In the first successful operation of its kind in Shanghai, doctors have successfully transplanted a kidney from which a tumor has been removed.
The 30-year-old female recipient, surnamed Ling, who was suffering from renal disease, was due to receive the organ from her 60-year-old mother when doctors at Zhongshan Hospital found a small tumor before the surgery was to take place, and suspected it was malignant.
The medical team made inquiries at home and abroad, and found that almost 100 similar transplants have been successfully carried out in other countries. They also found that the risk of cancer recurring in the receiver is considered low.
"Generally speaking, a tumor in one person could not grow in another person due to rejective reaction," said Zhu Tongyu, head of the medical team.
However, the hospital told Ling and her family that there were still risks, and asked them to think carefully before moving forward with the transplant.
After weighing the risks, the family decided to go ahead with it and on January 21 the operation was carried out.
The mother, who has already recovered, was discharged from hospital on Thursday.
The daughter is also recovering well and is expected to return home before the Spring Festival, said the hospital.

Despite the chill on a windy, mid-winter Sunday in Shanghai, Zhu Yanzi, a 23-year-old woman from Shaoxing, Zhejiang province, took a two-hour train ride and then made an hour-long subway dash to reach the city's downtown Huanghai Road to "join the events" at department stores.
Such is the pull of these events at retailers that consumers from near and far feel compelled to troop in, and end up spending much more than they had initially planned.
Zhu, for one, planned a tightly-scheduled one-day trip to Shanghai with a budget of 500 yuan ($79.4) for travel tickets, dining and beverages. At the end of the day, however, the one-day Shanghai visit set her back by more than 1,000 yuan.
Thousands of shoppers who visit Shanghai will probably identify with Zhu. They are the targets of brick-and-mortal retailers who are renovating/upgrading their premises and holding thoughtfully conceptualized events at their stores.
The idea is to not only withstand the online shopping onslaught but thrive amid slowing GDP growth that is threatening to keep consumers tight-fisted, market researchers said.
Retailers' comeback efforts are somewhat akin to cinemas that weathered the threat from electronic and digital media by adopting similar strategies to offer moviegoers wholesome lifestyle "experiences".
So, these days, consumers visiting Shanghai retailers have much more than shopping on mind: they can enjoy art installations, exhibitions, painting shows, cartoon images, music performances or interactive programs. In other words, "experiences" await them, especially younger ones, something that online shopping doesn't offer. Yet.
These events find their audience, people such as Zhu, through online social networks and messaging apps such as WeChat.
During her Shanghai visit, Zhu first took pictures with Ali, a red fox cartoon image at Shanghai Times Square, and bought some mugs with Ali images.
Then, she went to Salvadore Dali at K11 Chi Art Space and bought fridge-door magnets and postcards. Next, she lined up for one hour in a queue to get into the flagship store of Japanese retailer Muji. She bought a pair of gloves. After that, she met friends at Joy City, visited an exhibition of UK-style installations, and polished off her visit with a hearty meal at a Hong Kong style restaurant.
"I spent more than I had expected ... on beverages, a pair of shoes on discount, and souvenirs (toys). I can't say I spent irrationally because the overall experience was quite different from ordinary shopping at department stores without these art events. But with these events around, you don't feel you are shopping but spending in an amusement park, like a kid. It was fun," said Zhu.
Carlby Xie Jingyu, director of research at Colliers China, said every store, mall and complex in Shanghai is trying to have its own distinct features and themes worth exploring.
"The retail market has been celebrating variety. Numerous overseas brands are entering China, bringing fresh experiences to niche-market consumers. At the same time, developers are attaching more importance to community experiences, in central locations, city outskirts and suburban areas. So much so, consumers now expect a variety of experiences inside shopping areas. For developers, such expectations are opportunities," said Xie.
More than 40 new retail properties are expected to come up this year in Shanghai. This will likely further intensify competition, said market insiders.
A report by DTZ Cushman & Wakefield said projects that offer a quality time to shoppers may stand out from others. Amid demographic change that is leading to more and more nuclear families, typically comprising a young couple with one or two children, shopping areas are aspiring to be weekend destinations.
These days, it is almost essential for a shopping mall to have a playground or an enrichment program center for children, in order to attract parents. Indoor activities such as handicraft lessons, music events and cooking workshops are popular with parents seeking to spend quality time with their kids, the report said.
Experts said new experiences require more than upgraded services, creative activities, novel products, new brands and attractive premises.
Kenith Kong, director and head of retail services with DTZ China, said it takes quality management - thorough research, thoughtful planning and effective execution - to deliver rich lifestyle experiences at shopping areas.
And to ensure consumers recognize such efforts is a challenge in itself. "Consumers may initially feel quite surprised finding a mini zoo inside a department store, but they will soon get bored if they find similar things at other stores. Operators, developers and investors need to think and innovate rather than just become a copycat," said Kong.

Ten expats who have made contributions to Shanghai were honoured at the 2015 Shanghai International Excellence Award Ceremony held at K11 over the weekend.
It's the second international excellence award jointly launched by Shanghai Daily and the International Channel Shanghai (ICS). Present at Saturday's ceremony were foreign diplomats, city government officials and many others.
After a month-long vote in which over 10 million online ballots were cast, 10 expats were selected from the 30-plus candidates, including business leaders, community event organizers, charity activists and opinion leaders.
The 10 winners include Birendra Kumar Sah, a Nepalese surgeon at Ruijin Hospital; Daniela Anahi Bessia, a singer and TV performer from Argentina; Detlef Britzke, a German businessman who has raised awareness of the health benefits of breastfeeding; John Cucinello, an American community service leader who runs a Saturday volunteer program for underprivileged youngsters; Joshua David Freund, a Canadian English teacher who prevented a person from commiting suicide; Jurgen Sterkau, a German hotel manager who helps orphans; Luca Biagini, an Italian businessman who helps strengthen intercultural bonds between China and Italy, and supports local universities; Sean Pang, a Singaporean consultant who helps the homeless; Valerie Brown, an American consulate official who set up a group for women; and William Koetting, an American architect who has made great contributions to the cityscape.
"Our ten winners who are here today represent different sectors including healthcare, education, hospitality, trade, architecture and charity," said Wang Lijun, the executive director of ICS. "I would like to give a big thank you to all of them for helping us build a better city."
Xia Ruirui, the deputy editor-in-chief of Shanghai Daily, expressed appreciation for all the winners at the ceremony. "I feel that everyone here is committed to keeping Shanghai strong, friendly and beautiful. Thank you all for such wonderful work and I'm really proud of all of you and your work, and the city is also honored to have all of you here."
Award winner Detlef Britzke told Shanghai Daily that he was very excited and stressed that the award was not just for him. "I'm obviously feeling excited because I've had so many voters. And I don't see that as a personal success, I see that as a success for our company, Medela, because the whole campaign we did was really to create awareness of breastfeeding," Britzke said.
William Koetting, the architect who designed Shanghai Film Museum, the Shanghai Xinhua News Building and the Zhongshan Park Elevated Walkway, and is now working for Walt Disney Imagineering on the New Shanghai Disneyland, has been in Shanghai for 7 years, said: "There are 24 million people in Shanghai and several hundred thousand of those are expats. Typically when the expats come to a big city, they feel they are small and they cannot really make a difference.
However, each individual expat I met here that has won this award, has made a difference. Although we didn't know each other before, now we're like a family and that will help us better serve the community. It is nice to know that other people are doing the same thing that you're trying to do, but in different ways!"
He said the most important thing to him now is giving back to the community, which has given so much to him.
Dr Birendra Kumar Sah, who arrived in Shanghai in 1999, said: "I have been living here for 17 years. I like the city. At the very beginning, I was in Henan Province and after I came here, I decided that I must study in this city.
"Then no matter where I go, I am always thinking that I should go back home. And my home is Shanghai."
"And here I met my wife," he added with a smile. "When I'm working, I totally concentrate on my work, but at home, I value family life as the most important."

Carpool travel option growing in popularity

As demand and prices for plane, train and bus tickets soar ahead of the Spring Festival holiday, a growing number of people in Shanghai are considering carpooling as a way to get home for their annual break.
Jiao Feng, a migrant worker in suburban Songjiang District, told Shanghai Daily last night that he was hoping to get a cheap ride home to Jiangxi Province after posting an advertisement on classified website 58.com.
"Carpooling is not my first choice because of the safety concerns, but trying to get a long-distance ticket during Chunyun (the Chinese name for the annual travel period) is really hard," he said. "So I decided to give it a try."
Jiao is wise to be cautious. In an unregulated industry, neither passengers nor car owners can be sure who they might end up sitting next to.
The Oriental Morning Post recently reported the story of a Shanghai man surnamed Tian, who thought he'd secured a ride to Xi'an in northwest China, only to be dumped in the middle of the road halfway home.
"The driver told me I had to get out and said he'd arrange for someone else to pick me up," Tian was quoted as saying.
"I got to Xi'an in the end, but it took more time than expected and it was quite unsettling when I realized there was nothing I could do to stop what was happening to me."
Horror stories aside, several car owners told Shanghai Daily that they like the idea of pooling because it means they don't have to travel alone.
"For me, it's not about the money," said Peter Yuan, a native of Shiyan in central China's Wuhan Province who said he earns about 500,000 yuan (US$76,000) a year working as an IT engineer in Shanghai.
"I know how difficult it is to get a ticket home during Chunyun, so I thought I could help someone. Also, if I didn't offer a seat through the carpooling service it would just be empty," he said.
"I wish someone would have helped me like that in the days before I could afford my own car."
Despite it not being about the money, Yuan said the person who joined him and his family on their 13-hour trip to Shiyan did contribute 300 yuan to the cost of the 1,300 kilometer trip. The deal was arranged via an advertisement he placed on 58.com.
Another driver, surnamed Wang, said that by offering two seats in his car through classified website ganji.com, he was able to dramatically reduce the cost of his trip to Harbin, capital of northeast China's Heilongjiang Province.
"It usually costs me about 2,600 yuan on petrol and road tolls," he said. "But by taking two passengers this time, who each paid 800 yuan, the cost was basically split three ways."
A motorist surnamed Zhao said he would gladly waive all fuel charges if he could find someone who was prepared to share the driving with him.
"It takes about six hours from Shanghai to my hometown (Huainan in east China's Anhui Province)," he said. "If someone else shared the driving, I wouldn't charge them for the ride."
Most insurance policies in China cover anyone to drive a car as long as they have permission from the owner.
While the Ministry of Transport recently said it was in favor of "not for profit" carpooling to relieve the burden on public transport, it said people offering rides must ensure their vehicles are safe. It also advised both passengers and drivers to agree the details of the trip and share of the costs before setting off.
Several classified websites that accept carpooling advertisements go as far as to advise drivers and passengers to sign a written agreement.
Almost all of the people Shanghai Daily interviewed for this article, however, said they hadn't or probably wouldn't go to such lengths.
More than 2.9 billion trips are expected to be made via road, rail, air and water between Sunday and February 13.

When Guan Qingji, a 58-year-old signal worker, was pulled out on Friday night by rescuers, Guan Guojun, Guan Qingji's son, could not help but jump off his seat in front of his television and shout.
Guan Qingji had been trapped more than 200 meters underground for 36 days in the collapsed gypsum mine in Pingyi county, Shandong province.
"I was so glad and I could not find any words to express my feelings," he said. "The past month has been a torture for us, and it is over."
Besides Guan Qingji, another three workers were also rescued alive on Friday night. The rescue operation was broadcast live on China Central Television, and more than 30 of Guan Guojun's relatives and neighbors in Baotai township, Pingyi county were sitting together at Guan's home watching TV at that moment, Guan said.
The collapse, which occurred at a gypsum mine in Baotai township on Dec 25, trapped 29 workers underground. By Friday night, 15 had been rescued, and one was confirmed dead. The other 13 are missing, according to Xinhua News Agency.
Authorities set up an investigation team on Friday to find the causes of the accident.
"Our government is so capable and can do such a good job," Qin Xiulan, a neighbor of Guan Guojun, said.
Guan said on Saturday morning that he had not been able to see his father, who is lying at an Intensive Care Unit ward at Pingyi People's Hospital.
"The officials told us he is in stable condition and is recovering," he said. "We are waiting until they notify us to see my father."
Guan said he would prefer not to celebrate his father's miraculous rescue.
"There are still some workers missing, and some of them live near our home in this same village," he said. "They must be sad now. We do not want to make a fuss of my father's rescue as they might be made sadder."

Rain and snow will disrupt travel plans of some Chinese in southern provinces from Sunday to Tuesday as millions embark on journeys home.
The 40-day Spring Festival travel rush started a week ago. Students, migrant workers and other passengers board trains, buses and planes to head home for the Spring Festival, or the Lunar New Year, which falls on Feb. 8 this year.
Rain and snow will hit the majority of areas in Henan Province, the National Meteorological Center (NMC) said on Sunday.
In the coming three days, snow or sleet will harass passengers in parts of Henan, Hubei, Anhui and Jiangsu provinces, while rain will soak Guangdong, Fujian, Jiangxi and Yunnan provinces as well as Guangxi Zhuang Autonomous Region, according to the national observatory.
China experienced the worst cold in three decades, which ended last week, before the advent of this round of rain and snow.
The NMC warned passengers about the changes in weather, and suggested they take precautionary measures.

School safety inspections in rural China last year disqualified 13,000 substandard school buses from service.
The inspections, jointly organized by the ministries of education and public security and the State Administration of Work Safety, also removed 32,000 unlicensed drivers from their jobs driving school buses, according to official figures.
School bus safety is a perennial public concern in China, especially in remote rural areas, where supervision is slack.
In May last year, two children were killed and 21 others injured after a kindergarten bus fell into a pond in the southern Guangxi Zhuang Autonomous Region. The vehicle was not licensed as a school bus and had not been subjected to an annual check. It was running with a twofold capacity when the accident happened.

Rare earth revamp to be complete by June
http://www.ecns.cn/business/2016/01-31/197722.shtml

Sunday Jan 31, 2016

The reorganization of China's six major rare earth groups is expected to be complete by the end of June, Vice-Minister of Industry and Information Technology Xin Guobin said on Friday.
The companies' core competence "will be enhanced", he said, "through closing down factories, weeding out and transferring outdated capacity.
"All the substantive restructuring will be finished by the end of June."
He said ministry officials will also continue to implement targeted policies to support the reshuffle, and the six groups themselves will continue to improve their coordinating mechanism to further help stabilize the rare earth market.
The six companies are: China Northern Rare Earth (Group) High-tech Co Ltd, China Minmetals Corp, Aluminum Corp of China, Guangdong Rare Earth Corp, China South Rare Earth Group and Xiamen Tungsten Co Ltd.
They are being reorganized as part of a national program to adjust and optimize the country's domestic rare earth industry.
China South Rare Earth Group, Xiamen Tungsten and China Northern Rare Earth have already finished their restructuring. Among them, South Rare Earth Group is being integrated into four of the other firms, Ganzhou Rare Earth Group, Jiangxi Copper Cooperation, Jiangxi Rare Earth and Rare Metals Tungsten.
As well as the restructuring, Xin said in future China will continue exercising tight controls on rare earth mining, smelting and production quotas, and investigate and prosecute illegal and unauthorized projects.
The price of rare earths have fallen sharply due to overcapacity and illegal mining. Major global rare earth miners have been asked by governments to cut output.
Last year, the ministry announced the first batch of rare earth production quotas, which included a 52,500-ton quota for mining, and a 50,050-ton quote for smelting.
The ministry has said the country's rare earth industry is still considered strategically important within the 13th Five Year Plan (2016-20), and middle- and high-end application products are still expected to see rapid growth.
"We will establish pilot testing, industrialization and application evaluation systems related to the real earth industry, relying on public technological service platforms," said Xin.
Ding Haiyan, assistant general manager of Aluminum Corp, which is yet to complete its integration process, said the company will accelerate its plans this year, while scaling down annual output target.
Ding said: "Our rare earth output was cut by 5 to 10 percent last year."

It is a century-old dream to build an immerse network of railways that connects all the important cities of Asia and Europe. Now the dream is becoming a reality, faster than one dares to believe.
Forbes on Thursday published an article saying that China's Belt and Road Initiative, an ambitious project of connectivity and win-win cooperation proposed by Chinese President Xi Jinping in 2013, is "sparking a renaissance for trans-continental rail transport."
"In all, more than twelve Chinese and nine European cities are now hubs for these 12,000+ kilometer trans-continental direct trains," the article said.
The railways have quickly become an important factor for attracting business and investment. "It seems now every sizable city in China is vying to have their own China-Europe direct train," the article observed.
As these trains are mostly shipping high value added merchandise, it is no coincidence that most of them originate from cities like Chengdu, Chongqing, Zhengzhou, and Suzhou, which all have very large and kinetic high-tech zones.
Products can now be shipped overland to and from cities in China and Europe in nearly a quarter of the time it takes to send them by sea, at a cost that's upwards of 65% less than shipping by air.
While 30 to 60 days for ocean freight is acceptable for most industries, there is a growing fringe. In the high-tech and high-end fashion sectors or companies who need essential equipment for their day-to-day operation, they want their products as fast and as cheap as possible.
"Previously, trans-Eurasian freight forwarding was caught in logistical conundrum: slow and cheap or fast and expensive. Now there is a third option," the article said.

Millions of Chinese are expressing outrage over the fact that their beloved "Monkey King" actor Zhang Jinlai has been left out of the national TV gala celebrating the upcoming Lunar New Year.
Many have threatened to boycott the most-watched variety show in China, which usually airs on the Lunar New Year's eve that falls on Feb. 7 this year.
With 2016 marking the Year of the Monkey according to the Chinese zodiac, many assumed the character would greet the audience during the show. But media reports said Zhang has not even been invited to the show, sparking an overwhelming outcry on Chinese social media this week.
State broadcaster China Central Television (CCTV) was under attack by Internet users soon after Zhang posted a photo of himself rehearsing as the Monkey King for CCTV's opera show, instead of the gala show, on his Weibo account.
The photo gained more than a million likes within three days, while the Weibo account for the CCTV gala show was flooded with millions of comments and retweets demanding the "Monkey King." Many were offensive, sarcastic or rude.
"The show belongs to the Chinese people, and the people want him in the show! Our Monkey King is already 56. If he misses this show, we will have to wait 12 years for another Year of the Monkey," one of the most popular comments read.
The monkey is the 9th of the 12-year cycle of animals which appear in the Chinese zodiac named after 12 animals, including rat, ox, tiger, rabbit, dragon, snake, horse, goat, monkey, rooster, dog and pig.
Early on Friday, CCTV shut down the comment function on its Weibo account, deleting previous posts and triggering another round of online protests through retweets, which cannot be turned off at CCTV's wish.
So far CCTV has not responded to any of Xinhua's interview requests by phone or via social media platforms.
CCTV's gala show has been a staple of Lunar New Year celebrations since the 1980s. In recent years, however, younger generations have found alternatives as the show is criticized for not capturing the interest of ordinary people.
But it still manages to attract hundreds of millions of viewers every year, making the advertising opportunity before and during the show very attractive to large brands despite their hefty price.
Zhang, better known by his stage name "Liu Xiao Ling Tong", is an employee at CCTV. He performed during the 2004 gala show during the last Year of the Monkey, but it was a last-minute decision and he had not been invited at the beginning.
"I have made no other work plans for New Year's eve. I can be ready for the show at any minute," Zhang told Xinhua in an exclusive interview, adding that he has received no invitation from CCTV yet.
It remains unclear why CCTV did not invite Zhang to the show. Some wonder if it is because Zhang recently became a Pepsi spokesperson and Pepsi did not sponsor the event. However, CCTV remains silent over such speculation.
There are also unconfirmed suspicions that the online outcry was partly a marketing hype that would benefit Zhang and Pepsi.
But a majority of people interviewed by Xinhua said they would like to see Zhang on stage, because the actor reminds them of their good old days watching the TV series "Journey to the West".
The TV series, adapted from a 16th-century novel, first hit the small screen three decades ago, starring Zhang as the "Monkey King". It has been aired more than 3,000 times and is a cornerstone of the nation's pop culture.
As one of the four classics of Chinese literature, the novel is a greatly embellished recounting of a real pilgrimage made during the Tang Dynasty (618--907) by Buddhist monk Xuanzang, as he traveled to the "West", which is in fact India, in search of sacred scriptures.
With a dragon-prince in the form of a white horse as his steed, Xuanzang is accompanied on his quest by three disciples, Sun Wukong (the Monkey King), Zhu Wuneng (Pigsy) and Sha Wujing (water buffalo).
According to the novel, the Monkey King is a hero with many superpowers. Incredibly strong and fast, he is a shape-shifter capable of taking on 72 different forms. He is a great fighter and each of his hairs can be transformed into weapons, animals or other objects.
For many westerners, the TV series was their first encounter with Chinese culture. For many Chinese, Zhang's portrayal of the simian swashbuckler will never be surpassed.
Apart from CCTV's opera show, Zhang has been invited to perform at several gala shows hosted by local televisions, but not on New Year's eve. Not a small number of netizens agreed that it would be better for Zhang to have some quality time with his family on New Year's eve, just as what many Chinese would do.

Nuclear power plans go into overdrive
http://www.ecns.cn/business/2016/01-30/197697.shtml
Jan 30th 2016, 15:45

China is building two uranium processing plants in the north and south of the country to secure nuclear fuel supply amid a massive plan for nuclear power projects, officials at China National Nuclear Corp said on Friday.
The two plants will be built in Cangzhou in Hebei province and somewhere in Guangdong, where many reactors are based, Pan Jianming, the CNNC spokesman told reporters in Beijing.
"Everything is going smoothly in Cangzhou. We have already finished the preliminary work and are only waiting for government approval, but we are still deciding where to build the other plant in Guangdong," he said.
The moves come two years after the cancellation of a mega billion-dollar uranium processing project in Jiangmen of Guangdong due to local protests.
"We have learnt our lessons, so this time we will be very careful and prudent about such projects," Pan said.
The two processing plants are expected to provide a "one-stop" factory for uranium enrichment and fuel fabrication for reactors both domestic and abroad, experts said.
China, the world's largest energy consumer, is on the fast track to build more nuclear power plants as replacements for dirty coal-fired stations amid mounting pressure caused by air pollution and plans to leverage its experience to export nuclear reactors.
The country also plans to have 58 gigawatts of nuclear power in operation by 2020 and 30 gW under construction. To achieve that goal, analysts expect annual uranium demand will rise tenfold over the period to at least 40,000 tons.
The two biggest reactor builders - CNNC and China General Nuclear Power Corp have been purchasing uranium mines in Asia and Africa. CNNC is also exploring domestic uranium deposits and is building the first uranium production base with a capacity of over 1,000 tons in Xinjiang Uygur autonomous region.
At the same time the Chinese companies are developing indigenous technologies on manufacturing nuclear fuel assemblies, so if they are unable to enrich and process the ore, they can rely on foreign firms to fabricate the nuclear fuel.
To reduce the reliance, CNNC is currently developing CF series fuel, a kind of fuel assembly, which is expected to go into commercial operation by 2017.
Pan said the current production capacity of nuclear fuel assembly for pressurized water reactors, a major type of reactor used in many Chinese nuclear power plants, rose four-fold in 2015 compared to five years ago.
"Our capacity at the moment is able to reload the fuel assemblies of 30 nuclear units at the same time," he said, adding that CNNC is able to manufacture all kinds of fuel assemblies for domestic reactors.

Traditionally, Chinese love to keep face. The Chinese face-loving culture has evolved into a new fad online that many young people indulge themselves in: facial expression stickers.
The fad of online stickers, or funny pictures with amusing facial expressions and witty words, has swept the country in friends' talk or even debate about political issues.
"I use stickers a lot," said Liu Yiran, a 23-year-old college student in Beijing, "They make us feel closer." She also collects from friends interesting ones on chatting app like WeChat.
Like Liu, Miao Kaixian, a 24-year-old Beijinger, also love hilarious facial expression stickers because it proves a funny way to break ice when he met new friends.
"Once started in a conversation, such stickers could come endlessly," Miao said.
Originally inspired by Rage Comic, online facial expression stickers among young Chinese have their own features, combining cuteness with parody.
A common way of making such stickers is to add amusing words to a picture, especially some exaggerated human faces or comics, to express certain feelings. With photo-editing software Photoshop, numerous stickers have been created by Chinese netizens.
For example, Yao Ming, the well-known basketball star, remains the most classic and popular source for stickers making. His twisted laughter was made into hundreds of different laughable stickers, of which the most common ones are those on a comic panda.
China's most widely used online messaging platform WeChat also helps spread the facial expression stickers as it's easier to find or send such stickers through WeChat than their foreign peers.
"I feel using stickers sets a leisurely playful tone to my WeChat conversations," said Kevin, an international student in Beijing. "They undoubtedly add personality and humor to conversation, but I generally don't like to spend a lot of time on my phone as I often have other things going on."
Though enjoyed by many, such stickers could be confusing and annoying, too.
"Sometimes when you open the group chats, boom! A full screen of weird stickers pop up," Miao said.
While those light-hearted stickers flooded China's cyberspace, some fear whether stickers will replace the written language or even threaten its purity.
But Han, a linguistics lecturer from the Capital Normal University, said such concerns might be overblown.
"In general, I don't think they will significantly affect how Chinese language is being used," she said, because stickers are only applied in instant messaging.
"We may, however, observe changes in how those susceptible to sub-culture recognize and process visual information in the long run. Say, changes in their short-term memory capacities due to disruptive, graphic insertions into written texts," she added.

China, the world's largest rare earth producer and exporter, will complete a major restructuring move by mid-2016 to consolidate the industry, an official said Friday.
The work on forming rare earth blocs will be finished by the end of June to restructure the country's rare-earth assets, said Xin Guobin, vice minister of industry and information technology, at a symposium.
China's rare-earth industry is beset by problems including illegal mining, smuggling and a lack of competitiveness due to weak research and development.
In a bid to consolidate and upgrade the industry, the government pledged in 2014 to encourage and support six industry leaders to carry out mergers and acquisitions separately to create large rare-earth producers.
Three firms have already formed rare-earth blocs separately and the other three are still working on it.
Xin said this year will see a reduction of rare-earth smelting capacity, improved output control and increased competitiveness.
By the end of 2020, China should have enhanced its protecting of rare earth resources and have world-leading rare earth-related technology, Xin said.
Rare earth metals are vital for manufacturing high-tech products ranging from smartphones and wind turbines to car batteries and missiles.

Altogether 279 overseas institutions have received quotas amounting 80.8 billion U.S. dollars under the Qualified Foreign Institutional Investors (QFII) program to move the money into the country's capital account, data from the State Administration of Foreign Exchange showed on Friday.
As of Jan. 27, the outstanding quota under the RMB-denominated Qualified Foreign Institutional Investors (RQFII) program came in at 469.8 billion yuan, the data showed.
China's currency, the yuan, is convertible for trade purposes under the current account, while the capital account, which covers portfolio investment and borrowing, is still largely controlled by the state over concerns of abrupt capital flows in and out of the country.
To gradually open the capital account, the government introduced the QFII and RQFII programs in 2003 and 2011 respectively. They give foreign investors the right to move quotas of money into the account to encourage controllable flows.
The RQFII program has so far been opened to countries and regions including Hong Kong Special Administrative Region, Britain, Singapore, France, the Republic of Korea, Germany, Qatar, Canada, Australia and Luxembourg.

1,629-km line perched on high mountains to be complete in early 2030s
China will accelerate the construction of a 1,629-kilometer Sichuan-Tibet railway starting this year, heads of the two regions' governments confirmed.
"The government will start a preliminary survey and research of the Kangting-Lyingchi railway project this year, and accelerate the construction of Sichuan-Tibet railway in the 13th Five-Year Plan (2016-20) period," Losang Jamcan, chairman of the Tibet autonomous region government, said at the fourth session of the 10th People's Congress of Tibet in Lhasa on Wednesday.
Yin Li, acting governor of Sichuan, sent out similar message in the fourth session of the 12th People's Congress of Sichuan in Chengdu earlier.
The railway connecting Lhasa and Chengdu will be divided into three sections from west to east: Lhasa-Lyingchi, Lyingchi-Kangting, and Kangting-Chengdu.
Nearly 1,000 km of it will be in Tibet. Construction of the west and the east sections began last year. The whole project is expected to be completed in the early 2030s.
Perched at over 3,000 meters above sea level, and with more than 74 percent of its length running on bridges or in tunnels, the railway will meander through the mountains, the highest of which is over 7,000 meters.
It will cross the major rivers Minjiang, Jinshajiang and Yarlung Zangbo, said Lin Shijin, a senior civil engineer at China Railway Corp.
"The accumulated height it will climb reaches more than 14,000 meters, and it will cross many fault zones," he added. "It's like the largest rollercoaster in the world. With a designed service life of 100 years, it is believed to be one of the most difficult railway projects to build on Earth."
"It will cost at least 100 million yuan ($15.87 million) per kilometer, similar to the cost of high-speed railways on plains," said Zhao Jinxue, a rail construction risk appraiser with an insurance company in Chengdu.
The Sichuan-Tibet railway presents its builders multiple difficulties to overcome, such as avalanches, landslides, earthquakes, terrestrial heat, karst caves and underground streams, Lin said. "Yet, it is still a worthwhile project."
To travel from Chengdu to Lhasa currently takes 42 hours by train and three days by road. The rail line will shorten the travel time to less than 15 hours.
"I hope the railway can be finished as quickly as possible. Then, I'll take the train back home. It is more economical, safer and comfortable than airplanes," said Qiao Liang, a Chengdu businessman in Lhasa, who regularly commutes between the two places.
The southeast is the most populous region in Tibet, and the west of Sichuan is the least developed region of the province. The two regions are filled with breathtaking natural views and fascinating ethnic cultures.
"The railway will effectively boost tourism, and bring a new Shangri-La to the world and tangible revenue to local people," said He Ping, a tourism agency manager in Chengdu.

The popular holiday island of Hainan in southern China will relax limits on offshore duty-free shopping from Feb. 1.
The new policy allows non-locals to buy duty-free products worth up to 16,000 yuan (2,442 U.S. dollars) before they take flights to leave the island, without any restriction on the number of purchases, said Wang Huiping, deputy head of the provincial finance department, on Friday.
Currently, non-locals are allowed to buy duty-free items in Hainan twice a year, each purchase cannot be more than 8,000 yuan.
In addition, the new policy will see the island's two duty-free shops launch online services that will enable travelers to order on the Internet and pick the products at the airport, Wang said.
One shop is located in the provincial capital of Haikou and the other, the world's largest, in the resort city of Sanya.
Wang said the new measure, which is more flexible than the previous version, would help duty-free sales and tourism in Hainan.
The State Council, China's cabinet, gave Hainan permission to run a trial duty-free program in April 2011, part of a wider effort to make the island a world-class tourist destination by 2020.
Prior to the recent change, Hainan's offshore shopping policy had been altered twice. In 2012, the top spending limit was raised to 8,000 yuan from 5,000 yuan and three types of products, including cosmetics, were added. In 2014, 17 other product types were added to the list.
By the end of 2015, sales revenue from the program totaled 16.5 billion yuan, with perfume and cosmetics being most popular.
However, the numbers are not satisfactory. Analysis by the local finance department showed that sales revenue in 2015, 5.54 billion yuan, only accounted for 4.9 percent of the country's total luxury consumption.
Consumers complained that the purchase limit was too strict and there were not enough stores.
The island faces challenges to lure back luxury shoppers. According to a report on the Chinese luxury industry in 2015 published by Fortune Character, a domestic luxury market research institute, 78 percent of Chinese customers' spending on luxury goods took place abroad.

China faces a risk of the import of Zika virus but the possibility of an outbreak is low, the National Health and Family Planning Commission said on Friday.
Since 2014, Zika cases have been reported in the Americas and imported cases have been confirmed in Europe, Asia and Oceania. World Health Organization (WHO) on Thursday warned the virus is spreading "explosively" in the Americas.
In a statement, the commission warned of the risk of imported Zika cases, even though no case has been reported in China.
Experts with the Chinese Center for Disease Control and Prevention (China CDC) believe even should there be imported Zika cases, the virus will be less likely to spread as cold weather is unfavorable for the mosquito-borne virus.
The commission said it will cooperate with the WHO and closely follow the virus outbreak in other regions. Disease control experts will conduct risk evaluations, prepare for virus-control plans, and help medical workers to become better prepared.
The China CDC has developed testing reagents for Zika virus detection.
Symptoms of Zika virus, which spreads to people through mosquito bites and is linked to severe birth defects, include fever, joint pain, rash, conjunctivitis, headache, muscle pain and eye pain. The absence of vaccines, specific treatments and rapid diagnostic tests for the disease means it has the potential to spread internationally.

Taiwan unveils report on TransAsia plane crash in 2014
http://www.ecns.cn/2016/01-30/197673.shtml

Saturday Jan 30, 2016

Taiwan's Aviation Safety Council on Friday released its final investigation report on the TransAsia plane accident that claimed 48 lives, placing much of the blame on the pilots' non-compliance of standard operating procedure (SOPs).
On July 23, 2014, a TransAsia Airways aircraft took off from Kaohsiung Airport, heading for Magong in the Penghu archipelago. There were 58 people on board -- four crew and 54 passengers.
The plane crashed near Magong Airport into a residential area, killing 48, while injuring ten others and five on the ground.
According to the flight recorder data, non-compliance with SOPs occurred throughout the flight, the report said.
"The crew's recurring non-compliance with SOPs constituted an operating culture in which high risk practices were routine and considered normal," it said.
The GE 222 aircraft was flown unintentionally into terrain with limited awareness of the crew of the aircraft's proximity to the terrain. The crew continued the approach below the minimum descent altitude, the report showed.
There was heavy rain at Magong Airport at the time of the incident. "The meteorological conditions included thunderstorms featuring heavy rain, significant visibility issues, and changes in wind direction and speed," the report said.
The report made a series of safety recommendations to TransAsia, including implementing effective safety standards, conducting a thorough review of its safety system and crew training programs, as well as reviewing and improving its internal compliance.
It also made suggestions to the island's civil aeronautics authority and the aircraft's manufacturer.

China will give full support to Uzbekistan in hosting the Shanghai Cooperation Organization (SCO) summit in Tashkent, the country's capital city later this year.
Chinese Foreign Minister Wang Yi made the remarks during talks with his Uzbek counterpart Abdulaziz Kamilov in Beijing on Friday.
Kamilov was making a special trip to exchange ideas with the Chinese side on preparations for the SCO summit. Uzbekistan is the rotating chair of the 15-year-old regional organization.
Wang said that China will assist Uzbekistan in holding a successful summit to display the SCO's cooperation fruits, sum up experience and map out the future, to elevate the organization to play a greater role in international and regional affairs.
China is an important founding member of the SCO, Kamilov said, stressing that Uzbekistan highly values China's role in promoting the organization's development, and is ready to work with China and other SCO members to fully prepare for the summit and inject new impetus to SCO's future development.
On bilateral ties, Kamilov said that Uzbekistan gives priority to developing relations with China, adding that Uzbekistan is willing to enhance high-level contact, deepen political mutual trust, expand pragmatic cooperation with China and actively participate in China's Belt and Road initiative.
Wang said that China was willing to take the opportunity of the SCO summit to enhance high-level exchanges, advance interconnection, capacity cooperation and cultural exchanges with Uzbekistan within the framework of Silk Road Economic Belt construction in order to promote China-Uzbekistan strategic partnership to a higher level.
The two sides also agreed to strengthen cooperation in addressing international and regional affairs.

Increased availability of tax refunds seen as way to boost spending and consumption by travelers
China hopes to unlock the potential of tourism consumption by establishing more duty-free shops.
Li Jinzao, head of the China National Tourism Administration, said on Friday that one of the major tasks in 2016 is to expand the tax refund policy to more cities to attract more overseas tourists and promote their consumption.
"At the same time, we will also explore opening more duty-free shops, expanding duty-free items and lifting the cap on duty-free purchases," added Li.
Offering tax refunds has long been a way for cities and countries to attract tourists and promote consumption. More than 50 countries and regions have tax refund policies, including the United States, Japan, South Korea, Canada, Brazil and Thailand.
China has followed and introduced ways for tourists to purchase duty-free goods.
For example, overseas visitors can claim a tax refund if they buy goods at designated stores in places like Beijing, Shanghai and Xiamen, Fujian province. Chinese tourists who traveled overseas can buy duty-free goods at airports.
In Hainan province, all tourists can purchase duty-free goods.
Wang Huiping, deputy director of Hainan's Department of Finance, said the duty-free policy has helped Hainan to build an "international tourism island".
Since the program kicked off in April 2011, Hainan's duty-free stores received more than 5.7 million customers who spent 16.5 billion yuan ($2.5 billion). In 2015, the sales volume reached 5.54 billion yuan.
"Hainan will further ease its duty-free policy for tourists by lifting the cap on shopping times and opening online duty-free shops starting from Feb 1," added Wang.
According to Hainan's new policy, nonresidents leaving the island can make duty-free purchases of up to 16,000 yuan a year with no limits on shopping trips. Previously, tourists could only use the duty-free shopping service twice.
"This change will further promote growth in both sales volume and the number of tourists who use the service."
Chen Lifen, associate research fellow of the Chinese Academy of International Trade and Economic Cooperation under the Ministry of Commerce, said the overseas shopping frenzy of Chinese tourists shows that consumption patterns have evolved and the domestic market cannot meet the demand.
Liu Simin, deputy director at the China Society for Future Tourism Studies, said the limited number of duty-free shops in China cannot meet the demand because of many requirements and limitations.
"Besides, the duty-free shops in China only remove tariffs. Value added taxes and consumption taxes are still there. So products in those shops don't have a price advantage over the places where they were produced."
'Toilet revolution' to improve standards
China will draft construction and sanitary standards for toilets in tourist areas and expects the majority of them to meet the standards by the end of the year.
Li Jinzao, head of the China National Tourism Administration, said the toilets include those at tourism attractions, as well as at transportation hubs, restaurants, entertainment zones and shopping malls that attract visitors.
"We will also collect feedback from tourists to help us supervise the 'toilet revolution'," added Li.
To promote the development of the tourism industry, the Chinese government has vowed to ensure that travelers and tourists don't frown when they have to answer nature's call in China.
A three-year campaign that started in January 2015 aims to build 33,000 restrooms across the nation by 2017 and renovate 24,000 facilities.
According to the plan, 25,000 toilets will be renovated or built in 2016.
Li said Internet technology such as mobile applications will be available to help tourists find nearby toilets.

A Foreign Ministry spokesperson on Friday rejected criticism of China's human rights records by an international group, asking them to view the development in China in an objective, fair and rational manner.
"Just as the saying goes, 'only your feet can tell whether the shoes fit.' Only the Chinese people themselves are in the best position to comment on their human rights situation," spokesperson Hua Chunying said in Beijing at a regular press briefing, in response to the criticism of Human Rights Watch.
"We hope relevant sides can look at China's social development in an objective, fair and rational manner. China is a country based on the rule of law, and any violator would be punished according to the law regardless of his status or so-called 'freedom of speech,'" Hua said.
She added that human rights is an important component of China's economic and social development, and China is advancing the human rights cause in accordance with national conditions and people's needs.

Cathay Pacific group announced on Thursday that it is rebranding its wholly-owned subsidiary, Dragonair, into Cathay Dragon, in an effort to tighten brand awareness of its two airlines' among consumers.
Dragonair was acquired by Cathay Pacific Airways in 2006, and both carriers are wholly owned by Cathay Pacific group.
"In the decision it is hoped to combine Cathay Pacific brand's international recognition and Cathay Dragon's unique connection to travelers from the Chinese mainland," said Suzanne Wong, manager of Cathay Pacific Airways Ltd in Eastern China.
It is also a response to the rising demand for transfers between the group's two airline brands, Cathay Pacific and Cathay Dragon, Wong added.
Among the 34 million passengers who traveled on the two carriers in 2015, more than 7 million made transfers between the airlines, five times as many from a decade ago.

Fiscal revenue hits lowest yearly growth rate since 1987

China's 2015 fiscal revenue growth fell to a 28-year low of 5.8 percent, the lowest since 1987.
General fiscal revenue including taxes and fines rose 5.8 percent to 15.22 trillion yuan ($2.42 trillion), the Ministry of Finance said on Friday. Same revenue in 2014 grew 8.6 percent and 10.2 percent in 2013.
The central government raked in 6.92 trillion, up seven percent from a year earlier, while regional and local governments received 8.3 trillion yuan, up 4.8 percent.
Special-purpose governmental funds, a separate income category, declined 15.9 percent to 4.23 trillion yuan, compared to a 3.5 percent growth in 2014 and 39.2 percent rise in 2013.
Land sale revenues, which usually accounts for about three-quarters of the governmental funds, tumbled 21.4 percent to 3.25 trillion yuan. A year earlier, revenue grew 3.2 percent.
GDP growth slowed to 6.9 percent in 2015, the lowest reading since 1990.
The ministry attributed the weak revenue growth to deep decline in producer price index, setbacks in industrial output, investment and corporate profits, which weighed on major tax items such as value-added taxes, custom duties, and corporate income tax.
In contrast to the revenue slowdown, 2015 saw a government spending splurge of 13.17 growth. The government spent 17.58 trillion yuan to pay for civil services, as well as the costs of education, healthcare, and other items. The upsurge in government outlay is to counter the economic slowdown.

A Chinese defense ministry spokesman Yang Yujun has said that he's astonished by the remarks by U.S. Pacific Commander, Harry Harris, on the South China Sea. Yang says the remarks lack common sense.
Admiral Harris said in a speech Wednesday that the U.S. will continue to challenge China's position on the South China Sea and that he personally believes that the islands do not belong to China. Yang refuted the assertion, saying there is legal and historical basis on China's sovereignty.
As for how to resolve disputes, Yang said negotiations with "countries directly related" is China's consistent stance, and China does not need others to intervene in the issues with ignorant words. He also said Harris needs to learn more carefully the history of the South China Sea before giving his irresponsible personal view.
