Stock markets show signs of recovery

After a two-week tumble, China stocks surged on Tuesday as a series of government measures bolstered investor confidence.
The CSI 300 Index, which monitors share prices of the largest companies listed in Shanghai and Shenzhen, jumped by 6.7 percent to 4,473.00 points, while the Shanghai Composite Index gained 5.6 percent to 4,277.22 points, the highest daily gain since 2009. The Chinese A-share market has fallen by about 20 percent from its peak in mid-June.
A series of measures to maintain market confidence have been introduced since Friday, including draft rules to allow pension funds to buy stocks, funds and equity-backed pension products.
That could channel more than 1.5 trillion yuan ($242 billion) into equity-backed investments, including about 15 billion yuan directly into the A-share market, Shanghai Securities News reported.
Pension funds may not be allowed to buy stocks before the end of this year, according to the draft rules, but investor confidence has been bolstered by the news, pushing up sentiments in the A-share market, researchers said.
"Although the pension funds may not help the A-share market in the short term, the draft measure, along with the recent cuts in the reserve requirement ratio and interest rates, show intentions to stabilize market incentives," a research report by Haitong Securities said.
The country's fund association said the falling prices presented valuable buying opportunities and it urged hedge fund managers to make rational investment decisions.
"Confidence is more important than gold," the Asset Management Association of China said on Tuesday. "Sunshine always follows rainy days," it added.
Brokerage firm Guotai Junan Securities said it would lower margin requirements for certain blue chips to lever-age investment values.
Leading asset managers echoed the sentiments to convince investors that the bull market was not yet over.
Managers of private equity funds also stated that they believe the market will continue to be bullish.
"From a mid-to long-term perspective, the foundations of the bull market have not been shaken. Instead, they have been consolidated amid corrections, and the market will be bullish in a more stable and lasting manner. We believe it is a rational decision and good timing for value investing," said Wang Yawei, president of Shenzhen Qianhe Capital Management.
Technology companies and brokerage stocks rallied on Tuesday, with an average rise of the sectors reaching about 8 percent.

The People's Liberation Army (PLA) began a series of air-ground combat drills in Gansu Province, northwest China, on Wednesday.
According to the PLA, seven live ammunition drills, dubbed "Gunpower 2015 Shandan" will be held in the Hexi Corridor, a green area between two large deserts, before middle September.
Air defense forces from the PLA's seven military area commands, electronic countermeasures and the army's aviation forces will take part, with active air defense armament on display, organizers said.
The "blue" force will, for the first time, use a system formed by fighters, including China-made J-10 and J-11, helicopters, jammers and ground radars, according to Maj. Gen. Fang Beiqun.
The "red" force will be equipped with electronic air-defence power to confront the rival's air strike, Fang said, adding that the simulated combat environment and conditions would be created by using drones to simulate cruise missiles, air-to-ground guided missiles and penetration aircraft.
"Situations will be randomly created in order to test commanders' ability to adjust to different circumstances. They will have to make quick judgements and decisions," said Comm. Zhao Lianyun, the drill's head director.
"No one knows what is coming," Zhao said.

To mark the 70th anniversary of the end of World War II, a photo exhibition depicting the combined war effort of China and Russia against fascist forces has opened in the Peoples' Friendship University of Russia in Moscow.
The treasured photos—140 in total—show the friendships forged between two peoples during the Second World War.
Valery Adapters, himself a veteran of the war, said his father was among Russian troops fighting the Japanese invasion in China.
"What our elder generation did passed down the friendship between Russia and China to us," he said.
The exhibition, which opened on Monday and runs to July 10, has attracted large numbers of students, some of whom say they have gained a new understanding of history.
"We can get access to history through the exhibition and learn how the Chinese and Russian people fought together against German and Japanese fascism," said a student.
The photo exhibition is part of a new series of cultural events, titled 'Experience China in Russia', that aims to promote understanding of China among Russian people.
Meanwhile, the two countries have made efforts to strengthen cooperation and mutual tourism.
On Monday, the opening ceremony for 'Bilateral Tourism Cooperation and Exchanges' was held in Xiangtan City, in central China's Hunan province. Officials from China's National Tourism Administration and Russia's Federal Agency for Tourism attended the ceremony.
The two countries have signed an agreement to develop so-called "red-tourism" routes, focusing on a shared communist heritage. This will entail planning of destinations and routes and cooperation on marketing.

Indonesia has emerged as a top vacation destination for Chinese this summer, along with Thailand's Phuket island and the Maldives archipelago.
Encouraged by growth in Chinese travelers to Indonesia, the government in Jakarta has recently relaxed its visa policy.
Since June 10, Chinese tourists can enter Indonesia through nine appointed locations, including the Soekarno Hatta International Airport in Jakarta, the Ngurah Rai International Airport in Bali and the Kuala Namu International Airport in Medan, by just getting their passports stamped on arrival. Officially, it is called the "free-visa" scheme.
The new policy also means Chinese tourists can save $35 on visa fees, which will likely make trips to Indonesia more alluring.
While such an arrangement allows Chinese visitors to stay up to 30 days for the purpose of traveling, those seeking extensions will need to get paid visas from that country's missions in Beijing, Shanghai, Guangzhou or Hong Kong, according to an official at the Indonesia embassy in Beijing.
Santo Darmosumarto, head of the embassy's information, social and cultural section, says the new policy is aimed at strengthening people-to-people contacts between the two countries.
Dai Yu, marketing director of Ctrip, a major Chinese online travel agency, says: "We've seen a nearly 50 percent growth over the previous month in the number of Chinese tourists to Bali since the policy was announced."
During his trip to China in March, Indonesian President Joko Widodo proposed that his country and China aim to increase two-way visits to a maximum of 10 million people in the next few years.
The Indonesian government has set their sights on greeting 2 million Chinese tourists by the end of this year, according to the official.
"The Indonesian government hopes that Indonesian nationals would also be given preferential treatment while visiting China," says Darmosumarto.
In 2013, the number of Chinese tourists who visited Indonesia stood around 807,000. Last year, it increased to 959,000, he adds.
Bali remains the most popular site among Chinese tourists.
In February, more than 92,200 Chinese tourists made trips to Bali, ranking first among overseas visitors, the Bali Times reported. Last year, the island witnessed more than 586,000 arrivals from China, an increase of 51 percent over 2013.
"Bali isn't just for sightseeing, but also for weddings, honeymoons, golf and many outdoor activities," says Fan Wenqing, a marketing executive at Garuda, Indonesia's national airliner.
Garuda offers three nonstop flights between Beijing and Bali, and four each week between Beijing and Jakarta. There are daily flights from Guangzhou, in Guangdong province, and Shanghai to Jakarta as well.
It takes from six to eight hours on a nonstop flight to reach Indonesia from China.
Indonesia is home to more than 17,000 islands. Tourists can tour Yogyakarta to see Prambanam and Borobudur, two historical and religious sites, and explore the local handicraft markets. The base of a volcano, Bandung, which is also known as the "Paris of Java", is ideal for adventure-seekers.
Many ecotourism destinations, such as Toba Lake in Sumatra, Tanjung Puting National Park in Kalimantan and Bunaken in Manado, are places the embassy official recommends for tourists. Indonesia boasts world-class surfing facilities along the shores of Sumatra down to Nusa Tenggara Islands.
Recently, Lombok, a sister island east of Bali has gotten so much attention from Chinese travelers that some travel agencies are offering twin packages for Bali and Lombok. The best time to visit Bali is from May to October, when it doesn't rain much and the weather is cool.
At press time, a weeklong package from Shanghai or Guangzhou to Bali was a little more than 3,000 yuan ($480) on Ctrip's website.
Chinese tourists have taken a shine to rafting in Ubud, sightseeing in Tanah Lot, and surfing and diving in Nusa Lembongan, says Dai.
Civet coffee, essential oil and woodcarvings are among the most popular products for Chinese tourists in Indonesia, she says.
Indonesian food is also something that visitors shouldn't miss. Local cuisines feature many spices, including peppers and cloves, and coconut pulp. Fried rice, "dirty duck" and roast suckling pig are recommended.

Anbang Insurance Group has agreed to buy Delta Lloyd Bank Belgium.
The signing ceremony on Monday was attended by Chinese Premier Li Keqiang and Belgian Prime Minister Charles Michel during his trip to the European Union country.
One of the largest insurance corporations in China, Anbang had already acquired a 100 percent stake in the renowned Belgium-based financial institution Fidea Assurances.
"The bilateral relations between China and Belgium are strong," a spokesperson for the Anbang Insurance Group said. "And the acquisition of Delta Lloyd Bank Belgium is not only a win-win situation but also a great starting point in the deepening relationship between the two countries."
Delta Lloyd is 260 years old, and provides asset management and other financial products to high-end corporate clients. The bank is also an important partner of Fidea Assurances.

Anbang Insurance Group has agreed to buy Delta Lloyd Bank Belgium.
The signing ceremony on Monday was attended by Chinese Premier Li Keqiang and Belgian Prime Minister Charles Michel during his trip to the European Union country.
One of the largest insurance corporations in China, Anbang had already acquired a 100 percent stake in the renowned Belgium-based financial institution Fidea Assurances.
"The bilateral relations between China and Belgium are strong," a spokesperson for the Anbang Insurance Group said. "And the acquisition of Delta Lloyd Bank Belgium is not only a win-win situation but also a great starting point in the deepening relationship between the two countries."
Delta Lloyd is 260 years old, and provides asset management and other financial products to high-end corporate clients. The bank is also an important partner of Fidea Assurances.
Anbang Insurance Group has total assets of more than 800 billion yuan ($128.9 billion).

China announced on Tuesday its first market for returned-cultural relics had opened at the Beijing Tianzhu Free Trade Zone.
Li Yanling, deputy head of the bonded zone, said the market would enjoy favorable customs clearance procedures and tax exemptions. It will hold regular auctions, exhibitions and trade fairs that will be open to international organizations.
The market will offer services such as identification and storage of cultural relics.
Beijing Gehua Cultural Development Group operates the relic market.
"At least 10 million Chinese cultural relics have been stolen and smuggled out of the country. A substantial amount cannot be returned through the official channels," said Wang Yudong, deputy general manager of the group.
The company has co-chaired auctions with international auction houses, such as Sotheby's, in the free trade zone since 2012. With the opening of the market, traded items can now enjoy more duty-free trading, storage and clearance policies to return to China.

Chinese authorities initiated a grade IV emergency response to torrential rain and floods in Sichuan Province on Tuesday.
The Ministry of Civil Affairs and the China National Commission for Disaster Reduction sent work teams to assist relief efforts in the southwest China province, where storms have brought floods and landslides since last week.
In Sichuan, two people were killed by landslides in Nanjiang County, which reported its worst floods since 1949. Another woman was killed by a landslide in Sichuan's Pengxi County.
Official figures show that the disaster has forced the relocation of 132,300 people across 44 townships with 23,000 houses being completely destroyed as of 9 a.m. on Tuesday.
A grade IV response, the lowest in the country's emergency response system, means a 24-hour alert, daily damage reports, and dispatching money and relief materials within 48 hours.
The provincial government plans to allocate 15 million yuan (2.45 million U.S. dollars) to provide daily living assistance for residents from disaster-hit areas.

China will pilot a trans-provincial traffic citation payment policy, allowing drivers to pay fines outside the provinces where the tickets are assigned.
The new rule will go into effect from July 1 in six of the country's provinces, including Shandong, Guizhou and Yunnan, the Ministry of Public Security announced on Tuesday.
Under the trial regulation, motorists who have tickets for traffic violations, can complete transactions through designated banks outside their provinces in person, online or by mobile phone.
According to China's current traffic safety rules, vehicle owners are required to pay fines through banks within their own province for traffic violations.

There was once a fisherman of Wu Ling 武陵 district who lost his way. He followed the course of a stream until, by chance, he came upon a grove of peach trees. It was a beautiful scene, and fallen peach petals even covered the ground. He thought it strange, continued forward, and found a small opening in the mountain in front of him.
He entered, and although it was narrow at the start, after a few steps it opened up wide. He saw good fields for farming, a beautiful pool, healthy crops, tranquil houses—everything was in good order. Men and women came and went through the land, going about their work. All were peaceful and comfortable. When they saw him however, they were startled and asked where he came from, and then invited him to their homes. When he questioned them in return, they said their ancestors had lived in the state of Qin, and wanting to avoid the chaos, they had led all their loved ones to this isolated place and never left. They had therefore become cut off from the outside world.
The fisherman stayed for several days, and when he came to leave, the villagers told him strictly to tell no one else of the isolated place. He then left and made a trail as he returned home. On his arrival, he went straight to the governor of the county, who sent parties to follow the trail and find this place again. Each one who went became lost and could not find it. Some devoted themselves to finding the way, but eventually died without success. After a long time, it was never mentioned again.
This story has been paraphrased from the renowned 陶渊明 Tao Yuanming's prose piece 'Notes on the Peach Blossom Spring' 《桃花源记》tao hua yuan ji, written in a time of political disunity in the Eastern Jin dynasty (317 � 420). Although it has been slightly reduced, the original stands at not much longer, yet in powerfully few words, the author managed to achieve a profound concept which resonates with almost every person's inner dreams.
The Beautiful Peach Land described is a fantasy, but written using a realistic and straightforward tone, leaving great impact. This form of utopia is an interesting one too—there is no God, no divine being, or magic powers etc. It is just a group of people who work together. It has been achieved purely through their own labor and harmony. There iss no coveted treasure or sparkling fairy world—it is just farmland. It is a fantasy, but one of the least fantastic we could perhaps think of. And yet one of the most striking . Somewhere, that is what we would all settle for.
Unsurprisingly, the text has had far reaching influence in many strands of culture. Particularly beautiful earthly locations claim to offer sights as lovely as those described in the text. Artists have tried to capture such beauty in their work. The phrase 世外桃源 shi wai tao yuan meaning 'The Peach Spring beyond this world' has become a popular expression meaning 'an unexpectedly wonderful place, off the beaten track'. It is seen as the predecessor to Tang poems describing similar imaginary peach lands of joy, and also to many other famous utopian creations. In particular, the name Shangri-La has become internationally associated with paradise and luxury after its depiction in a 1933 British novel, and with a little help from a few plushy modern hotels. However the Shangri-La location is thought to be associated with the concept of the Peach Land fantasy. Funnily enough, there is also an online animated game which has taken the text's name and inspiration to create a haven where people can play to their heart's content.
The fisherman found the Peach Land by chance, when he had lost his way and had forgotten all his other states of mind. Yet, as soon as he wanted to look for it, he was unable find it again, even after he looked for years and years. "I strongly support the idea of China contributing to the Juncker Investment plan," president of ChinaEU Luigi Gambardella told Xinhua in an interview ahead of Monday's 17th China-EU leaders' meeting in Brussels.
The Juncker Plan, which is a flagship investment plan proposed by European Commission President Jean-Claude Juncker, is supposed to unlock 315 billion euros (352 billion U.S. dollars) to finance projects aimed at rejuvenating the EU's economy.
ChinaEU is a business-led international association of European and Chinese information and communications technology (ICT) industrial leaders, financial institutions and high-profile government representatives, with its headquarters in Brussels and a representative office in Beijing.
It is aimed at intensifying cooperation, trade and investments in digital products and services and facilitating the formulation of ICT common standard.
Gambardella said China can do so in two different ways: First, by participating in the EFSI, the guarantee fund of the Juncker plan, and second, by investing in individual projects.
"In the first scenario, China would increase the capacity of the fund, allowing for an even greater amount of projects to be financed across Europe. China's contribution to the EFSI would be a governmental decision, with great political significance in boosting EU-China political partnership," he said.
"In the second scenario, Chinese commercial banks could decide to invest in individual projects presented by regions, cities, EU members states or private entities, based on the attractiveness of their business model," he said.
He noted that in both cases people are talking about pure capital injection into Europe. He suggested an even more ambitious partnership.
"I think that China is now in the position to support the Juncker plan also from a technological point of view, contributing with innovative solutions to the implementation of ambitious projects, such as smart cities, smart energy, fiber deployment, smart transportation, big data, cloud computing, etc.," he emphasized.
Gambardella also saw an important role that Europe can play in China's "One Belt, One Road" initiative.
"Europe, on the other side, is an important factor for the success of the 'One Belt, One Road' initiative, which is built on common consensus among interested parties," he said.
He added that the initiative will not be a success without the acknowledgement of European states and the active involvement of the European industry in the implementation of projects along the road.
Regarding EU-China cooperation level, he commented that the EU and China are strategic partners and their economic relationship has developed to a point where it is difficult to talk and think about one economy without the other.
He also noted that China is Europe's second biggest trading partner, while Europe is China's most important trading partner. Nevertheless, there is still a huge potential for increasing mutual investments.

He emphasized that EU-China cooperation should focus on the future and enhance digitalization cooperation. "Digitalization is what will lead the economic transformation of both China and Europe in the years to come," he told Xinhua.
The concrete areas for cooperation includes Smart Cities, Smart Transportation and Smart Energy, E-commerce, Online Services, Cloud Computing and Big Data, Joint research and development of the next generation of mobile communication networks (5G), he underlined.
"Smart sensors to measure and reduce energy consumption, big data analysis to monitor and control traffic in densely populated urban areas, faster Internet connection to allow for the development of e-commerce, online content sharing, e-health solutions, automated transportation, and so on," he named a few areas for example.

"I strongly support the idea of China contributing to the Juncker Investment plan," president of ChinaEU Luigi Gambardella told Xinhua in an interview ahead of Monday's 17th China-EU leaders' meeting in Brussels.
The Juncker Plan, which is a flagship investment plan proposed by European Commission President Jean-Claude Juncker, is supposed to unlock 315 billion euros (352 billion U.S. dollars) to finance projects aimed at rejuvenating the EU's economy.
ChinaEU is a business-led international association of European and Chinese information and communications technology (ICT) industrial leaders, financial institutions and high-profile government representatives, with its headquarters in Brussels and a representative office in Beijing.
It is aimed at intensifying cooperation, trade and investments in digital products and services and facilitating the formulation of ICT common standard.
Gambardella said China can do so in two different ways: First, by participating in the EFSI, the guarantee fund of the Juncker plan, and second, by investing in individual projects.
"In the first scenario, China would increase the capacity of the fund, allowing for an even greater amount of projects to be financed across Europe. China's contribution to the EFSI would be a governmental decision, with great political significance in boosting EU-China political partnership," he said.
"In the second scenario, Chinese commercial banks could decide to invest in individual projects presented by regions, cities, EU members states or private entities, based on the attractiveness of their business model," he said.
He noted that in both cases people are talking about pure capital injection into Europe. He suggested an even more ambitious partnership.
"I think that China is now in the position to support the Juncker plan also from a technological point of view, contributing with innovative solutions to the implementation of ambitious projects, such as smart cities, smart energy, fiber deployment, smart transportation, big data, cloud computing, etc.," he emphasized.
Gambardella also saw an important role that Europe can play in China's "One Belt, One Road" initiative.
"Europe, on the other side, is an important factor for the success of the 'One Belt, One Road' initiative, which is built on common consensus among interested parties," he said.
He added that the initiative will not be a success without the acknowledgement of European states and the active involvement of the European industry in the implementation of projects along the road.
Regarding EU-China cooperation level, he commented that the EU and China are strategic partners and their economic relationship has developed to a point where it is difficult to talk and think about one economy without the other.
He also noted that China is Europe's second biggest trading partner, while Europe is China's most important trading partner. Nevertheless, there is still a huge potential for increasing mutual investments.

Cruzeiro have admitted they will not be able to compete with an offer from China's Guangzhou Evergrande for Brazil international forward Robinho.
Robinho is a free agent after rescinding his contract with AC Milan in May.
The 31-year-old has spent the past year on loan at Santos, who are also said to be in the running for his signature.
In an interview with Radio Globo on Monday, Cruzeiro football manager Valdir Barbosa said Guangzhou Evergrande coach Luiz Felipe Scolari had made overtures for the Brazil international.
"We know that the situation is complicated," Barbosa said. "We know that Robinho has a proposal from the Chinese club where [Scolari] is coaching.
"If they make an official offer - and we know that this week there will be a decision - we can't compete with the money they would be willing to offer."
Robinho returned to Brazil with the national team on Sunday after their Copa America quarterfinal defeat to Paraguay on penalties.
The former Real Madrid and Manchester City man has also been linked with a move to US Major League Soccer.

Tobacco advertising is still visible in nearly half of all tobacco stores just two months before a new law takes effect that bans such advertising in public places.
The situation points to the challenge that could await enforcement of a comprehensive tobacco ad prohibition in China, where the number of smokers exceeds 300 million, the most of any country in the world.
Tobacco advertisements were found at more than 45 percent of tobacco sale points, according to a survey released recently by the Chinese Association on Tobacco Control.
The survey, organized by the association and conducted earlier this month, covered 507 tobacco sales points, including convenience stores and tobacco shops in supermarkets, in five areas in China, including Shanghai, Beijing and Henan province.
Posters and product showcasing are two of the major types of ads, the survey found.
Of the tobacco sales points surveyed, only eight sold cigarettes exclusively. The others sold other products, such as wine, food, tea and beverages.
The survey also queried tobacco store shoppers. Of the 6,595 shoppers surveyed, 64.2 percent bought non-tobacco products. About 23 percent of stores were frequented by teenagers, the survey found.
Detailed regulations
"The result shows tobacco sales points also serve nonsmokers, and advertising should be eliminated in such public places," said Xu Guihua, deputy president of the association. "The tobacco industry is still relying on sales points as an important platform of tobacco advertisement and promotion."
The Advertisement Law, which was adopted in April by the National People's Congress, China's top legislature, bans tobacco advertisement on all mass media and in public places and outdoor places as of Sept 1.
The NPC is currently working on more detailed regulations for effective implementation of the law, but some in the tobacco industry have recommended exemption of tobacco sale points, said Yang Gonghuan, former deputy director of the Chinese Center for Disease Control and Prevention.
However, Angela Pratt, head of the Tobacco Free Initiative at the World Health Organization's China office, said classifying tobacco sale points as nonpublic places "defies common sense".
The WHO Framework Convention on Tobacco Control, which China ratified in 2005, states that advertising or display of tobacco products at tobacco sale points are not allowed, she said.
Ying Songnian, a law professor at China University of Political Science and Law, said existing domestic and international laws have clear definition of public places. Any exemption allowing tobacco sales points ads should be clearly stated in the Advertisement Law, he said.
The National Health and Family Planning Commission said more than 700 million people are exposed to tobacco in China and more than 1 million people die each year due to diseases related to smoking.
Huang Jiefu, director of the Chinese Association on Tobacco Control and a former vice-health minister, said tobacco control is an arduous task. China's monopoly tobacco industry has long been one of the most important sources of tax revenue for the government.
"It is a duel between those who consider the health of the millions of people as the priority and those who get interests from the powerful tobacco industry," he said.

Chinese Premier Li Keqiang's ongoing Europe tour is of great significance as both the European Union (EU) and China have shared a strong will to further advance bilateral ties, former French Prime Minister Dominique de Villepin said.[Special coverage]
"The China-EU relationship is a strategic partnership which is important politically, because China ... plays an important role in the (UN) Security Council and is a key player in the world," de Villepin told Xinhua in an interview Sunday.
China can help Europe solve difficult issues like the Ukraine crisis, he said.
On EU-China economic ties, he said the relationship is important and there is "a lot of complementarity" between French companies and the Chinese economy.
As for people-to-people and cultural exchanges, de Villepin said the EU and China are very active in this field.
"We exchange a very great vitality, a lot of cooperation, a lot of interest from both sides, with a tourism that is growing both in terms of the number of Chinese who come to France and French who come to China," he said.
De Villepin, who "feels an interest in Chinese policy on economic development and has a great fascination for Chinese culture and civilization," has visited China regularly since he stepped down as prime minister.
He said the France-China ties are "very comprehensive" and have contributed to strengthening relations between the EU and the Asian giant.
"We are able to put aside a number of issues that could tarnish our relationship ... The close cooperation between France and China regarding world affairs is effective and will continue to intensify," he said.
Meanwhile, de Villepin called on the two countries to strengthen cooperation between their small and medium-sized enterprises (SMEs).
"Big companies naturally work together. We must manage to establish more confidence and eliminate a number of barriers in our economies, so that the context of trade can be facilitated and there're more exchanges in SMEs," he said.
He also expressed his view on the "Belt and Road" initiative, a reference to the Silk Road Economic Belt and the 21st Century Maritime Silk Road proposed by Chinese President Xi Jinping.
"I think this is a very important initiative ... based on a real project, a real vision," de Villepin said, adding that the "multi-dimensional" initiative will be conducive to the stability of the Eurasian region in the face of challenges such as terrorism.
"It will also play an important role in stimulating growth in this region .. where many countries have not yet fully developed their resources," he said.
"Multiplying infrastructure, and offering these people new opportunities in building railways, ports and roads, we offer a large number of economies new opportunities for growth," he explained.
In addition, de Villepin said, the initiative has helped create a number of important financial institutions at a multilateral level, including the Asian Infrastructure Investment Bank and the Silk Road Fund.

China's sustainable energy competitiveness was ranked first among 21 major countries, overtaking the United States and European countries, said a report published Sunday.
The report, issued by Zhejiang University Environment and Energy Policy Center and published at the Eco Forum Global in Guiyang, Guizhou Province, southwest China, evaluated 19 of the G20 members, excluding the European Union, as well as Denmark and Spain, which are leading players in sustainable energy.
China scored high in sustainable energy resources, investment, labor force, market size, policy support, industrial development and competitiveness of its firms. However, it has a notable weakness in technological development and less incentive than developed countries to replace fossil fuels with sustainable energy, according to the report. The forum ended on Sunday.
Sustainable energy refers to wind power, solar power, hydropower, biological and geothermal power. It does not include nuclear power that is not sustainable and tidal energy that is not commercialized on a large scale.
According to the report, assessed by ten indicators, China scored slightly higher than the United States while Germany was ranked third. Indonesia was last.
Guo Sujian, director of the center and leading scientist of the research program, told Xinhua that China had obvious advantages in market size, government support, investment and the number of competitive companies.
In terms of sustainable energy resources, China was among the most resourceful countries together with the U.S., Canada, Australia, Brazil and Russia, while smaller nations, such as Denmark and Japan did not score high in this regard.
In terms of investment, China invested 219.2 billion U.S. dollars in the sector from 2010 to 2013, much higher than 64.9 billion dollars by the U.S.
There are 2.6 million people working in the sustainable energy sector in China, more than a third of the world total.
In terms of market size, China's installed capacity of sustainable energy is about 1,200 gigawatts (GW) while the U.S., the second, has 111 GW less.
The country also had 163 companies listed in the world's top 500 new energy firms, much more than the U.S., which has between 80 and 90.
However, technological development of sustainable energy in China is not as advanced as other nations, Guo said.
The report cited the Global Cleantech Innovation Index provided by Cleantech Group, which put the U.S. in first place and China in ninth.
Despite a large number of Chinese companies in the top 500 list, they reported much lower revenue and returns than U.S., German and Japanese firms, Guo said.
Also, compared with European countries, China is less motivated since its per capita carbon emissions are low, the report said.
To further sharpen competitiveness in this sector, the report suggested that the government shift the focus of policy support, from investment to consumption of sustainable energy.
The installed capacity of wind power accounted for 7 percent of China's power generation but these facilities only produced 2.8 percent of the total electricity.
"Preferential policies of financing, tax and pricing should go to power grid firms and consumers who buy sustainable energy," Guo said.
To tackle the technological weakness, investment and policy support should go to research and development, especially creative private companies, he said.

A homeless man is fast becoming an internet sensation with his video blog of life on the streets of Moscow, it's reported.

Yevgeny Yakut moved to the Russian capital in search of a better life, but soon found himself one of the many homeless people in a city known for its housing shortage and high cost of living. A young passer-by got chatting to him about the idea, and agreed to be Mr Yakut's cameraman, using a smartphone to record his friend's wittily stoic accounts of the daily struggle to "find food, a place to sleep, and keep out of the way of the police".

The New Zealand government on Monday praised the new Asian Infrastructure Investment Bank as it officially signed up to the China-led initiative.
Finance Minister Bill English, who attended the ceremony in Beijing, said the bank would address a gap in new infrastructure across Asia.
"New Zealand actively participated early in the negotiations. Our aim was to push for a well-run, transparent and broad-based multilateral institution. The 50 countries who signed today is testament to the final result," English said in a statement from his office.
"We have strong economic, trade and investment links with Asia. Raising the economic potential across the region is very much in the interests of all New Zealanders."
The bank was expected to begin operations before the end of the year.
Alongside counterparts from Switzerland and the Republic of Korea, English was one of three ministers invited to address the meeting of ministers of finance and Chinese President Xi Jinping at the signing ceremony.

The New Zealand government on Monday praised the new Asian Infrastructure Investment Bank as it officially signed up to the China-led initiative.

China is seriously concerned over the incumbent Philippino government's ballyhooing the South China Sea issue, whipping up contradictory feelings between the people of the two countries, Foreign Ministry Spokesperson Hua Chunying said Monday.
China has noticed a documentary about the South China Sea and related reports in the Philippines, Hua said in a press release.
The Philippino foreign ministry, presidential press office and press bureau jointly made a three-episode documentary film in the official Tagalog language, in which it accused China of nibbling Philippino territories and pillaging resources that should belong to the Philippines.
Spokespersons of the Philippino foreign ministry, defense department and armed forces all said the film aimed to raise the public's awareness of the importance of the territories in the South China Sea and to unite forces of the whole country behind the government on resolving the disputes.
China expressed strong dissatisfaction over the Philippino documentary film's unreasonable and unfounded accusations by ignoring facts and calling white black, Hua said.
"The Chinese side also expresses serious concern over the practice of the incumbent Philippino government in making a fanfare about the South China Sea issue and instigating feelings of contradiction between the Chinese and Philippino people," Hua said.
She pointed out that the Philippino side attempted to win sympathy and create a false "victim" image of itself by means of misleading and lying. But she said history cannot be overwritten and facts cannot be fabricated.
"It is merely the Philippines' expansionist policy and blatant infringement on China's sovereignty and interests that has given rise to the China-Philippines disputes over the South China Sea," Hua said.
She pointed out that the islands in the South China Seas belong to China. She said China was the first one to discover, name and develop these islands. It was also the first country to conduct sovereign jurisdiction on these islands and has remained so since then, Hua said.
"This is proven by adequate historical and legal evidence," Hua said.
She said Japan occupied the islands in South China Sea during its war of aggression against China. The Cairo Declaration and the Potsdam Proclamation, on which the post-war international order is founded,demanded Japan return the territories it stole from China. After World War II, the Chinese government took back the islands in the South China Sea.
"The root of the China-Philippines dispute on the South China Sea lies in the illegal territorial claim that the Philippino side raised on part of China's Nansha Islands and its occupation of some of the islands," Hua said.
She pointed out that the legal documents determining the territorial scope of the Philippines, including the Paris Treaty and Washington Treaty signed between the United States and Spain in 1898 and 1900, and the Treaty between the United States and Britain signed in 1930, have all excluded China's Nansha Islands and Huangyan Island from Philippino territories. She said in a long period of time after, the internal laws of the Philippines, including the constitution, have repeatedly reaffirmed the stipulations on Philippino territories that the above mentioned treaties have made, Hua said.
She said after the end of the World War II, especially after the beginning of the Cold War, the Philippines began to covet China's Nansha Islands. Since the 1970s, the Philippines has used force to occupy eight of China's Nansha Islands one by one, including Mahuan Island, Feixin Island, Zhongye Island, Beizi Island, Nanyao Island, Xiyue Island, Shuanghuang Shoal and Siling Reef.
Hua said over the long years, the Philippines has conducted a great number of construction and arms deployments on the stolen islands, continuously built and upgraded airports, docks, barracks, elevated houses, schools and other facilities.
"China has always firmly opposed the illegal occupation by the Philippino side and repeatedly and sternly demanded they withdraw all personnel and facilities from the islands of China," Hua said.

The National Development and Reform Commission (NDRC), the country's top economic planner, dispatched groups of officials to local governments this month to check on the progress of major investment projects, Beijing-based newspaper China Times reported Saturday.
The NDRC has approved projects worth around 700 billion yuan ($112.77 billion) in the past two months, the report said, citing a research fellow at an institute under the NDRC.
Investment has been a major driver for the economy, but currently the growth in fixed-assets investment has seen declines for 10 consecutive months as of May.
