Shanghai made big progress in presenting art and cultural opportunities and experiences to all its citizens in the past year, officials said at Sunday's city work session.


The first Shanghai Citizens Art Festival, which ran throughout 2013, offered around 49,000 interactive cultural and art events to local residents. The events attracted more than 29 million viewers.


The festival also showed acclaimed musical performances for free on giant LED screens in community plazas around the city, and presented free movies, lectures and exhibitions to local people. Untapped grassroots talent also was discovered through a series of competitions in photography, drama and singing.


According to Hu Jinjun, director of Shanghai Municipal Administration of Culture, Radio, Film and TV, this year's Shanghai Citizens Art Festival will be launched on March 23.


The festival will continue to present a wide range of public cultural events at the city's 203 community centers. Both locals and expats are invited to take part in contests in writing and speaking.


"We will also collaborate with well-known cultural brands in the city such as the Shanghai International Arts Festival and Shanghai International Film Festival to provide new creative programs," Hu said.
