Foreign architect's death in south China not foul play: police

Police have ruled out the possibility of foul play in the death of a foreign architect whose body was retrieved two days after he went missing in south China's Guangdong Province.
Damian Carroll reportedly went missing on Aug. 28 while exploring Wushantou Hill near Daya Bay in the city of Huizhou, according to a spokesman from the Daya Bay Development Zone.
Some 1,150 rescuers, divided into eight teams, conducted a two-day search for the man, and his body was found in bush halfway up the hill on Aug. 30, according to local police.
Local authorities have not revealed Carroll's nationality, and further investigation into the cause of death is under way.

A train derailed in Taiwan on Saturday morning after encountering a landslide, injuring 12 passengers, with three in serious condition, said the Taiwan railway authority.
The Kaohsiung-bound train had about 250 passengers on board when it came across a landslide at a tunnel entrance on Saturday at 7:33 a.m.Beijing Time, leading to separation of the fifth and sixth passenger cars and derailment of the sixth, said the Taiwan railway authority in a press conference.
Altogether 12 passengers were injured, with three in serious condition and suffering fractures. All the injured have been sent to hospitals, said the authority.
As of 10 a.m., it was still raining heavily at the site of the accident, and the car remained stuck in the landslide. Railway staff and soldiers have been sent to the site to rescue and evacuate passengers.
The South-Link Line has been suspended due to the accident, and the railway authority estimated it will remain suspended for at least half a day.
Heavy rains have hit Taiwan in recent days due to Tropical Storm Kong-rey, the 15th of this season.

The 2013 edition of the Top 500 Chinese Enterprises list was unveiled at a press conference on Saturday, with China's oil giant Sinopec Group topping the list for a ninth year.
The list was compiled by the China Enterprise Confederation and the China Enterprise Directors Association based on the 2012 revenues of Chinese companies.
Sinopec Group took the lead for a ninth year with total revenues of 2.83 trillion yuan (458.6 billion U.S. dollars) in 2012, according to a press release.
China National Petroleum Corporation, the parent company of China's top oil and gas producer, PetroChina, followed closely in second place with revenues reaching 2.68 trillion yuan last year.
The two were joined by eight other state-owned companies to dominate the top 10: State Grid, Industrial and Commercial Bank of China, China Construction Bank, Agricultural Bank of China, Bank of China, China Mobile, China State Construction and China National Offshore Oil Corporation.
A total of 123 companies, including 16 private enterprises, reported revenues of more than 100 billion yuan last year, up from 107 companies a year earlier.
Revenues of the list's last-ranked company stood at 19.87 billion yuan, up 13.48 percent from a year earlier, the press release showed.
The top 500 companies had a combined revenue of 50.02 trillion yuan in 2012, up 11.41 percent from a year earlier.
However, the growth rate was 12.22 percent lower than that of the previous year amid a faltering world economic recovery, the release said.
Total profits of the 500 companies edged up 3.58 percent from the previous year to 2.17 trillion yuan last year, while the profit-revenue ratio dropped for the second year by 0.33 percentage point to 4.34 percent.
Among the 500 companies, 216 saw declines in net profits in 2012, while 43 others suffered losses, up from 13 companies in the previous year,according to the press release.

The combined sales revenue of China's top 500 corporations grew 11.4 percent in 2012 to 50 trillion yuan ($8.17 trillion), equivalent to two-thirds of their US counterparts', a report said on Saturday.
But revenue growth dropped significantly compared with 2011's 23.6 percent.
Growth of the top 500 corporations' total assets' value also slowed. It grew about 16 percent last year to 151 trillion yuan, 4.41 percentage points beneath the previous year, according to the China Enterprise Confederation's top 500 corporations list.
The top 10 are essentially the same as last year, aside from a few minor ranking changes.
Sinopec Group dominated the list with 2.83 trillion yuan in annual sales revenue, up 10.98 percent from a year ago. This is its ninth consecutive year to lead the list.
Sinopec was, like last year, respectively followed by China National Petroleum Corp and State Grid Corp of China.
The top 20 companies are concentrated in energy, finance, telecommunications and automobile industries.
Private companies are dwarfed by large State-owned enterprises. The country's largest privately held company, Ping An Insurance (Group) Co of China, Ltd, ranked 22nd, with 340 billion yuan in annual sales revenue, equivalent to 12 percent of Sinopec's.
Nanjing University economics professor Song Songxing said SOEs' performances are mainly due to favorable treatment by the government.
"Big does not necessarily mean strong," Song said.
For example, the combined profits of China's top 500 corporations in 2010 only accounted for 43.53 percent of their US counterparts'. The percentage further dipped to 39.48 percent in 2011.
Hu Kai, an SOE analyst with Moody's Investor Service, said the credit quality of China's non-financial SOEs will diverge further as China's economic growth moderates.
SOEs in sectors the state deems "strategically important", such as energy and defense, will continue to enjoy state support. But the outlook is more challenging for SOEs in sectors seen as less strategically important.
"Long-term investors will need to differentiate between the SOEs most likely to remain in government ownership and those that will not," Hu said.

Oil prices went down Friday as market concerns seemed to be fading away about an imminent military strike against the Syrian government.
U.S. President Obama said Friday he has not made final decision yet and Secretary of State John Kerry said the U.S. has "high confidence" that the Syrian government used the weaponry but he also said that a U.S. action would be limited in scope.
The U.K. Parliament on Thursday rejected a proposal by Prime Minister David Cameron to join a military action against Syria.
The possibility of a military strike against the Syrian government triggered concerns over oil supplies in the Middle East, where one-third of world's crude is pumped, and drove oil prices higher for the whole week.
U.S. economic data released on Friday were generally soft. Personal income edged up 0.1 percent in July, following a 0.3- percent increase in June, the U.S. Commerce Department said.
U.S. consumer sentiment fell in August from a six-year high in the prior month. The final reading of the consumer sentiment index stood at 82.1 in August, according to a joint survey released Friday by Thomson Reuters and University of Michigan.
Moreover, the Chicago Purchasing Managers' Index, considered as a leading indicator of the U.S. economy, increased to 53.0 in August from 52.3 in July, the Institute for Supply Management - Chicago said Friday.
Light, sweet crude for October delivery fell 1.15 dollars to settle at 107.65 dollars a barrel on the New York Mercantile Exchange, while Brent crude for October delivery dropped 1.15 dollars to close at 114.01 dollars a barrel.

"I am attracted by Chinese cinema because it is good," Hollywood star Nicolas Cage told Xinhua on Friday during the ongoing Venice Film Festival on the Lido island in Italy.
The Academy Award-winning actor said that Chinese cinema has many "great actors such as Liang Chaowei and Zhou Runfa" working with "great directors" for "great movies."
"I have a great relation with China and I am proud of that," he highlighted. Cage went on to say that he has visited China several times.
"There is a great flow in the conversation that I have with the people there, they are always very warm to me and I am very thankful," he stressed.
The 49-year-old actor also told Xinhua that he is "going to be in China in about three weeks to play in a Chinese financed film called Outcast," an action adventure movie that will also star Hayden Christensen.
"I am looking forward to starting this, as I have not made a movie with China yet but I was told that the experience is really a good one, and they have fantastic food on the set all day," he said with a smile.
In the Venice Film Festival, Cage is playing a hard-drinker in his latest film, David Gordon Green's brutal American South drama "Joe," premiering in competition.
The actor was brought back to his indie roots in the role as the hard-living Joe Ransom, who is trying to dodge his instincts for trouble until he meets a hard-luck kid who awakens in him a tender-hearted protector.
The film, based on American novelist Larry Brown's eponymous 1991 novel, portrays the desperate lives of poverty-stricken laborers in a rough land of Texas where violence reigns.
For the title role, Cage said that he focused on finding the truth in the performance trying to make the character come to life.
"I read the book, which allowed me to find the character and align myself with the director's vision," he added.
Cage, who called Joe "one of the most memorable" films he has worked on in his nearly 35-year career, also said in a news conference that he has no intention to retire any time soon.
The movie is among the 20 titles competing for the top Golden Lion prize, to be awarded in the Italian water city on Sept. 7.
"Film performance is a part of me," Cage highlighted. "That is not to say I do not have fantasies of living a life of contemplation and sitting in the sun, but I need to work," the actor added.

4 executives banned from industry after computerized trading mistake
It took only three minutes. The operational error made by Everbright Securities two weeks ago has earned it a 523 million yuan ($85 million) fine from the nation's top securities regulator, for insider trading, release of misleading information, and muffed risk control.
That is the largest fine the regulator has ever given a securities brokerage in the history of the country's stock market.
China Securities Regulatory Commission announced the punitive measures on Friday after a two-week investigation of Everbright Securities' near hysterical trading behavior that shocked the domestic A-share market on Aug 16.
The brokerage will be fined five times its insider-trading-related gains, the CSRC spokesman said.
In addition, Everbright Securities' former president Xu Haoming, assistant executive Yang Chizhong, general manager of the accounting department Shen Shiguang and general manager of the strategic investment department Yang Jianbo were each fined 600,000 yuan. And they were all banned from the securities industry for life.
Xu resigned after the firm caused the biggest swing in the benchmark stock index since 2009.
Mei Jian, secretary of the board of directors of Everbright Securities, was fined 200,000 yuan for giving the media erroneous information on how the abnormal market fluctuation occurred, an error that influenced investors' decisions that day.
The CSRC also banned the securities company from proprietary trading for three months and suspended approval for new Everbright services.
The penalties may hurt the company's business and its brand reputation, possibly causing its shares to drop sharply next week, analysts said.
However, online chat rooms were abuzz with people saying the penalties were too lenient.
As of 9 pm on Friday, a survey on ifeng.com, a popular news portal, showed that more than 80 percent of 30,000 respondents thought that Everbright had manipulated the stock market and should be fined more.
Everbright's proprietary business mistakenly sent buy orders worth 23.4 billion yuan on Aug 16 to the Shanghai Stock Exchange, and finally completed transactions of 7.27 billion yuan, which lifted the Shanghai Composite Index by 5.96 percent in three minutes.
The company's four chief decision-makers decided to short-sell the stock index futures in order to hedge risks, before disclosing the information to the public market.
According to the leader of the investigative department of the CSRC, the trading system, described as an innovative "high-frequency" trading program, one that makes a large number of trades in a very short time, had been used for fewer than 15 trading days. The brokerage only began designing it in June.
Everbright's strategic investment department had never been included in the company's internal risk control system. The flaws in the technology were not discovered because of insufficient testing, the CSRC said.
Huang Wei, the CSRC legal department's director-general and chief counsel, said on Friday that this is an "extreme"case scenario that had never before occurred in China's equity market, and it alerted the watchdog to the need for better laws and regulations.

4 executives banned from industry after computerized trading mistake
It took only three minutes. The operational error made by Everbright Securities two weeks ago has earned it a 523 million yuan ($85 million) fine from the nation's top securities regulator, for insider trading, release of misleading information, and muffed risk control.
That is the largest fine the regulator has ever given a securities brokerage in the history of the country's stock market.
China Securities Regulatory Commission announced the punitive measures on Friday after a two-week investigation of Everbright Securities' near hysterical trading behavior that shocked the domestic A-share market on Aug 16.
The brokerage will be fined five times its insider-trading-related gains, the CSRC spokesman said.
In addition, Everbright Securities' former president Xu Haoming, assistant executive Yang Chizhong, general manager of the accounting department Shen Shiguang and general manager of the strategic investment department Yang Jianbo were each fined 600,000 yuan. And they were all banned from the securities industry for life.
Xu resigned after the firm caused the biggest swing in the benchmark stock index since 2009.
Mei Jian, secretary of the board of directors of Everbright Securities, was fined 200,000 yuan for giving the media erroneous information on how the abnormal market fluctuation occurred, an error that influenced investors' decisions that day.
The CSRC also banned the securities company from proprietary trading for three months and suspended approval for new Everbright services.
The penalties may hurt the company's business and its brand reputation, possibly causing its shares to drop sharply next week, analysts said.
However, online chat rooms were abuzz with people saying the penalties were too lenient.
As of 9 pm on Friday, a survey on ifeng.com, a popular news portal, showed that more than 80 percent of 30,000 respondents thought that Everbright had manipulated the stock market and should be fined more.
Everbright's proprietary business mistakenly sent buy orders worth 23.4 billion yuan on Aug 16 to the Shanghai Stock Exchange, and finally completed transactions of 7.27 billion yuan, which lifted the Shanghai Composite Index by 5.96 percent in three minutes.
The company's four chief decision-makers decided to short-sell the stock index futures in order to hedge risks, before disclosing the information to the public market.
According to the leader of the investigative department of the CSRC, the trading system, described as an innovative "high-frequency" trading program, one that makes a large number of trades in a very short time, had been used for fewer than 15 trading days. The brokerage only began designing it in June.
Everbright's strategic investment department had never been included in the company's internal risk control system. The flaws in the technology were not discovered because of insufficient testing, the CSRC said.
Huang Wei, the CSRC legal department's director-general and chief counsel, said on Friday that this is an "extreme"case scenario that had never before occurred in China's equity market, and it alerted the watchdog to the need for better laws and regulations.

Thanks to the unique medal counting system, Helongjiang Province tops the medal standings before the 12th Chinese National Games officially opens on Saturday.
The northeasternmost province, known for its winter sports prowess, is leading the quadrennial games' table with 43 medals, including 17 golds.
According to the medal counting system, the medals taken in the latest summer and winter Olympic Games (London 2012 and Vancouver 2010) as well as the 12th National Winter Games held in Changchun in 2012 are included in the forthcoming Chinese National Games. Following are the rules (gold, silver and bronze are dealt with in the same manner):
An individual Olympic gold medal is equal to two national games golds.
Each winner of an Olympic doubles or team gold is awarded one national games gold.
Breaking one world record at the summer or winter Olympics is equal to one national games gold.
An individual, doubles or team gold at National Winter Games is equal to one national games gold.
Furthermore, in a bid to boost the "three big ball games" - soccer, basketball and volleyball, the top three teams of the three events at the national games will be awarded three, two, one gold medals respectively. The fourth to sixth finishers will be awarded three, two, one silver medals respectively. The seventh to ninth placers will get three, two, one bronze medals respectively.
As to Heilongjiang's 17 golds, nine are from Vancouver 2010, five from Changchun 2012, two from London 2012, one from the walking race which has concluded before the Games' official open.
On the current standings, the People Liberation Army team ranks second with Shandong in third place.
Host Liaoning, expected to top the final medal count, is ninth.

An earthquake measuring 5.9 on the Richter scale jolted border of southwest China's Yunnan and Sichuan provinces at 8:04 a.m.(Beijing Time) on Saturday, according to the China Earthquake Networks Center.
The epicenter was monitored at 28.2 degrees north latitude and 99.4 degrees east longitude, in the area bordering the counties of Shangri-La, Deqen of Yunnan Province and Derong County of Sichuan Province, with a depth of about 10 kilometers, the center said.
The quake was felt strongly in the county seat of Deqen, said Liao Wencai, vice secretary of the Deqen County Committee of the Communist Party of China.
Benzilan Township is believed to be the epicenter, according to local residents.
"We are heading to Benzilan. The telecommunication there has been cut off, and many residents cannot be reached by mobile phone," Liao said.
The quake and aftershocks triggered landslides, which blocked the traffic from Deqen to Benzilan.
Early on Wednesday, a 5.1-magnitude quake hit the same border area, affecting more than 52,000 residents in Yunan.

The company's illegal gains resulting from the malpractice, totaling 87.21 million yuan, will be confiscated, according to a spokesman for the China Securities Regulatory Commission (CSRC). The regulator will also impose an additional fine of 436 million yuan on the company.
It marks the largest fines ever issued by the commission on China's securities companies.
The CSRC identified the company's violations as insider trading, disclosure of misleading information, and other violations against internal control regulations of securities companies.
The CSRC will also impose fines on four Everbright Securities employees responsible for the abnormal trading and ban them from undertaking securities business.
Everbright Securities will be asked to shut down proprietary trading desks and there will be a suspension on its proposals for new businesses being approved, according to the regulator.

The Beijing subway map may guide passengers wherever they want to go in the city, but the producers of a new "anti-pickpocket map" hope it will ensure they arrive with all their belongings in tow.
The guide book drafted by staff of the capital's busiest subway station, Guomao, was published on Friday to help passengers deal with the notorious underground thieves.
The so-called "anti-pickpocket map" offers information ranging from police warnings on which stations are most prone to pilferage to tips by frequent subway travelers on keeping property safe.
"Pickpocketing seriously affects subway operations, especially at rush hours. We have tightened security patrols in the station, but we also hope the guide book will help raise public awareness of how to deal with the thieves," Li Runling, Party chief of Guomao Station told Xinhua.
Guomao Station, a crowded interchange station in Beijing's central business district located in the eastern part of the capital, sees an average of 450,000 passengers every day.
According to the guide book, four daily periods carry the highest risk of pickpocketing: 7:30 to 8:30 a.m., 1 to 3 p.m., 5 to 7 p.m., and 9 p.m. to the end of train operations.
Tourists and drunken passengers make easy prey for thieves.
Tips given in the book include putting your cash, credit cards, and passport in a well-zipped, properly sealed bag, and holding it to your breast.
"The morning and evening rush hours are most dangerous as thieves usually take the 'Golden Moment' to 'work' when passengers are flowing in or out of carriages," said Li.
The guide book now is currently only available in Guomao Station, but it will soon be introduced to nearby stations like Shuangjing, Jinsong and Jintaixizhao, according to Li.
Beijing's 14 subway lines carry over 8.5 million passengers on an average day, according to the Beijing Subway Company.

President Xi Jinping has this week visited the Shenyang military theater of operations and watched a training session for the country's first aircraft carrier, the Liaoning.
Xi, also chairman of the Central Military Commission (CMC), called on the military to deeply implement the goal of strengthening the troops so as to constantly enhance their ability to fulfill missions, during his recent visit to northeast China.
Xi, who is general secretary of the Communist Party of China (CPC) Central Committee, urged the military to make greater contributions to safeguard national sovereignty, security and development.
On Wednesday, he watched take-off and landing training of carrier-based aircraft and asked questions about the equipment at a training base of the People's Liberation Army (PLA) Navy.
Xi applauded the pilots' efficient performance and praised their command of flight skills under complicated weather conditions.
The president listened carefully to an introduction to the aircraft's design and capability, urging technicians to carefully analyze the plane's test flight data and encouraging them to make persistent efforts and keep studying and practicing in order to become excellent pilots.
He also visited the city of Dalian and boarded the Liaoning aircraft carrier at the Dalian Port to review a parade of the honor guard.
On the carrier, Xi went down into the cabin. He asked about the capabilities and features of the equipment on board and was told about soldiers' training progress.
Xi was concerned about the carrier's logistics, asking specifically about soldiers' lodging, dining and medical treatment.
The president accepted the carrier's emblem and souvenir cap presented by sailors and signed his name in the log.
Waving good-bye to soldiers, Xi urged the Liaoning's captain and commissar to keep in mind their duty and make contributions to build a strong Navy.
Ministry of National Defence spokesman Yang Yujun said on Thursday that the Liaoning is the Chinese military's first aircraft carrier, but "there will surely be more in future."
China will comprehensively consider the development of aircraft carriers in accordance with the needs of national defense and military building, Yang said at a news briefing.
Currently, China operates one aircraft carrier, the Liaoning, which was refitted based on an unfinished Russian-made carrier and delivered to the Chinese Navy on Sept. 25, 2012.
The carrier's original design allows it to carry about 30 fixed-wing aircraft.
The Liaoning has conducted successful take-off and landing tests of its carrier-borne J-15 fighters, the main strike force of China's carrier group.
ABSOLUTE LOYALTY
On Thursday, Xi visited the Shenyang Military Area Command, stressing the CPC command in order to "ensure the military's absolute loyalty, purity and credibility" and their firm obedience to the command of the CPC Central Committee and the CMC "at any time and under any circumstances."
The president called for an improved PLA work style and a tackling of problems brought about by formality, bureaucracy, hedonism and extravagance.
The military should also support local economic growth, helping poor people and assisting educational, medical, environmental and rural development, Xi said.
He called for the integration of military and civilian resources, and stressed the army's leading role in the ongoing relief work for northeast China's floods, in order to protect people's life and property.
He also emphasized the troops' security role to ensuring the smooth operation of China's 12th National Games, which opens on Saturday.

The Liaoning has conducted successful take-off and landing tests of its carrier-borne J-15 fighters, the main strike force of China's carrier group.
ABSOLUTE LOYALTY
On Thursday, Xi visited the Shenyang Military Area Command, stressing the CPC command in order to "ensure the military's absolute loyalty, purity and credibility" and their firm obedience to the command of the CPC Central Committee and the CMC "at any time and under any circumstances."
The president called for an improved PLA work style and a tackling of problems brought about by formality, bureaucracy, hedonism and extravagance.
The military should also support local economic growth, helping poor people and assisting educational, medical, environmental and rural development, Xi said.
He called for the integration of military and civilian resources, and stressed the army's leading role in the ongoing relief work for northeast China's floods, in order to protect people's life and property.
He also emphasized the troops' security role to ensuring the smooth operation of China's 12th National Games, which opens on Saturday.

Since 2011 the saying that the total land value of Beijing has surpassed the GDP of the US has been frequently cited by media. However an expert at Institute of Quantitative & Technical Economics of Chinese Academy of Social Sciences explained that land value and GDP are two different indexes that can't be compared with.
Media has compared the total land value of Beijing in 2010 and in the first half of 2013 with the US GDP of the same periods. "The average land price of Beijing in 2010 was about 1,307 US dollars per square meter (calculated under the dollar's current exchange rate against Yuan of 6.21, figures below are the same), and Beijing has a total land area of about 16.41 billion square meters. If we multiply them we can get the total land value of Beijing, which is about 21.2 trillion US dollars. While the US GDP in 2010 was about 14.5 trillion US dollars which is less than the total land value of Beijing.
In the first half of 2013 the total revenue of Beijing's land has reached 10.8 billion US dollars, and the area of land sold in Beijing is 8.1 million square meters. Based on these facts we can calculate that the average price of Beijing is 1334.4 US dollars per square meter. If Beijing sells all its land out the total market value of Beijing is now as high as 21.8 trillion US dollars. On Aug. 2 the US Department of Commerce issued the US GDP data of 2012 which was 16.3 trillion US dollars. Simply comparing these figures we can draw the 'conclusion' that the total value of Beijing's land has exceeded the annual GDP of the US
Some netizens have doubts about the conclusion, saying: "The two figures have different meanings. The land value is a stock index while GDP is a flow index. And the two has nothing to do with each other". "Different areas have different land price. We can't get the result by a simple calculation". "It can be comprehended as that the annual GDP of the US is almost enough to buy Beijing, the capital of China."
In order to get the real answer of this question, reporter with People' Daily Online called the institute of Quantitative and Technical Economics of Chinese Academy of Social Science. Researcher at this institute explained that land value and GDP were two totally different indexes and the comparison between was not proper.
He said that if you wanted to explain that the land price of Beijing was too high and there was bubble in it, this comparison was acceptable. But in terms of fortune, they can't be compared with as GDP is a flow index which reflects the fortune that our society creates while land value is a stock value, which is created by calculation. Therefore it is natural that land value is higher than GDP.

What is the G20
The Group of Twenty (G20) is the premier forum for international cooperation on the most important issues of the global economic and financial agenda.
The objectives of the G20 refer to:
1. Policy coordination between its members in order to achieve global economic stability, sustainable growth;
2. Promoting financial regulations that reduce risks and prevent future financial crises;
3. Modernizing international financial architecture.
The G20 brings together finance ministers and central bank governors from 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the United Kingdom, the United States of America plus the European Union, which is represented by the President of the European Council and by Head of the European Central Bank.

The first meeting of the G20 Leaders took place in Washington, D.C., on November 14-15, 2008, where the Leaders agreed to an action plan to stabilize the global economy and prevent future crises. As a result the premier forum acquired its current name and significance.
At their first meeting in Washington, the G20 Leaders achieved general agreement amongst the G20 on how to cooperate in key areas so as to strengthen economic growth, deal with the financial crisis and agreed upon three key objectives:

China's publication authority has vowed efforts to curb commercial bribery involving teaching materials for school students amid mounting public complaints.
In a circular issued on Thursday, the State General Administration of Press, Publication, Radio, Film and Television prohibited any institution or individual from seeking profits through illegal means such as getting kickbacks or asking for sponsorship during the publication and marketing of teaching and learning materials for middle and primary school students.
The publishers are asked not to collude with school teachers via "underground trading" or any form of commercial bribery to ask the students to buy learning materials in designated bookstores, according to the circular.
The administration urged publication authorities at various levels to deal with violators strictly.
"Severe penalties, such as revoking publication licenses, should be given in serious cases involving large amounts of money, vile conduct, or with a big social impact," the circular said.
Those who are suspected of being involved in such crimes will be transferred to judicial departments, according to the circular.
The call to curb dodgy commercial practices in the sector came as bribery and other irregular techniques have gravely harmed public interests in recent years, causing growing complaints among students and their parents.
Media institutions and the public should be mobilized to report violations of the rules, the administration said, urging publication authorities to publicize hotlines for tip-offs and earnestly deal with each case reported.

Chinese researchers said Thursday that they have identified a key protein in the brain responsible for the development of depression, offering a fresh avenue in the search for therapies to treat depression.
Previous studies have found that cells in a brain region called lateral habenula (LHB) are hyperactive in depressed individuals, but scientists haven't known what triggers them.
Curious about molecular-scale activity in the LHB of depressed people, the researchers from the Shanghai Institutes for Biological Sciences, part of the Chinese Academy of Sciences, used a technique called quantitative proteomic screening to examine the proteins in the LHB tissue of regular rats and rats that had been depressed since birth.
The researchers reported in the U.S. journal Science that a protein called CaM was nearly twice as abundant in the depressed rats.
When the researchers gave depressed rats antidepressant drugs, not only depressive symptoms of the animals improved significantly, but also the amounts of the protein in the LHB tissue dropped significantly.
To understand what level of the protein might be required in the LHb to cause depressive behavior, they injected variable levels of this protein into regular rats and mice using viral vectors and found LHb cell activity spiked in both animals.
After 10 days, the researchers tested the engineered animals' attentiveness to sugar, a substance typically of interest to rodents, and also put them in forced swim tests to see how willing they were to fight to stay afloat.
They found that animals with very high CaM levels showed less interest than their counterparts in the sugar, and exhibited less "fight" in the swim test -- both symptoms of depression.
Furthermore, depressive symptoms were reversed when the researchers reduced CaM expression using a technique called RNA interference.
"Our study shows that depression could be reversed via regulating a molecule's expression levels in a part of brain," Professor Hailan Hu at the Shanghai Institutes for Biological Sciences, who led the research team, told Xinhua. "Hence, it provides a new potential target for gene therapy of depression."

Curious about molecular-scale activity in the LHB of depressed people, the researchers from the Shanghai Institutes for Biological Sciences, part of the Chinese Academy of Sciences, used a technique called quantitative proteomic screening to examine the proteins in the LHB tissue of regular rats and rats that had been depressed since birth.
The researchers reported in the U.S. journal Science that a protein called CaM was nearly twice as abundant in the depressed rats.
When the researchers gave depressed rats antidepressant drugs, not only depressive symptoms of the animals improved significantly, but also the amounts of the protein in the LHB tissue dropped significantly.
To understand what level of the protein might be required in the LHb to cause depressive behavior, they injected variable levels of this protein into regular rats and mice using viral vectors and found LHb cell activity spiked in both animals.
After 10 days, the researchers tested the engineered animals' attentiveness to sugar, a substance typically of interest to rodents, and also put them in forced swim tests to see how willing they were to fight to stay afloat.
They found that animals with very high CaM levels showed less interest than their counterparts in the sugar, and exhibited less "fight" in the swim test -- both symptoms of depression.
Furthermore, depressive symptoms were reversed when the researchers reduced CaM expression using a technique called RNA interference.
"Our study shows that depression could be reversed via regulating a molecule's expression levels in a part of brain," Professor Hailan Hu at the Shanghai Institutes for Biological Sciences, who led the research team, told Xinhua. "Hence, it provides a new potential target for gene therapy of depression."

Fifty-six people were sentenced at Xiamen Intermediate People's Court on Thursday for their involvement in a large transnational telecom scam.
The court said all of the defendants were arrested in 2011 in Cambodia, and most of them were poorly educated young people from the Chinese mainland. Their handlers were from Taiwan.
The sentences ranged from 27 months to 12 years in prison, along with fines of 2,000 to 100,000 yuan ($327.00 to $16,300).
The gang would telephone people on the Chinese mainland and pretend to be court or police officials, the court said.
More than 180 victims from 10 provinces, including Fujian, Guangdong, Jiangsu and Sichuan, were cheated out of 15.56 million yuan.
Li Zhiyuan, deputy chief justice of Xiamen Intermediate People's Court, said the case shows a lack of public awareness of phone scams.
The scammers usually would identify themselves as judicial or police officials and tell victims they were involved in a money-laundering or other economic case, Li said.
They would say the victims' bank accounts had been compromised and advised them to transfer their money to designated "safe" accounts.
"But the country's judiciary wouldn't handle such a serious matter simply by making a phone call. It would have a written notification," Li said.
Li said the number of telecom scams had risen in Xiamen. In 2011, the court dealt with 30 such cases, but in 2012, there were 36. This year seems well on the way to at least repeat that number with the court handling 24 cases in the first six months.
"Many victims panicked, and they forgot to check the facts. They didn't quite understand the legal procedures, and they didn't dare ask someone for advice. Because of these factors, they fell into the trap," Li said.
Sun Jungong, spokesman of the Supreme People's Court, said at the news conference after the trial, "Such types of phone frauds are increasing and sometimes they are alluring."
Other tricks include telling victims they won a lottery or prize, and using scams involving online shopping.
Sun said people should be suspicious of calls that ask for cash or fund transfers, and should not give out their bank details or passwords.
Thursday's verdict closed only part of a case that involves 598 suspects, including 186 from the Chinese mainland, who were arrested across Southeast Asia.
Since 2011, police on the mainland have worked with police in Taiwan, as well as in Cambodia, Indonesia, Malaysia and Thailand to launch a joint investigation into the massive telecom scam.
Investigators found a Taiwan phone-fraud gang had set up a string of calling bases in Cambodia and recruited the defendants by offering free airline tickets, food, lodging and salaries since February 2011.
Wang Feng, an official at the criminal investigation bureau of the Ministry of Public Security, which handled the case, said the scammers went through formal training and were divided into three groups to assume different roles when calling their victims.
Some other divisions of the gang were responsible for network maintenance and money transfers and laundering, Wang added.
Most of the gang's computer servers were outside the Chinese mainland, and the swindlers used disguised phone numbers that matched those of public security bureaus or courts when they called from overseas. That added to the difficulty of gathering solid evidence during the investigation, he said.

President Xi Jinping called for the nation's high-tech industries to embrace companies with advanced technologies and business management skills in a visit to Dalian, Liaoning province, on Thursday.
During a tour through the coastal city's high-tech industrial zone, Xi was given a demonstration of high-tech products, including a battery-powered vehicle and a robot that crawls.
He said the high-tech industrial zone should refuse companies who are incapable of producing advanced technologies.
Not all "vegetables" - in reference to companies - belong in the "basket" of high-tech industrial zones, Xi said.
The Dalian High-Tech Industrial Zone, covering an area of 153 square kilometers, was established in 1991 and houses about 4,700 companies engaged in software and information services development.
At one stop at an IT solutions and services company, Xi encouraged the workers to help advance Chinese society through technological innovation.
The nation's traditional methods of development are no longer sustainable and today's economic development must rely more on talent, Xi said.
At another stop, the president demonstrated a company's teleconferencing technology aimed to help hospitals across the country easily exchange information and treatment advice. Using a high-tech TV screen, Xi spoke with Xu Shuqiang, president of China-Japan Friendship Hospital in Beijing, which is linked with many hospitals nationwide.
"It's like adding wings to tigers to improve medical services through information technology. The system should be used effectively to provide better services to the people," Xi said.
He also visited the Dalian Commodity Exchange and encouraged the bourse's staff to explore methods to develop an exchange for futures trading.
Dalian Commodity Exchange, founded in 1993, is one of four futures exchanges in China and the only futures exchange in Northeast China, according to its website.
During his visit to a maker of hydrogenation reactors on Wednesday evening, Xi said that workers and technicians are the treasures of an enterprise. He called on managers to make greater efforts to retain talented employees. He said pay scales should climb in step with a company's increasing output.
Xi also visited Dalian Shipbuilding Industry Co Ltd as rain fell on Wednesday evening, taking photos with the company's workers. Realizing that none of the workers had umbrellas, Xi handed his umbrella to an official and stood in the rain to take photos with the workers, Xinhua News Agency reported.

An earthquake measuring 5.1 on the Richter scale that jolted the border of southwest China's Yunnan and Sichuan provinces on Wednesday morning has affected more than 52,000 residents of Yunnan, local authorities said on Thursday.
Some 126 aftershocks have been recorded, the largest measuring 4.4 on the Richter scale, according to a statement from the disaster relief headquarters of Diqing Tibetan Autonomous Prefecture, where Deqen County and Shangri-la County are located.
The quake hit the border area of Rongxian County in Sichuan and Deqen and Shangri-la counties in Yunnan at 4:44 a.m., according to the China Earthquake Networks Center.
The epicenter, with a depth of 9 km, was monitored at 28.2 degrees north latitude and 99.3 degrees east longitude, the center said.
No casualties have been reported, although the quake has destroyed dozens of houses, cut off road traffic and telecommunication in two counties, affecting 52,617 people, 5,000 of whom have been relocated, the statement from Diqing said.
As of 6 p.m. on Wednesday, more than 600 tents, 1,200 quilts and 18 tonnes of grain had been sent to the disaster areas, it added.

Over 2,500 orders have been made at Wang's online shop. She also provided about 20 kinds of handwriting styles for her clients to choose from.
Lin Hui, another online shop owner providing the same service, said he asks clients to send in their handwriting samples along with exercise books so he can find a ghostwriter who can match the handwriting.
However, many parents are opposed to the service. A woman in Hangzhou, surnamed Chen, said students will gain nothing but waste money by buying the service. She said she supervised her teenage daughter to finish her summer vacation homework.
Buying the service just helps students cheat and makes them form bad habits, she added.

Anti-dumping measures on an organic chemical imported from Japan, the Republic of Korea, Singapore and Taiwan will be extended for another five years starting from Friday, China's Ministry of Commerce (MOC) said Thursday.
The ministry first slapped five-year anti-dumping duties on Bisphenol-A (BPA) imports from the three countries and Taiwan region starting Aug. 30, 2007 after finding that the imports had damaged the interests of domestic industry players.
After the duties expired, the MOC launched a review of its anti-dumping measures on Aug. 30, 2012 at the request of domestic producers.
A ministry statement said the one-year review found that there is a possibility of further dumping and the Chinese domestic industry would be harmed if the duties were lifted.
The ministry will continue to impose the same anti-dumping duty rates set in previous notices issued in 2007 and 2009.

Eating pork floss for the first time doesn't feel like a meal. It feels like a rite of passage.
I remember the first time I saw "pork floss" (肉� ròusōng) printed on a menu. Being fairly fresh off the plane at the time, my palate was naïve, and I reacted like any newcomer to China might.
"Pork floss?" I scoffed. Clearly this was just a mistranslation and a repulsive one at that. No such food could possibly exist. After all, the idea behind restaurants is fairly straightforward: sell tasty things in exchange for money. Who in their right mind would ever hand over hard-earned cash for a product called "pork floss"? It doesn't exactly beg to be purchased.
But I did anyway.
For the sake of cultural immersion, I decided to forego the bacon and, with a quivering finger, indicated that I wanted the pork floss. The danbing (蛋饼) street vendor merely nodded his acknowledgement. No explanation was offered. No waivers were signed. I was doing this.
My taste buds were already cringing in anticipation.
The vendor assembled the ingredients with practiced care and finished with a flourish, squirting an inward spiraling ring of ketchup onto the fried, Taiwanese crepe. When he handed over the danbing, still steaming, I got a close-up look at a food that I had not known to exist only minutes before: the brown, cotton-candy-like substance that is pork floss.
I told myself, "If this is anything like tearing off a band-aid, I better just take a monster bite and swallow it down."
And I did. But not before chewing much more thoughtfully than expected.
The pork floss didn't bring the Hulk Hogan-style, flavor smack down that I had braced myself for. Far from actively disliking it, I found it perfectly edible � subtly sweet, delightfully salty and, yes, even a little porky. It dissolved on my tongue, but the sensation was transient, fleeting like a lost dream. You want to take another bite, but at the same time, you don't want to take another bite.
That, in a sense, is what defines pork floss.
Also known in English as meat floss, meat wool and pork sung (take your pick), pork floss hails from Fujian Province. The process of making it is best described as a metamorphosis, wherein a cheap cut of pork is transformed into something that has much more in common with a certain pink carnival food.
First, the pork is stewed in a sweet, soy sauce concoction to the point of extreme tenderness. The meat is then teased apart, strained and put in an oven to dry. Afterward, it is seasoned and dry-cooked in a wok while enduring further beating and mashing, no doubt in an attempt to pound out all memories of its past life as a solid piece of meat.
This brutal, final step can take as long as an hour according to this pork floss recipe (yes, you can make it yourself), but you'll be able to replenish the protein in those sore arm muscles soon enough. Try pork floss over plain rice or in a fried sandwich with cheese. If you find yourself unable to channel a Fujian chef, buy it by the jar and use it however you prefer.
But when taking that first bite, remember this: Just chew. Don't think.

General Electric Co said on Wednesday that it has formed a partnership with China XD Electric Ltd, a move that will give the United States-based conglomerate a foothold in China's vast electricity infrastructure market.
The deal was initially announced last May, and it has since gone through regulatory approvals in China.
Through a private placement, GE took 15 percent of the shares of XD Electric, one of China's largest manufacturers of electricity transmission and distribution equipment. Another component of the partnership includes the formation of a joint venture to offer Chinese customers GE's localized grid-automation equipment and services.
The deal will combine GE's grid-automation capabilities and global energy presence with XD Electric's comprehensive portfolio of high-voltage power equipment to provide total solutions for T&D customers.
The partnership will give GE access to equipment such as large transformers and breakers that transform and switch power within the grid, Zhang Xianguo, general manager in GE high-voltage equipment global product line, said.
The partnership will also provide a gateway for XD Electric to access the global market and expand its product portfolio, especially in grid-automation equipment and technology, Zhang said.
The partnership shows GE's ambition to expand the share of its profits derived from industrial businesses, while pursuing expansion in emerging markets such as China.
According to Zhang, much of the transmission and distribution growth is expected to continue to take place in China, which has invested heavily over the past decade in grid technology and infrastructure. China represents about one-quarter of the grid industry's $100 billion forecast global expansion.
The deal will help double sales of power transmission products and services in GE's digital energy business to $4 billion annually in the next decade, Bloomberg News reported.
Zhao Xi, an industry analyst with Hongyuan Securities Co Ltd, said the deal would give XD Electric an advantage in bids for grid work. Increasingly, State Grid Corp of China is seeking comprehensive solutions providers for high-voltage power equipment and grid-automation capability, Zhao said.

Huishan Dairy Holdings Co Ltd is set to launch an initial public offering in Hong Kong to raise about $1 billion, the Financial Times reported on Tuesday.
Headquartered in Shenyang, Liaoning province, Huishan hopes to launch pre-IPO marketing work on Monday. It will submit its application before the Hong Kong Stock Exchange's listing committee on Thursday.
Huishan is the largest producer of milk in northeastern China. It's a fully integrated dairy company that produces and markets a variety of products. Swiss group Hero bought a stake in Huishan in 2011 after their previous joint venture to make and market infant milk formula.
The company has an 110,000-strong dairy herd and about 1 million acres of grassland in Liaoning province. It aims to have 500,000 cows after the IPO.

China will work to achieve steady economic growth and focus on quality in the second half of the year by further expanding demand and accelerating restructuring and reforms, the head of the country's top economic planner said in a government report Wednesday.
The report came after the Political Bureau of the Communist Party of China (CPC) Central Committee decided Tuesday that the CPC will hold a key meeting in November to discuss major issues concerning overall and deepened reforms.
Improving the quality and efficiency of the country's economic growth will remain a "central task" in the second half of the year, and the country will maintain the consistency and stability of its macroeconomic policies, Xu Shaoshi, head of the National Development and Reform Commission (NDRC). said in a report submitted to the ongoing bimonthly session of the National People's Congress Standing Committee, the Xinhua News Agency reported Wednesday.
China is still in an important period of strategic development and "we have the confidence, conditions and capabilities to maintain healthy economic growth and achieve an updated version of China's economy," Xu was quoted as saying by Xinhua.
"More and more positive signs of economic growth have emerged recently with some research institutes starting to raise China's growth forecast for the year," said Zhuang Jian, an economist at the Asian Development Bank.
The latest positive data came on Tuesday when the National Bureau of Statistics said the profits of China's major industrial enterprises surged 11.6 percent year-on-year in July, quickening from the 6.3 percent rate seen in June.
"The key for economic policy will be balancing economic restructuring and development to achieve sustainable growth in the medium and long term. The emphasis is not new but is even more important at this critical time," Zhuang said.
Xu also admitted in the report Wednesday that China is still facing challenges in steadying its economic growth, citing weak recovery of the global economy, rising trade protectionism and operating difficulties for small and medium-sized firms, according to Xinhua.
A total of 15 countries and regions launched 39 investigations into Chinese exports in the first half of 2013, Xu said, noting that China will continue to encourage consumption by its more than 1.3 billion people to offset weak global demand.
"There are clear signs that China's economy is stabilizing but there are also factors that may pose downward pressure," Zhang Yongjun, a research fellow at the China Center for International Economic Exchanges, a Beijing-based government think tank, told the Global Times Wednesday.
On Tuesday, it was announced that the Third Plenary Session of the 18th CPC Central Committee will be held in November in Beijing to discuss deeper reforms.
The bureau said in Tuesday's statement that "there should never be an end" to development, reform and opening-up.
"There are profound expectations that further reforms and economic restructuring can ensure continuous economic growth. That's the right judgment and mindset," said Zhang.

The social media celebrity who has been detained in Beijing for hiring a prostitute is also allegedly involved in sex parties, the capital's public security bureau said Wednesday.
Xue Charles Bi-chuen, 60, a Sina Weibo celebrity widely known as Xue Manzi, was detained by police along with another 26 suspects at the Anhuili residential community in northern Beijing. The crackdown followed repeated tip-offs from residents since late August.
The famous Chinese-American angel investor was captured last Friday when he was soliciting a prostitute, a 22-year-old woman surnamed Zhang from Huaiyang, Henan Province.
Local police said on Wednesday that when they found Xue, he first said he was an American citizen and claimed he would call his lawyer to handle this.
Zhang, who is alleged of prostitution, came to Beijing in May this year. The woman said she started to provide Xue sexual services since the beginning of August and the man paid her 1,000 yuan ($163.4) every time.
Xue gave her a 500 yuan raise from her usual price on the day they were caught at Zhang's temporary residence.
The police also said that since May, Xue has procured at least 10 sex workers.
Sex workers could only identify Xue by seeing his face as he had never revealed his name or any other personal information.
According to sex workers involved in the case, Xue was quite famous among them as he bears distinct physical characteristics and frequently visited prostitutes.
Xue called one pimp, surnamed Ma, and asked her to introduce a girl to him the day before he was detained, but Ma refused, claiming Xue habitually delayed paying.
Xue was disgruntled and went to where Ma lived. Ma was ordered to find four girls then Xue had sex with three of them.
He also admitted that he has a problem with his addiction to soliciting prostitutes.
After the local police informed the US embassy in Beijing of Xue's detention, in accordance with relevant regulations, on Saturday, the embassy sent its consular officers to visit him on Monday afternoon.
"We are aware that a US citizen has been detained in Beijing, and the embassy will provide all appropriate consular assistance," Justin Higgins, acting spokesman of the US embassy, told the Global Times late Wednesday in an interview.
But he refused to make furtherdue to "considerations of privacy."
The case is still under investigation, local police said.
Xue Manzi, who currently has over 12 million Weibo followers, has advocated for critical illness insurance in China, initiated a campaign to track down trafficked children and called for transparent details on pollution in the country.
