China has always pursued a friendly policy towards Myanmar and the policy will not change, said Foreign Ministry spokesperson Hua Chunying on Monday.


Hua made the remarks when asked to comment on the future development of China-Myanmar relations at a routine press conference.


Myanmar's Union Election Commission released final results of the general election on Nov. 20 with the opposition National League for Democracy (NLD) securing 886 seats or 77.04 percent at three levels of the parliament.


Hua conveyed congratulations to the winner, saying that as a friendly neighbor, China sincerely hopes Myanmar can realize political stability, ethnic harmony and economic development.


China hopes that all political parties in Myanmar will maintain solidarity and make joint efforts to build their country, she said.


China will continue to cement traditional friendship and deepen mutually beneficial cooperation with Myanmar, she said, adding that China supports Myanmar's efforts to realize stable development and improve people's well-being.


As the majority winning party, the NLD will hold the chairmanship of the lower house and upper house and also has the right to nominate two vice-presidential candidates, with the remaining one to be nominated by the non-elected military representatives.


The present term of the parliament and government will expire at the end of January and March 2016 respectively.


The next presidential election will take place in early February.

Chinese President Xi Jinping, who is attending the opening session of a major United Nations climate change conference in Paris, met with his U.S. counterpart Barack Obama on Monday, discussing issues from bilateral ties to climate change talks. [Special coverage]


Xi stressed China and United States should stick to the right direction of building a new-type of major country relations and the principles of non-conflict and non-confrontation, mutual respect as well as cooperation and win-win results.


He urged China and the United States to advance their practical communication and cooperation at bilateral, regional and global levels, and in areas including enhancing coordination on macro-economic policies, pushing for the achievement of the anticipated goals at this UN climate change conference and manage differences and sensitive issues in a constructive manner.


China and the United States should make concerted efforts in maintaining the sustained, health and stable development of bilateral relations, and safeguard and promote peace, stability and prosperity of the Asia-Pacific and the world at large.


Around 150 heads of state or government are gathering here for the UN conference, officially called the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change.

The Paris climate change conference should reject the narrow-minded mentality of zero-sum game, Chinese President Xi Jinping said in on Monday, urging all countries, developed countries in particular, to assume more shared responsibilities for win-win outcomes. [Special coverage]


Xi made the remarks when delivering a speech at the opening ceremony of the two-week conference, officially called the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change.


The Paris conference is not the finishing line, but a new starting point, as an important part of global governance, Xi told delegates at the opening ceremony.


World leaders' presence at Paris shows that terrorism can not hold back mankind's efforts to address climate change and pursue a better future, Xi added.


He urged developed countries to honor commitment of $100 billion climate fund annually by 2020.


Xi also pointed out that addressing climate change should not deprive developing countries of rights to reduce poverty and improve people's livelihood.


The highly-anticipated meeting, opened by leaders from over 150 countries, aims to yield a new international agreement to reduce greenhouse gases beyond 2020 when the 1997 Kyoto Protocol expires.


Such an accord is seen as crucial for keeping the rise in global temperatures within 2 degrees Celsius above pre-industrial times, a goal scientists say should be met to avoid risky changes in the climate.

Chinese President Xi Jinping and world leaders are gathering in Le Bourget, a suburb of Paris, to lend political impetus to a key United Nations (UN) climate change conference starting on Monday. [Special coverage]


Xi, among leaders from over 150 countries, is scheduled to deliver a speech at the opening ceremony of the two-week conference, officially called the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change.


The highly-anticipated meeting aims to yield a new international agreement to reduce greenhouse gases beyond 2020, when the 1997 Kyoto Protocol expires.


Such an accord is seen as crucial for keeping the rise in global temperatures within 2 degrees Celsius above pre-industrial times, a goal scientists say should be met to avoid risky changes in the climate.


Xi's speech will focus on China's understanding of and position on addressing climate change, according to Chinese diplomats.


The expected deal should reflect the principles of "common but differentiated responsibilities" (CDR), "equity" and "respective capabilities," which were outlined in the UN Framework Convention on Climate Change, said the diplomats.


For the outcome of the Paris conference, China expects an "all-round and balanced" solution covering actions and mechanisms before as well as beyond 2020, and attaching equal importance to emission cutting, adaptation, funding and transfer of technologies, they said.


It is also the hope of China that the Paris conference send a clear signal to the world, urging countries to translate the tasks of cutting emissions and addressing climate change into inherent drive for upgrading the economy, ensuring energy security, and mitigating risks from climate change.


Last but not the least, the diplomats said, developed countries should fulfill their obligations in funding and technologies, and keep boosting such support beyond 2020.


As a developing country, China has taken bold actions to reduce carbon emissions while setting ambitious climate goals.


China has pledged to cut its carbon emissions per unit of GDP by 60-65 percent from 2005 levels by 2030, according to an action plan, called "Intended Nationally Determined Contribution (INDC)," the country submitted to the the Secretariat of the UN Framework Convention on Climate Change late June.


The world's second largest economy also vowed to increase non-fossil fuel sources in primary energy consumption to about 20 percent and peak its carbon emissions by the same date, according to the document.


These pledges represent a big step further from its previous emission control targets.


To act on climate change is not only driven by China's domestic needs for sustainable development in ensuring its economic, energy, ecological, food security as well as the safety of people's life and property, but also driven by its sense of responsibility to fully engage in global governance, to forge a community of shared destiny for humankind and to promote common development for all human beings, said the INDC.

Fourteen people were sentenced to three to five years in prison on Monday over a fatal pipeline blast that claimed 63 lives in the eastern city of Qingdao on Nov. 22, 2013.


The blast injured another 156 and caused a direct economic loss of 751.72 million yuan (about 123 million U.S. dollars), according to the people's court of Huangdao District of Qingdao City.


The direct reason for the accident was maintenance staff drilling, which produced sparks and caused an explosion fuelled by oil leaked from a pipeline owned by a subsidiary of Sinopec, the country's largest oil refiner, according to a report unveiled last year by a special investigation group set up by the State Council.


The court sentenced eight people from the oil companies to three to five years in prison for breaking work safety rules. Another six people from the local government were sentenced three years to three and a half years for dereliction of duty.


Four people were given a two-year reprieve.


More than 60 people have been penalized for the blast, with at least 48 receiving punishments for violating Party and administrative disciplines.

Media outlets from BRICS countries must foster initiatives to break Western hegemony in news reporting, a senior official from Brazil's public broadcaster told Xinhua in a recent interview.


Andre Barbosa, executive director for external relations with Brazil's state-owned radio and TV operator EBC, also said efforts should be made within the bloc to democratize the flow of information so as to allow different voices in the global press.


Barbosa made the remarks prior to the first BRICS Media Summit slated for Dec.1 in Beijing. The EBC will attend the event along with leading media organizations from the BRICS members, namely Brazil, Russia, India, China and South Africa.


There was awareness back in the 1950s that the developed countries have dominated global news reporting with Western-oriented narratives, Barbosa said, adding that the only way to change this situation is to "create an economic bloc with a united press industry to counter the Western dominance."


There have been attempts like China's CCTV, Russia Today and Al Jazeera to provide this counter influence to the Western world view in news, Barbosa noted.


Media representatives from the five BRICS countries will meet in Beijing to mull the ways to share journalistic and entertainment contents.


They will also discuss the possibility of joint efforts in the development of information technologies and rules to be used for media projects among the BRICS members, Barbosa said.


Brazil will present at the summit its 4D project, a transmission system that aims to bring digital TV and the Internet to Brazil's least developed regions.


"The question of digital inclusion is highly important for all BRICS countries...We have to develop technologies to reach remote communities and help create jobs," he explained.


The 4D project will be rolled out in Brazil in October 2016, and is expected to replace traditional Internet services in certain areas.


"The Brasil 4D (Digital, Development, Diversity, Democracy) will allow the streaming of data through radio frequency. In this way, we could reach 60 million Brazilians who do not have Internet access at home," said Barbosa.


The technology, developed by the Pontifical Catholic University in Rio de Janeiro, has already been distributed to countries in Latin America, and it is also being used in Botswana, he added.

The Sichuan-Cambodia business forum was held here Monday, aimed to broaden trade and investment ties between Cambodia and China, officials said.


The half-day forum brought together business executives from 40 enterprises in southwest China's Sichuan Province and about 50 Cambodian company representatives.

Bibliophiles in east China's Suzhou City have a welcome new addition to the retail landscape after Taiwanese Eslite Bookstore on Sunday opened its first mainland store.


The flagship four-story shop is on the banks of Jinji Lake in Suzhou. In addition to its collection of over 500,000 books, it also sells handicrafts, jewelry and kitchen ware.

As the Paris climate summit draws near, American experts hailed U.S.-China cooperation on renewable energy as an effective way to promote economic growth and tackle climate change.[Special coverage]


The U.S.-China cooperation has made the usage of renewable technology more affordable and popular, said Phil Sharp, president of Resources for the Future (RFF), a Washington D.C.-based think tank focusing on resources and environment.


"I think it's really important to both countries and to the world... We have a lot to learn from each other," said Sharp, who served as a member of the U.S. House of Representatives for 20 years and played a leading role in U.S. energy and environmental legislation.


"The solar panels are cheaper because of the production in China. So we are beginning to see international market really grow in this area and that helps bring the cost down. Because once you can manufacture in scale, you can really control the cost," Sharp said.


In the past five years, the average costs of wind and solar power were halved, according to data from the U.S. government.


In 2014, wind became the largest source of new electricity in the United States, generating 4.4 percent of all the electricity in America and maintaining its position as the fifth largest electricity source in the country.


The solar energy brought online every three weeks last year was as much as that in all of 2008, and the solar industry created jobs 10 times faster than the rest of the economy.


Several polls have shown that more than 70 percent of Americans believe the United States should pay more attention to the development of renewable energy.


Renewable energy has shown strong potential in fighting climate change, though its role in curbing greenhouse gas emissions is currently limited due to its small presence compared with traditional coal-fired plants which produce 25 percent of all U.S. global warming emissions.


The CO2 emitted by wind and solar per kilowatt hour is less than 1.5 percent and 6 percent of that by coal respectively, according to data of the Intergovernmental Panel on Climate Change (IPCC).


The Union of Concerned Scientists found in 2009 that if America sets its renewable electricity standard at 25 percent by 2025, its power plants' CO2 emissions will be reduced by 277 million tons annually, the equivalent of the output from 70 typical (600 MW) new coal plants.


Although the United States does not have a national renewable electricity standard, most U.S. states have set up their own standards, and several states with a strong renewable energy industry have made or are making more aggressive targets.


Lawmakers in California approved a bill in September to increase the share of renewable electricity to 50 percent by 2030.


"I think renewable energy is an area that has a bright future," said Terry Branstad, governor of Iowa, a state that has been continuously supporting renewable energy over the past three decades.


"I think it's good that two countries (China and the United States) are looking at ways to cooperate in renewable energy," said Branstad. "It is something good for the environment, it's good for the economy and I think it will also enhance our trade relationship."


Iowa is an important agricultural state in the middle of the United States. Once heavily dependent on imported fossil fuels, the state has been developing wind power since 1980s based on its rich wind resources.


By January 2014, 28.5 percent of its electricity had been generated by wind, the highest penetration rate in the United States. Now the state government is making a plan to raise wind power to 40 percent by 2030.


Renewable energy can become a new growth point for Chinese investments in the United States, which have been growing fast in recent years, said Melanie Hart, director of China Policy at the Center for American Progress.


Investments from China may face fewer obstacles because "in general the renewable sector is much more open" and China and the United States "have a stronger partnership on energy," said Hart.


However, there are still some issues in the United States that may hinder the two countries' further cooperation on renewable energy. For example, the opaque process of national security review done by the U.S. government has always been a damper for Chinese investors.


In 2012, U.S. President Barack Obama blocked the Ralls Corporation, a U.S subsidiary of China's top machinery equipment maker Sany Group from acquiring wind farm projects in Oregon citing "national security risks."


Obama issued a presidential decree to block the deal, as recommended by the Committee on Foreign Investment in the United States (CFIUS).


Ralls sued CFIUS for exceeding constitutional rights and failing to provide detailed evidence. In 2014, a U.S. court ruled that President Obama and the CFIUS failed to give a constitutional due process to Ralls.


"National security review is a real concern for our company to enlarge our business in the United States," said Yang Benxin, chairman of the CSIC (Chongqing) Haizhuang Windpower Equipment, a leading Chinese wind turbine manufacturer that entered the U.S. market in 2012 and aspires to become a "mass quantity supplier" in the U.S. wind power market.


Partisan politics in Washington may also make renewable energy a victim in the future. While the Democrats generally support renewable energy, the Republicans have shown their unmistakable love for fossil fuel.


The Congress failed to extend the renewable energy Production Tax Credit (PTC) in 2012, a key policy to support U.S. renewable energy development.


Without the PTC, the U.S. wind industry suffered a cliff fall in 2013. The installations of new wind farms fell 92 percent, cutting 30,000 jobs across the whole industry in the same year.


After the Congress extended the PTC in 2013, the sector boomed again in 2014.


However, the extension expired at the end of 2014 and the Congress is still discussing if further extension should be granted.


If the Congress fails to extend the PTC, new investors in the wind industry like Chinese investors will be put at a "disadvantage position" since they cannot have the ten-year tax credit enjoyed by companies who have made investments earlier, said Kurtis Sherer, vice president of Haizhuang's U.S. subsidiary.

Giant panda "Shu Xiang", which has been in Macao since 2010 as present given by Chinese central government, is sent back on Sunday to the mainland for national breeding program.


Macao held a warm and sweet ceremony Sunday morning to bid farewell to "Shu Xiang", with the attendance of officials and hundreds of local residents.


Chan Hoi Fan, Secretary for Administration and Justice of Macao Special Administrative Region government said "Shu Xiang" has been deeply loved by Macao people and expressed her reluctant to bid farewell to him.


Adding that as a rare and endangered species, "Shu Xiang" deserves a better matching opportunities by participating national breeding plan in Chengdu Research Base of Giant Panda Breeding in Sichuan Province for the sake of the breeding and conservation of the entire species.


"Shu Xiang" has brought joy to her family, especially her kid, a resident told the reporter, adding she hoped the cute spirit grow healthily and have a happy life.


Accompanied by veterinarian and breeder, the giant panda was sent to his hometown by a chartered plane.


There is a pair of giant panda in Macao named "Kaikai" and "Xinxin," which arrived on April 30 this year to replace a former pair, after the female one "Qimiao" died of kidney failure in June last year. The male panda "Shu Xiang" was decided to return mainland for breeding.

Beijing on Sunday issued its highest smog alert of the year, upgrading it on Sunday from the yellow of the past two days to orange, second only to red.


The municipal weather center said humidity and a lack of wind would mean the smog will linger for another two days, before a cold front arrives on Wednesday.


On Sunday, the reading for PM2.5, airborne particles smaller than 2.5 microns in diameter, hit 274 micrograms per cubic meter in most parts of the capital.


Under the orange weather alert mechanism, industrial plants are required to reduce or shut down production; construction sites should stop the transportation of materials and waste while heavy-duty trucks are banned from the roads.


The municipal environment watchdogs have reinforced checks of discharge from coal-fired plants, outdoor barbecues and burning.

China's securities regulator said Friday that it had punished individuals and firms involved in seven cases of stock market violations.


The China Securities Regulatory Commission (CSRC) decided to impose total fines of 43.28 million yuan (6.77 million U.S. dollars) on three individuals, four companies and four legal representatives of companies in the seven cases, in which illegal share-holding reduction, illegal short-term trading and information disclosure were conducted, said Zhang Xiaojun, spokesman of the CSRC.


Up to now, the CSRC has dealt out punishments in 33 such cases.


The commission will continue to crack down on violations in the securities market to protect investors' interests, Zhang said.

Chinese Premier Li Keqiang has called for enhanced efforts to improve the prevention and control of major epidemics and infectious diseases in key regions and groups.


In a written instruction to a meeting on infectious disease prevention on Friday, Li said related agencies should "improve the system for joint prevention and control, innovate working methods, increase input, shore up weak links and offer better basic public health services."


Vice Premier Liu Yandong said at the meeting that the public health policy of putting prevention first, focusing on the rural areas and laying equal stress on traditional Chinese medicine and Western medicine should be followed.


While calling for deepened reform on the medical sector and more equitable public health service, Liu ordered improvement of monitoring, early warning and emergency treatment of infectious disease.


"The patient's burden should be alleviated," Liu said, adding the country's varied medical insurance packages and government subsidies could also help.

A meeting between Turkish President Recep Tayyip Erdogan and Russian President Vladimir Putin at the coming climate summit in Paris on later this month is possible, but no time has been set for a bilateral meeting at the moment, said Turkish presidential sources on Friday.


Erdogan had requested a meeting with his Russian counterpart Putin in Paris, Russia said on Friday.


"A proposal from the Turkish side about a meeting at the level of heads of state has been delivered to the president," Kremlin spokesman Dmitry Peskov told reporters on Friday.


Ties between Moscow and Ankara have seen unprecedented level of tensions after the latter downed a Russian warplane on Tuesday over airspace violation claims.


Speaking to France 24 news channel on Thursday, President Erdogan said he has called Putin, but the Russian President did not return his phone call.


Turkey's downing of a Russian Su-24 warplane has dealt a "devastating" blow to the bilateral ties between Russia and Turkey, Kremlin said Thursday.


"It will be very difficult to mend bilateral relations after such quite devastating damage. It is a too serious incident that serious consequences are unavoidable... and we are still waiting for realistic explanations from the Turkish side," Peskov said.

Stocks plunged by the most in three months on Friday, as some of the country's largest brokerages came under regulatory probes.


The benchmark Shanghai Composite Index closed at 3,436.30, down 5.5 percent after losing as much as 6.1 percent. The smaller Shenzhen Component Index slid 6.3 percent to 11,961.70.


Brokerages led the decline, as an industrial gauge slumped 9.4 percent. Haitong Securities suspended trading as Reuters and Caixin reported it became the latest brokerage to come under investigation.


CITIC and Guosen Securities tumbled by the daily limit of 10 percent after announcing they were under probe by the China Securities Regulatory Commission (CSRC) for alleged rule violations and would cooperate with the regulator.


About 17 other brokerages also fell by 10 percent on Friday, as investors fear the investigation might spread further.


Guotai Junan dropped 8 percent, after its subsidiary earlier this week reported to Hong Kong Stock Exchange that it cannot contact its chairman and chief executive officer Yim Fung.


In August, four senior executives at CITIC Securities confessed to insider trading during an investigation into the market crash, according to Xinhua.


Probes in the finance sector came as the CSRC tried to examine the country's summer stock market rout during which the Shanghai gauge fell from as high as 5,178.19 in mid-June to as low as 2,850.71 in late August.


Market confidence has picked up since, as China re-enters into a bull market with a more than 20-percent rebound. The CSRC resumed initial public offerings for 10 companies after a five-month freeze, said the regulator in November.


The Shanghai index has gained 6.2 percent since beginning of the year as of Friday closing.

China's top military authority, the Central Military Commission, will greatly reduce its departments and personnel and give more power to lower-level authorities, a Defense Ministry spokesman said on Friday.


"The reform aims to enable the Central Military Commission to focus on its core missions, integrate similar functions, intensify supervision and better act as a coordinator," Senior Colonel Yang Yujun told a news conference on the reform guidelines, which were announced by the commission on Thursday.


After the reform, the decision on some specific matters will be left to lower-level authorities, he said, adding that the commission has planned to extensively cut the number of its organs, employees and affiliated entities.


"The restructuring will slim the commission and make it more efficient," the spokesman said. "The top authority will take the lead to compress its size, giving a good example to the whole People's Liberation Army."


The Central Military Commission hosted a three-day PLA reform meeting in Beijing from Tuesday to Thursday. President Xi Jinping, who is chairman of the commission, gave guidelines on the reform at the conference.


According to Yang, the Central Military Commission organized more than 860 seminars and forums to solicit suggestions on the unprecedented reform. Nearly 700 PLA units and government departments and more than 900 high-ranking officers were surveyed.


Yang also said that establishment of the ground force's headquarters will improve the Army's development and modernization.


Responding to a question on whether the reform will change China's defense policy, he said that the policy will remain "defensive in nature", and that Chinese armed forces "will always be a staunch force to safeguard world peace and regional stability".


President Xi's pledge in September that the military will cut 300,000 troops has demonstrated the nation's resolve to pursue a path of peaceful development, Yang added.


The government and the military have drafted a detailed plan and a set of supporting measures to make sure that the interests of those affected by the reform will not be compromised, he said.

Northwest China's Qinghai Province plans to build the world's first salt lake data center to serve domestic resource planning and provide technical support to other countries.


The center in Xining, the provincial capital, will take eight years to complete with a total investment of 90 million yuan (14 million U.S. dollars), said Wang Jianping, head of the project under the Salt Lakes Institute of the Chinese Academy of Sciences.


The first phase of construction from 2016 to 2018 will adopt big data and cloud-computing technology to process data about salt lakes, she said.


The center will also launch a website for salt lake tourism.


"The national data center will lay a foundation for important breakthroughs in salt lake research," said Wang.


Qinghai boasts the country's largest salt lake, Qairhan Salt Lake, which covers more than 5,000 square kilometers on the southern edge of the Qaidam Basin.


China has more than 1,000 salt lakes, located mainly in Qinghai and the autonomous regions of Xinjiang, Tibet and Inner Mongolia.
