Businesses to make adjustment to welcome one of fastest-growing groups of visitors
Teresa Hou has just signed up her 10-year-old son for a 15-day camp to visit prestigious universities in the United Kingdom during the upcoming winter holiday.
The 36-year-old from Beijing hopes the trip will motivate her child to study hard to be admitted by one of those universities some day.
The 15-day trip cost Hou 38,800 yuan ($6,300), but despite the high price, Hou says it is worth it. She says it is not only an educational trip, but also a sightseeing trip that she hopes will expand her son's horizons.
Thanks to China's expanding middle class, who have gained in wealth and disposable incomes in recent years, more Chinese like Hou's family are traveling abroad for sightseeing, shopping and other reasons, making Chinese one of the fastest-growing groups of tourists in the world.
Virtually every country wants to capitalize on this growing trend, including the United Kingdom. Its tourism industry has set a goal of making the UK one of the most welcoming destinations for Chinese tourists in Europe. One strategy has been a series of initiatives in China to promote travel in Britain. But industry practitioners say there is still much to do to cater to the growing sophistication of Chinese travelers.
"We expect the number of Chinese visitors to continue to increase significantly. The UK is still a relatively undiscovered destination for Chinese visitors, but is still one of the top global destinations for culture, heritage, countryside, shopping, music, sports and food," says Robin Johnson, head of overseas operations and China project director for VisitBritain, the British national tourism body.
The number of Chinese tourists in the UK has grown steadily in recent years. In 2013, there were 196,000 visits from China to the UK, an increase of 9.7 percent, generating spending of 491.7 million pounds ($770.6 million), up 63.8 percent year-on-year, the agency says.
"We want to make sure that the UK competes effectively for this market, helping the industry to develop products and services that appeal to Chinese visitors, and make sure that the message of Chinese tourists being welcome to travel to the UK is widely promoted."
This year VisitBritain launched a campaign called Great China Welcome that aims to attract 650,000 Chinese visits to the UK a year by 2020, worth about 1.1 billion pounds annually to the UK economy.
Since its launch, the Great China Welcome initiative has encouraged more hotels, restaurants, attractions and other hospitality businesses in the UK to become "China-ready". The campaign also helps Chinese visitors easily identify them. Johnson says VisitBritain hopes more tourism providers from the UK will invest in making their products more suitable for the Chinese market.
"Almost 200 businesses have so far signed up for the program, which is free and open to any UK business that meets the necessary criteria. The UK is already one of the most welcoming destinations for Chinese visitors, but we do not want to rest on our laurels. We want to ensure that every Chinese visitor to the UK has the best possible experience."
Although the number of Chinese traveling to the UK keeps rising, by far most of them are with tour groups, says Zhao Dexiang, manager of Shanghai China International Travel Service. If the UK wants to attract more independent Chinese tourists, local tourism practitioners need to be more China-friendly, he says.
"Not all tourists are willing to visit several cities in six or seven days. It is a rushed and compressed trip. But for those who do not speak English, they can visit the UK only in tour groups organized by travel agencies.
"If you do not speak the local language, you feel helpless when you travel alone. So if the UK wants to attract more self-tour Chinese tourists, I think it is important to provide information in Chinese and meet Chinese people's cultural needs."
To answer to the demand of Chinese DIY tourists, Johnson says VisitBritain has worked with businesses to share customer insights and holds seminars to raise cultural awareness.
"British hotels, attractions and tour agencies are working toward providing printed, online or audio information to visitors in Mandarin or Cantonese, providing Chinese food, training their staff to meet cultural needs and expectations of Chinese visitors and many other efforts to ensure that Chinese visitors can feel more at ease," he says. "A number of stores in the UK have recruited Mandarin-speaking staff to better deal with Chinese consumers. Some big department stores have launched Chinese-language apps, offering Chinese tourists store guides, restaurant menus and event details."
"We also made an online guide for UK businesses, combined with a self-assessment tool which will enable individual businesses see where improvements are most needed."
Also, UK Visas & Immigration is trying to make entry easier for Chinese tourists.
In 2013, 96 percent of Chinese who applied for a UK visa got one. The average processing time for non-settlement visas was less than seven days, which is eight days quicker than the 15-day service standard, the agency says.
In July, the UK Home Office announced improvements to the visa system in China, including a 24-hour visa service; the expansion of mobile identification systems using biometrics, or physical characteristics like fingerprints; and a new service enabling customers to apply for the UK and Schengen visas at the same time. The Schengen visa is a common visit allowing entry into 22 European Union member states and four non-members. The UK is among those that are not signatories.
"It is now much easier to apply for a UK visa," Johnson says. "We are continuing to see rising numbers of Chinese visitors to the UK. New visa improvements will provide Chinese visitors with a quicker and simpler service than ever before."
To give Chinese who have never been to the UK a chance to experience British culture and heritage, VisitBritain worked with an online video portal in China, LeTV.com, to launch the first British online film festival in China, called Great Britain on Screen, which started in October and continued till November.
"Through this campaign, we want to take our audience on a journey through the UK's many film and TV destinations," Johnson says.
"People can discover the unique British lifestyle by immersing themselves in London's West End, following in the footsteps of Harry Potter, living the Bond lifestyle, and seeing 'Downton Abbey' at Highclere Castle."
In addition to sightseeing and relaxation, Chinese tourists are also big spenders in British department stores. Visitors from China spent an average of 2,508 pounds per visit to the UK in 2013, nearly four times the global average of visitors to the UK, which is 640 pounds.
"For Chinese people who want to experience the culture, have a taste of history, and shop at the same time, we want them to know Britain is an ideal place," Johnson says.
TIPS
Here is some advice by Visit-Britain for UK businesses to become "China Ready"
· Learn to see beyond the cliches about Chinese tourists. For example, don't assume that the Chinese only want to eat Chinese food;
· Think about long-term engagement and commitment. Chinese prefer to do business with friends-so work to build friendship and trust;
· China is not a single market. Understand the regional and demographic identifiers;
· Maintain an active presence on China's Internet;
· Localization is important and should be delivered appropriately. Under no circumstance use machine translation for your website;
· Emphasize the brand heritage, its history and the human-interest story in your marketing;
· Show respect for Chinese culture.

High-risk areas identified for tighter supervision
The Chinese military is beefing up supervision to fight corruption in its ranks with detailed regulations, which analysts said will be crucial in preventing graft-related crimes.
The areas being targeted - including project construction and medical and weapons procurement - are involved in more than 90 percent of the corruption in the military, an official with the military procuratorate said.
Human resources, finances and fuel management were also listed as key targets for monitoring by the PLA General Staff Headquarters, and the General Political, General Logistics and General Armament departments.
Forty-four "high-risk links" and more than 130 problems that should be tracked, as well as clear prevention measures, have been laid out.
"This can be considered as the actual start of anti-corruption work in the military," said Li Chengyan, director of the Research Center for Clean Government Construction at Peking University.
These measures are badly needed to enforce long-term checks on corruption, Li said. They should also be revised as needed to adapt to any changing situation, he said.
In 2006 and 2009, authorities issued regulations and suggestions for the prevention of such crimes in the military. But those moves were seen only as putting forward general requirements.
The military's top brass took unprecedented measures this year to fight corruption, with a number of senior officers investigated.
In March, Gu Junshan, former deputy head of the PLA General Logistics Department, was prosecuted for embezzlement, bribery, misuse of State funds and abuse of power.
Yang Jinshan, a lieutenant-general and former deputy head of the Chengdu Military Command, was investigated in October for gravely violating Party discipline, an accusation that generally refers to corruption.
In late October, Xu Caihou, former vice-chairman of the Central Military Commission, was accused of taking advantage of his position to assist in the promotion of others and of using his influence to help others make monetary profits, taking a large number of bribes in return.
President Xi Jinping was quoted by Xinhua News Agency as saying that China's military must not let down those who gave their lives for the Communist Party in the revolutionary struggle and must resolutely fight corruption.
In early November, the Central Military Commission took over the PLA auditing office. It was a major decision made by the commission to strengthen the army and tighten auditing and supervision over the military's economic activities, Xinhua reported.
The prevention of and crackdown on crimes committed by the military in these key fields are being seen as the most urgent task in the development of the armed forces.
"I have to stress that the People's Liberation Army has zero tolerance for corrupt officials. We will make thorough investigations into all corruption cases in the PLA, without any leniency, no matter who is involved and whatever level the official is," Geng Yansheng, a spokesman for the Ministry of Defense, said at a news conference on Thursday.

The number of people who were approved to take the national civil service exam and the number who actually took it have dropped from previous years, and part of the reason may be the Party's continuing anti-corruption efforts, experts and insiders say.
The annual exam is required for one to be hired by the central government and work as a civil servant. Millions of people take part every year, because being a civil servant is considered a decent and stable job that offers a good salary.
This year, the exam was held on Sunday. However, although 22,000 positions were offered - 3,000 more than last year - only about 1.41 million people were qualified to take the exam, and 1.05 million took it, the State Administration of Civil Service said.
Both figures are recent lows. Last year, 1.52 million people were approved to take the exam and 1.12 million took it to compete for 19,000 posts.
Liu Xutao, a professor who researches the exam at the China National School of Administration, said the drop has something to do with the Party's and the central government's consistent efforts to fight corruption.
"In the past, people liked to work as civil servants because they thought they could get a lot of 'invisible welfare' through their posts," said Liu.
However, as the anti-corruption campaign continues, the civil servant system has been managed more strictly. Meanwhile, the income and welfare of civil servants has become more widely known, primarily through online sources.
"Under such circumstances, government jobs may lose their attraction to some people, especially to those who intended to achieve additional income and welfare through their posts," Liu said.
Li Yongxin, president of Beijing Offcn Future Education Consulting Co, a private institution that offers training for the civil service exam, agreed with Liu on the anti-corruption campaign's impact. But he also gave some other possible factors that contributed to the situation.
"The registration and selection process for the exam are becoming more scientific," Li said, adding that job descriptions are clearer and more targeted.
"In addition, applicants, most of whom are college students who are graduating in 2015, now have clearer occupational plans and are therefore more realistic about the exam," Li said.
Li said most college graduates today were born in the 1990s. "They received good employment guidance at college and have clearer career goals. If they don't want to become civil servants, they would not follow the general trend blindly to take the exam," he said.
Li Qing, a postgraduate who is studying journalism and communication at Beijing Normal University and will graduate in 2015, didn't register or take the exam.
The 24-year-old wanted to land a job related to her major. She said she scanned the job descriptions on the civil service posts but didn't find one that fits her major or interest.
"So I didn't bother to take part," she said.

China should come out with more measures to tackle climate change
The European Union may pressure Beijing to "scale up" its climate change commitments so that China can make considerable progress on its carbon emissions goals by 2025, says Jo Leinen, chairman of the European Parliament's delegation for relations with China.
The call for stronger action comes days after China and the United States announced new limits on CO2 emissions at the recent Asia-Pacific Economic Cooperation meeting in the Chinese capital. In the deal, President Xi Jinping said China would make every effort to reduce its CO2 emissions from 2030.
US President Barack Obama vowed that the US would cut its own emissions by 26-28 percent by 2025 from a 2005 base.
But Leinen, who was also the chairman of the European Parliament's committee on the environment, says: "Both Brussels and Beijing need to scale up their commitments."
There is the opinion in Brussels that China's carbon emissions could soar by 2025, he says.
As part of the deal with the US, Xi said that around 2030, 20 percent of China's energy would come from renewable sources.
The EU has taken a stronger course of action on climate change in recent months. In October, it struck a deal that legally binds its member countries to cut their greenhouse gas emissions 40 percent below 1990 base levels by 2030.
"All (countries) need to scale up and Brussels needs to do more," Leinen says.
While he calls for China to employ a stronger climate change plan, he also says the country has been more outspoken in global climate talks and there are signs from the Chinese leadership it will discuss the deal's time contingency in Paris.
"That will help a lot because the uncertainty of the peak year in China is putting the whole global system in doubt," he says." So the peak year (put on the table) would be good. 2030 is too late and it has to be earlier."
He says Brussels would like to see China hit a peak of its CO2 emissions by 2020, but a compromise between 2020 and 2030 could be reached. He also admits the EU's 2030 target of cutting their greenhouse gas emissions 40 percent below 1990 base levels is not good enough to stabilize global warming.
"I think we can do better. There is a review clause in the decision by the European Council. By 2020, we can review these goals and improve upon them," he says.
In addition to reviewing its climate change goals, the European Parliament could put more pressure on member countries to create tougher renewable energy and efficiency targets, he says.
But one major challenge has loomed large since the 2008 global recession: getting member states in economic straits to be more ambitious in the absence of a binding international agreement on the environment.
"If in Paris, the biggest emitters-the United States and China-have ambitions, goals and objectives, I would say Europe is ready to do more," says Leinen. "Unilaterally, I doubt that the political will (in the EU) exists for us to be far ahead of anybody in the world."
Leinen says the EU needs its ambitions to be matched by the world's major economies, which include China and the US.
The EU and China currently are cooperating on several climate protection projects that include technology transfers, power generation, transportation and heating and cooling.
"I think this intensive cooperation should be more intensive. And I hope the next EUChina Summit will focus on these areas of sustainability, especially on climate protection," Leinen says.
Despite its continuing transition from a developing country to a more developed one, China has a strategy for the future to have a clean country, clean industries and clean cities that will benefit the nation and the world, Leinen says.
"That is most welcome. China is one country with two faces: the old face and the new," he says. "Its responsibility is always for more than their own territory."
He says the EU and China should work on an emissions cap and trade system to impose prices on carbon emissions and create competition between different market players to further reduce emissions. He compliments the nation for its considerable investment plan in renewable energies and advanced battery technologies for electric cars, though he also wants to see the nation modernize its modes of transportation, energy production and urban construction.
"A lot of these quickly built cities of the last 30 years in China are not sustainable. They are more like copies of the cities around the world that are also not sustainable," he says.
Despite his criticism of China, Leinen agrees that public sentiment about the European Parliament is "not good" but that "we always try to improve our image, our profile".
What makes the European Parliament unique is its diversity, he says.
"We have hundreds of legislators, 65 different political parties from 28 member states. So we are quite diverse in our opinion, our interests and sometimes it looks, from the outside, quite complicated and difficult."
Though some countries in Europe are aiming criticism more directly toward human rights issues in China, others might look toward advancing economic cooperation.
"Then it is the question of how you look upon China. If you look at economics, then you have hopes; if you look at its politics, you could see problems," says Leinen. "But under my leadership, I will take care of our relationship and develop it."
Leinen says he will try to improve the relationship between Europe and China to achieve a common mutual understanding about political systems and cultural systems in order to solve problems as they arise.
"The bilateral relationship can be complementary in economic development, as well as in major issues ranging from climate protection, free trade and space exploration policies to cooperation on satellites."

Excess body weight causes around 481,000 new cancer cases a year in adults worldwide, according to new estimates published Friday in the British medical journal The Lancet Oncology.
Using data from a number of sources including the Globocan database of cancer for 184 countries, researchers from the International Agency for Research on Cancer (IARC) created a model to estimate the fraction of cancers associated with excess body weight in 2012, and the proportion that could be attributed to increasing body mass index (BMI) since 1982.
Based on the results, the researchers estimate that a quarter of all obesity-related cancers in 2012 (118,000 cases) were attributable to the rising BMI in the population since 1982, and were therefore "realistically avoidable."
The findings reveal that obesity-related cancer is a greater problem for women than men, largely due to endometrial and post-menopausal breast cancers. In men, excess weight was responsible for 1.9 percent or 136,000 new cancers in 2012, while in women it was 5.4 percent or 345,000 new cases.
The burden is far higher in more developed countries, with almost two-thirds (64 percent) of these obesity-related cancers occurring in North America and Europe.
"Our findings add support for a global effort to address the rising trends in obesity," said Dr. Melina Arnold from IARC, who led the study.
"The global prevalence of obesity in adults has doubled since 1980. If this trend continues, it will certainly boost the future burden of cancer," she added.

China and Japan will begin to destroy the chemical weapons abandoned by Japan in northeast China at the end of World War II on Monday, the Chinese Foreign Ministry announced on Sunday.
Trial destruction will take place Monday in the Harbaling area of China's Jilin Province, where the largest amount of the weapons are buried, an estimated 330,000 pieces, according to the Ministry.
This marks a new stage in disposal of the weapons, which will be decisive for the destruction of all of them, the Ministry said.
Japan abandoned at least two million tonnes of chemical weapons at about 40 sites in 15 Chinese provinces at the end of World War II, most of them in the three northeast provinces of Heilongjiang, Jilin and Liaoning.Abandoning these weapons was one of many crimes during Japan's invasion of China. Though the war has been over for decades, the weapons still pose huge threats to Chinese people, property and the environment.
In accordance with the Convention on the Banning of Chemical Weapons and the memorandum on the destruction of abandoned chemical weapons signed by China and Japan in 1999, Japan will offer all necessary funds, technology, expertise, facilities and China will provide assistance.
"China will continue to urge Japan to speed up the destruction process on the precondition of ensuring personnel and environmental safety," the Ministry said.

China's faltering steps on family foster care
http://www.ecns.cn/2014/11-30/144808.shtml
Nov 30th 2014, 07:20
2014-11-30 15:20 Xinhua Web Editor: Qin Dexing
New regulations on family foster care in China will take effect on Monday, according to the Ministry of Civil Affairs.
The new rules allow each foster family to take in a maximum of two children, instead of the current three, provided that the family does not have a child of its own aged below six.
The formal qualifications required of foster parents are also being raised. Prospective parents should have completed at least nine years of formal education and their financial status should be at least average for their region.
Foster families are already an anomaly in China and social workers are worried that while the new regime may better protect children, it may make the rare foster families even rarer.
LIMITED PUBLIC RESOURCES
Huanhuan, an abandoned baby girl, was lucky enough to find a foster family in Nanning, capital of south China's Guangxi Zhuang Autonomous Region.
Nine months ago, a policeman found the newborn Huanhuan on a sidewalk and took her to a local welfare center. Several days later, a 54-year-old housewife named Peng Xianxian took her home and became responsible for her day-to-day care until Huanhuan can be adopted.
Relying on only 1,100 yuan (180 U.S. dollars) from the welfare center each month for each child, and her husband's monthly pension of 3,000 yuan, the couple has fostered a total of nine children over the past 12 years. Now they only have Huanhuan and Axia, another abandoned girl. Other children have all found permanent families.
"I don't have a job. Although we are under economic pressure, we feel good giving these children the love of a family," said Peng.
Families like Peng's are hard to find, and developing new foster families is very difficult, Chen Lining, deputy head of Nanning child welfare center, told Xinhua. The center has developed 180 foster families since 2000, but with drop outs, the figure has barely increased since 2006.
"Children without proper parental care tend to be withdrawn or violent. That's why I keep trying to find new foster families," said Huang Yanlan, who has worked on fostering in the Nanning center for five years.
Even Peng, who has devoted 12 years to looking after unwanted kids, this "job" will not last forever. Like many other foster parents in their fifties and sixties, she plans to quit as soon as her grandchild is born. In most Chinese elderly people's minds, nothing compares to taking care of their own grandchildren, while many young couple worry about money or just don't want such a responsibility.
Currently more than 470 children are living in the Nanning center, most of whom are disabled in some way. Among them, 200 healthy or mildly disabled are fostered with families.
Every year more abandoned babies are brought in, and new foster families become harder to find, overburdening the already crowded center.
LONG WAY TO GO
Family foster care began in China in the early 1990s. Living with foster families can be of great benefit to the mental and physical health of orphans and disabled children. Currently, about 30,000 children are living in foster families across the country. The number is still very small.
Many state orphanages are overcrowded, so abandoned children are sometimes informally fostered by caring people who simply find them left at hospitals or by the roadside.
A 2013 fire that killed seven children in central China's Henan Province drew the whole country's attention to Yuan Lihai, a controversial and unlicensed Chinese carer, and her orphanage. For 25 years, without any license, Yuan had taken in over 100 orphans or foundlings, most of whom had congenital illnesses.
After the fire, some accused her of taking in children for profit, while others defended her for her personal war against China's poor childcare. All in all, the debate showed how inadequate public services for unwanted children really are in China.
In March, the use of a baby hatch in south China's Guangzhou city was suspended, because the operator could no longer deal with the number of babies being left, another horn on the country's dilemma of unwanted infants.
Huang believes that if more families join the army of foster carers, the welfare center could take in more unwanted children rather than close the baby hatch in despair.
"So apart from raising the monthly allowance for foster families, we should raise people's awareness and give them a chance to know about these children, remove the obstacles in their minds, and welcome them to their families," said Huang.

Alibaba and Amazon tried to lure Chinese customers into buying more American goods during the Black Friday shopping frenzy.
Black Friday, the day after Thanksgiving in the U.S., is a traditionally big retail event.
Amazon China announced Black Friday discounts that equaled those enjoyed by American buyers on its website. Alibaba teamed up with American retailing giants Macy's, Bloomingdale's, Saks Fifth Avenue and Neiman Marcus, among others, to promote cross-border online sales.
Both firms launched special webpages for Black Friday. Alipay, Alibaba's online payment system, also launched a service that allowed Chinese buyers to use Renminbi (RMB) more easily.
However, the response from Chinese shoppers was under whelming.
Some shoppers found the offers "too narrow" and were put off by the product descriptions only being in English.
Miss Huang who works in Beijing told Xinhua that she had spent two months salary on Singles' Day (Nov. 11) , so she had no money -- or time -- for Black Friday.
In fact, many buyers are still waiting for their Singles' Day purchases due to the high demand for Singles' Day express delivery.
Platforms like JD and Taobao have already begun preparations for another manufactured spending day on Dec. 12.
A report from tech.qq.com said Metao.com, a website dedicated to foreign goods, registered more than 20 million yuan (3.25 million U.S. dollars) of sales on Friday, with several others notching up more sales than normal days.
But Black Friday is no match for Singles Day, as Alibaba alone rang up sales of 57 billion yuan on the day.

Govt's 'iron rice bowl' still draws job-seekers

The high-profile arrests of government officials amid China's ongoing anti-corruption campaign have done little to discourage job-seekers, especially fresh college graduates, looking for work as civil servants.
In fact, more than 1.4 million candidates have applied for the 2015 civil service exam taking place on Sunday. Although the number of applicants dropped from last year's 1.52 million, there will still be an average of 64 candidates for each of the 22,000 job openings offered by national agencies, public institutions and local governments, according to the People's Daily overseas edition.
The incentives for the incoming civil servants ranged from career dreams to the multiple welfare benefits and the consistent salary, known in China as the "iron rice bowl".
"I really want to become a civil servant. It will allow me to do what I'm majoring at and also provide an unparalleled platform for beginning conference interpreters to accumulate experience," said Ma Lin, a graduate student in the Chinese-English interpretation department of Beijing-based University of International Business and Economics who takes the exam on Sunday.
"With valuable experiences accumulated, I can choose either to advance my career as a civil servant or just back out," said Ma, adding that he hasn't ruled out the possibility of taking civil servant as a lifetime job.
Unlike other applicants, the 24-years-old isn't much bothered by the intense screening process that leaves most applicants left out.
"The number of people that are really competitive is not many, though the acceptance rate is low," said Ma, who already passed the preliminary screening for the position he applied for in which 23 out of roughly 60 were left to compete for the openings.
Ma also wasn't particularly excited about the record low number of applicants many argued caused by the recent intensive crackdown on graft either.
"Though the total number is low, the job openings that suit me still attract many applicants," said Ma.
Yang Siqi, Ma's classmate who applied for the same position and also passed the preliminary screening, signed up for the exam for a different reason.
"My parents want me to become a civil servant because they think it's a decent job for girls," said Yang.
But Yang, who comes from South China's Guangdong province, added: "I want to find a job near my hometown."
Statistics in 2012 show that 76.4 percent of China's college graduates want to be a civil servant, much higher than in other countries. For example, in Singapore only two percent of graduates sought government employment, while the number in the US was three percent and in France it was a little more than five percent.
In the UK, civil service is one of the 20 least-favored jobs among university students. Chinese citizens who already have a job are also attracted to civil service openings.
"It's the third time I took the exam," said 30-year-old Fan, who is only willing to give her surname,"I really want to have a Beijing hukou, or a registered permanent residence, so that my life in Beijing will be a lot more convenient."
According to Chinese laws and regulations, only those with Beijing residency registration, or hukou, have full access to the many welfare services provided by the capital.
For example, Fan, who came to Beijing 10 years ago and now owns a property in the city, has to drive a car on a rented license plate because only those with Beijing hukou are eligible for a Beijing license plate. Becoming a civil servant is one of the few ways available to non-fresh graduates to obtain Beijing hukou.
Other things that make the job of civil servants attractive include a stable life, good pension plan, handsome salary, and upward mobility.
This year isn't the first time there has been a decline in the number of applicants for the national civil service exam, which was introduced in 1994. In 2012, 1.3 million applied to take the exam, 100,000 fewer than that of the previous year.
"I don't see a direct link between fewer applicants and the anti-corruption campaign," said Wang Dong, county official in Baoding, North China's Hebei province.
"Governments at all levels have adopted various measures to help college students get a job, so many don't have to apply to become a civil servant any longer."
Zhang Yongsheng, a civil service exam expert with Zhonggong Education, said the introduction of civil servant recruitment will also reduce the amount of applicants.
"I don't think those who really want to serve the people and the country will be intimidated by the crackdown on graft," said Chu Lidong, a graduate student with Beijing Foreign Studies University, who will also take this year's exam.

Former two-time champion Ding Junhui of China breezed past 52-year-old Jimmy White 6-2 to enter the third round of snooker UK Championship while world champion Mark Selby was shocked by David Morris here on Saturday.
Morris produced the biggest upset of this year's tournament with a 6-4 win over Selby, who won this title two years ago and lost in the final last year.
Irishman Morris, who reached the fourth round last year here, led 3-1 at the interval then Selby pulled level before Morris finished off the match from 4-4 to ensure the victory.
The 26-year-old said: "I've always felt comfortable in the arena here and I actually got a buzz from it. Sometimes if you start missing a few you can start getting a bit embarrassed but today I felt pretty good.
Selby, who has just had a daughter, said, "I didn't think I started the game well and deserved to go 3-1 behind. After the interval I thought I played a lot better but David played better as well. On the day he deserved to win."
Ding, who won the titles at 2005 and 2009, fought off tough challenge in the first two frames, dropping the opening one and won an epic safety battle on the final black in the second.
The Chinese star then won the third on the final black before knocking in a 105 to go into the interval 3-1 up. White closed to 3-2 but Ding saw the match out well, winning the next three with a top break of 77.
"I think Jimmy played ok today," said Ding. "He was just being a little bit unlucky sometimes. It was good for me to win the second and third frames to put him under pressure."
Elsewhere, John Higgins beat Jamie Cope 6-4, Fraser Patrick stunned world number 22 Ryan Day 6-4, Matthew Stevens defeated Gerard Greene 6-3 and Marco Fu ousted young Chinese player Liu Haotian 6-1.

Marathon champions to defend crown in Beijing worlds

World marathon champion Edna Kiplagat is keen to defend her title at the 2015 world championships in Beijing.
Kiplagat, 35, wants to write new history as the first woman to win the marathon title at the world championships three times after she successfully defended her crown in Moscow in 2013, having won it first in Daegu, South Korea in 2011.
"Of course the target is to defend my crown. I want to run well next season. But the focus should be on defending my title," she said Saturday in Nairobi.
However, Kiplagat said she will do well in the winter marathons in London to prove her critics wrong and boost her chances of making the Kenya team.
Kiplagat was speaking in Nairobi during the commissioning of a synthetic 400-meter tartan track at Gems Cambridge International School in Nairobi.
Also present was world 1,500m champion Asbel Kiprop, who also confirmed that he will be ready for his title defence in August.
However, Kiprop, one of the athletes who have been concerned with the influx in doping cases in Kenya (28 now) said more need to be done to curb the vice.
Kiprop said he supports the call for stiffer and longer bans to the athletes found guilty of the offence in a bid to same some reputation for the sports he loves.
There have been allegations and reports that there is widespread doping amongst the country's long distance runners especially after the failed test of top marathoner, Rita Jeptoo, which has caused uproar amongst the athletics family.
"This needs to be escalated and we see those guilty serving even longer terms out of the sport and make it hard for them to return. This will help because they will be afraid it will end their careers," he said.
Kiprop was speaking in Nairobi at the unveiling of the first standard running track by a local learning institution, GEMs Cambridge International School where he was accompanied by two times world marathon champion Edna Kiplagat and National Olympic Committee of Kenya chairman, Kipchoge Keino.
"Kenya has lagged behind in other sports disciplines and the track would bridge the gap and have Kenyan athletes train in many disciplines in Commonwealth Games and Olympics," said Kiplagat.
Kiplagat and Kiprop said they are keen to contest for their third titles at the world championships.
"I could not hit my target this year of breaking the 1,500m world record. But I don't do anything for now but wait for my results next season," said Kiprop.

The second unit of the Fuqing nuclear power plant in east China's Fujian Province, is expected to start operation and be connected to the power grid in August next year, local authorities said.
The first unit at the plant was connected to the grid on Aug. 20 this year. The third unit is under installation and is expected to start operation in February 2016, according to the provincial state-owned assets supervision and administration commission.
The fourth unit is expected to be operational in March 2017. The plant will eventually house six pressurized water reactors, according to the commission.
With a planned power generation capacity of 45 billion kilowatt hours, the plant is expected to yield an annual revenue of 17 billion yuan (2.77 billion USdollars) and employ 30,000 people after the six units being fully put into operation.
Chia National Nuclear Power Co. Ltd, Huadian Fuxin Energy Corporation Limited and Fujian Investment an Development Group Co. Ltd hold 51 percent, 39 percent and 10 percent of the joint venture respectively.
There is another nuclear power station in Ningde City, Fujian Province. Its first generating unit was put into commercial operation on April 1 last year and the second unit started operation in May this year.
China now has 19 operating nuclear power units and 29 units under construction, ranking it as one of the biggest nuclear power nations in terms of the number of such facilities, according to the National Nuclear Safety Administration in June.

A 60-year-old teacher has been detained by Chinese police for molesting 19 primary school girls, local authorities said Saturday.
Zhou Jianmin, to retire soon, confessed to police that he molested 19 girls, according to a government statement.
Zhou teaches science for grade three and grade four students at Bazishao Township School in Heshan District, Yiyang City of central China's Hunan Province.
Zeng Xinyue, principal of the school, has been dismissed from his post by the district education bureau.
So far 26 girls, 8 to 11 years old, have received body checks and two of them suffered from genital inflammation. The government has offered psychological consultation to the affected students.
China has had a string of child molestation cases involving teachers in recent years.
In September, a 61-year-old primary school teacher was detained for raping several girls in central China's Hubei Province.
In April, a court in east China's Anhui Province sentenced a school teacher to death for raping five schoolgirls and molesting six others.
The country has tightened crackdown on such crimes. The Supreme People's Procuratorate announced in May that China charged a total of 8,069 people with child molestation from 2010 to 2013.

A working rule to prevent duty crimes was recently issued by the Chinese army and will be put into operation on Dec. 1.
The rule was jointly issued by the General Staff Headquarters, the General Political Department, the General Logistics Department and the General Armament Department of the People's Liberation Army.
The rule focuses on some key fields prone to corruption, including personnel, finance, construction, oil management, materials and armament procurement, health care, real estate, and reception services.
It makes detailed regulations for 44 high-risk links and over 130 problems that should be noticed, and sets clear prevention measures one by one.
The rule also put forward clear requirements on the building of prevention mechanism for duty crimes, strengthened warning and punishment system, as well as the functions of disciplinary, auditing and other bodies.
The rule came as the PLA is launching a war against corruption, with several top-level generals being investigated for suspected serious legal and disciplinary violations.
The military watchdog is conducting an investigation into suspected violations of law and discipline of "some PLA members" as the military digs deep into the anti-corruption drive, said a Ministry of National Defense spokesman on Thursday.

Throughput at China's ports remained at a low level from January to October, data released by the Ministry of Transport (MOT) showed.
Freight handled at the country's major ports grew 4.6 percent year on year in the first ten months to nearly 9.3 billion tonnes, compared with a 9.9 percent increase in the same period last year.
Port throughput is an important indicator of a country's foreign trade. China's foreign trade volume slowed to a 2.5 percent growth from January to October from a 7.6 percent rise in the same period in 2013.
Official data indicated that the country's foreign trade is recovering following a hard time in the beginning of 2014.
MOT spokesman Xu Chengguang predicted that port throughput will be expanding on a year-on-year basis for the whole 2014, albeit at a slower pace.

Lower oil prices a boon for China's economy
http://www.ecns.cn/business/2014/11-29/144767.shtml
Nov 29th 2014, 01:47
2014-11-29 09:47
Since China replaced the United States in 2013 as the world's largest net oil importer, falling oil prices have benefited economic development.
The Bank of America Merrill Lynch said that for every 10 percent fall in the price of oil China's GDP growth would be boosted by around 0.15 percentage points, lower consumer inflation by around 0.25 percentage points and would improve the current account balance by 0.2 percent of GDP.
Oil prices, which have lost a third of their value since June, hit fresh four-year lows on Thursday after the OPEC producer club decided not to cut output despite a huge oversupply in the world market.
The benchmark Brent crude oil has fallen to below 80 U.S. dollars a barrel, a sharp drop from market levels of over 100 dollars three months ago.
China is dependent on imports for nearly 60 percent of its domestic oil supply. The fall in oil prices, therefore, translates into huge foreign exchange savings.
According to data from the National Bureau of Statistics, the country imported 281.92 million tonnes of crude oil in 2013, worth 219.6 billion dollars.
It means China will save up to 30 billion U.S. dollars in oil imports this year if the declining trend in oil prices continues, said Lin Boqiang, director of China Center for Energy Economics Research at Xiamen University.
China International Capital Corp. (CICC) expects the average oil price in 2015 to be 20 percent lower than in 2014, which would generate 47 billion dollars in trade gains for China, or 0.5 percent of GDP, and boost household income and corporate profit growth.
Lower oil prices may squeeze profit margins of oil refiners, but could significantly bring down expenditure for heavy users, such as logistics firms, airline carriers and private car users.
The nation's oil price adjustment mechanism calls for changes when international crude prices change by more than 50 yuan (8.14 dollars) per tonne during a time span of 10 working days.
China's retail fuel prices have been cut for the eighth-consecutive time since July as the government reacts to lower crude prices and the country is very likely to announce price cuts again late on Friday.
Moreover, lower oil prices will not only be passed on to downstream industries but also influence the prices of other energy and grains through the substitution effect. The impact of oil prices on agricultural product prices is more important for China than for developed countries due to the higher proportion of food consumption in the country, CICC said.
Falling oil prices will also benefit the consumer sector as lower inflation raises consumption through higher disposable incomes.
CICC noted lower oil prices will provide Chinese policymakers with more room to ease monetary policy.
Last week, the central bank cut benchmark interest rates for the first time in more than two years to support the economy, which grew at its slowest pace since the depths of the global financial crisis in the third quarter, and is likely to register its weakest annual growth rate in more than 10 years.
On the stock market, airlines surged on Friday on hopes of lower fuel costs. Air China, China Southern Airlines and China Eastern Airlines all climbed by the daily limit of 10 percent while China COSCO Holdings Company Ltd. increased 9.43 percent.

China's top securities regulator has completed a draft plan to reform the nation's stock issuance regime.
The draft plan, seen as major move in introducing a registration-based system for stock issuance, replacing the current system of administration, will be sent to the State Council for review before the end of this month, said Zhang Xiaojun, spokesman of the China Securities Regulatory Commission (CSRC).
CSRC led the drafting of the reform plan, with participation by multiples agencies including the National Development and Reform Commission, Ministry of Finance, and the central bank, Zhang said.
Under the current approval-based IPO system, newly listed candidates often experience a complicated application process that can take multiple rounds of reviews and several years to receive approval from the CSRC, while the registration-based IPO system will focus on companies' compliance review and be market-oriented and more transparent.

Six municipal parks in the capital have launched different tourism routes to promote sites in the parks, which were visited by global leaders and their spouses during the Asia-Pacific Economic Cooperation (APEC) meeting earlier this month, according to Beijing Municipal Administration Center of Parks.
The parks have made special arrangements to best represent the routes and scenes when the APEC guests visited. Visitors can follow the routes to see what they have seen and done during their trip.
For example, Peng Liyuan, wife of Chinese President Xi Jinping, hosted wives of nine APEC leaders to a tour to the Summer Palace on Nov 11. Visitors now can have the chance to watch the traditional music and dance show they watched on that day and take a boat tour of Kunming Lake like they did.
The other five parks that offer similar experiences are: Tiantan Park, Beihai Park, Jingshan Park, Beijing Botanical Garden and the Beijing Zoo. The routes are classified under three themes: world cultural heritage, historical garden and park and theme park.
After the APEC meeting was held in Beijing at the beginning of November, authorities and travel agencies have seen the potential to boost tourism by introducing new routes related to the APEC meeting.
The tourism authority of Huairou district, which hosted country leaders during the meeting, announced six APEC tourism routes last week, including a panoramic view tour of the Yanqi Lake scenic site and the Sunrise Kempinski Hotel.
The National Aquatics Center (the Water Cube), which hosted the welcome banquet for world leaders during APEC, has also started to offer a special APEC tour experience where visitors can take a glimpse into the high-profile dinner and also sample some food themselves.
