One of the Australian scientists who took part in the latter stages of the development of the first flight data recorder reckons searchers might never find the black box from Malaysia Airlines flight MH370.[Special coverage]

Dr Bill Schofield, who worked as a researcher for black box inventor, Australian scientist Dr David Warren, at the now defunct Royal Aeronautical Society in the 1960s, said he believed the MH370 black box would be almost impossible to find in the vast stretch of the southern Indian Ocean, where the aircraft is thought to have crashed.

Speaking to Xinhua by phone from his Melbourne home Monday, Schofield said the tragedy had highlighted the limitations of the cockpit voice and flight data recorders.

"All they are today are a computer with a hard disc that records an enormous amount of information -- just about all the information you could possibly think of on an aeroplane is recorded on them," he said.

"I've got to say I think their chances of finding this black box in very deep water when they don't know where it went down within an area of 1,000 km are practically nil," said Schofield, a former director of the Aeronautical and Maritime Research Laboratory at the Australian government's Defense Science and Technology Organization.

One alternative to the aircraft data recorder and radar monitoring would be satellite transmission of flight data, but the world would need a satellite system that could handle a huge volume of data, he said.

"This plane was well outside normal trunk routes where you can download information as it goes along. There are no downloading stations in the southern Indian Ocean," he said.

"It could transmit it all up to a satellite, but can you imagine how many aeroplanes are flying at any one time in the world and all of them saturating the satellite time? Satellite time is very valuable anyway. It would mean an awful lot of satellites."

A longer battery life for the black box locator "pinger" was also possible, but the effects of an environment like the southern Indian Ocean were still unknown.

"Look how deep the water is. You're talking about kilometers- deep water 5 km deep. A more powerful signal would be great if you didn't drop it at the bottom of very deep water. The pressure of the water would be extreme," he said.

China, UK sign deal on RMB clearing bank

The United Kingdom and China signed an agreement on Monday to work on setting up a clearing and settlement service for renminbi transactions in London, following the signing of a similar agreement between Germany and China on Friday.

The two agreements highlight fierce competition between European financial centers to take advantage of the renminbi's internationalization.

"The agreements both Britain and Germany signed with China show that European powers are keen to engage in opportunities arising from the renminbi's internationalization," said Andrew Carmichael, a partner at the London-headquartered law firm Linklaters.

Financial sector experts in London have welcomed the new memorandum of understanding signed between the Bank of England and the People's Bank of China, the nation's central bank, hailing it as a milestone in boosting London's advantage in becoming the premier Western hub for handling offshore renminbi transactions.

Gerry Grimstone, chairman of TheCityUK, a London-based financial services association, said the agreement between BOE and PBOC will cement London's position in renminbi trading.

"This, in turn, will underpin ever greater flows of trade and investment between the UK and the world's second-largest economy," Grimstone said.

Mark Boleat, policy chairman for the City of London Corp, added that a potential clearing bank in London will help reinforce confidence in the British capital for renminbi activities. "It should encourage more UK companies to use the renminbi as a currency for international trade," he said.

Carmichael said the signing of the MOUs is an indication that PBOC has concrete intentions to work with the central banks of both Britain and Germany to set up a clearing bank, rather than just as a gesture of "warm friendship".

He said Britain and Germany are not in competition with each other to secure a clearing bank because it is possible for Europe to have multiple official clearing banks appointed by the PBOC.

"For example, in Asia, there are clearing banks in many financial centers, including Hong Kong, Macao, Singapore and Taipei. So, the same can happen in Europe," Carmichael said.

Carmichael also said that having a clearing bank in a European financial center will help renminbi transactions locally because deals no longer will have to be cleared through Hong Kong.

"So you will have your local clearing bank in your time zone. This makes transactions easier and will save time and costs for some transactions," he said.

Maggie Zhao, a senior associate at the Clifford Chance law firm in London, said although there is no pressing need for any financial center in Europe to set up clearing services with PBOC, appointing a clearing bank in Europe nevertheless is a demonstration of political commitment.

"Having a clearing bank in Europe would support the efficient transfer of renminbi funds in the European time zone, so a European clearing bank would complement the role of Hong Kong's clearing facilities," Zhao said.

"The agreement on Friday shows Germany's hope to position itself as a strong renminbi center in Europe. And the agreement signed between Bank of England and PBOC on Monday shows the same initiative taken by the British government. They are all very keen to support their countries' financial industries in increasing renminbi transactions," she said.

Global use of the renminbi has gained momentum since China started to liberalize its currency after the financial crisis of 2008.

Renminbi use in international trade finance grew to 8.66 percent in October 2013, from just 1.89 percent in January 2012, according to Society for Worldwide Interbank Financial Telecommunication figures.

This milestone made renminbi the second-most used currency for trade finance internationally, just behind the US dollar, which has a share of 81.08 percent. About 18 percent of China's global trade is now denominated in yuan, compared with less than 1 percent nearly four years ago.

Geologists have found large masses of hot dry rock (HDR), a form of clean energy, in northwest China's Qinghai Province, local authorities said on Monday.

The rocks, at least 150 square kilometers in area, were found 2,230 meters under Qiabuqia Township in Gonghe County, in the northern part of the Gonghe basin. It is the first time such a huge amount of HDR has been found in China.

The HDR is usually buried 3,000 to 10,000 meters under the earth's surface. It can be used to generate clean electricity through its high temperature.

The breakthrough was made by a China Geology Survey geothermal energy project, in partnership with Qinghai's department of land and resources. The project has been two years in the making.

Yan Weide, dean of the provincial institute of hydrological and geological engineering investigation, said HDR is effective in easing environmental problems caused by the greenhouse effect and acid rain.

The discovery will not only contribute to research on HDR, but could help China's regional energy restructuring process, said Wu Tingxiang, director of the Qinghai bureau of geology, mineral exploration and development.

The amount of HDR on the Chinese mainland is estimated to equal about 860 trillion tonnes of standard coal, 260,000 times that of China's current annual energy consumption.

Only a handful of countries have mastered the technology regarding power generation using HDR, including the United States, Japan and Sweden.

Franshion Properties (China) Limited, the Hong Kong-listed real estate arm under Sinochem Group, will invest 2 million yuan ($323,000) this year in the research and development of green technologies, according to the company's chief designer.

"We did a lot of research in green buildings last year and plan to increase our investment in this field to 2 million yuan this year," Sun Guodong, chief designer of Franshion, told China Daily at the Tenth International Conference on Green and Energy-Efficient Buildings & New Technologies over the weekend.

Meanwhile, the company has signed a deal with China Academy of Building Research and Shanghai Architecture Science Institute to promote cooperation in the research of green buildings.

Developing green buildings has been a core strategy and competitiveness for Franshion.

The company just introduced Asia's first platinum-certificated LEED school in Guangqu Jinmao Palace, a project along the capital's eastern fourth ring road.

LEED, or Leadership in Energy & Environmental Design, is a green building certification program that recognizes best-in-class building strategies and practices. To receive LEED certification, building projects satisfy prerequisites and earn points to achieve different levels of certification.

According to Mahesh Ramanujam, CEO of US Green Building Council, there are 35 LEED schools with platinum certification around the globe.

Putting the tea back into high tea
http://www.ecns.cn/experience/2014/03-31/107375.shtml
Mar 31st 2014, 05:48

2014-03-31 14:48 chinadaily.com.cn

High tea was not something I grew up with, but something I have grown to love. It hasn't always been about the tea for me, but rather the "event" of high tea - a few leisurely hours sipping tea and nibbling on finger sandwiches, scones with jam and clotted cream, and beautiful pastries and cakes, while catching up with a good friend.

However, it has now been pointed out to me that the focus of high tea should really be about enjoying a rejuvenating cup of tea in the afternoon between lunch and dinner. All the food that comes with the tea is there to complement the beverage, rather than the other way around, as it seems to be today. In fact, in some restaurants, you can order even coffee instead of tea during high tea.

Dilmah, a family-owned and operated tea company based in Sri Lanka, recently held the first Real High Tea Challenge in Hong Kong. Each team of two was challenged to put the "tea" back into high tea. Contestants needed to demonstrate an understanding of tea and using it as an ingredient in beverages and food items. Basically, contestants needed to show they knew how the flavor is affected by where tea is grown (the terroir), how different teas taste, different brewing techniques, plus the use of other ingredients sourced from family businesses like Dilmah, if possible. Outstanding presentation and elegant service were also criteria.

The 13 teams, each consisting of a chef and a food-and-beverage person, were from hotels in Hong Kong. The teams competed for gold medals and the chance to attend Dilmah's School of Tea in Colombo, Sri Lanka, and to compete against regional competitors in early 2015.

Each team had to create a pairing, a beverage and a food item, within a specified time frame. The contestants used a minimum of four varieties of tea, served both hot and cold, and with and without alcohol. Four different pre-prepared high tea nibbles were paired with the tea beverages - two sweet and two savory items.

Simon Evans, executive chef of the Hong Kong Cricket Club, says the challenge for the chefs was to find out how to use the teas in cooking: "Which teas were good for using as a crust when pan searing or when baked in a cake - Did the flavor overpower? Or did the cooking actually kill the flavor of the tea?

"This took weeks to develop and every tea we were given was used in up to five different ways in trying to create a dish. Nothing was left to chance and every avenue to the art of tea making and cooking techniques was explored."

In the end, the Island Shangri-La team and the Hong Kong Cricket Club team tied for the gold. Their creations showed a good understanding of tea and how to use it as an ingredient, and in the Island Shangri-La's case, the presentation showed a lot of dramatic flair with their Hollywood movie-themed pairings. The Island Shangri-La's "In the Mood for Love" pairing of the refreshing Maggie & Tony (natural rosehip and hibiscus) and Clementine Tangerine with Nuwara Eliya Pekoe Sorbet was very well received. The judges said they were impressed by the crispness of the pastry and the lovely textures the team presented. This team worked very well together and had a lot of fun while they were presenting, with high fives after each dish, all the while being completely professional.

The judging was done by a panel of culinary experts and, of course, a tea expert - Dilhan C. Fernando, son of Dilmah founder Merrill J. Fernando. He was joined by high-profile chefs Bernd Uber and Peter Kuruvita. Since its launch, the Dilmah Real High Tea Challenge has taken place in countries including Australia, Singapore and the Netherlands. Points are awarded based on a World Association of Chefs Societies-approved point system.

"We were extremely impressed by the high standard demonstrated," Fernando said at the end of competition in Hong Kong. "We look forward to welcoming today's winners to our beautiful Tea School in Sri Lanka to compete in Dilmah's Real High Tea Global Challenge in early 2015."

High tea has definitely been transformed for me. It is now not only a time to relax and recharge, it has also become a time for me to learn to savor my cup of tea and truly enjoy the experience.

A 'new broom' makes a sweeping entrance to a top kitchen.

There is an old Irish saying: "A new broom sweeps clean, but the old brush knows all the corners." Luckily, the new broom in what is arguably the city's best French kitchen is inheriting a kitchen that hasn't been left to him with dirty corners.

Paul Eschbach, the executive chef at Jean Georges, is the new "broom". And the "old brush" he is replacing is Kin Lam, a bohemian-looking Hong Kong native who has reigned over the restaurant since its opening 10 years ago and made it almost as popular as its counterpart in New York City.

Sounds like a lot of pressure? Not for diners, except for the fact that the newly arrived robust, onetime computer-science major from the US has waved his magic spatula and created a long menu to explore.

As a starter, the Japanese risotto is a beautiful marriage of cuisines. The moist grain is perfect to comfort a lost soul on a still-cold night, and some tingling, flirty Southeast Asian flavors add fun for your comforted soul - five herbs and an extra touch of porcini marmalade.

Our two main courses, roasted cod and seared beef tenderloin, are both oversized. Eschbach replies like a disheartened innocent: "So you think so too? I just want to share as much food as possible when it's really good."

He is right about the quality of the food. The delicate cod is beautifully moist, and the sauteed mushrooms like little umbrellas tucked below have collected the juices to savor as you cut the fish apart. The beef, on the other hand, is more masculine. The black-pepper consomme elevated the flavor of the meat and the searing developed a rich crust.

Dessert seems almost no-go territory for new brooms or old. Jean Georges Vongerichten claims to have invented the molten chocolate cake back in the 1980s, and his restaurants have made the classic Jean-Georges Chocolate Cake synonymous with the place. Like the views of the Bund and the extensive wine list, this is why you are here. It's almost sacrilege to order anything else.

The new broom gives it a try, though, with a seasonal special: Berries Sangria topped with Pistachio Foam and Fromage Blanc Sorbet. It's light and delightful, and said to be inspired from some latest fashion runway look. But it seems completely overshadowed by the chocolate cake, an also-ran unless you just don't care for chocolate.

Long live the king of waltz

Get ready to clap, jump and have a rollicking good time when Dutch violinist-conductor Andre Rieu performs in Shanghai.

Andre Rieu is "another name for waltz", a Chinese music critic has said.

The Dutch violinist-conductor and his Johann Strauss Orchestra play the waltz like no other group, according to Rudolph Tang. Tang says: "He is a dream maker; he is the king of waltz."

Rieu will make his China debut on April 12, at Shanghai's Mercedes-Benz Arena. In contrast to the serious and silent experience of other classical concerts, audiences should get ready to sway with the conductor and orchestra, hum along, clap and even jump up and down.

Rieu has had very successful tours in many countries of Europe and other parts of the world since he founded JSO in 1987. He was involved in a waltz revival, encouraging greater public interest in the genre.

At Rieu's concerts, women musicians wear giant hoop skirts in bright colors, and men wear sashes on their shoulder. "He has had great success reproducing the ambience of the early 20th-century Belle Epoque," Tang says.

Rieu and JSO's playing brings audiences back to the golden age of Europe, before World War I, when Europe was wrapped in an optimistic atmosphere, with confidence in the future, and great breakthroughs were achieved in art, science and technology. Johann Strauss was the Elvis Presley of the time. People used to dance to his waltz until they collapsed.

"This Shanghai concert marks his first visit to Asia," says Wu Liangyu, a staff member with Shining On Culture Co, Ltd, the company responsible for the promotion of the much-anticipated gig in Shanghai.

"He has high expectations for the Asian market, and is ready to take some financial risks as audiences here are not familiar with his act. Andre chose to give the performance in the Mercedes-Benz Arena rather than a traditional concert hall, because he wanted a different experience."

Rieu was born to a musical family in 1949. His father was a conductor, and he started to learn to play the violin at 5. As a child, "I remember the huge orchestra and the wonderful sound it made ... but even then I can remember being surprised at the somber atmosphere during the concerts. Everybody looked so serious. You weren't supposed to cough or laugh, even though the music seemed to me to radiate so much joy!" Rieu says on his official website.

He believes this atmosphere intimidates people and keeps them away from classical music, and he set out to create an orchestra that is different.

"You'll see me and the orchestra, and the audience, too, all having a lot of fun together," he says.

The internationally awarded violinist has managed to maintain high quality for the orchestra and music, Tang says. Rieu and JSO have won a number of awards together, including two world music awards. Recordings of these concerts have gone gold and platinum in many countries.

Traditionally violinists and pianists also worked as the conductor of the orchestra, but now only a handful of musicians carry on with the practice and Rieu is one of them.

Rieu has involved some incredible people with his act, Tang says. Among his repertoire, And the Waltz Goes On has been composed by the Oscar-award winning actor Sir Anthony Hopkins.

For his performance in Shanghai, German athlete Britta Heidemann will work as the interpreter onstage. Heidemann is a world champion in fencing and won a gold medal at the 2008 Olympic Games in Beijing.

Rieu will play a 1667 Stradivarius violin. More than 60 members of JSO will be on tour with him in China.

Two Chinese vessels are in a new area in the Indian Ocean to search for missing Malaysia Airlines Flight MH370.  [Special coverage]

The Chinese navy vessel Jinggangshan, which reached the new targeted waters early Saturday and carries two helicopters, is expected to focus on searching for plane surfaces, oil slicks and life jackets in a sea area of some 6,900 square km.

A Xinhua correspondent aboard the warship said the sea was calm but there were low clouds.

Late Friday night, Chinese patrol ship Haixun 01 has already reached the area to relocate objects spotted earlier in the day by airborne searchers for missing Malaysia Airlines Flight MH370.

Due to poor visibility at night, no major sightings were reported as of 1:00 a.m. local time Saturday (1700 GMT of Friday) but a few light-colored, palm-size floating objects, according to another Xinhua correspondent aboard the Chinese Maritime Safety Administration ship.

Earlier, the Australian Maritime Safety Authority (AMSA) said multiple objects of various colors were spotted by searching planes off Australia's west coast, but "the objects cannot be verified or discounted as being from MH370 until they are relocated and recovered by ships."

The shift of search area to new waters north to the previous one was decided on the analysis of fresh data indicating the plane was flying faster than first thought before it disappeared on March 8.

The Australian Transport Safety Bureau believed that this update of search waters is "credible," according to the latest AMSA press briefing.

The statement also said Saturday's multinational search will involve eight aircraft, with six ships expected to reach the revised search area "late in the day or after dark."

It added that weather is going to be suitable for searching but conditions could "deteriorate later in the day."

While the hunt for the missing plane is underway, more suspicious objects with possible linkage to MH370 are spotted.

Also on Saturday, New Zealand Air Vice Marshal Kevin Short told media that a cluster of 11 white rectangular objects is sitting below water surface some 1,600 km west of Perth, Australia, according to the Australian Associated Press.

The objects, one-meter rectangular piece of material, were within five meters away from one another, the general said.

A device for locating the black box will be put onto an Australian navy ship searching for the missing Malaysian Airlines flight MH370, Australian Prime Minister Tony Abbott told media on Saturday.  [Special coverage]

"It will be taken to the most prospective search area and if there is good reason to deploy it, it will be deployed," he told reporters this morning in Sydney, according to local media AAP.

He said the black box recovery equipment will be put on a navy ship in Perth.

So far, no debris had been recovered in the adjusted search area, he said.

The search area was shifted about 1,100 km northeast Friday on what was said to be a credible new lead.

The new search area, about 319,000 square km, is about four times bigger than the previous search area in the southern Indian Ocean and 1,100 km to the northeast.

The prime minister also warned the difficulty of the task.

"We should not underestimate the difficulty of this work," he said. "These are inhospitable seas. We are trying to find small bits of wreckage in a vast ocean."

Authorities said bad weather expected in the search zone on Saturday afternoon may hamper the search again.

A cluster of 11 white rectangular objects is sitting below water surface some 1,600 km west of Perth, Australia, New Zealand Air Force official told media on Saturday.

The objects, one-meter rectangular piece of material, were within five meters away from one another, said New Zealand Air Vice Marshal Kevin Short.

Visiting Chinese Vice Premier Liu Yandong and her Russian counterpart Olga Golodets on Friday pledged to deepen youth interaction between the two countries.

Co-hosting an organizing committee of the China-Russia Youth Year with Golodets, Liu said the Youth Year is set to cement the bilateral traditional friendship and advance the comprehensive strategic partnership to a higher level.

The China-Russia Youth Year comes in 2014 as the two countries will celebrate the 65th anniversary of the establishment of diplomatic ties.

"We should plan more events that will deepen friendship and foster a sense of affinity among young people from both sides, and activities that help enhance mutual understanding should be encouraged," she said.

Liu also voiced the hope that the youth exchanges and interaction will inject new vigor into the development of bilateral ties.

Her words were echoed by Golodets, who noted that the Russia-China relations are at their historic best, and that fully-blooming people-to-people exchanges will further promote bilateral strategic partnership.

"Russia is willing to make joint efforts with China to intensify humanistic exchanges thus paving the way for President (Vladimir) Putin's state visit to China scheduled in May," said Golodets.

After the meeting, Liu and Golodets signed a plan for a series of reciprocal youth exchange activities in the coming two years, and attended the opening ceremony of the China-Russia Youth Year.

As part of the Youth Year events, a youth exchange program involving 100 schools and 10,000 students from both countries, as well as 1 million students of both sides to engage in on-line interactions, was also launched on the same day.

During his state visit to Russia in March last year, Chinese President Xi Jinping and Putin agreed to hold the China-Russia Youth Year of Friendship Exchanges in 2014 and 2015, the fourth theme program between the two sides.

Since 2006, the two countries have held reciprocal events, namely the Year of Russia in China in 2006, the Year of China in Russia in 2007, and language years in 2009 and 2010, followed by tourism years.

New Zealand Air Vice-Marshall Kevin Short said on Saturday that the New Zealand Orion found a total of 11 objects during Friday's search for the missing Malaysia Airlines Flight MH370 in the southern Indian Ocean, one of which looked like an orange buoy.  [Special coverage]

"Those objects turned out to be rectangular in shape, nothing bigger than one meter, some of them down to half a meter in size," Kevin Short, who heads New Zealand's Joint Forces, told a press conference in Wellington Saturday.

The RNZAF Orion photographed the objects and dropped a reference marker nearby. A Royal Australian Air Force (RAAF) Orion then relocated the objects a short time later.Short said the objects would have to be retrieved by ships and examined in Perth before they could be identified as coming from the missing plane.

He said the New Zealand air crew couldn't identify anything that would say it was definitely from the Malaysian aircraft, and those images are being analyzed as well.

The main issue is that those objects will have to be picked up by a ship so they can physically examine them, he added.

Air Vice-Marshal Short would not speculate on what the objects might be, but added that fuel tanks from wings, composite materials and plastics from an aircraft would float.

"So it's not unusual to have that sort of thing on the surface. "

The objects were all close together, but others had been found hundreds of miles away.

The Australian Maritime Safety Authority (AMSA) said Saturday's search area had been determined by applying the effects of weather and currents to the analysis of likely aircraft movements provided by Malaysian air crash investigators.

Ships taking part in the search for the missing Malaysian airliner have arrived in an area of the southern Indian Ocean where unidentified pieces of debris were spotted by New Zealand and Australian Air Force Orions.

Searchers are hopeful that a cluster of white rectangular objects are pieces of the missing Malaysia Airlines flight.

Hong Kong's pop singer Eason Chan on Friday night held his third personal concert in London, which was also the second one in the O2 Arena.

The two-hour concert "EASON'S LIFE" attracted fans across Britain with fabulous performances and stage effects, arousing thundering applause.

Continuing his odd but unique style of "Doctor Chan", this concert was also a gathering of fancy performers, such as clowns wearing weird costumes, a two-meter-tall giant, a plump cat, colorful hairy monsters as well as zombies with two crosses inserted in their heads.

Besides his classic Cantonese and Mandarin songs, Eason also sang a song he wrote in 1996 when he was studying in Britain.

"I hope to let everyone know that in that era, I was here in Britain,... My song witnessed that period, and it was very important to me, as it was the first one I wrote. Thus, I came back to the place where I began to share the 'Eason Chan' of 18 years ago."

Launched in July 2013, Chan's world tour concert began in Hong Kong. So far, he has performed in many places, including the Chinese mainland, Macao, the United States, Canada and Thailand.

Eason will hold his personal concert in Paris on March 31 for the first time.

Three more Chinese vessels are heading to a fresh search zone around 1,850 km west of Perth in Australia, hunting for the missing Malaysia Airlines Flight 370, a Chinese Foreign Ministry spokesman said on Friday.  [Special coverage]

The new search area, around 319,000 square km, is about four times bigger than the previous one in the southern Indian Ocean and 1,100 km to its northeast, according to the Australian Maritime Safety Bureau.

Spokesman Hong Lei told a regular press briefing that Ministry of Transport vessels Nanhaijiu 115 and Donghaijiu 101, the Navy's Jinggangshan and a People's Liberation Army Air Force Ilyushin IL-76 aircraft are heading to the new search zone.

Chinese Maritime Safety Administration patrol ship Haixun 01 is already in the zone, he said.

Haixun 31 and Nanhaijiu 101 of the Ministry of Transport and the Navy's Yongxingdao are still combing the eastern part of the southern Indian Ocean for the missing plane, Hong added.

He pointed out China has provided Malaysia with consistent assistance in its search for the plane.

China has maintained close communication and coordination with Malaysia since MH370 disappeared and provided information to assist its search work, Hong said, noting that China has repeatedly ask Malaysia to provide information, search for the plane, investigate the accident and inform the families of the passengers without delay.

Hong emphasized that all countries have reached consensus about continuing search efforts as long as there is a glimmer of hope.

A former fund manager of Bosera Asset Management Co. Ltd, one of the largest fund houses in China, has been jailed for three years with a five-year-reprieve for insider trading, a court said on Friday.

It has been the largest ever case in terms of the amounts involved.

Ma Le, a former Bosera fund manager between March 9, 2011 and May 30, 2013, was accused of buying stocks worth 1.05 billion yuan (171 million US dollars) and making a profit of 18.83 million yuan by purchasing shares using non-public information through three accounts that he controlled, according to the Shenzhen Intermediate People's Court.

Ma's illegal earnings of 18.83 million yuan were confiscated. He was also fined 18.84 million yuan, according to the court.

He did not appeal.

Ma turned himself to the police on July 17, 2013.

General Motors Co.'s Opel unit will end its small presence in the Chinese market — a decision its chief executive describes as long-overdue.

GM's struggling European subsidiary said Friday its sales in China will end next January. The company says 22 Opel dealers in China last year sold 4,365 vehicles — a tiny fraction of the 810,000 sold by GM's Buick brand.

Opel CEO Karl-Thomas Neumann says "it would have cost hundreds of millions of euros to raise awareness of the Opel brand and to expand the distribution network."

Opel also plans to invest 245 million euros ($337 million) in its main German plant, Ruesselsheim. It plans to build an additional Opel model there as well as a future model to be sold as a Buick in the US

The official website of the China-Russia Youth Year of Friendship Exchanges was launched in St. Petersburg Friday, heralding events to promote people-to-people and cultural exchanges between the two countries.

Co-sponsored by the Chinese Education Ministry and China Radio International, the website -- www.sinorusyouth.com -- will serve as a platform to release official information concerning reciprocal events between China and Russia through photos, text and multimedia ways.

During Chinese President Xi Jinping's state visit to Russia last March, Xi and his Russian counterpart, Vladimir Putin, agreed to hold the China-Russia Youth Year in 2014 and 2015.

An inventory of activities, including a youth exchange program that involves 100 schools and 10,000 students from both countries, will be held after an opening ceremony of the Youth Year on Friday evening.

Guangzhou announces 10 areas ripe for investment
http://www.ecns.cn/business/2014/03-29/107174.shtml
Mar 28th 2014, 15:39

2014-03-29 00:39 chinadaily.com.cn Web Editor: Wang Fan

The top leader of Guangzhou, Guangdong province, announced 10 major areas for domestic and overseas investment on Friday, and welcomed investors from across the board: State-owned companies, private businesses and foreign firms.

Wan Qingliang, Party chief of the 16 million-person city, also said Guangzhou, known as "the port that never closed its doors to trade with the outside world", has 409 key construction projects planned between 2013 and 2016.

The projects will stimulate more than 2 trillion yuan in fixed asset investment. This is expected to become the new growth engine for the local economy.

Abundant business opportunities will arise from the 10 major areas, which are: administrative district readjustment; urban area renovation; reform of State-owned enterprises; private economic development; financial innovation; science and technology innovation; development of an open economy; cultural system reform; ecological system reform; and public service system reform.

Guangzhou Mayor Chen Jianhua pledged that his government will deepen reform and build a new system of fair ness and openness for all businesses. Efforts will be made to encourage private capital to hold shares in State-owned projects, develop enterprises with mixed ownership, promote the regrouping of State-owned assets and establish a long-lasting mechanism with which the private sector can invest in key projects in the city.

Private capital will also be channeled into public service sectors of medical care, education, culture and community construction, he said.

In the meantime, the city will apply to establish free trade zones to promote a service and financial sector; make efforts to upgrade the Sino-Singaporean Guangzhou Knowledge City to the country-level cooperation agenda of China and Singapore; support its airport economic zone to be raised to a national aviation economic demonstration area; deepen the reform of a new development model for its national-level Guangzhou development zone; and accelerate building a Guangdong-Hong Kong-Macao comprehensive cooperation demonstration zone in the Nansha district of the city, the mayor said.

At Friday's investment promotion fair, which was attended by more than 800 domestic and overseas entrepreneurs, foreign diplomats, scholars and government officials, 136 contracts that were worth 253 billion yuan ($41 billion) were signed. They involved such sectors as automobiles, chemicals, new generation information technology, bio-science and healthcare, new energy and environmental protection, finance and modern logistics, said Pan Jian'guo, director-general of the Guangzhou city development and reform committee.

A number of financial institutions also signed 18 financing contracts worth 443 billion yuan to support the economic development of Guangzhou, he said.

Guangzhou has been experiencing rapid development in the past few years, with gross domestic product hitting more than 1.54 trillion yuan last year, making it the third-largest economic power out of the nation's large cities, Chen said.

Guangzhou has set as its development concept a low carbon economy, smart city and happy life for its residents, Chen said.

In 2013, it won top ranking by Forbes among all cities on the Chinese mainland in terms of business environment and public services.

21 days since Malaysia Airlines Flight MH370 disappeared... and search operations in the Southern Indian Ocean have shifted to a new area based on a new credible lead.  [Special coverage]

John Young, Manager of Australian Maritime Safety Authority, said, "We'd like to update...is retasking satellite to recapture images in the new area."

Authorities say the new information is based on data on the aircraft's movement between the South China Sea and the Strait of Malacca before radar contact was lost.

This analysis indicates the plane was travelling faster than was previously estimated. That may have resulted in increased fuel usage and reduced the possible distance it travelled south in the Indian Ocean. More analysis could refine the flight path of MH370 further.

Sunny, with slight chance of overcapacity
http://www.ecns.cn/business/2014/03-28/107135.shtml

2014-03-28 15:56 China Daily Web Editor: qindexing

Financial people tend to describe markets in meteorological terms, such as market "turbulence" or financial "tsunamis". These words vividly convey market conditions, so I would like to draw on further meteorological analogies to make my points.

For 2014, we expect a warming trend to continue. Yet there are bound to be pockets of cloudy and unstable weather.

The US economic map will be "clear with rising temperatures". Earlier this year, its growth momentum had moderated due to severe conditions, such as a decline in new orders and slow expansion in public spending. But on the back of greater fiscal certainty, easing of tightening measures and near completion of private sector deleveraging, the American economy is on track to achieve greater than expected growth. Official estimates indicate that the US economy will expand at 2.9 percent to 3.4 percent in 2014, which may well herald an early spring for its recovery.

Meanwhile, an EU reading shows clouds, but they are thinning out. The European Union embarked on a path of recovery in 2013, making headway in reform and integration of the eurozone. The positive momentum will continue into 2014, bolstered by stronger external demand, easing of fiscal tightening and growth in credit supply and demand.

Full-year growth is on track to reach 1 percent. Nevertheless, the recovery process is subject to how well the eurozone tackles below-target inflation and a relatively high level of unemployment.

Emerging economies present a mixed picture. There will be sunny patches as well as overcast ones, and isolated showers are possible. These economies will maintain growth momentum thanks to accelerated structural reforms and internal overhauls, which provides sustained driving force. Yet there will be challenges ahead, posed by outflow of capital, limited policy space for further stimulus and pockets of political instability. But we expect these problems to be temporary, just like a shower that may affect an area for only a short period.

China's economic map will be "mostly sunny and partly cloudy". The Chinese government has set the growth target for 2014 at 7.5 percent. Though slightly lower than in 2013, the growth rate still lies squarely within a reasonable range to ensure medium to rapid economic growth. In the meantime, the government has launched a set of measures to pursue steady growth, structural readjustment and further reform. These policy responses, along with promoting "a new type" of urbanization, will cultivate new growth drivers for the nation's economy.

As for the cloudy weather, that means there will be challenges, which will include local government debt, shadow banking, overcapacity and environmental pollution. The government is both determined to and capable of solving these issues, and we are confident that it will.

The sunny as well as cloudy spots on the map of the global economy present both opportunities and challenges ahead for investors.

First, in terms of market investments, the US Federal Reserve will continue to taper its asset purchases, which will drive prices of multiple assets to normal levels or below comparable historic levels. For global equity market, the prices already have returned to normal levels, and that means that unless companies achieve exceptional profits, they will not be growing as strongly as they did in the past two years. The bond market will face considerable downward pressure, with interest rates trending upward. As for key commodities, price levels will be suppressed due to improvement on the supply side.

Secondly, as global liquidity levels recover, many unconventional investors are migrating their capital into long-term assets, which is a trend that will continue to unfold. But as long-term investments in developing countries are deemed to be riskier, capital will tend to chase assets in developed markets, leaving an investment shortfall growing in developing ones.

Third, with economic recovery taking hold, protectionism will be emerging in developed countries.

The writer Li Xiaopeng is chairman of the Supervisory Board of China Investment Corp.

China's first rare earth products exchange opened on Friday in Inner Mongolia Autonomous Region after a three-month trial.

The Baotou Rare Earth Products Exchange is expected to regulate the country's rare earth market, improve the way prices are formed and promote development of the industry, said Jia Yinsong, a Ministry of Industry and Information Technology official.

The exchange will introduce three spot transaction modes, namely price bidding, listed trading and real-time trading online, with more than 10 trading items including cerium oxide, praseodymium-neodymium oxide, and europium oxide.

Located in Baotou City, the exchange was initiated by Baotou Steel Rare Earth (Group) Hi-Tech Co., China's leading rare earth producer, and another 11 firms and institutions with a registered capital of 120 million yuan (19.32 million U. S. dollars).

China is the world's largest rare earth producer and exporter, accounting for more than 90 percent of the world's supply. However, the country lacks pricing power in the global market and wild price swings of resources have had a negative effect on Chinese producers.

The exchange will help integrate resources during their circulation in China and gradually regulate the trading and pricing of them, said Zhang Zhong, general manager of Baotou Steel Rare Earth Hi-Tech Co..

Zhang said the exchange will improve transparency of the market and help China to secure a bigger say in the pricing of rare earth products to stabilize the market.

Rare earth metals are vital for manufacturing high-tech products ranging from smartphones and wind turbines to electric car batteries and missiles.

The price of Longjing tea, a national beverage of China, will not rise significantly despite a drought last summer because of measures taken by local farmers and the cut in government spending on unnecessary items, said industry insiders.

Longjing tea, also known as Dragon Well tea, from the West Lake area in Hangzhou, East China's Zhejiang province, is a famous variety of green tea and has been a favorite drink for generations of Chinese.

Last year, the price of high-quality Longjing tea, the leaves of which are picked before early April, rose 15 percent year-on-year to 9,300 yuan ($1,500) a kilogram, making it the sixth consecutive year its price had risen, according to the Hangzhou municipal office of agriculture and rural work.

"The lingering heat and drought last summer were quite extraordinary and difficult for tea farmers," said Shang Jiannong, president of Hangzhou Xihu District Longjing Tea Industry Association, which represents more than 70 local Longjing tea merchants, tea farmers and trade companies around the West Lake area.

"The tea trees killed by the summer heat were planted in the past three years and only accounted for 5 percent of the entire tea plantation in the West Lake area," Shang said.

"The fortunate thing is that older Longjing tea trees in the West Lake area weren't severely harmed by the damaging weather and some of them are ready to be picked now."

To ensure successful production, the local government helped tea farmers conduct irrigation and drew water from underground to save their plants in July.

Shang predicted the scope for a price rise for this year's Longjing tea will be set between 5 percent and 10 percent on 2013, mainly driven by the rising costs of tea pickers, processing work and maintenance of tea trees.

The government's anti-extravagance campaign, including cutting the public expenses on luxury products and encouraging frugality have also reduced both government and personal purchases of high-end teas, cigarettes and alcohol since last year.

Because Longjing tea has a history spanning more than 1,000 years and is famous for its strong aroma and sweet flavor, it is frequently given as a present and supplied to Chinese embassies overseas for cultural exchanges. It has been classified into six grades in the domestic market: superior at the top end and then one down to five.

"Although all the tea trees are growing well, the total output of spring Longjing tea will be decided by the weather," said Qi Guowei, general manager of Hangzhou West Lake Longjing Tea Co.

Spring is the crucial season for Longjing tea, and is considered to be the best time to pick the highest quality leaves created by low temperatures and dry conditions. The picking time for Longjing tea in Hangzhou is usually from the middle of March to early April.

"The picking season will be shortened if the temperature rises fast in the meantime, which means that the total output of spring Longjing tea will be reduced," Qi said.

Under such circumstances, tea plantation owners have to scramble to gather enough tea pickers to collect all the spring leaves during the second half of this month; otherwise the fragrance of the tea leaves will disappear.

If the leaves grow too big, all the delicacy of the jade-like leaves fades away, and they cannot be sold for a good price.

With 1,330 hectares of tea plants, the information office of Beijing-based China Tea Marketing Association forecast that the total production of spring Longjing tea in Hangzhou will remain around 3 million metric tons, similar to its output in 2013.
