China's historic elimination of its one-child policy will give birth to new business opportunities, though demographers predict that this particular maternity will be a long one.


China will allow all couples to have two children, ending the one-child policy that has been in place since the late 1970s, the Communist Party of China (CPC) announced on Thursday.


The long-awaited move immediately excited the public.


While young couples consider whether to have a second child, investors have begun seeking opportunities in related sectors, propping up stock prices in both Chinese and overseas markets.


Almost all companies related to child-raising, including baby formula producers and maternity garment makers, saw their shares rise by the daily limit of 10 percent, or close to it, shortly after the market opened on Friday morning.


Mead Johnson, Danone, Nestle and Synutra -- Foreign milk powder companies doing business in China -- rose 3.77 percent, 1.52 percent, 0.33 percent and 5.04 percent respectively in anticipation of more births in the world's most populous country.


Maternity medical care, baby formula, clothes, toys and cartoons will be key areas for investment, according to Li Shaojun, an analyst with brokerage Minsheng Securities.


James Liang, an economics professor with Peking University, predicted that the annual number of births would increase by 2.4 million.


"If 30,000 yuan (about $4,724) is spent on a baby annually, new consumption worth 75 billion yuan will be created," said Liang.


Private and government investment in housing, education and infrastructure needed to deal with this baby boom could reach 225 billion yuan every year in the next five to 10 years, according to his calculation.


"Consumption and investment generated by the two-child policy will help the struggling Chinese economy to stabilize," said Liang.


China introduced its family planning policy in 1978, successfully keeping its population from exploding and thus reducing pressure on natural resources during the country's rapid modernization.


However, the policy became controversial in recent years as the public learned the misery of elderly couples who lost their only child. More significantly, China's workforce is shrinking as its population is quickly aging.


"Declining working age population and rising labor costs are some of the leading contributors to the current economic slowdown," said Zhou Tianyong, an economist with the Party School of the CPC Central Committee.


"A demographic decrease in young people usually drags down consumption and investment," said Zhou, who has studied how population structure and economic growth affected each other in China over the past 40 years.


Young people, who are generally more energetic and creative than the middle-age and elderly, will serve as the main force in starting businesses and innovating, as encouraged by the government, according to Liang.


Although it is widely believed the two-child policy will create new business opportunities and have a positive impact on the economy, no one is sure how long China will have to wait before seeing these effects.


The government loosened the one-child policy in November 2013, allowing couples to have a second child if either spouse is an only child.


But only 1.45 million of 11 million eligible couples had applied to have a second child as of May 2015, according to the National Health and Family Planning Commission.


Rising living costs in big cities and less gender discrimination made Chinese couples hesitant to have extra offspring.


The relaxation of the family planning policy will probably lead to a higher birth rate in China, but how much higher than the current 1.2 percent is uncertain as birth rates in its East Asian neighbors are also very low, said UBS China economist Wang Tao.


"Increased child births may boost spending related to child-raising in the next few years... but demographic changes tend to be very gradual," said Wang.

Chinese Premier Li Keqiang on Saturday called for implementation of the growth roadmap laid out during a four-day key meeting of the Communist Party of China (CPC), which highlighted innovation, coordinated and green development.


In a State Council meeting chaired by Li, he stressed the need to innovate and improve China's macro-control mindset, and strengthen targeted adjustments to deliver quality growth.


Reforms of fiscal policies, financial mechanisms and state-owned enterprises should be deepened to push economic restructuring, Li noted, stressing the roles of innovation and entrepreneurship in bringing out economic vitality.


He also urged continued efforts to promote coordinated urban-rural development so that all people will benefit from economic progress, and pledged wider opening-up in international cooperation.


China's economy expanded 6.9 percent year on year in the third quarter of 2015, the lowest reading since the second quarter of 2009.


According to the communique released after the key CPC meeting that adopted proposals for economic and social development in the 13th Five-year Plan (2016 to 2020), China will prioritize quality and efficient development.


The country is also aiming to double its 2010 GDP and per capita income of residents both in cities and rural areas by 2020.


Li asked authorities to formulate detailed plans to deliver the targets in the proposals.

The Walt Disney Co's Chairman and Chief Executive Officer Robert Iger said on Friday that the timing of China's relaxation of its family planning policy could well prove perfect for the entertainment giant, coming just months before it opens its new $5.5 billion resort in Shanghai.


Speaking at the University of Southern California's global leadership conference being held in the city, Iger said one quarter of the world is now under 30 years old, with a little more than that, under 15.


Asked how the policy shift might affect numbers at the park, he said: "China is a good market, policy change or not."


The policy now allows couples to have a second child, which is likely to add an average of 2.5 million newborns per year, according to estimates by Liang Jianzhang, a professor of economics at Peking University.


Iger went on to say the company is building its Shanghai site to attract visitors of three generations in China - children, their parents and grand-parents - and catering to all three has a significant impact on the new park's design and its attractions.


"It is important we finish (the resort) on time, yet we cannot rush it," he said.


"As eager as we are to open it fast, we want to make sure we open it right," he said.


Iger said the major challenges the project faces are its sheer size, and that it is "more complex than we even thought".


In designing the new site, he said priority was given to crowd management and safety, and that was a consideration for all facilities, including retail, dining and entertainment areas and a giant lake that has been designed for visitors if the park is too crowded.


The Walt Disney is to release the much-awaited new movie, Star Wars: The Force Awakens at the end of this year.


On its launch in China, he said: "How we market that and how we reintroduce the story into China is critical to us."


"But I am not being complacent about it. We have to do it right."

A man in south China's Guangdong Province has been exonerated after serving six years in jail for murder, in the latest move by China's judicial authorities to correct wrongful convictions.


Chen Zhuohao, 29, was arrested in 2009 on suspicion of murdering his ex-girlfriend in Guangzhou, capital of Guangdong, and was later sentenced to a suspended death penalty. He appealed the case insisting his innocence.


The Higher People's Court of Guangdong invalidated supposed proof of Chen's crime and suggested that he had been forced to confess, citing illegality in Chen's questioning, the incomplete interrogation footage and falsified signatures on his health checks during his arrest.


Lin Xiuxiong, a trial committee member of the court, said slack supervision of proof collection had been a major cause of China's wrongful convictions in recent years.


The Chinese government in June released a white paper highlighting improvement in judicial justice and transparency thanks to judicial reforms. It said courts nationwide reheard 1,317 cases and corrected a number of wrongful ones in 2014.


One high-profile wrongful conviction involved a rape-murder case in 1996 by an Inner Mongolian court, in which an 18-year-old man named Huugjilt was convicted and executed. In December 2014, 18 years later, he was posthumously acquitted of the crimes, and his parents received state compensation of more than 2 million yuan (327,060 U.S. dollars).

China emphasized building safety and ordered a nationwide review of substandard buildings on Saturday following the death of 17 people in a building collapse.


Local governments have been urged to inspect buildings and improve safety supervision across all housing construction and renovation sites, especially in rural areas, according to a circular issued by the Ministry of Housing and Urban-Rural Development.


A two-storey house, which was built in the 1990s in Wuyang County of central China's Henan Province, collapsed at around 3:30 p.m. on Friday during renovation work..


As of 10:50 p.m. Friday, 40 construction workers had been rescued from the debris. Seventeen died and 23 others were injured, nine are in a serious condition.


An investigation has been launched.

Rescue teams have found at least 100 bodies in Egypt's Sinai Peninsula where a Russian airliner carrying 224 people crashed on Saturday, a security source told Xinhua.


The rescue teams are still searching for survivors and have transferred bodies of the victims to hospitals in Cairo by military planes, the source said.


Most of the people on board are probably dead, a police officer at the scene told Xinhua by phone on condition of anonymity.


The Airbus A-321 which was operated by Russian airline Kogalymavia and carried 217 Russian passengers along with seven crew members crashed in the Sinai Peninsula shortly after it took off from the Red Sea Resort Sharm el-Sheikh early Saturday.


The plane took off at 5:51 a.m. (0351 GMT) and disappeared from radar after 23 minutes, according to a statement released by Egypt's prime minister's office.


Military helicopters have located the crash site in the Hassana district in central Sinai, a mountainous area 35 km south of Al Arish city.


Egyptian Prime Minister Sherif Ismail was heading to the crash site with several cabinet ministers, the tourism ministry said.


The state-run Ahram online news website reported that the crash was caused by a "technical failure."


The crash of the Russian plane was due to a "technical failure" and was not shot down, Ayman Al-Mokadem who is heading a committee to monitor the event was quoted by Ahram as saying.


"The pilot sensed a technical failure and reported to the aviation authorities that he wanted to land at the nearest airport," the report said.


However, the aviation ministry said it has not determined the reasons of the crash.


An aviation team is on their way to extract the black boxes and at least 45 ambulances have been sent to the site.

Over 12,000 houses have sustained varying levels of damage after a 5.1-magnitude earthquake hit the small town of Datianba in southwest China's Yunnan Province, the local civil affairs department said Saturday.


The earthquake happened at 7:26 p.m.on Friday in Changning County under Baoshan City at a depth of 10 kilometers. No casualties have been reported.


According to the provincial civil affairs department, 856 people were forced to evacuate, while 168 houses collapsed and over 12,000 were damaged.


Villager Yang Wenxue was at home when the quake struck. The walls of his bedroom cracked.


"I was so frightened that I wanted to cry, and the whole night I tossed and turned with worry," said Yang, 52.


Another villager Zhao Suyun and his family took refuge in their living room as the rest of their home was so badly damaged.


"I woke up many times that night, scared that the ground was about to shake again," she said.


Yunnan Provincial Earthquake Administration has dispatched a 20-member team to the worst-hit area as part of emergency response procedure.


Electricity and telecommunication have resumed and 400 tents and 700 coats are being distributed among the affected.


Mountainous Yunnan is no stranger to earthquakes. A 6.5-magnitude quake hit Ludian County on Aug. 3 last year, killing more than 600 people.

Premier Li Keqiang urged for joint efforts to stabilize the situation on the Korean peninsula to continue during his meeting with President of the Republic of Korea Park Geun-hye in Seoul on Saturday.[Special coverage]


Li said China would support the peace, stability and denuclearization on the peninsula, as well as improved ties between the ROK and the Democratic People's Republic of Korea.


Park said the ROK weighs highly on China's role in pushing for a denuclearization, peace and stability, and the ROK is willing to seek better communication and coordination with China on that issue.


Li arrived in Seoul on Saturday to make an official visit to the country and attend a trilateral summit with Park and Japanese Prime Minister Shinzo Abe.


It will be the first trilateral summit among the three top powers in East Asia in three years since the annual dialogue mechanism was discontinued due to historical and territorial disputes.

Chinese brokerage firms posted big profits in the first nine months of 2015, boosted by easing measures.


Combined net profits of 24 listed firms surged 210.2 percent year on year to 130.72 billion yuan (20 billion U.S. dollars) in the first three quarters, data from the Shanghai and Shenzhen bourses showed.


The aggregate revenues of these firms rose 161.4 percent to 311.92 billion yuan in the January-September period compared with the same period last year.


It is forecast that Chinese brokerages will continue to scoop higher profits in the fourth quarter thanks to further easing policies.


From late August, China's A share market has regained strength steadily after a market rout that began mid-June. By Oct. 29, the benchmark Shanghai Composite Index had increased nearly 20 percent.


The recovery of the market is attributed to improved liquidity and the crackdown on illicit trading activities, which have boosted market confidence.


China has maintained an ample liquidity environment after the People's Bank of China (PBOC), the central bank, adopted a string of stimulus measures, including reducing the benchmark interest rates and reserve requirement ratio (RRR) twice since August.


In addition, China Securities Regulatory Commission (CSRC), the top securities regulator, has conducted strict measures to clear and rectify insider trading and market manipulation, which have been blamed for the sharp market falls.

The new policy allowing Chinese couples to have two children will help address the problem of an aging population, but it will also put pressure on social services.


On Thursday, the Communist Party of China (CPC) announced a decision to eliminate the country's one-child policy after a key meeting.


The change of policy is intended to balance population development and address the challenge of an aging population, according to a communique issued following the Fifth Plenary Session of the 18th CPC Central Committee.


Many have pointed out that China will also need to bolster its education, medical treatment and housing supply to cope with the expected baby boom.


"Further social reform should be coming to deal with a larger population," said Yuan Xin, a professor with Tianjin's Nankai University.


China will need more kindergartens, schools and -- further down the line -- universities.


As costs will rise for families who have a second child, the CPC has also recognized the need to limit the cost of education. According to its communique, tuition fees for high schools will be gradually cut over the next five years.


It is a similar case with medical treatment. Even though the two-child policy might ease the pressure of an aging society, inadequate facilities for the elderly alongside an increase in newborns will still serve as a heavy burden for both families and medical facilities.


"Public services including those related to reproductive health as well as women's and children's health must be enhanced," said Li Bin, head of the National Health and Family Planning Commission.


Work also needs to be done simply in persuading couples to reproduce. Nowadays, many are reluctant.


"Rising living costs, better education and government's encouragement of late marriages have kept many parents from having children," said Zhang Yi, with the China Academy of Social Sciences.

Chinese Premier Li Keqiang on Friday accompanied German Chancellor Angela Merkel to Hefei, capital of east China's Anhui Province, Li's home province.


It was the first time that Li accompanied a foreign leader to visit a city outside the capital as the premier.


In the morning, they toured Hefei University, which was jointly founded by Anhui Province and the German state of Lower Saxony in 1985. The university has maintained exchanges with 17 German higher-learning institutions and has seen frequent exchanges of Chinese and German teachers and students over the past 30 years.


Calling the university a great model of China-Germany cooperation, Li said China is speeding up development of its vocational education and expressed hopes to learn from Germany in this regard.


Li said he and Merkel agreed to set up a demonstration base for China-Germany educational cooperation at Hefei University, in the hope of cultivating more talent through vocational education to boost Chinese entrepreneurship.


Merkel said she was confident in the future of bilateral youth exchanges and educational cooperation, vowing to encourage more cooperation between the two countries' local governments.


The two leaders tasted German-style black beers brewed by students of the university.


China and Germany have in recent years attached great importance to cultural and people-to-people exchanges. On Thursday, the two leaders agreed to further enhance local and youth cooperation and announced the year of 2016 the China-Germany youth exchange year.


On Friday afternoon, Merkel went to the Shenfu village of the Dawei County some 30 km to the south of Hefei, where she visited the home of a local vegetable farmer and had a casual chat with the family.


She also visited a primary school at the Dawei County, attended a grade-2 math class and watched the training of a group of eight-year-old football players.


Sources close to the arrangement of Merkel's Hefei visit told Xinhua that Merkel had expressed willingness to visit Li's hometown when she met Li during her China trip last year.


Merkel had visited six big Chinese cities apart from Beijing in her past seven visits. She then told Li she wished to see Chinese villages, and Anhui, the origin of China's rural reform in the late 1970s, was a right option to know the country's rural life, the sources said.


Also on Friday, Li and Merkel attended a seminar with business leaders from both countries.


Li told the business leaders that despite the slowdown of China's economic growth, the country still boasts great potential in domestic demand, especially in central and western regions.


Calling China one of the most attractive investment destinations in the world, Li said foreign enterprises including Germany companies enjoy a bright prospect on cooperating with China.


On Friday night, Merkel left Hefei, concluding her two-day official visit.


It was the German chancellor's eighth China visit, making her the most frequent visitor to China among Western leaders.

China's population is expected to reach 1.45 billion by 2030 following easing of the country's one-child policy to allow all couples to have two children, a senior official said Friday.


"It is expected that after the policy adjustment, the number of births will increase to a certain extent in the next few years, and more than 20 million births could be seen in a peak year," said Wang Pei'an, deputy head of the National Health and Family Planning Commission.


The country's ruling Communist Party of China announced after a key meeting on Thursday that China will allow all couples to have two children, abandoning its decades-long one-child policy.


About 90 million couples will be qualified to have a second child after the policy adjustment, Wang said, adding that an estimated 60 percent of the qualified women are 35 years old or older.


According to the National Bureau of Statistics, China had a population of 1.368 billion at the end of 2014.

China saw a widened deficit in foreign service trade in September compared with August, according to data released Friday by the State Administration of Foreign Exchange (SAFE).


The service trade deficit was 144.4 billion yuan (22.7 billion U.S. dollars) in September, expanding from 143.6 billion yuan in August, and 107.6 billion yuan in July, SAFE data showed.


Income from trade in services in September stood at 115.8 billion yuan, while expenditures in service trade reached 260.2 billion yuan.


Trade in services covers intangible products such as transportation, tourism, telecommunications, construction, advertising, computing and accounting.


SAFE began issuing monthly data on service trade in January 2014 to improve transparency on balance of payments. Since the start of 2015, monthly data on merchandise trade has also been included in the reports.


China's State Council has pledged to accelerate the development of trade in services, including the gradual opening up of the finance, education, culture and medical treatment sectors.

Beijingers read nine books on average in 2014, up 17.13 percentage points from 2013, according to a survey released on Friday by the municipal bureau of press, publication, radio, film and television.


According to the survey, 91.16 percent of Beijing residents said they read in 2014, above the national average of 78.6 percent. Health, literature and news were the top three preferred reading categories for residents of the capital.


The survey was conducted among Beijing residents between ages 7 and 70. More than 6,000 people were surveyed, according to the bureau.

Major revisions for China's Seed Law began on Friday as the country moves to better regulate the seeds industry, now the world's second largest after the United States.


A draft amendment to the Seed Law was submitted to China's top legislature for a second reading at the start of the bimonthly session Standing Committee of the 12th National People's Congress. The meeting will last from Friday to Wednesday.


Under the amendment, rules are simplified to get a permit for seed production, a move to stimulate innovation at the industry.

New Zealand-based Fonterra Co-operative Group Ltd, the world's largest dairy exporter, will not alter its growth strategies in China, despite price volatility and slower growth, a top company official said.


Theo Spierings, chief executive of Fonterra, said that food services and consumer goods would be the new thrust areas in China, apart from the ingredient and farming businesses.


The chief executive's comments came after prices of dairy products plunged in the last two years. Though there was a marginal recovery in prices during the last two months, it would be difficult to gauge the long-term prospects, Spierings said.


Fonterra, however, is committed to its investment and growth in China, its largest global market, he said.


Global raw milk prices dropped from $55 for 100 liters in February 2013 to $25 in July 2015, a two-year low, and recovered to $27.2 in September, a 13.3 percent month-on-month increase and 24.2 percent year-on-year decrease, according to data provided by the International Farm Comparison Network, a worldwide association of agricultural scientists, advisers and farmers.


Spierings said Fonterra will continue to develop its farming business and cooperate with the local dairy industry to increase production in China. The company is particularly keen on strengthening its food service and consumer goods businesses, including brands like Anchor (dairy products), Anmum (nutrition products) and Anlene (bone nutrition). Expanding online sales is also on the group's radar, he said.


Last year, the group's consumer and food service businesses contributed 3.9 billion liter liquid milk equivalent in China. That number is expected to reach 5.9 billion liter LME by 2018, according to the company.


The group has also been trying to expand its market share in food services, such as promoting use of mozzarella cheese for pizzas in China, and distributing ultra-high temperature treated milk and milk powder products through e-commerce channels.


Fonterra recently completed its purchase of an 18.8 percent equity stake in Chinese infant food maker Beingmate Baby & Child Food Co Ltd. The two companies will establish a joint venture to purchase Fonterra's Darnum plant in Australia and also ink a distribution agreement making Beingmate Fonterra's exclusive distributor for Anmum products in China.


According to data from Euromonitor International, a market research and analysis provider, Chinese residents consume 19 kilograms of dairy products per capita.


From an overall perspective, the domestic dairy market will continue to face strain due to the slower economic growth. While growth will continue to remain positive, it will be at a much slower pace than previous years, said a recent research report from Rabobank, the Netherlands-based lender that focuses on agricultural and food financing.


In a new development, Fonterra Co-operative Group opened its second dairy application center in Guangzhou, the capital of Guangdong province, on Thursday, aiming to satisfy growing demand for high-end dairy products in the South China market.


"The market for dairy products is growing rapidly, thanks to fast-changing food habits from Chinese restaurants and ordinary families," said Bu Kefei, general manager of the marketing & business development of Fonterra (China).


According to Bu, the New Zealand-based company would open more application centers in Beijing and Chengdu soon. The centers will provide integrated dairy solutions for local restaurants, including development of new dairy formulas, training and marketing service.

Chinese tech startups rushing into commercial UAV market


China's commercial market for unmanned aerial vehicles (UAV) has been seeing rapid growth in recent years. Not only have the country's leading drone makers such as SZ DJI Technology Co (DJI) and Beijing-based Ehang Technology Co (EHang) been continuously coming up with new products, a number of small-sized enterprises and startups are also rushing into the industry, with the aim of getting a bigger slice of the market.


Jiang Chunxi, the 24-year-old chief operating officer at a startup company based in Harbin, capital city of Northeast China's Heilongjiang Province, said he has been working on UAVs for about three years, mainly focusing on R&D.


"We've completed 70 percent of our model aircraft, partially supported by the Harbin University of Science and Technology, and we intend to put them into the market by the end of this year," Jiang told the Global Times Monday.


He noted that the company's "SmallSmart" drone is expected to be used by both individual consumers and commercial enterprises. Despite intensifying competition in the domestic drone market, there will be growing demand for more diversified products, Jiang said.


US-based aerospace and defense market intelligence company Teal Group Corp estimates that worldwide UAV production will reach $93 billion in 2015, as it is seen as the most dynamic sector in the aerospace industry, according to a report published on Teal Group's website in August.


The UAV market is at 72 percent military, 23 percent consumer and 5 percent cumulative for the decade.


The Internet has also powered UAV companies in expanding their marketing shares and sales channels while building up loyal customer groups, according to a report by Beijing-based market research firm iResearch in March.


For example, some drone makers started to open stores on Chinese Internet giant Alibaba, such as taobao.com and tmall.com in 2013. Meanwhile, drone enthusiasts have created online forums to share and discuss the footage they have captured with their aircraft, according to the report.


Peer pressure


While small tech companies adopt different strategies in the drone market, China's electronics company Xiaomi Inc has expressed its intention to enter the UAV industry, domestic news portal qq.com recently reported.


Instead of establishing in its own team to produce an aircraft, Xiaomi is reportedly more likely to invest in its partners like Huami Inc, which will be equipped with the company's "Mi" brand, according to qq.com.


"It's not true that Xiaomi itself is making drones. However, I will not comment on the question that Xiaomi will invest in related companies in this ecosystem," Li Lei, a spokesperson from the company, told the Global Times Monday.


In terms of its electronic products, Xiaomi has largely benefited from Internet-powered platforms, which have helped the company build up a "Xiaomi" ecosystem, said Wang Gao, professor of marketing at China Europe International Business School. "In fact, this ecosystem would not be easily applied in the production of UAV aircraft," Wang noted.


One of the priorities in Xiaomi's corporate strategy is highlighting its loyal fan base and making customers think that they are part of the company's products, Wang told the Global Times Monday.


"However, what is coming next will not always be affordable for its loyal customers. For example, a drone product will be considered too expensive by those who buy cheaper Xiaomi smartphones," he said.


"It's no surprise that tech giants want to be players in an emerging and promising market," said Derrick Xiong, the co-founder and chief marketing officer of Beijing-based drone maker EHang, in an e-mail sent to the Global Times Monday.


EHang, which focuses on the mass consumer market instead of professional pilots, is to launch a new consumer product on November 4, which integrates an app-controlled smart aircraft with an advanced VR goggle, he noted.


Competition heating up


EHang is not the only startup that targets the commercial drone market, with a "Ghost" drone equipped with a smartphone app and aerial system designed for individual consumers. Eular Space, another robot and drone startup founded in 2014 in Shenzhen, South China's Guangdong Province, has raised about 720,000 yuan ($113,214) since it was launched on October 13 on a crowdfunding platform under taobao.com.


"The aircraft is smaller in size than products of the DJI, and by using crowdfunding platforms, we want to get closer to our potential customers," Tang Xinge, CEO of the Eular Space, told the Global Times Tuesday.


Tang noted that Hon Hai Precision Industry Co, also known as Foxconn Technology Group, had provided Eular space a package of qualified technology design solutions, which allows stable flying and solid video quality.


However, unlike those designed for professional unmanned aerial filmmaking, Eular Space's upcoming aircraft, named "Pi", is seen as an easy-to-fly aircraft, which could be more accessible to the public, he noted.


China's commercial drone market is considered an immature industry, which needs to be fully explored, even though leading companies like DJI have largely expanded in overseas markets, Zhao Yang, an analyst from Beijing-based CCID Consulting, told the Global Times Tuesday.


"As well as dealing with fierce competition in the commercial drone market, companies need to figure out a specific sector in which they are going to apply their aircraft sooner or later," Zhao said.


Startups, in particular, should be more focused instead of trying to market their drones across multiple industries. Zhao noted.
