be established in northeast China's Liaoning Province, local authorities said.


Located in Shenfu New Town, a development zone in Fushun City, the industrial base will cover an area of 5 square kilometers, said Zhao Qibin, deputy director of the town's management committee, at a press conference on Saturday.


According to Zhao, the industrial base will be completed by the end of 2017, and it will mostly develop robots and other intelligent equipment after academies and technical centers are established there.


The Liaoning provincial government has rolled out measures such as tax reductions and the entrance of venture capital to support the program, which Zhao said will be the country's largest robot industrial base by 2030.


The robot industry is gaining momentum in China, as robots are gradually replacing traditional human laborers, especially in the fields of rescue, assembly, printing, transportation and welding.


To promote the application of relevant technologies and products, the China Robot Industry Association was set up in Beijing on April 21.

This newly-opened line between China and Europe has some clear advantages. Compared with the Chongqing-Xinjiang-Europe Line, which was dubbed a new silk road when it started operating last year, the new line is faster by about 2 to 4 days.


Compared with the traditional sea shipping route linking China and Europe, at least one month of journey time is saved. Transporting goods on the new line is about a quarter of the cost of transporting goods by air. After the train arrives at Lodz in Poland, the goods can then be distributed to any place in Europe within 1 to 3 days.

China's Ministry of National Defense says Chinese military planes are carrying out normal patrol flights near the Diaoyu Islands. The statement comes in response to Japanese reports that more than 40 Chinese military planes have made flights close to the disputed islands.


China says Japan last Tuesday deployed F-15 fighter jets and P-3C anti-submarine patrol aircraft to monitor, track and disturb the Chinese patrols and the Chinese side took measures to deal with that.

These giant 40 foot containers in Chengdu are bound for Europe. They will get there not by sea but by rail.


A 9,800 kilometers rail link between Poland and China will get these containers to Lodz in Poland in 14 days. One-third of the time it would take by the sea route. The rail link is the first direct link between the two cities and has been appropriately dubbed the "Iron Silk Road".


Zhou Min, Deputy Director of Chengdu Customs District, said, "We have streamlined the process of clearing the customs, and used EPS and EDI instead of manual work to monitor the whole trip, which makes the route to be the fastest cargo train service."


The new rail route is part of the effort of Chengdu to improve its infrastructure and establish itself as a major logistics hub in China.


The idea is that Chinese imports coming in from Europe can be distributed to the rest of the country from Chengdu.


The reverse is also true. Lodz in Poland hopes to be the distribution point in Europe for Chinese imports into the continent.


This direct transit between the two countries avoiding the traditional sea route is a huge cost and time saver as well. Some estimates put the savings at 75 per cent of the original costs.


The rapid growth in infrastructre and logistics has brought many opportunties to Chengdu in the recent past. And the current rail link demonstrates that.


The first direct train is leaving Chengdu to Poland soon. With more international rail routes opening up, many believe that Chengdu will soon become a logistic hub in western China, atracting more industry to come.

The municipal government has expanded i-Shanghai, the free public wireless Internet service, to 400 locations, according to the official microblog of Shanghai Municipal People's Government Saturday.


The service provides users with two free hours of Wi-Fi access each day at public places around the city, including transportation hubs, pedestrian streets, parks, scenic spots and hospitals. Newly-added places include the Shanghai Zoo, Shanghai Library and Hongkou Football Stadium.

Chinese special envoy to the Middle East Wu Sike on Saturday held talks with several Palestinian officials in a bid to push forward the stalled peace talks between Israel and the Palestinians.


The new Chinese leadership "backs the exerted efforts to push forward the peace process and to resume the stalled negotiations between the two sides based on a two-state solution," Wu told a news briefing in the West Bank city of Ramallah.


"China is always interested in the peace process and finding a just and comprehensive solution to the Palestinian cause," Wu noted.


According to Wu, China is willing to exert every possible positive effort in coordination with the Palestinians, the Arab states and the international community to establish a full sovereign Palestinian state.


Wu said that he had invited Palestinian President Mahmoud Abbas to visit China on May 5, which would be an opportunity to trade views over the latest development in the region and ways to coordinate backing the peace process.


"China backs the establishment of a Palestinian state on 1967 borders with east Jerusalem as its capital," he underlined.


Meanwhile, Tayeb Abdel Rahim, secretary-general of the Palestinian presidency, told reporters that he briefed the Chinese envoy over the exerted efforts to push forward the peace process, reiterating that the Palestinian side is ready to cooperate with any effort that aims to resume the talks with Israel.


"The resumption of talks need an Israeli recognition of the two- state solution based on 1967 borders, stopping settlement building, releasing Palestinian prisoners in Israeli jails and solving other permanent status issues," said Abdel Rahim.


The senior Palestinian official added that upgrading the Palestinian representation in the United Nations to that of a non- member observer state "opened the doors for the Palestinians to join all the UN organizations in case Israel denies the basic principles of the peace process."


"We count on China's influential role, therefore we call on China to exert more efforts with other parties to get the peace process out of this deadlock and to rescue the region from unexpected negative consequences," said Abdel Rahim.


Earlier on Saturday, Wu held talks in Ramallah with senior Fatah movement leader Abbas Zaki, who briefed Wu over the Israeli violations against the basic principles of the peace process.


The two sides also discussed attracting Chinese investment to the Palestinian to back the Palestinian economy and create jobs opportunities.


Wu also met with Nabil Shaath, who is in charge of foreign relations in the Fatah movement. Shaath called on China "to play a more influential role in the peace process," adding in a press statement that halting Israeli settlement must be done before resuming any talks.


"Despite the marathon visits of U.S. Secretary of State John Kerry to the region, so far a new initiative or plan to revive the peace process has not been crystallized in order to convince Israel to complete its full withdrawal from the occupied Palestinian territories," said Shaath.


Samer Anabtawi, a political analyst, told Xinhua that the Palestinian leadership "is looking forward to an effective and influential Chinese role in the peace process, which would help strengthen the Palestinian stance and create international balance in the region."


"China, a great and powerful country politically and economically, should play an essential role in the region and in the world," he said, adding that "I believe that there is a growing role of China in resolving the Palestinian cause as well as creating the needed balance."

Chinese chefs have been experimenting with new ingredients for thousands of years, but sometimes they rediscover something old, like truffles, Pauline D. Loh and Guo Anfei find.


In the foothills of the Tibetan mountains, they have been feeding truffles to pigs for centuries, especially when the boars are reluctant to mate. That's when the farmers go into the mountains and forage in the pine forests for black fungus to get them in the mood.


These little black lumps were exclusively swine fodder, for the locals wouldn't have dreamed of eating them, mainly because of their peculiar aroma.


All that has changed of course, and the farmers now hunt the truffles to sell at high prices, while the boars are left to Mother Nature's whims.


"People have described the scent as a cross between onions and garlic. Some have compared it to the smell of old shoes, others have described it as earthy sandalwood, but no one has been able to pin down an accurate description," says executive chef Wang Chuanshu of the Wild Duck Lake Resort on the outskirts of Kunming.


The resort is a sort of retreat for the well heeled, who return to their sprawling holiday villas every weekend, and book their lunches and dinners at the chef's Yan Yu Restaurant, where they expect to be pampered.


Wang delivers with the best local ingredients, traditional treasures from mountains and seas beloved by Chinese gourmets.


One of the new favorites of his upmarket clientele is the Chinese black truffle, which Wang buys in season and carefully chills in special cold storage so he has a yearlong supply.


A lot of credit goes to the chef, who has done his share of homework.


"Unlike Western diners, the Chinese do not like the texture of raw truffles, which tend to be a bit woody. We have had to experiment to improve the texture."


For the Chinese chef, a successful creation must have color, fragrance, taste and texture, none of which can be missing.


There is no doubt the truffle has fragrance, so the task before him was how to exploit this quality while improving its taste and texture. Chef Wang has come up with quite a few innovative ways to enjoy truffles, the Chinese way.


First, his truffle banquet starts with a pot of tea in which thick slices of Chinese black truffles are infused in hot water. This is an amazing way to enjoy the aroma, and it incorporates an ancient Chinese culinary tradition. A single wolfberry provides a spot of color and a touch of sweetness. Nothing else is needed other than the oddly savory fragrance of the truffle.


This savory scent is again accentuated in a chicken and abalone soup, where truffle slices are added in the final half hour of simmering to bring out its full fragrance. Yunnan chicken is known for its flavor, so when you add a whole fresh abalone and truffles, you can be sure the consomm is a winner.


Next came the texture test and this is where the chef enlists the help of other Yunnan produce. A sashimi selection of the best local mushrooms and herbs is presented on a mountain of crushed ice, featuring the truffle and its cousin.


Xingbao mushrooms, poached in chicken stock actually tastes like finely sliced abalone. Sandwich a slice of truffle between two slices of this and you get a taste and texture sensation that can be addictive.


Raw, chilled slices of arrowroot occupy one corner of the ice mountain, and acts as a palate cleanser. On the other corner are translucent slices of fresh tianma, the gastrodia rhizome that is a tonic for headaches. The clean, crisp taste of the tianma is echoed in the petals of fresh sweet lily bulbs, while the whiteness of both is offset by bright red cherry tomatoes.


I thought the truffle slices were a bit overshadowed by the palette of textures from the other ingredients on the platter, but it was a truly attractive starter and I found it hard to complain.


The chef also pairs a braised beef belly with a heavily scented truffle sauce, but while others at the table obviously enjoyed this offering, I thought the chicken consomm still won hands down when it came to displaying the truffle's best quality.


Finally, Wang showed off a playful side of his creativity by offering us truffle-scented egg tarts, which immediately reminded me of how an Italian chef described how he would place his truffles in the egg basket so the eggs would be scented.


That was probably what inspired the chef with his egg tarts. They were buttery and decadent and were marked with Chinese characters that made them pieces on a chessboard. It was a fitting final move, because where Wang and truffles are concerned, it's checkmate.

Jiutian Goddess Temple, literally Nine Heavens Goddess Temple, is located about 20 kilometers to the northeast of Jixian County in north China's Shanxi Province.


The old temple had been repaired many times in the past; however, it has been neglected for a long time. According to an inscription on a tablet, the last repair took place in the Minguo Period. Currently, the old temple has become dilapidated, many tiles on the roof have fallen off or got damaged, and the edge of many rafters got rotten. Fortunately, most of the temple murals are still intact.

Municipal government departments will be given access next month to a new platform that tracks the credibility of companies and the credit rating of individuals, local media reported yesterday.


From May, government officials will be able to access records of behavior of companies and individuals collected by administrative and judicial governmental departments and utility providers in the course of their work, according to a report by the Shanghai Morning Post.


Examples include records of companies that performed badly in carrying out contracts, and individuals who have fallen into arrears on their utility payments.


The platform will be used in granting government contracts and allocating government spending, the Shanghai Municipal People's Government said on its official website.


From the end of this year, individuals and enterprises will also be able to access the platform. However, it remains uncertain whether information on individuals will be made available to the public due to privacy concerns, said Yang Qinwei from the public relations department of the Shanghai Municipal Commission of Economy and Information.


The platform mainly depends on existing government databases and the cross-departmental information sharing system. It is part of the government's efforts to build a broader social credibility system.


The government has been conducting 13 trials across 12 key sectors to promote the recording and sharing of data for the system.


For example, this month the Shanghai Municipal Transport and Port Authority began recording infringements by drivers, and punishing those with poor track records.


The government is also working on laws and regulations that will support the construction of the broader social credibility system.

Two men who were wrongly jailed for almost a decade are demanding 7.02 million yuan (1.1 million U.S. dollars) in compensation from the state, officials at the Higher People's Court in east China's Zhejiang Province said Saturday.


The court acquitted Zhang Hui and his uncle Zhang Gaoping of rape on March 26 this year after a retrial found insufficient evidence to support their conviction.


The court also notified the two of their lawful right to seek state compensation upon their acquittal.


The application for compensation has been submitted, said court officials, adding that the court will handle the case in accordance with the law so that the two men can get their lives back to normal as soon as possible.


Zhang Gaofa, elder brother of Zhang Gaoping, said the sum that they are demanding is reasonable. It includes state compensation and other subsidies for the number of years they spent in jail.


According to court hearings, on the night of May 18, 2003, the Zhangs gave a ride to a 17-year-old woman surnamed Wang when they were transporting freight to the provincial capital Hangzhou. The woman was found dead the next day.


Police detained the pair on May 23, 2003, as suspects in Wang's death but failed to provide physical evidence to bring charges against them.


Under pressure, Zhang Gaoping said they were forced to confess to the crime of rape during police interrogations.


Provincial authorities are still investigating the wrongdoings concerning all law enforcement organs over the wrongful convictions.


The payment the Zhangs are demanding is much higher than the 650,000 yuan of state compensation given to another wrongly convicted man, Zhao Zuohai, a farmer in Zhengzhou, central China's Henan Province, in 2010.


Zhao served 11 years in prison for murder. However, the man he was alleged to have murdered turned up alive. Zhao was released in May 2010.


He said the police tortured him into making a confession.

A landslide in southwest China's Guizhou Province on Saturday afternoon has left one villager dead and six others missing, local authorities said.


Eight villagers were buried after the landslide hit Mawo Village near Bijie City at 12:50 p.m., said an official with the publicity bureau of Bijie's Qixingguan District that administers the village.


One villager has been pulled out alive while another was found dead, and six others remain buried, the official said, adding that an all-out rescue attempt is under way.

China and France should open their markets up wider to each other in order to increase cooperation on trade and investment, Chinese Premier Li Keqiang urged on Friday.


Li made the comments when he met visiting French President Francois Hollande in downtown Beijing. He said China and France, highly supplementary in their economies, share huge potential for cooperation.


"The two sides shall work to transfer the potential into actual product with a spirit of mutual benefit and innovation," Li told Hollande.


He also voiced his opposition to trade protectionism, suggesting the two not only concentrate on jointly exploring their domestic market, but also work together to increase their share and competitiveness in international markets.


"To give full play of cooperation between two businesses at various local levels and create fair and favorable conditions for them," the Chinese premier suggested.


Applauding the robust growth of the bilateral ties and many common interests, views and ideals shared by China and France, Li expressed his wish for the two nations to score bigger achievements in the future.


Li said China hopes to see a united, prosperous and stable Europe and will continue its support for the continent to tackle the sovereign debt issue.


Agreeing with Li's views on bilateral relations, Hollande noted that the two nations should make concerted efforts to promote global governance and tackle the challenges as the world needs France as much as it needs China.


The economies of both nations, as well as Europe, interdepend on each other and the French side will work with China to expand and step up bilateral cooperation in the various fields in an aim to yield mutual benefits, Hollande said.


The French president also expressed his appreciation for China's support to back Europe and the euro and pledged to help push forward China-EU relations.

Shanghai stocks declined to their lowest in four months yesterday as investors took a cautious attitude ahead of the May Day holiday.


The Shanghai Composite Index fell 0.97 percent to 2,177.91, the lowest close since December 24. The key index lost 2.62 percent for this month.


"Risk aversion has been rising in the market as the holiday approached, and the sharp decline in shares that were strong in the earlier session indicated that investors were choosing to leave the market to secure profits," Guosen Securities said.


Domestic stock markets will be closed for the next five days - over the weekend and the three-day May Day holiday.


Jing Ulrich, JPMorgan's managing director and chairman of China equities and commodities, said investors have been taking a wait-and-watch stance as the key index stayed between 2,200 and 2,450 points in the past three months. That cautious sentiment is likely to continue after China posted lackluster first-quarter data.


China's economy expanded 7.7 percent in the first quarter, short of the market expectation of 8.2 percent.


PetroChina Co lost 0.5 percent to 8.48 yuan (US$1.38) after saying first-quarter ear-nings slumped 8 percent.
