Health authorities in Xiangxiang city, Hunan province, ordered a hospital to pay 9,000 yuan ($1,600) in compensation to the family of an infant who died following an ambulance delay over a payment dispute, Sanxiang City Express reported on Monday.

The infant needed to be transferred from the People's Hospital in Xiangxiang city to another hospital in Changsha for emergency treatment on Dec 23. But the Xiangxiang hospital insisted on charging 800 yuan as a deposit before sending an ambulance.

The mother did not have enough money at hand and pleaded in vain for an ambulance which was sent an hour later when she got the money.

However, the 13-month-old child died of heart failure on Dec 24 in the Changsha hospital.

The paper reported that the baby could have been saved if the ambulance had arrived earlier.

The health bureau of Xiangxiang city said hospitals are forbidden to refuse patients on grounds of finance.

Wang Xin, deputy director of the People's Hospital in Xiangxiang city, said the hospital will improve its service.
