Liu Meihua used to take a seven-hour bus ride and wait in long lines at Chongqing's Southwest Hospital for his monthly checkup after undergoing liver cancer surgery in August.
Now the 65-year-old needs to travel just one hour from his village in Fengjie county to a clinic where he can talk with his doctor over a direct video link.
He receives treatment from medics in his village, while specialists online can check on him and refer him to a large county hospital or Southwest Hospital for further treatment, if necessary.
The system Liu uses is a pilot medical platform built by the Fengjie county and Chongqing governments along with Alibaba Health. It is the first such system to link village clinics with large hospitals.
After a trial, the platform was officially launched last week at Zhuping village under a public-private partnership between Alibaba Health and local institutions including the Southwest Hospital, the Fengjie County People's Hospital and the Fengjie County Poverty Alleviation Office.
Known locally as the Internet Hospital, it links dozens of villages and helps thousands of locals like Liu who have fallen into poverty due to a major illness, said Alibaba Health Vice-President Ma Li, who referred to the platform as Internet Hospital 2.0.
"By connecting village doctors, county hospitals and provincial hospitals via the internet, this platform improves the efficiency of medical resource utilization, and helps to promote the establishment and refinement of a tiered medical services system," Ma said.
High on the agenda of the country's healthcare reforms, tiered medical services are key to equal access to proper medical care and enhancing overall efficiency, said Jin Xiaotao, deputy director of the National Health and Family Planning Commission.
Telemedicine is a booming business, with statistics from health authorities showing more than 20 companies operating internet hospitals.

China now has 280 million motor vehicles and 350 million licensed drivers, according to a film on safe driving issued by the Ministry of Public Security (MPS) on Tuesday.
The number of drivers in China is larger than the population of the United States.
The Traffic Management Bureau of the MPS on Tuesday released the film, saying despite the surge of the numbers of vehicles and drivers, some drivers are not sticking to traffic safety and traffic regulations.
The film reconstructs a number of traffic accidents caused by five typical traffic violations, including running through red lights, speeding, driving when tired, distracted driving and driving under the influence of alcohol.
The film aims to educate the public about traffic violations and make the people abide by the laws, said Wang Jinbiao, deputy head of the Traffic Management Bureau of the MPS.

Margaret Chan, director-general of the World Health Organization, paid an inspection visit on Tuesday to a Shanghai-based emergency rescue team, one of three such teams that became the first to join the WHO's Emergency Medical Team Initiative earlier this year and the only one in China.
Chan urged the team, capable of providing mobile emergency field hospitals and staff members in response to natural disasters and disease outbreaks, to gain more practical knowledge from rescue teams that have been to the world's hardest-hit regions.
"You should communicate more with those who have participated in rescue missions in places such as West Africa, where resources are limited and sanitation conditions are poor, to gain a better understanding of how to prioritize workloads in changing circumstances," Chan told the team members during her visit to a mobile emergency field hospital, which cost 150 million yuan ($22 million) and is comprised of more than 10 large tents, during a team drill involving 60 doctors and nurses from Shanghai East Hospital.
"I appreciate your contributions to the global health mission, which help the Chinese government and people to build relations with foreign countries," Chan said.
Core members of the team have previously participated in rescue work after major disasters, such as the 8.0-magnitude Wenchuan earthquake in Sichuan province in 2008 and the 7.1-magnitude Yushu earthquake in Qinghai province in 2010.
"China's investment in health reaps rewards not only for its own population, but also for the rest of the world. The Shanghai team is registered with the WHO for emergency deployment when the next regional or global outbreak strikes," said Bernhard Schwartlander, WHO representative in China.
The mobile hospital will serve as a comprehensive medical treatment institution after disasters when regular medical facilities are compromised, said Liu Zhongmin, team leader and president of the hospital.
The mobile hospital's medical treatment area includes outpatient services, a laboratory, a blood bank, a pharmacy and an operating room, while its logistics support area includes an energy supply warehouse, catering, sewage treatment and toilets.
"The capacity for outpatients is at least 200 people per day and we have 26 beds in the mobile hospital," said Chen Chunhua, a doctor on the team who is from Shanghai East Hospital's department of emergency surgery.
Chan said one major issue with such field hospitals is cross infection.
Liu said the entire mobile hospital is equipped with a ventilation system and the medical staff are required to wash their hands and change their clothes regularly to reduce the risk of cross infection.
"The operating room is equipped with a custom-made air purifier imported from Germany to ensure air coming into the operating room is sterilized. Even heart and brain surgeries can be performed here," Liu said.

Artificial intelligence is being used to prevent costly misdiagnoses
Baidu CEO and chairman Robin Li called on the technology sector on Tuesday to "join hands" with the health sector to tackle more of the world's health problems.
"If we can marry these two together then I think magic can happen. It's very exciting to think about the application of Internet Plus in health," Li said.
Speaking as part of a panel of experts at the Ninth Global Conference on Health Promotion in Shanghai, Li suggested that health companies utilize the openness of the internet and big data to empower people to lead healthier lives.
Li was joined on stage by Margaret Chan, director-general of the World Health Organization, who described healthcare as "one of the most, if not the most, conservative sectors". She said the sector needs the help of technological innovators to help countries achieve the Sustainable Development Goals set out in the UN's 2030 Agenda for Sustainable Development.
One of the issues Li has noticed during his recent forays into the health industry is the "low expectations" of the technology sector among medical professionals.
Making a medical database searchable, for example, can be solved by one server, Li said. "We have 500."
More than 60 million medical and health-related queries are performed on Baidu every day, according to Li, highlighting the growing reliance on the internet for self-diagnosis.
Providing authoritative information online has been a top priority for Baidu since Chinese internet regulators ordered the company to change the way it displays results following the death of a student who visited a healthcare provider found at the top of a search list in 2014.
In addition to strengthening its encyclopedic database, the company has rolled out a slew of initiatives aimed at the healthcare sector, including app Baidu Doctor, which allows patients to ask doctors questions, make medical appointments online and search for health information.
Earlier this year, Baidu began testing its "Medical Brain" system - artificial intelligence designed to help doctors avoid costly misdiagnoses - in hospitals across China.
"In 80 percent of cases in one hospital, the Medical Brain came to the same conclusion as the doctors. But we can go much further in precision medicine," Li said.
However, while China's hospitals begin to embrace innovation and big data, more work is needed to ensure they can communicate on both a local, national and international level.
Zhao Houlin, secretary-general of the International Telecommunication Union, said that countries should adopt an international standard and issue guidelines from the "top down" on how to connect hospitals with smart databases.
"To connect hospitals you need to have some kind of common standard," he said. "Telecoms authorities and healthcare authorities need to work together to keep these systems safe and reliable."

Suspicion is growing over a secret link between Samsung Group, South Korea's biggest family-run conglomerate, and President Park Geun-hye's longtime confidante Choi Soon-sil who has been indicted for criminal acts in conspiracy with the embattled president.
Choi was charged by prosecutors on Sunday with multiple counts including abuse of power and extortion. Park was identified as an accomplice to Choi, becoming the first sitting president of South Korea to be investigated as a suspect.
Choi, whose friendship with the president dates back to the 1970s, is accused of using the friendship to prod 53 conglomerates, including Samsung, into donating 77.4 billion won (65.9 million U.S. dollars) to two non-profit foundations controlled by Choi.
Samsung made the biggest donations, offering 12.5 billion won to Mir Foundation, a cultural fund, on Oct. 27, 2015 and 7.9 billion won to K-Sports Foundation, a sports fund, on Jan. 12 this year, respectively.
Prosecutors saw the donations as a move to avoid possible government retaliations such as tax inquires, but they also probed whether Samsung donated to get favors in the merger of its two subsidiaries, crucial to the transition of management control.
The investigation would be a key to decide the criminal penalty on President Park and her confidante. By law, abuse of power and extortion are sentenced to a maximum of five years in prison, but conviction of bribery charge amounting to over 100 million won get punishment of at least 10 years in jail or life imprisonment.
According to local media reports, the prosecution office began to look into the merger of Samsung C&T and Cheil Industries last July to create a de facto holding company of the country's largest conglomerate.
It was aimed at helping Samsung Electronics Vice Chairman Lee Jae-yong to succeed management control from his father Chairman Lee Kun-hee, who has been hospitalized for two and a half years on heart attack.
Elliott Management, a U.S. hedge fund, strongly opposed the merger due to an unfair exchange ratio of stocks between the two affiliates. Elliott was the third-biggest shareholder of Samsung C&T before the merger.
Samsung proposed a swap of every Samsung C&T share for 0.35 Cheil Industries stocks. It was favorable to the shareholders of Cheil Industries, in which Vice Chairman Lee and other members of the founding family held a 42-percent stake.
The Samsung proposal was approved on July 17, 2015, as the National Pension Service (NPS), a shareholder of Samsung C&T, voted for it at a general meeting of shareholders. The NPS was the second-biggest owner of Samsung C&T shares at the time.
The merger motion was approved with a 69.5-percent support, just 2.8 percentage points above the two-thirds of the voting stocks required for passage. Without the NPS vote in favor, Vice Chairman Lee may have gotten into a big trouble in the transfer of power.
Local newspaper Hankyoreh reported last week that the presidential office Cheong Wa Dae and then Minister of Health and Welfare Moon Hyung-pyo pressured the pension fund operator to support the merger, citing a member of the NPS's advisory board.
The NPS usually hands over sensitive decisions to the advisory body, but the endorsement was determined by an internal discussion as over half of the advisors were highly likely to oppose the merger.
Citing the minutes of the internal discussion, Hankyoreh's reported on Tuesday that the national pension fund supported the Samsung-proposed exchange ratio though it acknowledged that an exchange of every Samsung C&T share for 0.46 shares of Cheil Industries would be fair.
If it proves that the presidential office pressed the NPS to back the Samsung merger in return for bribes, President Park and her confidante would face the minimum of 10-year imprisonment. Moon, former wealth minister who is the NPS chairman, has denied the allegations.
A week after the merger approval, President Park held an open meeting with 17 conglomerate chiefs on July 24, 2015. Park met separately one by one with seven heads of them, including Vice Chairman Lee Jae-yong.
In the following month, Samsung Electronics began to give 2.8 million euros to a German company owned by Choi. Prosecutors would look into whether there was any quid pro quo for the money.
Vice Chairman Lee and other senior Samsung executives had been summoned by prosecutors for questioning. The South Korean parliament plans to call in Lee as a witness during next month's separate investigation into the scandal involving the president and her friend.

Twelve Memoranda of Understanding (MOUs) to promote Sino-Australia trade cooperation were inked in Shanghai Monday.
The MOUs, signed between the Australian Business Chamber and 12 different Chinese entities -- two business chambers and 10 importers -- aim to promote mutual exports and bilateral investments.
The MOUs will work as an information sharing platform to expand cooperation and provide trade information for companies from both countries.
A B2B platform will also be set up soon to lower trade costs for domestic and overseas companies, said Han Quanbao, president of China Chamber of Commerce of Foodstuffs and Native Produce (CCCFNA), which also signed the MOU.
Overseas companies eyeing the Chinese market are turning to e-commerce to strengthen their presence.
"We have been preparing for over a year to enter the Chinese market," said Chris Gregory, President of EmuTracks, Australia's largest emu oil producer.
"We are analyzing the needs and purchasing habits of Chinese. Our Chinese official website is also under construction," he said, adding that EmuTracks is planning to join China's major e-commerce platforms to develop its business.
Bilateral trade has been increasing since China's free trade agreement with Australia entered into force late last year.
China is Australia's largest trading partner and Australia is China's seventh-largest trading partner, with two-way trade valued at more than 155 billion Australian dollars (119 billion U.S. dollars) last year, according to the Australian Trade and Investment Commission.
China has also become one of the most popular investment destinations for Australian enterprises.
A survey by the Export Council of Australia in August showed that 70 percent of 913 Australian enterprises polled have direct investments in China, and 12 percent would make China their first overseas destination.

Chinese archeologists have discovered molecular evidence of the protein keratin in a bird fossil from the Cretaceous Period 130 million years ago, which may provide clues about the color of feathered dinosaurs and early birds.
The research paper by experts with the Nanjing Institute of Geology and Paleontology under the Chinese Academy of Sciences was published by America's Proceedings of the National Academy of Sciences (PNAS) on Tuesday.
Pan Yanhong, a leading researcher with the program, told Xinhua that they discovered the molecular structure of a protein that determines feather color in the bird fossil.
The study shows that these molecular structures are preserved in fossils and are consistent with modern feathers. Researchers hope the study will lead to hypotheses about dinosaur color, behavior, habitat, and physiology.
It was also the oldest molecular evidence found in bird fossils. Previously, the molecular structure of the protein had only been found in fossils dating back some 80 million years.
The bird that experts used in the research is one of the earliest bird fossils found in China. The Cretaceous bird, named Eoconfuciusornis, was discovered in north China's Hebei Province in 2008.

About 40 percent of the merchants in Portugal will accept China UnionPay cards, UnionPay International announced Monday.
UnionPay International, a subsidiary of China UnionPay, announced Monday that it reached an agreement with Unicre on enabling all the merchants in Unicre's network to accept UnionPay cards.
An increasing number of Chinese tourists are visiting Portugal and UnionPay cards are the most convenient payment method for them. In 2015, the number of Chinese tourists in Portugal saw a year-on-year growth of about 40 percent.
China UnionPay Chairman Ge Huayong said the Chinese company plans to enable all POS terminals in Portugal to accept UnionPay cards by the end of 2017 and make breakthroughs in mobile QuickPass acceptance, local card issuance and online payment.
Unicre CEO Luis Flores said Unicre will deepen cooperation with UnionPay International to let more local merchants accept UnionPay cards in order to offer more convenient financial services to Chinese visitors.
Accepting UnionPay also helps Portuguese merchants attract more customers, and thus realize a win-win result, Flores added.
Since China and Portugal established a comprehensive strategic partnership in 2005, the two countries have enhanced trade and economic cooperation as well as people-to-people exchanges.
China is Portugal's largest trade partner in Asia. Chinese enterprises are investing more in Portugal and an increasing number of Chinese people are living in the country.
So far, UnionPay is accepted in 39 countries and regions in Europe, covering about 2 million merchants.

The city of Sansha in China's Hainan province ¨C which is tasked with administration over Xisha, Zhongsha and Nansha Islands in the South China Sea ¨C has officially been given a loan for 100 million RMB for basic infrastructure improvements in the city.
The loan, the first of its kind granted to Sansha, was signed on Nov. 21 by the city government and China Development Bank. The loan term is three years, Thepaper.cn reported.
According to Ah Dong, Sansha's deputy city Party chief, the signing of the contract marks great progress for the city, which hopes to develop its investment and financing platform. The loan also lays the foundation for future financing cooperation on a larger scale.
The signing ceremony was held on Yongxing Island in the Xisha Islands, where the city government is headquartered.
Established in July 2012, Sansha is the youngest and southernmost city in China.
Regional infrastructure has significantly improved since the city's establishment, including transportation, medical and communication facilities. Two airfields on the island and Yongshu Reef will improve air transportation over the South China Sea, and will also facilitate improved weather assessments, aeronautics research, communication, navigation and surveillance. The city now provides waste water treatment facilities and marine environmental monitoring stations, according to the Global Times.

(ECNS) -- China's Foreign Ministry refuted a rumor that the country's media watchdog had set restrictions on Korean dramas, movies and TV shows by requiring Chinese TV stations not to air advertisements casting pop stars from the Republic of Korea (ROK).
"I have never heard about any restriction on the ROK, and the Chinese side is always positive to people-to-people and cultural exchanges with the country," Foreign Ministry spokesman Geng Shuang said at a regular press conference on Monday.
But he indicated that exchanges should be based on public support.
When asked whether the rumored drama ban is linked to THAAD, the spokesman replied that the Chinese side's steadfast opposition to the deployment of THAAD by the U.S. in the ROK is well known to all.
"The Chinese public has voiced their dissatisfaction as well. Relevant parties must have taken note of that," he said.

The actions of dog lovers who used their cars to stop a truck on an expressway that was carrying 320 dogs has sparked heated public debate.
The dog lovers, who drove three vehicles, stopped the truck on its way to Jilin province on Saturday and then fought with the truck driver, according to traffic police in Langfang, Hebei province.
The incident caused traffic congestion on the expressway and left three dog lovers with minor injuries.
The dogs on the truck were pets that were stolen to be sold illegally, according to a report published by Beijing Times.
A dog owner, surnamed Zhang, who said her dog was on the truck, traveled from Tianjin to claim her dog back, the report said.
All dogs on the truck were put into temporary kennels by the police as an investigation into the incident is ongoing.
While calling on people to protect dogs, some netizens condemned the dog lovers' behavior, saying it was extreme and that they should be punished.
"They were lucky that the incident didn't cause casualties or other traffic accidents on the expressway," said Zhang Feng, a media commentator.
Zhang said the dog lovers' feelings deserved respect, but that the tactics they employed to rescue the dogs were irrational and illegal.
However, Pofenghundong, a micro-blogger, said their extremism was caused by the inaction of governments and police.
"The dog lovers felt helpless, so they had to take action themselves," the netizen said.
According to Zhai Yu, who works at a law firm in Shijiazhuang, there are no specific laws to protect pets in China - there are only laws to protect rare animal species.

Shanghai's market watchdog is investigating fried chicken restaurant chain Call a Chick over allegations it's name and the names of some of its menu items are vulgar and offensive, officials said yesterday.
Call a Chick has more than 40 branches and some of it's dishes translate as "virgin chick," "having sex with her," and "chick's sex partner." They refer to spring chicken, chicken drumstick and drinks.
But in Chinese, a chick is a slang term for a prostitute.
The promotion slogan of the chain is "satisfying all your expectations over chicks" and a card sent with takeaway food reads: "The secret of a man who has sex 10 times a night."
The Shanghai Industrial and Commercial Administrative Bureau said it had launched an investigation yesterday.
"The content involved could violate social order," said Li Hua, deputy director of the advertisement department of the bureau.
Advertising laws ban ads that undermine public order or violate ethical standards. Violators can be ordered to stop immediately or face a fine of up to 1 million yuan (US$145,000) and their business license revoked in serious cases.
Call a Chick first came under fire in Sichuan Province after a woman complained to media that the sexually explicit content of one of the chain's outlets in Chengdu embarrassed her because her 8-year-old son kept asking her the meaning of "call a chick."
That outlet's signboard was dismantled and the menu changed under the order of local urban management authorities.
The Shanghai-based chain said in a statement it has started replacing its promotional slogans and menu in both physical outlets and online. It apologized to consumers who felt uncomfortable.
It said its promotional content had been designed for the 18-28 age group ¡ª its target audience ¡ª when the group opened two years ago.
At the Pu'an Road outlet of the restaurant in Huangpu District, all sexually explicit content has been removed from the menu and signboards, but the name of the restaurant remains unchanged.
And the "sensitive content" can still be found on third-party food delivery platforms and restaurant reviews.

Chinese consumers said on Monday that they are dissatisfied with Apple Inc's response to reports that some of its iPhone models unexpectedly shut down.
The U.S.-based technology company said on Sunday that a tiny number of its iPhone 6s smartphone models may unexpectedly shut down, but it emphasized there was no safety issue.
The company said the problem only affects devices within a limited range of serial numbers that were manufactured from September 2015 to October 2015. The iPhone 6s devices whose serial numbers fall within this range are eligible for a free battery replacement.
A 26-year-old Beijing resident surnamed Chen was not satisfied with Apple's announcement. "It didn't explain to iPhone users why the devices automatically shut down when the battery level is 50 percent," she told the Global Times on Monday.
Chen has used an iPhone 6 Plus for nearly two years. She said her phone has sometimes automatically shut down when its battery was around 50 percent.
According to the announcement, the battery replacement program covers affected iPhone 6s devices for three years after the date of sale.
"Apple should come up with a better solution, like a recall, because I think the quality of the whole device is substandard. When it is cold outside, my iPhone 6s Plus automatically shut down several times over the past month, even though its battery was at 40 to 50 percent," said a Beijing white-collar worker, who bought the device just after it went on sale in September 2015.
She said she will switch to a Huawei smartphone if she continues to have trouble with her iPhone 6s Plus.
The China Consumer Association announced last week that it had made a query with Apple after "a considerable number" of iPhone 6 and iPhone 6s users complained that their devices automatically shut off at battery levels of 50 percent to 60 percent.
The problem persisted after upgrading to the new iOS operating system or when the weather was cold.

Daimler Trucks and Buses (China) Ltd said the company will "take all necessary measures" after Chinese authorities concluded an investigation into one of its employees who is alleged to have insulted a Chinese in a car parking dispute in Beijing.
The company made the statement on Monday after an online post about the incident at noon on Sunday sparked outrage among netizens.
A Chinese was backing his car into a parking space in River Garden Villa in the capital's Shunyi district when a foreigner drove his vehicle into the space, the post said.
When the Chinese confronted the foreigner, the latter said: "I have been in China for a year. The first thing I learned here is that all Chinese are bastards", according to the post.
It also said the man is a senior executive of Mercedes-Benz and he used pepper spray to disperse people irritated by his remark, causing discomfort to one person's eyes.
The incident received wide public attention after two local newspapers - the Beijing Times and Beijing News - reported it on their websites on Sunday and Monday respectively.
Local police said they responded to the dispute in a timely manner, adding that the two parties involved reached an agreement through mediation, according to a statement released late on Monday by Shunyi district police, which did not give further details about the incident.
In a media statement, DTBC, which sells Mercedes-Benz Actros, Axor and Atego trucks in China, confirmed the man is its employee and said it will "fully cooperate" on an investigation over the "personal dispute".
Established in Beijing in September 2012, DTBC is responsible for Daimler's business operations involving imported trucks, special trucks and buses in China.
"We deeply regret the outcome of the personal dispute. The words and actions involved in this dispute as reported in the media do not represent at all the views of the company," it said. "After the outcome of the investigation, we will take all necessary measures accordingly."
China Daily failed to reach the two parties involved in the dispute.
A German resident of River Garden Villa and neighbor of the two parties, who only gave her name as Anne, referred to the incident as "more of a cultural thing".
"Germans can be quite direct. That guy might not have been completely accustomed to Chinese culture," she said.

A WeChat account owner has been ordered to pay Global Harbor shopping center 10,000 yuan ($1,460) for damaging its reputation after posting the mall was unlucky, Putuo People's Court said yesterday.
Leimenyi, an account to give opinions on fengshui, or traditional Chinese geomancy, commented on the district's biggest retailing mall on August 11, saying both the structure and decorations violated fengshui.
"It stands too close to the elevated road, cars running on which seem to cut the building, which will brings bad luck to customers," the article said. "The decoration uses Roman column-style pillars and embossed walls, which is an extreme copycat."
Leimenyi removed the article from the WeChat on August 23, after repeated requests from Global Habor, but it has been viewed more than 10,000 times. The mall said the posting had greatly affected its sales and sued for more than 1 million yuan.
The court said the comment was abusive and without evidence, but that the center could not prove its impact.

A university in Beijing has become a distribution site for free HIV test kits, helping students to determine their HIV status in a swift and confidential way. Experts hailed the initiative, noting that it can curb the disease among student populations, as well as raise young people's awareness of HIV/AIDS prevention.
The prevention campaign was jointly launched by the Center for Disease Prevention and Control of Beijing's Chaoyang district and Communication University of China. The university placed 200 HIV test kits in public toilets around the campus, offering students an easy and foolproof way to perform a preliminary HIV screening. Students were encouraged to utilize the kits by sending their urine samples to an appointed hospital and check their test results online.
"We have already distributed 25 test kits, which are quite popular among the students. We hope the kits remind them to seek treatment as soon as possible if they are infected," a university employee told Beijing Youth Daily, adding that four samples had been sent back to the hospital as of Nov. 17, which all showed negative results.
"It's not new to see free condoms distributed at universities, but the distribution of HIV test kits is unprecedented. [The kits] can improve our understanding and awareness of the disease," said a junior student from the university.
HIV infections among students are on the rise nationwide. Beijing identified over 3,000 people infected with HIV/AIDS from January to October 2015; more than 100 of those carriers were students. The disease was largely spread through homosexual sexual contact, Beijing Youth Daily reported.
Beijing authorities have been working hard on HIV prevention among students. In 2015, the Beijing Municipal Commission of Health and Family Planning introduced an HIV prevention program, which included the installation of condom vending machines in all Beijing universities and an HIV prevention class for all freshmen.
"The HIV test kit serves as a preliminary screening, quickly providing results. But the test kit cannot replace professional HIV tests, and those who obtain positive result from the test kit should go to the hospital for a more extensive medical check," said Xiao Jiang, a doctor from Beijing Ditan Hospital.

Strong winds hit much of China after a cold front dragged temperatures down by more than 10 degrees Celsius.
Beijing and neighboring areas saw the first snowfall of the winter over the weekend.
A total of 1,506 snow-clearing vehicles and over 23,000 workers had been dispatched to cope with icy roads and possible road accidents by Beijing authorities as of 10 a.m. Monday.
Gales sweeping from the north have hit the capital city and will continue to affect the rest of China over the following days.
Freezing weather will linger until Wednesday, with blue alerts for cold spells issued in Beijing, Tianjin, Henan, Shandong, Jiangsu as well as Sichuan on Monday.
From Monday to Wednesday, temperatures in Beijing and neighboring areas are expected to drop to as low as minus 14 degrees Celsius, while parts of Hunan, Hubei, Jiangsu and Sichuan provinces will experience a drop of 7 to 10 degrees Celsius in temperature, according to local meteorological authorities.
China has a four-tier color-coded system for severe weather, with red being the most serious, followed by orange, yellow and blue.

A woman died after contracting H5N6 avian flu in central China's Hunan province, local health authorities said Monday.
The woman, 47-year-old Luo, was a farmer from Shaoyang City. She was admitted to a local hospital last Friday when her health condition had already become critical, and died on Sunday, according to the Hunan provincial disease control center (CDC).
Luo had contact with dead poultry before she fell ill. No human-to-human transmission has been reported yet.
Experts from the CDC warned people who have had contact with live poultry to stay alert and for others to stay away from poultry and excrement.

(ECNS) -- Patients with eye diseases have increased triple times the usual in Wuhan, capital of Hubei Province, as a new round of heavy smog hit the area, according to Wuhan Evening Paper.
Xiao Chen, 23, who wears colored contacts everyday for work, has been diagnosed with conjunctivitis.
An ophthalmologist surnamed Peng said smog contains a large amount of sulfide and acidic materials, which will irritate ocular surfaces and cause dry eyes. He also indicated that wearing contact lens in smoggy weather would make eye conditions even worse.
Contact lenses are like particle vacuums, absorbing viruses and germs from the smog and causing eye irritation and infection along with other illness like dry eyes and corneal abrasion, Peng explained.
He suggested wearing glasses instead of contacts during smoggy days and people to consciously blink to let the lachrymal flush the cornea. He also said flushing eyes immediately with clean water would help get rid of harmful particles and germs after returning from outdoors.
Hot-smoke and hot-compresses have better results on dry itchy eyes compared to eye drops, he added.

As of the end of October 2016, Vietnam's total import revenue reached 140.6 billion U.S. dollars, of which, China was the largest supplier with 40.24 billion U.S. dollars.
According to the latest statistics by Vietnam Customs on Monday, compared to the same period last year, Vietnam's import revenue from China went down by 1.4 percent, or 576 million U.S. dollars.
There are eight groups of China-imported goods with over one billion U.S. dollar revenue each including machines, equipments and tools (7.35 billion U.S. dollars), cell phones and accessories (4.9 billion U.S. dollars), computers, electronic products and accessories (4.76 billion U.S. dollars) among others, said Vietnam Customs.
In 2015, Vietnam spent over 49.3 billion U.S. dollars importing goods from China, accounting for 28.8 percent of the country's total import revenue.
During 2011-2015 period, China ranked first among major good suppliers to Vietnam, said the customs.
As the country's Lunar New Year holiday nears and hundreds of goods from China and ASEAN will enjoy zero-percent import tax to Vietnam following ASEAN-China Free Trade Agreement (ACFTA), Chinese imported goods into Vietnam are expected to rise, reported the state-run radio VOV on Monday.

More Greeks want closer collaboration with Russia and China than the United States and Germany, an opinion poll published on Sunday showed.
It is in Greece's interest to develop closer ties with Russia, 47.5 percent of respondents in the survey carried out for Vima (Tribune) daily said.
According to the poll,conducted by polling firm Kappa Research, 39.5 percent of Greek people prefer closer ties with China.
A total of 36.5 percent of participants said they wanted deeper collaboration with the U.S. and 20 percent with Germany.
The survey was conducted on November 11 to 12 ahead of the visit of outgoing U.S. President Barack Obama to Athens.
Altogether 74 percent of respondents had a positive view of Obama, although 75.5 percent said that they did not expect that his visit will substantially help Greece tackle the debt crisis.
The 41.5 percent of Greeks said that the country should address its financial problems by itself, while 34 percent said that Greece should be relying mainly on the European Union(EU).
Asked to comment on Donald Trump's winning of the recent U.S. presidential election, 78 percent of Greeks believes that during his term in office U.S.-EU relations will deteriorate, according to the poll.

China is still Algeria's largest supplier with trade at 6.86 billion U.S. dollars or 17.81 percent of Algeria's total import bill in the first ten months of 2016, revealed figures from the Customs' Statistics and Data Center (CNIS) reported on Sunday by the local APS news agency.
Algeria's imports bill in the last ten months hit 38.54 billion dollars, according to the source, while China managed to remain Algeria's first supplier, dethroning France for the fourth year in a row.
France occupied the second place among Algeria's largest suppliers with four billion dollars, followed by Italy with 3.9 billion dollars, Spain with three billion dollars and Germany with 2.3 billion dollars.
At the end of 2015, Chinese imports into Algeria accounted for 8.22 billion dollars, from a total of a 51.501 billion dollar bill.
As for Algerian exports, the figures indicate that Italy stands as the primary destination in the first ten months of 2016 with 4.04 billion dollars, from an overall 22.74 billion dollars' worth of exports so far.
Spain came in third with three billion dollars, followed by France with 2.6 billion dollars, the U.S. with 2.08 billion dollars and finally Canada with 1.14 million dollars.

China on Sunday called on parties concerned in Myanmar to exercise restraint and halt military operations so as to avoid escalation of the conflicts.
Three ethnic armed groups jointly launched simultaneous and surprise attacks early Sunday morning on some military and police outposts stationed in Muse and Kutkai, border towns in Myanmar's Shan state-north, causing casualties in the military and civilians, local sources said.
Chinese Foreign Ministry spokesman Geng Shuang said China attaches great importance to peace and tranquility of the China-Myanmar border area and expresses serious concern over the exchange of fire in Myanmar's border town.
China hopes all parties concerned in Myanmar will adhere to dialogue and consultation and make concrete efforts to safeguard the peace process in Myanmar, he said.

Departments of transportation, environment, power and heat supplies in Beijing have initiated emergency plans to cope with the first snow forecast to hit the city since Sunday.
According to the meteorological observatory of Beijing, much of the city has been hit with snow since 8 p.m.. The rain and snow are forecast to last more than 40 hours, with a blizzard possible for the western and northern areas of the city.
Beijing Environment Sanitation Engineering Group said a total of 84 snow sweepers, 162 snowmelt watercarts, 91 snow-melting agent spreaders and 96 sidewalk snow sweepers have been prepared for the upcoming snowfall.
Besides, over 3,000 first-line workers are also on guard.
The city's transportation authorities have also opened green channels for the snow removing vehicles and dispatched additional traffic staff to deal with road accidents and any road infrastructure failure.
More than 2,000 technicians and support staff, 180 emergency buses and 50 relief vehicles of Beijing Public Transport Group have been summoned to ensure a smooth commuting during Monday's rush hours.
Beijing Heating Group will raise water temperature as the city is forecast to see a significant temperature drop to as low as minus 10 degrees Celsius after the snow.
A total of 136 power generating cars have been prepared for any emergency when the snow hits, the city's electric power company said.

Meeting on the sidelines of the 2016 Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting, Xi spoke highly of the U.S. president's endeavor in developing ties with China. [Special coverage]
It was the third meeting this year between Xi and Obama, and the ninth in over three years, recalled the Chinese president.
The two heads of state have conducted multiple in-depth exchanges of views on issues of strategic and overall significance in bilateral ties and reached broad consensuses, especially their joint decision to build a new type of China-U.S. major country relations that has guided the two countries to achieve significant progress in bilateral ties, Xi said.
Summing up the two countries' experience in developing bilateral relations over the past more than three years, Xi told Obama that the two countries firstly have a good grasp of the general direction of bilateral ties, with cooperation being their only correct choice.
Secondly, China and the United States have actively expanded practical cooperation and pursued win-win and multi-win outcomes, which benefited not only the two countries, but also the world at large, Xi said.
Thirdly, he noted, the two countries have stuck to managing sensitive issues in a constructive way with mutual respect, avoiding misjudgment, and more thinking in each other's shoes, so as to prevent the escalation of disputes.
China and the United States bear great responsibilities and have broad common interest in safeguarding world peace and stability, and promoting global development and prosperity, said Xi, adding that a long-term, stable and healthy growth of China-U.S. ties serves the fundamental interest of both peoples and is widely expected by the international community.
Xi said he has had a phone conversation with Donald Trump after Trump was elected the next U.S. president.
The Chinese president said he is willing to work with Trump to expand cooperation in various fields at bilateral, regional and global levels, and manage differences in a constructive way, so as to realize non-confrontation, mutual respect, win-win cooperation, and greater progress for China-U.S. ties from a new start point.
Recalling his close contact with Xi in recent years, Obama said he and Xi have forged a candid, friendly and constructive relationship and increased mutual trust.
In more than three years, the United States and China have jointly dealt with challenges and effectively managed differences, while bilateral consultation and cooperation mechanisms have yielded rich results, said Obama.
The two sides have carried out cooperation on such issues as promoting global growth, reaching an agreement on the Iranian nuclear issue, and addressing the Ebola outbreak in West Africa, he said, highlighting their key roles in driving forward international efforts in dealing with climate change.
Calling the U.S.-China relationship the most significant bilateral relationship in the world, the U.S. president said a constructive U.S.-China relationship is beneficial to both peoples and the international community at large.
Obama told Xi that he has underlined the importance of U.S.-China relations to Trump, and stressed that there should be a smooth transition of bilateral ties amid the U.S. presidential change.
The U.S. side is ready to develop a more sustained, fruitful relationship with China, said Obama.
The leaders of the world's two largest economies also made an in-depth exchange of views on major global and regional issues of common concern.

Home-developed tech backed by global peers
Chinese firms have staked their claim in building global standards for the fifth generation of cellular networks (5G), analysts said over the weekend, after the Polar code the firms have promoted gained increased status last week.
Experts said it was the first time that Chinese companies have been able to make home-developed technology part of global standards for telecommunications.
During the No.87 RAN1 meeting held by 3rd Generation Partnership Project (3GPP), an international mobile telecommunications standard organization, in Nevada, U.S., on Thursday, the Polar code was defined by participants around the world as the control channel encoding scheme for the application of 5G in the eMBB (enhanced mobile broadband) scenario, according to a press release issued by the China-based IMT-2020 5G Promotion Group on Saturday.
This means that Chinese firms could gain some competitive advantages in the eMBB arena, which covers Internet access with high data rates and involves cloud storage, media applications and augmented reality for entertainment, analysts said.
Counterparts from the U.S. and EU have long been the leaders in setting network standards, which made it impossible for Chinese firms to get a bigger slice of the mobile Internet bonanza in previous generations, Xiang Ligang, chief executive of telecom industry portal cctime.com, told the Global Times on Sunday.
China's race to 5G
The IMT-2020 5G Promotion Group, which was founded by China's government in 2013, is expected to make some changes in the global network standard battleground. The group reportedly consists of more than 50 firms and institutions such as Huawei Technologies Co, ZTE, the three State-owned telecom carriers and Xiaomi Inc, and the group aims to make 5G a reality for Chinese consumers by 2020.
"The success of the Polar code is a milestone for the telecommunications standards supported by China," Wang Yanhui, head of Shanghai-based Mobile China Alliances, told the Global Times Sunday.
Media outlets including China News Service reported on Saturday that the China-supported Polar code had been chosen over LDPC (Low-Density Parity-Check), which is backed by U.S. firm Qualcomm, and Turbo 2.0, which was proposed by France.
The code aims to help correct transmission errors in mobile networks and is expected to demonstrate three times the spectrum efficiency of current radio access network coding technologies.
It was first introduced in 2008 by Erdal Arikan, a Turkish professor, and was then further developed and enhanced by Chinese firms, the IMT-2020 5G Promotion Group said in the press release.
Huawei, one of the Polar code supporters and innovators, announced in October that it had achieved downlink speeds of 27 gigabytes per second by using the code.
The company refused to offer further comments on the development of its 5G technologies when contacted by the Global Times on Sunday, only referring to a press release it issued on Saturday.
"As a member of the IMT-2020 Promotion Group, Huawei will continue pumping up investment in 5G research and development together with other group members," the press release said, adding that the firm hoped to participate in setting unified global 5G standards.
Huawei is one of many firms in China to have shown their 5G ambitions. Telecom carriers in the country are also gearing up for the rollout of the next mobile network generation in 2020 by setting up innovation centers in Qingdao, East China's Shandong Province.
U.S. and EU still ahead
Thanks to these efforts, the Polar code is now a crucial part of the development of 5G, but it does not mean that Chinese firms can overtake peers from the U.S. and EU and dominate the setting of standards for 5G, said Wang.
"There are still many fields that China may not be so good at," he noted.
U.S.-proposed LDPC codes, which are already widely used for Wi-Fi, were chosen for the eMBB data channel coding scheme by 3GPP on Thursday.
Qualcomm, currently the world's major provider of mobile chips, announced in mid-October that it plans to deliver the first chip for 5G networks by 2018.
And Swedish wireless network supplier Ericsson AB, which leads the EU's 5G standardization projects, has said it will deliver 5G mobile phone network components in 2017.
Market research provider reportsnreports.com estimated in March that 5G networks would generate $250 billion in annual service revenue by 2025.

China's promising teenager Jin Boyang took second in the Figure Skating Cup of China men's competition here on Saturday, while his compatriots Yu Xiaoyu/Zhang Hao and Peng Cheng/Jin Yang earned one-two finish in pairs competition.
China's 2006 Turin Games silver medalist Zhang Hao and his new partner Yu Xiaoyu, skating to the music "I will wait for you", claimed the title with 203.76 points, followed by Peng/Jin with 197.96 points. Canada's pair Liubov Ilyushechkina/Dylan Moscovitch finished third with 191.54 points, and another China's pair Wang Xuehan/Wang Lei finished fourth with 182.02 points.
"All three pairs have done their best, but they give themselves too much pressure today. We are working on details, but there are still some flaws in today's performances, which is unavoidable," said Zhao Hongbo, head coach of China's pairs figure skating.
Canada's Patrick Chan won men's title with 279.72 points, and Jin Boyang ranked second with 278.54 points, while Russia's Sergei Voronov came third in 243.76 points.
Jin, finished second last year at Cup of China as well, performed to the music "La Strada" but fell on the combination of quadruple toeloop and double toeloop.
"I think I did a good job today, but I made a little mistake in a quadruple and that influenced my scores, even though I'm still satisfied with my performance," said the 19-year-old Jin.
Russia's Elena Radionova won the ladies title by a total of 205.90 points, followed by Canada's Kaetlyn Osmond with 196.00 points, while Russia's Elizaveta Tuktamysheva came third in 192.57 points.
"I'm very happy that I finished first today. My performance was not perfect today, but it was the best of the season so far," said the 17-year-old Russian figure skater, who got emotional at the end of her performance.
China's Li Zijun was out of form and only ranked eighth.
In the ice dance, Maia Shibutani and Alex Shibutani of the United States won the title with 185.13 points. Canada's Kaitlyn Weaver/Andrew Poje earned 181.54 points to take second, while Russia's Alexandra Stepanova/Ivan Bukin came third in 177.41.
Audi Cup of China, running from Nov. 18 to 20, is the fifth of six events in the ISU Grand Prix of Figure Skating Series 2016/17. Skaters compete for points to qualify for the Grand Prix of Figure Skating Final and a prize money of US 180,000 dollars per individual event of the Grand Prix.
