A miner has been confirmed dead after a coal and gas outburst at a colliery in east China's Jiangxi Province Saturday, trapping four miners, local authorities said on Sunday.
The rescue team has found the dead miner's body while the other three miners were still trapped in the pit, awaiting rescue.
A 110-meter-shaft in the colliery has been clogged by cinder. More than 40 meters has so far been cleared, the rescue team said.
The outburst occurred at around 11:57 a.m. on Saturday at Yongshan coal mine in Leping, a county-level city, according to the provincial coal mine safety watchdog.

Chinese manufacturing business activity rebounded slightly in February but still stayed in contraction territory after falling to a 28-month low in January, official data showed on Sunday.
The manufacturing purchasing managers' index (PMI), a key measure of factory activity in China, posted at 49.9 in February, up from 49.8 in the previous month, according to the data released by the National Bureau of Statistics (NBS) and the China Federation of Logistics and Purchasing.
A reading above 50 indicates expansion, while a reading below 50 represents contraction.
The index of last month ended a losing streak lasting for four consecutive months since last October and showed China's manufacturing contraction has narrowed.
The marginal improvement was attributable to recent pro-growth policies, such as a reserve requirement ratio (RRR) cut and tax breaks, and steady global commodity prices, said Zhao Qinghe, a senior statistician of the NBS.
The sub-index of new order rose to 50.4 in February from 50.2 in a month earlier, while the sub-index for raw material inventories climbed from 47.3 to 48.2.
The PMI dropped below the 50-point mark in January, the first time since October 2012, marking looming downward pressure on the economy.

China's producer price for aviation fuel will be determined by the market starting March, the National Development and Reform Commission (NDRC), China's top economic planner, announced on Saturday.
China will advance market-oriented reform for aviation fuel pricing, an official with the NDRC said.
The producer price of jet fuel is composed of two parts, CIF (Cost, Insurance and Freightage) import price, which used to be decided by the NDRC and published on a monthly basis, as well as agio, which is affected by market supply and demand, number of transactions and international oil price trends.
The CIF import price of aviation fuel will be calculated and decided by the major state-owned oil companies Sinopec, PetroChina, CNOOC, and China Aviation Oil.
In July 2011, the NDRC decided to carry out a step-by-step market pricing scheme for the producer price of aviation fuel. For the past three-plus years, the scheme has progressed at a stable pace.

Shanghai Disneyland clarifies fare speculation

Shanghai Disneyland, which will open in 2016, has clarified recent speculation about its admission fare plans, saying that the park authorities were still mulling ticket prices and have yet to announce them.
Earlier, China Galaxy Securities predicted that the price for a single day ticket would be 500 yuan (US$79.81) while a two day admission ticket would cost 700 yuan (US$111.73), both including a lunch. In addition, tourists aged between three and nine or more than 70 years' old would be eligible for a discounted ticket price of 350 yuan (US$55.86) for a single-day trip, according to the prediction.
Galaxy Securities claimed their speculation took into consideration the admission prices for other Disneyland theme parks as well as prices for other parks near Shanghai.
The single day fare for Hong Kong Disneyland is now HK$499 (US$64.34 or 403 yuan), after an increase from HK$450 (US$58 or 364 yuan) last November. Disneyland in Anaheim, California charges US$99 for a single-day ticket while Disney World in Florida is priced at US$97, both prices above 600 yuan. Tickets for Tokyo Disneyland cost 6,400 yen (US$53.5 or 335 yuan).
Therefore, if the price for Shanghai Disneyland is set at 500 yuan, it would be lower than prices in the United States but far higher than the prices in Hong Kong and Tokyo, although the difference in scale and design would understandably be a factor in causing the price differences.
In comparison, other theme parks located nearby are much cheaper. Happy Valley Shanghai charges 200 yuan (US$31.9) for a single day ticket, Hangzhou Paradise in Zhejiang province 160 yuan (US$25.5) and China Dinosaurs Park in Changzhou, Jiangsu province charges 230 yuan (US$36.71).

A 'two sessions' primer
http://www.ecns.cn/2015/02-28/156176.shtml
Feb 28th 2015, 06:05
2015-02-28 15:05 China Daily Web Editor: Wang Fan
1. What are the sessions?
The "Two Sessions" is shorthand for the annual sessions of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC).
2. What's the schedule and agenda?
On March 2, the CPPCC will hold a news conference, with a spokesperson answering questions from the domestic and overseas media.
On March 3, the session of the CPPCC will open. Members of the CPPCC National Committee will attend the opening ceremony.
On March 4, the NPC will hold a news conference, with a spokesperson answering questions from the domestic and overseas media.
On March 5, the NPC session will open. The premier will deliver the annual government work report, and NPC deputies will review the report. Both deputies to the NPC and members of the CPPCC National Committee will attend the opening ceremony and hear the premier's report.
The NPC session will also hear and deliberate work reports by the NPC Standing Committee, the Supreme People's Court and the Supreme People's Procuratorate.
The NPC agenda also includes: implementation of the annual plan on economic and social development in 2013; a draft plan on national economic and social development in 2014; central and local budgets in 2013; and draft central and local budgets for 2014.
There will be two high-profile news conferences during the NPC session, when the minister of foreign affairs and the premier will meet the media.
During the CPPCC session, the members will meet to hear speeches, hold joint-group and group discussions, and attend the session of the NPC.
3. What issues will the media focus on?
Tackling air pollution: All but two of the provinces, regions and municipalities - the Tibet autonomous region and Ningxia Hui autonomous region - highlighted the need to tackle air pollution in their government reports.
Last year, it was 10. Beijing and Hebei province have for the first time listed air pollution reduction targets in their government work reports. The capital will slash 2.6 million metric tons of its coal use and close 300 heavily polluting enterprises. Shanghai will introduce pollution prevention and control measures on the Yangtze River Delta.
New urbanization: China's urban population increased from 170 million in 1978 to 710 million in 2012, but this has created new challenges, including unequal access to public services between city dwellers and migrant workers. The urban population includes around 126 million migrant workers, and their access to public services is curtailed by the hukou (household registration) system. Discussing this system and ways to improve access to welfare and services will be a major focus at the two sessions.
Fighting corruption: The central authorities will conduct more forceful and targeted anti-corruption campaigns in 2014. Authorities have launched campaigns such as setting up pilot projects to promote the disclosure of new officials' assets, and establishing criteria for officials' benefits and welfare, covering offices, houses, vehicles, secretaries and security guards.
Shift to quality growth: The government will not use GDP figures as the priority in evaluating the work of officials, nor will they be considered the main evaluation criterion for regional development. Lowering GDP growth targets has been listed in most provincial government reports. For example, Shanghai plans to reduce its GDP growth target in 2014 to 7.5 percent from last year's 7.7 percent. Ensuring economic restructuring and quality growth requires a balanced approach, not solely focusing on rising GDP.
International relations: Given Japanese Prime Minister Shinzo Abe's visit to Yasukuni, a shrine dedicated to militarism, it is difficult to envisage any positive momentum in relations between China and Japan. China and the US are expected to achieve tangible progress in the China-US Bilateral Investment Treaty talks, and China and Russia are expected to make new breakthroughs in investment and energy. Cooperation will be the focus of China's regional foreign policy.
Defense spending: Military spending will be a major topic for foreign media during the two sessions because of recent tension with Japan. Although the defense budget increased about 10 percent annually on average, amounting to about 1.4 percent of GDP over the last three years, it is far less than the military spending of the United States, Japan and Britain. It is estimated that during the next five years, China will continue to increase annual defense spending by 10 percent, according to takungpao.com in Hong Kong.

China's top anti-corruption watchdog launched its first round of inspection work after the Chinese New Year holiday, targeting the country's State-run conglomerates.
The powerful Central Commission for Discipline Inspection (CCDI) said Friday in a statement on its website that three inspection teams were already dispatched to State Grid Corp of China, China Shipbuilding Industry Corp and China Huaneng Group.
The three companies were part of the 26 large State-owned enterprises (SOE) the CDDI chose to inspect in its latest anti-corruption drive.
Others to be targeted in this round of inspection work include China National Petroleum Corp, China National Offshore Oil Corp, China Power Investment Corp and China Mobile Communications Corp.
But the CCDI's latest round of inspection of SOEs is different from previous ones as it decided to expand the inspection from one month to two months. Also, each inspection team is tasked with probing two companies instead of only one, which is likely to improve the efficiency of their work.
Wang Qishan, a standing member of the Party's Politburo Standing Committee and chief of the CCDI, said in a conference earlier this month that the watchdog would focus the anti-graft campaign on China's large State-owned enterprises.
All of the 31 provinces, autonomous regions and municipalities were already covered by the CCDI's previous four rounds of inspection work in the two years after the 18th Party Congress.
The fifth plenary session of the 18th CCDI, which concluded on Jan 14, set the task of inspecting all major SOEs this year, making combating corruption in SOEs one of the priorities for 2015.
Previous inspections over the past two years covered 14 major SEOs, which led to the fall of over 70 SOE executives in 2014.
Wang has said that judging from clues from the CCDI's previous investigations, SOEs suffer from common problems in their corruption control system, including buying and selling positions, embezzlement from dealing in materials and resources, rule-bending in project bidding and factionalism and nepotism.

According to the Ministry of Culture, the Chinese government invested about 1.33 billion yuan ($214 million) by the end of 2014 to build overseas China Cultural Centers and is expected to add another 360 million yuan for developing and running the institutes in 2015. That's up 181 percent compared to last year.
China set up its first culture centers in Mauritius and the Republic of Benin in 1988. Since 2002, centers were opened in Cairo, Paris, Malta, Berlin and Tokyo. By the end of 2014, 20 centers had been established, covering a building area of 43,000 square meters. Each center is about 2,000 to 5,000 square meters and is equipped with a multifunction hall, exhibition hall, library and classrooms.
Centers in Brussels and Singapore are planned to open in 2015, and the construction of those in Nepal, Pakistan and Tanzania are underway. In the first half of 2015, China will also investigate and select sites for new centers in Sweden, Romania, Hungary and other countries. The central government is looking to have at least 50 such centers by 2020.
According to Xie Jinying, director of the Bureau for External Cultural Relations of the Ministry of Culture, China Cultural Centers abroad have three main functions: to display and promote Chinese culture through cultural events such as performances, exhibitions and art festivals; to provide China-related information or data to introduce Chinese culture and history and offer facts on the country's modern social life and to organize training programs on music, dance, language, painting, cooking and martial arts.
The institute also works as a platform of cultural exchange by inviting Chinese artists, ideologists and scholars to share their opinions with local people.

If you want to express something so unbelievable that it must have been a special effect, you have a new word to add to your vocabulary.
It's "Duang", an onomatopoetic word which doesn't correlate with any particular Chinese character and refers to special effects.
A video parody adapted from a shampoo commercial featuring Hong Kong actor Jackie Chan went viral online, leading Internet users to coin the word.
The video begins with Chan flashing his black, sleek hair, which would have been flawless except that it was not his real hair, to the tune of online hit, "My Skating Shoes", known for its coarse melody and the singer's strong southern Mandarin dialect.
Next, a smug Chan confesses, to the repetitive, rhythmical sounds of "Duang", "I refused to endorse this product when they first came to me because of my thin hair, but the director insisted, saying special effects could be used to make my hair look healthy on the screen. Now you see. It's all special effects. It's not real."
The original advertisement became the target of regulators' crackdown for overhyping the effects of the shampoo after it was broadcast in 2004.
"Duang" has now became one of the hottest hashtags on Sina Weibo, a Twitter-like Chinese social networking site amid a frenzy of posts imitating Jackie Chan's speech in different scenarios.
Jackie Chan's Weibo account was flooded with comments containing the word in this sweeping online trend.
The video came at a time when the renowned movie star has been under public scrutiny after trying to salvage the drug scandal-tainted image of his son, Jaycee Chan, who was released from prison this week.
Data from Baidu also proved the phrase's popularity as it has been searched more than 586,000 times as of Thursday on the major Chinese search engine.
It's not the first time that online slang has invaded the regular lexicon in China.
The word of gei li's sudden rise in 2010 caught the attention of international media when it coined the word's official translation gelivable to describe something cool or awesome.

Lippi eyes coaching national team instead of any club

Marcello Lippi, 66, is eyeing a chance to coach a national football team instead of any club after his early end to the contract with Chinese Super League (CSL) champions Guangzhou Evergrande on Thursday.
"Guangzhou will be my last stop as club team coach. I am going back home for a break. I'm a little tired," said Lippi. "But I am still enjoying the job, if I have the chance to coach a national team, I will consider spending one or two years doing that."
Sources close to Lippi told Xinhua that he was waiting for opportunities to take charge of a team which could qualify for the 2018 World Cup.
As it was Lippi himself applying for an early terminiaton of the three-year contract which could automatically end in 2017, the coach proposed to compensate for Evergrande. But the club board gave it up.
"Due to health and family reasons, Lippi recently applied for an early end to his contract. Through deliberation, the board of directors accepted his resignation," the club said in an official statement on Thursday afternoon.
During his three years in China, the World Cup-winning coach led Evergrande to three straight CSL titles, one Chinese FA Cup crown and the AFC Champions League champion in 2013, thus to become the first-ever coach to win both the Asian title and the European equivalent.
The Evergrande club heaped praise on the 66-year-old Lippi, hailing him as "a great tactician, a gentleman and a huge contributor to Chinese soccer."
"Lippi took the helm of Evergrande on May 17, 2012. As a world top class coach and a great tactician, Lippi has not only brought victories and champion's trophies to Guangzhou, but also made great contributions to the development of the Chinese soccer," said the statement.
"A gentleman with a great personality, Lippi is also a football messenger and a beloved friend to hundreds of millions of Chinese fans," it added.
Liu Yongzhuo, vice president of the Evergrande Group, said that the club has suggested the Guangzhou municipal government that Lippi be given honorary citizenship.
Analysts here said that Lippi departed but left everlasting legacy to Chinese soccer.
Through Lippi, the Chinese soccer had a close touch with the advanced tactics and training, the effective way to nurture young talents, and the progressive management of a club.
Since the arrival of Lippi in May 2012, many key positions of the Chinese national team have been occupied by Evergrande's players, such as captain and playmaker Zheng Zhi, forward Gao Lin, and central defender Zhang Linpeng.
Zheng Zhi has ever said that Lippi boosted their teamwork, spirit, and the ability of reading matches in a short period of time.
Before coming to Evergrande, Lippi had been regarded as one of the greatest and most successful managers in football history.
He led Juventus to to claim Serie A in 1995, 1997, 1998, 2002, 2003, the UEFA Champions League in 1996, the European Supercup in 1996, and the Intercontinental Cup in 1996.
He was named the world's best football manager by the International Federation of Football History and Statistics (IFFHS) both in 1996 and 1998.
After steering Italy to World Cup triumph in 2006, Lippi was named the world's best national coach by IFFHS.
In 2007, The Times included Lippi on its list of the top 50 managers of all time.
In 2011, Lippi was added to the Italian Football Hall of Fame.
Lippi failed to repeat Italy's glory in South Africa where the Azzurri did not survive the World Cup group stage. Now, he is waiting for another chance to direct a national team.

More traditional Chinese medical professionals need to be introduced to put Chinese medicine industry in Malaysia onto a normal and healthy track, said President of Malaysian Chinese Medical Association Tan Khai Hee.
Currently, good and bad practitioners of traditional Chinese medicine (TCM) are mixed, so measures should be taken to solve the problem of lack of confidence in Chinese medicine, said Tan Khai Hee.
In Malaysia, about 6,000 kinds of western medicine pay zero consumption tax. Efforts should be made to cancel consumption tax on traditional Chinese medicines to meet the demand, he said.

Northwest China's Xinjiang Uygur Autonomous Region has promoted 2,138 public servants in the past month, local authorities said Friday.
Over the past three years, Xinjiang has sent a staggering 200,000 civil servants to its rural areas to help improve the quality of life of residents. This is part of a wider push by the regional government to give city officials experience in the country's underdeveloped areas.
Last March, the first 70,000 cadres from government departments, public institutions and state-owned enterprises were assigned to one-year posts in 8,636 villages; 759 branches of state farms; and 931 communities.
Zhang Chunxian, Communist Party of China (CPC) chief of Xinjiang, said the cadres had achieved extraordinary results in their placements and really made a difference to villager's quality of life.
According to the regional Communist Party of China (CPC) Committee, 2.26 billion yuan (367.7 million U.S. dollars) has been allocated to finance the building of roads, power networks, water facilities, as well as residential renovation projects.
The next round of 70,000 public servants will start their rural placements soon.

The algae has been invading Beihai's coastal area in winter and spring for some years in a row. Experts attributed the invasion to land-based sources of pollution, such as wastewater discharged from factories. The clustered algae, while not harmful to health, is quite a nuisance to tourists. Tourists walk on a beach covered by algae in Beihai city, Southwest China's Guangxi Zhuang autonomous region, Feb. 26, 2015. The algae has been invading Beihai's coastal area in winter and spring for some years in a row. Experts attributed the invasion to land-based sources of pollution, such as wastewater discharged from factories. The clustered algae, while not harmful to health, is quite a nuisance to tourists. The nominees for the 9th Asian Film Awards have been announced on Wednesday. The awards are presented every year by the Hong Kong International Film Festival Society and recognizes excellence in Asian cinema.
This year, Hong Kong Director Ann Hui's biopic "The Golden Era" tops the nomination list.
"The Golden Era", a period drama about China's most influential female novelist, Xiao Hong, is nominated for Best Director, Best Actress, Best Supporting Actor, Best Screenwriter and Best Editor in this year's 9th Asian Film Awards.
However, it fell short in the Best Film category. Nominees in that category, including China's "Black Coal, Thin Ice," "Blind Massage" and India's "Haider," still trail behind with four nominations.
42 films from eight countries competed for recognition, and in the end 74 nominations in 14 categories were announced on Wednesday.
The winners will be selected by a panel of 14 jury members, with Hong Kong Director Mabel Cheung serving as this year's Jury president.
She's currently working with Chinese actress Tang Wei on a new film and was particularly excited about her Best Actress nomination. However, Cheung insisted that she intends to keep her personal feelings out of the judging process.
"In my heart, she's already a great actress, so it doesn't matter if she wins this year. She learns so quickly and she's a very hard working actress. I have not seen an actress who pours her heart into her roles as much as (Tang) does." she said.
Hong Kong singer-turned-actress Ivana Wong is new to acting but has been receiving a lot of buzz for her performance in the comedy "Golden Chickensss."
"It's a huge honor to be nominated. I won't ask for more. If I win, I'll think of it as a bonus. If I get a chance to go up on stage, I have a lot of people to thank. If not, I will find a way to thank the people I worked with." said Ivana Wong, nominee for "Best Newcomer".
The Asian Film Awards will be handed out on March 25th in Macao.

Chinese paddler Ma Long will partner with German Timo Boll in the men's doubles at this year's table tennis worlds in China's Suzhou, International Table Tennis Federation (ITTF) said on its website Thursday.
During last year's table tennis worlds in Tokyo, ITTF allowed players from different associations to form doubles partnership from the 2015 tournament.
"This is unique, not only for German Table Tennis Association, but also the entire German sports family," said ITTF President Thomas Weikert.
"Such a partnership can stimulate the sport, and beyond the competition, it can strengthen relationship between two associations," he added.
Ma Long and Boll were no strangers to each other as they won 2013 China Open doubles after beating another combination from different associations, Yan An/Dimitrij Ovtcharov.
"It's an honor for me to partner Ma Long at the world championships," commented Boll.
Also on Thursday, the Chinese team released a player list for the 2015 tournament. Grand Slam winner Zhang Jike, Ma Long, Xu Xin, Fan Zhendong, Fang Bo and Yan An will feature in the men's singles, while the women's singles will see Li Xiaoxia, Ding Ning, Liu Shiwen, Zhu Yuling, Chen Meng and Mu Zi.
The 2015 World Table Tennis Championship is slated from April 26 to May 3.

The People's Liberation Army (PLA) Air Force is setting up training bases in civilian high schools to provide flight training for around 1,000 students aged 14 to 16.
It is currently selecting the schools and plans to begin running the training later in 2015 after selecting the students based on applications, the ministries of education and public security and the PLA general political department jointly announced on Thursday.
Under the measures, the selected students will take the training in addition to their regular high school studies.
Successful applicants will receive a subsidy and should board at the schools. They will sign contracts committing to apply for PLA aviation universities and participate in pilot recruitment tests after graduating from high school, said Peng Junxia, head of the Air Force pilot recruitment bureau.
Applicants will be evaluated "comprehensively" including by psychological tests, while the choice of civilian high schools where the training bases will be built should be decided by both educational authorities and the Air Force, according to the announcement.
Peng stressed fairness and impartiality in the selection process.
He said that as air force weaponry is becoming more sophisticated, pilots should have a broader education, and the new scheme is designed to ensure they get it.
The PLA Air Force will also continue to recruit high school graduates without flight experience. However, it is common in other countries for pilots to accumulate flight experience before joining the air force.
The PLA Air Force recruited just over 1,000 high school students last year.

HSBC executives appologize for 'unacceptable' tax evasion practice

HSBC's two top executives Wednesday apologized for its Swiss unit's "unacceptable" practice on dodging tax for its clients.
Stuart Gulliver, group chief executive of HSBC, said the practices had caused "damaged to trust and confidence" in the company.
Gulliver and Douglas Flint, chairman of HSBC, were answering questions from British Members of Parliament (MPs) of the House of Commons Treasury Committee.
Earlier this month, the Britain-based bank was reported its Swiss private bank helped clients to evade tax.
The two executives have already delivered their apologies on the misconducts via advertised page of British newspapers and its yearly financial statement report afterward.
Gulliver said: "I'd like to put on the record an apology for the unacceptable events that took place at our private bank in Switzerland in the mid-2000s, which is clearly an apology we'd like to make to you all, to our customers, shareholders, to the public at large."
He stressed: "It clearly was unacceptable and it has clearly damaged HSBC's reputation."
Stuart Gulliver has worked for HSBC for 35 years. He was appointed as group chief executive in 2011.
Flint, who was financial director of HSBC when the case happened, said he felt shamed and would take his "share of responsibility" for Swiss unit failings.
He also emphasized that the process of reforming or restructuring the bank will "always be ongoing", and now it is "more than half way".

He also emphasized that the process of reforming or restructuring the bank will "always be ongoing", and now it is "more than half way".

Former construction worker swaps big wages for new career in home village
A young construction worker decided to swap big wages in the city to embark on a new career as a postman in the remote mountain village where he was born.
Every weekday morning, Wang Qingcong delivers newspapers and parcels by motorcycle to nearby villages from the post office in his home village of Fanmao, Hainan province.
In the afternoon, he helps residents - mostly the aged left behind to take care of their grandchildren, whose parents are working in cities - pay electricity and telephone bills online in the post office, the only public place in the village with Internet access.
Since Jan 1 last year, the local government has set out to establish post offices in once secluded villages scattered throughout the island province.
Wang's post office is one of 1,708 established last year, and it lies about 7 kilometers from the city of Wuzishan in China's smallest and southernmost province.
The post office serves as a transit spot, collecting letters and parcels and then forwarding them to recipients.
It also handles newspapers, and Wang sends out 10 different newspapers every day.
"In the past, newspapers had to be sent to the village committee and then later picked up by residents, with an occasional delay of up to four days," said Wang.
"Now, with the village post office, residents can read the latest news, and things like college acceptance letters being lost will not happen again."
At about 3 pm, Wang arrives at the station and helps villagers pay bills online.
He spent around 3,000 yuan ($487) on the computer needed to do online payments and another 960 yuan for network devices.
"I like using the computer, and it is a good thing for people in the village, so it's really not a big deal," said Wang, speaking of his outlay to provide the service.
"The online payment service Wang offers has greatly helped villagers," said Huang Xiangzhong, a resident of Fanmao.
"We are really shut off here. In the past, we had to go to the electric power department in Wuzhishan. Now it is much more convenient. I pay my cellphone bills at the post office as well."

China's policies towards Pacific island countries have been very successful, and China's aid to these countries is in accordance with their national conditions, a Chinese scholar has said.
A symposium was held in the Samoan capital of Apia on Wednesday, where scholars and officials from China and Oceania discussed China's evolving role in the Pacific region.
Co-organized by the Center for Oceania Studies at China's Sun Yat-sen University, the National University of Samoa and New Zealand Contemporary China Research Center at Victoria University of Wellington, the three-day conference, themed "China and the Pacific: The view from Oceania," is expected to take a multidisciplinary approach to examining Pacific islands perspectives on China's evolving relations with countries in the Pacific region, primarily Polynesia and Melanesia.
In an exclusive telephone interview with Xinhua shortly before the conference kicked off, Prof. Yu Changsen, executive deputy director of the Center for Oceania Studies at Sun Yat-sen University said, "On assistance towards Pacific island countries, China now ranks the third on the donor list, right after Australia and New Zealand, which I think is a very rapid progress."
"China's infrastructure assistance has solved the lack of infrastructure problems in many island countries, and is welcomed by the island countries, which I think is a good deed," Yu said, adding that it simultaneously complements the assistance of other countries, so the entry of China is a positive factor.

China's top legislature on Wednesday reviewed a draft law amendment that aims to facilitate the progression of inventions made in research institutes and universities to commercial development.
The bill, on revising the Law on Promoting the Transformation of Scientific and Technological Achievements, was tabled at the bi-monthly session of the Standing Committee of the National People's Congress, which runs from Wednesday to Friday.
"Although the law, which took effect in 1996, has helped propel sci-tech achievements into production, many provisions no longer fit with China's deepening reform and pursuit of innovation-driven development," Minister of Science and Technology Wan Gang told lawmakers.
The revision aims to introduce incentive mechanisms that motivate research establishments and scientists, and ensure enterprises play a leading role in the process of making academic inventions more market-oriented, Wan said.
The draft includes articles to reform disposal and usufruct of research results.
Among the major revisions, the bill empowers state-owned research institutes and universities to transfer or license use of their achievements or invest in them as trade-in.
Instead of turning over gains to the central treasury, the draft allows these research establishments to retain all income from the transaction for awarding meritorious scientists and future research projects.
Apart from setting the bottom line of no less than 20 percent of the transfer or license income for awarding scientists with contributions, the draft stipulates that research establishments may fix means and amount of rewards with their staff.
"By doing so, the bill has left space for augmented award for sci-tech personnel," Wan said.
To redress an over emphasis on theoretical achievements over their application in the academic circle at present, the bill asked research establishments and their supervisory government organs, to set up appraisal systems, which could promote applications of new academic achievements.
In addition, the bill added new regulations to give enterprises more say in prospective research projects.
Advice from related industry or enterprises should be taken when setting down research projects using fiscal funding or the drawing up of sci-tech plans, according to the bill.
Also, government agencies should enable enterprises play a leading role in the choice of research direction, project implementation and application of research results in fiscal funded projects that have clear market prospects or industrial goals, it says.

The death toll has risen to three following a gas explosion in an incomplete road tunnel in Chengdu, capital of southwest China's Sichuan Province, on Tuesday afternoon.
According to the project undertaker, the Power China Road Bridge Group Co. Ltd., a body retrieved by rescuers at around 1 p.m. on Wednesday was one of the four construction workers it lost contact with when the blast happened in the No. 1 Tunnel of Wuluo Road at around 1:20 p.m. on Tuesday.
It is not known how many people were inside at the time of the accident.
One of the other two bodies recovered earlier has been identified as a local farmer. The other body has been burnt and can not be identified immediately.
The high concentration of gas in the tunnel is making the rescue very difficult, said Huang Xinchu, head of the rescue headquarters.
Local hospitals have taken in 20 people injured in the blast. Two of them are still in critical condition.
Wang Zhichang, an expert with the Chengdu Safety Inspection Bureau, who is with the rescue team at the blast site, said the tunnel has two lanes designed for traffic to flow in opposite directions. Workers had dug in 800 meters before the blast happened.
Ventilation has resumed in one of the lanes so that 110 rescuers aided with sniffer dogs can enter. Workers have blocked the other lane and are pumping in carbon dioxide to quench the fire and gas there, said Wang.
An investigation is under way into the cause of the incident.

Both patients are in a critical condition. It has been confirmed that both had been in contact with live poultry, in two different cities, before showing symptoms on Tuesday.
H7N9 is a bird flu strain first reported to have infected humans in March 2013. Humans are most susceptible in winter and spring.
So far 59 cases have been reported in south China's Guangdong Province. Several other Chinese localities including Shanghai, Fujian, Guizhou and Zhejiang have also reported human cases of H7N9 this winter.

Leading players in US film industry welcome further investment from Chinese companies
The success of Chinese-backed films at this year's Oscars marks a strong reflection of the growth of Chinese investment in not only the US movie industry, but the global entertainment sector.
Digital Domain, a California-based digital production company backed by investors from Hong Kong, for instance, was nominated for Best Visual Effects at this year's Academy Awards for its work on one of the highest-grossing films of 2014, X-Men: Days of Future Past.
It was the second nomination for the company, formerly known as Sun Innovation. Its work on Iron Man 3 earned it an Oscar nomination last year too.
The Academy of Motion Picture Arts and Sciences also handed two Scientific and Technical Awards to the company for two of its technologies: Mova, a facial performance-capture system, and Drop, a software toolkit for simulating large-scale destruction scenes.
Hong Kong entertainment company Sun Innovation paid HK$392 million ($50.58 million) in July 2013 to buy the American visual-effects group from Beijing's Galloping Horse. In 2012, Galloping Horse bought 70 percent of Digital Domain, while Reliance Media retains 30 percent.
With its acquisition of Digital Domain 3.0, Sun Innovation plans to expand its reach and play a growing role in the burgeoning international feature film industry.
Last year saw a huge increase in Chinese film and media companies opening Hollywood branch offices too. Forming partnerships and entering co-financing agreements are seen as very much the golden tickets to Hollywood success for many Chinese investors.
Shanghai-based media group Fosun, for example, joined with Hollywood producer Jeff Robinov, the former Warner Brothers chief, to set up Studio 8 in 2014.
Fosun and Huayi Brothers Media Corp competed for the acquisition of Studio 8 and Huayi had announced a planned $150 million investment in the venture.
Fosun then raised that to $250 million and successfully closed the deal, making it the largest acquisition involving Chinese capital in Hollywood film industry history.
Sony Pictures Entertainment Inc then bought the distribution rights of all of Studio 8's films globally, except for the greater China region.
Bona Film Group, China's largest privately owned distribution company, meanwhile, announced toward the end of 2014 that it had obtained the exclusive distribution rights in China for several co-productions with Studio 8, including Ang Lee's Billy Lynn's Long Halftime Walk, which is set to start shooting this April.
To many observers, the relationship between wealthy Chinese investors and the American film industry will only intensify.
Chinese investment in the US entertainment industry, including film, has grown to around $2.7 billion, according to the Rhodium Group, which tracks Chinese direct investment in the US.
Le Vision Pictures, one of China's leading entertainment companies, established a Los Angeles office in 2013 with a $200 million investment.
By the end of last year it had more than 10 employees, and was considered the premier creative engine in the "Beijing-Los Angeles-Silicon Valley". LeTV group also owns the largest online-film library in China.
Wanda Group, China's largest commercial property developer and owner of the AMC theater chain, also announced its first major entertainment real estate purchase in Los Angeles last August with a $1.2 billion investment.
Wang Jianlin, its chairman, said his ambitions in Los Angeles are aimed squarely at premier Hollywood film-industry targets that can help support the group's own Qingdao Oriental Movie Metropolis and Qingdao International Film Festival projects in China.
Robert Lundberg, senior vice-president of China Lion Film Distribution, said he considered the Wanda purchase a "smart move" and believes a flow of Chinese investment money into the industry is good for both Chinese and American filmmakers.
"On the other hand, there is also so much talent in China," Lundberg said, "and a lot of American producers still do not appreciate how many resources there are in China."
Hollywood film veteran Stephan Manpearl, the owner of Manpearl Entertainment Marketing, summed up the overall mood perfectly.
"In today's global economy," he said, "increasing interest in media and entertainment by Chinese companies is positive."
