3 execs liable for deadly blast penalized

Three executives from companies responsible for a blast at the Shanghai Jiangqiao Solid Waste Incineration Plant in Jiading District on December 5, which left three people dead, have been given fines totaling 40 percent of their annual income, local government said.
The companies, failing to prevent the accident from happening, were also punished and required to improve security management, the Shanghai government said on its website on Thursday in an reply to an investigation report filed on December 20 by a team of government officials and experts and approved about a month later by the government.
Jin Xindong was fined 40 percent of his annual income in 2012 for his failure to ensure security as the general manager of Shanghai Xi'en Environmental Co Ltd, the report said.
Guo Baojian and Wang Lijing were also fined the same amount for their failure to identify and eliminate hidden hazards in time as general manager and chairman of Huancheng Renewable Energy Co Ltd respectively. Huancheng is the owner of the Jiangqiao garbage incineration plant, the biggest in the country with a capacity to burn up to 1,500 tons of garbage per day.
Guo and Wang will also be removed from their posts, the report said.
The blast, triggered by dense flammable gases and sparks caused by using iron tools during maintenance, killed three people, injured four others, and caused a direct economic loss of 16.39 million yuan (US$2.7 million), the report said.
