China's manufacturing activity slowed in April, official data showed on Sunday.

Business activity in China's non-manufacturing sector expanded at slower pace in April, official data showed on Sunday.
The purchasing managers' index (PMI) for the non-manufacturing sector stood at 53.5 in April, down from 53.8 in March and well above the 50 mark that separates expansion and contraction, according to a report released jointly by the National Bureau of Statistics (NBS) and the China Federation of Logistics and Purchasing.
The non-manufacturing PMI tracks business activities of both the service sector and the construction industry.
The service sector sub-index was 52.5 in April, down 0.6 points from March, said the report.
Businesses related to storage, tourism, accommodation, and telecommunications posted sound growth in April. However, wholesale, catering, insurance and repairing industries reported a drop in business volumes.
The sub-index for service new orders declined 2.4 points from one month earlier to 48.4 in April, suggesting slower demand in the non-manufacturing sector.
The sub-index for construction activity rose 1.4 points to 59.4 in April, while that for new orders was down 0.5 point to 50.

President Xi Jinping has asked Party schools to keep their teaching consistent with the Communist Party of China (CPC) ideology and politics.
The key to achieving the Chinese dream of national rejuvenation is to have an army of CPC officials with "iron-firm" faith, discipline and responsibility. It is Party schools' responsibility to instill these qualities in officials, Xi, general secretary of the CPC Central Committee, said in a speech first given on Dec. 11 and due to be published in CPC magazine Qiushi on Sunday.
"The Party's will should be the will of the schools and its mission should be their mission," he said.
Research by Party schools should focus on developing CPC theories so as to consolidate the Party's leadership over ideology and Marxism's guiding role in ideology, according to Xi.

Heavy rain will hit south China during the three-day May Day holiday from Saturday, the national weather observatory has forecast.
Precipitation will be as high as 140 mm in Guizhou, Anhui, Hunan, Jiangxi and Fujian provinces, according to the National Meteorological Center (NMC).
Rain is also expected to sweep most of northeast China. Precipitation could reach 60 mm, said the NMC.
The observatory advised the public to stay away from mountainous areas in the rain and to take precautions against landslides.

The Agricultural Development Bank of China (ADBC) provided more financial support to China's agriculture and rural development in the first quarter.
The major policy bank poured in 380.5 billion yuan (58.5 billion U.S. dollars) to support agriculture, rural areas and farmers in the first quarter, double the amount in same period last year, it said.
The ADBC loaned 251.57 billion yuan to support infrastructure construction in rural areas, including 26.16 billion yuan for renovation of shanty towns, 49.21 billion yuan for water conservancy projects and 38.37 billion yuan for road construction.
The surge in lending comes amid a government campaign to develop modern agriculture and increase farmers' income.
The bank's yuan-denominated outstanding loans stood at 3.74 trillion yuan at the end of March, up 23.8 percent year on year.

A "monument to peace" celebrating the development of cross-Strait ties was unveiled Friday by Taiwan leader Ma Ying-jeou.
The decision to erect the monument in Kinmen, a former military stronghold between Taiwan and the mainland, is significant as it not only commemorates the peaceful development of cross-Strait ties but is a sign of hope that peace and prosperity can be maintained, Ma said in his speech at the unveiling ceremony.
Ma also attended an event to mark the 23rd anniversary of the historic "Wang-Koo meeting."
In April 1993, Wang Daohan, then head of the mainland Association for Relations Across the Taiwan Straits (ARATS), and Koo Chen-fu, then chairman of the Taiwan-based Straits Exchange Foundation (SEF), met in Singapore. The meeting is seen as the start of a better cross-Strait relationship.
ARATS and SEF are authorized by the mainland and Taiwan to engage in cross-Strait talks.
The Wang-Koo meeting saw the inking of four agreements, the first time that groups assigned by both sides had signed formal agreements, setting a milestone for future peaceful development of cross-Strait ties, he said.
The meeting also set a precedent for cross-Strait institutional consultation, ushering in a new era across the Taiwan Strait, which "dissolves hostility through negotiations and replaces confrontation with talks", said Ma.
The meeting followed the 1992 Consensus centering on one-China principle, according to Ma.
The progression from the signing of the 1992 Consensus to the Wang-Koo meeting is heralded as a huge step forward for cross-Strait relations, he said.
Since 2008, the two sides have signed 23 agreements. Last November, leaders across the Strait met in Singapore, the first time since 1949.
To push the peaceful development of cross-Strait ties on the basis of the 1992 Consensus is the only effective and right way, he stressed.
Ma Ying-jeou is ending his leadership term. The newly-elected leader Tsai Ing-wen of the opposition Democratic Progressive Party will take office on May 20.

China's Ding Junhui took a dominant lead of 14-10 over Scotish veteran Alan McManus and is only three frames away from becoming the first Asian player to reach the world championship final here on Friday.

Dunhuang Caves in northwest China on Friday began offering a different way for people to experience the Buddhist grottoes: a digital world of tourism, high-definition pictures and virtual reality (VR).
The Digital Dunhuang (e-dunhuang.com) offers virtual views of 28 of the Mogao Grotto caves, a UNESCO World Heritage Site, and two of the Yulin Grottoes.
The website features photos, video clips, archive materials and a 360-degree view of the millennium-old caves located in the desert of Gansu Province.
Wang Xudong, president of Dunhuang Academy, said they wanted more people to be exposed to the grottoes and to create something that could be used to aid Dunhuang studies in China and beyond.
Facing threats of natural erosion and human-induced damage, the academy began digitalizing its caves in the 1990s and finished filming 120 caves and the 3D restoration of 20 sculptures. Wang said the digitalization benefits both the preservation and exhibition.
"Now we can hold displays of artworks in different places simultaneously," he said.
The academy will add more caves to the website and develop English and Japanese versions.
The Mogao Grottoes feature huge collection of Buddhist artworks -- more than 2,000 colored sculptures and 45,000 square meters of frescoes in 735 caves carved along a cliff by ancient worshippers. It was China's first UNESCO World Heritage Site, inscribed in 1987.

Instant messaging and other realms of cyberspace are giving new opportunities to a load of talented people
Three years ago, when Liu Jingjing posted on Sina Weibo, China's version of Twitter, a white cartoon image of a chubby figure with a tuft of grass on its head, it is unlikely she imagined just how popular it would become. So popular in fact that millions of people use it each day, making it one of the most popular emojis on China's instant messaging services.
Liu, 21, a second-year student at an art college in Shanxi province, works for a Beijing company, 12 Buildings, as a part-time cartoonist. A recent series of 16 emoticons Liu has designed for the social instant messaging app WeChat, based on that chubby character with grass on its head, was unveiled on March 12 and was downloaded by four million users that day.
WeChat users have used Liu's previous series of emoticons of the same cartoon image with different facial expressions and body gestures more than five billion times in four months. It means that almost half the Chinese population are using Liu's emoticons while messaging their friends.
"The number is stunning," said Wang Biao, founder of 12 Buildings. "But that's what's happening in China ¡ª cartoonists are gaining instant fame by designing emoji."
Most of the cartoonists who design emoji are not paid for their use, but many hope that the financial rewards will begin to flow after their works gain exposure and they can start selling them to individual users in other forms such as books and companies that use their cartoon images for marketing.
Those who are passionate about emoji range from professional artists to part-time designers to amateur doodlers, all riding a wave of popularity that has washed over China's social networks and instant messaging platforms for several years. It seems that designing emoji of cartoon images has become a must-do for some cartoonists who want to gain wide public recognition in China.
WeChat's department responsible for emoji says it has the works of 3,000 artists on file, and emoticons are now so commonly used that even the less popular ones can become widely known very quickly.
Wang says his company has about 20 cartoonists, among whom half are college students. All were born in the Internet era, so, Wang says, "they're very sensitive to new things online. They can creatively weave them into their emoticons."
The way in which 12 Buildings' cartoonists work is similar to that practiced in Japan's cartoon industry. The cartoonist designs the image and others help manage it, so they can update stories or bring new series of emojis online very quickly.
Independent operators
However, in China most cartoonists run their images independently. Zhong Wei, 32, a full-time cartoonist in Shenyang, Liaoning province, draws cartoon images and since 2014 has published two picture books.
He created a human-like white cat that behaves in a mean but comic way and after turning it into an emoji, it has received wide recognition. Before the cat was created, he drew cartoon images of a human-like bear, a man with a chicken head and a little boy for a children's book.
"Chinese Internet users draw on emoticons mainly to express emotions that they can't express unaided," Zhong says.
To express crying there is a while cat that can laugh even as it sheds tears, cries as it lies in a pool of tears, cries while clapping its hands and cries as it covers its face with its paws.
The emoji of his white cat has attracted many instant messaging app users in less than a year. Three series of the cat emojis have been downloaded a total of about 200 million times since they were launched in August, and Zhong now has about 500,000 followers on Weibo.
Each of his series of white cat emojis has been targeted at different users, he says, for the romantically inclined, for those on diets and for those wanting to extend thanks to anyone giving them money in digital red envelopes.
"Good emoji must be absolutely adorable or cheekily naughty," Zhong says. "Their expressions must be very vivid and the body language rich."
Those who use his emoticons predominantly range from those in their teens to the middle-aged. The obsession of Chinese with emoji has its roots in the kawaii (cute) and otaku (those who are social outcasts because of their obsession with something, often comics) cultures of Japan, he says.
"We don't go to parties or hang out with friends as often as Westerners do. Instead, Chinese communicate with friends using instant messaging. We're open and talkative in the online world. But we turn in on ourselves and are less expressive in the real world."
Embarrassing moments
Shi Donglin, originator of Freezing Gal, a cartoon image she created in college, says using emojis helps bring light relief at embarrassing moments during communication.
"If I want to ask my boyfriend to buy a bag for me I can use a coquettish emoji instead of having to resort to cold words," says Shi, 23.
Her cartoon figure, with dark skin and a ponytail, is based on her experience in college, she says, and is popular among college students.
Unlike traditional cartoonists who generally have to create an image first, then sell comic stories to magazines or publishing houses and finally go online to win wider acceptance, Shi went straight to Weibo and was surprised at how much attention it gained in such a short time that she turned it into an emoji for messaging apps such as QQ and WeChat, thus giving it much wider currency.
Apart from continuing to produce more emojis based on Freezing Gal, she has started to draw picture books to build on the character's image.
Xu Han, the cartoonist behind Ali the red fox, perhaps the most popular fox in China, says: "The problem with the Internet era is that while a cartoon image can gain huge exposure and many fans very quickly, people can also forget a cartoon image easily."
Three million copies of Xu's picture books featuring Ali, which he created in high school, have been sold since 2009.
His emoji of the red fox was one of the first cartoon images launched on QQ in 2012 and WeChat in 2015. The problem Xu talks of worries many other cartoonists, especially those who are looking to make a name for themselves by creating cartoon emojis.
"Weibo and WeChat give good exposure to cartoonists than do traditional publishing channels," Xu says. "But if you want to cultivate a good cartoon image brand you need more than emoji."Short attention spans
Wang of 12 Buildings says that although it is hard in an era of short attention spans to give longevity to cartoon characters, Internet exposure creates chances for young cartoonists to work with big brands that earlier would never have employed domestic cartoonists to design images for them.
The chubby white creature with a tuft of grass on its head has been drafted to work with the US multinational consumer goods company Procter & Gamble, and Freezing Gal is now being used in advertising the Chinese smartphone brand Xiaomi, popular with students.
"China never lacked good cartoonists," Wang says. "It just lacked ways to promote its brands. Emojis are giving it the chance to do that in an effective way."

The Indian government may use 3D paintings as virtual speed-breakers on major highways and roads, in a bid to check speeding and rash driving, and ultimately make its deadly roads a little safer.

Chinese railway authorities are braced for the 45 million trips they expect to be taken by train during the May Day holiday travel rush from Friday to Monday.
This represents an increase of 9.7 percent year on year. Rail traffic will peak on Saturday, when 13.2 million trips will be made, up 11 percent from a year earlier, according to a statement posted on the website of the China Railway Corporation.
Popular tourist cities including Beijing, Harbin, Dalian, Hangzhou and Xiamen will see huge passenger flows during the holiday.
The statement said extra trains will be put into service to cope with demand.
Railway authorities have temporarily prolonged the operating time for online ticketing systems, and travelers can check vacant seat information and book tickets at www.12306.cn half an hour before departure time, according to the statement.

The northern Chinese city of Taiyuan is aiming to have replaced all its gasoline-powered taxis with electric ones by the end of 2016 to cut emissions.
Taiyuan, capital of the coal-rich Shanxi Province, started to gradually scrap its 8,292 conventional taxis and replace them with electric ones in February. More than 3,000 electric taxis are now in business on Taiyuan's roads, said an official surnamed Qin with the city's traffic management office.
The new taxis can do 400 km on a full charge, which takes two hours, Qin said.
They are priced at around 310,000 yuan (48,000 U.S. dollars). Taxi drivers are being asked to contribute 90,000 yuan, with the central and local governments paying the rest.
Taiyuan currently has more than 500 charging posts, and plans to increase that to 5,000 by the end of 2018.
"Unlike gas taxis, electric ones emit no tailpipe pollutants and benefit the environment," said a Taiyuan cabbie who has just got a green taxi.
Massive coal production powered Shanxi's economic advance in the past few decades. However, facing a flagging coal market and pollution pressure, the province is trying to reduce its reliance on the coal industry by developing new energy sectors, including a low-carbon urban transport system.
In addition to the green taxis, Taiyuan plans to put 3,000 electric buses on the roads within the next three years.

"A craftsman will not starve in a famine year," said Geng Jiasheng's father. It has been his motto ever since.
53-year-old Geng has been working at Kunming Heavy-industry Ltd Co under Yunnan Metallurgical Group for more than three decades. He has spent his entire career in the workshop.
Geng was recruited by the factory in 1984. The first skill he was told to master was how to sharpen a lathe tool.

The Chinese Family Wealth Report issued by Economic Daily on April 28 shows that the per capita wealth of Chinese families reached 144,197 yuan in 2015.
Based on survey data from 12,000 families spanning 268 counties and 25 provinces, the report studies the scale and structure of Chinese families' wealth, regional differences, financial assets, housing, financial decision-making and retirement plans.
For urban-dwelling families in 2015, per capita wealth was 208,317 yuan; for rural-dwelling families it was 64,780 yuan. In addition to urban-rural differences, wealth also varied by region. The per capita wealth of eastern areas was the highest, followed next by central areas. Wealth in western areas was the lowest.
The report also analyzed the wealth structure of Chinese families. The net value of owned property is the most important part of most Chinese families' wealth, accounting for an average of 65.6 percent of per capita wealth.For urban and rural families, owned property respectively accounted for 67.6 percent and 57.6 percent.
Financial assets accounted for 16.5 percent of per capita wealth of all Chinese families, decreasing to 16 for specifically urban-dwelling families and increasing to 18.6 percent for rural-dwelling families.
Movable property and consumer goods are also important components of family wealth; however, there was no significant urban-rural difference in those measurements.
The primary reason that Chinese families maintain savings is "preparation for children's education," followed by "coping with emergencies and medical expenses," "old age savings," and "preparing to buy or furnish a house."
From these categories it appears that the main motivation for saving money is precautionary¨Cto be prepared for events in the future.

A delegation of China's Tibetan legislators met with U.S. House of Representatives Minority Leader Nancy Pelosi here Thursday, exchanging views frankly on issues including China-U.S. relations and the Chinese central government's policies on Tibet.
The delegation was headed by Qizhala, deputy to China's National People's Congress and secretary of the Lhasa Municipal Committee of the Communist Party of China. Lhasa is the capital city of the Tibet Autonomous Region.
During the meeting, Qizhala said China will work with the United States to enhance the two countries' mutual understanding and cooperation at the bilateral, regional and global levels.
Through continued joint efforts, more tangible results can be achieved in the China-U.S. relationship, bringing greater and better interests to Chinese, Americans and people from all over the world, he said.
Responding to the issues concerned in the U.S side, Qizhala urged the United States to keep its promises, to avoid offering platforms for anti-China activities by the 14th Dalai Lama and his group, and to block Dalai's future visits to the country and meetings with American politicians.
Pelosi, for her part, welcomed the delegation's visit to Capitol Hill, sharing them with memories about her impressed trip in the Tibet Autonomous Region last November as the head of a group of U.S. lawmakers visiting China.
Such exchange of visits has built a bridge of friendship between the two countries and helped them enhance mutual communication and understanding, she noted.
The United States admits Tibet is part of China and will adhere to the one China policy, she added.
Earlier in the day, the Tibetan legislators also exchanged views on Tibet's development in various fields with experts and scholars at the Brookings Institution, a well-known U.S. think tank based in Washington D.C.
The delegation left for China later in the day after concluding its visit to the United States and Mexico.

Chinese security firms showcased their latest high-tech tools this week at Latin America's largest security trade show, and walked away with several top prizes.
The three-day Expo Seguridad Mexico, which closed Thursday in Mexico City, featured more than 30 Chinese firms displaying devices from high-definition surveillance systems to giant x-ray scanners that can detect weapons or contraband being shipped inside tractor trailers.
"China is modernizing its manufacturing," Ray Wang, a representative of the Beijing-based Nuctech company, told Xinhua during the opening Tuesday. "We don't just make shoes anymore. Now we sell high technology around the globe."
The technology Wang's company has developed since 1997 to inspect containers and trailers with x-ray scanners has made it the world leader in its field for the past three years, with a 25 percent share of the global market and a presence in 142 countries.
"We began to export to this (Latin American) market two years ago, and today we have a subsidiary in Mexico," Wang said.
Across the aisle from where Wang and his colleagues met with potential clients, Chinese firm Dahua Technology presented its state-of-the-art video surveillance cameras.
"Our strength is HD-CVI technology, which we patented," Dahua's marketing manager Angela Lu said.
High Definition Composite Video Interface, or HD-CVI, offers a new way to transmit video signals -- over coaxial cables instead of the traditional analog method -- to provide higher definition images, up to 450 percent better resolution than standard CCTV, at an affordable price.
The "100-percent Chinese company" has the world's second-largest market share in security equipment manufacturing, according to its website, and its devices help protect sites as varied as the London Underground, a UNESCO-designated site in Italy, and China's Three Gorges Hydropower Plant.
"Expo Seguridad is important for us, so Mexicans can get to know our technology," said Lu.
Dahua was voted "Best Manufacturer" at the expo, winning this year's top Mexico Excellence Award, which was also awarded in the categories of "Best Distributor," "Best Integrator," and "Most Socially Responsible."
Among the Chinese firms at the expo was China North Industries Corporation (Norinco), the largest manufacturer of armored vehicles for China's armed forces and police departments.
According to one Norinco representative, several models the company made for the security forces of more than 30 countries were rewarded prizes by their governments.
Some 350 security companies from Mexico and around the world took part in this year's 14th edition of the annual trade show, which was expected to draw some 17,000 visitors to Mexico City's Centro Banamex exposition center.
One attendee noted there were more Chinese companies at the expo than ever before.
"We are looking for distributors and representatives that we can work with here in Mexico," a representative of Beijing Landwell Electron Technology said.
Founded in 1998, the company makes long distance RFID (radio-frequency identification) equipment for guards and security personnel.
Landwell has entered the European and South American markets, and hopes to soon break into Mexico's.
Last year's expo drew nearly 14,500 visitors, mainly from Mexico. Of the more than 400 visitors from other countries, most came from the United States, followed by Colombia, Guatemala, Panama and Peru, but also from Canada, Spain, France and Italy.
According to a report on the expo, the vast majority of potential clients were interested in CCTV solutions, followed by intrusion alarms, IP (internet protocol) cameras for surveillance, biometrics, fire alarms and GPS vehicle tracking systems.

Elusiveness, a merit winning sweeping applauds by chatroom or BBS users, may be problematic, when more modern use of the internet such as online payment and education comes into sights.
To confirm you are who you claim to be and transmit the verification results in a secure way is what Nationz Technologies is built on, said the company's CEO at a briefing event on Wednesday.
The subsidiary of computer giant Lenovo Group announced that it will promote the adoption of a unified standard for online authentication, known as FIDO Alliance, in China this year.
As of this month, more than 150 types of digital products by companies including Qualcomm, Samsung, Huawei, Microsoft, Google and Yahoo have been recognized as FIDO-enabled, according to the non-profit alliance.
"The traditional way of entering password while checking it with a centralized database no longer fits current situation," said Chai Haixin, Nationz Technologies's CEO, adding that the single-element authentication is neither secure nor reliable in the transmission process.
The FIDO, or Fast IDentity Online, proposes a two-step authentication standard instead where devices would first verify users via bio features such as fingerprint, iris and facial ID before sending only the verification results to the server, said Chai who is also head of FIDO China unit.
He noted that for service providers like online banking, peer-to-peer (P2P) lenders or access control reader, it's crucial to confirm users' identity, and the IT standard at the same time avoids transmission of personal bio info, as is prohibited by law.
Founded in 2012, the FIDO Alliance is jointly led by Lenovo Group and international counterparts, aiming to enhance online authentication.
Niche in internet finance
"There have already been cases of users' information being hacked. Beyond compensation, the solution lies in promoting security," said He Zhiqiang, head of Lenovo capital and incubator group and the company's Chief Technology Officer.

Elusiveness, a merit winning sweeping applauds by chatroom or BBS users, may be problematic, when more modern use of the internet such as online payment and education comes into sights.
To confirm you are who you claim to be and transmit the verification results in a secure way is what Nationz Technologies is built on, said the company's CEO at a briefing event on Wednesday.
The subsidiary of computer giant Lenovo Group announced that it will promote the adoption of a unified standard for online authentication, known as FIDO Alliance, in China this year.
As of this month, more than 150 types of digital products by companies including Qualcomm, Samsung, Huawei, Microsoft, Google and Yahoo have been recognized as FIDO-enabled, according to the non-profit alliance.
"The traditional way of entering password while checking it with a centralized database no longer fits current situation," said Chai Haixin, Nationz Technologies's CEO, adding that the single-element authentication is neither secure nor reliable in the transmission process.
The FIDO, or Fast IDentity Online, proposes a two-step authentication standard instead where devices would first verify users via bio features such as fingerprint, iris and facial ID before sending only the verification results to the server, said Chai who is also head of FIDO China unit.
He noted that for service providers like online banking, peer-to-peer (P2P) lenders or access control reader, it's crucial to confirm users' identity, and the IT standard at the same time avoids transmission of personal bio info, as is prohibited by law.
Founded in 2012, the FIDO Alliance is jointly led by Lenovo Group and international counterparts, aiming to enhance online authentication.
Niche in internet finance
"There have already been cases of users' information being hacked. Beyond compensation, the solution lies in promoting security," said He Zhiqiang, head of Lenovo capital and incubator group and the company's Chief Technology Officer.

Chinese writer Chen Zhongshi died this morning in Xi'an, Shaanxi province. He was 73. His masterpieces include White Deer Plain, which won him China's top literature prize.
Chen was born in June 1942 in Xi'an. He started writing prose in 1965 and finished his magnum opus White Deer Plain in 1992, for which he won the Mao Dun Literature Prize in 1997, one of most prestigious literature prizes in China. With the novel's publication in 1993, Chen shot to fame almost overnight. Critics described his works as a "realistic reflection of Chinese contemporary history."
White Deer Plain, which has sold 1.6 million copies thus far, has been adapted into various art forms including Shaanxi Opera, stage drama, dance drama, comic strips and sculptures. The story tells of the hardships and spiritual pursuits of several generations living on White Deer Plain, mirroring the radical changes that took place in the Chinese countryside over a near-half-century.
"If this novel can arouse the interest of readers and help them to gain a real sense of the history it relates and of the background against which contemporary China walks, I will feel totally satisfied," he once said.
In 2010, this novel was adapted into a film of the same name directed by Wang Quan'an and starring Zhang Fengyi, Zhang Yuqi and Duan Yihong. The film competed in competition for the Golden Bear at the 62nd Berlin International Film Festival, where Lutz Reitemeier won the Silver Bear for Outstanding Artistic Achievement in photography.
The book was also listed in a must-read selection by China's Ministry of Education for university students.
In 1979, he became a member of the Chinese Writers Association and then served as the association's vice chairman between 2001 and 2006.

South China Sea meddling hampers thaw in relations: expert
Japanese Foreign Minister Fumio Kishida will visit China on Friday, the first by a Japanese foreign minister in four and a half years.
Analysts believe it is a sign of warming bilateral relations but said China may want to use the chance to warn Japan not to get involved in South China Sea disputes.
Kishida is set to meet Chinese Foreign Minister Wang Yi and other officials for talks on bilateral relations and other issues of common concern, according to Chinese foreign ministry spokesperson Hua Chunying.
Relations between China and Japan have been strained since 2012, when the two countries engaged in territorial spats over the Diaoyu Islands. No Japanese foreign minister has visited China since November 2011.
"High-level visits between China and Japan help promote communications especially when China wants to express its concerns on Japan's recent criticism of the South China Sea issue," Liu Jiangyong, vice dean of the Institute of Modern International Relations at Tsinghua University, told the Global Times on Thursday.
China and Japan also need to sit down and discuss some regional affairs, said Liu, adding that Sino-Japanese relations have improved but remain fragile.
"Japan should be aware that interfering in disputes in the South China Sea undermines Sino-Japanese relations, which also belies its words on improving ties with China," L¨¹ Yaodong, director of the Institute of Japanese Studies at the Chinese Academy of Social Sciences, told the Global Times.
In his speech in Tokyo, Kishida said that he hopes to tackle "the country's [China's] advancement in the East and South China seas."
After his China trip, Kishida plans to visit Thailand, Myanmar, Laos and Vietnam in the coming week.
"China has expressed strong opposition to any provocative action of irrelevant parties that could complicate the disputes and increase tensions in the South China Sea. If Japan persists, its rhetoric on mending Sino-Japan relations would be seen as a trick, because it will continue to toe the US line and burnish its image among some countries," Jiang Lifeng, a research fellow at the Chinese Academy of Social Sciences, told the Global Times.
In February, Japan and the Philippines signed an agreement that allows Tokyo to sell military equipment to Manila, including advanced aircraft used for surveillance missions. The country also dispatched two Japanese destroyers, the Ariake and Setogiri, and the submarine Oyashio, to "observe" joint US-Philippines military exercises.
Abiding by historical agreements
The key to mending relations lies in whether Japan abides by historical diplomatic principles it has reached with China, said Jiang.
Hua said Wednesday that China hopes Japan "would abide by the four political documents reached between the two countries in 1972, 1978, 1998 and 2008 as well as the four-point principled agreement reached in November 2014, and handle relevant issues in an appropriate manner."
Analysts also said that frequent trade and personnel exchanges between the two countries are signs of improving relations, and the huge influx of Chinese tourists to Japan helps deepen mutual understanding.
"Aside from economic ties, China and Japan could also cooperate in many other fields for they share many interests. Improved Sino-Japanese relations would also benefit the Northeast Asian region," Jiang noted.
Abe's administration has relaxed visa requirements for several Asian countries, which has led to an influx of Chinese visitors. Abe has set an ambitious target of doubling the number of foreign visitors from five Asian countries, including China, Reuters reported.
In a speech delivered before the Yomiuri International Economic Society in Tokyo on Monday, Kishida said that his trip to Beijing will be "the first step" in a series of summit and foreign ministers' meetings between the two countries, The Japan News reported.
A summit meeting between Japan, China and South Korea is planned in Japan later this year, and the Group of 20 major economies will gather in China in September.
Environment ministers from the three countries agreed Wednesday to cooperate on the management and reuse of disaster waste.
According to South Korea's foreign ministry, China, Japan and South Korea held talks in Seoul on Thursday on the Arctic, including discussions on scientific research in the region.

A temporary regulation to ban tour groups on Beijing's Nanluoguxiang, a well-known ancient alleyway, was carried out yesterday, winning many supporters online. Yet its actual effectiveness needs to be examined.
The more-than-740-year-old alleyway became a victim of its own success, seeing over 30,000 visitors each weekday and a stunning 100,000 people during public holidays, putting much pressure on the safety of local residents and making strolling down the street an unpleasant, crowded experience.
The regulation, which restricts the daily influx of visitors, came together with the removal of the alleyway from the city's list of National AAA Grade scenic areas, aiming to protect its cultural heritage and to improve the quality of tourism and the local living environment.
The move received strong support from the public.
"This place is not what it was before. It turns out to be an ordinary commercialized street which you could easily find somewhere else. I think it's right to enforce the ban and to rebuild its cultural roots, " said Sina Weibo user Wang Yangbuhuibulao.
"Please give me back my Beijing Hutong (alleyway) . Please give back my childhood memories, " said another user called Zui Dabuhaopu who agreed with the regulation.
Since April 25 when the regulation was put into practice, the number of visitors saw a noticeable drop compared with previous weekdays. However, the effectiveness of the ban is still somehow below expectations, due to a lack of legislation and loopholes in the restrictions.
According to reports by CNR (China National Radio), some tour groups, organized by travel agencies, were still guided to the site and dismissed at the entrance before they all walked into the alleyways as individual visitors. The ban on 'tour groups' put little restriction on them.
Meanwhile, the regulation was not applied on a legal basis, thus the enforcement is limited. Security personnel are paid to patrol the area around the clock to ensure the safety of residents and tourists and to ensure that no tour buses park at the entrance.
"We will see how things go for a few days first before we plan the next step," said an official from the local tourism committee.
Chinese tourism expert Liu Simin commented that the regulation is reasonable and necessary, both for the development and protection of the historical site, and for public safety.
"However, the restriction should be enforced equally for both tour groups and for individual visitors," Liu stressed.

A temporary regulation to ban tour groups on Beijing's Nanluoguxiang, a well-known ancient alleyway, was carried out yesterday, winning many supporters online. Yet its actual effectiveness needs to be examined.
The more-than-740-year-old alleyway became a victim of its own success, seeing over 30,000 visitors each weekday and a stunning 100,000 people during public holidays, putting much pressure on the safety of local residents and making strolling down the street an unpleasant, crowded experience.
The regulation, which restricts the daily influx of visitors, came together with the removal of the alleyway from the city's list of National AAA Grade scenic areas, aiming to protect its cultural heritage and to improve the quality of tourism and the local living environment.
The move received strong support from the public.
"This place is not what it was before. It turns out to be an ordinary commercialized street which you could easily find somewhere else. I think it's right to enforce the ban and to rebuild its cultural roots, " said Sina Weibo user Wang Yangbuhuibulao.
"Please give me back my Beijing Hutong (alleyway) . Please give back my childhood memories, " said another user called Zui Dabuhaopu who agreed with the regulation.
Since April 25 when the regulation was put into practice, the number of visitors saw a noticeable drop compared with previous weekdays. However, the effectiveness of the ban is still somehow below expectations, due to a lack of legislation and loopholes in the restrictions.
According to reports by CNR (China National Radio), some tour groups, organized by travel agencies, were still guided to the site and dismissed at the entrance before they all walked into the alleyways as individual visitors. The ban on 'tour groups' put little restriction on them.
Meanwhile, the regulation was not applied on a legal basis, thus the enforcement is limited. Security personnel are paid to patrol the area around the clock to ensure the safety of residents and tourists and to ensure that no tour buses park at the entrance.
"We will see how things go for a few days first before we plan the next step," said an official from the local tourism committee.
Chinese tourism expert Liu Simin commented that the regulation is reasonable and necessary, both for the development and protection of the historical site, and for public safety.
"However, the restriction should be enforced equally for both tour groups and for individual visitors," Liu stressed.

The owner of Chinese e-commerce giants Alibaba on Thursday denied reports that he is in talks with Italian Serie A club AC Milan over a possible takeover.
According to Wednesday's reports by Italian media, Ma has offered 400 million euros (around 450 million US dollars) for a 70 percent stake in AC Milan and its club owner Silvio Berlusconi is taking it seriously.
But Alibaba chairman Jack Ma responded on Thursday by posting a joke on Weibo, the Chinese version of Twitter.
"Is AC Milan in the Italian city of Milan? I heard that Mike Tayson of the Lakers recently traveled to Milan, but I am not sure if it is AC Milan. Now Yao Ming will get in trouble," Ma wrote with a sense of humor.
Ma, who founded Alibaba in the 1990s, is also the joint owner of Chinese soccer club Guangzhou Evergrande.

Driverless cars, new energy vehicles and SUVs are standouts at the Beijing International Automotive Exhibition, which has gathered over 1,600 exhibitors and 1,179 cars to vie for buyers in the world's largest car market.
Chang'an Automobile is presenting two of its "Ruicheng" driverless cars at the show, which runs from April 25 to May 4. The silver vehicles have just completed a 2,000-km road test from Chongqing to Beijing.
The vehicle has radars that enable it to perceive the environment in 360 degrees. Chang'an is hoping to put driverless cars onto the market in two to three years -- "at reasonable prices," said Li Yusheng, chief engineer of Chang'an Automobile Engineering Research Institute.
Chang'an is not the only Chinese company to bring driverless cars to the show. Chery Automobile and Baic Motor Corporation as well as Internet company LeTV all unveiled electric cars with self-driving functions.
NEW ENERGY COMPETITION
As the Chinese government showers preferential policies on makers and buyers of new energy vehicles to combat pollution, global and domestic players are battling to dominate the market.
Nearly 150 electric and hybrid cars are being exhibited in Beijing, including models by Dongfeng Motor Corporation, BYD and Tesla.
U.S. pioneer Tesla has built more than 1,500 charging stations in China.
According to statistics released by the China Association of Automobile Manufacturers (CAAM), China remains the world's fastest-growing new energy vehicle market, with 62,663 produced and 58,125 sold in the country from January to March. Both figures had more than doubled from the same period in 2015.
While global players' entry into the Chinese market has added pressure, local automakers will be hoping that the relatively high cost of foreign new energy cars, and the lack of charging infrastructure in China, will buy them time.
GROWING SUV TREND
Exhibitors are also trying to capitalize on booming Chinese demand for SUVs. Debuting its large CS95, Chang'an has been one of a number of domestic and foreign automakers making a splash with SUVs.
In 2015, the number of such vehicles sold in China rose more than 50 percent year on year to 2.13 million, the CAAM data showed.
SUVs are mainly being bought by younger mainstream buyers, according to Jia Xinguang, managing director of the China Automobile Dealers Association.
"Most of the buyers in China were born in the 1970s and 1980s and they like outdoor activities and fashion," said Jia. "An SUV is tall and stylish and they also have favorable functions."
Though SUV makers are worried about possible tougher policies to curb smog and congestion in Chinese cities, Jia believes there is still strong growth potential in the sector.
The 14th Beijing International Automotive Exhibition is taking place at the China International Exhibition Center. The venue is expected to see 800,000 visits across the 10 days of the show.

(ECNS) -- The Ministry of Industry and Information Technology has said it runs against market principles for the government to ban roaming charges on cell phone access.
At a press conference, officials from the ministry said great changes took place from 1994 to 2014 in the overall administration of telephone and data services in China through an increasing role for the market and less government interference.
The government can't ask telecom carriers to simply drop and cancel roaming charges because the issue is related to technical progress and market competition, it was said.
An official also stated that the public should be aware that roaming charges are just part of telecommunication costs and should not to be singled out in promoting a market economy-based pricing system.
Telecom carriers have cancelled roaming fees between Beijing, Tianjin and Hebei Province for cross-district phone calls as part of efforts to promote integrated development in these regions. The move bolstered public expectations for roaming fees to be lifted in more areas.

Economic data published by China's provinces and regions showed positive growth in the first quarter (Q1), but also highlighted the challenges faced by some areas.
Tibet Autonomous Region and the economic powerhouse of Chongqing Municipality performed the best in Q1, with growth of 10.7 percent. There were 24 provinces, municipalities and regions that posted growth rates faster than the national Q1 figure of 6.7 percent.
Economic observers said the service industry had played a central role in boosting the economy, while real estate sales, which jumped in many big cities following government incentives rolled out in Q1, also helped.
The Chinese economy has shown positive signs of stabilizing thanks to strong investment in infrastructure and the property sector, and it is expected to hold steady during the remainder of the year.
Anticipating downward economic pressure this year, at least two thirds of provincial-level regions lowered their growth targets for 2016 and left room for capacity reduction and restructuring of industries.
Analysts said the data showed that policies had been successful and local economies were prepared for the next phase of reform.
ROBUST GROWTH IN THE WEST
Investment and infrastructure building are both helping to sustain growth in Tibet. In Q1, the central government allocated 30 billion yuan (around 4.6 billion U.S. dollars) to projects such as hydropower stations and a railway and highway linking Lhasa to Nyingchi Prefecture.
Tourism also contributed to the growth. More than 561,000 people visited the region in Q1, up 20.8 percent year on year. Tourist spending increased almost 30 percent. Moreover, per capita disposable income for urban and rural residents grew more than 11 percent year on year, statistics show.
"Tibet's growth depends largely upon favorable fiscal policies from the central government and aid from other provincial regions," said Lhorang Dradul, a professor with Sichuan University.
The underdeveloped mountainous region of Guizhou Province benefited from anti-poverty funds and incentives. It has also reduced its reliance on mining, instead looking to tourism, computer and environment-related industries to drive development.
Ding Xiongjun, deputy secretariat of Guizhou government, said fixed asset investment was a key driver of economic growth in Q1. This year, Guizhou has plans for 1,948 large-scale engineering projects in the pipeline, 200 more than last year. These projects will greatly improve infrastructure in Guizhou, he said.
Thanks to the robust manufacturing and service industry, Chongqing posted 10.7 percent growth in the first quarter.
"The economy in Chongqing has seen stable Q1 growth, with more structural reforms, and new growth engines identified and nurtured. It is expected to maintain this positive momentum," said Tong Zesheng, Chongqing municipal statistics bureau spokesperson.
REVAMPING THE NORTHEAST
Despite encouraging signs elsewhere, the northern industrial and mining provinces of Shanxi and Liaoning posted the country's lowest Q1 growth rates. The former posted growth of 3 percent, and Liaoning put the figure at minus 1.3 percent.
"The problems in Liaoning are not new. They are a hangover of years as an industrial base," said an analyst with Liaoning provincial information center.
"The data doesn't mean the economy is in a mess. Fast growth is seen in service sector and new industries such as robotics, general aviation and pharmaceuticals," he added.

Policymakers have high hopes for the old industrial base. The government on Tuesday vowed it would do more to rejuvenate the northeast rustbelt through reforms and economic restructuring.
Reviving the northeast is not an expedient but a profound strategy that will help forge fresh economic engines, analysts said.

Economic data published by China's provinces and regions showed positive growth in the first quarter (Q1), but also highlighted the challenges faced by some areas.
Tibet Autonomous Region and the economic powerhouse of Chongqing Municipality performed the best in Q1, with growth of 10.7 percent. There were 24 provinces, municipalities and regions that posted growth rates faster than the national Q1 figure of 6.7 percent.
Economic observers said the service industry had played a central role in boosting the economy, while real estate sales, which jumped in many big cities following government incentives rolled out in Q1, also helped.
The Chinese economy has shown positive signs of stabilizing thanks to strong investment in infrastructure and the property sector, and it is expected to hold steady during the remainder of the year.
Anticipating downward economic pressure this year, at least two thirds of provincial-level regions lowered their growth targets for 2016 and left room for capacity reduction and restructuring of industries.
Analysts said the data showed that policies had been successful and local economies were prepared for the next phase of reform.
ROBUST GROWTH IN THE WEST
Investment and infrastructure building are both helping to sustain growth in Tibet. In Q1, the central government allocated 30 billion yuan (around 4.6 billion U.S. dollars) to projects such as hydropower stations and a railway and highway linking Lhasa to Nyingchi Prefecture.
Tourism also contributed to the growth. More than 561,000 people visited the region in Q1, up 20.8 percent year on year. Tourist spending increased almost 30 percent. Moreover, per capita disposable income for urban and rural residents grew more than 11 percent year on year, statistics show.
"Tibet's growth depends largely upon favorable fiscal policies from the central government and aid from other provincial regions," said Lhorang Dradul, a professor with Sichuan University.
The underdeveloped mountainous region of Guizhou Province benefited from anti-poverty funds and incentives. It has also reduced its reliance on mining, instead looking to tourism, computer and environment-related industries to drive development.
Ding Xiongjun, deputy secretariat of Guizhou government, said fixed asset investment was a key driver of economic growth in Q1. This year, Guizhou has plans for 1,948 large-scale engineering projects in the pipeline, 200 more than last year. These projects will greatly improve infrastructure in Guizhou, he said.
Thanks to the robust manufacturing and service industry, Chongqing posted 10.7 percent growth in the first quarter.
"The economy in Chongqing has seen stable Q1 growth, with more structural reforms, and new growth engines identified and nurtured. It is expected to maintain this positive momentum," said Tong Zesheng, Chongqing municipal statistics bureau spokesperson.
REVAMPING THE NORTHEAST
Despite encouraging signs elsewhere, the northern industrial and mining provinces of Shanxi and Liaoning posted the country's lowest Q1 growth rates. The former posted growth of 3 percent, and Liaoning put the figure at minus 1.3 percent.
"The problems in Liaoning are not new. They are a hangover of years as an industrial base," said an analyst with Liaoning provincial information center.
"The data doesn't mean the economy is in a mess. Fast growth is seen in service sector and new industries such as robotics, general aviation and pharmaceuticals," he added.
