President Xi Jinping said Tuesday China will continue to give priority to development, adhere to reform and innovation and stay committed to the path of peaceful development.
Xi made the remarks when addressing a reception marking the 65th anniversary of the founding of the People's Republic of China (PRC).
Xi called for enhanced unity within the Communist Party of China (CPC), adding that the CPC should reinforce cooperation with other parties and maintain the bond with the people.
"We must stand firmly with the people," Xi said. "We will always proceed from and aim at realizing, safeguarding and developing the fundamental interests of the overwhelming majority of the people."
He called for enhanced confidence in the path of socialism with Chinese characteristics as well as in the theory and system regarding the path.
The Communist Party of China is key to the country's success, Xi said.
"We must never waver in our faith and must never separate ourselves from the people," he said. "All problems that affect the Party's creativity, cohesiveness and effectiveness must be addressed, all illnesses that harm the Party's advanced nature and purity completely cured and all tumors grown on the healthy organism of the Party removed."
He also stressed modesty and cautiousness as China will remain at the primary stage of socialism for a long time to come.
"A nation may thrive in adversity but perish in ease," he said. "We cannot afford to be complacent at any time. This is certainly true for both the Party and the country, including the leadership and the people."
He called on the Chinese people to cultivate and practice the core socialist values, build the will of the nation around its shared ideals and unleash Chinese strength through Chinese spirit.
"Sixty-five years is but a fleeting moment in the history of human development. Yet in this short space of 65 years, the Chinese people have made spectacular and Earth-shaking changes," said Xi.
Over the 65 years, China has transitioned from new democracy to socialism. It has blazed and broadened the path of socialism with Chinese characteristics, translating socialism into a successful path and institutional system, said Xi.
Over the 65 years, China has made historic progress in raising social productivity and overall national strength, and the Chinese people have experienced a historic leap forward from poverty to having adequate food and clothing and to a life of moderate prosperity, he said.
Over the 65 years, China has followed an independent foreign policy of peace. It has upheld justice, stood alongside developing countries and led by example in maintaining world peace and promoting common development, he said.
"Our road ahead is long and arduous, and we must be fully prepared for the great struggle that has many new historical features," he said, adding that the Chinese people are sure to prevail over all hardships and difficulties and take China into an even more glorious future.
On behalf of the CPC Central Committee and the State Council, Xi paid tribute to Chinese people of all ethnic groups, all the CPC members, all officers and soldiers of the People's Liberation Army and the armed police, and all members of the democratic parties and personages without party affiliation.
Xi also extended greetings to compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region and Taiwan as well as Chinese nationals residing abroad, and expressed thanks to friendly countries and foreign friends who had supported and assisted New China in its development.
About 3,000 people from China and abroad attended the reception at the Great Hall of the People.

A Canadian who allegedly killed and dismembered a Chinese student pleaded not guilty in a court trial on Monday as his lawyer said he suffers from schizophrenia -- a mental illness that can exempt him from criminal responsibility.
Luka Rocco Magnotta, 32, is charged with the first-degree murder of Jun Lin, 33, a computer engineering student at Concordia University, in 2012 in Montreal, committing indignities to Lin's body and broadcasting obscene materials.
Magnotta is accused of dismembering Lin and mailing body parts to Canadian political parties and to two elementary schools, which horrified Canadians and garnered headlines around the world.
Magnotta admitted to the acts underlying the five offenses he is charged with, including killing Lin, but he pleaded not guilty to each charge.
"A person is not responsible if he or she suffers from a mental disorder at the time of the act," defense lawyer Luc Leclair told the jury.
Leclair said Magnotta had been seen for years by different psychiatrists, and that he had been diagnosed in Montreal in 2012 with having a borderline personality. Other psychiatrists have diagnosed him with schizophrenia, Leclair said.
Wearing black pants and a grey sweater, Magnotta sat quietly in the defendant's booth behind glass after pleading not guilty to all counts and remained emotionless as opening arguments by the prosecution and defense were read.
Prosecutor Louis Bouthillier said an alleged email from Magnotta to a journalist in 2011, some six months before the killing, indicates Lin's murder had been planned and deliberate.
Caroline Simoneau, a forensics investigator and the first witness of the case, articled more than 150 photos from the scene where Lin's dismembered body was discovered in 2012.
The prosecutor said the jury will also see a video allegedly made by Magnotta that shows the killing.
Quebec Superior Court Justice Guy Cournoyer told the jurors -- eight women and six men -- to avoid all media coverage of the case.
Before continuing with proceedings, Cournoyer extended the publication ban at the request of Lin's family of not reproducing images with body parts and containers known to have contained body parts.
Lin's father, Diran Lin, traveled from China and was in the courtroom. He intends to stay in Montreal until the end of the trial, his lawyer, Daniel Urbas, said. The trial is expected to last six weeks.
"The father is here. He wants his questions answered," Urbas told reporters. "He wants to know how it happened, what happened to his son, when it happened and especially why, even though that may not ever really be given as evidence in this case."
The case began in May 2012 when the dismembered torso of Jun Lin was discovered in the Montreal suburb of Cote-des-Neiges that sparked an international manhunt for Magnotta that ended in Berlin with his arrest.

China beat Thailand 3-1 (19-25, 25-23, 25-15, 25-19) to advance to the final of the Asian Games women's volleyball tournament on Tuesday.
In the beginning of the first set, the match was nip and tuck. The two sides exchanged one point by one point, but after Thailand went two points ahead, China lost their control and the first victory went to Thailand.
China dominated the game in the second set, once leading as many as 11 points. But Thailand fought hard to catch up with China at 24-23. The set was finished by China in the end. In the third and fourth set, China won a big victory against Thailand.
"Since the second set, we had improved on serve, receiving as well as block, that's why we won the match. We will try to dominate our opponents in the final," said Xu Jiande, head coach of Chinese women's volleyball team.
Later on Tuesday, Japan and South Korea will face in another semifinal.

Chinese manufacturers continued to see operating conditions improve at a fractional pace in September, adding to signs of weak growth momentum in the world's second-largest economy.
The HSBC/Markit China manufacturing purchasing manager's index (PMI), a key measure of factory activity in China, posted at 50.2 in September, down slightly from the earlier flash reading of 50.5, and unchanged from August's three-month low, data company Markit said Tuesday in a statement.
The PMI, which samples 420 small- and medium-sized manufacturing enterprises in China, signaled only fractional improvement in the health of the sector, it said.
A PMI above 50 percent indicates expansion, while a reading below 50 suggests contraction.
Chinese manufacturers saw further expansion of output in September, though the rate of growth eased from July's 16-month high and was the slowest in four months of expansion.
The growth was attributed to higher volumes of new work, as highlighted by a modest increase in total new business.
Data suggested that inflows of new work were largely driven by stronger demand from abroad, with new export orders rising at the fastest pace since March 2010, it said.
Improving economic conditions across a number of key export markets helped to boost China's new export business, according to Markit.
Despite higher volumes of new work, companies continued to cut staff in September at a modest pace. Lower work force numbers were attributed to a combination of downsizing policies and non-replacement of voluntary leavers.
Purchasing activity in China's manufacturing sector rose for the fifth month in a row during September, albeit at the slowest rate since June.
Manufacturers in China saw a second successive monthly fall in average costs in September. The rate at which input prices fell was the quickest since April. Output prices also declined in September, with a number of companies discounting their selling prices in an attempt to boost new business.
Overall, the data in September suggest that China's manufacturing activity continues to expand at a slow pace, said HSBC chief China economist Qu Hongbin.
"We think risks to growth are still on the downside and warrant more accommodative monetary as well as fiscal policies," he said.
On Wednesday, the National Bureau of Statistics (NBS) is scheduled to release the official September manufacturing PMI, which samples 3,000 enterprises of various sizes nationwide.

The Republic of Korea (ROK)'s President Park Geun- hye on Tuesday picked nuclear and human rights issues as top priority for its policy toward the Democratic People's Republic of Korea (DPRK).
"Improving and changing the lives of DPRK people is an important aim of reunification (between the two Koreas). North Korea (DPRK)'s human rights issue is a very important issue to build up foundation for peaceful unification," Park said during a cabinet meeting.
Park said issues on the DPRK's nuclear program and its human rights "are the core agenda in our DPRK policy" to make the Korean Peninsula peaceful and happy, stressing that the ROK "should not be passive" for fear of the backlash from the DPRK.
It was very rare for a ROK president to mention the DPRK's human rights issue as Park's predecessors, mostly liberals, worried about the worsening of inter-Korean relations by speaking about it.
Park said the DPRK has recently slandered her by name, noting it indicated that the human rights issue is a sore point for the DPRK.

Macao casino bonds are plunging as President Xi Jinping's corruption crackdown against "flies and tigers" spooks VIP gamblers.
The yield on Wynn Macao's notes due October 2021 jumped 93 basis points this month and touched a record 5.80 percent on Monday, data compiled by Bloomberg show. The yield on Melco Crown Entertainment debt due 2021 reached an all-time high of 5.61 percent. The six biggest Hong Kong-listed Macao casino stocks have fallen by 32 percent on average this year.
Gross gaming revenue in Macao, the only place in China where casinos are legal, may fall this year amid Xi's anti-graft campaign. Tour operators are offering private jets to fly China's high-spending gamblers, or VIPs, to Melbourne and Las Vegas so that they can avoid the increased scrutiny in Macao.

Macao casino bonds are plunging as President Xi Jinping's corruption crackdown against "flies and tigers" spooks VIP gamblers.
The yield on Wynn Macao's notes due October 2021 jumped 93 basis points this month and touched a record 5.80 percent on Monday, data compiled by Bloomberg show. The yield on Melco Crown Entertainment debt due 2021 reached an all-time high of 5.61 percent. The six biggest Hong Kong-listed Macao casino stocks have fallen by 32 percent on average this year.
Gross gaming revenue in Macao, the only place in China where casinos are legal, may fall this year amid Xi's anti-graft campaign. Tour operators are offering private jets to fly China's high-spending gamblers, or VIPs, to Melbourne and Las Vegas so that they can avoid the increased scrutiny in Macao.

Defending champion Serena Williams overcame a sloppy start to beat Spanish qualifier Silvia Soler Espinosa in the first round at China Open on Monday when Peng Shuai won an all-Chinese battle to sail into the second round.
Ninth seed Ana Ivanovic breezed past Swiss qualifier Belinda Bencic 6-2, 6-1 while her Serbian compatriot Jelena Jankovic became the first seeded casualty as the 10th seed lost to French Alize Cornet 5-7, 6-3 and 4-6.
Williams, just turning 33 last Friday, fell behind 0-5 in the opening set before she collected herself to win seven consecutive games.
The world number one never gave her opponent any chance in the second set,blasting five aces and won 93 percent of her first serves to wrap up the match.
"I didn't want to lose 6-love. I just started fighting. I was like, just let me at least try to break here," Williams explained her sudden change in the first set.
The American top seed was forced out of the Wuhan Open second round a week ago because some illness. Here in Beijing, Williams said she felt better now.
"I felt good today. I definitely feel like I was over it," she said.
In the following match, U.S. Open semifinalist Peng shook off a tight opening to win her first match since U.S. Open, beating wild card player Zhang Kailin 6-4, 6-1.
The duo exchanged breaks in the first nine games before Peng nailed her own serve to win the first set. Peng broke Zhang three times and saved two break points to jump to a 5-0 lead in the second set before she sealed the victory.
Peng will next meet Wuhan Open winner Petra Kvitova who has a first round bye.
"Kvitova will be my opponent for the next round. I think she' s a really strong competitor. I saw her game. I will just give my 100% since she is really strong," said Peng.
For the rest of the Chinese players, however, Monday was definitely not a good day.
Bai Yan, the only Chinese male player in the main draw, fell to newly crowned U.S. Open champion Marin Cilic 6-3, 6-4 while Zhang Shuai, the second highest ranked Chinese behind Peng, lost to French Caroline Garcia 6-1, 6-4. Zheng Saisai failed to get past the first hurdle in the women's doubles.
Bai, over 400 slots down in the world rankings from the ninth-placed Cilic, did make the Croatian sweat in the opening stage of the match on the main court in the National Tennis Stadium as the first set went game for game before Bai broke down under the continuing pressure of the powerful server in the seventh game.
The beginning of the match would reminded people of the 2010 Shanghai Masters first round where Bai stunned Czech Radek Stepanek in straight sets.
"Before the match I watched his performance at the U.S. Open, so I know his form and performances. During the match I kept thinking what my next step would be. I was close to win points so many times," said Bai,25.
Cilic said he was not surprised by Bai's performance.
"I know Bai Yan from already few years back. I know he played pretty well once in Shanghai, beating Stepanek. So I know he could play well," he said.

A Chinese police officer died after around 20 Vietnamese men attacked him and other officers who had impounded a vessel suspected of smuggling in southwestern China, the local customs said yesterday.
Li Shunlin, 26, and seven other police officers were taking the impounded boat to a pier last week when a Vietnamese vessel entered Chinese territory on the Red River in Yunnan Province and tried to ram the impounded boat, according to a statement by the Customs District in the provincial capital of Kunming.
It said the Vietnamese were armed with long knives and iron bars and tried to board the impounded boat.
The Vietnamese threw rocks at Li and his colleagues while trying to push the impounded boat into Vietnamese waters, the statement said.
Li was hit in the head, fell into the water and was swept away by the swift currents.
His body was recovered two days later in Vietnam.
Chinese customs impounded five Vietnamese boats and smuggling suspects were taken into custody, the statement said, without specifying whether they included the attackers or their boat.

China pocketed the silver and bronze medals in the Asian Games men's beach volleyball tournament on Monday.
China's Chen Cheng and Li Jian lost 2-0 (21-15, 21-10) to Kazakhstan's Alexandr Dyachenko and Alexey Sidorenko in the final to settle for the silver while another Chinese pair Halikejiang and Bao Jian breezed past their Indonesian opponents 2-0 (21-17, 21-11) to clinch the bronze medal.
China thereby ended its Asiad beach volleyball trip with one gold, one silver and two bronzes, including the gold and bronze bagged in the women's action on the previous day.
"Before the match against such a strong opponent (Kazakhstan), we did not prepare enough for possible difficulties. During the match, we failed to give full play to our techniques," China's Li Jian said.
Li stressed that there was nothing to regret about as they had taken every moment in the match seriously. "After all, the Kazakhstan pair has more experience with international matches and did give us some pressure on the court," he added.
On future plan, Li said they would strive to gain a foothold in international arena as soon as possible. "The Chinese (men's beach volleyball) team is very competitive inside Asia, but we have always wanted to take on the world," he said.

It may sound like a pitch pulled from science fiction - but if Chinese Entrepreneur Jiang Fang succeeds, a galatic tour of the stars via balloon may available as early as next year.
Fang, president of a Beijing-based company "Space Vision," told Xinhua on Monday they have already mapped out many of the technical aspects of such tour, which he says has been endorsed by many experts as feasible.
The commercial project includes a manned capsule carried by a high-tech balloon filled with helium gas to carry sightseers about 40 km above the Earth surface where they can see the curve of the planet, experience weightlessness and look for the spots where China's Chang'e and America's Apollo probes landed on the moon.
Jiang said in addition to the flight system, the company spent nine months researching feasible communications, radar and other ground-based monitoring operations.
The company is working with government-funded research institutions on technological matters and it held workshop attended by several Chinese aerospace experts to discuss the plan.
"Some experts gave expertise to improve our plan about issues on the gravity-free period and when and how the parachute should open," Jiang said, adding that a more detailed and complete plan will be unveiled by the end of next month.
According to media reports, most of the experts believed the project was achievable. Jiang cited experts who have said China's flight systems technology for manned capsules and spacesuits are mature enough for such commercial projects.
Jiang, however,refused to disclose the names of their partner institutions or experts.
Ouyang Ziyuan, a senior scientist in China's moon probe mission, was quoted in the Beijing Times saying he believes the project is a "relatively reliable, safe and economical solution for space travel."
After the release of the detailed plan next month, the project will enter the equipment manufacturing stage. Test flights are expected for mid-2015.
Jiang expects a trip will cost around 500,000 yuan (81,400 U.S. dollars).
"If everything goes well, the project will be open for the public after the test phase. However, as uncertainties exist, we can not be sure about the exact date and that is why we did not make the project open for candidates' signing-up now," Jiang said.
Jiang said he was a medical student and has been working in the medicine sector for years until 2004 when he started to do business as an agent for foreign space travel programs in China.
"I myself have signed up for an American program but never made it due to problems with the program," he said.
"And then I thought 'why not initiate one by myself?'"
Jiang did not reveal how much money his company has invested in this project but said it has already attracted entrepreneurs and investors.
His greatest concern at present is the country's policies regarding commercial space travel, as its a brand new industry.
Jiang's company is registered as a "high-technology company" at the industrial and commercial administration, since currently there is no registration that would match his description of "space travel agency."
As for technologies and safety issues, Jiang believes they will not be a problem.
"Neither do I worry about our market," he said. "Look around and you will find that we have plenty of potential customers in China, who have enough courage, and wealth as well."
"Ten years ago when I first talked about my ambition into the space business, nine out of ten people I knew told me that I must be crazy, but now, most of them, including scientists and officials, said I am doing a great business," Jiang said. "You can see the space industry and awareness is growing fast in China."

"If everything goes well, the project will be open for the public after the test phase. However, as uncertainties exist, we can not be sure about the exact date and that is why we did not make the project open for candidates' signing-up now," Jiang said.
Jiang said he was a medical student and has been working in the medicine sector for years until 2004 when he started to do business as an agent for foreign space travel programs in China.
"I myself have signed up for an American program but never made it due to problems with the program," he said.
"And then I thought 'why not initiate one by myself?'"
Jiang did not reveal how much money his company has invested in this project but said it has already attracted entrepreneurs and investors.
His greatest concern at present is the country's policies regarding commercial space travel, as its a brand new industry.
Jiang's company is registered as a "high-technology company" at the industrial and commercial administration, since currently there is no registration that would match his description of "space travel agency."
As for technologies and safety issues, Jiang believes they will not be a problem.
"Neither do I worry about our market," he said. "Look around and you will find that we have plenty of potential customers in China, who have enough courage, and wealth as well."
"Ten years ago when I first talked about my ambition into the space business, nine out of ten people I knew told me that I must be crazy, but now, most of them, including scientists and officials, said I am doing a great business," Jiang said. "You can see the space industry and awareness is growing fast in China."

Improved diagnosis of people with severe fevers is essential in the battle against the deadly Ebola virus, according to a New Zealand-US study out Monday.
Researchers at New Zealand's Massey University and Haverford College, Pennsylvania, collated and analyzed epidemiological data from the 1995 Ebola outbreak in Kikwit, Democratic Republic of Congo, to investigate how different strategies in diagnosing patients with severe fevers influenced the time it took until an outbreak was noticed.
Thomas Pfeiffer, a professor in Computational Biology and Biochemistry at Massey, said in resource-limited African health- care systems, outbreaks could sometimes persist for weeks or even months until noticed.
"Ebola and similar viral outbreaks, such as Lassa and Marburg, are relatively rare. So unless an outbreak is known to be in progress, they're not routinely considered in the diagnosis of fevers," Pfeiffer said in a statement.
"In malaria-endemic areas, for instance, fevers are invariably diagnosed as malaria, and alternative diagnoses are often only considered after anti-malaria medication fails. Such diagnostic delays contribute a lot to the size of dangerous viral fever outbreaks."
The researchers used computer simulations of epidemics to test diagnostic strategies that led to a faster detection of outbreaks.
"Our simulations show that implementing strategies such as isolating patients that do not respond to anti-malarial and anti- bacterial therapy, doing post-mortem testing of unresolved cases, and dedicated testing of health workers who are particularly at risk are highly effective for early outbreak detection," he said.
The increased and strategic use of laboratory diagnostics would reduce the chances of dangerous viral fevers like Ebola spreading, and would also improve the quality of care for common causes of fevers and bolster the confidence in modern health care in Africa.
"The scale and severity of the current Ebola outbreak in West Africa seems overwhelming. But boosting the diagnostic resources could go a long way towards avoiding such catastrophic events in the future."

Three chemical factories found illegally dumping wastewater into city sewage systems and the sea have had their cases turned over to police.
After being investigated and fined by the local environment authorities,the three factories in Lianyungang city in East China's Jiangsu Province will now be probed for possible criminal charges.
In one case, a company built its own pipelines to dump toxic wastewater into the sea.
The three cases are very serious and have left a large environmental impact, said a statement by the Ministry of Environmental Protection released in Beijing on Monday.
In April, the China Youth Daily carried a report that locals at Guanyun county of Lianyungang discovered underground pipelines that discharged "scarlet water" into the nearby bay and seriously polluted the sea water.
Environment departments across the country have stepped up their efforts against polluters. In August, they closed investigation into 45 serious pollution cases, according to the ministry.

Pop diva Mariah Carey will kick off her concert tour of China in Beijing on Oct 10, 2014 before putting on concerts in four other mainland cities, promoters said Sunday.
Carey, who will sing her most popular hits and brand new songs, is the biggest international recording artist to ever perform at Beijing's landmark Workers' Stadium, organizers said.
Carey only held one other concert in Chinese mainland 11 years ago in Shanghai on Nov 15, 2003. Seats at the concert completely sold out.
Carey's new album, "Me. I Am Mariah... The Elusive Chanteuse," was just released in May 2014. Though the album has received generally positive reviews, it had the lowest opening sales for a non-holiday studio album since Nielsen SoundScan started tracking sales in 1991.
The pop singer announced in August she will embark on a 12-day Asian leg of "The Elusive Chanteuse Show" in support of the album. On the singer's website, Carey wrote: "I want to experience the spontaneity and emotion that I put into this album on stage with my fans. I can't stop writing songs, so don't be surprised if you hear a brand new song that I just wrote the night before the show in your city!"
"The Elusive Chanteuse Show" will launch with two dates on Oct 4 and 6 in Tokyo and Yokohama, Japan, a favorite stop for Carey, where she holds the title of best-selling international artist, with over 20 million albums sold. It will be Carey's first time on stage since her celebrated and extensive "The Adventures of Mimi" tour in 2006.
She will give concerts at Beijing's Workers Stadium on Oct 10, at the Chengdu Sports Center on Oct 12, at Chongqing's Olympic Sports Center on Oct 15, at Tianjin's Olympic Center Stadium on Oct 17 and at Shanghai's Hongkou Football Stadium on Oct 19. Promoter Live Nation and other Chinese local promoters said Carey's team is very strict and particular on every detail of the tour to ensure the best performance and equipment support.
Promoters also released special videos recorded by Carey for each Chinese city she will visit, in which she says hi to fans and asks them to come to her concerts.

China can achieve its goal of eliminating rabies nationwide by 2015 if it adopts proper control measures, according to a leading animal protection campaigner.
China Central Television host Zhang Yue, the head Beijing's TA Federation for Animal Protection, said rabies is 100 percent preventable.
"Dog vaccination is an effective and cheap way to prevent rabies, but China spends a lot of money on human vaccination, which costs much more,"she added.
Sunday was World Rabies Day, and the federation joined forces with World Animal Protection to raise awareness about the disease. Supporters of the campaign wore gray ribbons.
The federation says that if 70 percent of dogs were vaccinated against rabies, the number of people who caught the disease would fall dramatically.
Expert Hu Rongliang said the United States spends $300 million on vaccinating dogs every year and has virtually eliminated the disease, while China spends more than 42 billion yuan ($6.9 billion) on vaccinating humans, yet every year more than 2,000 people die here from the disease. Local authorities in China initiate massive campaigns to slaughter dogs when outbreaks occur. The latest outbreak happened in Baoshan, Yunnan province, in early September, and nearly 5,000 dogs were killed.
Hu said killing thousands of dogs cannot prevent the disease, because infected dogs are often abandoned and cannot be traced easily.
"If you cannot find the infected dogs, then a slaughter program, no matter how large scale it is, will be a failure,"Hu said.
Rabies prevention is a major concern in China as the country has the second-largest number of reported cases in the world. There have been more than 2,000 deaths on average each year for the past decade, according to the World Health Organization.
The annual World Rabies Day, Sept 28, was established in 2008 as an international campaign coordinated by the Global Alliance for Rabies Control, a non-profit organization.

China can achieve its goal of eliminating rabies nationwide by 2015 if it adopts proper control measures, according to a leading animal protection campaigner.
China Central Television host Zhang Yue, the head Beijing's TA Federation for Animal Protection, said rabies is 100 percent preventable.
"Dog vaccination is an effective and cheap way to prevent rabies, but China spends a lot of money on human vaccination, which costs much more,"she added.
Sunday was World Rabies Day, and the federation joined forces with World Animal Protection to raise awareness about the disease. Supporters of the campaign wore gray ribbons.
The federation says that if 70 percent of dogs were vaccinated against rabies, the number of people who caught the disease would fall dramatically.
Expert Hu Rongliang said the United States spends $300 million on vaccinating dogs every year and has virtually eliminated the disease, while China spends more than 42 billion yuan ($6.9 billion) on vaccinating humans, yet every year more than 2,000 people die here from the disease. Local authorities in China initiate massive campaigns to slaughter dogs when outbreaks occur. The latest outbreak happened in Baoshan, Yunnan province, in early September, and nearly 5,000 dogs were killed.
Hu said killing thousands of dogs cannot prevent the disease, because infected dogs are often abandoned and cannot be traced easily.
"If you cannot find the infected dogs, then a slaughter program, no matter how large scale it is, will be a failure,"Hu said.
Rabies prevention is a major concern in China as the country has the second-largest number of reported cases in the world. There have been more than 2,000 deaths on average each year for the past decade, according to the World Health Organization.
The annual World Rabies Day, Sept 28, was established in 2008 as an international campaign coordinated by the Global Alliance for Rabies Control, a non-profit organization.

Experts believe this indicates firm may close plasma display panel business
China's leading electronic appliances manufacturer Changhong Electric Co will continue halting its stock trading on Monday, which has caused experts to speculate that the company would finally shut down its money-losing plasma display panel (PDP) business.
Having suspended its trading on the Shanghai bourse on September 15, the Sichuan-based company announced over the weekend in a filing that the suspension will continue, pending a decision over what to do with its PDP unit.
The filing, which was posted on the Shanghai Stock Exchange Saturday, did not disclose when the trading will be resumed. Several calls to Changhong's spokesperson went unanswered by press time.
Analysts said that they have no doubts that Changhong, one of the few remaining plasma TV manufacturers, would end its PDP business due to a continuing decline in global demand for PDP TV sets as LCD TVs are becoming a consumer favorite in China and abroad.
Domestic consumers prefer LCD (liquid crystal display) TVs, which save more energy and cost less than comparable PDP TVs, Liu Buchen, an analyst at consultancy Jiachunqiu Media Institution in Zhengzhou, told the Global Times Sunday.
"Unlike leading manufacturers of LCD TVs, Panasonic and other PDP TV makers have been unwilling to share their production technology and sales channels with each other, which has made it hard for the PDP TV industry to expand its scale or to cut costs," he said.
A report released by industry tracker NPD DisplaySearch earlier this year estimated that the global PDP TV shipments in 2015 would plunge to 500,000, down from 5.2 million in 2014 and 10.3 million in 2013.
The low demand in the PDP industry appears to have already dampened Changhong's overall financial performance.
In the first half of the year, Changhong recorded a net loss of 181 million yuan ($29.5 million), a 179.73 percent fall year-on-year.
Among its major subsidiaries, Sichuan COC Display Devices Co, which is mainly involved in PDP production, suffered the greatest loss of 127 million yuan in the first half, accounting for 70.7 percent of Changhong's total net loss, according to a financial report posted by Changhong in mid-August.
Changhong will have to shut its PDP business down due to the lack of relevant components for its PDP production, said Liu. "The company will have nowhere to purchase PDP components after its major suppliers such as South Korea's LG Electronics all gradually began to suspend or close their PDP production."
Multinational TV makers have already started to withdraw from the gloomy PDP industry since 2013.
After Japanese electronic appliances manufacturer Panasonic ended its PDP business at the end of 2013, Samsung reportedly anticipated similar restructuring by November 30 of this year.
South Korean firm LG also expressed the intention of suspending its PDP production in the near future, according to media reports. If so, experts said that Changhong would be the sole remaining PDP TV maker.
Zhang Bing, director of China Market Research at DisplaySearch, thought the closure of Changhong's PDP unit would benefit the company's future development.
The company can spin off the doomed segment and gear up for the development of its LCD operation, making it possible for Changhong to regain its leadership among Chinese TV set makers, Zhang told the Global Times Sunday.
Experts said that Changhong used to be the No.1 best-selling TV brand in the Chinese market in late 1990s.
But given its inefficient supply chain and weak innovative capabilities, Changhong lost its crown to rivals like Hisense, said Zhang.
In 2013, Skyworth led the Chinese TV market in sales with a 17 percent share, followed by Hisense and TCL, seizing 15.6 percent and 14.3 percent respectively, according to a report issued by Beijing-based All View Consulting Ltd earlier this year. Changhong ranked fourth with 13.9 percent while foreign players such as Samsung and Sony were not in the top five.

Guangzhou-based low-cost airline 9Air Co is expected to receive its license later this year, when it will be eying both the domestic and Southeast Asian markets.
It is scheduled to take delivery of a third plane from Boeing, in December. Its fleet will expand to nine planes next year and to 60 by 2020, said Huang Yui, assistant to the general manager of public relations at the company.
9Air was registered in April and includes Shanghai-based Juneyao Airlines, Elion Resources Group and Macrolink Group among its investors. After it receives the approval for flying domestic routes, the company will apply for international routes, Huang said.
9Air's tickets are expected to be 20 to 30 percent cheaper than current market prices, he said.

Guangzhou-based low-cost airline 9Air Co is expected to receive its license later this year, when it will be eying both the domestic and Southeast Asian markets.

The 3,800 meter-long, 5 billion yuan ($816 million) third runway at Guangzhou airport has been completed and is being prepared for testing.
The capital of Guangdong province is the third city on the Chinese mainland, after Beijing and Shanghai, to have three runways. The new facility can accommodate the giant Airbus A380 airliner.
A fourth runway is planned, and studies for the project are already underway. The long-term plan is to have five runways, said Yu Hongcai, head of the engineering and construction command at Guangdong Airport Management Corp.
Passenger throughput at the airport is expected to exceed 55 million this year, up from 52.45 million last year, Yu said.

The State Council, or China's cabinet, decided to temporarily adjust 27 items in six regulations regarding international shipping, salt, automobile, civil aviation and others.
Foreign firms are allowed to hold bigger stakes in joint ventures and do business in broader fields with lower thresholds in the Shanghai FTZ.
The State Council asked its departments and the Shanghai Municipal Government to make detailed policies in accordance with the adjustments.

Chelsea Clinton gives birth to girl
The 34-year-old, whose husband is investment banker Marc Mezvinsky, tweeted the news to her 624,000 followers shortly after midnight tonight - four days before the expected due date.
She said: 'Marc and I are full of love, awe and gratitude as we celebrate the birth of our daughter, Charlotte Clinton Mezvinsky.'
The baby is the first grandchild of Bill and Hillary Clinton, who have gushed at length about their excitement at a number of public speaking events in the past few months, and both retweeted their daughter's post tonight.
Chelsea was last seen on Wednesday afternoon at the annual Clinton Global Initiative summit in New York's Sheraton Hotel, where she had been on her feet for three days straight.
Despite resigning from her position as a specialist reporter for NBC in April, the former First Daughter, who was educated at Stanford, Oxford and Columbia universities, continued to work full-time for the Clinton Foundation up until she gave birth.
News of the birth - four days before the expected due date - will come as welcome news to supporters of Hillary Clinton running for president since the former First Lady said she would wait until she became a grandmother before launching a second bid for the nomination.
A spokesman for the new parents, Kamyl Bazbaz, confirmed Clinton had the child on Friday.
On Tuesday, Chelsea appeared on CNN with her growing baby bump as she revealed they had decided not to find out the gender of their first child until the birth as they wanted it to be a surprise.
'There are so few mysteries in life...any answer is a happy one,' Clinton told CNN's Fareed Zakaria on Tuesday.
'So my husband and I decided that we would enjoy this mystery for the nine-plus months that we're granted, and we are eager to find out what God will have given us.'
The name Charlotte dates back to the 1700s, and means 'freedom'.
It has long been a favourite among royals and political dynasties, and last year it was the 11th most popular girl names in the United States.

Chinese Foreign Minister Wang Yi and his Fijian counterpart Ratu Inoke Kubuabola on Saturday agreed to further develop their friendship and cooperation in a bid to elevate bilateral relations to a new height.
The two foreign ministers met on the sidelines of the current annual high-level debate of the UN General Assembly, which opened here Wednesday.
During the meeting, Wang congratulated Fiji on its successful general elections last week, the first in eight years in the south Pacific island country since the military took power.
Since the establishment of their diplomatic relations in November 1975, China and Fiji have been respecting and supporting each other, treating each other with sincerity and carrying out friendly cooperation, the Chinese minister said.
China firmly supports the Fijian people in their efforts to independently choose the path of development that suits their own national conditions.
Together with Fiji, China will take the formation of Fiji's new government as an opportunity to maintain high-level visits, establish practical cooperation in trade, infrastructure, agriculture, fishing, forestry and tourism, and elevate bilateral relations to a new height, Wang said.
During the talks, Fijian foreign minister said Fiji is grateful to China for its longstanding and generous help.
Fiji is embracing a new stage of development and reform, and looks forward to China's energetic support, Kubuabola said.
The Fijian minister said that his country is ready to deepen practical cooperation with China, and promote people-to-people and cultural exchanges so as to secure new progress of bilateral relations.

(ECNS) � Beijing's annual bill for traffic congestion amounts to 70 billion yuan ($11.3 billion), a recent study has found.
According to a 2014 survey conducted by Peking University's National Development Research Institute, 80 percent of total loss relates to time wasted waiting, 10 percent to gas and 10 percent to environmental damage.
Statistics drawn up by Beijing Department of Transportation shows that in 2013, the capital's average daily congestion time came to one hour and 55 minutes, 25 minutes longer than in 2012.
The waste in gas is increasing rapidly as more and more cars hit the road. In 2013, 21.98 million vehicles were sold in China, up by 14 percent over 2012.
Idling time also adds to Beijing's already-bad environmental problem via increased emissions.
The city started tackling the problem years ago. In 2011, it introduced a lottery system to rein in the number of vehicles people buy. It also launched a policy to ban private cars one work-day a week based on the last digit of the number plate. Beijing has put restrictions on the number of vehicles from outside the city and raised parking fees in urban areas. However, such measures have done little in reducing congestion.
What's worse, traffic jams have also become a problem for third- and fourth-tier cities, a report jointly issued by China Central Television, National Statistics Bureau and the Postal Service revealed.
In future, Beijing will continue studying proper economic policies and use technology to build a smart city and improve the public traffic experience.

A central Chinese city has taken an unusual step to curb nepotism by banning associations of alumni, county fellows and combat veterans among its officials.
The move came in a guideline recently issued by the city government of Chenzhou in Hunan Province.
It is common for Chinese from the same university, hometown or troops to form such loose associations to weave personal networks. But Li Xiaohua, vice party secretary of Chenzhou, said many officials resorted to such "faction forming" to seek illegal profits.
The city has threatened officials with punishments ranging from warnings to dismissal if they cross the line.
Battling corruption has been a central task of the Communist Party of China since Xi Jinping took the helm in 2012. Since then, luxury banquets, private clubs and deluxe government compounds have come under fire for their connection to corruption.
On July 31, China's central authority imposed strict restrictions on officials attending expensive training programs after Xinhua revealed the trend for officials to attend EMBA classes to network with businessmen.
