Gov't backs 'comfort women' memory of the world registration
http://www.ecns.cn/2016/06-01/212733.shtml
Jun 1st 2016, 09:10
To ensure that the pain and suffering of so-called comfort women is not wiped from the world's memory, the government fully supports applications to a UN organization dedicated to preserving historical facts. Applications to register "comfort women" files to the Memory of the World is supported by the government, a Foreign Ministry spokeswoman said on Tuesday.
Some non-governmental organizations are planning to apply for the registration, and such activities could help people around the world understand the cruelty of the war, remember history, and cherish peace, spokeswoman Hua Chunying told a regular news conference.
"Comfort women" is a term used to describe those forced into sexual slavery by the Japanese Imperial Army before and during World War II.
Enslaving "comfort women" was a grave crime committed by Japanese imperialists, she said.
The Memory of the World Program was launched by UNESCO to guard against collective amnesia and to preserve the valuable archives and library collections.

Shanghai Pudong traffic police are being supported by hundreds of patrol officers and urban management team members in Huamu, the largest community within the Inner Ring Road in Shanghai, to crack down on road offenses.
A monitoring and coordination center has been set up at the Huamu police station, which has street surveillance cameras and officers with cameras operating in the area, and takes calls from the public regarding offenses being committed.
"It means that we have collaborators looking out for traffic offenses covering every street now," Wang Hui, an official from Pudong Traffic Police, said yesterday.
Kuai Bin, vice chief of Huamu police, said the new center will improve the efficiency of traffic enforcement.
Yesterday afternoon, three "zombie" (abandoned) cars parked on Yinghua Road were removed by police, according to a report from urban management team members.
The cars, which did not have valid insurance and annual inspection records, were illegally parked along the curb.
"Previously, when the urban management team discovered a zombie car, it would take a long time for them to contact the traffic police, but now they just need to call the center, where the traffic police are always on standby," Kuai said.
He said busy streets around shopping centers and the Longyang Road traffic hub will be a high priority for the center, especially for offenses like illegal parking.

Flood season starts with a bang
http://www.ecns.cn/2016/06-01/212737.shtml
Jun 1st 2016, 09:14
The first thunderstorm of the flood season is expected to cause flooding and disrupt traffic, the Shanghai Meteorological Bureau said yesterday.
Rain was coming down in most of the city by 8pm last night, the bureau said.
At 9:50pm, it issued a yellow lightning alert for the whole city, warning of thundershowers overnight and this morning
The city is expected to get between 40 and 70 millimeters of rainfall and in some areas it could be as much as 70 to 100 millimeters. Between 20 and 40 millimeters of rainfall are expected per hour.
The storm will push the mercury down by 5 degrees Celsius to a high of 22 degrees.
After a one-day dry break on Thursday, another round of showers will arrive on Friday night and last through Saturday daytime.
Cloudy skies will return on Sunday as the mercury rises.
On Thursday the high will rise to 25 degrees but dip to 22 degrees on Friday and Saturday. On Sunday the mercury will soar to 27 degrees when the skies clear. The fair weather is expected to continue for five days.
More than half the month of May was rainy and by Monday, it reached 142.2 millimeters, nearly doubled the amount of precipitation the city saw at the same time last year.
Part of Shanghai suffered several floods at this time last year, which led to traffic congestion and flight and train delays or cancellations.
In a rain storm on June 17 last year, more than 20 roads in districts including Hongkou, Baoshan, Yangpu and Jiading were flooded to a depth of between 10 and 20 centimeters. Ten residential communities experienced flooding of 5 to 10 centimeters. The heavy rains flooded parts of local Metro lines and caused train delays.
This spring has been the longest recorded ¡ª 113 days.
The bureau will likely announce the arrival of summer on Sunday if the average temperature between June 5 and 9 is at least 22 degrees.
The solar term mangzhong, or grain in ear, falls on Sunday. It indicates the ripening of some crops, such as barley and wheat, and it's a busy time for farmers to harvest. Frequent rainfall is seen during this period.

(ECNS) -- Beijing plans to introduce school courses in local dialect, the phonological basis of Standard Chinese, according to Chinese language newspaper The Mirror.
A report about the current conditions of the Beijing dialect will be released before the start of the new semester in September, said He Hongzhi, office director of Beijing's language committee.
The report will present current knowledge and information on geographical names in the capital's core urban areas, 208 intangible cultural heritages and historical documents relating to the dialect, which refers to the form spoken in the city's urban area only.
As Beijing becomes highly international and urbanization, the city's demographic structure has seen remarkable changes, resulting in a younger generation not familiar with speaking the local dialect, said the report.
"The percentage of old Beijingers is getting smaller and there are more and more newcomers. The decline of the Beijing dialect is an issue also facing other dialects in many parts of the country, " He noted.
Elementary and middle schools in the city may offer courses on the Beijing dialect and organize school activities about the language.
He added that a digital museum on the dialect will be online by the end of this year where by users can listen to the pronunciation of couplets or plaques in the city's royal parks and ways of peddling in the past.

Fudan alumni celebrate university birthday in a unique way
http://www.ecns.cn/2016/05-31/212632.shtml
May 31st 2016, 11:32
A poster calling on alumni of Fudan University to join the celebration of "the loneliest birthday ever in history" by walking recently went viral on WeChat, a WhatsApp-like messaging app.
Fudan University Alumni Association posted the poster with the line above on all its social media accounts the day before May 27th when Fudan University marked its 111st anniversary of founding.
As "111st" is spelt with three same single numerals "one", the association described it as the "loneliest" birthday and called on all alumni to occupy the cover pages of their WeChat friends on "WeChat Sports", an in-built feature that can track users' fitness data, by using the poster also saying "I love Fudan".
The WeChat Sports can count users' steps and turn it into a social competition with a real-time updating leaderboard, who tops on which can occupy others' cover pages with their profile pictures. And the competition concludes as of 10:00pm every day
First 10 attendants who can occupy the most cover pages by the end of the day can win a prize offered by the association, which includes four kinds of souvenirs specially designed for the anniversary.
The one who got the first place in this activity occupied 1,205 cover pages, with two followers respectively at 600 and 501, according to the association.
Such a rewarding rule has "upset" some enthusiastic attendants a little. One posted on the message board of the association's WeChat account, "I've almost made 40,000 steps, but I don't have that many WeChat friends. Please make me the top 10 in view of my arduous efforts." He ended the message with an emoji showing shyness.
"WeChat Sports is very popular now. It enable us to socialize with others even doing sports," Li Sijia, one of the staff members of the association who came up with the idea and promoted the activity said.
Explaining why she tried to popularize the celebration in this way, Li said: "I became addicted to this function when I started to use it in April. And one day after my cover page was occupied the whole day by a friend, I realized the cover page was best place for advertisement."
This activity generated resonance with Fudan alumni. In a message sent to the association's WeChat account, an anonymous alumnus from Guangxi Zhuang antonymous region with WeChat ID "Songsong" recalled his best old days in Fudan.
"Today, I will walk for Fudan, for myself, and for a better future," he wrote.
"This activity was welcomed on the social media. We have received nearly 130 screenshots of attendants' Wechat Sports profiles," Lin Jingjing, another staff member of the association responsible for the celebration, told chinadaily.com.cn.
"Many who didn't submit the screenshots also posted in the Moment of their WeChat accounts. And our advertisement for this activity on the WeChat account has been forwarded many times," she added.
Wu Hao, a graduate of Fudan University this year who also attended the activity, said: "I think it really fun. And it's also a good way to commemorate."
He really enjoyed it although he only occupied 14 cover pages for a while on the afternoon of 27th because it rained and he had to work that day.

Will mobile VR experiences fizzle or take off in China?
http://www.ecns.cn/business/2016/05-31/212629.shtml

Chinese tech company ZTE Corp unveiled a brand new mobile-driven virtual reality (VR) headset on May 26, taking on the group lead by Samsung and Huawei in the mobile VR market.
Priced at 531 yuan ($80), the product is believed to be the company's answer to Samsung Gear VR, and it will let the company's new flagship Axon 7 users experience VR at a cheaper price, a big factor in the price sensitive market.
Nearly one and half month ago, one of ZTE's competitors -- Huawei - unveiled its mobile VR headset, which will be able to function with the company's newly launched flagships -- P9 and P9 Plus.
Compared with Huawei P9's 1,920 x 1,080 pixels display solutions, ZTE Axon 7 is a more pixel-dense phone with a 2K AMOLED screen, which will theoretically provide a smoother watching experience when you move your head with the wearable device displaying motion images about two inches from your eyeballs.
According to ZTE, the company is poised to become one of the first VR headset manufacturers to be compatible with the Google Daydream VR platform announced earlier this month at the tech giant's worldwide developers' conference -- Google IO 2016.
Although Google has not announced any detailed regulations for its "Daydream" platform, rumors have indicated that 4K display resolutions is a must for smartphones to demonstrate high-quality-required VR content in the future.
The industry pioneer Samsung recently showcased 5.5-inch 4K display for mobile VR usage during the annual Display Week held in San Francisco.
Given that the industry will lure more phone makers to participate in VR, will it be a new selling point that will stimulate the market or a new concept that will fulfill their users' experiences?
Todd Richmond, director of advanced prototypes at the University of Southern California Institute for Creative Technologies, expressed his optimism about the mobile VR's future. He said in an interview with the Institute of Electrical and Electronics Engineers this March: "VR/ augmented reality is likely to develop into the next smartphone -- it will replace a smartphone or incorporate its features, but it will take 10 years."
Kevin Curran, head of the British Ulster University's Ambient Intelligence and Virtual Worlds Research Team, agreed that there's still a long way to go for VR equipment to become must-have. Curran said: "After experiencing a long period of development, VR may become standard smartphone interface, the two being combined is not impossible."
Tan Ying, industry analysis of market research company GfK China, told China Daily that the reasons behind the smartphone-driven VR investment fever are the relatively low tech threshold to access the terminal device mass production and the potential stimulation that enables to boost the sales of the existing smartphone production lines."
"VR is one of the future trends that's still in its early days and requires years of improvements to become mature. It cannot replace smartphones overnight," said Ying.
From both the supply side and demand side of the mobile VR, "the smartphone-driven VR goggles will become a proper market access point for companies to educate their VR early adapters and it is a low-cost and efficient approach as most of the domestic buyers are not hardcore console players who are willing to purchase a high-end VR device," said Ying. "The cost is a big worry for users."
Ying said that a group of small VR manufacturers will not survive in near term and the market may witness a slowdown in the coming two years until a well recognized technology matures and user-friendly products pop up in the market.

A symposium for the implementation of the United Nations' 2030 Agenda for Sustainable Development was held in Nyingch city, the Tibet autonomous region on Monday.
The symposium, jointly held by the Ministry of Foreign Affairs and the United Nations System in China, attracted more than 100 Chinese and foreign participants.
It opened with a video message from the Chinese Foreign Minister Wang Yi.
"This snowy plateau of Tibet is the epitome of harmony between material and ecological advancement that we pursue in our effort for sustainable development with Chinese features," said the minister.
He added that as this is the first year of implementation of the UN's sustainable development goals, it was crucial for countries around the world to seize every opportunity and translate their commitments into actions, turning goals into results.
The opening session was followed by a video message from UN Secretary-General Ban Ki-moon, who said China had demonstrated great leadership and made remarkable commitments to advance the 2030 agenda.
"China's 13th Five-Year Plan has integrated the 2030 agenda to reflect the SDGs in the country's overall social, economic and environmental planning," said Ban.
David Nabarro, the special adviser of the Secretary-General on the 2030 Agenda for Sustainable Development and Climate Change, noted China's achievements in lifting more than 400 million people out of poverty between 1990 and 2015.
"Implementing the 2030 agenda for sustainable development and promoting human development is the top of our agenda at this high-level symposium, we expect it to come up with creative and innovative solutions," said Nabarro.

China launches nonperforming loan securitization
http://www.ecns.cn/business/2016/05-31/212631.shtml
May 31st 2016, 11:30
China has launched nonperforming loan securitization to encourage private capital to participate in the NPL market by breaking the old framework of using banks for bad asset disposal, which relies mainly on the four State-owned asset management companies.
Bank of China Ltd and China Merchants Bank Co Ltd issued their first-ever NPL-backed securities products last week since China restarted nonperforming asset securitization after halting the business in 2009.
Bank of China, the nation's fourth-largest commercial lender by assets, sold 301 million yuan ($46 million) of asset-backed securities, including 234.78 million yuan of senior tranche with a fixed coupon rate of 3.42 percent and 66.22 million yuan of equity tranche.
The senior tranche was 3.07 times oversubscribed, and warmly received by various institutional investors such as State-owned commercial banks, joint-stock commercial banks, fund management companies and securities companies.
The equity tranche was sold at a price that is 1 percent higher than the face value, BOC said in a statement.
"It's a good attempt for Bank of China to optimize the structure of assets and liabilities and to expand channels for the disposal of nonperforming assets," the statement said.
China Merchants Bank sold 233 million yuan of ABS backed by credit card NPLs, including 188 million yuan of senior tranche and 45 million yuan of equity tranche. The total original value of underlying NPLs is 1.58 billion yuan, which contains credit card loans to 60,007 individuals with the average loan size of 26,000 yuan.
The senior tranche was 2.28 times oversubscribed, and the equity tranche was oversubscribed almost two times.
"Relaunching NPL securitization has a significant meaning to the fostering of private capital to participate in the NPL securitization market and the acceleration of bad debt disposal via market-based solutions," said China Merchants Bank in a statement.
The effort will also help reduce the financial pressure on State-owned asset management companies, with a growing number of institutional investors joining the market, according to the statement.

Chinese demand propels price of Bitcoin by 30%
http://www.ecns.cn/business/2016/05-31/212578.shtml
May 31st 2016, 09:21
The price of Bitcoin hit a two-year-high and grew about 30 percent in the past week in China due to a flood of new Chinese investors as well as a drop in supply of Bitcoins from July and an easing investment environment, Shanghai Daily learned yesterday.
Bitcoin is a form of digital currency, created and held electronically. No one controls it. Bitcoins aren't printed, like dollars or euros. Instead they're produced by people and businesses running computers globally, using software that solves mathematical problems.
The price of Bitcoin was 3,749 yuan ($577) each at about 7:00pm yesterday, after it rose to 3,988 yuan ¡ª a two-year high, according to huobi.com, a Beijing-based Bitcoin trading platform. The price was just around 3,000 yuan a week ago.
"The trade volume and price both surged in the recent week, with many new registered investors coming every day," said Du Jun, co-founder of Huobi, whose daily trade volume exceeds 5 billion yuan.
The price surge attracted about 10,000 new investors every day. More than 80 percent of Bitcoin investors come from China, including new investors pouring money from shares and P2P (peer to peer) sector, Du said.
With limited investment channels and a potential risk of a yuan depreciation, mainland investors are seeking new investment opportunities like Bitcoin, Du added.
Another factor fueling the Bitcoin price is the drop in supply in July, said industry officials including Du and Bobby Lee, CEO and co-founder of Shanghai-based Bitcoin trading platform BTC China.
Under Bitcoin rule, the daily "production capacity" of Bitcoin globally will cut by half in each of the next four years. Staring from July, the daily supply will be cut to 1,800 Bitcoins, down from 3,600 each day now.

Three IPOs by Chinese technology companies worth a combined $267 million were the highest recorded for both volume and proceeds globally in the first quarter of 2016, a report released on Monday by PwC showed.
They occurred over a period characterized by decline, however, with the nation's technology IPO volume dipping from six with $551 million in proceeds in the prior quarter, and dropping from eight IPOs valued at $1.1 billion when measured year-on-year, the report said.
The three companies selected the Shenzhen Stock Exchange for their listings, which consequently accommodated more IPOs than any other exchange in the first quarter.
Gao Jianbin, a technology specialist at PwC, said in a note sent to the Global Times Monday that the uncertainties in the domestic stock market were fueled by the postponement of the new board for strategic emerging industries, as well as the new registration-based IPO system and the control of new issues.
The report said total technology IPO proceeds of $769 million were garnered globally in the first quarter of 2016, marking a 93 percent drop from the $10.8 billion recorded in the fourth quarter of 2015.
A shift in geographic distribution to Asia and smaller countries in Europe coincided with a lack of any recorded technology IPOs from either the US or the UK as well as an absence of any big-ticket IPOs over the first three months.
Additionally, cross-border listings dropped in volume from four in the first quarter of 2015 to two in the first quarter of 2016.
These contributing factors led to first-quarter global proceeds valued under $1 billion, the first time since 2008, the report said.

China Life Insurance (Group) Co has acquired a Manhattan office tower at 1285 Sixth Avenue for $1.65 billion, domestic financial newspaper the 21st Century Business Herald reported on Monday.
The 39-story skyscraper is near Times Square and Central Park, and it's seen as an iconic building. The structure is fully occupied, with about half of the space rented by Swiss global financial services company UBS, according to media reports.
China Life has renewed the lease with UBS until 2032, a source familiar with the issue was quoted as saying in the report.
The Chinese are streaming into the US even as overall deal activity slows, The Wall Street Journal said on Wednesday.
In the first four months of 2016, their investment was $135.9 billion worth of commercial property, compared with $171.4 billion a year earlier, it said, citing New York-based data tracker Real Capital-Analytics.
A report published by the Asia Society and Rosen Consulting Group in March suggested that Chinese direct investment in US real estate has grown dramatically and visibly since 2010. Chinese investors acquired at least $17.1 billion of existing commercial properties between 2010 and 2015, representing an annual growth rate of 70 percent.
During the period, 70 percent of commercial real estate transactions by value were in New York, Los Angeles and the San Francisco metro area.
China Life made its first US investment along with Ping An Insurance Co in 2015 by purchasing a majority stake in a $500 million Boston development, according to The Wall Street Journal.

Graphene better way to conduct electricity
http://www.ecns.cn/2016/05-31/212576.shtml
May 31st 2016, 09:20
A research team of Xi'an Jiaotong-Liverpool University has come up with a method to apply graphene in molecular form as it is a preferable alternative to conduct electricity than metals.
Using graphene as one electrode with gold as the other electrode to form a circuit, the gold can attract carbon molecules from the graphene. Once the molecules become the "bridge" between the two materials, electricity can be conducted better than doing in the conventional way between metals.
Actually the mechanism of electric conductivity was proposed by researchers in 1997, But Dr Yang Li at XJTLU, realized it technically.
Working with her doctorate student Zhang Qian, they found that if the gold is cut into nanometers with a pointed end, the adhesive effect will occur given that electricity is being conducted between the two materials.
"Imagine fishing in a peaceful lake," Yang explained. "The pointed end of gold is like a fishing pole fetching 'fishes of carbon' from the lake of graphene."
The results of the research done by Yang and Zhang suggest that compared with wires made of metal such as aluminum and copper, graphene enhances the electricity conduction by 20 to 30 percent. Meanwhile, carbon heats more quickly and is therefore able to help improve the performance of electronic devices.
Yang and Zhang's achievement was shown yesterday at XJTLU's research festival, together with other 31 research projects done by the university.

Chinese tourists to be worth $100 bln to Australia by 2025: report
http://www.ecns.cn/business/2016/05-30/212522.shtml
May 30th 2016, 17:07
Chinese tourists could be worth up to 100 billion U.S. dollars to the Australian economy by 2025, while making local businesses "China ready" could contribute further economic benefit, the head of the Australia China Business Council (ACBC) has said on Monday.
Conducted by LEK Consulting, the study into the "the broader economic potential of Chinese visits to Australia" found Chinese tourism could be worth more than 100 billion U.S. dollars per year by 2025, when an expected 2 million Chinese tourists per year make the trip "down under."
Taking into account "secondary transactions" as a result of tourism -- including education, goods and services, and growing Chinese investment in Australia -- the report said Australia was set to benefit immensely at the hands of China's growing middle class.
According to the report, 46 percent of Chinese visitors are repeat visitors, with many of those returning to Australia to undertake study, invest in local businesses or invest in the local property market.
Of those who signaled an intent to engage with Australia further, 85 percent said their visit to Australia was "influential" or "very influential" in the decision.
John Brumby, president of the ACBC, said the report highlights the "enormous opportunity" that presents itself to Australia in the coming years.
"Australia should view these tourists as brand ambassadors -- a prime opportunity to directly market Australia as a provider of high quality products and services," Brumby said in a statement following the release of the report on Monday.
"As this report identifies, Chinese tourists present Australia with an important opportunity to tap into the broader Chinese market. When tourists have a great holiday in Australia they are more likely to purchase Australian products and services when they return home."
Brumby said Australia could further capitalize on the Chinese middle class investment by making sure businesses -- particularly tourism-related business -- are able to cater to the Chinese market.
"With Chinese tourist numbers rising by 19 percent year-on-year between 2010 and 2015, there is no doubt that Australia presents an attractive product to Chinese tourists," he said.
"However in order to ensure that Australia is best placed to take advantage of this opportunity, it is critical that Australian business and government act in a coordinated approach."
"It is only when the wider business community is able to leverage the great experiences that Chinese tourists have in Australia, are we able to fully realize benefits that tourism brings to the Australian economy."

Coal output in Shanxi Province, China's largest coal-producing region, was down 21.3 percent year on year in April as local authorities moved to cut capacity.
Local coal mining companies with annual revenues of more than 20 million yuan (3.1 million U.S. dollars) churned out 58.2 million tonnes of raw coal last month, the provincial statistics bureau said Monday.
The northern region faces severe overcapacity as the country's economy slows.
Last year, the coal mining industry in Shanxi reported a massive loss of 9.4 billion yuan, or roughly 10 yuan per tonne of coal.
Last month, local coal mines were ordered to operate below 84 percent of production capacity. Many mines were ordered to halt production or stop construction.
The Shanxi provincial government said earlier this month that it would stop approving new coal mining projects and slash coal production capacity by over 100 million tonnes in the years leading up to 2020.

The government of southwest China's Tibet Autonomous Region is planning to establish a new nature reserve in 88,000 hectares of wetland.
It will be established in the Mitika wetland in Lhari County, Nagqu Prefecture, said a spokesperson with the county's forestry bureau.
With an average elevation of 4,900 meters, Mitika boasts diverse vegetation. It is a major migration passage and breeding colony for wild animals including endangered black-necked cranes and Tibetan wild donkeys.
The local government has poured more than 30 million yuan (4.56 million U.S. dollars) into the wetland's restoration and protection since 2010.
Tibet has 47 nature reserves covering 412,200 square km, accounting for about 34 percent of the region's total land.

Tibet plans new wetland nature reserve
http://www.ecns.cn/2016/05-30/212508.shtml
May 30th 2016, 15:21

Serena Williams' coach suggests Chinese tennis open up
http://www.ecns.cn/2016/05-30/212507.shtml
May 30th 2016, 15:19
Successful as he is, world No. 1 Serena Williams' coach Patrick Mouratoglou admitted in Paris on Sunday that he's not an expert for Chinese tennis but advised the country to open up for future development in the sport.
"China is a very big country and I'm not expert for Chinese tennis," said the well-known French coach with a smile.
"But with more and more Chinese players coming to play, I understand there's very big plan to build tennis players, and results in tennis. This is clear and this is the first step."
Mouratoglou took over Serena four years ago when the top American woman player suffered at Roland Garros her only first-round exit from a major, and has helped her achieve more success.
Now after eight Grand Slam since 2012 and more than three years at world No. 1 under Mouratoglou's charge, Serena seems more dominant on court and is en route to her 22nd major title at the ongoing French Open.
"There's no such thing as luck," commented Mouratoglou. "All the players I know, and I know quite a few, everybody is where he deserves to be."
When asked what it takes for China to repeat the peak performance of retired French and Australian Open champion Li Na, Mouratoglou suggested Chinese tennis learn from countries with tennis traditions like France.
"We play tennis for, I don't know, hundreds of years maybe, so we have a big culture of tennis," said the 46-year-old. "That's the same if I want to play table tennis, l'd go to China.
"In tennis, I think more the opposite to it. We have longer experience with tennis, so there're a lot of things that your players will learn faster if they come.
"And I think they should come with their coach and we can teach the coach too, and the coach can learn and teach other coaches and help the country develops in one particular sport."
Mouratoglou's academy MTA, which's moving from Paris suburb to Nice in Cote d'Azur, boasts the men's junior world No. 1 and women's No. 2 after bringing them in for six months.
There's also something about the Chinese tennis that Mouratoglou does not understand.
"I know some European coaches coming to China to work with provincial teams," he said. "Since the teams want to be the best provinces, the players are asked to play a lot of tournaments than go abroad, not much as they should.
"I think if the goal is to have the next Li Na and the same on the men's side, the system has to be sort of making the players, not to make the province," said Mouratoglou.
And as for individuals, especially starters trying to turn pros, his advices are: "First, you have to have the right people around you, people you trust and people who deserve the trust and they prepare to do anything that need to be done.
"Once you have the right people, there's the only way -- to work and give 100% on and off the courts every single day," he said.

Chinese researchers release captive-bred alligators into wild
http://www.ecns.cn/2016/05-30/212510.shtml
May 30th 2016, 15:30
Eighteen captive-bred Chinese alligators, five males and 13 females, were released into the wild on Sunday in east China's Anhui Province, to boost the population of this endangered species.
It is the largest group of Chinese alligators ever returned to their natural habitat by Anhui Yangtze Alligator National Nature Reserve, bringing the total number of released alligators to 96.
"These alligators have had blood and DNA tests to make sure that they are fit and strong, and to avoid inbreeding," said Wu Rong, head of the administrative bureau of the reserve.
Wu added that all the alligators had been fitted with electronic ID chips, and six also had radio transmitters to help researchers track them in the future.
As the world's largest Chinese alligator breeding base, the reserve began its captive-release program in 2003.
Statistics show that those that have been released have adapted well and have been reproducing since 2008. As of last year, they had laid 158 eggs and successfully incubated 80 in their natural habitat.
Endemic to China, Chinese alligators, also known as Yangtze alligators, live along the middle and lower reaches of the Yangtze River.
Threatened by human activities and habitat shrinkage, there are only about 150 living in the wild that were born in their natural habitat.
The alligators was included on the country's protection list in 1972.

The central parity rate of the Chinese currency renminbi, or the yuan, weakened 294 basis points on Monday to 6.5784 against the U.S. dollar, the lowest level since February 2011, according to the China Foreign Exchange Trading System.
The fall came after U.S. Federal Reserve Chair Janet Yellen said at Harvard University on Friday that an interest rate hike in the next few months would probably be appropriate if economic data improves.
Her comments boosted the U.S. dollar against other major currencies.
In China's spot foreign exchange market, the yuan is allowed to rise or fall by 2 percent from the central parity rate each trading day.
The central parity rate of the yuan against the U.S. dollar is based on a weighted average of prices offered by market makers before the opening of the interbank market each business day.

China's central bank on Monday pumped more money into the market to ease a liquidity strain.
The People's Bank of China (PBOC) conducted 65 billion yuan (9.88 billion U.S. dollars) in seven-day reverse repurchase agreements (repo), a process in which central banks purchase securities from banks with an agreement to resell them in the future.
The reverse repo was priced to yield 2.25 percent, unchanged from last Friday's injection of 95 billion yuan and Thursday's 75 billion yuan, according to a PBOC statement.
The move followed a net injection of 45 billion yuan into the financial system on Friday.
On Monday's interbank market, the benchmark overnight Shanghai Interbank Offered Rate (Shibor), which measures the cost at which Chinese banks lend to one another, rose 0.1 basis points to 2.002 percent.
The Shibor for seven-day loans also increased 0.1 basis points to 2.334 percent. The Shibor for three-month loans rose 0.35 basis points to 2.9455 percent.

Virtual reality getting real for young Chinese
http://www.ecns.cn/2016/05-30/212400.shtml

Xiong Qineng likes to shop for virtual reality (VR) gadgets but online he can only buy from overseas vendors.
"I bought two VR devices -- one was by Google and the other was another foreign brand. I hope domestic shops will start to stock similar items," he said.
Xiong attended the Big Data summit in Guiyang, capital of southwest China's Guizhou Province, over the weekend, and had the chance to experience lots of different applications of VR by Chinese and foreign companies.
Wang Jiping, a VR specialist with the International Data Corp. (IDC), said stores that offer VR experiences, mostly gaming, started to crop up across the country last year. Many advances are happening in this exciting sector.
"Although there are not that many VR products available at the moment, we see a lot of interest in the potential of VR," he said.
Through goggles or optic devices, VR fans are transported to fantasy worlds. At a popular shopping mall in Guizhou, a VR gaming store has a virtual roller coaster ride for 40 yuan -- it is a hit with the young, who are more than happy to queue up for the "ride."
Yuan Dong, of HTC Vive, said that since last year, the company has opened 17 VR experience stores across China.
"A great many companies are exploring VR, and some of the technology is actually quite advanced," he said.
The VR experience extends further than the world of gaming; it also has been used in training and education, tourism, medical services, as well as media and entertainment, said Wang.
"Teachers can use VR to show the night sky and illustrate changes in the galaxy. VR can bring tourists face to face with, say, a terracotta warrior, and doctors will be able to simulate surgery with VR, which will help them prepare for operations on patients," he said.
"Chinese VR technology has only just started to take shape, but it has great potential," he said.
Global VR and related industries are likely to be worth 80 billion U.S. dollars by 2020, said Zhou Weizhi, of NVDIA, a U.S.-headquartered visual computing company.
VR will also spur advances to PCs, headsets, furniture and other industries, he said.
"Usually to run VR, you need a high-spec computer. The excitement it brings is usually worth the investment," Xiong Qineng said.

Confucius Institute denies shutdown of any U.S. branches

Monday May 30, 2016
The headquarters of China's Confucius Institute, commonly known as Hanban, on Saturday denied an online accusation that all of the institute's branches in the U.S. had been shut down, saying they are all operating as usual.
"All 109 Confucius Institutes in the U.S. are operating normally, and not a single institute has been shut down," Hanban said in a statement released on the organization's website on Saturday.
The statement slammed a Thursday article allegedly posted by WeChat account "Jinwen365" as "completely fabricated and wrong."
The accusatory article, which has been reposted by the official WeChat accounts of several influential individuals, also noted that the institute has been suffering from huge financial losses caused by a lack of transparency in its operations and financial management.
Deriving its name from the renowned Chinese educator and philosopher Confucius, who lived from 551 BC to 479 BC, the Confucius Institutes are non-profit institutions affiliated with China's Ministry of Education. Their mission is primarily to promote Chinese language and culture at schools and universities throughout the world.
China had opened 500 Confucius Institutes and 1,000 Confucius classrooms in 135 countries as of the end of 2015, according to the latest annual development report released by Hanban.
According to the reports, the headquarters spent $310 million on all Confucius Institutes and classrooms worldwide in 2015, including $228 million on operational funds.
A total of 1.9 million people are studying Chinese language and culture in 500 Confucius Institutes and 1,000 Confucius classrooms in 134 countries, Wang Yongli, deputy chief of Hanban, said in December.

Chinese G20 presidency 'ambitious' in seeking solutions for global growth: OECD official
http://www.ecns.cn/business/2016/05-30/212399.shtml
May 30th 2016, 08:06
OECD Chief of Staff and Sherpa to the G20, Gabriela Ramos, has hailed Chinese G20 presidency's efforts in seeking to integrate efforts of G20 countries to reboost global growth as "encouraging" and "ambitious."
Ramos made the remarks during a recent interview on the upcoming G20 summit, set for September in Hangzhou, east China, with Xinhua.
She said the Chinese G20 presidency has brought three messages that are "very welcome" to international community.
Ramos said the first message is innovation. In her opinion, the world economy, hit by a low-growth scenario, is still in a "challenging" time though "we have been for eight years, trying everything to re-boost the growth " since the 2008 international financial crisis.
"And that's where I think that the narrative of the Chinese G20 Presidency, which is to boost for an innovation-based growth, has a good meaning. Because this is where countries are going to build their growth potential going forward," Ramos said.
The second meaningful message is green development. Ramos noted that China's strong support to the Climate Change Agreement reached last December in Paris is "refreshing" and is helpful to the signature of the Agreement in G20 member countries.
It is noted that in April this year, under China's leadership, the G20 issued its first Presidency Statement on Climate Change, committing to signing the Paris Agreement and bringing the Agreement into force as soon as possible.
The third message brought by China is to promote practical exchanges. Citing an example, Ramos said Chinese G20 presidency plans to put together in Hangzhou Summit agenda the subjects of trade and investment for discussion. In her eyes, this plan is favorable for finding solutions to real problems.
"We always seem to compartmentalize these two things, but it is really well integrated. China is actually trying to advance that agenda," Ramos said.
On assisting in preparing for the Hangzhou summit, Ramos said she found China "is really trying to look at the issues and trying to find solutions."
Ramos noted that it's not easy to reach consensus in G20 because every country has its own agenda, interests and its ways to do things.
But Chinese G20 presidency, assisted by OECD and other partners, has been trying to find the most possible consensus, the OECD official said. "The cooperation with China is very encouraging and China is ambitious in trying to find solutions," she added.
Moreover, she expressed hope that G20 members would reach a strong commitment about innovating growth pattern during the Hangzhou Summit.

The Central Military Commission (CMC) has released a circular urging troops to carefully study CMC Chairman Xi Jinping's remarks on deepening national defense and military reform.
The remarks, selected from speeches on military issues made by Xi between November 2012 and November 2015, were compiled into a book by the group leading military reform under the CMC.
The careful study and use of the book will improve support for the reform campaign, so troops at all levels must undertake this as a political task, said the circular.

Energy cooperation 'backbone' of Russia-China economic ties
http://www.ecns.cn/2016/05-29/212396.shtml
May 29th 2016, 21:49
Energy cooperation has become the pillar of the Russia-China economic partnership, while bilateral interaction is expected to speed up in all economic fields.
Russian Deputy Prime Minister Arkady Dvorkovich expressed the confidence that bilateral economic cooperation would continue to grow steadily in various fields.
"China is a key foreign political partner of Russia and our main trading partner," Dvorkovich told Xinhua in a written interview on Wednesday.
He noted that bilateral cooperation would be further coordinated during Chinese Vice Premier Zhang Gaoli's visit to Russia on May 30-31 for the 13th meeting of the China-Russia Energy Cooperation Committee and the second forum on China-Russia small- and medium-sized companies.
"At the meeting on energy cooperation, we plan to discuss all the issues that are at the center of our attention, namely the interaction and implementation of projects in the fields of oil, gas, electric energy, nuclear power, coal and some others," Dvorkovich said.
Konstantin Simonov, director general of the Moscow-based National Energy Security Foundation, noted that the issue of gas supply through the western route would be discussed during the meetings, particularly the unsettled problems like the supply price and the route location.
Simonov said that the supply will be pricy if China uses the western gas route to supply gas to its eastern regions.
In May 2014, China and Russia struck a long-awaited 30-year natural gas deal using the eastern "Power of Siberia" route, with an annual gas supply of 38 billion cubic meters from 2018.
Simonov said it is possible that the two countries would discuss the expansion of supply through the eastern gas pipeline.
"There is also an idea of extending to China the pipeline that goes from Sakhalin to Vladivostok (both in Russia's Far East)," Simonov said.
The expert added that China has a "promising and dynamic gas market" as it "has become more careful with coal-based generation" considering mining security and environmental pollution.
Meanwhile, the plummeted gas price and the geographical factors also make Russia a comfortable choice for China, Simonov added.
Besides gas supply, oil trade between the two countries is also developing dynamically in terms of physical volumes, according to Simonov.
Statistics released by China's General Administration of Customs showed Russia was the second largest oil supplier to China last year with a volume of 42.43 million metric tons, up 28 percent compared with 2014, when China overtook Germany as Russia's top crude oil consumer.
"I believe that cooperation in the field of energy is today the backbone of our economic interaction. The role of energy in Russian-Chinese trade is enormous," Simonov said, hailing bilateral energy cooperation as mutually beneficial.

China's bad loans rise, risk under control: Regulator
http://www.ecns.cn/business/2016/05-29/212393.shtml

Chinese banks saw their bad loans rise in the first quarter (Q1) due to the slowing economy, but the risks were controllable, the regulator said Sunday.
Guo Ligen, vice chairman of China Banking Regulatory Commission (CBRC), told a financial forum that non-performing loans by banks have been rising, as many sectors have felt the pains of the slowing economy.
The increase in bad loans came as China moved to reduce the capacity of oversupplied industries and close "zombie companies," which only survive thanks to bailouts. The measures are part of a wider push to restructure and upgrade a slowing economy.
By the end of Q1, outstanding loans to five severely oversupplied industries rose only 0.1 percent from the same period last year, Guo said.
He said the overall risk of the banking industry was "under control," pledging that the CBRC will improve regulations in line with the new conditions in the macro-economy.
He reaffirmed that banks should boost lending to strategic and emerging industries, and should continue to support oversupplied industries to reduce production capacity.
By the end of Q1, China's non-performing loan ratio to total loans stood at 1.75 percent, lower than the international average level. The capital adequacy ratio was 13.37 percent.

Experts call for better protection of data security
http://www.ecns.cn/2016/05-29/212395.shtml
May 29th 2016, 21:47
With about 13 percent of all online data in the world originating in China, data experts are calling for more to be done to ensure data security.
Big Data, large volumes of data that can be analyzed to reveal patterns, was a hot topic at the "China Big Data Industry Summit & China E-commerce Innovation and Development Summit" in Guiyang, capital of southwest China's Guizhou Province, with experts underscoring the need to improve data security.
"Big data is a double-edged sword. It can be huge business, but also increases risks," said Qi Xiangdong, president of Qihoo 360, China's leading Internet security service provider.
"You can control your oven and washing machine remotely through your smart phone. However, if someone can gain access to your information on the cloud, they can, for example, make your washing machine operate at its maximum speed and temperature," he said.
China has seen an explosive growth of data in recent years. Its information economy grossed over 18 trillion yuan (about 2.76 trillion U.S. dollars) in 2015, with an e-commerce transaction volume totaling over 20 trillion yuan.
Lin Nianxiu, deputy head of the National Development and Reform Commission, said China's big data industry will grow by 50 percent every year in the next five years. By 2020, China's data volume will make up about 20 percent of the global total.
"China aims to lead in the data resource sector, and establish itself as a global data hub," he said.
Industry observers warned that, currently, there is inadequate regulation and supervision on the collection, storage, management and use of data.
"For example, the law does not clearly define the value and property of data in some areas, which could allow data collectors to hide their true motives," said Lu Wei, secretary-general of the Internet Society of China.
The central government understands the urgency of the matter, and has pledged to expedite legislation to improve data infrastructure, and address illegal activity online, including data abuse, infringement of privacy, fraud, and theft of confidential information, he said.
More than 16 percent of Chinese websites are vulnerable to attack, said Wu Hequan, an academician with the Chinese Academy of Engineering. "Big data is a target of hackers," he said.
"Internet service providers usually have a large number of clients, and they should be responsible for the security of the data, but we shall not count on their self-discipline. They must also improve technology and better manage data," Wu said.

With about 13 percent of all online data in the world originating in China, data experts are calling for more to be done to ensure data security.
