Chinese envoy urges enhanced cooperation to stop flow of foreign terrorist fighters

A Chinese envoy to the UN Friday urged enhanced international cooperation to stop and prevent the increasing flow of foreign terrorist fighters.


"Regional conflicts have provided fertile soil for terrorists and extremists organizations. The organizational structure of these groups have become more decentralized, with ever increasing new means of conducting terrorist activities," Liu Jieyi, China's permanent representative to the UN told a UN Security Council meeting.


He said that the increasing transnational flow of foreign terrorist fighters has become "a new challenge" to the international counter-terrorism endeavors, which has exacerbated the intensity of regional conflict, seriously threatened the security, stability of countries of source, transit and destination.


According to UN, there are now over 25,000 foreign terrorist fighters from over 100 countries who have traveled to join or fight for terrorist entities associated with Al-Qaida, the Islamic State (IS), and Al-Nusrah Front (ANF).


To prevent and stop the flow of foreign terrorist fighters, Liu called for the strengthening of international cooperation through multilateral and bilateral mechanisms.


"We should fully leverage the advantages of the UN and relevant international organizations and establish the counter-terrorism data bases as soon as possible to share intelligence resources," Liu said.


The envoy also called for enhancement of border control and cooperation in law enforcement and financial regulations.


Liu also urged the international community to fight resolutely against the utilization of the Internet to engage terrorism, such as spreading extreme ideology, recruiting, plotting terrorism activities and raising funds.


"It is necessary to formulate as soon as possible a global code of conduct for business in this area," said he.


Liu warned against the back-flow of the terrorist fighters and urged coordination among the international community and effective response to this problem.


He called on the international community to advocate the spirit of inter-civilization dialogue characterized by mutual respect, openness and tolerance.


Liu said China will continue to strictly implement relevant Security Council resolutions on counter-terrorism, intensity its efforts to fight terrorism according to law, ensure accountability of violent and terrorist crimes.


"China will continue to take an active part in and push forward counter-terrorism cooperation on bilateral and multilateral levels and provide developing countries with capacity-building and material assistance," said he.
