As China's migrant workers flock to the cities in search of work in an effort to secure better lives for their families left behind in rural homelands, millions of rural children have been separated from their parents.


90 percent of students in Shijiao Yingshan School in Chongqing's Qishan district are left-behind children who live with relatives or on their own. The school is for students preschool through 9th grade. Each grade has only one class. The lives of the students are recorded in photos before the Children's Day.

The county's five major power generation firms have joined the protest against a ban being considered on imports of low-grade coal, the official Shanghai Securities News reported Thursday, citing unnamed sources.


China Huaneng Corp, China Datang Corp, China Guodian Corp, China Huadian Corp, and China Power Investment Corp, the nation's five biggest power generation firms, plan to file a joint letter with the National Development and Reform Commission protesting the low-grade coal ban.


The ban is being considered by the National Energy Administration (NEA), which gathered relevant enterprises in the coal sector in early May to seek suggestions on draft rules enforcing the use of quality coal, but has since faced complaints from major coal producers and coal importers, according to the newspaper report.


The five major power producers, which question the environmental benefits of the ban, said the move would be out of compliance with the government's commitment to opening the economy to market forces, said the report.


None of the firms could be reached for comment Thursday.


Power plants would take a hit if the plan is put into place, as coal-burning plants have been reliant on imports of low-grade coal, mainly from Indonesia, to reduce power generation costs, Guan Dali, a coal analyst with market intelligence firm chem365.net, told the Global Times Thursday.


An unidentified staffer with one of the five power generation firms was quoted as saying in the report that power companies will suffer big losses once the rules are announced, claiming that environmental protection is simply a pretext for the government to enforce the ban in an effort to strike a balance between coal producers and power plants.


A faltering recovery of the economy has taken a bite out of the coal industry, which has seen rising stockpiles due to sluggish market demand, as a result of which coal prices have largely maintained a downward trend.


The latest one-week statistics from the Bohai-rim thermal coal price index, a benchmark index of power-generating coal, showed that prices of coal with calorific value of 5,500 kilocalories per kilogram fell further to 610 yuan ($99.43) per ton from May 23 to 28, according to the Qinhuangdao Ocean Shipment Coal Market.


Liu Dongna, an industry analyst at Shandong-based commodity consultancy Sublime China Information, forecast a rebound in coal prices starting in September, when demand for electricity reaches its annual peak, but said there won't be a significant recovery in coal prices if the economic outlook continues to be sour.


The strong protest from power plants, and especially coal importers, which are set to take the brunt of the import ban if the NEA plan goes through, may have policymakers halting or changing their plans, Liu predicted.

Chinese President Xi Jinping left for a three-day state visit to Trinidad and Tobago on Friday as part of his Latin America tour.


This will be the first visit by a Chinese president to Trinidad and Tobago.


Xi is expected to meet with President Anthony Thomas Aquinas Carmona and Prime Minister Kamla Persad-Bissessar, among other officials, and sign a host of cooperative documents covering economy, trade and education during his stay in the Caribbean country.


The following are the major events in the development of the two countries' relations:


Trinidad and Tobago is a major country in the Caribbean region, and China and Trinidad and Tobago have seen expanded cooperation in economy and trade, infrastructure construction and in other sectors since they forged diplomatic ties on June 20, 1974.


In 2005, China and Trinidad and Tobago established the friendly and cooperative relationship of mutual benefit and development. Since then, the two countries have witnessed frequent high-level exchanges.


Based on political mutual trust and support, the two countries have maintained close communication on major international and regional issues and firmly supported each other on issues concerning their core interests.


On bilateral economic and trade ties, cooperation in both public and private sectors between the two countries has been springing up in recent years with bilateral trade surpassing 627 million U.S. dollars in 2011.


Cultural and education exchanges between the two countries have also been deepened in recent years.


Troupes of artists from Tianjin, Chongqing and Shenzhen have given performances in Trinidad and Tobago, while China has received more and more students from the Caribbean nation majoring in diverse fields such as international relations, healthcare and art.

European firms have seen a decline in both profitability and revenue growth in China this year as a result of the economic slowdown, increased competition and regulatory barriers, a report showed Thursday.


But despite the challenges, European companies still see China as a priority market, with few considering leaving the country, according to a survey conducted jointly by the European Union Chamber of Commerce in China and Roland Berger Strategy Consultants.


Only 22 percent of European companies surveyed reported notable revenue growth in China this year, down from 36 percent last year, while only 64 percent remained profitable in China, as against 73 percent in 2012.


"The most notable factor negatively affecting net profit margins is rising labor costs, but slower economic growth in both China and Europe, as well as increased competition, also had notable effects," the report said.


"The economic slowdown in China has gradually squeezed the profit margin of foreign companies," He Weiwen, co-director of the China-US-EU Study Center under the China Association of International Trade (CAIT), told the Global Times.


On Wednesday, the IMF and the Organization for Economic Co-operation and Development (OECD) joined a number of economists and institutions in cutting their forecast for China's GDP growth for the year, to 7.75 percent and 7.8 percent, respectively.


"Local players are continuing to improve in areas where foreign enterprises have long held dominance and this competitive landscape will only get tougher," said Charles-Edouard Bouee, president of Roland Berger Strategy Consultants Asia.


Meanwhile, market access and regulatory barriers in China caused members of the European Union Chamber of Commerce to lose 17.5 billion euros ($22.69 billion) in revenue in 2012, Davide Cucino, president of the chamber, said at a briefing for the release of the report.


Despite the growing challenges, 94 percent of the European companies surveyed said China is either increasingly important or as important as in 2012 to their global strategy, the report said.


Only 10 percent of companies surveyed said they were considering moving their business out of China, down from 22 percent in 2012.


"It's obvious that the situation elsewhere around the world is even worse than in China. With its large market capacity and predictable growth, foreign companies will be more reliant on the domestic market," said He from the CAIT.


"China this year should represent 40 percent of global growth in absolute terms, which makes the domestic market more important for global companies than ever before," Andre Loesekrug-Pietri, chairman and managing partner of Beijing-based equity fund A Capital, told the Global Times.


But in order to remain attractive relative to other emerging markets, China needs to accelerate its reforms to break monopolies and protect intellectual property rights as it moves toward a more "value-added" and "know-how" driven economy, said Loesekrug-Pietri.

Trade deals struck at the second China Beijing International Fair for Trade in Services totaled $1.74 billion in the first two days, the Beijing News reported Thursday, citing an official.


Most of the deals were inked between Chinese enterprises and foreign firms, according to Lü Jijian, a spokesperson for the fair and a deputy director-general of the Ministry of Commerce.


The five-day fair runs from Tuesday through Saturday and had attracted a total of 65,282 visitors as of 12 pm Thursday, according to the latest available data.


The fair indicates the growing importance of the services industry, the contribution of which to GDP will be raised to 47 percent by 2015, according to a target set by China's 12th Five-Year Plan (2011-15), as part of the economy's shift away from traditional manufacturing.


In 2012, the services industry accounted for 44.6 percent of overall GDP, according to official data.


Speaking Wednesday at a summit during the fair, Premier Li Keqiang called for more efforts to develop the services industry to make it a new growth engine for the economy.


"Increasing service supplies and improving service qualities will help unleash huge potential in domestic demand, and thus offer firm support for stable economic growth and structural optimization," Li was quoted as saying by Xinhua News Agency.

Fewer European companies are optimistic about earning profits in China, as wage surges and an economic slowdown resulted in losses for more of the companies last year, according to survey results issued on Thursday.


Less than one-third of European companies said they are optimistic about their profitability for the next two years, down from 47 percent in 2008, according to a survey issued by the European Chamber of Commerce in China and Roland Berger.


Only 44 percent of the surveyed enterprises reported profit increases in 2012, down from 64 percent a year earlier, while 21 percent said their profits have decreased, the survey said.


Almost half of all European companies that have operated in China for less than five years and half of all small- and mid-sized enterprises said their businesses failed to make a profit last year, the survey showed.


About a third of companies, down from 42 percent in 2012, performed better than the worldwide average, the survey said.


Davide Cucino, president of the EU chamber in China, cited rising labor costs, slowing growth and increased local competition as the main causes of the profit slump.


China's economy has been expanding by 7 to 8 percent in recent years, down from the double-digit growth seen in years previous. GDP growth slide to 7.7 percent last year, the lowest growth in 13 years.


However, only 10 percent of the surveyed companies are considering shifting investments outside China, down from 22 percent in 2012, according to the survey.


More than 80 percent of the surveyed companies are planning to expand their operations, largely to west China, where investment is rapidly boosting growth.

A tobacco control expert on Thursday proposed a comprehensive ban on tobacco advertisements, as she believes they have penetrated charities and social media.


Yang Gonghuan, deputy head of the Chinese Association for Tobacco Control (CATC), a non-profit social organization, says tobacco companies have used charitable donations as a sales promotion strategy and turned to social media to circumvent China's Advertisement Law.


According to a monitoring campaign launched by CATC, Internet users reported 149 tobacco company sponsorships from Jan. 1 to April 30 this year. Just over 82 percent of the sponsorships were for charity projects.


Donations have been channeled to poverty alleviation, natural disaster relief projects and the construction of schools, Internet users found.


CATC issued a statement on Wednesday calling for the Ministry of Civil Affairs to include a ban on tobacco-related charity donations when drafting the Charity Law.


"No government departments and social organizations should be allowed to accept tobacco company donations or sponsorships," the statement said.


CATC has also found that tobacco companies have been using social media websites, microblogs and WeChat, a popular instant messaging service, to advertise their products.


China's Advertisement Law, which was promulgated in 1994, bans tobacco advertisements from radio and TV programs, movies, newspapers and periodicals, as well as public places such as waiting rooms, theaters, meeting halls and sports venues.


Yang said it is imperative for China to amend its Advertisement Law and conform to the standards set in the World Health Organization Framework Convention on Tobacco Control.


The WHO Framework Convention on Tobacco Control, which was adopted in 2005, includes a comprehensive ban on all tobacco advertising, promotion and sponsorship.


China has more than 300 million smokers, official figures show. About 1.2 million Chinese die from tobacco-related illnesses every year.

The East China Sea is famous for its rich marine wildlife, which has brought benefits to fishing communities along China's coast for generations. But in east China's Zhejiang Province, fish populations have been dwindling, sending prices soaring.


It's early morning in the east coast fishing village of Jiaojiang city.


Fish processing companies are waiting for the day's catch. But this year has been a tough one, with the daily haul getting smaller and smaller compared to years past.


A employer said, "Last year fishing boats were everywhere around the dock, but now there is only one boat."


Most fishes that fishermen have got this time, so small but the mature, can be that big, about 500 grams.


90% percent of the fish on this boat are young fish. Most will be frozen and made into feed for poultry and pigs. The prices they fetch are surprisingly low.


A fisherman said, "Younger fish are very cheap, only a few cents per half kilo. We have 15 000 boxes of fish, but less than 100 boxes contain big fish."


Back at the sea food market, shrimp and crab are the main products. Belt fish used to be one of the most common fish at the market, but now, they're hard to find and often have a high price.


Younger, smaller fish are being caught to offset fishermen's losses, but the impact has been minimal. Some fishermen feel deeply concerned that catching younger fish will worsen the situation.


These butter fish are too small. 120 small fish together weigh only half a kilo. In the past, 3 butter fish would weigh half a kilo.


Guo Wenbiao, fisherman, said, "It's so heart-breaking when I see so many little belt fish being caught. In the future we may no longer have any fish. I think the trading of small fish should be restricted."


Summer is the breeding season for most kinds of fish. Now more than ever, ensuring that fish stocks rebound and remain healthy, has become all the more crucial.

We now turn to the new China Smart Logistics Network. The internet based Alibaba Group has officially launched the network, or CSN program. It promises to support 30 billion yuan worth of online sales daily. The company, called "Cainiao", or Rookie Logistics in English, is jointly established by Alibaba Group, Intime Group and some of the country's major delivery companies. Jin Yingqiao has more.


For years it's been an ambition to build a massive logistics network in China. At the end of May, they finally took the first step.


Jack Ma, the former CEO of Alibaba, will be the board chairman of Rookie Logistics. He explained why they decided to build the company.


Jack Ma, Former CEO of Alibaba Group, said, "Currently there are about 25 million parcels delivered every day in China, and that figure is expected to hit 200 million in ten years time. The existing logistics network won't be able to cope with the extra capacity, so we've decided to set up logistics facilities nationwide to enable parcels in some 2,000 Chinese cities to be delivered within 24 hours of online purchasing."


Dubbed an "idealist program", Ma introduced the initial company plan.


"In the first phase, the company will invest 100 billion yuan to set up the logistics network. We hope this investment will stimulate the growth of current logistic infrastructures, such as highways, railways and airports." Jack Ma said.


Ma has also expressed his hope that the network will support a 10 million-strong workforce of delivery personnel throughout China.


In 2012, China's on-line sales reached 1.3 trillion yuan, or around 200 billion U.S. dollars. Since China's e-commerce market is rapidly expanding, a bigger and more complete logistics network is needed to cope with the growth in the coming years.

Shanghai will build more than 10,000 parking berths this year as the number of private cars in the city soar while the space to park the vehicles are limited, local traffic administration said yesterday.


Traffic officials said that parking problem was still a major headache despite their best efforts.


Those who do not pay the required parking fees or park their cars illegally will be recorded in the city credit system, officials said as they cracked down on illegal parking that only made traffic worse in some thoroughfares.


The traffic authorities said that three more Parking and Riding (P+R) lots will be built in the suburbs, which link to the subways going downtown. So far the city has 6 large P+R lots citywide with space for 2,300 cars near lines 1, 2, 7, 8 and 9.


The underground places of newly built green areas will also be used as parking space, officials said.


Experts and officials had estimated that the public parking gap stands at more than 300,000 berths and "is still growing". So far Shanghai has about 780,000 public parking berths in total. Since 2011, more than 50,000 public berths have been added. By 2015, there will a shortage of 45,000 berths in the Pudong New Area alone.


The Shanghai-registered vehicles number more than 2.6 million, out of which 1.4 million are private cars, the local traffic police said yesterday. About 220,000 private cars will be added this year. The increase, and the out-of-town vehicles, forces many to park their cars at no-parking spaces and slapped with tickets.

Eighteen elementary schools in Shanghai have started a course on self-protection to keep children from falling victim to sexual assault.


"Recent cases of child molestation were committed by school faculty. Kids usually take no precautions against people they believe are kind, but this may also be a source of danger," said Ding Limin, headmaster of the Primary School Affiliated with the University of Shanghai for Science and Technology and a founder of the course in the schools.


A primary school principal and a government employee in Wanning, Hainan province, were detained on May 14 on suspicion of sexually assaulting six schoolgirls. Yang Shifu, a teacher in Nanyang, Henan province, was detained on May 23 on suspicion of molesting female students since early last year.


On Tuesday in Ding's school, teacher Zheng Rongqin illustrated the question of "Who might hurt me?" with six pictures of a teacher, a policeman, a relative, a neighbor, a stranger and an express delivery person to the school's second-grade students. Zheng teaches sex education.


Most kids categorized relatives and neighbors as people who are good to them, "and some even doubt someone is a real policeman if he harms them. This shows children believe no policeman is evil," Zheng said.


Child protection experts said acquaintances are the culprits in the majority of child sexual harassment incidents and molestations. More than 2,500 girls younger than age 15 had been sexually assaulted in Guangdong province from 2010 to 2012, and two-thirds of the assailants were people the girls knew, according to the provincial women's federation.


Zheng told the students not to judge people by appearances. "It's like you might find a shiny apple is rotten inside after cutting it open."


They wanted to tell the kids this it is a beautiful world, but there are bad things, Ding said. "One single case of molestation might make a child suffer for a lifetime, so we feel obligated to offer such education."


Children were also encouraged to tell their mothers if some one approached them in a strange manner, and to tell white lies to get away from people who strike up strange conversations.


Shen Shuxuan, 9, said the course gave her "a stronger defense" and she likes the scenario simulation in particular, such as what you will say when a physical education teacher asks you to remain behind alone and clear up the changing room.


Shen said she would obey the teacher after notifying her parents. "But if the teacher looks weird, I'll leave immediately, even if he gets mad because safety comes first," she said.

The mother of the newborn baby boy rescued from a sewage pipe will probably not face charges according to the investigation results so far, local police told the Global Times Wednesday.


The baby fell into the sewage pipe of a public toilet in a building in Pujiang county, Jinhua, Zhejiang Province, on Monday after the 22-year-old single mother gave birth alone.


"So far, according to the results of the investigation, and her explanation of what happened, we won't charge her with anything," Xiang Jiangsong, a police officer from Punan police station in Pujiang county told the Global Times.


Police revealed that it was the mother, whose name has not been released, who alerted her landlord to the fact that something was trapped in the pipe, but she did not admit it was her baby.


According to Xiang, the mother told her landlord she heard a "kitten-like" sound in the fourth-floor squat lavatory and the landlord called the police and firefighters for help.


He confirmed that the mother was present at the scene for the entire rescue, but she did not identify herself.


"There were a lot of other people at the scene, and everyone looked worried and concerned, so we didn't notice anything different about her," said Xiang.


"I did try to catch him when he fell, but he was too slippery. I even used a mop to help me," the mother was quoted as saying in the Hangzhou-based Qianjiang Evening News.


The woman is now suffering from a high fever due to postnatal complications while the local police are still searching for the father, said Xiang. The pair are not in a relationship.


He said police traced her after finding her bloody pants in her apartment during a search of the building.

China's top court said it will show no mercy to people who have sexually molested children, as public outrage grows over a series of such cases.


The Supreme People's Court will require local courts to spare no effort to protect the rights of minors and severely punish criminals who have violated juveniles' rights by sexually abusing them, the court said in a statement on Wednesday.


The court said it will research the difficulties in protecting the rights of minors and issue guidelines to local courts.


The court also released a sample case ruling, in which the criminal will be executed for the sexual abuse of children.


The criminal, identified only as Bao, was a primary school teacher. Bao was sentenced to death for repeatedly raping and molesting seven female students from 2004 to 2011. The students were only 9 and 10 years old when they were forced to watch pornographic videos and when Bao molested them, the statement said.


China's Criminal Law stipulates that criminals who have sexual relations with children younger than 14 should be charged with rape, and offenders could receive a death sentence.


Experts said the statement indicates that suspects in recent child-molestation cases will be harshly punished.


Wanning People's Court in Hainan province filed a high-profile case on Tuesday, in which a school principal and a government employee are accused of sexually molesting six Houlang Primary School students in hotels in Wanning and in Haikou, the provincial capital.


Tang Hongxin, a criminal lawyer in Beijing, said that according to the Criminal Law, the two suspects could face imprisonment of more than five years.


In another case, a teacher from a primary school in the Nanshan district of Shenzhen, Guangdong province, was arrested on Tuesday on suspicion of sexually abusing four second-graders, according to Nanfang Daily.


The Shenzhen prosecutor's office said it submitted 105 child molestation cases to courts from 2011 until now, the newspaper reported.


Although the top court did not reveal the total number of such cases tried in China in recent years, Shenzhen's prosecutor's office told the local newspaper that the number of Shenzhen cases is not high compared with other cities in China.


"Child abuse happens sometimes due to the traditional concepts of education and lack of self-protection awareness," the top court said in the statement.


Tang Hongxin said the frequency of child sexual abuse cases has revealed gaps in sex education for children, since many children don't even know they have been molested before other people find out.


Some parents chose not to report cases to police to prevent the case from becoming public, which made future sexual abuse possible, he added.

The owner of two dogs that attacked and killed an elderly man in Zunyi, Guizhou Province, has been detained by police, local news portal gog.com.cn reported Tuesday.


The 62-year-old man, surnamed Chen, was doing his usual morning exercises on a mountain path in Kanghaihuayuan community around 6 am Monday, when two Argentine Mastiffs jumped out from a nearby garden and attacked him.


The dogs dragged the man to a nearby drainage ditch and bit him.


Nearby residents were woken up by the commotion and called the police. They tried using their patrol cars to drive the dogs away, but failed. Police explained to Chen's family that they did not shoot the dogs because they thought Chen was dead at that time and they were afraid that the dogs would hurt other people, the Nandu Daily reported Wednesday.


Around 8 am, the dogs' owner, who was called by police, took the dogs away, gog.com.cn reported. Chen was sent to a local hospital and died on the way. He was covered with blood from many wounds.


Local residents said the dog owner was an outsider and rented the house. Recently, he had been busy looking after his hospitalized relative so no one was at home to feed the dogs. They guessed that the dogs bit the man due to extreme hunger.


Another resident surnamed Yuan said the female and male dogs had been kept in the owner's garden for three years and they were probably raised for dog fighting. They were usually locked in cages and no one knows how they got out, Yuan said.


The owner, surnamed Zhou, was detained by local police under suspicion of negligence leading to death. Local police told the Global Times Wednesday that the issue is still under investigation.


Zhang Wenmei, a lawyer in Guizhou Province, said people who feed and manage dogs should provide compensation for Chen's death.

The document, posted on the ministry's website, targets young teachers, who are close to the age of college students, and hold a big influence on their students.


Work ethics should be also incorporated into the training in higher education institutions, according to the document. Teachers should be compelled by academic disciplines and keep themselves away from words and deeds that could set a bad example for students.


Ethics is set to be the top priority in recruiting and rating teachers and intensifying efforts to reduce academic frauds. Ethical misdeeds can either prevent a candidate from being hired or lead to bad ratings, said the document.


Teachers should take more classes on political and ideological studies, said the document. They should learn to open their mind to the globe and get to know the opportunities and challenges China faces in a globalized world.


It also said attention should be paid to those candidates who stand out in academic performance and set a role model for students. Leading researchers and those with overseas education background especially deserve attention.


The document was also aware of what the Internet can contribute to this movement. Teachers should understand how to use Internet properly and watch their words and deeds in cyberspace.


Schools were also told to offer psychological help if necessary.

Chinese President Xi Jinping will meet leaders from nine Caribbean countries during his stay in Trinidad and Tobago in early June, the Ministry of Foreign Affairs announced on Wednesday.


Apart from the president of Trinidad and Tobago, leaders from Antigua and Barbuda, Dominica, Grenada, the Bahamas, Jamaica, Guyana, Surinam and Barbados will also hold talks with Xi during his official visit to the Caribbean, Assistant Foreign Minister Zhang Kunsheng told reporters at a media briefing.

The financial sector in Shanghai saw steady growth last year, as the overall 2012 Shanghai Financial Prosperity Index rose to 2,838, up 12 percent year-on-year.


The 2012 SFPI shows that, despite last year's complicated domestic and international environment, Shanghai's financial sector maintained healthy growth, according to Roland Berger Strategy Consultants.


Lian Ping, executive member of the Experts Committee of the Shanghai Financial Association and chief economist at the Bank of Communications, predicted that the financial sector in Shanghai will continue to overtake that of GDP in the next few years.


This financial markets sub-index reached 3,995 points, up 14.4 percent from a year earlier and indicating improved prosperity.

Two women trafficked from Myanmar and Vietnam to Zhen'an county in Shaanxi province, were rescued and sent home by police, Xi'an Evening News reported on Wednesday.


Zhen'an police received reports in March and April saying that foreign women were being trafficked to the county to marry elderly farmers.


After an investigation, police found that a woman from Myanmar was trafficked to marry a farmer in December 2012, and another woman from Vietnam was trafficked to marry a farmer in June, 2012.


Police rescued the two women and on May 24, sent them back home by train.

China's shipbuilding companies saw a surge of orders in the first four months of the year, data from the country's shipping association showed Tuesday, offering a glimmer of hope for an ailing industry still struggling with overcapacity and dwindling profits.


New orders stood at 11.57 million in deadweight tonnage (DWT) in the first four months of the year, up 57 percent from the previous year, according to the China Association of National Shipbuilding Industry (CANSI).


"New orders increased compared with last year. But it is still too early to conclude that the shipping industry is well on track for sustained recovery," Nie Lijuan, deputy secretary-general of CANSI, told the Global Times Tuesday.


Shipbuilding output saw a year-on-year decline of 11.9 percent to reach 13.78 million DWT in the period, CANSI pointed out.


The industrial output, export delivery and profit of 80 shipbuilders monitored by the association all declined during the first fourth months, the data indicated.


The total profit of the 80 shipbuilders was only 2.1 billion yuan ($343.1 million) in the period, down 56.7 percent from the previous year, it showed.


"The shipbuilding price has dropped by 50 percent compared with peak years before the financial crisis and many shipbuilders in the country are still suffering losses," Nie said.


According to the latest report by Danish Ship Finance, the shipbuilding price will reach a new low of about $1,456 compensated gross tonnage by the end of 2013, almost the same level as in 2002.


"The growth of new orders in the first four months was caused by the low base figure last year. Ship owners chose to place orders and invest in new ships to take advantage of low prices at the time," Liu Wei, an analyst with the China Shipbuilding Economy Research Center, told the Global Times.


"The surge in new orders may also have been caused by speculative buying by some rich ship owners. With sluggish trade and the world economy still showing no signs of recovery, the shipping industry will not achieve a turnaround in a short time," Liu said.


China's shipbuilding output stood at 60.21 million DWT in 2012, down 21.4 percent year-on-year, while new orders totaled 20.41 million DWT, down 43.6 percent from the previous year, official data showed.


An industry insider who declined to be named told the Global Times that there is a general consensus that it would take around 3 years for the industry to achieve a balance of supply and demand.


"The slump in the shipbuilding industry provides a good opportunity for ship owners to restructure their business and get rid of old vessels with high energy consumption," said Nie from CANSI said.

As the European Union's solar panel dispute against China continues, industry insiders warn punitive duties would derail Europe's path towards grid parity.


Hermann Klughardt, director-general of Voigt und Collegen, a leading asset manager focusing on renewable energy, warned that such action would delay the process of grid parity. "Punitive tariffs would increase the costs for new photovoltaic plants, but not rescue European module manufacturers," Klughardt said.


Grid parity for solar power means the price of unsubsidized solar electricity is equal or less than the price of purchasing power from the electricity grid or with government support. Reaching grid parity marks a shift from traditional way of power generation towards a more "green" one.


According to an analysis prepared by the European Photovoltaics Industry Association, grid parity for residential sector and commercial sectors is in sight in many European countries. The survey shows grid parity was beginning to be achieved in Germany, southern Italy, the Netherlands and Spain in 2012. This will be followed by northern Italy, Portugal and Austria in the next two years and progressively by other countries.


"Grid parity has been already reached in some sun-rich regions in southern Europe: there solar energy can be produced without subsidization at the same costs as energy from traditional energy resources," Klughardt said.


But this may only come at a time when feed-in tariff (FiT) is high. The reduction of FiT after 2012, especially in Germany, poses a great problem for the industry. High production costs of European producers will not be helpful to lowering solar power rates, especially with subsidies disappearing.


A subsidy-free era means higher costs for solar products for Europe if punitive duties ban cheap imports from entering European market. High costs of solar products may raise the cost of solar electricity and delay the process of grid parity in Europe.


"This will be realized in other European regions in the upcoming years as well, if EU punitive tariffs do not impede grid parity," said Klughardt.

The State Commission Office for Public Sector Reform plans to place the country's venture capital (VC) and private equity (PE) sectors under the sole supervision of the China Securities Regulatory Commission (CSRC), the Securities Times reported Tuesday, citing unnamed sources with knowledge of the matter.


The move is expected to clear regulatory hurdles for VC/PE firms to set up mutual funds, which falls under the supervision of the CSRC.


China's PE and VC market has so far been controlled by a number of regulatory bodies including the National Development and Reform Commission, the CSRC and other government agencies.


VC/PE firms usually make their money through initial public offerings (IPOs), but with a temporary suspension of IPO approval in place since the second half of last year, the mutual fund business provides these firms an option for profit.

Move would help innovation and economic restructuring


If you're still wondering why the Chinese stock market has persistently underperformed those of other major economies, despite above-average economic growth, consider this: Ballooning debt is acting like a millstone around the necks of many listed enterprises, dragging down profits, and possibly pulling them into the financial abyss.


The combined outstanding debt of all A-share listed companies at the end of 2012 was 8.2 trillion yuan ($1.33 trillion), according to research from investment newspaper Investor China.


The 50 companies topping the debt list owed an aggregate 4.27 trillion yuan, or 52 percent of the total.


Of those 50, 37 are State-owned, while six are controlled by local governments. Just two can be classified as strictly privately owned.


Ready access to cheap credit from banks and other sources, including the capital markets, is one of the privileges that SOEs enjoy, said Liu Shengjun, the executive deputy director of CEIBS Lujiazui Institute of International Finance.


"SOEs and other enterprises with government backing can secure bank loans at preferential interest rates that are much lower than those that apply to private sector borrowers. The problem has been there for years," he said.


Private-sector enterprises often have to pay above 10 percent a year to secure loans, while the average interest their government-controlled counterparts pay was only about 5 percent, according to Investor China.


The interest for loans in the curb market, a market for trading in securities not listed on the stock exchange and a major source of funding for small-to-medium-sized enterprises in the private sector, is even higher, at 40 percent a year or more.


"To solve the difficulty of private companies seeking financing, liberalization of bank interest rates is inevitable," added Liu.


"Also, private capital should be allowed into banking. But on top of all that, the privilege of SOEs should be broken.


"Only when the monopoly of SOEs is broken can economic restructuring and innovation be possible."


An even more dangerous trend is that many enterprises have been borrowing foreign currency, particularly US dollars, to take advantage of the plentiful supply of cheap credit.


This could create major problems for them when the Federal Reserve of the United States abruptly ends its monetary stimulation program, called quantitative easing, economists have said - and this could happen sooner than many had expected.


Last week, Reuters cited Charles Evans, president of the Federal Reserve Bank of Chicago, as saying that he expected the Fed to continue full-speed ahead with its bond-buying program - called quantitative easing - throughout the summer but end it abruptly in the autumn if the jobs market improves by then.


Buddhika Piyasena, head of Asia Pacific Energy and Utilities Ratings of the global rating agency Fitch, agrees, suggesting that SOEs are simply "drinking poison to quench their thirst", and when the US ends quantitative easing, the cost of borrowing will soar, and the US dollar will appreciate.


But he added that the chances of a full-scale financial crisis breaking out are still low because the percentage of diversification within overall SOE debts is not that high.


Analysts have long noted that the servicing costs for such high levels of debt, even at preferential rates, present a severe drag on the earning potential of SOEs.


For instance, China Petrochemcial Corp (Sinopec Group) issued 80 billion yuan's worth of bonds in 2012, a 1,500 percent rise year-on-year, which made Sinopec Group the largest issuer of bonds last year.


Sinopec's gross debt grew to 718.7 billion yuan, 81.5 billion yuan more than the year before.


To lower its financing costs, Sinopec borrowed low-cost short-term dollar loans last year, which added another 30.8 billion yuan of loans to the group.


Its results in the first quarter of this year showed that the corporation made total net profit of 15.8 billion yuan in the first three months - up 18.1 percent year-on-year, but down 32.8 percent compared with the previous quarter.


Basic earnings per share were 0.179 yuan, lower than market expectations of 0.21 yuan.


Compare that performance to its western rivals.


Earnings per share at Exxon Mobil Corp, for instance, reached $2.12 in the first fiscal quarter, 72.5 times of that of Sinopec, while earnings per share at Dow Chemical Co reached $0.46 in the first fiscal quarter, almost 15 times of that of Sinopec.


Zhang Qi, a senior analyst at Haitong Securities Co Ltd in Shanghai, said that investors should not be too disheartened as the less-than-stellar performance of China's SOEs - many of which are in iron and steel, shipbuilding and heavy chemical industries - is largely a result of global price fluctuations for bulk commodities.


"There have been production difficulties for the entire manufacturing industry over the past two years," said Zhang.


"In addition, SOEs have taken on the heavy burdens of larger workforces and the replacement of machinery.


"Issuing bonds overseas will help facilitate their overseas operations, where the renminbi is not commonly used."

The three-day event, co-sponsored by China ACG Group Co Ltd and Oleena, displays several hundred licensing brands and projects from more than 10 countries and regions, including the United States, the Netherlands, Russia, the United Kingdom, France, Denmark and Japan, said Chen.


The expo is the world's third-largest of its kind after the US and the UK.

The Ministry of Agriculture launched a new national plan on Monday in a bid to replace a DDT-based pesticide � Dicofol � with an eco-friendly alternative technology for agricultural use by 2015.


The plan is based on a pilot project run by the Ministry of Environmental Protection and United Nations Development Program, or UNDP, which has been initiating relatively safer alternative methods that employ green techniques to ward off agricultural pests.


"This inspiring project is an outstanding example of work for sustainable development, as it contributes to China's efforts in both poverty reduction and environmental protection," said Christophe Bahuet, UNDP China Country Director at the launch event.


To date, a total of 100,000 farmers in Shaanxi, Hubei and Shandong provinces have joined the pilot program, and have been trained to use the environmentally-friendly Integrated Pest Management techniques to provide alternative habitats for pests.


The country has stepped up its efforts to tackle environmental problems such as pesticide pollution and air quality, as these problems have been escalating in recent years.


"In addition to boosting farmers' incomes by raising the production of crops and fruit, the project has a positive impact on the environment by cutting down DDT-related emissions and DDT-contaminated waste," said Ding Qiong, director of the Foreign Economic Cooperation Office under the Ministry of Environmental Protection.


According to Ding, some Dicofol production lines have been shut down as the project was pushed forward, which led to DDT production in China being cut by 2,800 tons, DDT-related emissions falling by 350 tons and DDT-contaminated waste reduced by 1,350 tons.

The price of jet fuel in China is expected to continue to fall in June after two months of declines, the China Business News reported on Tuesday.


It is estimated that China Petrochemical Corp will reduce the price of NO 3 jet fuel in June, from 6,970 yuan ($1,137.91) to 6,773 yuan per ton.


However, as the cut in June will not exceed 250 yuan per ton, fuel surcharges will remain unchanged, the report said.

Chinese shares rallied on Tuesday led by the real estate and financial sectors.


The benchmark Shanghai Composite Index gained 1.23 percent, or 28.24 points, to end at 2,321.32. The Shenzhen Component Index rose 1.96 percent, or 181.06 points, to 9,441.69.

Top Chinese legislator Zhang Dejiang met with Uruguayan President Jose Mujica on Tuesday, pledging to strengthen parliamentary cooperation between the two sides.


Zhang, chairman of the Standing Committee of the National People's Congress (NPC), said during the meeting that the legislative bodies of China and Uruguay have maintained contact in recent years, which has helped to increase bilateral political trust, boost the friendship between the two peoples and enhance bilateral cooperation.


To develop the two countries' friendly relationship of cooperation in a sustainable way and further serve the two countries and their peoples, he said the NPC is willing to further enhance communication with the Uruguayan parliament at all levels and work together to implement extensive agreements reached between Chinese President Xi Jinping and Mujica.


Mujica said China has enjoyed rapid development over the past decades and revised the global economic map.


He said Uruguay underscores the role of the NPC and hopes China and Uruguay will carry out comprehensive and in-depth cooperation to achieve mutually-beneficial, sustainable development.

German Chancellor Angela Merkel said Monday that Germany firmly opposes a trade probe initiated by the European Commission into imports of Chinese mobile telecommunications products.


Merkel made the remarks over breakfast with Chinese Premier Li Keqiang, who is in Berlin for an official visit to Germany, the last leg of his first trip abroad as premier.


During the breakfast, the two leaders held a frank and in-depth exchange of views on the relations between China and the European Union (EU), the problems in China-EU trade, the eurozone sovereign debt crisis and other issues of common concern.


The Chinese premier clarified and expounded Beijing's stance on the anti-dumping and anti-subsidy probe that the European Commission, the EU's executive arm, has planned on its own initiative to launch into Chinese mobile telecommunications products.


For her part, Merkel said Germany understands and pays high attention to China's concern, and is ready to take firm action against the planned probe.
