The world's only known panda triplets have turned a month old. Now a worldwide naming campaign has been launched for the three panda cubs.
The triplets were born at the Chimelong Safari Park in the southern Chinese city Guangzhou. The winner of the naming contest will receive a cash award of 110,000 yuan, or about $17,000s. One of the three cubs is female, and the other two are male. Health tests show that they are all doing quite well.

China's top legislature has adopted a revised Budget Law on Sunday to put government income and spending into a more stringent legal constraint, a move that is set to have a far-reaching effect on the country's fiscal balance and health.
The revision of the law, which is so important that it's dubbed the "Economic Constitution", will prove a milestone in China's fiscal history as it will make the government's collection of taxes and fees and distribution of its fiscal money to become more law-based and transparent.
Previously, the country's revenues and spending were in reality divided into budgetary and extra-budgetary. Under such a dual-structure budgetary regime, some government departments have a great leeway in managing government funds, which can possibly lead to corruption and abuse of public fund.
The revised law requires that all types of fiscal money should be put under the unified budgetary system and detailed budget information, including that of the central government, the local governments and government departments, must be publicized to invite public supervision.
Previously, budget information provided by some government departments was often too vague for legislators and the public to supervise the management of fiscal funds by the government. For example, during the annual National People's Congress meetings, many deputies complained that some government ministries only provided overall figures of their spending instead of detailed and categorized information, which made it virtually impossible for them to play out their supervisory role.
In 2014, China's fiscal revenue is budgeted to be 13.9 trillion yuan ($2.26 trillion) and government spending to be more than 15 trillion yuan. The revised law will play a better role in ensuring that such a colossal amount of money will be managed effectively so that taxes and fees are not willfully collected and public money not randomly spent.
Another ramification of the revision of the budget law is its clear control of government debt issuance. It has allowed the local governments to issue debts themselves, but the issuance must be put under strict control by the legislature and the central government.
So far, the local governments have to issue debts through the central government. To meet their demand for cash, which is used to build infrastructure and make other investments to expand local economic output, the local governments have established various companies and entities — the so-called local financing vehicles — to borrow from the banks. In many cases, the local governments act as providers of guarantee for those borrowings, which brews great financial risks for public finance.
China's local government debts have amounted to about 12 trillion yuan by the middle of last year, according to official estimates. Estimates by economists could be even bigger.
The local governments are shouldering a heavy burden of repaying those debts, especially as a large part of them become mature this year and in the coming two and three years. Lapse in managing the debts may lead to defaults and trigger a wider-range crisis.
By allowing the local governments to issue debts, the revised law also requires that the issuance must be put under control by legislators and the central government so that the issued local debts are repayable based on the revenue generating abilities of those local governments.
After the debt-issuing tap turned on, an imminent task is to clear the large amounts of government financing vehicles and cut the links between the local governments and those companies. Such financing vehicles brew serious financial risks since they are de facto cash-generating tools of the local governments. They are neither market-based nor under strict supervision like normal State-owned enterprises.

Sun Zhongxu, the Chinese translator of J.D. Salinger's The Catcher in the Rye and George Orwell's 1984, committed suicide on Thursday after he sought treatment for depression in Guangdong province, the Beijing Times reports.
"Father is finally free (from the misery)," the translator's son said.
Sun, 41, was known for his well-received translations of scores of famous writers' books such as Salinger's and Orwell's, plus E.B White's The Second Tree from the Corner and V.S. Naipaul's A Writer's People. His version of Salinger's work has so far sold almost 100,000 copies since 2007.
Sun also had a large fan base on the cultural community website Douban and on Sina Weibo because he often shared his insights of the latest translated works and wrote book and movie reviews, accumulating approximately 1,000 articles in total on Douban.
By Monday, almost 7,000 people had offered their condolences on these two platforms, with some saying it's a real shame that they've forever lost a valuable tutor and friend in the world of words.
"We had been friends for so many years. Yet I didn't get the chance to see him for the very last time. Tears welling up in my eyes, I wish him true happiness on the other side of world," Chinese writer Feng Tang posted on Wechat.
Another writer, A Yi, wrote on Weibo, "I have read several translations by Mr. Sun and benefited a lot. I only met him once and he struck me as a humble and modest gentleman. Such a gentleman will still live in his books with us. "
The famous translator Yu Zhongxian said he wished the news of Sun's death was not true. "I was his editor once and really liked his translations. The young man had talent and potential. I wish he rests in peace."
According to Sun's friend Zhang Yuanfan, Sun told his friends he might have some mental problems and for some time after a business trip in early August, needed to go to the hospital, The Chongqing Morning Post reports.
Zhang recalled the last time he saw Sun was in the hospital on Aug 19. "The doctor said Sun had made improvement and might go home after a while."
But just after a short stay at home, Sun chose to go back to the hospital and silently ended his life, leaving his fans sighing over his recent Weibo quote from The Hobbit: "You cannot give up now".
With World Suicide Prevention Day approaching, more and more people are advocating on online platforms that more attention and care should be paid to those who suffer from depression. They cited the recent suicide of the famous comedian Robin Williams and the talented young translator who is now deceased.

Russia is demanding to know why international investigators have yet to publish the black box data from a Malaysian airliner that was shot down over eastern Ukraine in July, a deputy defence minister said in an interview published on Saturday.
Moscow blames Ukraine for the disaster, in which all 298 passengers and crew were killed. Ukraine says the Boeing 777 was shot down by pro-Russian separatists with a surface-to-air missile.
"The Boeing catastrophe throws up more and more questions. But lately not many people are talking about this," Deputy Defence Minister Anatoly Antonov said.
"Why have the data still not been published about the conversations between the air traffic controllers and the pilots of the Boeing? Why haven't the data been presented from the international investigation of the black boxes? Who doesn't want this to happen?"
The Netherlands, which had 195 nationals on board the flight from Amsterdam to Kuala Lumpur, is leading the international investigation into the crash of Malaysia Airlines flight MH17.
The July 17 incident stirred international outrage, which only increased when rebel fighters impeded investigators' access to the bodies and wreckage.
Antonov said Russia had established that a Ukrainian Su-25 military aircraft was in the vicinity of the Malaysian airliner.
"Where is the transcript of the recordings of conversations between the pilot of this plane and his command? How did a military aircraft come to be alongside a civilian one?
"If people are saying today that a rocket was fired from the ground towards that military plane, then I'd like to look that military pilot in the eye who used a civilian plane as cover, if of course that's what happened," Antonov said.
Antonov said his ministry was pressing for answers about the tragedy from the United States, Ukraine and European countries.
He reiterated Russia's denials of military intervention in Ukraine: "When people say today that Russia has launched aggression or war against Ukraine, that is all nonsense."

Members of the Election Committee for the region's next chief executive started voting at 10:00 (2:00 GMT) at Macao International Convention Center of Macao East Asian Games Dome.

A man was detained yesterday morning by police in Hangzhou, east China's Zhejiang province, in connection with the suspected murder of a young woman who was reported missing less than a day earlier.
The 20-year-old, surnamed Lu, is accused of robbing and killing student Wang Jinfang, also 20, whose body was discovered in a bamboo forest close to her home.
She had been reported missing by her mother on Friday evening, police said.
Wang left home on Friday morning to go to a summer job at a nearby factory. Her mother became anxious after she failed to return home that night and it became clear she had not been to work.
Police launched a search for Wang and made a quick breakthrough after viewing footage from surveillance cameras along the road leading out of her village.
In the film a man was clearly seen following the student. After a search of the surrounding forest, Wang's body was found lying among the bamboo.
Police identified the man in the footage as migrant worker Lu, a native of southwest China's Guizhou province, and detained him at his rented home yesterday morning.
Officers claim that under questioning, Lu confessed to killing Wang after following her and dragging her into the forest.
Wang's death comes after two other female university students were killed earlier this month, while another young woman escaped a violent kidnapper and two others remain missing.
On August 12, 19-year-old Gao Qiuxi was killed by a man in Jiangsu province, while three days earlier, 20-year-old Gao Yu was killed after a dispute with an unlicensed cab driver in Chongqing.
Last week, a 22-year-old student was rescued after being kidnapped by a 52-year-old man in Jinan, east China's Shandong Province.
The woman was raped and beaten by her captor, surnamed Dai, who kidnapped her after she hired him to take her to a railway station on his electric bicycle.
The student was rescued after managing to send a text message to a friend who in turn alerted the police.

A man was detained yesterday morning by police in Hangzhou, east China's Zhejiang province, in connection with the suspected murder of a young woman who was reported missing less than a day earlier.
The 20-year-old, surnamed Lu, is accused of robbing and killing student Wang Jinfang, also 20, whose body was discovered in a bamboo forest close to her home.
She had been reported missing by her mother on Friday evening, police said.
Wang left home on Friday morning to go to a summer job at a nearby factory. Her mother became anxious after she failed to return home that night and it became clear she had not been to work.
Police launched a search for Wang and made a quick breakthrough after viewing footage from surveillance cameras along the road leading out of her village.
In the film a man was clearly seen following the student. After a search of the surrounding forest, Wang's body was found lying among the bamboo.
Police identified the man in the footage as migrant worker Lu, a native of southwest China's Guizhou province, and detained him at his rented home yesterday morning.
Officers claim that under questioning, Lu confessed to killing Wang after following her and dragging her into the forest.
Wang's death comes after two other female university students were killed earlier this month, while another young woman escaped a violent kidnapper and two others remain missing.
On August 12, 19-year-old Gao Qiuxi was killed by a man in Jiangsu province, while three days earlier, 20-year-old Gao Yu was killed after a dispute with an unlicensed cab driver in Chongqing.
Last week, a 22-year-old student was rescued after being kidnapped by a 52-year-old man in Jinan, east China's Shandong Province.
The woman was raped and beaten by her captor, surnamed Dai, who kidnapped her after she hired him to take her to a railway station on his electric bicycle.
The student was rescued after managing to send a text message to a friend who in turn alerted the police.
Meanwhile, police said they are still looking for 22-year-old student Lin Fangguan, who went missing in mid-July, and 23-year-old Xu Mengna, from southwest China's Sichuan province, who was last seen by her family on August 5.

China's anti-graft watchdog has said it is investigating a former senior executive of carmaker FAW Group Corp for corruption, the latest target in a widening probe against the company.
An Dewu, FAW's former deputy general manager, is being probed for "suspected serious violations of the law," the Central Commission for Discipline Inspection, said late on Friday.
The brief report did not give any details of the investigation, but the phrase "serious violations of the law" is often used to denote corruption.
An and other officials at FAW were unavailable for comment.
Li Pengcheng, a spokesman for FAW-Volkswagen, said he "does not know" anything about the investigation and referred all inquiries to FAW.
State-owned FAW has a joint venture with Volkswagen AG, which is one of two such enterprises the German automaker has in China.
The investigation into An was announced several days after the discipline inspection commission said it was investigating two other executives — one former and one current — at the car company for "seriously violating the law."
Volkswagen's luxury brand Audi and other foreign brands like Daimler AG's Mercedes-Benz and Fiat SpA's Chrysler have been under investigation in China over their pricing practices as Beijing steps up enforcement of its antitrust laws.
Earlier this month, the National Development and Reform Commission, China's top economic planning agency, said both Audi and Chrysler would be punished for monopolistic practices.
It was not immediately clear if the two probes were related.
Separately, the corruption watchdog said it is investigating Ren Runhou, the vice governor of north China's Shanxi province, also for "suspected serious violations of the law."
Ren is the latest target amid an intensifying crackdown on graft in the province.
President Xi Jinping said endemic corruption threatens the survival of the Communist Party and vowed to go after high-flying "tigers" and lowly "flies."

Six senior executives of scandal-saddled Shanghai Husi Food Co., Ltd. were formally arrested on Friday over charges of producing and selling counterfeit products, said the municipal procuratorate.
The official arrests were approved by the Second Branch of the Shanghai Municipal People's Procuratorate. The procuratorate said a man named Hu Jun was among those arrested, but refused to provide more details.
OSI China, the parent company of Shanghai Husi, confirmed on its website six employees have been arrested and said it will continue to cooperate fully with authorities.
The food scandal was first exposed after a local TV station reported on July 20 that Shanghai Husi had supplied products tainted with reprocessed, expired meat to a string of fast food chains and restaurants across China.
Chinese food and industry watchdogs immediately launched a probe into the scandal.

The Chinese subsidiary of Chrysler will recall cars on the Chinese mainland over flaws that may lead to fires, the country's quality watchdog said on Friday.
It will involve 25,505 imported Grand Cherokees produced between Jan. 1, 2011, and Dec. 11, 2013, the General Administration of Quality Supervision, Inspection and Quarantine said in an online statement.

While attending an auction to obtain China's first pollution permit in 2008, Tian Yu admits he lacked even the foggiest notion of what he was bidding on.
"Frankly speaking, the other participants and I knew little about what pollution permit trading was at the time," he says.
Though Tian, a manager for a pharmaceuticals company in Tianjin, has since gained more knowledge on the pilot emissions trading program, most companies that would benefit from the system have not.
Special guidance and a strong push from the central government is necessary to make more companies join the trading mechanism, said Tian.
Tianjin is one of the 11 pilot cities and provinces across the country for such trading platforms. But the pilot trading market differs from place to place with varying regulations, including the price.
Compounding the problem, the trading market has grown stagnant. In Tianjin only one deal worth 155,000 yuan (25,200 U.S. dollars) was reached since the start of the program.
With plans to enact the emissions scheme across the country by 2017, the State Council issued a guideline Monday that will require pilot regions to establish mechanisms for purchase and trade, ideally laying a solid foundation for the nationwide program.
"The timely guideline is what we have been looking forward to for a long time," said Zhao Enhai, deputy head of the Tianjin Environmental Protection Bureau on Friday.
Tianjin will promulgate a local corresponding regulation for promoting the trading as soon as possible, said Zhao.
A firm gets an authorized limit on the amount of a pollutant that may be emitted. In China, the limit will be sold to firms in the form of emissions rights which represent the right to emit a specific volume of a specified pollutant.
The pollutants mainly include sulphur dioxide, nitrogen oxide, chemical oxygen demand (COD) and soot.
In other pilot places, pollution permit trade has been flourishing.
By the end of July, the pollution permit trade in the coal-rich Shanxi Province had reached 380 million yuan with the participation of 410 companies since 2010, according to the provincial environmental protection department.
The accumulative trade volume in Inner Mongolia Autonomous Region and Chongqing Municipality have both exceeded 80 million yuan.
In Hubei Province, only new company construction projects approved by the provincial environmental protection department are required to participate in the trade, said Xu Sheng, a manager of the Hubei environmental resource trade center.
Such trading has not been applied to projects approved by municipal environmental authorities in the province, which affects the fairness of the mechanism, said Xu.
"Exploration in the pollution permit trading market is under way. Legislation should be considered at the national level to ensure the sound and fair development of the market," said Wang Jinnan, vice head of the Chinese Academy for Environmental Planning.

An Dewu, former deputy general manager of FAW, was investigated for suspected serious violations of discipline and law, said the discipline watchdog of the Communist Party of China in Jilin Province, where the company is based.
Li Wu, former deputy general manager of FAW-Volkswagen Automobile Co. Ltd. and Zhou Chun, deputy general manager of the carmaker's Audi sales department, were investigated for suspected "serious violations of laws," authorities announced Tuesday.
FAW Volkswagen ranked the first place among Chinese auto makers by selling 810,200 sedans in the first six months of 2014, according to the China Association of Automobile Manufacturers.
FAW, one of China's largest state-owned carmakers, sold 1.53 million vehicles in the first half of this year, up 9.9 percent year on year.

The projected cement plant, believed to be largest in Kyrgyzstan on completion, will be located in Kemin, Chui province, about 13 kilometers east of the Kyrgyz capital, Bishkek, with the investment totaling 70 million U.S. dollars, according to Sun He, business counselor with the Chinese Embassy in Kyrgyzstan.
As economic and business cooperation serves as an important foundation to bilateral relations between the two countries, Kyrgyzstan and China have been joining hands in building a number of infrastructure projects, such as China-Kyrgyzstan gas pipeline, a highway, reconstruction of a power station in Bishkek, said Sun, who insisted that Friday's event showcased positive prospects of healthy cooperation between the two countries.
While addressing the ground-breaking ceremony, Kyrgyz First Vice Prime Minister Tayirbek Sarpashev said he was confident that the Chinese invested cement plant would not only add more jobs to Kemin, but also bring about tax revenues between 10 million to 15 million U.S. dollars upon completion a year to his country.
Zhu Rongjun, general manager of ZETH-Cement, the fully Chinese investment subsidiary registered in Kyrgyzstan and the investor of the new cement plant, said they would use advanced technology for production at the plant and promised that the plant's construction process would also be pollution free.
Upbeat about high cement demand potential in Kyrgyzstan and even in kazakhstan, Zhu said the plant would start formal construction later this year and be completed and put into production in 15 months.

Zhu Rongjun, general manager of ZETH-Cement, the fully Chinese investment subsidiary registered in Kyrgyzstan and the investor of the new cement plant, said they would use advanced technology for production at the plant and promised that the plant's construction process would also be pollution free.
Upbeat about high cement demand potential in Kyrgyzstan and even in kazakhstan, Zhu said the plant would start formal construction later this year and be completed and put into production in 15 months.

Five Shanghai Cooperation Organization (SCO) member states on Friday carried out a massive live fire drill involving more than 7,000 troops in north China's Inner Mongolia.
Troops from China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan participated in the anti-terrorism drill, including ground and air forces, special operations and airborne troops and others tasked with electronic countermeasures, reconnaissance, mapping and positioning.
Chief of the General Staff of the People's Liberation Army Fang Fenghui, along with his counterparts from Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, watched the exercise, which started at 10 a.m. at the Zhurihe training base.
Viewers also include representatives from the SCO observer states of Pakistan and Mongolia, and the dialogue partner Sri Lanka, as well as delegations of foreign military attaches from 40 countries.
The exercise scenario involves a separatist organization of more than 2,000 terrorists armed with tanks, missiles and light aircraft. Participants are asked to imagine that the terrorists are entrenched in hilly areas, plotting attacks and a coup.
The SCO will dispatch military forces to put down the insurrection and restore stability at the request of the country's government.

Two people were killed and another eight injured in an explosion in a Beijing residential building early on Friday.
The city's government has provided temporary homes for a dozen households after the blast, which detonated in an apartment on the ground floor of a building in Zuojiazhuangbeili community in Chaoyang district at around 5:30 am, said Beijing firefighting authorities.
Rescuers retrieved a body and found an injured elderly woman during a search of the site. The woman later died in hospital.
All of the injured have been sent to hospital. One of them is in a serious condition but none of their injures are life-threatening.
Government authorities have sent six works teams to help with medical treatment, accident investigation, safety inspection and verification of losses.
Rescue work is ongoing.

China's treasury bond futures closed lower on Friday, with the contract for settlement in September closing 0.02 percent lower at 93.4 yuan (15.2 U.S. dollars).
The contract for settlement in December declined 0.11 percent to close at 93.7 yuan. The contract for settlement in March 2015 lost 0.07 percent to close at 94.1 yuan.
The contracts are agreements to buy or sell treasury bonds at a predetermined price and set date. They allow investors to bet on and profit from the movements in the value of the bonds.
The treasury bond futures were launched at the Shanghai-based China Financial Futures Exchange and started trading on Sept. 6, 2013.

The head of renowned Zhiyin Media Group (ZMG) in central China has been removed from his post after moving family and assets overseas, actions tagging him as a "naked official."
Hu Xunbi, president of ZMG, has been removed from his posts as group president and secretary of the group's Committee of the Communist Party of China in Hubei province.
"Naked officials" or officials whose families have emigrated overseas, are considered a high-risk group for corruption with easy escape to foreign countries. Many of them have transferred large amounts of money overseas and sent families abroad to escape punishment.
A source with the media giant told Xinhua that Hu's daughter "has been pursuing further education in Canada," and that "his wife is there taking care of her."
"But being sacked does not necessarily mean that Hu has violated the law," the source, requesting anonymity, said.
Authorities at the provincial Women's Federation advised Hu bring his family back to China to keep his job, but he refused, according to the source.
The ZMG grew out of Zhiyin, or Soulmate, a famous magazine that deals with love and relationships, based in Wuhan, capital of Hubei. The media behemoth, which currently owns a number of spin-off magazines besides Zhiyin, is planning on going public.
Hu's removal came only one month after Zhu Jiajun, deputy General Manager of ZMG, was detained on suspicion of duty encroachment.
China has ferreted out several "naked officials" amid a tightened crackdown.
In July, south China's Guangdong Province announced that the local government has uncovered 2,190 "naked officials," including 22 who were formerly in senior positions.
The selection and appointment regulations issued in January by the CPC said naked officials will not be considered for promotion.

Japanese politician Sakuragi Takuma, who is accused of drug trafficking, insisted he had no knowledge of hidden drugs in his suitcase on Thursday while awaiting a verdict, after his court hearing was concluded on Thursday.
Takuma, 71, a member of the Inazawa municipal assembly in Aichi Prefecture, stood on trial with two other African suspects at the Guangzhou Intermediate People's Court on Tuesday.
Takuma denied all knowledge of possessing over 3 kilograms of methamphetamine, hidden in his suitcase. He said that he was asked by another suspect at large, named Hassan, to pass the suitcase to Hassan's wife in Japan, and that he was told that the contents were female platform shoes.
The prosecutors presented several debt-collecting documents provided by a liaison appointed by Hassan in Takuma's suitcase, saying that they may imply his awareness of the hidden drugs.
It aroused strong objections from Takuma, as the files only show the purpose of his coming to China, according to Takuma's lawyer.
Song Fuxin, one of Takuma's two lawyers, told the Global Times that the prosecutors offered no direct evidence supporting Takuma's knowledge of the drugs and no testament to the benefits he reaped from drug trafficking.
It is an ordinary drug-trafficking case since many drug trials involving foreign suspects are opened in China every year, Qu Xinjiu, a professor of criminal law at the China University of Political Science and Law, told the Global Times on Thursday.
A Japanese suspect will not make the trial special and the only difference between foreigners and Chinese tried for drug trafficking may lie in the level of court, he explained.
"While Chinese nationals are often tried locally in county-level courts, foreigners are usually tried in intermediate courts in cities that are more prudent," Qu added.
A Japanese man in his 50s was executed for drug smuggling in Dalian, Liaoning Province on July 25, The Japan Times reported.

Urumqi Air, the first local carrier in the Xinjiang Uygur autonomous region, will make its maiden flight on Friday from Urumqi to Yining in the autonomous region.
The carrier, which is expected to play a major role in the New Silk Road, got its operation certificate on Thursday. Urumqi Air, with three Boeing 737 aircraft, will fly four regional routes within Xinjiang and two routes to cities elsewhere in China.
Cen Jianjun, president of Urumqi Air, said the carrier was considering trunk routes between Urumqi and destinations like Beijing, Shanghai and Guangzhou, as well as international flights.
"Urumqi has significant geographical advantages to connect China and Central Asia. We will develop international routes to Central Asia, and even Europe, in the near future," Cen said.
The carrier has registered capital of 3 billion yuan ($492 million), with Hainan Airlines Co Ltd, the country's fourth-largest carrier, accounting for 70 percent of the investment.
Ruan Chengjiang, general manager of Urumqi Urban Construction Investment Co, which is a local government-owned investment company, said his firm holds the balance, or a 30 percent stake, of the carrier.
The new airline is expected to gain from the government's efforts to develop the Silk Road economic belt, and Urumqi will become an important aviation hub, analysts said.
The annual passenger volume of Urumqi International Airport is expected to reach 30 million by 2020 from 13.35 million in 2012, according to experts.
Jin Jiaxin, an analyst with Xiangcai Securities Co Ltd, said Urumqi Air is expected to get good slots and routes in the region as it is the only carrier in which the local government is investing.
According to Jin, Hainan Airlines will hold a 15 percent market share in Xinjiang during the early stages of Urumqi Air, and the figure could reach 25 percent over the long term.
Xin Di, chairman of Hainan Airlines, said besides Xinjiang, Hainan Airlines is also building up its subsidiaries in other areas. Its other two subsidiaries-Fuzhou Airlines in Fujian province and Beibu Gulf Airlines in the Guangxi Zhuang autonomous region-are expected to become operational later this year and early next year, he said.
Most of the Chinese carriers are taking steps to tap markets within the country more aggressively to offset pressures from rising costs and dwindling income, experts said.
Air China Ltd invested 800 million yuan to establish Inner Mongolia Airlines in January, as China's aviation authorities began accepting applications for new airlines in 2013, after a six-year suspension.
Xiamen Airlines Co Ltd signed a cooperation agreement with the local government in Jiangxi province to start Jiangxi Airlines.
China's air traffic is increasing and the domestic market, especially the regional market, has huge untapped potential, experts said.
Li Xiaojin, a professor at the Tianjin-based Civil Aviation University of China, said that most of the carriers are charting plans to tap the niche market in smaller cities.

Urumqi Air set to take off with New Silk Road

Urumqi Air, the first local carrier in the Xinjiang Uygur autonomous region, will make its maiden flight on Friday from Urumqi to Yining in the autonomous region.
The carrier, which is expected to play a major role in the New Silk Road, got its operation certificate on Thursday. Urumqi Air, with three Boeing 737 aircraft, will fly four regional routes within Xinjiang and two routes to cities elsewhere in China.
Cen Jianjun, president of Urumqi Air, said the carrier was considering trunk routes between Urumqi and destinations like Beijing, Shanghai and Guangzhou, as well as international flights.
"Urumqi has significant geographical advantages to connect China and Central Asia. We will develop international routes to Central Asia, and even Europe, in the near future," Cen said.
The carrier has registered capital of 3 billion yuan ($492 million), with Hainan Airlines Co Ltd, the country's fourth-largest carrier, accounting for 70 percent of the investment.
Ruan Chengjiang, general manager of Urumqi Urban Construction Investment Co, which is a local government-owned investment company, said his firm holds the balance, or a 30 percent stake, of the carrier.
The new airline is expected to gain from the government's efforts to develop the Silk Road economic belt, and Urumqi will become an important aviation hub, analysts said.
The annual passenger volume of Urumqi International Airport is expected to reach 30 million by 2020 from 13.35 million in 2012, according to experts.
Jin Jiaxin, an analyst with Xiangcai Securities Co Ltd, said Urumqi Air is expected to get good slots and routes in the region as it is the only carrier in which the local government is investing.
According to Jin, Hainan Airlines will hold a 15 percent market share in Xinjiang during the early stages of Urumqi Air, and the figure could reach 25 percent over the long term.
Xin Di, chairman of Hainan Airlines, said besides Xinjiang, Hainan Airlines is also building up its subsidiaries in other areas. Its other two subsidiaries-Fuzhou Airlines in Fujian province and Beibu Gulf Airlines in the Guangxi Zhuang autonomous region-are expected to become operational later this year and early next year, he said.
Most of the Chinese carriers are taking steps to tap markets within the country more aggressively to offset pressures from rising costs and dwindling income, experts said.
Air China Ltd invested 800 million yuan to establish Inner Mongolia Airlines in January, as China's aviation authorities began accepting applications for new airlines in 2013, after a six-year suspension.
Xiamen Airlines Co Ltd signed a cooperation agreement with the local government in Jiangxi province to start Jiangxi Airlines.
China's air traffic is increasing and the domestic market, especially the regional market, has huge untapped potential, experts said.
Li Xiaojin, a professor at the Tianjin-based Civil Aviation University of China, said that most of the carriers are charting plans to tap the niche market in smaller cities.

The Hong Kong-Korea Mutual Recognition Arrangement (MRA) on the Authorized Economic Operators (AEOs) will become operational with effect from Aug. 29, the Hong Kong Customs said Thursday.
Besides, the MRA between Chinese mainland and Hong Kong Customs, with road cargoes having been covered since May 18, will take effect from Sept. 1 for air and sea cargoes.
The Customs and Excise Department (C&ED) signed the MRAs with the General Administration of Customs of China and the Korea Customs Service in October 2013 and February 2014, respectively.
The MRAs are aimed at not only fostering closer cooperation between the C&ED and its counterparts in the mainland and in South Korea in promoting a secure and efficient flow of goods in the international supply chain, but also further strengthening the trade competitiveness of local companies in these two economies.
Under the MRAs, local companies accredited by the C&ED as AEOs can enjoy customs facilitation, such as reduced examination or prioritized clearance, for goods exported to the mainland and South Korea upon arrival.

The scale of the ongoing "Peace Mission 2014" joint military drill is the largest to date, a Chinese Defense Ministry spokesperson said on Thursday.
The exercise is being held from Aug. 24 to 29 at Zhurihe training base in Inner Mongolia Autonomous Region, in accordance with the 2014-2015 defense ministry cooperation plan among Shanghai Cooperation Organization (SCO) members.
Spokesperson Yang Yujun told a regular news briefing the drill is progressing smoothly, with troop exercises beginning Friday.
Yang said the exercise will play an important role in deterring the "three evil forces" of terrorism, separatism and extremism, safeguarding regional peace and stability and improving the military's ability to coordinate fights against terrorism.
The exercise is the fifth multinational drill under the SCO framework. Kazakhstan, China, Kyrgyzstan, Russia and Tajikistan sent armed forces by land and air in early August.
Founded in Shanghai in 2001, the SCO groups China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. Afghanistan, India, Iran, Mongolia and Pakistan are observers. Belarus, Turkey and Sri Lanka are dialogue partners.

Lingering droughts have spread to most parts of Hebei, a major grain-producing region in China, affecting 1.25 million hectares of crops, said the provincial water resources department.
More than 62,000 heads of large livestock are also struggling for water. Through mid-August, average precipitation in the province was 21 mm, about 50 percent less than in the same period of normal years.

Evernote launches marketplace in China to tap growing demand

Online note-taking services provider Evernote has officially launched its physical merchandise marketplace called "Evernote Market" in China to draw users as the country already became its second largest market outside the US.
Evernote Market now sells 27 items ranging from desktop storage containers, wireless scanners to home furniture items made by designers and accessory vendors from US, Japan and other countries.
Evernote chief executive officer Phil Libin said in an interview with Shanghai Daily that the company currently has 11 million users in China and it is expected to become its largest market in the near future.
The marketplace now accepts payment through Alipay and China UnionPay's online payment service and the merchandise will be shipped from its local warehouse.
Libin said during the interview in Shanghai that the company sees huge opportunity of its business version in China with the increasing of knowledge workers and start-up firms that require internal data sharing and co-working tools.
Globally, revenues from the Evernote Market make up about 15 to 20 percent of its income after its first launched in the US last September and Libin expects revenue from its premium users, business version and the sales of physical products to each make up one third of its income in the future.
The executive team is also seeking collaboration with local designers and will offer their products to global Evernote users.

Baidu's online video arm iQiyi.com said yesterday it is to form a joint venture with domestic TV production firm Huace China as more Internet companies are seeking to play their parts in content production.
Former associate director Du Fang at Zhejiang Satellite TV Station will become chief executive officer of the joint venture.
The joint venture, called Huace iQiyi Film and Television Co, will provide iQiyi with TV episodes and variety shows and will also seek business initiatives in terms of developing derivatives products for these new TV series or movies.
"IQiyi is seeking to diversify our offerings to online viewers and the joint venture with Huace will give us more advantages over our competitors in terms of content offering with a growing number of online video viewers," said iQiyi founder and chief executive officer Gong Yu.
Domestic video streaming websites are no longer satisfied with just being a distribution channel for TV series and movies and they're seeking to play a bigger role in video production.
Tencent and LeTV are among companies that have produced their own self-made sitcoms or reality shows to draw viewers. E-commerce giant Alibaba is also seeking opportunities that bridge its data mining capabilities with digital content providers.

These are some of the top things that help us make better shopping decisions, according to new research conducted by eBay and Goldsmiths University.
In contrast crying babies, air conditioners and traffic noise leads us to make bad shopping decisions.
Consumer behaviour expert Patrick Fagan, at Goldsmiths University, said: "Any wine store owner will tell you that playing French music increases sales of French wine, but there is almost no research looking at this phenomenon online. This study has shown us some of the surprising ways that sound can help us make better purchasing decisions when we shop online, and some of the sounds we should avoid."
Auction site eBay has launched the Sound of Shopping track to celebrate its 15th anniversary.
The piece of music uses sounds scientifically proven to help people make better shopping decisions.
According to the research, pop music on the radio make people feel so good that they are more likely to spend without getting "suckered" into bad deals.
Less than a third (30.1%) made a bad purchasing decision while listening to pop music.
It revealed that classical music makes people overate a product's quality by 5%.
Surprisingly, listening to the football commentary while online has led to four out of five people making a rational shopping decision along with listening to news about the economy.
We are more likely to part with our money while listening to the buzz of a restaurant because we associate the sound with "quality", it revealed.
It discovered babies crying and traffic put people in bad moods skewing how they assess value and quality and hearing birds singing and lawnmowers leads us to splashing cash on our gardens.
The sound of air conditioners and silence also affected shoppers judgements.
Academics explored how all these sounds affected the purchases by almost 2,000 online shoppers as part of the research.

相比之下,婴儿的哭声、空调噪音和交通噪音往往会到时我们做出糟糕的购物决定。
金史密斯学院(Goldsmiths University)消费者行为学专家帕特里克•费根(Patrick Fagan)说道:"每个葡萄酒店老板都会告诉你播放法式音乐会提高法国葡萄酒的销售量,但是目前网上购物基本没有研究关注到这一现象。这一研究表明,当我们网上购物时,音乐既可以帮助我们做更好的购物决定,又可以阻止我们做错决定。"
eBay启动购物菜单音乐庆祝其成立15周年纪念。
eBay采用的是已由科学证明能帮助人们做出更好购物决定的曲子。
据研究显示,流行音乐容易使人们心情愉悦,更容易花钱购买不需要的东西。
当听着流行音乐时,不到三分之一(30.1%)的人会做出糟糕的购物决定。
而听古典音乐则会让5%的人高估了产品质量。
出人意料的是,当在网上购物时,一边听足球评论,一边听经济新闻,五人中就有四个人会做出理性的购物决定。
该研究同时显示,当我们听到餐馆嘈杂声时,我们更容易花钱,因为我们把声音和餐馆的质量联系在一起。
该研究发现婴儿哭声和交通噪音会让人们心情烦乱,妨碍他们鉴定商品的价值和质量。鸟叫声和剪草机发出的声音又会导致我们多花钱在我们的花园上。
空调声和安静的购物环境同样也会影响购物者的判断。
研究者以2000名网上购物者作为研究对象探究这些声音对购物的影响。

A man refused a taxi ride because the cabbie was awaiting a customer who'd booked through third-party booking software sought compensation in court in Shanghai yesterday.
The case at the Pudong New Area People's Court is the first concerning the controversial taxi booking software to be heard in the city.
The plaintiff, surnamed Yan, sued Shanghai Jinjiang Taxi Co for 3,000 yuan (US$488.28) after one of its drivers wouldn't take him — even though his taxi sign was showing "for hire."
The driver told the court that he had accepted a booking through third-party taxi app Didi Taxi and had pulled over to wait for his customer when Yan got into the cab.
Prosecutors argued that the driver's behavior was a denial of service as the "for hire" sign was showing.
But the defence claimed that a denial of service only takes place when passenger hails a taxi, the driver asks the destination and then refuses the fare.
Records provided by Didi Taxi app showed the driver accepted a fare at 4:44pm on February 28 and pulled over on Caobao Road at 4:50pm to collect his passenger.
Seeing the empty vehicle, Yan got in and had an argument with the driver when he wouldn't take him, the court heard.
He had to leave the vehicle when the customer who booked the cab arrived.
Yan then filed a complaint with the taxi company.
No verdict was announced yesterday.
Since that incident, the Shanghai Transport Commission has required the Didi Taxi and Kuaidi Taxi apps to work with taxi companies to ensure that a cab's sign show that it is not for hire once a booking is accepted.
There were numerous complaints earlier this year from customers who tried to hail "for hire" taxis in the street, but were ignored as they had already taken app bookings.
The apps were extremely popular initially as both drivers and passengers received a payment for booking through them. This has now been replaced by offers and vouchers.
The city transport authority has banned taxi drivers from using the apps during rush hour.
