Sinovel Wind Group, China's largest wind turbine maker in terms of market share, is to be charged with financial fraud by some of its investors, a lawyer in charge of the case told the Global Times Sunday.


"We have received about 50 individual investors' requests for the lawsuit," Li Jian, a senior partner at Zhejiang Yufeng Law Firm, told the Global Times.


The investors bought shares in Sinovel but suffered losses due to the company's fudging of its accounts, Li said.


The company's share price tumbled from 81.37 yuan ($13.17) on January 13, 2011 when it was first listed on the Shanghai Stock Exchange, to 3.81 yuan per share on Friday.


Li said he is still waiting for a statement about the company from the securities regulator, which is expected in a few months.


If the China Securities Regulatory Commission (CSRC) confirms that the company has committed financial fraud, he will initiate the lawsuit on behalf of the investors.


The CSRC announced on May 31 that Sinovel was under investigation for inflating its sales revenue and profit data.


In a statement it filed with the Shanghai Stock Exchange on March 7, the company admitted that it incorrectly reported an extra 929 million yuan in sales revenue and 168 million yuan in net profit attributable to its shareholders in its annual report for 2011.


Individual investors who bought and sold Sinovel's shares and suffered losses between the company's disclosure of its 2011 annual report on April 11, 2012 and March 7 this year are currently qualified to join the lawsuit, Li said.


There is also a possibility that the CSRC may decide that Sinovel misled investors since it was first listed, according to recent media reports.


If this is the case, investors who still hold shares in the company will be eligible for compensation, which is estimated to reach hundreds of millions or even billions of yuan, Li said.


"The fraud is unacceptable as it treated investors like fools," a Nanjing-based investor told the Global Times on condition of anonymity. She bought 700 shares in Sinovel in May 2012, and has seen their value halve since then.


She also said that punishments by the regulator are not tough enough - otherwise there would not be cases of financial fraud such as this.


Sinovel has been suffering in recent years, with its sales revenue and net profit attributable to shareholders falling by 57.73 and 197.31 percent respectively in 2012 from the year before.


It was also charged in the US last week with theft of trade secrets from one of its US suppliers. The company was not available forSunday.


The company's poor performance is partly due to a slowdown in domestic market demand and overcapacity problems in the sector, Cao Yin, consulting director with market research and consulting firm Martec Group, told the Global Times Sunday.


Sinovel took advantage of the financing it got from the A-share market to boost its production capacity and gain its current share of about 20 percent of China's wind turbine market.


The overcapacity issue is still serious, despite consolidation in the sector over the past two years, Cao said.

The Chinese government has a responsibility to crack down on the recent terror attacks in its Xinjiang region and the international community should strengthen cooperation in the fight against terrorism, experts said.


"The violent terror attacks occurred in Xinjiang is outrageous," said Ismail Debeche of the China-Algeria Friendship Association. "We strongly condemn the terrorists who attempted to destroy China's ethnic unity, peace and stability."


Terrorism is a global enemy and every government has the responsibility to crack down on terrorism, said Debeche, adding that the China-Algeria Friendship Association supports and appreciates Beijing's determination and concrete steps to strike terrorism.


A total of 24 people were killed on Wednesday by rioters in an attack in Lukqun Township in Xinjiang's Shanshan County. The rioters attacked the township's police stations, a local government building and a construction site, and set fire to police cars. Twenty-one police officers and civilians were injured.


The police shot and killed 11 rioters at the scene and captured another four.


Khalid Mahmood, president of the Islamabad Council of World Affairs, said some miscreants were trying to disturb Xinjiang's social and economic development and impede China's growth through repeated activities against the people and the state.


Terrorism is not only the common enemy of Pakistan and China, but also of the rest of the world, said Mahmood.


It is the right of every country not to allow any group or militant organization to hijack their interests, disturb economic development, social harmony and social stability, he added.


Sok Touch, deputy director of Cambodia's International Relations Institute, said Islamic extremists attempted to separate the Xinjiang region from China through religion.


Spokesman for Cambodia's Council of Ministers Phay Siphan said Sunday that as a friend of China, Cambodia wishes not to see any deadly violence in China and hopes that all issues in Xinjiang would be solved peacefully.


"Any violent activities should be ended," he said. "A strict law implementation must be applied."


Ramesh Chopra, a senior Indian critic on strategic issues, said the terror attacks that occurred in Xinjiang, similar to those in other countries, were manipulated by international extremist forces.


The international community and every government should not give in to or connive the terrorists, he said, adding that they should strengthen cooperation to crack down on terrorism


Regional players including India and China should also work together to deal with this common enemy of mankind, he said.


Wahid Muzhdah of Afghanistan's Strategic Research Center said terrorism is the common enemy of countries in Central Asia and poses a challenge to human civilization.


For regional peace and security, the international community and regional organizations must join hands to address this trans-regional challenge, he said.


"As a major country, China has its reason and capability to respond to terrorism in its own way," he said. "A series of steps taken by Beijing have worked to frighten the criminals and help safeguard stability in the country."


Pierre Picquart, a French China expert, told Xinhua that the Chinese government is right in clamping down on terrorists in Xinjiang who used religious or economic excuses to stoke unrest and launch violent attacks. "Beijing wants to protect the freedom of the people," he said.

The Communist Party of China (CPC) and the government will steadfastly safeguard the security of people after violent terrorist attacks in Xinjiang, the CPC's flagship newspaper People's Daily said in a Sunday commentary.


The atrocity of terrorists in Xinjiang Uygur Autonomous Region outraged the entire nation. Though the attacks took place in Xinjiang, they should not be regarded as an ethnic or religion issue, but a typical terrorism act, the commentator's article said.


Xinjiang in northwest China was hit by violent terrorist attacks in the past few days, in which at least 24 innocent civilians and police officers were killed.


The terrorists attacked innocent civilians and police officers regardless of laws and people's lives, and should be severely cracked down on, the article said.


Terrorism is the enemy of the Chinese of all ethnic groups, and no government in the world would tolerate such violent attacks, it added.


The commentary said that the violent attacks have become an overt provocation to the security of people's lives and the country's unity and threats to people's fundamental interests, as well as the stability in Xinjiang.


Only severe crackdowns on the terrorists will lead to social stability and harmony, it said.


On Friday, President Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee to arrange the work of safeguarding social stability in Xinjiang and the interests of people of all ethnic groups.


Yu Zhengsheng, a Standing Committee member of the Political Bureau of the CPC Central Committee, went to Xinjiang on Saturday to oversee the work of safeguarding social stability.


In recent years, Xinjiang has achieved sound development in economy and great improvement in people's livelihood. But separatists in and outside the country have been escalating their efforts, posing danger to local people.

A senior Chinese official stressed Sunday that the government will tighten overall measures to strike hard on violent terrorist crimes in Xinjiang in order to safeguard social stability and the interest of people of all ethnic groups.


Meng Jianzhu, secretary of the Commission for Political and Legal Affairs of the Communist Party of China (CPC) Central Committee, made the remarks during visits to the police and armed police in cities of Aksu and Hotan in northwest China's Xinjiang Uygur Autonomous Region.


Xinjiang was hit by violent terrorist attacks in the past few days, in which at least 24 innocent civilians and police officers were killed.


During visits to a police station and city square in Hotan and the Aksu railway station, Meng praised police and armed police for their contribution to stability and ethnic unity in Xinjiang.


Meng urged them to fully implement the instructions from a recent meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, which asked to severely crack down terrorist crimes.


The atrocity of terrorists in Xinjiang outraged the entire nation, and the riots are the enemy of people in Xinjiang, and all the people nationwide, he said.


At the commanding center of Hotan city bureau of public security, Meng and Guo Shengkun, minister of public security, watched an exercise of examining and stopping suspected cars. They also visited a commercial pedestrian street in Aksu to learn about community-based security patrols.

The Communist Party of China (CPC) and its members must always bear in mind that cutting themselves off from the masses is the biggest threat to the ruling party, according to the CPC flagship newspaper People's Daily.


The CPC is founded among the people and powered by the people, which means the Party shall never abandon its principle of "identifying itself with the masses of the people," says a People's Daily editorial to be published on Monday, the 92th founding anniversary of the CPC.


In June, Xi Jinping, general secretary of the CPC Central Committee, stressed that the mass line, or furthering ties with the people is the lifeline of the Party and the fundamental route of work.


The upcoming education campaign, including cracking down on undesirable work styles, will bring a closer tie between the Party and the people, the editorial says.


Undesirable work styles, such as formalism, bureaucratism, hedonism and extravagance, are like an invisible wall that cuts off the Party from the people, depriving the CPC of people foundation, it says.


Faced with the challenges in the new era, all CPC members should carry forward the glorious tradition of arduously struggle and make exemplary conducts, it adds.


It also calls on more than 85 million Party members to be upright and corruption-free to serve the people.

Police in northwest China's Xinjiang Uygur Autonomous Region on Sunday captured the rioter that had been on the run after a terrorist attack which killed 24 people on Wednesday.


The man captured is Yiblayan Eli, a member of the 17-member gang behind the attack in Lukqun Township in Shanshan County in the region's Turpan Prefecture, said a Xinjiang police statement.


The gang, formed by religious extremists and led by Ahmatniyaz Sidiq, had raised funds, purchased knives and gasoline and researched the sites since mid-June to prepare for the attack, the statement said.


Fearing their plot might be revealed after one gangster was arrested on Tuesday, 16 rioters on Wednesday morning attacked the township's police stations, a local government building, a construction site, a private store and a hair salon, as well as set fire to police cars.


A total of 24 people, including two police officers, were killed by the knife-wielding rioters. Among the victims, 16 were from the Uygur ethnic group. Twenty-one police officers and civilians were also injured in the attack.


The police shot and killed 11 rioters and captured another four who were injured at the scene, while one managed to escape.

China's meteorological authority forecast on Sunday that heavy rain will hit some regions in the north and Sichuan Province in the southwest from Sunday to Tuesday.


The National Meteorological Center (NMC) said heavy rain or rainstorms will pelt the central and eastern part of Inner Mongolia Autonomous Region and some regions in north China and northeast China.


Some of those regions may also see downpours, thunderstorms or hails, the center said.


The central and western part of the Sichuan basin will witness heavy rain from 100 to 200 millimeters, while some parts will have rainfall of up to 300 millimeters.


The NMC also said that the Rumbia, the sixth tropical storm to hit China this year, will enter the eastern part of South China Sea around midday Sunday, and then head towards Guangdong and Hainan provinces as its force strengthens.


The State Flood Control and Drought Relief Headquarters said Saturday that the storm may come ashore in Guangdong on Monday night or Tuesday, and it may also be felt in Guangxi Zhuang Autonomous Region, Hainan, Hunan and Guizhou.


The headquarters urged local authorities to enhance monitoring, issue early warnings, timely evacuate residents in the threatened areas and call back fishing boats to port.

The Ministry of Commerce has revealed earlier that China's foreign direct investment is expected to reach 150-billion Dollars by 2015.


Chen Run-yun is a counselor with the ministry.


"During the 'Eleventh Five-Year' period, the growth rate of China's foreign direct investment reached as 8 times the high as that of the previous period, and the average annual growth rate recorded 34 percent, which was far above the global average."


China currently has set up 16 economic and trade zones in 13 countries worldwide, generating an output value of some 10billion USD annually.


In the latest case, the country's largest meat processor Shuanghui International managed to buy U.S pork icon Smithfield for about US$4.7 billion early in May.


Meanwhile, Chen Runyun has also refuted criticism that the large number of investment made by Chinese companies is a new form of colonialism.


"Last year, China's foreign investment ranked the sixth in the world, and there was still a big gap compared with developed countries. If you call China's investment 'colonialism', what about those countries? "


Chen adds that the Chinese government has always urged companies to promote common development while making foreign investment.

"It feels weird to know that someone you meet on the street someday could be your child," said "Zhou Zheng," a sperm donor from north China's Hebei Province, who has complicated feelings about the donation he made a decade ago.


Back then, Zhou was a college student who decided to donate his sperm out of compassion for reproductively challenged couples. But the thought of being the biological father of a child he doesn't know scared him away from ever doing it again.


  According to Chinese law, sperm donated by one person can be used to impregnate up to five women. This means that Zhou, who is married with his own child, could actually have as many as six offspring.


"Knowing I might have five other kids out there really freaks me out," he said.


Sperm banks are dealing with a worsening shortage of healthy sperm, despite repeated efforts to recruit more donors.


Almost three decades after China opened its first sperm bank in central China's Hunan Province, the Hebei Human Sperm Bank has become the latest fertility institution in China to report a shortage of qualified sperm.


According to the sperm bank's director Zhao Bangrong, there are currently 700 couples waiting for sperm, but the bank only had 200 volunteer donors in the first six months of the year, compared to 650 volunteers during the same period last year.


Not all volunteers can donate. Only 20 percent can meet the requirements set by health authorities to ensure their sperm is of the highest quality, according to Zhao.


People with hereditary diseases or who have been exposed to radioactivity, as well as those who have a history of heavy smoking or drinking, are not permitted to donate. There are also requirements for active sperm counts in semen samples.


"People are incorrectly assuming that being disqualified for donation means you have reproductive problems," Zhao said, adding that such fears have driven potential donors even further away.


Another factor is cultural perceptions. Some balk at donating because they believe it amounts to a betrayal of one's ancestral bloodline, which, according to traditional beliefs, should be preserved within one's family.


"In China, sperm is traditionally considered a prized part of the human body. Many people fear that giving it away could be harmful to their health," Zhao said.


Sperm donation is also somewhat embarrassing in a society that still struggles with public discussions of sex-related topics.


"It's okay to watch non-commercial ads encouraging blood donation, but ads that ask people to donate their sperm might be too much to take for some people," Zhao said.


The shortage comes at a time when couples are finding it more difficult to give birth. Statistics released by the China Population Association at the end of 2012 showed that 40 million people have fertility issues, accounting for 12.5 percent of the population aged between 20 to 49. The ratio increased from 3 percent two decades ago.


"Environmental pollution, unsafe food and mounting work pressures are all reducing the odds of a successful and healthy pregnancy," said Liu Xiaoqun, vice dean of the Hebei Research Institute for Family Planning.


"Five years ago, around 10 patients with fertility problems would visit our clinic each day. Now it's up to 30," Liu said.


The sperm shortage and growing infertility rate have spurred human trafficking and illegal insemination in the underground market.


Couples who resort to illegal artificial insemination risk getting venereal diseases, as donors are not subject to health checks.


To ease the shortage, sperm banks across China have launched campaigns to show sperm donation in a better light and attract potential donors.


On Sina Weibo, the Chinese equivalent of Twitter, there are accounts claiming to be registered with sperm banks, but they have yet to be verified by Sina as officially representing the institutions.


Some of the microblogs have links to the websites of local sperm banks and have posted messages warning of sperm shortages and encouraging people to donate.


Followers of the microblogs range from dozens to several hundreds. However, the microblogs' impact, if any, remains to be seen.


"Just like blood donation, giving sperm is a humanitarian and charitable deed," Zhao said, adding that engaging the public though an education campaign could be an effective way to ease the shortage.

Qiangtang National Nature Reserve lies in the northern Tibetan Plateau. It is the highest nature reserve in the world, and is home to a diverse range of wildlife, including Tibetan antelope.


Since its establishment, the number of Tibetan antelope and other protected species have risen steadily. Our reporter Wu Lei visited the reserve and found out what work has been undertaken to protect these endangered animals.


Tibetan antelope are often called the fairies of the plateau, they mainly live in high altitudes, between 4000 to 6000 meters above sea level. The air is thin and plant life sparse. But for the Tibetan antelope, it's a paradise.


Wu Lei said, "Many people know of the Tibetan antelope at the Hoh Xil nature reserve in Qinghai province, but experts say over 70% of the Tibetan antelope population are to be found here at Changtang national nature reserve. This is the second largest nature reserve in the world and home to many endangered species. "


Living in one of the most remote and isolated places in the world, these animals have adapted to its harsh environment. The Tibetan antelope population came close to extinction, dropping to below 10 thousand in number. After years of efforts to build the numbers back up, the population has been brought back from the brink.


Zongga, vice director of Tibet Forest Bureau, said, "Before the establishment of the nature reserve, there were only 50 to 70,000 of antelopes in Tibet. Now the number has risen to nearly 200,000."


Besides Tibetan antelope, many other mammals can be found here too, including Tibetan wild yaks, wild donkeys, and hundreds of species of birds. In order to protect these endangered animals and birds from illegal hunters and other dangers, the nature reserve currently has 200 conservationists. Each patrol an area covering thousands of square kilometers.


Zongga said, "The biggest existing problem is we lack the technology to monitor and supervise. The extensive management of this nature reserve is not effective enough."


All of these animals play a crucial role in sustaining the ecosystem of the Tibetan plateau. It's hoped conservationists will help raise awareness among local communities of effective methods to preserve the natural environment and wildlife. Sometimes the most difficult task in protecting this land is not keeping poachers out, but building overall awareness of the need to protect the environment and the natural habitat of these beautiful creatures.

A man allegedly murdered a family of four, including a 7-year-old boy, before killing himself on Saturday night in north China's Hebei Province, local police said.


A 60-year-old surnamed Zhao visited the home of a man surnamed Zan in the city of Botou at 9 p.m., killing Zan, his wife, daughter-in-law and grandson with a hammer and a kitchen knife, according to the city's public security bureau.


Zhao later telephoned his family and said he "had vengeance" before committing suicide at the site of the murder, police said.


Zhao's son is the ex-husband of Zan's daughter, and the two families have been embroiled in a divorce dispute, police said, adding that an investigation is underway.

China's top banking regulator soothed concerns over Chinese banks' liquidity conditions on Saturday, saying there is no liquidity shortage in the banking system as both excess reserves and required reserves are ample.


China Banking Regulatory Commission (CBRC) Chairman Shang Fulin said the recent cash crunch would not affect the stable operation of Chinese banks, but he acknowledged that some banks needed to improve their liquidity and risk management.


Shang said total excess reserves in the country's banking system totaled 1.5 trillion yuan (241.94 billion U.S. dollars) as of Friday, more than double the normal payment and settlement demand.


The CBRC chairman said the authorities would continue regulating local government financing vehicles (LGFVs), and work out plans to standardize LGFVs.


Shang said the total outstanding loans to the LGFVs stood at 9.59 trillion yuan by the end of March, and the non-performing loans ratio was at 0.14 percent.


CBRC will also strengthen regulation over commercial bank-issued wealth management products (WMPs). He urged commercial banks to enhance oversight of their WMPs and improve transparency of WMPs sales.


According to Shang, by the end of March, assets in these WMPs totaled 8.2 trillion yuan.

A senior Chinese official said on Saturday that armed police should make 24-hour patrol on all weather conditions in northwest China's Xinjiang Uygur Autonomous Region to guarantee the safety of local people.


The call was made Saturday night by Meng Jianzhu, secretary of the Commission for Political and Legal Affairs of the Communist Party of China (CPC) Central Committee.


Xinjiang was hit by violent terrorist attacks in the past few days.


At a gathering for mobilizing anti-terror efforts held in Urumqi, capital of the autonomous region, Meng said the armed police should cooperate with local public security organs to take preventive measures, and carry out 24-hour patrol on all weather conditions to protect the safety of the public.


Meng asked armed police in Xinjiang to take precautionary and preemptive measures to strike hard on violent terrorist crimes so as to ensure a peaceful and happy life for people of all ethnic groups in the region.


The official said Xinjiang currently boasts a generally good situation regarding economic and social development. However, the "three forces" of terrorism, extremism and separatism in and outside the country have never given up their attempt to stir up chaos in Xinjiang and tried all means to carry out sabotage activities.


The recent violent terror attacks brought severe harm to life and property of local people and social stability in Xinjiang, Meng said, calling on the armed police forces to resolutely implement the CPC Central Committee's decision and deployment, to give a hard strike on criminals.


The official also praised armed police's contribution in safeguarding stability and ethnic unity in Xinjiang.

China's Li Na fought back from one set down to beat Czech 32nd seed Klara Zakopalova on Saturday to reach the fourth round of the Wimbledon Championships.


Li, the sixth seed and 2011 French Open champion, took two hours to win 4-6, 6-0, 8-6.


She was trailing 5-6 in the final set with Zakopalova serving, but she broke the 31-year-old Zakopalova to level the score, holding her own and breaking again for the win.


"I was really happy I didn't give up," Li said. "She played pretty flat and also pretty deep. Sometimes I have to dig my knees in the ground."


Li, two days younger than Zakopalova, will next take on Italian 11th seed Roberta Vinci for a place in the quarterfinals.


"I saw her play a little bit today when I was waiting for my match," Li said of Vinci. "She has pretty good slice in the backhand. There are not so many girls to do that, especially in the grass court. So I have to fight."

Heavy rain has affected 666,000 people in 25 counties of east China's Zhejiang Province over the past month, local authorities said Saturday.


The downpours have also forced 5,674 residents to evacuate, according to the provincial flood control and drought relief headquarters.


A total of 335 houses collapsed, and 22,200 hectares of crops were affected because of the rain. Economic losses are estimated at about 525 million yuan (85.5 million U.S. dollars).


From June 7 to 28, the average precipitation in the province stood at 185mm with the highest reaching 303 mm in the county-level city of Lin'an, said the headquarters.


The provincial meteorological authorities warned citizens of mountain torrents and landslides in some mountainous areas this flood season.

Samoa is hoping to launch direct flights to and from China in a bid to boost its country's tourism, Samoa's ambassador to China Tapusalaia Toomata said in an interview with Xinhua.


Toomata said the south Pacific nation is hoping to have discussions with Chinese airlines.


At the moment Chinese tourists have to fly via Sydney, Auckland, or Fiji to Samoa.


In 2012, 2,000 Chinese visitors went to Samoa and the number is expected to reach 3,000 this year, Toomata told Xinhua, adding that some Chinese investors are considering building hotels there.


"South Pacific areas have a rich culture and pure sea water. We look forward to providing unique experiences for Chinese travellers," said Xiao Dan, general manager of Beijing-based South Pacific Consulting Company.


2013 marks the fifth anniversary for Samoa gaining Approved Destination Status from China.

Chinese Premier Li Keqiang met with former US Secretary of State Henry Kissinger in Beijing on Friday, according to a government press release on Saturday.


During the meeting, Li said the world is undergoing complex and profound changes.


Economic globalization, regional integration, and the liberalization and facilitation of trade and investment are a general trend, which is also a powerful driving force for addressing global financial problems and achieving an economic recovery, Li said.


China is willing to make joint efforts with all other countries to promote development and prosperity of the world, he said.


Kissinger, who was in Beijing to attend the 3rd Global Think Tank Summit, noted the significance of China's growth for the world, adding that he will continue to play an active role in Global Think Tank Summit meetings.

China's national legislature on Saturday adopted two pacts on anti-terrorism cooperation among Shanghai Cooperation Organization (SCO) members.


One pact is on the procedures of organizing joint anti-terrorism drills among SCO members. The other is on the procedures of carrying out joint anti-terrorism actions in the territory of SCO members.


Both were adopted at the bimonthly session of the Standing Committee of the National People's Congress (NPC), which closed here Saturday.


The two pacts are expected to promote cooperation among members to fight "three evil forces" of terrorism, separatism and extremism, and protect regional peace, security and stability.


The pact on the procedures of carrying out joint anti-terrorism actions in the territory of SCO members was signed by the governments of China and five other SCO members in 2006 and took effect in 2009.


Russia, Kazakhstan, Kyrgyzstan and Uzbekistan had adopted the pact.


The pact asks a SCO member to assist other members to carry out anti-terrorism actions in its territory and regulates how the cooperation works.


It was an important move to cope with security threats to China's western region from terrorist activities in Central Asia, said Yang Huanning, vice minister of public security, when elaborating on the pact to lawmakers during the legislative session.


The pact on the procedures of organizing joint anti-terrorism drills among SCO members was signed by the governments of six SCO members in 2008 but has not taken effect yet.


By November last year, Russia, Tajikistan and Kyrgyzstan had adopted the pact.


The activities of terrorists, separatists and extremists have been active in this region while drug trafficking from Afghanistan has increased and cross-border crimes happened from time to time, Yang said.


The pact has laid a legal foundation for SCO members to organize anti-terrorism drills, which will help them carry out concrete cooperation and benefit the stability along China's western border, Yang said.

Chinese President Xi Jinping Saturday noted that China would never assess the performance of an official simply based on his record of boosting economy.


The Communist Party of China (CPC) should adopt more comprehensive criteria for assessing the performance of its officials, said Xi, also general secretary of the CPC Central Committee, at a meeting on the work of personnel resources on the eve of the 92nd founding anniversary of the Communist Party of China (CPC).


It should consider a local official's work in various aspects including people's livelihood, the development of local society and the quality of environment.


"We should never judge a cadre simply by the growth of gross domestic product (GDP)," he said.


When promoting officials, the CPC organization departments should consider integrity as a priority and then capability, he said.


"The Party's cadres should be firm followers of Communist ideal, true believers of Marxism and devoted fighters for the socialism with Chinese characteristics," he said.


They must serve the people heart and soul, exercise their power carefully and resist corruption, he said.


A CPC official's integrity will not grow with the years of service and promotion of his post but with persistent efforts to discipline himself and study Marxist classics and theories of the socialism with Chinese characteristics, he said.


To select and promote good officials, the Party needs an efficient and reasonable system, Xi said.


More efforts should be made to improve the transparency of promotion and promote an upright style in the recommendation and assessment of officials, he said, adding that the promotion of officials should not be decided by simple headcount of votes.


The President also stressed the training and promotion of young Party officials and pledged that more opportunities will be offered to young promising candidates.


Xi urged to punish disciplinary violations and corruption during official selection procedures.


Buying and selling official positions as well as canvassing must be punished without any appeasement, Xi said.


Organization departments across the country should stick to justice and honesty, which is the leading principle for improving their work styles, said Xi.


Officials should be treated fairly and reviewed equally. Those good at currying favor with others and falsifying their work without doing any concrete jobs should be punished, Xi said.


Intra-Party management and rules can never be slackened as CPC is a 85million-member party ruling a country of 1.3 billion, Xi said.


Every official must understand that to hold the post means he must work harder and accept stricter disciplines, he said.


He urged all the Party members and officials to safeguard the authority of the central committee and the solidarity of the whole Party.


At the same meeting, Liu Yunshan, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, called for deepened reform on personnel system in a bid to perfect measures used to nominate, evaluate, select and supervise officials.


Liu also urged increased credibility for selecting and appointing officials so as to form a high quality talent team.


In order to promote the organization work under the new situation, more importance should be attached to fostering and selecting more officials who are capable of meeting the demands of the Party and the people.


Liu noted that a scientific mechanism for officials' selection and appointment is conducive to improving the scientific level of Party building.


Officials should also be educated and guided to consolidate their belief in socialism with Chinese characteristics, according to Liu.


Zhao Leji, head of the Organization Department of the CPC Central Committee, asked organization departments at all levels to take the lead in improving their work styles.


During the meeting, officials also studied and deployed the work for party building and organization in the five years to come.

A total of 5,326 smuggled rare frogs have been seized in south China's Guangxi Zhuang Autonomous Region, local customs authorities said Saturday.


Fifty-four boxes of Indian bullfrogs were seized from a van on the No. 322 National Highway in the border city of Pingxiang on June 20 after they had been smuggled from Vietnam, according to sources with the Pingxiang branch of the Nanning Customs District.


Meanwhile, 66 boxes of another kind of frog under regional protection were also seized from the vehicle, the sources said.


Two suspects were arrested and the frogs have been sent to the local forestry department.


The Indian Bullfrog is found in wetlands of South and Southeast Asia. It is listed as a second-class state-protected animal in China.

An airport that is under construction in a primitive forest in central China's Hubei Province has provoked the ire of environmentalists, although others believe the airport will improve local living standards.


The Shennongjia Nature Reserve is home to more than 3,700 species of plants and at least 1,050 kinds of animals. At least 40 of its plant species and 70 of its animal species are under state protection.


The United Nations Educational, Scientific and Cultural Organization (UNESCO) added Shennongjia to its World Network of Biosphere Reserves in 1990.


However, local media reports in the provincial capital of Wuhan indicate that the area's mountains and karst caves have been destroyed to make way for the airport. People are divided as to whether it is more important to boost the local economy or preserve the region's ecological environment.


Those responsible for building the airport said it is located in Hongping Township, 16 km away from the nature reserve. Construction began in April 2011 and the airport is expected to go into service in October.


Some critics believe the construction will almost certainly harm the nature reserve, voicing doubts as to whether the airport was properly approved by authorities.


"The project has been permitted by national and local forestry, land and resources and environmental departments after eight years of research and preparation. Compared with two other alternatives, the site of the airport has the best conditions and will result in minimal damage," said Zhong Xiuguo, head of the airport construction office.


Zhong admitted that some mountains and caves had to be destroyed to make way for the airport.


Tang Zhaozi, a senior engineer at the College of Life Science at Wuhan University who has been conducting research in Shennongjia since 1977, said any kind of exploitation will do harm to the local environment.


"But the airport won't bring too much harm to the animals there as long as they realize that the planes flying above won't hurt them," he said.


Supporters believe the airport will boost the local tourism industry and make the region more accessible in general. Highways are currently the only way to access the area.


"When a road connecting to the outside finally became available, people from Shennongjia were very happy," said local resident Wei Qun.


It is crucial for local residents to develop their tourism industry and improve their living standards, a fact which may not be understood by people from developed cities, Tang said.


"Shennongjia needs development, so the airport is necessary. But more specific research and policies need to be completed by relevant departments. The airport will not only meet the demands of tourists from home and abroad, but also aid in forest protection and disaster relief," said Zhou Yunqing, a professor at Wuhan University.

Hong Kong's Securities & Futures (Amendment) Bill 2013 was gazetted Friday, and will be presented to the Legislative Council for the first reading on July 10.


The bill aims to provide a regulatory framework for the over- the-counter derivative market in Hong Kong, and would improve financial market regulation, the city's Secretary for Financial Services & the Treasury K C Chan said.


"It will enable Hong Kong to put in place an appropriate and effective regime which meets the requirements of the Group of Twenty (G20) and is in line with developments in other international financial centers," he said.


The bill includes the introduction of mandatory reporting, clearing and trading obligations in line with G20 commitments.


It will provide for regulating and overseeing key players in the over-the-counter derivative market, introducing two new regulated activities, to cover dealers', advisers' and clearing agents' activities.


Asset management and automated trading services provisions will also be expanded to cover over-the-counter derivative portfolios and transactions.


The bill will also provide for regulating systematically important participants who are not licensed or registered with either the Monetary Authority or the Securities & Futures Commission, but whose positions or transactions in the over-the- counter derivative market are significant enough to raise concerns of potential systemic risks.


It will also incorporate other amendments to the Securities & Futures Ordinance and the Organized & Serious Crimes Ordinance to recoup illegal gains through market misconduct.

Police said Friday that they have detained a man after the dog he raised fatally bit a toddler in Dalian, northeast China's Liaoning Province.


The man's Tibetan mastiff bit the neck of a three-and-a-half-year-old girl surnamed Li around 7 p.m. on Thursday near a grocery store in the city's high-tech zone, according to a police officer with the city's public security bureau.


Li's mother, who took her daughter to the store to buy drinking water, and others used bricks and sticks to get the dog away from the girl. She then took her daughter to a local hospital, where she died, said the officer.


The dog's owner, a man surnamed Bi, illegally raised the Tibetan mastiff since April 2012. He has been detained for negligent homicide, and police have taken the mastiff to a dog pound.


Also on Thursday, a male mastiff freed itself from its chains and attacked two passersby, a man and a woman, in Beijing's Pinggu District. The attack happened around 9 a.m., when the dog's owner had the mastiff chained up outside so he could clean the doghouse. The woman sustained injuries to her back and leg, and the dog bit the man in his arm and shoulder, according to the district's public security bureau.


On June 15, police in the city of Ningbo, east China's Zhejiang Province, shot dead a Tibetan mastiff as it attacked a 52-year-old man surnamed Wang. Wang's injuries were not life threatening.


According to China Central Television, video surveillance footage from June 3 showed a Tibetan mastiff tackle a little girl playing on the side of the road in Yuncheng City, Shanxi Province. The dog bit her and did not release her until a passerby hit it with a motorcycle and two sticks. After surgery, the girl's thigh injuries were not life threatening.


The cases have sparked controversy online, with netizens calling for a tougher ban on raising violent dogs.

Sixteen female fighter jet pilots with bachelor's degrees in both engineering and military strategy will join the People's Liberation Army (PLA) Air Force following the completion of their education, a senior military academy officer said Friday.


The 16 women, initially selected from more than 150,000 senior high school graduates, received their education at north China's Shijiazhuang Flight Academy under the PLA Air Force, said Di Liwen, a senior officer at the academy.


They will become full-fledged military pilots after receiving tactical training, Di said.


The women excelled in their flight school exams, he said.


"These pilots are of the highest quality and have solid technique," said Qu Jiang, another senior officer at the academy.


The pilots have been given both theoretical and operational training, Qu said, adding that they have completed all of their flight requirements.


Pilot Yang Jing said she hopes to become "an outstanding pilot with matchless valor."

Australian Prime Minister Kevin Rudd said Friday that he would like to see a conclusion of Australia's free trade agreement negotiations with China.


Rudd made the remarks when answering questions raised by Xinhua at his first press conference after being sworn in as Australia's 28th prime minister on Thursday.


"I think the relationship with China is in very good working order. Everyone knows that we have massive economic interests which we have in common," he said.


"What I'd really like to see and this has been a tough, tough process and I would say to our friends in Beijing, let us conclude the free trade agreement between China and Australia... It really needs to be brought to conclusion."


Rudd reassured the Chinese side, saying China needs not to worry about the impact of the Australian agricultural industry on its domestic market given the limited size of Australia's agricultural output.


"If Australia exported all of its agricultural outputs to China it may cater for the extra food demands of Guangdong province, maybe, on a good day."


"I think in terms of Chinese consumers' demands, for an increasing range of food products, and of our appropriate environmental accreditation, that there is a huge opportunity for us as Australians to do much better in the Chinese agricultural market."

Foreign Ministry spokeswoman Hua Chunying said Friday that overseas attacks on Chinese computers have harmed both the country's economic development and the lives of ordinary citizens.


More than 14.2 million computers were overseas-controlled last year, she said, adding that some of the computers belonged to ordinary Internet users, while others were being used by companies in the finance, transportation and energy sectors.


The Chinese government attaches great importance to cyber security and is opposed to any form of cyber attack, the spokeswoman stressed, noting that Chinese law and regulations expressly prohibit such activity.


China hopes countries that have irresponsibly accused China of conducting cyber attacks will cease to do so, Hua said, calling for pragmatic action to promote mutual trust and cooperation in order to safeguard cyberspace.

Former Japanese Prime Minister Yukio Hatoyama said Friday that the dispute over the Diaoyu Islands should be left to future generations to decide.


"I think we should learn from the wisdom of (former) Chinese Premier Zhou Enlai and (former) Japanese Prime Minister Kakuei Tanaka who reached a verbal agreement to put the issue aside and leave it to future generations to decide," Hatoyama said at the Third Global Think Tank Summit.


Hatoyama said that countries and regions including the ASEAN, China, Japan and the Republic of Korea are the core of East Asian community, and the ASEAN Plus Three Cooperation is extremely important for a peaceful Asia.


"The East Asian community is not a closed Asia, but rather an open Asia with a flexible attitude and the participation of various countries," Hatoyama said.

Central bank to speed up opening of capital account, global use of yuan


China's will continue to implement prudent monetary policies, but will conduct preemptive adjustments and fine-tuning in an appropriate way when necessary, according to Zhou Xiaochuan, the governor of the People's Bank of China.


The head of the country's central bank said that it will work with other departments to guide financial institutions to maintain reasonable lending levels, and will use multiple tools to adjust liquidity and keep the market stable.


Speaking at the Lujiazui Forum in Shanghai on Friday, in his first public comments on the issue, Zhou said: "The PBOC will use all sorts of instruments and measures to adjust the overall liquidity level, so as to ensure the overall stability of the market."


He added the bank would ensure the "normal operation" of the economy.


There has been anxiety in the market that tightening credit conditions could spread into the broader economy, with some Chinese companies reportedly running short of cash to settle suppliers' bills.


Zhou said the central bank would guide financial institutions on maintaining reasonable credit growth while arranging their debts and maturity structures properly, to support the structural adjustment and upgrading of the real economy.


He said that the PBOC would continue actively pushing the opening up of the renminbi market, and that China plans more currency swap deals with other central banks, in the pursuit of more commercial banks starting to operate offshore yuan clearing businesses.


China will also speed up the opening of its capital account, though the process will be flexible, he added.


China's 12th Five-Year Plan (2011-15) calls for a gradual opening of the nation's capital account, which covers investment. The yuan is already convertible on the current account, which covers trade.


Shanghai is pushing hard to become a major financial hub, and its mayor, Yang Xiong said the city will strive to become a global renminbi center by the end of 2015.


In 2012, the country's yuan-denominated cross-border settlements totaled 500 billion yuan ($81 billion), a 50 percent year-on-year growth, added Yang.


Li Lihui, president of the Bank of China, said that simplified benchmark interest rates for deposits and lending and a more significant role for the Shanghai Interbank Offered Rate, or Shibor, in the global market will also help the currency's internationalization.


Current cross-border renminbi-denominated settlements are usually used in trade between China and neighboring countries, and Li added that it may take another 15 years for the renminbi to become one of world's major currencies.

Chinese Vice President Li Yuanchao has called on countries to oppose trade protectionism and embrace innovation to cope with the ongoing global financial crisis.


Li made the remarks while addressing a global think tank summit that opened in Beijing on Friday.


All countries should seek a development model that features innovation, balance, inclusiveness and sustainability, he said.


Opening-up and cooperation are important guarantees for overcoming the crisis, Li said.


Countries should become increasingly aware that they share a common destiny and they should safeguard a stable and opening international trade and investment environment, he said.


The vice president also called on countries to find converging interests and increase common interests.


He asked countries to refrain from adopting a zero-sum mentality and, instead, foster a new concept of development that features common prosperity and progress.


China will hold high the banner of peace, development, cooperation and mutual benefit, and it will work with all countries to establish a fair, reasonable, generally preferential, balanced, dynamic, stable and orderly new international economic order, he said.


The summit, which will close on Saturday, is attended by a number of dignitaries, including former U.S. Secretary of State Henry Kissinger, former Japanese Prime Minister Yukio Hatoyama and Director-General of the World Trade Organization Pascal Lamy.

A joint naval exercise between the US and the Philippines has entered its second day, in waters near Huangyan Island. Officials from both countries say the drills are regular and pre-arranged and have nothing to do with territorial disputes with China. China hasn't directly contradicted that stance, but it has issued a veiled warning to both nations not to compromise regional peace and stability.


The 6-day naval drill began on Thursday in Subic Bay, a former US naval base.


Some exercises are being held in waters facing Huangyan Island. But US and Philippine commanders have played down reports that the drills are a response to territorial disputes, calling them routine, and focused on regional security.


Captain Ruel Saonoy, Exercise Director, Philippine Navy, said, "It also sends a message to our neighbours that our navies share a common interest in keeping our seas and littorals open for safe commerce and the usual interactions of seafaring states."


The US meanwhile, says the drills are just another part of its overall strategic rebalance to Asia.


Rear Admiral Thomas Carney said, "It's certainly part of the rebalance that the US is looking to reinforce not only militarily but economically and politically with Asia."


But Huangyan Island IS the center of a long standing territorial dispute between China and the Philippines, and the scene of a number of recent standoffs.


Manila has recently beefed up its military presence at another disputed coral reef, prompting China to accuse the country of "illegal occupation".


But despite media reports that the current drill is weighted towards territorial issues, China's response this time has been more guarded.


Yang Yujun, spokesman of Chinese Ministry of National Defense, said, "It's China's consistent position that military cooperation between countries should not compromise regional peace and stability. As for media reports relating to the drill to current territorial disputes, we feel this is an exaggeration and media hype."


The Philippine military wants to build new air and naval bases at Subic Bay, coinciding with the US rebalancing towards Asia.


Professor Clarita Carlos, Philippine Defense Expert, said, "So I would imagine, there will be more visits by US naval personnel here and there will be more joint and combined exercises. Nothing wrong with that."


The frequency of US Navy visits has certainly increased dramatically. So far this year, 72 US warships and submarines have visited Subic Bay. In the whole of 2012 there were just 88 visits 54 in 2011 and 51 in 2010.


China continues to insist that regional peace and stability can only be reached through dialogue.

Heavy rain is continuing to fall in the middle and lower reaches of the Yangzte River for the sixth consecutive day.


Torrential rain pounded the south and southwest of China on Thursday. The Qiantang River in east China's Hangzhou is continuing to rise. As a result, the navigation route had to be closed by 5pm on Thursday.


But the weather forecast predicts less rainfall is expected in south China next week. Meanwhile, north China will see more heavy rain for the next couple of days. Rain will cover parts of north China, including Beijing. Rainy weather is expected to continue next week in these regions.

(ECNS) -- A Chinese-language newspaper in Japan warned Japanese citizens about Chinese marriage brokers who it said charge incredibly high fees or arrange fake marriages.


The number of marriages between Japanese and Chinese is highest among those between Japanese and foreigners, the report said.


Altogether 12,733 couples married in 2009, more than 90 percent of whom are Chinese women and Japanese men, according to figures from Japan's Ministry of Health, Labor and Welfare.


The report said Chinese marriage brokers usually charge an incredibly high fee, 1.48 million Japanese yen ($14,981), compared with 400,000 yen charged by domestic brokers. Even if it includes plane tickets to China, it is still too high, it added.


The report concluded that Chinese marriage brokers make huge profits from Japanese customers.


What's more, Chinese marriage brokers also arrange fake marriages for Chinese women who want a visa to immigrate to Japan. Frauds exist among the brokers, it said.


A Japanese military officer and a Chinese woman were arrested for faking marriage earlier this month, which drew wide attention.
