China's consumer market has seen a significant slowdown in growth over the past two years, according to an industry survey.

The data, from market researcher Kantar World-panel, shows growth in the sector fell from 15.8 precent in the year to June 2012, to 5.6 percent in the period ending June 2014.

The study also reveals that growth in sales of fast moving consumer goodsproducts sold quickly and at relatively low cost, or FMCGs across other emerging markets slowed too, from 8.8 percent in the year to June 2013, to 7.5 percent in same period ending June 2014, a clear knock-on effect of the cooling global economy.

The research forecasts a further regional reduction by June 2015 to 7 percent.

Jason Yu, general manager at Kantar World-panel China, said the drops are largely being driven by a slowdown in consumption, with FMCG sales growth currently running at 5.2 percent, down 3.6 percentage points compared with last year at the same time.

Despite still performing strongly compared with many mature markets, such as those in Europe and North America, the reduction in emerging market growth is significant, according to the report.

Yu said slowing economic growth across many emerging economies has led to shoppers reining in their spending on everyday goods.

"We now face a new reality, where FMCG growth is more moderate.

"Competition will become fiercer as the size of the prize shrinks. Brands will need to be even smarter when deciding which markets to target, and when to change their approach within each country," he said.

As China makes up 69 percent of the emerging Asian market, it influences the whole region, said Yu.

Packaged food, which makes up the largest share of Chinese consumer spending, was hit the hardest of all areas, growing by just 1.8 percent last year compared with 16 percent in the 12 months ending June 2012.

Yu said he expected overall FMCG sales momentum to pick up in China once spending on packaged food recovers.

In other areas of the consumer market, the report highlighted e-commerce spending as gaining significant momentum across emerging markets, making it the new prime target for leading brands.

E-commerce in China is forecast to account for 3.3 percent of all FMCG sales by 2016, an optimistic trend that will continue across the region, said Yu, as more is spent by companies on investment in technology and infrastructure.

Yu said growth in emerging markets is still considered relatively high in global terms.

"Beijing Road" in Algiers tells China-Algeria stories
http://www.ecns.cn/2014/11-01/140983.shtml

2014-11-01 12:05 Xinhua Web Editor: Qian Ruisha

There is a street, called "Beijing Road" in downtown Algiers, which zigzags uphill about one kilometer, linking the presidential office at one end, and the city's bustling commercial district at the other.

Many old locals are familiar with the "China story" on the road, and there are always visitors coming from distant China to pay a visit to this road and have a photo with it.

Walking in a sunny October day along the road to trace its history and Chinese element, you will meet a lot of local residents greeting you naturally with Chinese "ni hao", equivalent to "hello" in English.

In a coffee bar on the road, an old man in his 70s, who grew up there, was very delighted when he saw Chinese visitors.

He put his index fingers together, a gesture meaning that Algeria and China are "good brothers."

Expressing thanks for China's support in Algeria's efforts to fight for independence, the Algerian government named the street as "Beijing Road" in December 1963 when late Chinese Premier Zhou Enlai visited the country, the old man said.

He recalled that hundreds of thousands of people, at that time, stood along both sides of the road to welcome Zhou and cheering people crowded the road-naming ceremony.

In 1963, the first medical aid team that China sent overseas arrived in Algeria. Algeria was one of the two co-sponsors (the other is Albania) for the People's Republic of China to resume its legitimate seat in the United Nations In 1971.

Near the old man's coffee bar, a popular Chinese children's song was heard, coming from a toy rocking car in front of a children's dress shop.

The owner of the shop told Xinhua that the toy car was bought from China and is used to attract customers.

He pointed to a nearby mobile phone shop run by his brother, who imports mobile phones from China.

The dress shop owner said that he and his brother travel to China together several times each year, and cities in China, like Shanghai and Guangzhou, are big and beautiful.

His father also drives a small Chinese-manufactured truck and runs a transport business, he added.

On the "Beijing Road," Chinese traces could be seen everywhere. Garments in shops, shoes, hats, suitcases and bags, are all made in China.

Currently, China has been Algeria's largest source of import and bilateral trade volume has increased by 10 times over the past decade.

Meanwhile, Algeria has become one of the top markets for China's overseas construction contractors. Hundreds of Chinese companies are undertaking various construction projects in the country, including highways, mosques, international convention and exhibition centers, hospitals as well as hundreds of thousands of residential housing units.

China has become the world's second largest economy and China's development will also benefit Algeria and the Algerian people. The mutual benefit and win-win cooperation in the new era will surely inject new impetus and contents into the traditional bilateral friendship.

The State Council, China's cabinet, Friday decided to review punishments on the illegal disposal of diseased animals and carcasses.

Individuals and organizations are banned from dumping, trading and processing diseased animals and poultry or their carcasses without proper procedures. Agriculture and food safety authorities will pursue and punish offenders, along with police in cases that violate the Criminal Law.

The order also clarifies the responsibilities of local governments at different levels. County governments will dispose dead animals and birds found in rivers, lakes and reservoirs while township governments are in charge of those found in public places. They should both report such discoveries to their superior governments.

Many farms are small businesses without proper disposal facilities and they are inclined to dispose animal waste carelessly, said the State Council.

In March last year, 6,000 rotting pig carcasses were found floating in the Huangpu River, an important source of Shanghai's tap water, causing widespread panic.

An investigation found that hog farms along the upper reach of the river had dumped the carcasses to save the cost of sending them to legal disposal facilities.

China passes Counterespionage Law, aiming for comprehensive state security
http://www.ecns.cn/2014/11-01/140980.shtml

2014-11-01 11:38 Xinhua Web Editor: Qian Ruisha

China's top legislature adopted the Counterespionage Law Saturday aimed at more comprehensive state security.

Members of the Standing Committee of the National People's Congress (NPC) passed the bill through a vote at the closing of the bi-monthly legislative session.

Formerly known as the National Security Law, it includes new rules that have proven effective in practice.

The bill specifies espionage's definition: foreign organizations and individuals who conduct espionage activities or who instigate and sponsor others in conducting them will be punished, as will domestic organizations and individuals who spy on the country for foreign organizations and individuals.

It grants national security agencies the authority to ask an organization or individual to stop or change activities considered harmful to national security. If they refuse or fail to do so, the agencies will be entitled to seal or seize related properties.

The agencies are also entitled to seal and seize any device, money, venue, supplies and other properties that are related to espionage activities, according to the bill.

They will be either confiscated by national security agencies or handed over to judicial departments.

The illegal income and properties gained through knowingly hiding and fencing properties related to espionage will be confiscated, the bill says.

However, lawmakers suggested regulating counterespionage power. It stipulates that "counterespionage work should proceed according to law, respect and ensure human rights, and guarantee the legal interests of citizens and organizations."

Information and material obtained for counterespionage work should only be limited in the field, and confidentiality should be ensured regarding state and commercial secrets and personal privacy, the law says.

It also bans illegally possessing special espionage instruments. In order to prevent law enforcement at discretion, the bill says whether something is considered an instrument of espionage should be confirmed by state security departments according to regulations.

The stipulation was added after lawmakers suggested that electronic devices like smart phones can also be used in espionage.

The law also rewrites articles that were not in line with other laws that have been revised in recent years, including the Criminal Law and Criminal Procedure Law.

Taking effect in 1993, the National Security Law mainly regulates the work of the country's national security agencies, whose major duty is counterespionage. It has not been revised since then.

The National Security Law ceased Saturday after the new law was released, the bill says.

Sun Baoshu, deputy head of the NPC Law Committee, said it is necessary to transform the National Security Law into the Counterespionage Law in order to "prepare for a comprehensive and fundamental state security law."

President Xi Jinping advocated an "overall national security outlook" at the first meeting of the central national security commission in April.

Xi stressed that the challenges China faces in maintaining national security today are more diverse than they have ever been, as it has seen complicated internal and external situations.

Chinese President Xi Jinping and his United Arab Emirates (UAE) counterpart, Sheikh Khalifa bin Zayed Al Nahyan, on Saturday vowed to deepen bilateral ties.

The two leaders underlined the consensus in the congratulatory messages they exchanged on the 30th anniversary of the establishment of China-UAE diplomatic relations.

In his message, Xi noted that the Chinese and UAE governments and peoples have enjoyed mutual respect and sincere cooperation and forged a deep friendship over the past three decades.

Since the establishment of the China-UAE strategic partnership in 2012 especially, bilateral ties have witnessed all-round and fast development, with fruitful cooperation carried out in various fields, bringing tangible benefits to the two peoples, Xi said.

Now as the Chinese and UAE peoples are both striving for national development, bilateral cooperation has broad prospects, added the Chinese president.

Stressing that he attaches high importance to the China-UAE relationship, Xi said Beijing stands ready to work with Abu Dhabi to strengthen political mutual trust, deepen mutually beneficial cooperation and increase people-to-people exchanges, so as to push forward the development of the two countries' strategic partnership.

For his part, Khalifa said the two countries have laid a solid foundation for bilateral ties through joint efforts in the past 30 years, with friendship growing increasingly deep and cooperation bearing rich fruit.

Noting that Xi's wisdom has provided a robust driving force for the development of UAE-China relations, he wished China continuous progress under Xi's leadership.

Germany welcomes Chinese investments in its real economy, especially in the field of advanced technology, German Ambassador to China Michael Clauss said at a forum on Monday.

Clauss said China-Germany relations are enjoying a good momentum, with high-level visits and positive results in economy and trade.

Deals worth more than $18 billion were signed when Chinese Premier Li Keqiang met German Chancellor Angela Merkel earlier this month in the third round of top-level talks this year between the Asian and European export powerhouses. Both sides stressed that they want to boost their multi-billion-dollar trade and investment ties and deepen a new innovation partnership.

"Chinese and German governments discussed the details of new partnership and we will emphasize high technology field…," he said. "China and Germany will together conduct research involving not only private sector but also the governments," added Clauss.

As Chinese companies eye the global market, many countries have implemented favorable policies to attract investment from the second-largest economy in the world. The advantage of Germany as an investment destination, according to Michael Clauss, is that as China's largest trade, investment and technological cooperation partner in Europe, Germany can provide the advanced technology to Chinese enterprises.

"Since both countries are cooperating on several projects, China has become one of three top sources of foreign capital and has increased employment opportunities in Germany," he said.

Germany treats local business and foreign enterprises equally and encourages good competition in an open and fair business environment, said Clauss.

As more Chinese enterprises, such as Huawei and ZTE, tap into the German market and ease into local business environment, Clauss said that Chinese companies have won praise and acknowledgement in Germany for taking a prudent approach by maintaining the old working mechanism and not laying off huge staff when partnering with local firms.

Although more Chinese companies are eyeing the German market, they face some challenges too. Clauss said the European powerhouse is strict when it comes to pollution emission management and energy-saving.

China pledges continuous aid to Africa in anti-Ebola efforts
http://www.ecns.cn/2014/10-31/140944.shtml

2014-10-31 17:07 Xinhua Web Editor: Mo Hong'e

After announcing last week that it was preparing its fourth batch of aid, China on Friday pledged to continue to send assistance to those African countries struggling with the Ebola outbreak.

"China's assistance will not stop as long as the Ebola epidemic [continues] in West Africa," said director of the Foreign Ministry's African Affairs Department Lin Songtian.

Last week, President Xi Jinping announced aid worth 82 million U.S. dollars, would be channeled to Liberia, Sierra Leone and Guinea, the countries most affected by the Ebola epidemic.

With this fresh batch of aid to the region, China has directed 122 million dollars to West African countries.

Following the outbreak of Ebola in February, China offered three batches of aid -- in April, August and September respectively -- to West African countries.

The latest round of assistance will finance the construction of a 100-bed treatment center in Liberia, where the epidemic is most serious.

The center, expected to be put to use within 30 days, will be managed and operated by an elite medical team from the People's Liberation Army (PLA), according to Lin.

The treatment center will be the only one in the three epidemic-stricken countries that is constructed, staffed and operated by a foreign country, Lin added.

The Chinese government has selected and trained 480 medical staff from the PLA to be sent to Liberia in three batches of 160 people.

Also in the fourth round of assistance, China will provide 60 ambulances, 100 motorcycles, 10,000 health-care kits, 150,000 pieces of personal protection equipment as well as other materials such as hospital beds, pick-up trucks and incinerators.

China will send more health experts to help train local medical personnel and will draft a long-term plan for China-Africa public health cooperation.

Besides, China will also donate six billion dollars to the UN Ebola Response Multi-partner Trust Fund and work with international organizations and countries concerned to help African countries, Lin said.

According to Lin, there are nearly 200 medical staff in West Africa at present and with the addition of the fourth batch of assistance, the experts and medical staff sent by China to the region will surpass 700.

"Currently, the epidemic in West Africa is far from under control and poses a real threat to the people of the epidemic-stricken countries and the whole world," Lin said, adding that the whole international community should be united in the fight against Ebola.

"We strongly urge the international community, developed countries in particular, to take urgent measures; fulfill promises as early as possible; and mobilize more resources to further enhance efforts to provide assistance to Africa," Lin said.

"We hope that the parties concerned shall enhance communication and coordination, support the leading and coordinating role of the UN and the WHO to make the assistance more effective and targeted with greater synergy so that we can win the final victory in the joint fight against Ebola," Lin added.

Internet debate explodes over Apple's Tim Cook

In the 24 hours since Apple CEO Tim Cook announced he is gay, the topic has dominated China's social media, with variations of the term "Apple CEO Tim Cook Comes out of the Closet" being used more than 24.3 million times by Friday afternoon.

Also by that time, the search engine Baidu.com showed 796,000 pages with the words "Cook came out" and the topic #Apple CEO Cook came out# was still the No 1 hot topic on Sina Weibo, China's Twitter-like microblogging site, with 24 million reads and 51,000 discussion groups.

Cook's announcement comes as a surprise to many due to his well-known penchant for privacy. While never openly addressing his sexuality, it was reportedly known among Apple watchers and tech industry insiders that the CEO was gay.

"For years, I've been open with many people about my sexual orientation. Plenty of colleagues at Apple know I'm gay, and it doesn't seem to make a difference in the way they treat me. Of course, I've had the good fortune to work at a company that loves creativity and innovation and knows it can only flourish when you embrace people's differences. Not everyone is so lucky," Cook wrote in Bloomberg Businessweek.

"While I have never denied my sexuality, I haven't publicly acknowledged it either, until now. So let me be clear: I'm proud to be gay, and I consider being gay among the greatest gifts God has given me."

According to a Deloitte report, 83 percent of gay, lesbian, bisexual and transgender people hide aspects of their identity at work. In his Businessweek column, Cook said his coming out was meant to help others.

"I don't consider myself an activist, but I realize how much I've benefited from the sacrifice of others. So if hearing that the CEO of Apple is gay can help someone struggling to come to terms with who he or she is, or bring comfort to anyone who feels alone, or inspire people to insist on their equality, then it's worth the trade-off with my own privacy," Cook wrote.

China online reaction to Cook's outing in China has been deafening, but the effect it has on Apple sales is yet to be felt.

Apple has had a successful fiscal year brought about by the release of the iPhone 6 and 6 Plus. According to fiscal reports released by the Cupertino-based company, Apple reported quarterly revenues of $42.1 billion. As of closing bell on Thursday, Apple's stock price remained largely unchanged at $106.98 per share.

China's capital and financial account deficits widened in the third quarter, as the country became a net capital exporter, according the State Administration of Foreign Exchange (SAFE) on Thursday.

The capital account deficit expanded to 502 billion yuan (81.6 billion U.S. dollars), compared with 16.2 billion U.S. dollars in the April-June period. There was surplus of 94 billion U.S. dollars in the first quarter.

The capital account deficit comes as China invests more aggressively overseas using the huge current account surplus accumulated through foreign trade. Q3's current account surplus stood at 81.5 billion U.S. dollars.

For the first nine months, China's total capital and financial account was 14.1 billion U.S. dollars, in contrast with a current account surplus of 162 billion U.S. dollars.

China's pilot program to replace turnover tax with value-added tax since 2012 has reduced tax by 328 billion yuan (53.3 billion U.S. dollars), the country's tax authority said Thursday.

In the first three quarters of this year, the change has reduced the burden on taxpayers by 145 billion yuan, said the State Administration of Taxation website.

VAT is tax levied on the difference between the cost of production and the price of a commodity on the market. It is favored partly because it can reduce double taxation.

Following regional experiments since the beginning of 2012, the VAT reform in transportation and some modern service sectors was rolled out throughout the country on Aug. 1, 2013.

The program was expanded to railway transportation and postal services in Jan. 1, 2014 and further to the telecommunications sector in June 1.

Open bank card clearing market raises competition, benefits consumers
http://www.ecns.cn/business/2014/10-31/140783.shtml

2014-10-31 08:08 Xinhua Web Editor: Qin Dexing

China will open bank card clearing to foreign companies to improve competition and reduce costs to card issuers and users.

The State Council announced on Wednesday that foreign companies which meet certain criteria will be allowed to set up clearing networks in China.

"The move is aimed at wider opening of China's financial market and boosting innovation in bank card market and payments market," the cabinet said in a statement.

The liberalization could be a great opportunity for global big names, including Visa and MasterCard.

According to a report by the Payment and Clearing Association of China (PCAC), 47.6 billion bank card transactions were made in China in 2013 with a total value of 423 trillion yuan (68.8 trillion U.S. dollars).

Clearing companies connect banks, shops and card users together and settle transactions by turning the promise of payment into actual transfer of money from one bank to another. Their profits come mainly by charging commission.

China's clearing market is dominated by China UnionPay, a state company founded in 2002.

A total of 3.8 billion UnionPay cards have been issued by member banks globally and foreign card companies have to piggyback on UnionPay's network when accepting yuan payments in China.

China promised to reform its payments clearing market in 2012 after the United States filed a complaint to the World Trade Organization accusing China of discriminating against foreign firms.

The upcoming foreign penetration is expected to further raise competition in the business as "third party payment" companies, Alibaba's Alipay in particular, boasting convenient and free online payment are already eating into the user base of traditional card transactions.

How China's clearing market will be influenced by an inflow of foreign companies remains to be seen as there are no specific measures in place, but commission and other fees are expected to fall in a more competitive environment.

Commission rates in department stores, supermarkets and restaurants now range from about 0.38 percent to 1.25 percent.

"I believe opening up the clearing market will largely improve services, lower costs and benefit the real economy and consumers," said Guo Tianyong, a banking researcher with the Central University of Finance and Economics.

With more companies, rules should be updated to regulate the business, according to Yang Tao, head of the Payment and Clearing Research Center under the Chinese Academy of Social Sciences.

"Policymakers should strike a balance between innovation and risk control," said Yang.

Stock markets in the Chinese mainland saw mixed performance Thursday as gains in transportation and banks were offset by falls in aviation and media stocks.

The benchmark Shanghai Composite Index rose by 18.05 points or 0.76 percent to 2,391.08 points on Thursday, hitting a 20-month high. The Shenzhen Component Index remained flat, falling by 0.13 points or 0.00 percent to 8,090.55 points.

Combined turnover on the two bourses on Thursday was 437.26 billion yuan ($71.49 billion), down from Wednesday's 457.25 billion yuan.

Shares linked to transportation and logistics continued to rise.

Amid high hopes for the expected merger of two State-owned train makers, China CNR and CSR Corp, railway companies maintained their rising momentum on Thursday. China Railway Group rose by the daily limit of 10 percent to 4.20 yuan.

Trading of shares in China CNR and CSR Corp has been suspended since Monday, with an official announcement of the merger expected this weekend. Analysts say the merger will strengthen the Chinese high-speed railway industry.

Banks and power firms also gained on Thursday. China Everbright Bank Co rose by 4.46 percent at 2.81 yuan and GD Power Development Co jumped by 10 percent to 2.83 yuan.

Meanwhile, aerospace, media and liquor stocks weighed on the markets. Aerospace Communications Holdings declined by 4.42 percent to 17.94 yuan and China Avic Electronics Co fell by 3.66 percent to 27.93 yuan.

ChiNext, China's NASDAQ-style board for high-tech and fast-growing start-ups listed in Shenzhen, had risen for three days but fell on Thursday, closing down by 4.32 points or 0.28 percent at 1,525.77 points.

Sinopec announced on Thursday that its Fuling shale gas project in Chongqing has produced one billion cubic meters of gas since commercial exploration began in March 2013.

China's leading energy company said the gas is mainly used locally for both industrial and household purposes. One billion cubic meters of gas would meet annual gas needs for four million households.

The company aims to extract five billion cubic meters by 2015. The Ministry of Land and Resources confirmed 107 billion cubic meters of new reserves of shale gas last year in Fuling.

Shale is an important source of natural gas. The nation's shale gas output is likely to hit 6.5 billion cubic meters next year, up from an estimated output between 1 billion and 1.5 billion cubic meters this year, vice director of the National Energy Administration Zhang Yuqing said earlier this month.

China on Wednesday unveiled the details of its 4th batch of aid worth some $82 million to help African countrie's fight against the ebola virus.

According to Sun Jiwen, spokesman of the Ministry of Commerce, the latest aid package includes sending health experts to Liberia, Sierra Leone and Guinea -- the three hardest-hit countries in the Ebola crisis -- to help contain the epidemic and sending public health staff to train local doctors and nurses, as well as medical equipments and materials.

China will build a 100-bed treatment center in Liberia where the epidemic is most serious and send doctors and nurses there for its operation.

Moreover, China has pledged to donate $6 million to the UN Ebola Response Multi-Partner Trust Fund and launch a program for China-Africa public health cooperation to hold 12 training sessions on public health and epidemic prevention and control for the three epidemic-stricken countries, the African Union and the Economic Community of West African States in 2015.

In Sierra Leone, Chinese medical team have tested about 1,000 blood samples and about half of them have been proved positive.

The Chinese medical team there is divided into two units, a holding center and a mobile laboratory. The lab receives the blood samples for testing whilst the holding center admits the suspected cases. Those that are proved positive are referred to a treatment center whilst the ones proved negative are referred to a hospital.

With the advent of the Chinese laboratory, testing time has been reduced and it has helped immensely in getting the positive cases to the treatment center, the Deputy Director of the China's Center for Disease Control and Prevention Gao Fu said.

In Liberia, the Chinese contingent of the UN Mission will help build an Ebola Quarantine and Control Center in the capital city of Monrovia.

Since the outbreak of the deadly disease, the Chinese government has offered three batches of emergency humanitarian relief worth 250 million yuan ($41 million) to help West Africa fight Ebola.

On the international arena, countries such as the United States, Algeria and the Democratic People's Republic of Korea (DPRK) have actively taken various measures to contain the disease.

U.S. Defense Secretary Chuck Hagel on Wednesday approved a measure to place under a 21-day supervised isolation regimen all military service members returning from Ebola response efforts in West Africa.

According to a Pentagon statement, the order will apply to all military services that are contributing personnel to the fight against Ebola at its source.

Eleven American soldiers in northern Italy have been put under Ebola quarantine after returning to a US military installation there, from West Africa.

On Wednesday, a US government health official attended an Ebola meeting in Havana, Cuba, signalling the two nations' desire to cooperate in a fight against the deadly epidemic.

At the meeting on the region's response, Nelson Arboleda, director of the US Centers for Disease Control and Prevention (CDC) for Central America, underscored the importance of regional cooperation.

Algeria on Wednesday decided to freeze business dealings with African countries hit by deadly Ebola virus, as a preventive step against the spread of the disease.

The World Health Organization warned recently that Algeria is among the North African nations that are threatened by the spread of Ebola, following some cases recorded in neighboring Mali and Mauritania.

European Commission's Humanitarian Aid and Civil Protection Department (ECHO) has said it will continue working with its partners to support Mali's efforts to fight against Ebola outbreak following last week's confirmation of the first case.

The Democratic People's Republic of Korea said it will take emergency measures against Ebola spread and all foreigners who enter the country will be subjected to a 21-day quarantine at designated places and medical observation by health workers.

Length of gene determines how happy you will be

Length of gene determines how happy you will be

The French are often accused of being grumpy and dismissive.

But Britons and Americans are also hardwired to be miserable, scientists claim.

Despite stable governments and good economies, those living in the UK and US will never be as happy as people in other nations, because they are simply born more miserable.

They are genetically programmed to be less cheerful than the Danes, for example, who top the list of the happiest nation.

And scientists at the University of Warwick discovered it all comes down to a gene which regulates levels of the hormone serotonin in the brain.

Short forms of the gene inhibit levels of the hormone, which can invoke depression.

Meanwhile those with longer forms of the gene are more likely to be happier, as a result of higher levels of serotonin in the body.

Researchers discovered people from Denmark have the longest form of the gene, and as such topped the happiness chart.

But Professor Andrew Oswald said it could be worse, we could be French - the nation with one of the shortest forms of the gene, which may explain their reputation for being grumpy.

Annual tables of national happiness ratings, compiled by organisations across the world, tend to rank Denmark at the top, along with nations including Panama and Vietnam.

They use factors ranging from job satisfaction to economic progress, health, wealth and education standards, along with weather, war and political stability to judge nations.

Scandinavians do well as their health is good, they are educated to a high standard and they earn more. But warm weather countries can do well too.

Some wealthy Western countries fare less well because there are big divides between rich and poor or they have high unemployment rates or less job satisfaction for instance.

But according to Professor Oswald, many of these may still be miserable even if they are earning a fortune, basking in sunshine and living to 100.

His findings from 131 countries for the ESRC Festival of Social Sciences, found genetics to be the most important factor but not the only one.

Those who are either young or old tend to be happiest rather than those who are middle aged.

Those who are slim are happiest, with obesity levels in some developed countries making them less happy as nations.

And being married, in a job and well educated can also be a contributory factor.

Professor Oswald, said: 'Intriguingly, among the nations we studied, Denmark and the Netherlands appeared to have the lowest percentage of people with the short version of the serotonin gene.'

He added that many individual Americans were happy but they tended to be descended from immigrants who came from countries like Denmark in the first place.

He said: 'There was a direct correlation between the (US) individual's reported happiness, and the levels of happiness in the country their ancestors had come from.

'Our study revealed an unexplained correlation between the happiness today of some nations and the observed happiness of Americans whose ancestors came from these nations.'

Turn yourself into a COMPUTER MOUSE

We've had treadmill desks and even human hamster wheels, each designed to stop us sitting for hours on end.

But the latest design, dubbed Dynamic Chair, turns the user's whole body into a mouse so even when they're sat down, they're still moving.

Sensors built into the exoskeleton design recognise pressure and movements, which are then used to control an on-screen pointer.

The Dynamic Chair was created by designer Govert Flint from Eindhoven University, with help from programmer Sami Sabik.

It was designed and built for Mr Flint's 'Creatures with Creations' research project.

'Although our bodies are evolved to move, we tend to design objects based on monofunctional use and posture,' explained Mr Flint.

'Furthermore, as technology takes over more functions that formerly required exertion on our part, we are left with a less useful body.

'We relegate our movements to leisure time.

'Movement becomes a choice and a lifestyle, segregated from our regular lives.

Sensors in the seat detect pressure and the angle of the body, while accelerometers measure and track the movement of the user's legs.

These movements are interpreted digitally, using software created by Mr Sabik, and are translated into movements on screen.

Moving the hips and lowering the body's centre of gravity, for example, scrolls through pages and moves the mouse around the screen.

Kicking the left and right leg corresponds with left and right clicks, and in the future, arms could control swipe pages and open windows.

This vision is demonstrated in a video that accompanies the researcher project.

To master the type and range of movements, Mr Flint studied dancers at the Scapino Ballet Rotterdam.

'Full body movement correlates with feelings of happiness,' continued Mr Flint. 'And yet, we spend days sitting behind a computer.'

To make this more dynamic, Mr Flint's exoskeleton chair allows the body to move freely.

'With this chair, our bodies are once again functional, stimulating regular movement.

'After all, that's what we were designed to do.'

Amazon.com's anticipated new service allowing Chinese consumers to directly buy products from its overseas websites in local language and pay in yuan will start early next month to heat up a buying spree around November 11, a peak season for China's e-commerce industry.

Amazon yesterday said it will offer direct delivery service for Chinese consumers who buy products on six overseas Amazon sites — the United States, Germany, Spain, France, Britain and Italy — covering 80 million products such as clothes, sportswear, kid goods, shoes, cosmetics and health care next month.

But consumers still need to pay tax and delivery fees for the products.

Similar to Cyber Monday in the West, the November 11 Singles Day, first developed by Alibaba.com, sees Chinese people buying greatly discounted products online.

"Amazon's new service will boost online shopping of imported goods in China because people need high-quality and reliable products, especially in food and kid categories," said Lin Wenbin, researcher of Analysys International, an IT research firm.

The market for Chinese online shopping of imported goods will surge to 120 billion yuan (US$19.6 billion) in 2014, a jump of 50 percent from a year earlier, according to Beijing-based Analysys.

Amazon earlier said facilities will be set up in Shanghai's free trade zone to sell products from abroad to Chinese consumers paying in yuan.

China faces delicate task in Afghanistan

Afghanistan President Ashraf Ghani is in China for his first official state visit since assuming office last month. China will provide 500 million yuan ($81.8 million) in grant assistance to the Afghan government for 2014 and a further 1.5 billion yuan in the next three years. The two countries signed agreements on economic and technology cooperation. China will train 3,000 Afghan professionals in various fields over the next five years. The Fourth Foreign Ministerial Conference of the Istanbul Process on Afghanistan, which focuses on the reconstruction of the war-torn country, will be held in Beijing. All these display China's role in Afghanistan.

US and British troops have ended their combat role in Afghanistan, marking an end to NATO's mission in the country. Ghani's choice of China as his first state visit has brought much speculation. However, we can't say US influence is withdrawing from Afghanistan and that China will overtake its role in Afghanistan. The US has been adjusting its role in the country. It is not leaving. Around 10,000 troops will be left until 2016, during which time they will help retain Washington's influence in the region.

Even when the last US soldier leaves, China will never take on the role played by the US and NATO and act as a powerful meddler.

China supports peaceful rebuilding and ethnic reconciliation in the war-torn country, but it won't forcefully shape a new landscape. This is not something China is willing to do or thinks it is capable of doing.

The internal and external regional structure of Afghanistan has been shattered by the 13-year war. With a fragile new balance, the enormous investment by the US has achieved little results. It failed to stabilize the chaotic situation before the withdrawal of the US military. The affiliated goal of deterring China and Russia in the geographically critical country is no longer emphasized by strategists.

A comprehensive involvement in Afghan affairs by China will bring huge risks. It will have to confront the mess that the US experienced, the different views of Afghan sects in addition to the remaining US influence, making it a nearly impossible idea.

But the West insists China is taking a free ride in Afghanistan, urging us to offer more. Kabul also has high expectations on China over its rebuilding. China has many interests in Afghanistan. No matter how risky Afghanistan's peaceful reconstruction is, China needs to be there.

Afghanistan's neighboring countries are key areas of China's external cooperation. The core is how we should do this. China lacks experience in this regard. As long as we have sincere wishes and keep the principle of making friends, the risks in Afghanistan will be controllable. As China's interests expand, we cannot detach ourselves from dilemmas in international politics. This is the cost of being a major power and we need to get used to it.

Chinese real estate tycoon Pan Shiyi and his wife, Zhang Xin, made another donation to a university in the US on Wednesday, sparking a debate over the intentions behind the billionaire couple's decision to put money into universities abroad rather than helping education at home.

The $10 million to Yale University is the second donation the couple has made, following a $15 million gift to Harvard University in July.

Through the SOHO China Foundation, a philanthropic organization funded by Pan and Zhang's real estate company SOHO China, the couple signed an agreement with Yale endowing the donation as "SOHO China Scholarships" to the university. The scholarships are to "create financial aid for Chinese students to obtain undergraduate education at the world's top universities".

"Every person's potential is like a hidden gem, and education is the tool that unlocks human potential," Pan, chairman of SOHO China, said in a news release on Wednesday.

"The SOHO China Scholarship's aim is to provide the best possible educational opportunities to the most outstanding students from the Chinese mainland, enabling them to maximize their potential in their contribution to mankind," said Pan.

Yale University President Peter Salovey said that the donation will help top Chinese national students access a Yale education. "This will encourage outstanding students from China to apply to Yale and assure them, should they be admitted, that we will meet their full demonstrated need for financial support," Salovey said.

Chinese students are the biggest group among Yale's international students, both among the graduate and undergraduate studies, according to Salovey.

The SOHO China Foundation, founded in 2005, aims to donate a total of $100 million in the future, with Harvard and Yale being the first two universities.

Lu Yong, the author of a newly-released book on philanthropy in China, Fundraising for a Cause, said many philanthropists - especially those with a business background - regard donation as a new form of investment.

"Such investments give them a different social recognition and value for sure," said Lu. "No matter where they donate - which is a personal choice, really - it shows their good intentions in helping those in need," Lu added.

However, the couple's choices have triggered education professionals in China to rethink problems with domestic education and their use of donations.

"It would be better if a Chinese company wanted to contribute more to its own country's education field," said Tan Songhua, a consultant with the Chinese Society of Education. "But his donations have also triggered a hot discussion about Chinese education. It has a favorable effect which may help to put attention back on Chinese education."

Liu Yunshan, a research scholar in education at Peking University, said that the donation will help diversify Chinese students at Yale, since currently the majority of Chinese students at Yale are from wealthier families.

"It will give students from lower income families an opportunity to get education at top universities such as Yale," she said.

Chinese universities should think about how to attract large donations from Chinese businessmen like this, Liu said.

"Chinese universities should learn to build trust between the university and businessmen, to make them trust that they would use donations wisely," she said.

Lu, a New York-based author, echoes Liu's view, saying Chinese universities should make more of an effort to attract those philanthropists.

"Universities like Harvard and Yale have perhaps done well to cultivate good relationships with these business people,"said Lu. "That's something Chinese universities should look to improving and they should become better self-promoters," she said.

Hanoi can't rely on favor of others in handling ties with Beijing

2014-10-30 09:27

After the recent clash played out, China and Vietnam decided to patch up their ties. Top Chinese diplomat, State Councilor Yang Jiechi, on Monday paid his second visit since June to Hanoi, where both sides agreed to appropriately handle the maritime problem.

The long-running row, which erupted in May due to China's deployment of an oil rig in the Xisha Islands, whose sovereignty belongs to China but is also claimed by Vietnam, plunged the bilateral relationship to the lowest point in years.

But Monday saw an interesting coincidence. Vietnamese Prime Minister Nguyen Tan Dung set off to India the same day, carrying hopes that New Delhi, which is trying every means to not only "Look East" but also to "Act East," will serve as a lever favorable to Vietnam in the already complicated South China Sea.

Besides furthering economic engagements, Vietnam reportedly has invited India to dip a finger into the oil-rich pie in the South China Sea. It has also sought deeper maritime security cooperation with India, which is expected to offer advanced patrol vessels soon to boost Hanoi's confidence in those waters.

It is apparent that India is not the only major power that has been courted in this way.

Since the oil rig dispute began, Vietnam has stepped up its efforts to carry out multilateralism in the South China Sea. Hanoi has moved much closer to Japan and US through several high-level exchange visits.

Since the 11th National Congress of the Communist Party of Vietnam in 2011, Vietnam has fine-tuned its foreign policy from pursuing economic integration with the international community to all-out integration including political and cultural involvements.

This strategic calibration is the root cause of why Vietnam keeps multilateralizing its external relations in recent years, a process which the South China Sea disputes have accelerated.

Since Hanoi is fully aware that it has no chance to win in a face-to-face confrontation with China, it has to rely on the strength of other major powers such as the US, by reinforcing their status quo as stakeholders in this region.

Meanwhile, the US is eager to cultivate new partners to carry forward its "pivot to Asia" strategy along with its traditional allies. Thus, Vietnam and the US, with their complementary regional strategies, are growing much closer.

Although Vietnam seems to have learned how to deal with China in the South China Sea and gained some big players' favor, its strategy requires deft diplomacy to play on the interests of each party.

Considering the fact that it is extremely hard for Vietnam to be detached from China's growing influence in economic issues, and its continuing vigilance toward the US, which has never given up hope of a "color revolution" in Vietnam, Hanoi will hardly get real benefits by playing this angle.

It is time that Vietnam should consider a sound solution instead of walking on the knife's edge.

At the August ASEAN-China Foreign Ministers' Meeting in Myanmar, Chinese Foreign Minister Wang Yi underlined a "dual-track" approach for resolving South China Sea issues. By integrating bilateral mechanisms to solve territorial disputes with multilateral mechanisms to preserve the common interests of all stakeholders in this region, China has offered a more detailed and reliable framework which would be beneficial to all.

The Democratic People's Republic of Korea (DPRK) plans to quarantine all foreigners that enter the country to prevent the spread of the deadly Ebola virus, the State Emergency Anti-epidemic Committee said Wednesday, but fails to specify when to start the quarantine measures.

The committee said it will take emergency measures against Ebola spread and all foreigners who enter the country will be subjected to a 21-day quarantine at designated places and medical observation by health workers.

But how thoroughly or strictly the measures will be implemented still remains a question as the non-permanent committee did not say when to put into effect the quarantine, nor did it give more detailed explanations.

Pyongyang has stepped up efforts to prevent the threat of the growing epidemic since Oct. 23, when international tourism agencies that run DPRK tours had been informed that the country temporarily disallows entry of foreign tourists starting from Oct. 24 amid mounting concerns about the disease.

The official KCNA news agency reported the same day that travelers will undergo more thoroughgoing check and quarantine at airports, ports and border railway stations.

So far no cases of Ebola infection have been found in the DPRK.

The density of PM2.5, the primary measurement of air pollutants, in 74 major Chinese cities dropped by 7.9 percent in the first half of 2014 compared with the same period last year.

The density of PM10, particles under 10 microns in diameter, was down by 6.5 percent, according to a report on the enforcement of Law on the Prevention and Control of Atmospheric Pollution, which was submitted to the National People's Congress Standing Committee, China's top legislature, for deliberation on Wednesday.

China vows to strengthen air pollution control. Smog-prone Beijing will adopt a special air pollution control plan for next month's APEC meetings, which features temporary closure of factories in the event of a pollution warning.
