Temperatures will be stable this week but a few days of rain are expected, forecasters said yesterday.


The mercury should range between a low of 7 degrees Celsius and a high of 17 in the first five days of the week, and windy days are likely.


Residents should keep an umbrella handy in the days before and during the Qingming Festival holiday from Thursday to Saturday, as some rain is likely, according to the Shanghai Meteorological Bureau.


Today is expected to be cloudy to overcast with intermittent drizzle possible, and a high of 17 degrees Celsius and a low of 8, the bureau said.


It should be cloudy tomorrow with a high of 15 degrees and a low of 9. Showers are forecast on Wednesday and also may affect holiday tomb-sweeping activities.


Forecasters advised residents to dress warmly to avoid getting cold at night.

Two men suffering from a lesser-known type of bird flu have died in Shanghai and a woman in eastern Anhui Province is in a critical condition, health authorities said yesterday.


The three cases of H7N9 avian influenza infection are the first time the virus has been detected in humans, the National Health and Family Planning Commission said yesterday.


So far there is no vaccination for the virus, it said.


The men were an 87-year-old surnamed Li who took ill on February 19 and died on March 4, and a 27-year-old surnamed Wu who became ill on February 27 and died on March 10.


A 35-year-old woman surnamed Han from Chuzhou City in Anhui became ill on March 9 and is being treated in Nanjing, capital of Jiangsu Province.


All three showed initial symptoms of fever and coughing which developed into severe pneumonia with difficulty in breathing in later stages, according to the commission.


There was no sign that any of the three had contracted the disease from each other, and no sign of infection in the 88 people who had closest contact with them.


H7N9 bird flu is considered a low pathogenic strain that cannot easily be contracted by humans. The overwhelming majority of human deaths from bird flu have been caused by the more virulent H5N1, which decimated poultry stocks across Asia in 2003.


The World Health Organization is "closely monitoring the situation" in China, regional agency spokesman Timothy O'Leary told the Associated Press.


"There is apparently no evidence of human-to-human transmission, and transmission of the virus appears to be inefficient, therefore the risk to public health would appear to be low," O'Leary said.


The three cases were confirmed to be human infection with H7N9 avian influenza by a team of experts called in by the health commission.


On Friday, the Chinese Center for Disease Control and Prevention separated the virus from samples from the patients.


The commission said it was still unclear how the three got infected.


"So far, it is still an animal virus not a human virus," said Jiang Qingwu, dean of Public Health School of Fudan University.


Since only three cases of human infection of H7N9 have been found, relatively little research has been done on it. The expert team is working to study the toxicity and human-infection capacity of the virus, the commission said.


Yesterday, Shanghai Health Bureau said cases of flu and pneumonia in the city were normal for this time of the year.


The 87-year-old's two sons have gone to hospital with similar symptoms.


According to Shanghai No. 5 People's Hospital, the three members of the Li family were admitted between February 14 and 24 for symptoms including a high fever and coughing. All three were diagnosed as having pneumonia. The 69-year-old son recovered and was discharged but the 55-year-old died from severe pneumonia and respiratory failure in late February. The father died of multi-organ failure.


Neither son had the H7N9 virus, the bureau said.


It has ordered local hospitals to step up monitoring and supervision on cases involving flu, pneumonia and other respiratory diseases.


Experts say there is no evidence to indicate the virus is spreading but patients with symptoms such as fever, coughing and breathing difficulties are being urged to visit their doctors, ensure good hygiene, such as by washing their hands, and avoid contact with diseased poultry and livestock.

Police said yesterday that they have detained a driver accused of hitting 16 vehicles and injuring five people in the Pudong New Area on Saturday night.


The driver is believed to have taken drugs, police said. The injured mainly had broken bones and they were in stable condition.


The driver, in a black car, drove into a residential area about 10pm on Pudong's Lingyan Road S., where he hit barriers and struck several cars and mopeds inside the community, injuring several people in the area.


A security guard surnamed Lu said the driver "acted like he was crazy."


Police were called and chased the driver, who drove to a nearby market and crashed into vehicles and people there. He was finally nabbed by police and security guards. His identity was not released.


In another hit-and-run crash in Pudong on Saturday, a woman was hit and killed crossing a road. The driver of a van who fled turned himself in yesterday, police said. The middle-aged woman was pronounced dead at a hospital. No further details were given.

Shanghai's North Bund will become a shipping service center for cruise liners and an international financial center for headquarters of global corporations as part of a "golden triangle" along with the old Bund and Lujiazui, officials said yesterday.


The North Bund in Hongkou District witnessed the opening of 185 financial institutions last year, quadruple the number of 2010 and second only to the city's Pudong New Area, said Wu Qing, governor of the district.


"The North Bund will emerge as the third pillar for the city's development into a financial hub along with the old Bund and the Lujiazui area with the clustering of financial institutions," said Wu, speaking at the annual North Bund Fortune and Culture Forum.


Meanwhile, a national level shipping service base and cruise liner development zone has been established in the area to attract large cruise liners to dock along the North Bund.


The area also will provide supporting commercial facilities of up to 300,000 square meters, including restaurants, cafes and shops, officials said.


A 2.6-kilometer-long waterfront promenade along the Huangpu River has opened for sightseeing. The skyline and illumination of the buildings in the North Bund will be designed for a harmonious effect, officials said.


The district government plans to put 300 million yuan (US$48.3 million) into an investment fund for incentives to businesses and also will improve its public services to attract more financial and shipping industry firms.

Chinese President Xi Jinping's visit to Russia has enhanced bilateral strategic mutual trust and support, and expanded practical cooperation between the two countries, Chinese Foreign Minister Wang Yi told media on Sunday.


Wang made the remarks while introducing to reporters the fruits of Xi's first foreign trip as China's head of state, which had taken him to Russia, Tanzania, South Africa, and the Republic of the Congo.


The Chinese top diplomat said choosing Russia as the first stop of Xi's tour has shown the high level and distinctiveness of the China-Russia comprehensive strategic partnership for coordination.


During the trip, Xi also attended the fifth BRICS summit held in Durban, South Africa.

Chinese President Xi Jinping's first trip abroad as China's new head of state, which has taken him to Russia and three African countries, has carried on the traditional friendship and expanded win-win cooperation between China and Africa, Chinese Foreign Minister Wang Yi said Sunday.


During the African part of the trip, Xi visited Tanzania, South Africa and the Republic of the Congo. The Chinese leader also attended the fifth BRICS summit held in Durban, South Africa on Tuesday and Wednesday.


It marked the first time the high-profile annual meeting that brings together leaders of Brazil, Russia, India, China and South Africa had come to the African continent.


On the sidelines of the summit, leaders of the five major emerging economies also attended the first BRICS Leaders-Africa Dialogue Forum, which was centered on the cooperation between BRICS and African countries in infrastructure.


On Thursday, the Chinese president had a breakfast meeting with a group of African leaders. They exchanged views on the further development of China-Africa ties.

Fifteen tourists were rescued and one remains missing after a boat capsized at a scenic spot in south China's Guangxi Zhuang Autonomous Region, local tourism authorities said.


Rescuers are searching a 64-year-old man from Taiwan who went missing on Saturday after the boat with 16 tourists aboard capsized in the Guanyan scenic area in Guilin, said the Guangxi Tourism Administration.


The rapid currents and improper operation of boatmen caused the capsizal, the administration said.


The tourists were organized by a local travel agency in Guilin.


Tourism authorities in Guilin have ordered scenic spots which were hit by heavy rains recently to halt hosting tourists.

A child was killed and another six passers-by injured after a truck overturned on Friday in Hepu County of south China's Guangxi Zhuang Autonomous Region, said local sources on Saturday.


Around noon on Friday, a truck loaded with 30 tonnes of gravel overturned on a railway section nearby Xinliao Village, burying two children playing nearby and two passing vehicles, according to the county government.


One child was confirmed dead after being pulled out from the massive amount of gravel. Six injured people, including one child, are receiving medical treatment in a local hospital.


The truck driver has surrendered to local police.


Investigation into the incident is under way.

The shovel truck driver who allegedly fatally ran over a farmer after a land dispute has said the incident was accidental as he reversed the vehicle, and that he was not licensed to drive it.


Song Heyi, a farmer in Xichungang Village, Yaojia Township in Zhongmou County of central China's Henan Province, was crushed to death by a shovel truck on Wednesday afternoon.


The 27-year-old driver, surnamed Wang, told a Xinhua reporter after his detention by police on Friday that he had no license in shovel truck operation, and that he did not deliberately crush Song, with the collision coming as the result of a blind spot when reversing the vehicle.


Wang Shicheng, manager of Henan Hongyi Agricultural Technology Company, likewise claimed the killing was an accident during construction work, and that his firm had never forcibly occupied farmers' land.


Further investigations are under way, according to local police.


The victim's brother-in-law said he was deliberately killed as he was not satisfied with the land release package offered by the company.


"The company tried to rent the 10-mu (0.67 hectare) farmland for 800 yuan (127 U.S. dollars) per mu," he said, without revealing his name.


Song did not agree with the deal, which led to his death, he said.


Details of the case went viral online after a gruesome tweet featuring a picture of a bloodied body under a shovel truck was uploaded on Thursday.


With a registered capital of 150 million yuan and engaged in agricultural tourism, the Henan Hongyi Agricultural Technology Company was founded in 2011.

The number of Chinese students registered as infected with HIV is on the rise, with homosexual transmission becoming the major cause of new infections, an official said on Saturday.


A total of 1,700 students were reported HIV positive in 2012, a 24.5-percent increase year on year, said Yu Jingjin, an official with the National Health and Family Planning Commission.


Of the newly reported 1,700 cases, 64.8 percent of the infections are attributable to homosexual contact, Yu said, adding that 87 percent of the total HIV/AIDS cases in 2012 came via sexual transmission.


In total, China has reported more than 7,000 students living with HIV. The first AIDS patient in China was found in 1985.

The man who allegedly injured 23 students and an old woman in a knife attack in central China's Henan Province late last year has been prosecuted, a court said on Saturday.


Min Yongjun, 37, was prosecuted on Friday for the crimes of intentional homicide and endangering public security by dangerous means at the Xinyang City Intermediate People's Court, according to a written statement issued by the city's procuratorate.


On Dec. 14, 2012, Min is suspected to have stabbed an elderly woman in the village of Chenpeng, then broke into the village's elementary school,where he wounded 23 students. He was nabbed on the same day by teachers, villagers and police, and the procuratorate approved his arrest on Dec. 16, said the statement.


In January, results of an appraisal by the Wuhan Psychiatric Hospital in Hubei Province confirmed Min had a mental disorder.


The statement did not disclose the date for the court hearing.

Zhang made the remarks while speaking with entrepreneurs on Friday, a day after he visited Zhongguancun Science Park in Beijing to talk with entrepreneurs and technology developers in companies like Sinovac, Baidu, Lenovo and Sugon.


The strategy of driving development through innovation is a key decision made by the central government at a critical stage for reforms and growth, Zhang said.


The strategy is expected to help optimize the industrial structure, save energy, protect the environment, safeguard ecological systems and protect people's health, he added.


"To better implement the strategy, we must let enterprises play their principal parts fully. Remarkable efforts must be made to boost innovative capacities, cultivate strategic emerging industries and boost technology-oriented companies," Zhang said.


"We must carefully study rules on fair competition and upgrade fiscal, taxation and financial policies to encourage entrepreneurs to innovate. We must inspire various entrepreneurs and talents to innovate and put entrepreneurs' enthusiasm and initiative into full play," he said.


Despite some positive changes in the global economy, deep influences of the financial crisis are lingering. Domestic growth also still faces difficulties and problems, although the domestic economy has shown continued signs of stabilization and positive momentum since the fourth quarter of last year, the vice premier said.


In carrying out further economic work, more efforts should be made to stick to the overall strategy to advance in a steady way, turn downward pressures into opportunities for transformation and development, and speed up the shifting of the economic growth pattern, Zhang said.


The key to coping with various risks and challenges lies in prioritizing steady growth and inflation control, with more efforts made to expand domestic demand, especially in boosting residential consumption, optimizing the investment structure and stabilizing exports, Zhang said.


To improve growth quality and efficiency, it's imperative to boost technological innovation, adjust the industrial structure and safeguard ecology and the environment, as well as boost the quality, added value and technology of products, Zhang said.


He urged effective measures to tackle pollution, including PM2.5, which has become a major point of public concern.


Property market research should continue to promote social stability, he noted.


Zhang said enterprises should take the lead and serve as the main force in scientific innovation, restructuring and environmental protection.

China on Friday issued a circular which prohibits government organs from using labels that claim certain products are created especially for such government agencies.


The circular, jointly issued by five departments, bans central and government organs from labelling, or authorizing others to label, products as having been created especially for such organs. These "special" products also should not bear the name or logo of central and state organs and their affiliated institutions, according to the circular posted on the website of the Government Offices Administration (GOA) of the State Council.


Similar moves to brand important meetings and landmark sites of government organs are also forbidden, the circular said.


In China, some retailers illegally produce and sell products labelled as being exclusive to certain government organs, which has misled consumers, disturbed market order and tarnished the reputation of central and government organs.


The circular urges all government organs to strictly examine the use of budgets in order to stop purchases of these "special" products.


It also calls on all relevant departments to cooperate in supervising and punishing those who violate the regulation.


The circular was jointly issued by the GOA, the Government Offices Administration of the Communist Party of China, the Ministry of Finance, the National Audit Office and the State Administration for Industry and Commerce (SAIC).


Since September, a campaign jointly carried out by the SAIC and nine other departments has achieved success in cracking down on the sale of such "special" products online.

Chinese President Xi Jinping and Premier Li Keqiang on Friday ordered top efforts to rescue workers who were buried in a massive landslide in a mining area in Tibet Autonomous Region.


At least 83 workers were buried in a landslide that occurred around 6 a.m. on Friday in Maizhokunggar County of Lhasa, the regional capital. The buried, including two Tibetans, were workers from a subsidiary of the China National Gold Group Corporation.


Xi, who is paying state visits abroad, and Li, respectively, have told local authorities to spare no efforts to rescue the buried and prevent secondary disasters.


They also urged to lose no time to confirm the number of buried workers and determine the cause of the landslide.


Some 1,000 rescuers, including police, firefighters and medical personnel, are working at the site, which is at an altitude of 4,600 meters.


Local authorities and officials of the State Administration of Work Safety, Ministry of Land and Resources and State-owned Assets Supervision and Administration Commission of the State Council have also led work teams to guide rescue efforts at the affected mining area.


Liu Yunshan and Zhang Gaoli, who are both the Standing Committee members of the Communist Party of China (CPC) Central Committee Political Bureau, as well as other senior officials also expressed their concerns for the trapped workers.

Frantic home sellers and buyers swarmed housing registration centers in Beijing on Friday in hopes of finalizing their deals before a detailed plan for cooling the hot property market is announced.


In the Fengtai District Housing Registration Hall, people queued in long lines to finalize transactions as police maintained order among hundreds more people waiting outside.


Li Li, 30, said she had been planning to buy her own apartment after her recent wedding. "After the government announced the new tax plan for the property market, I made my decision to buy one as quickly as I could."


The Chinese government rolled out a plan on March 1 in a bid to tighten control over the property market amid expectations of rising housing prices.


Among the measures, the central government announced a proposed 20 percent tax on capital gains from second-hand home transactions, replacing the previous transaction tax of 1 to 2 percent of the final sale price.


The central government also required governments at the provincial level to work out specific targets and measures before the end of March.


The move triggered a wave of panic among buyers and sellers, with brokers raking in substantial commission fees amid the frenzy.


Wang Xinghua, a consultant with the Xuanwumen outlet of property brokerage firm HomeLink, said the purchasing rush pushed up revenues at his outlet in March to about 1 million yuan (160,937 U.S. dollars), roughly double the monthly average.


"The housing market might cool down for a while after the new tax policies are in place. In the long run, however, housing prices will not drop, as rigid demand is still there," Wang said.


The new initiative in the housing market, however, triggered an unintended surge in housing prices, particularly in the second-hand housing market.


"I think the government should have acted in a more transparent way by, say, letting us know when exactly the new tax policies would be implemented. Otherwise, the market would go through severe fluctuations amid a buying or selling panic," Li said.


A second-hand automobile dealer, who only gave his surname as Wang, said he commissioned the sale of his house to a property brokerage firm on the same day the new rules were announced.


Assuming prices would fall, Wang sold his home just two days later, before seeing how significantly prices would rise.

Chinese police have handed a murder suspect over to their Russian counterparts, China's Ministry of Public Security (MPS) revealed Friday.


Mialichev Sergei is believed to have killed another Russian citizen on Oct. 17, 2011, and put the body in a lake before fleeing the country, according to the MPS.


In February, he entered China via a third country. At the request of Russian police, Chinese police pursued the suspect and arrested him in Beijing.


The MPS said it has cooperated with law enforcement authorities around the world. Since the beginning of last year, it has extradited 356 criminal suspects from other countries and regions and repatriated 27 foreign fugitives.

China is planning to build two new research stations in Antarctica by 2015 and site inspections are already being conducted by an expedition team, the State Oceanic Administration (SOA) said Thursday.


A summer station that can be used from December to March will be set up between the existing Zhongshan and Kunlun Stations to provide replenishment and other logistical support, the SOA said.


The station will be used to study geology, glaciers, geomagnetism and atmospheric science in Antarctica.


A perennial station will also be built in Victoria Land in Antarctica by 2015. The station will allow researchers to carry out multi-disciplinary research on bio-ecology and satellite remote sensing, according to the SOA.


China's three existing Antarctic research stations are the Great Wall, Zhongshan and Kunlun stations.

Chinese President Xi Jinping concluded his South Africa trip and left Durban for Brazzaville Friday for a state visit to the Republic of the Congo.


Xi began his state visit to South Africa on Monday, where he also attended the fifth summit of BRICS countries, namely Brazil, Russia, India, China and South Africa, in Durban.


On Tuesday, Xi met his South African counterpart Jacob Zuma in Pretoria. Both leaders discussed ways to enhance the comprehensive strategic partnership established between the two countries in 2010.


The two presidents agreed to make the bilateral relationship a strategic focus and priority in their respective foreign policies.


They also vowed to further expand and deepen political, economic and trade cooperation, and people-to-people and cultural exchanges, as well as cooperation in international and regional affairs.


In the South African port city of Durban, Xi attended the fifth BRICS summit, under the theme of "BRICS and Africa: Partnership for Development, Integration and Industrialization."


Speaking at the summit, the Chinese president said that to enhance cooperation with other BRICS countries has always been a priority on China's diplomatic agenda.


"China will continue to strengthen cooperation with other BRICS countries, in order to make the economic growth of BRICS countries more robust and our cooperation better structured and more productive," he said. "This will bring tangible benefits to people of all countries and make greater contributions to world peace and development."


Xi also attended the first BRICS Leaders-Africa Dialogue Forum, which was centered on the cooperation between BRICS and African countries in infrastructure.


Addressing the forum, Xi said the dialogue between leaders of BRICS and African countries reflected the political will of both sides to realize equality and inclusiveness, and seek common development.


Xi said the world cannot enjoy stability and prosperity without peace and development of Africa, and international affairs cannot be properly dealt with without Africa's participation, adding that the global governance system would lose vitality without Africa's saying.


BRICS and African countries are like-minded friends with extensive common interests, he said, noting that the development of each side holds opportunities for the other.


On Thursday morning, the Chinese president had a breakfast meeting with a group of African leaders. They exchanged views on the further development of China-Africa ties.


Xi's ongoing four-nation trip, his first after being elected China's president earlier this month, has already taken him to Russia and Tanzania.

As international agents and festival organizers meet in Beijing for a showcase festival, many Chinese bands unknown outside of the country will make their sounds heard around the world.


Sound of the Xity - the China Music Conference and Showcase Festival will be held in Beijing from April 3 to 7, with performances by more than 60 bands and two days of conferences on the music industry.


Participants will include Jason Mayall from Japan's Fuji Rock Festival, Annette Tripodi from WOMAD (World of Music, Arts & Dance), and Christoph Borkowsky from WOMEX (the World Music Expo).


"We expect that Chinese bands will get opportunities for overseas tours through Sound of the Xity, and international bookers will get to know more about the Chinese music scene," says Zhang Ran, CEO of SX Music, the festival presenter.


Sound of the Xity was inaugurated last year, when 56 pop, rock and world music acts performed in Beijing, Shanghai and Xi'an.


Jung Hun-lee, artistic director of Korea's Ulsan World Music Festival, selected two Chinese bands, Whai and Pet Conspiracy, to perform in Ulsan after seeing them in Beijing.


"Whai is a rock band with Chinese aesthetics, while Pet Conspiracy combines Chinese and Western music styles and is of international caliber," says Lee, who is also coming to this year's festival.


Performances of Sound of the Xity 2013 will take place at six live-music venues in Beijing. Yugong Yishan, one of the capital's most popular clubs, will feature more-established bands such as Long Shen Dao, Re-Tros- and Shanren.


Mao Live will present the noisier young acts such as Poshang Village, while School, Jianghu Bar and Blue Stream Bar will present the project "Youth Live", which features mostly bands formed by college students, like Easy Mind and Dream Garden.


The Temple Bar will showcase China's world music acts, including Tibetan group Nima and ethnic Mongolian band Yin and Siqin.


Apart from the shows, Chinese and international delegates will exchange ideas at a forum titled "Hidden Assumptions in the Music Industry".


"The Chinese music industry has not been really integrated into the international music industry, and sometimes the differences in concepts and ideas create barriers for Chinese music to go overseas," Zhang says.


"That's why we want to organize this forum so that both sides will learn more about each other. We will seek out and expose the tacit taboos and mixed messages that confound the interactions of the Chinese and Western music industries."

Chinese business favourite in Pudong


One of the first hotels in Pudong, Purple Mountain opened over 20 years ago and is starting to show its age. Location-wise, it's just a stone's throw from Century Avenue metro station and Plaza 96 shopping mall. Though a self-billed 'international' hotel, it serves a largely Chinese and Japanese business clientele which is reflected in the limited English spoken by staff.

Chen Wu was appointed acting chairman of south China's Guangxi Zhuang Autonomous Region on Thursday.


The appointment was made at a meeting of the standing committee of the regional people's congress, the local legislative body.


The resignation of former chairman Ma Biao was also approved at the meeting.


Chen, born in November 1954, is a member of the Zhuang ethnic minority. He has served as deputy chairman of Guangxi and Party secretary of Nanning, the regional capital.


Chen was also appointed deputy secretary of Guangxi's regional committee of the Communist Party of China (CPC) earlier this month.


In mid-March, Ma Biao was elected vice chairman of the National Committee of the Chinese People's Political Consultative Conference, the country's top political advisory body.

A first round of Free Trade Area (FTA) talks among China, Japan and the Republic of Korea (ROK) ended on Thursday with small but significant progress.


After 10 years of preparation, the three neighboring countries are embarking on the road to achieve economic integration in East Asia, where common benefits and conflicts are intertwined in a complex and delicate web.


"At this round of talks, the three countries adopted a set of detailed rules on negotiations that include basic principles and an index of negotiations while also discussing related administrative issues, such as the scope of Korea-China-Japan FTA negotiations and how to set up working groups, that will be the foundation of future negotiations," according to a statement released after the meeting.


The three sides have agreed to hold two more rounds of talks within 2013, with the second round scheduled for June or July in China.


Although only administrative details were agreed at the meeting, the first round of talks provide reassurance that trust can be built among these neighbors.


The lengthy preparation underlines the intricacy of the issue. The three nations' industrial and trade structures are complementary, but political ties are turbulent amid territorial rifts between Japan and China, and Japan and the ROK.


Still, it is better to launch talks sooner rather than later. Covering the world's second- and third-largest economies and a regional economic hub which produces 20 percent of the world's economic output, the envisioned FTA has enormous significance in facilitating regional trade. The benefits for neighboring countries to set up the FTA are even bigger.


Official research shows that the FTA, if established, will boost China's economic growth by 1.1 to 2.9 percent, Japan's by 0.1 percent to 0.5 percent, and the ROK's by 2.5 percent to 3.1 percent.


The countries have reaped enormous benefit from foreign trade. Creating a set of integrated and coordinated trade rules and cutting tariffs will improve their trade structures and competitive edge, and revitalize the regional economy when prosperity becomes more inter-dependent than ever.


The negotiation starts at a time when FTA blueprints are being mapped out in many continents and regions such as the U.S.-led Trans-Pacific Partnership and the Transatlantic Trade and Investment Partnership arrangement between the United States and the European Union.


Free trade could create a win-win situation for the participants and China is a staunch supporter of FTAs. China is open to all sorts of such zones as long as they generate common prosperity without any political bias.


The launch of the tripartite talk is a good beginning, but twisted consultations lie ahead. While China and the ROK share smooth political and economic ties, their rocky relations with Japan provide a major uncertainty.


Besides, tremendous technical barriers need to be addressed such as Japan's protection of farm produce exports.


East Asia can play a pivotal role in powering the global economy and safeguarding world peace. This FTA can hopefully be a catalyst for it.

Hong Kong stocks fell 165.19 points, or 0.74 percent, to close at 22,299.63 on Thursday.


The benchmark Hang Seng Index traded between 22,132.33 and 22,390.35. Turnover totaled 73.57 billion HK dollars (about 9.48 billion U.S. dollars). (1 U.S. dollar = 7.761 HK dollars)

Shanghai's unemployed youths below age 35 dropped in both the total number and jobless rate one year after a career consultation program targeting youngsters was launched, authorities said yesterday.


Before the program, there were more than 80,000 registered unemployed youths in Shanghai. The number was cut by 10.5 percent by the end of last year, officials said. The number of unemployed youngsters who have been jobless for more than a year also declined from 10,600 before the program to 8,900. However, the unemployed youths still accounted for 26.5 percent of the jobless population, a percentage higher than historical levels. Among the unemployed youths, 41 percent had a college degree or above.

A woman was killed and at least 86 other people were injured when an earthquake so powerful it could be felt in Shanghai jolted Taiwan yesterday.


The quake shook the island's Nantou County at 10:03am with an epicenter near central Taiwan at a depth of about 15 kilometers, the China Earthquake Networks Center said.


Taiwan's weather bureau put the magnitude at 6.1, saying it was the largest quake this year and was felt across the island. Five aftershocks measuring from 3.7-4.3 in magnitude occurred in the two hours after the main tremor, it said.


Taiwan's fire agency said a 72-year-old woman at a temple in Nantou died instantly when she was struck by a wall that collapsed during the quake.


Eighty-six others were slightly injured, mostly by falling rocks and other objects, during the quake in the same county and the nearby Changhua and Taichung areas, AFP reported.


The quake also triggered two fires in houses in Nantou and Taichung that injured one person but had since been extinguished, fire officials said.


The agency received five reports of people trapped in lifts during the quake but they had all found their way to safety.


Nantou government official Chen Min-hui told the Associated Press that tiles fell from a few school buildings and minor cracks appeared on walls, but all structures remained intact.


Cable news channel SET TV showed footage of one woman in Nantou being carried to an ambulance after she was hit in the head by fragments of a ceiling that came loose in a government building during the earthquake.


"I was scared and nervous as the quake reminded me of the deadly September 21 earthquake in 1999, and luckily this one stopped quickly," Chen Shao-sheng, a hospital worker in Nantou, told AFP.


Nantou County was the epicenter of the 1999 7.6-magnitude quake that killed around 2,400 people in the deadliest natural disaster in the island's recent history.


The rural county is about 250 kilometers south of Taipei, the capital city in the northern tip of the island.


In Shanghai yesterday, tremors were felt in at least seven districts, the city's seismological bureau said.


High-rise buildings shook slightly in Xuhui, Jiading, Jinshan, Songjiang, Minhang, Baoshan and Zhabei districts but no damage were reported, said Wei Xiao, a bureau official.


People living in tall buildings felt faint tremors and some residents evacuated immediately.


"I was on the 13th floor and felt dizzy when the quake happened," a Jiading resident surnamed Li said.


The bureau later issued a statement saying that the quake would cause no damage in Shanghai and urged local residents to stay calm.


"Shanghai could always feel tremors when strong and moderate earthquakes occurred in Taiwan in the past, so local residents can keep calm," it said.


Some 2,000 city tourists are currently in Taiwan but all have been reported safe, the Shanghai Tourism Bureau said.


"The bureau will keep intensely monitoring the earthquake as well as conditions of local tourists," the bureau said.


Many buildings in Taipei swayed while local television footage showed some schoolchildren in Nantou screaming and fleeing their classrooms during the earthquake.


Services on Taiwan's rail networks were temporarily suspended to allow safety checks to be carried out. Inspectors found no damage to railway lines in the quake-affected area, Xinhua news agency said.


Metro trains in Taipei also slowed down after the tremor but services returned to normal some 10 minutes later.

Long waits at some crowded Metro stations on Line 3 are giving way to conflicts among angry commuters as rush-hour passenger restrictions are enforced.


"Clashes and quarrels happen around me every morning," said one passenger, watching as passengers waited at the Jiangwan Town station, one of the line's eight stations subject to restrictions that have raised public ire.


Others said they waited more than half an hour before being allowed into the restricted stations on Line 3.


"More than 10,000 riders swarm in within two hours in the morning rush hour" at two of the stations that have seen restrictions, said Metro official Wang Guanghua.


Eight stations of Line 3 from Baoshan Road to Changjiang Road S. are now restricted, with more expected to be included, said Metro officials. Restrictions are also starting to spread on Line 6 and Line 8.


The operator has apologized and sought understanding, but it is somewhat stuck because the trains have reached full capacity, officials said.


That angers some passengers.


"All the operator does is ask us to leave home earlier to avoid the peak," said a passenger, Chen Zhen, who lives in the city's north where Line 3 travels. "Why don't they figure out ways to add more trains to increase capacities?"


Some suggest adding shuttle buses between the stations to partly alleviate the pressure.


But the operator said the restrictions will continue along the line, especially on the northern section, since passenger volumes increase by about 20 percent on the busy line during rush hour.


Sun Zhang, a rail expert with Tongji University, said that "it's time to step up the pace of separating Line 3 and Line 4." The two lines share nine stations along the track, which makes it hard to increase capacity by cutting interval times, said Sun.


"If the two lines were separated, the interval times would likely be halves in theory," Sun said.


There is no detailed schedule for separation of the two lines, though the plan was approved by the National Development and Reform Commission last year.


Sometimes it is a rider who slows things down. A man was caught by police on Tuesday after he pulled the emergency handle on a crowded train on Line 3 during the morning rush, claiming he "felt sick onboard." Trains were delayed and some passengers temporarily stranded.


Metro passenger volumes are growing fast as lines are extended to suburban areas. The city's 12 lines handle 6 to 7 million passengers a day, with a record-breaking volume of 8.48 million one day this month.
