ARATS demands release of mainland fishermen in custody in Taiwan

The mainland's Association for Relations Across the Taiwan Straits (ARATS) demanded the speedy release of 41 fishermen held in custody by Taiwan, according to a mainland spokesman on Wednesday.
An Fengshan, of the State Council's Taiwan Affairs Office, said at a regular press conference that ARATS immediately activated its emergency communication system with the Taiwan-based Straits Exchange Foundation (SEF) upon learning that 41 mainland fishermen were taken into custody while fishing in Dongsha.
ARATS demanded that the incident be handled properly to ensure the safety of fishermen and their property.

Asian Development Bank (ADB) suggested that Nepal should grab the opportunities from neighbor China to achieve the targeted economic growth rate for the next two years.
Launching Asian Development Outlook 2016 here on Wednesday, ADB said Asia's leading economy China's structural change in imports can create immense opportunities for the border-sharing Nepal.
"China's structural change is a golden chance for Nepal. Thus, it's perfect time to attract direct foreign investment from the northern neighbor to strengthen economy," Kenichi Yokoyama, ADB Country Director for Nepal, said while addressing the program.
ADB has projected a 1.5-percent economic growth rate of the quake ravaged Nepal for the fiscal year 2016 after a 3-percent growth last year.
ADP projected a slow growth pace for this year in regard to slow post-earthquake reconstruction, trade and transit disruption followed by months-long economic blockade and unfavorable monsoon creating troubles in agriculture sector.
However, the growth rate is expected to pick up to 4.8 percent in 2017 through stabilization of political climate, acceleration of reconstruction and normal monsoon favoring agricultural growth.
ADB is of view that there is an urgent need to accelerate reconstruction and implementation of development programs to prevent a further slowdown in economic growth.
The economic growth of Himalayan country is possible only through the speedy reconstruction drive and focusing on sectors of energy, tourism and agriculture, the bank said.
Nepal witnessed an inflation rate of 7.2 percent in 2015 whereas it was significantly higher in January this year, standing at 12.1 percent.

(ECNS) -- Demographers have questioned if Gansu province's proposed subsidy to a rural couple who gave up having a second child is consistent with the national family policy.
China has abolished its decades-long one-child policy, allowing all couples to have two children as the country faces an aging society, low fertility rate and a shortage of labor.
But a modified population and family planning policy in Northwest China's Gansu, one of the country's least developed regions, said rural couples who meet qualifications to have two children but decide to give up their choice would receive a one-off reward of 1,000 yuan ($150).
Huang Wenzheng, an expert in population studies, said the province's policy stimulus goes against the national policy aimed to promote sustainable growth and affects implementation of the two-child policy.
It's an example of the wrong, entrenched opinion that it is better to have fewer people, Huang added.
Gansu had more than 3.65 million people at or above 65 years old in 2015, accounting for 13.69 percent of the province's total population. It also has a low fertility rate of 1.28 births per woman, far lower than the replacement fertility rate of 2.1 births.
Gansu is not alone in encouraging families to have only one child. Yanta district in Xi'an, capital of Northwest China's Shaanxi province, distributed 240,000 yuan to 198 women who gave up on having a second child before August 2014.
Demographer He Yafa said the regional government's population policy is sending the wrong signal and hinders the nation's goal of balanced population growth over the long term.

Various achievements made during the peaceful development of cross-Strait relations would suffer if the political basis of the 1992 Consensus were undermined, a mainland spokesperson said Wednesday.
"The 1992 Consensus is the political basis for the peaceful development of relations across the Taiwan Strait," said An Fengshan of the State Council's Taiwan Affairs Office at a press conference.
Only by accepting the historical fact of the 1992 Consensus and recognizing its core implication that both sides belong to one China can the peaceful and stable development of cross-Strait ties be maintained, he said.
An made the remarks when he was asked to comment on the unclear stance on the 1992 Consensus by Taiwan's incoming leader Tsai Ing-wen.
The mainland's Taiwan affairs chief Zhang Zhijun has made it clear during a recent interview with Taiwan reporters that the mainland's adherence to the 1992 Consensus is "both our principle and a gesture of goodwill," An said.
Holding what kind of stance on the 1992 consensus and how to define the nature of cross-Strait ties are the touchstones and criteria for a genuine gesture of goodwill, An added.
"Only by clarifying the nature of cross-Strait ties can one see clearly the future of cross-Strait ties," An said.
The spokesperson noted, however, no matter what a political party or group in Taiwan had advocated before, as long as it accepts the historical fact of the 1992 Consensus and recognizes its core implication, the mainland is willing to conduct exchanges with it.
Responding to a request to comment on the election of Hung Hsiu-chu as the chairperson of Kuomintang (KMT), An said he hoped the Communist Party of China (CPC) and KMT can continue to promote the peaceful development of cross-Strait relations on the basis of the 1992 Consensus.
The CPC and KMT would continue to enhance communication and boost interaction via this platform, An said.

Chinese Vice Premier Liu Yandong on Saturday asked for further cultural cooperation between her country and Egypt.
Liu attended a forum of Chinese and Egyptian university chiefs in Cairo and hailed the event as a chance for further bilateral cultural cooperation.
"This conference is considered as a new platform to boost cooperation between the two countries in the field of education and to enhance the Chinese-Egyptian friendship," Liu told the forum.
She noted that this year marks the 60th anniversary of the establishment of diplomatic relations between China and Egypt.
"China and Egypt should make full use of the unique cultural interaction between the two states and strengthen the friendship of their two peoples," Liu said, urging both sides to take further steps to push forward the initiative of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road.
Proposed by Chinese President Xi Jinping in 2013, the main idea of the initiative is to revive ancient trade routes to link China with over 60 countries in Asia, Africa and Europe through the Belt and Road Initiative.
Liu urged the two sides to deepen practical cooperation in the fields of education, science and technology, culture, health and tourism.
The Chinese vice premier expressed the hope that the China-Egypt cultural interaction can be the "locomotive" for further Chinese-Arab and Chinese-African cultural exchanges.
She also called for Chinese and Egyptian universities to deepen cooperation.

Frustrated writers or writers-to-be might find it encouraging that JK Rowling has also been rejected, more than once. In her Twitter post Friday, the Harry Potter author shared rejection letters in which publishing executives suggested she go on a writing course and gave an almost step-by-step novelist guide.
The best-selling author, under the pseudonym of Robert Galbraith, was pitching her first novel, The Cuckoo's Calling. The two rejection letters came from Constable and Robinson, and Creme de la Creme publishers.

Twitter user Joshua Cunningham asked under the post that "were any of them the same people that turned down Harry? Did any of them make the same mistake twice?"

Frustrated writers or writers-to-be might find it encouraging that JK Rowling has also been rejected, more than once. In her Twitter post Friday, the Harry Potter author shared rejection letters in which publishing executives suggested she go on a writing course and gave an almost step-by-step novelist guide.
The best-selling author, under the pseudonym of Robert Galbraith, was pitching her first novel, The Cuckoo's Calling. The two rejection letters came from Constable and Robinson, and Creme de la Creme publishers.

Nuclear energy cooperation between the United States and China has yielded tremendous benefits for both countries and can contribute to trust in the larger bilateral relationship, a U.S. nuclear energy expert told Xinhua.
The United States and China could further enhance cooperation on nuclear energy as there are vast commercial opportunities for both countries and the world, Daniel Lipman, vice president of Washington-based Nuclear Energy Institute (NEI), said in an interview ahead of the Nuclear Security Summit to be held in Washington from March 31 to April 1.
Bilateral nuclear energy cooperation "requires a strong foundation of mutual respect and trust that shared technologies will be used only for peaceful purposes," Lipman said, adding that it is "not something the United States enters into lightly."
Through extensive person-to-person and institutional contacts, commercial nuclear trade can also share best practices on nuclear safety, security and nonproliferation, the expert said.
In 2015, a new agreement formalizing civil nuclear cooperation between China and the United States entered into force. The U.S. nuclear energy industry, led by the NEI, played an instrumental role in securing congressional approval for the new deal.
The agreement is "critical for American nuclear suppliers and U.S. foreign policy priorities," said an NEI report before the pact was approved. "Nuclear cooperation with China advances economic interests, safety culture and climate goals."
Besides nuclear energy cooperation, China and the United States also share an interest in nuclear non-proliferation.
Earlier this month, the two countries agreed to broaden an established program on combating illicit movements and smuggling of nuclear materials.
"In the past few decades, China has made huge strides in nonproliferation and the U.S. nuclear energy industry certainly hopes that China will continue this progress," Lipman said.
"From an industry perspective, we are counting on China's leadership in this area," he said, adding that U.S. laws and international norms permit nuclear commerce only on the basis of successful cooperation in nuclear security and nonproliferation.
China adopts a "rational, coordinated and balanced" approach to nuclear security. In January, the Chinese government issued a nuclear white paper, assuring the world that China has "the most advanced technology and most stringent standards" to ensure safe and efficient development of nuclear power.
"China's decision to develop nuclear energy looks wiser than ever," Lipman said, "In certain ways, China offers a model for other countries around the world."
By deploying advanced nuclear power plants safely, on schedule and on budget, China can demonstrate that expanding nuclear energy is a practical option, said Lipman.
"As China gains experience in developing and safely operating nuclear power plants at home, it will play a larger role in the global nuclear energy supply chain," he added.

"The Chinese president's visit to Prague is a very exciting moment and I am very proud that my country is the first and the only country he is visiting in the Central and Eastern Europe," Czech antiquary Oldrich Hejtmanek told Xinhua in downtown Prague ahead of President Xi Jinping's arrival for a three-day state visit.
The visit, starting from Monday, will be the first state visit by a Chinese president since the two countries established diplomatic ties 67 years ago.
As Xi's visit draws near, more and more Chinese elements can be seen in Prague. Chinese and Czech national flags are fluttering along the main streets near the Prague Castle, the seat of the President's Office.
Standing above a traffic roundabout by the Vltava River is a huge billboard with a slogan in both Chinese and Czech: "Welcome to the Czech Republic."
The Pravo, a major daily newspaper, carried a signed article by Xi on front page.
In the article titled "Time to Renew and Energize China-Czech Ties," Xi hailed the "picturesque landscape, rich cultural heritage and talented people" of the country, and recalled his previous visit to the country in the 1990s during which he was "deeply impressed by the hard work and ingenuity of the Czech people, dynamic economic and social progress and the Bohemian culture nourished by the Vltava River."
Calling it "an opportune time for the development of China-Czech relations," Xi suggests that the two countries should enhance political mutual trust and economic cooperation, better align development strategies, encourage people-to-people and cultural exchanges, step up regional cooperation and China-EU relations.
"It is rather an exceptional move that President Xi opted to access majority of the Czechs through the personal article in media," said Milan Tomanek, group head of public relations of Home Credit International, an international consumer finance provider based in the Czech Republic with China as one of its biggest markets.
"I think it is just evidence that the Czech-China ties come to a strategic level which promotes strategic partnership," said Tomanek, whose company has been in China for more than eight years with over 32,000 employees.
For many years in a row, China has been the Czech Republic's largest trading partner outside the European Union and the Czech Republic China's second-largest trading partner in Central and Eastern Europe.
In 2015, bilateral trade was 11 billion U.S. dollars. Bilateral cooperation in nuclear power, finance, aviation, science and technology and agriculture made progress and mutual investment also flourished.
"The visit by President Xi to our homeland sets up an important milestone which makes us proud of being the ones paving the way for mutually beneficial investments," said Tomanek.
He said he believes bilateral ties will further develop within the important win-win framework of the Belt and Road Initiative, which was proposed by Xi in 2013 with an aim to build a trade and infrastructure network connecting Asia with Europe and Africa.
At the end of 2015, the Chinese and Czech governments signed an MoU on jointly promoting the Belt and Road Initiative, which created wider prospects for bilateral exchanges and cooperation in all fields.
For local resident Alena Steinfelderova, whether enhanced bilateral ties can bring benefits to people is what most locals really care about.
"I think many people are expecting that the Chinese president's visit can bring more investment and create more job opportunities," Steinfelderova told Xinhua. "In this sense, I believe strengthening Czech-China relationship is a good thing."
Besides the growing economic cooperation, people-to-people and cultural exchanges between China and the Czech Republic have been flourishing in recent years.
The Czech Republic is an attractive destination for Chinese tourists, who made a record number of more than 300,000 visits here in 2015. Chinese Hainan Airlines opened direct flights between Beijing and Prague in September 2015, the first non-stop service between the two countries.
In a traditional Czech restaurant near the Prague Castle, a waiter jubilantly greeted Xinhua in Chinese and proudly showed different martial arts actions he learned from Chinese movies.
"I like Chinese culture and kung fu, especially the Shaolin Temple," said the waiter who identified himself as Ivan.
He told Xinhua that he knew the Chinese president is coming. "People are talking about the visit these days. Hope his visit will help bring more Chinese tourists here," said Ivan.
Calling people-to-people and cultural exchanges between the two countries "the best way to keep the relationship close," Hejtmanek, the antiquary, believes the relations between China and the Czech Republic could be better as the Czech Republic is one of the first countries to recognize the People's Republic of China.
Hejtmanek's gallery has a collection of over 1,000 Chinese works. He told Xinhua that his clients used to be mostly from China but now the situation is changing.
"More local people have begun to understand and appreciate the Chinese arts. I want to show them, especially young people, how incredible the Chinese arts are," he said.
Hejtmanek said he "100 percent" believes President Xi's visit would be a new start for relations between China and the Czech Republic as well as the Central and Eastern European countries.
"This is the center of Europe. What is a better base than here? " he said.

Two major Chinese cities of Shanghai and Shenzhen on Friday issued a slew of policies to tame their property markets, including raising down payment requirements for second home buyers.
Under the new rules in Shanghai, which came into effect on Friday, those who already own a house must make at least a 50-percent down payment, instead of the previously required 40 percent, when applying for home loans. The minimum down payment rises to 70 percent if the home's size and price surpass the criteria for an ordinary house.
Non-local buyers must also prove they have paid income tax and social security premiums in the city for five consecutive years, up from two years under the previous requirement.
The city will ban developers and housing agencies from offering certain loan services to buyers. It also vowed a tougher clamp-down on house speculation and price-gouging.
The regulations are meant to curb surging prices in the city's property market resulting from "irrational emotions," speculation and illegal practices by some companies and agencies, said Gu Jinshan, a director with the city's housing and urban-rural development commission.
In Shenzhen, the municipal government issued similar policies late Friday night.
In a statement, it said those who buy the first home but have borrowed home mortgages over the past two years or already owns one home but have paid off mortgages must make at least a 40-percent down payment, instead of the previously required 30 percent, when applying for home loans.
Non-local buyers must have paid income tax and social security premiums for three consecutive years, up from one year under the previous requirement, it they wish to buy a house.

Two major Chinese cities of Shanghai and Shenzhen on Friday issued a slew of policies to tame their property markets, including raising down payment requirements for second home buyers.
Under the new rules in Shanghai, which came into effect on Friday, those who already own a house must make at least a 50-percent down payment, instead of the previously required 40 percent, when applying for home loans. The minimum down payment rises to 70 percent if the home's size and price surpass the criteria for an ordinary house.
Non-local buyers must also prove they have paid income tax and social security premiums in the city for five consecutive years, up from two years under the previous requirement.
The city will ban developers and housing agencies from offering certain loan services to buyers. It also vowed a tougher clamp-down on house speculation and price-gouging.
The regulations are meant to curb surging prices in the city's property market resulting from "irrational emotions," speculation and illegal practices by some companies and agencies, said Gu Jinshan, a director with the city's housing and urban-rural development commission.
In Shenzhen, the municipal government issued similar policies late Friday night.
In a statement, it said those who buy the first home but have borrowed home mortgages over the past two years or already owns one home but have paid off mortgages must make at least a 40-percent down payment, instead of the previously required 30 percent, when applying for home loans.
Non-local buyers must have paid income tax and social security premiums for three consecutive years, up from one year under the previous requirement, it they wish to buy a house.

Profits of China's major industrial firms rose 4.8 percent year on year in the first two months of 2016, reversing the downward trend of last year, official data showed Sunday.
Profits at industrial companies with annual revenues of more than 20 million yuan (about 3.1 million U.S. dollars) totaled 780.7 billion yuan in the Jan.-Feb. period, the National Bureau of Statistics (NBS) said.
The profits registered a 4.7 percent year-on-year fall in December and a 2.3 percent annual decrease in 2015.
He Ping, an official with the NBS Department of Industry, attributed the latest profit growth to increased sales and a milder decline in factory product prices.
In the first two months, revenues from the firms' primary business climbed 1 percent year on year, improving from a 0.6 percent drop in December 2015 and a 0.8 percent increase for last year.
In the Jan.-Feb. period, China's producer price index, which measures prices of goods at factory gate, slipped 5.1 percent year on year, narrowing from a drop of 5.9 percent in December and 5.2 percent for 2015.
Despite the recovery, part of the industrial profit growth was a result of the lower base in the same period of last year, He noted.
Industrial profits dipped 4.2 percent year on year in the Jan.-Feb. period of 2015, NBS data showed.
Compared with the same period of 2014, the Jan.-Feb. industrial profits of this year only inched up 0.4 percent, said He.

Deputy Chairman of the State Council of Oman Al Khattab bin Ghalib al-Hina'ei said here Saturday that Oman is ready to join in China's Belt and Road initiative while meeting with the Chinese NPC delegation.
At the invitation of Oman-China Friendship Association Arken Imirbaki, Arken Imirbaki, vice chairman of the Standing Committee of China's National People's Congress and President of China-Arab Friendship Association, ended a four-day friendly visit to Oman.
Arken Imirbaki held separate talks with Al Khattab bin Ghalib al-Hina'ei, Deputy Chairman of the State Council of Oman, Khalid bin Salim al-Sa'eedi, Secretary General of the State Council and Head of the Executive Committee of the Oman-China Friendship Association, and Saeed Saleh Saeed Al Kiyumi, Chairman of Oman Chamber of Commerce and Industry.
During the meeting, Arken Imirbaki said Oman is one of the oldest countries in the Gulf region, and is an important partner in China's Belt and Road initiative. China attaches importance to developing relations with Oman in various fields and would like to maintain exchanges, deepen mutually beneficial cooperation and push China-Oman friendly cooperative relations forward.
Al Khattab bin Ghalib al-Hina'ei welcomed the Chinese delegation, saying Oman and China enjoy traditional friendship and the relations between the two countries are developing smoothly in various fields.

Italian police arrested an Algerian man on suspicion of collusion with the deadly attacks in Paris and Brussels, Italian media reported on Saturday.
Djamal Eddine Ouali was arrested in Bellizzi, a town in the costal province Salerno in southern Italy, on suspicion of producing fake documents that might also be used by some extremists related to the attacks in Paris and Brussels, according to Italian news agency Ansa.
As Italian police revealed, Belgium authorities issued the European arrest warrant against Ouali, on the charge of participation in a criminal organization by making fake documents and abetment of irregular immigration.
According to investigators, the name of the man has appeared in October 2015 when authorities in Brussels seized near 1,000 of photos of fake identity documents.

The Islamic State issued two videos on Friday warning that the "nightmare" of the Brussels terror attacks "had only just begun", Belgian broadcaster RTBF reported on Saturday.
The videos were sent to Belgian newspaper Le Soir, showing two radical militants ordering western governments to withdraw their troops from Syria and Iraq, RTBF reported.
"Tell them to withdraw their planes and soldiers and you will live in peace," a speaker says in one of the videos.
"The nightmare has only just begun. What will come later will be even more appalling," the video continued.
"Remember my message a year ago when it was announced that we would attack Paris and Brussels. We have achieved that and we have other targets," the video added.

China's state-owned enterprises (SOEs) saw profit declines accelerate in the first two months of 2016 as they are hit by a slowing economy, official data showed Friday.
SOEs saw combined profits slump 14.2 percent year on year in the Jan.-Feb. period to 222.6 billion yuan (34.2 billion U.S. dollars), according to data from the Ministry of Finance, a much sharper drop than the 6.7-percent fall recorded for 2015.
The state sector continued to face great downward pressure, the ministry said in a statement.
SOEs administered by local governments were the worst hit, with their profits plunging 40.9 percent from a year earlier. Centrally-administered SOEs saw profits slip 8.2 percent year on year.
Total business revenue of Chinese SOEs dipped 5.8 percent year on year to 6.2 trillion yuan in the first two months, the ministry said.
As of the end of February, combined debts of the state firms swelled by 17.9 percent to 79.7 trillion yuan, while their total assets expanded 15.6 percent to 120.3 trillion yuan.
State firms in medical and machinery sectors posted relatively high profit growth, while oil, coal, steel and non-ferrous metals continued to suffer losses.
The figures, which exclude financial firms, were collected from SOEs in 36 provincial-level regions and those administered by the central government.
China has about 150,000 SOEs, and some have become ossified by declining profitability due to a lack of competition and an industrial glut. The government is trying to improve their fortunes through reform, moving toward mixed ownership and market-oriented management in the hope that this will improve their efficiency.

Another body was found in a collapsed coal mine in north China's Shanxi Province, raising the death toll of the accident to 20, the mine's owner announced on Friday.
The underground accident occurred at around 10:10 p.m. Wednesday in a colliery of Anping Coal Mine Co. in Shanyin County, said a statement by Shanxi Datong Coal Mine Group, the mine's owner.
Nineteen bodies were found on Thursday.
The case is under investigation.

China said it supports the intra-Syrian peace talks in Geneva on Friday, calling on parties concerned to continue the intra-Syrian talks on time.
The latest round of intra-Syrian peace talks in Geneva wrapped up on Thursday with a paper outlining 12 points of commonality being delivered to both sides for further consideration by the UN Special Envoy for Syria Staffan de Mistura and he added that he aimed to reconvene the talks on April 9.
"We have noticed the paper with common guiding principles," Chinese Foreign Ministry spokesperson Hong Lei told a routine press briefing, noting that "the window of opportunity" to solve Syria issue has been opened.
A political settlement is the only solution to the Syrian issue, Hong said, adding that peace talks are an important way to achieve political settlement.
Hong said China believes that both the Syrian government and the opposition delegation have shown their aspiration for political settlement and a serious attitude and they are working together to the direction for narrowing the differences.
China called on both sides to grasp the opportunity, show their sincerity, wisdom and courage to find a solution accommodating concerns and interests of relevant parties as soon as possible, Hong said.

Customs officers in south and northeast China have reported seizures of narcotic plants in mail from Ethiopia and the United States.
On March 4, Dalian customs found seven mail boxes containing more than 60 kg of khat leaves, which contain amphetamine-like stimulant.
It is illegal to plant, possess, sell or consume khat in China.
Addresses on the mail boxes showed the leaves were sent from Ethiopia to a university dorm in Dalian, but they provided no details about the sender or receiver, the Dalian customs office said in a statement.
Local authorities have detained two foreign suspects, it added without giving details.
In a separate case, south China's Guangdong Entry-Exit Inspection and Quarantine Bureau found 400 grams of dried cannabis in an e-commerce package from the United States on Feb. 25.
An inspector using an X-ray machine noticed it under a layer of black tea in the package, according to a statement from the bureau.
It was the first time the cannabis strain indica had been found in a foreign e-commerce package.
Local authorities detained a suspect in early March and closed the e-commerce account used to import the cannabis, the bureau said.

A yellow fever case, contracted abroad, was confirmed in east China's Fujian Province Thursday, the provincial health and family planning commission announced on Friday.
The patient, a 42-year-old woman from Fuqing City surnamed Zheng, came down with a fever, chills and joint pain in Angola on March 11 after receiving a yellow fever vaccination in a hospital in Luanda, capital of Angola, on March 7.
Zheng returned to China on March 12 and sought medical treatment in a hospital in the city of Fuzhou, capital of Fujian Province, on March 14.
She tested positive for yellow fever and is being hospitalized at Fuzhou Infectious Disease Hospital. She is in stable condition.
She had not been vaccinated before traveling to Angola.
This is the province's first case of yellow fever reported this year. So far, China has reported six yellow fever cases since March 13, all contracted abroad by patients who had traveled to Angola.
Yellow fever is an acute viral disease transmitted by infected mosquitos. It is mostly found in tropical regions of Africa and Central and South America. Symptoms include fever, jaundice, and bleeding.

(ECNS) -- "When are you going to get married and have children?" That was a question Liu Na, a female graduate in economics from a university in Tianjin constantly faced in job interviews.
Liu ranked among the top in her class but got far fewer job offers than male graduates. The few available interviews were often tarnished by questions she found embarrassing because of her gender.
To attract employer interest, Liu expressed her willingness to be an exemplary employee along with her academic qualifications, noting she is "hard-working, can take extra work and can undertake business trips". But companies seemed more concerned about her personal life.
Almost all male students have secured jobs and most go to banks, accounting firms or big companies, while only 20 percent of female graduates got offers, said Liu.
"I only expect the monthly salary to be 3,000 ($460) to 4,000 yuan," she added.
Job fair only for women
China has a number of laws and regulations to protect gender equality in employment or career promotions, but on the ground female students frequently land in disadvantageous positions.
The employment future is daunting for many women, according to experts, following China's adoption of a two-child policy.
Liang Chunzao, vice chairwoman of the Women's Federation in Tianjin, said some female students get married and have a child even before graduation, and highlight that as an advantage on their resumes.
But the two-child policy means the tactic doesn't sell well since some companies are still worried maternity leave will increase costs, Liang added.
The federation organized a job fair exclusively for women ahead of March 8, International Women's Day, attracting lines of applicants who waited in front of the venue for an hour before it started.
The number of female students surpassed 5,000 and went beyond organizer expectations, Liang said.
Students came from 20 universities in Tianjin, illustrating the pressures they face in finding jobs.
Calls for respect for women
Liu Na said she felt quite stressed at the job fair because of so many competitors.
Youyi Department Store owned by Tianjin's famous Yishang Group, one of China's top 500 companies, received 300 applicants in an hour for three positions with a promised monthly salary of 4,500 yuan.
A human resources manager for a small company at the fair said seven women in his company fell pregnant last year and caused a major impact on the business.
Liu was not alone feeling frustrated in the difficult job-seeking process. Another graduate, Li Ying, said women have less chance than men even if they have the same qualifications.
Xiao Shuhu, director of the graduate career center at Tianjin University, said it's harder for female students to find jobs, especially during the economic slowdown.
It was noted that female students are not inferior to males at the famous engineering university but that bias against women still exist in some companies.
Both Liang and Xiao have called for more respect and support for women in their careers.

Two-child policy adds woe to female job-seekers

(ECNS) -- "When are you going to get married and have children?" That was a question Liu Na, a female graduate in economics from a university in Tianjin constantly faced in job interviews.
Liu ranked among the top in her class but got far fewer job offers than male graduates. The few available interviews were often tarnished by questions she found embarrassing because of her gender.
To attract employer interest, Liu expressed her willingness to be an exemplary employee along with her academic qualifications, noting she is "hard-working, can take extra work and can undertake business trips". But companies seemed more concerned about her personal life.
Almost all male students have secured jobs and most go to banks, accounting firms or big companies, while only 20 percent of female graduates got offers, said Liu.
"I only expect the monthly salary to be 3,000 ($460) to 4,000 yuan," she added.
Job fair only for women
China has a number of laws and regulations to protect gender equality in employment or career promotions, but on the ground female students frequently land in disadvantageous positions.
The employment future is daunting for many women, according to experts, following China's adoption of a two-child policy.
Liang Chunzao, vice chairwoman of the Women's Federation in Tianjin, said some female students get married and have a child even before graduation, and highlight that as an advantage on their resumes.
But the two-child policy means the tactic doesn't sell well since some companies are still worried maternity leave will increase costs, Liang added.
The federation organized a job fair exclusively for women ahead of March 8, International Women's Day, attracting lines of applicants who waited in front of the venue for an hour before it started.
The number of female students surpassed 5,000 and went beyond organizer expectations, Liang said.
Students came from 20 universities in Tianjin, illustrating the pressures they face in finding jobs.
Calls for respect for women
Liu Na said she felt quite stressed at the job fair because of so many competitors.
Youyi Department Store owned by Tianjin's famous Yishang Group, one of China's top 500 companies, received 300 applicants in an hour for three positions with a promised monthly salary of 4,500 yuan.
A human resources manager for a small company at the fair said seven women in his company fell pregnant last year and caused a major impact on the business.
Liu was not alone feeling frustrated in the difficult job-seeking process. Another graduate, Li Ying, said women have less chance than men even if they have the same qualifications.
Xiao Shuhu, director of the graduate career center at Tianjin University, said it's harder for female students to find jobs, especially during the economic slowdown.
It was noted that female students are not inferior to males at the famous engineering university but that bias against women still exist in some companies.
Both Liang and Xiao have called for more respect and support for women in their careers.

A new tax system will be implemented for cross-border e-commerce retail sales, said Ministry of Finance, the General Administration of Customs and the State Administration of Taxation on Thursday, Economic Daily reported.
The implementation, which will come into effect on April 8, will offer cross-border businesses as well as traditional retailers a more fair competition mechanism.
As Chinese customers' overseas shopping spree and cross-border e-commerce craze get red hot, despite of a 7 percent downfall in China's import and export data, the growth rate of cross-border e-commerce went up to 30 percent.
As a much debated tax, personal postal articles tax is levied on cross-border e-commerce retailers. According to Wang Wei, director of Institute of Market Economy of Development Research Center of the State Council, in the early stage of cross-border e-commerce development, China levies personal postal articles tax on retailers, which is a collective tax including imported goods tariff , import value-added tax and consumption tax.
China levies personal postal articles tax on imported goods which are under 1,000 yuan, and the tax rate are mostly 10 percent. Goods with taxes under 50 yuan are exempt from Customs tax, said Wang.
It is an important reason why cross-border e-commerce is quite popular since compared to traditional import trade, the tax burden level is relatively low, according to Wang.
As more people demand overseas goods, the online purchasing agent takes advantage of personal postal articles tax and ditched the old way of wholesales and adopted new methods such as repackaging and mailing products separately to avoid tax.
Statistics showed that in 2014, cross-border e-commerce and overseas consumptions reached hundreds of billions of yuan, however, the personal postal articles tax was under 1.3 billion yuan, which shows a big loss of tax revenue.
The new policy only allows a maximum of 2,000 yuan of single transfer in cross-border retail and a maximum of 20,000 yuan per person per year. "Within the range, the tax rate is set for zero percent temporarily," said authority with Ministry of Finance. Any goods that exceed the range will be levied full tax on general trade.
The tax rate is indeed higher compared to what it used to be but it won't affect consumers too much, authority with Ministry of Finance said.

(ECNS) -- The real estate market in Shanghai is displaying unusual buoyancy with more than 1,700 new homes being sold on Thursday, ahead of the municipal government's new real estate policies being rolled out, National Business Daily reports.
In the past week, the average daily sale of new houses was 800, while in March last year it was only about 170. Deals on Thursday marked an explosive growth in China's financial hub, which overwhelmed the local government's online registration system and forced staff to work longer.
Online real estate data shows that there is a "huge appetite" among investors to buy properties with 11,000 homes having been sold in the last month, setting a new record for house sales, the report said.
The Shanghai Municipal Government held a press conference on Friday to introduce tightening policies in a bid to cool the city's overheated housing market.
The policies include a minimum 70 percent down payment for second-home buyers if the property is defined as a "non-normal" home, or a minimum 50 percent down payment for second-home buyers who buy "normal" houses.
Before the policies were introduced, there has also been a huge rise in activity and offers from real estate enterprises.
Last week, the supply of new housing in Shanghai reached 190,000 square meters, entering a new house-supply climax period, according to the report.
Shanghai Homelink Real Estate, an agent helping investors find and buy properties, said it had seen an increase in interest from clients trying to strike deals ahead of the upcoming policies.

Chinese people from the mainland and Taiwan have a shared responsibility to safeguard the Nansha Islands, a Foreign Ministry spokesperson said in Beijing on Thursday.
Spokesperson Hua Chunying made the remarks at a regular news briefing after Taiwan issued its South China Sea policy and sent an Amicus Curiae Brief to The Hague.
In response to a question on Taiwan's recent claims on the South China Sea, Hua described the Nansha Islands as "patrimony" of the Chinese nation.
Taiwan's academic institutions Wednesday sent an Amicus Curiae Brief to the Permanent Court of Arbitration in The Hague after the Taiwan authority published South China Sea policy on Monday. Both defined the Taiping Island as "an island" in accordance with the UN Convention on the Law of the Sea and claimed the maritime rights of exclusive economic zone and continental shelf.
"China will not accept nor be involved in the arbitration initiated by the Philippines," she said, saying China's position is clear and consistent.
"Nansha Islands, including the Taiping Island, have been Chinese territory since ancient times," Hua said, adding that the Chinese people have been living and working there for a long time.
"China will take Nansha Islands as a whole to claim maritime rights," Hua said, reaffirming China's resolute opposition against the Philippines'attempt to unilaterally deny China's territory sovereignty and maritime rights by arbitration.

Malaysia says two pieces of plane debris found in Mozambique are "highly likely" from missing Flight MH370.
The nation's Transport Minister Liow Tiong Lai told reporters today at a news conference. He also said that a third piece had now been found along the southern coast of South Africa. A team has been sent to check whether it is also from MH370. His announcement is consistent with the announcement from the Australian side, which said they are almost certain it is from the missing plane.

China has confirmed it will send military vessels to participate in a multinational naval drill in the Pacific, a spokesperson said on Thursday.
"The United States has offered an official invitation to China to join in the RIMPAC-2016 joint exercise, and China has confirmed it will send military ships to take part in the drill," Foreign Ministry spokesperson Hua Chunying said at a regular news briefing.
"China and the U.S. are in close communication and coordination," Hua said.
Her comments came after U.S. Defense Secretary Ashton Carter said Tuesday the U.S. is "reassessing" China's participation and that "China is, self-isolating... that's why all these partners are coming to us."
As an open, progressing country and with friendly policies to its neighbors, China has expanded its circle of friends, Hua said.
"When it comes to 'isolating', do the U.S. remarks expose their motives to form cliques to isolate China? This would neither be constructive nor realistic," she said.
China and the U.S. need to and can work on many things together, she said. "Mutual respect and win-win cooperation between China and the U.S. serves the interests of the people of both countries and will be conducive to peace, stability and development in Asia Pacific and the world at large."
The U.S.-led RIMPAC, starting in 1971, is the world's largest multinational maritime military exercise, involving some 20 countries every two years. China participated in the drill for the first time in 2014 with four military ships and about 1,100 soldiers on board.

A special cultural industry is prospering in Huangzhong county in Qinghai province. Artists who are also farmers paint and sculpt and make carpets, silver and bronze ware. The local government has invested 400 million yuan ($67 million) to promote the infrastructure construction and industry cultivation to its cultural tourism. At present, the county has 70 registered cultural enterprises, about 500 self-employment ventures and more 500 sales outlets in Qinghai and other provinces. More than 24,000 farmers who are also artists have benefited from the developing cultural industry. In 2015, the output value of the Huangzhong¡¯s cultural industry amounted to 960 million yuan ($160 million).

A former senior official in Shanxi Province pleaded guilty on Thursday to taking bribes worth 44.58 million yuan (6.8 million U.S. dollars).
Nie Chunyu, former secretary-general of the Communist Party of China (CPC) Shanxi Provincial Committee, accepted the bribes from 37 people in return for helping secure them promotions or favor for their companies, according to the indictment from the Nantong municipal people's procuratorate, Jiangsu Province.
Nie was ousted from the CPC in February 2015 after an internal probe found he accepted bribes and committed adultery.

The Chinese government will provide free adult education for 1.5 million migrant workers in the next five years to improve literacy and work skills, the Ministry of Education said Thursday.
Starting in 2016, the government will help 300,000 migrant workers receive post-secondary education at universities or community colleges each year, according to the ministry.
The program will strengthen training employees of companies with overcapacity, who are likely to be made redundant as the nation pushes forward economic restructuring, in new skills.
Government statistics show China had 277 million migrant laborers as of the end of 2015, while only about 23.8 percent of them had received a high school or higher education and 7.3 percent had received a community college or university education.
The ministry urged institutions to improve educational quality for migrant workers and said it will establish an appraisal system.
Authorities will also establish an online learning platform for workers' convenience, it said.

(ECSN) -- A robot created at China's prestigious Tsinghua University has composed poetry good enough to deceive 12 experts into believing the creative works were those of a human.
The robot Vivi (Weiwei in Chinese pronounciation), produced by the Center for Speech and Language Technologies (CSLT) at the university's Research Institute of Information Technology, is able to write about 25 poems.
Vivi has passed the Turing test, in this case an assessment by 12 experts who study poems from the Tang Dynasty (618-907) at top Chinese think-tank the Academy of Social Sciences.
The Turing test is an assessment, developed by Alan Turing, of a machine's ability to exhibit intelligent behavior equivalent to, or indistinguishable from, that of a human.
In the test, 10 poems by Vivi and 10 by humans were placed together for judges to distinguish. Experts thought 31 percent of Vivi's poems were created by human beings, which means the robot passed the test, according to CSLT.
Wang Qixin, a member of the design team, said the robot can create several kinds of verses, such as those in the form of poems from the Song Dynasty (960-1279) and acrostic ones.
However, further analysis of these poems in terms of rhyme, fluency, theme and meaning saw Vivi score 2.72 points out of five, lower than the human score of 3.20, meaning the robot still has space to outperform humans in creating verses.
In regards to a 20-character poem entitled Chunmei (Early plum blossom), one teacher said the robot used some outdated expressions but the syntax read quite well. Then for another work, entitled Jing (Mirror), the teacher thought some sentences read too plainly and seemed to be carelessly written.
Vivi is actually an intelligent program based on Deep Neural Networks that imitate the workings of the human brain, according to Wang.
Wang added that people should not make comparisons between Vivi and Alphago, a computer program developed by Google DeepMind, because they represent different research directions, with Vivi focuses more on artistic writing.
