Man found hanged in traffic bureau building

A man in Hunan province is believed to have committed suicide in a building of the local traffic management bureau after authorities accused him of running a motorcycle taxi business illegally and confiscated the vehicle he was riding, Beijing News reported.
Video from the Lanshan county traffic bureau showed Chen Zuoxiong entered the bureau building on July 12, which was a Saturday. Building cleaners found the 60-year-old hanging dead in an office two days later, the report said.
In a note Chen left, he said he had stopped the motorcycle he had borrowed near a bridge after taking his wife and daughter to a bus station, and the vehicle was taken from him by force by officials of the traffic management bureau.
"I am not able to pay the cost of the motorcycle back and I don't want to live anymore. I hope my relatives and the related government departments can redress justice for me," he wrote.
A witness said a man asked Chen to take him to Fuzhen and Chen refused at first but agreed after the man begged him again and again.
The passenger took the key of the motorcycle after Chen started the vehicle, and three other men in everyday clothing arrived at the scene after the passenger made a phone call.
The four and Chen quarreled before several law enforcement officers arrived, according to witnesses.
Although Chen assured the officers he did not use the motorcycle for illegal business, the officers drove the motorcycle away, the witnesses said.
