Unique Temperament is a sculpture exhibition that shows various approaches to bringing out the beauty of life. It teams up active artists, including Huang Gang, Wu Daxing and Ren Zhe.
Zhao Yongxing, the exhibition curator, says that the displayed works well combine aesthetic quality, the uniqueness of their creators and a closeness to people's daily life.
The exhibition is held at the Langham Palace, Beijing Capital Airport, through July 15.

China has 2,740 nature reserves, covering 1.47 million square kilometers, a State Council report said Thursday.
This includes 446 national-level reserves, said the report submitted to an ongoing bi-monthly session of the National People's Congress (NPC) Standing Committee.
Nature reserves cover 1.42 million square kilometers of land, or 14.8 percent of the country's land mass, with the rest taken up by marine reserves, according to the report delivered by Minister of Environmental Protection Chen Jining.
The first reserve was established in 1956.
Eighty-nine percent of the species of state-protected wildlife and the majority of important natural relics are in nature reserves, and some rare and endangered species have seen population increases, the report showed.
The giant panda population in the wild now exceeds 1,800, thus, changing it from an endangered species to a vulnerable one.
Populations of Siberian tiger, Amur leopard, Asian elephant, crested ibis and elk have also increased, according to the report.

Luo Huining has been appointed secretary of the Shanxi Provincial Committee of the Communist Party of China (CPC), replacing Wang Rulin, according to an official statement citing decisions made by the CPC Central Committee on Thursday.
Luo has also replaced Wang as a member of the CPC Shanxi Provincial Committee and its Standing Committee.

A British man died and donated organs to six Chinese in Hangzhou, East China's Zhejiang province on Wednesday, making him the second foreigner in the province's organ donation history, Qianjiang Evening News reported.
Mark Terence Osborne, who was 49, was sent to the operating room at 9 am on the 118th day on the hospital bed and donated his corneas, kidneys, liver and heart. His wife, surnamed Wang, decided to make the donation under his former will and with his daughter's consent back in the UK when he was diagnosed as cerebrally dead.
"We talked about this topic before," said Wang, adding that Osborne's attitude was clear.
Osborne came to Hangzhou more than six years ago for his beloved wife, a local Chinese woman, and lived and worked there since then.
According to Wang, Osborne loved Chinese paper cutting and the fountain at West Lake, and liked walking on Hefang Street in Hangzhou. He once brought back home three injured birds along Qiantang River bank and raised them. If he saw a student doing homework at a restaurant he happened to dine in, he would offer to teach the kid English.
Their tranquil life came to an abrupt end on March 3, 2016 when Osborne had a sudden stroke, which was later diagnosed as subarachnoid hemorrhage, or a rupture of a blood vessel just outside the brain, and he fell into a deep coma.
June 8, 2016 was the couple's sixth wedding anniversary. Wang held a party at Osbrone's sickbed at the Intensive Care Unit in the hospital.
"I hope our friends can make a farewell to Mark on this memorial day," said Wang with smile always on her face at the party though silent tears came from the corners of her eyes from time to time.
According to Wang, Osborne was not unfamiliar with organ donation. His mother received a heart transplantation operation from a donor and lived for ten more years. His family believes that they should return the favor by donating organs to others.
When Wang made the decision to donate, Osborne's family was very supportive and delivered all the files that donation required immediately. Wang signed on the organ donation registration form for Osborne and herself on June 29. She plans to help others in the way her husband did.
"He told me that if he dies, he wishes to die in China," said Wang. Osborne prolonged his life in this way in his beloved land.
Until yesterday, four organ transplantations were underway thanks to Osborne's donation. The waiting time of four patients ranges from half a year to two years and their average age is 48 years old.

China No. 1 Feng Shanshan said Thursday that she was looking forward to participating in the upcoming Rio Olympics, despite concerns about the Zika virus that has caused many of the top men's players to drop out of the Brazil Games.
Speaking in Shandong province where she will tee off at the Kumho Tire Ladies Open on Friday, the world No. 12 said as she had no plans of having a baby in the next two or three years it was important to support golf's return to the Olympics after a 112-year absence.
"This is my first Olympic Games and might be my last, so this is my only chance. I would not skip this chance for such a thing (Zika virus). Furthermore, I think China golf needs this Olympic Games. As a Chinese golfer I must take part," said the Guangdong native, a winner of 16 tournaments worldwide, including a major title at the 2012 LPGA Championship.
"As for Zika virus, I believe in our science and technology."
With such players as world No. 1 Jason Day, Rory McIlroy, Adam Scott and Lee-Anne Pace, among others, announcing that they would not play in Rio de Janeiro on concerns of the Zika virus, the 26-year-old Feng said they had decided on their own and their decisions must be respected.
"It might affect the International Olympic Committee's vote next year to decide if golf stays longer than 2020. But we can't do anything. As a player, I need to do my business in the Olympic Games. Hopefully, we can have a medal between the four Chinese players (two men and two women)."
With one victory this year at the Buick Championship last month when she beat South Korean star Choi Na-yeon in a playoff, Feng will attempt to get her first Kumho Tire Ladies Open victory in her third attempt. Last year, she finished runner-up to Korean Kim Hyo-joo in the 500,000,000 won (US$433,200) tournament, a co-sponsored event between the China LPGA Tour and the LPGA Tour of Korea. In 2014, she finished equal seventh at Weihai Point, a rocky 6,146-yard, par-72 layout that juts out into Bohai Bay.
"First, it's my sponsor's event. Second, I came back to support our home tour. The result is not my priority now. But for the past two years I had two high finishes. This golf course is tricky and Korean players are deep. But those players from China LPGA are also good and had some nice finishes recently. I don't want to pay much attention to my finish, I just want to enjoy this week."
With her best result on the US LPGA Tour this year being a fifth-place finish at the Volunteers of America Texas Shootout in April, Feng acknowledged that she hadn't had a great start to her season but felt her game was coming around after switching to new clubs earlier this year.
"I changed my Honma clubs at the very beginning. It took a while before I controlled them. But I am better now than earlier this year," she said. "Generally, I play 30 events a year. It means 30 weeks at the office. I am not a robot and unable to play at my best level week in and week out. Golf is a fluctuant game and we must take it as that."
With the US Women's Open in California next week, Feng said she would use the Weihai event as warm-up for the year's third major. Last year, she missed the cut at the US Women's Open in Pennsylvania.
"I don't know if it had rained before we came, but today I found the fairways were soft during my practice round. The greens were the same with a lot of rolls. The conditions were good as always. The landscape was amazing as always."

(ECNS) -- A woman who orchestrated her own fake kidnapping has received 10 days in detention at the end of an extensive search in Southwest China's Chongqing Municipality.
Huang Lan, 43, and her husband You Jiang, 52, live in Dasheng Town of Chongqing's Yubei District and have two daughters.
The couple disagreed over finding jobs elsewhere to support the family, so Huang went to live with her sister in-law. After failing to find a job in 10 days, Huang left without telling anyone of her plans.
On June 23, the husband received a call from his wife, who sobbed and repeatedly said "let me go, I want to go home," sounding as if her mouth was covered.
You Jiang was able to determine the general location from the call, and immediately called the police.
Local police searched for the missing woman and traced her to a relative of her ex-husband, who confirmed that Huang had not been kidnapped. Huang was later found roaming the street.
At the police station, Huang said she wanted to test if her husband cared about her or not. To make her disappearance look like a kidnapping, she had covered her own mouth while speaking on the phone, and also removed the battery from her phone because she thought "it was fun."
In 40 hours, local police sent 29 officers to search for her.
The woman was put under administrative detention for 10 days for faking facts and disturbing public order.

Suicide bombing at Turkey's busiest international airport, Ataturk airport, has left at least 41 dead and some 240 wounded.
The Chinese embassy says no Chinese casualties have been reported so far. The consulate in Istanbul has reached some 90 Chinese passengers at the airport at the time and made sure of their safety.
Foreign Ministry spokesman Hong Lei condemned the act of terrorism, and asked the Chinese nationals in Turkey to take precautions.

At Aurora Museum, 500 colorfully painted divine beasts are on display in Shanghai through August 28 at "The golden Touch to Divine Beast ¡ª Children's Fun Art for Cultural Relics," a show inspired by 12 students aged 10 to 18, who appealed to a total of 500 students and teachers around them to join and paint their own divine beasts.
"My idea is to create a blue-and-white, porcelain-style divine beast," said Chris Guan. "Although it is a small creation, I have done a lot of work to research the painting and it gives me a great opportunity to express my idea."
"While I was painting, I learned more about the divine beast and that gaves me the power of creation," said Yang Feifan.
NGO groups were also invited to join and paint their own divine beasts. You are also welcomed to join and choose your favorite.

An old airport runway in Shanghai is being repurposed for the benefit of runners and cyclists.
Xuhui District plans to turn one of the former Longhua Airport's two runways into a park featuring bicycle lanes and jogging tracks, officials said yesterday.
Runway Park on Yunjin Road, which runs along the west bank of the Huangpu River ¡ª the West Bund ¡ª will have trees, flowers and an artificial creek. Some relics will be kept to serve as reminder of the park's aviation heritage, said an official with the state-owned West Bund Group, which is in charge of development in the area.
By the end of 2017, the park and a 7.2-kilometer-long scenic pedestrian path along the Huangpu River will be open to the public, the group announced yesterday.
The other runway has been used as a public road since 2010.
Longhua Airport was built in 1915 for both civil and military use.
After 2000, it was used only for helicopters and airships because its central location meant it was no longer suitable for fixed-wing takeoffs and landings.
To create a coherent pedestrian route along the river, the government has built a Y-shaped bridge over the Rihuigang River bordering Xuhui and Huangpu districts that will open soon. Currently, people have to take a 1-kilometer detour to cross the river.
Chen Chao, deputy general manager of the group, said stations will be set up every kilometer along the pedestrian route where park users can rest, change their clothes and even take a free shower.

With the continuous creations of "land kings", the ratio of high-priced houses increases in the residential market of Beijing, said Zhang Dawei, chief analyst at Centaline Property .
Data shows that in the first half year of 2016, the floor price reached 16,435 yuan per square meter on average in Beijing, up 32.7% from the last year.
Zhang expressed that given a limited area of land for residential houses, Beijing is expected to see a trend of more expensive houses under construction in the future. For the time being, in the residential market, the ratio of houses with two bedrooms which are sold out has registered a sharp decrease. For instance, the ratio fell by about 12% in the past two years.
As for the selling price of the residential houses, it goes the same for another first-tier city Shanghai. Since the beginning of this June, the selling price for the newly built residential houses in Shanghai has gone up for three weeks straight and reached 36,121 yuan per square meter on average last week.
The rising land cost puts pressure on property developers in first-tier cities. Therefore, it might start a trend of building expensive houses in these cities.

China's Ministry of Commerce on Wednesday raised anti-dumping duties on imported photographic paper from two companies.
The move comes after a review showed evidence of dumping by the two closely connected firms, according to a statement on the ministry's website.
Effective on Wednesday, FUJIFILM Europe will be levied a duty of 23.5 percent, up from 17.5 percent set in 2012.
FUJIFILM U.S.A. will be imposed a duty of 23.6 percent, compared with 16.2 percent over the past four years.
China started levying duties ranging from 16.2 percent to 28.8 percent on photographic paper from foreign companies including Fujifilm and Kodak in 2012.

Hewlett Packard is to recall thousands of laptop batteries that may overheat or even catch fire, China's top quality watchdog said Wednesday.
The recall involves 6,726 sets of batteries for HP and Compaq laptops manufactured between 2013 and 2014, including HP ProBook, HP ENVY, Compaq Presario and HP Pavilion, the General Administration of Quality Supervision, Inspection and Quarantine said in a statement.
HP will replace the batteries free of charge from Wednesday.

The classic Hong Kong cop drama film series "A Better Tomorrow" will have a new sequel, officials announced today at the Shanghai World Financial Center.
The fourth installment of the series will be helmed by mainland director Ding Sheng, whose credits include "Saving Mr. Wu" and "Little Big Soldier."
The film will incorporate the stories of the former productions into its plot.
Shooting will start soon. It will be released next year.
"A Better Tomorrow" film series was a box office sensation of Hong Kong cinema since 1986.
The first two installments were directed by John Woo. Tsui Hark directed the third installment. Many film stars rose to fame from the series such as Chow Yun-fat and Leslie Cheung.

Nearly 100 million years ago, two baby birds got trapped in the sticky sap of a tropical forest tree. Now, their wings, entombed in amber, are providing scientists fresh insights into the evolution of birds.
The tiny specimens were found in the Hukawng Valley in northern Myanmar and described in the journal "Nature Communications."
This is the first time that wings have been found encased in amber. Individual feathers or fragments of feathers are found quite frequently.
The samples contain two impeccably preserved wing tips with all features intact, including soft tissue, from two birds that scientists believe were hatched nearly 100 million years ago during the Cretaceous period, about 45 million years after the first birds or avian dinosaurs evolved.
Each fragment is only a few centimeters in length and probably belonged to enantiornithines, a group of toothed birds.
The size and skeletal development of the wings suggest the birds were juveniles when they became trapped in sap, according to the study's co-author Dr. Xing Lida of the China University of Geosciences.
All previous studies of Cretaceous birds have been based on fossils - compressed, two-dimensional remains preserved in sedimentary rock.
"The amber specimens offer an one-of-a-kind chance for us to see extinct, toothed birds in the most true-to-life way," Xing said. "It's just overwhelming."
According to Xing, researchers have also acquired another batch of amber that contains vertebrate specimens.
"Soon, we may be able to see a diverse collection of the vertebrate fauna of Southeast Asia during the Cretaceous period," he said.

The operational search for missing Malaysia Airlines flight MH370 has been further delayed, after poor weather and injury to a Chinese crew member forced the return of one of the search vessels earlier this week, the Australian government confirmed on Wednesday.
In a statement released by the Joint Agency Coordination Centre (JACC), it was revealed a crew member aboard Chinese search ship Dong Hai Jiu 101 sustained an injury while the vessel was returning to search waters in the southern Indian Ocean.
"Dong Hai Jiu 101 arrived in Fremantle on June 22 for scheduled resupply, and departed for the search area on June 26," the Australian government statement read.
"Two days into the voyage a crew member sustained an injury. Although not life-threatening, the decision has been made to return to port to ensure the best possible medical attention can be provided."
The search efforts were further delayed by poor winter weather in the region; the JACC now expects the search of a 120,000 square kilometer zone to be completed sometime in August.
As the end of the search draws nearer, the JACC also laid out plans should the missing Boeing 777 jetliner be found within the search zone.
"More than 110,000 square kilometers of the seafloor have been searched so far," the statement read.
"In the event the aircraft is found and accessible, Australia, Malaysia and the People's Republic of China have agreed to plans for recovery activities, including securing all the evidence necessary for the accident investigation."
"In the absence of credible new information that leads to the identification of a specific location of the aircraft, governments have agreed that there will be no further expansion of the search area."
MH370 was a scheduled passenger service bound to Beijing from Kuala Lumpur with 239 passengers and crew on board.

(ECNS) -- No Chinese nationals were reported injured or killed when multiple suicide bombers attacked at Istanbul's Ataturk Airport on Wednesday, and more than 70 Chinese tourists were evacuated from the transport hub.
After the attacks, local emergency authorities organized taxies and buses to help evacuate passengers stranded at the airport, one of the world's busiest.
About 70 to 80 Chinese passengers were evacuated safely, China Central Television reported.
It's possible that some Chinese nationals could still be at the airport, it was added.
Turkish Prime Minister Binali Yildirim blamed Islamic State (IS) for the terrorist attacks that killed 36 people and injured many others.
Three suicide bombers arrived at the airport by taxi and opened fire before blowing themselves up, said the prime minister.

(ECNS) -- China's Ministry of Industry and Information Technology, Xinhuanet.com, Dianhua.cn, Best Tone Information Service Co and 12321.cn jointly announced the launch of a credible phone number data center on Tuesday, as part of efforts to fight spam messages and phone fraud, Beijing Youth Daily reported.
The data center will integrate resources to set up a phone number information authentication and service platform to safeguard Internet security.
According to data from Dianhua.cn, in 2015 alone there were 29 billion fraudulent calls across the country, 80 million a day on average. Among all phone calls made in 2015, 36.27 percent were alleged by users to be fraudulent, 19.48 percent from salespeople, and 12.55 percent marked by users to be harassment.
While fraud and harassment calls together accounted for 48.82 percent of the total number of calls placed last year, 90 percent of them were made via cell phones and fixed-line phones, of which nearly 60 percent were placed from cell phones, Dianhua.cn said.
With rampant phone fraud throughout the country, authorities have mandated a real-name registration rule on all phone numbers.
Also, many of China's large companies have joined a credible phone number service alliance initiated by Dianhua.cn, Xinhuanet.com and Best Tone, the paper said.
The latest move marks a new step in pushing forward the establishment of a credit system for public institutions and all enterprises through official channels to further reduce telecommunications fraud.

(ECNS) -- China Banking Regulatory Commission has given the go-ahead to Postal Savings Bank of China's plan to file its listing application with Hong Kong Stock Exchange.
The state-owned bank will sell no more than 13.92 billion shares, with funds raised intended for replenishment of capital, National Business Daily reported.
The initial public offering (IPO) is reportedly designed to raise about $8 billion, making it the largest in the world. But the bank declined to confirm the figure.
As a strategic step before the IPO, the financial institution attracted 10 investors late last year including Chinese tech firm Tencent, an online financial services affiliate of China's e-commerce leader Alibaba, and two State-owned enterprises.
With more than 40,000 branches across the country, the bank had total assets of about 7.3 trillion ($1.09 trillion) yuan by the end of 2015.

In this world, people and things are all connected with each other by an unprecedented new technology, the Internet of Things.
On this planet, individuals and nations are being influenced by emerging trend in the new era, "One Belt One Road".
The history of human civilization is also the history of innovation.
Innovation is the motivating power of human civilization progress, of countries' prosperity and of nations' fecundity.
In 6600 B.C., during the Neolithic Period, human's earliest characters, the Jiahu notched symbols in Henan, China, were created;
More than two thousand years ago, during Han Dynasty, the fleet from China established Maritime Silk Road starting from the Chinese Southern Sea;
During a thousand years' period before 1820 A.D., China possessed numerous era-leading technology such as papermaking, typography, compass and powder, and led world civilization.
In 1874, representatives from 22 countries cosigned human's first international postal convention, Berne Convention, published Universal Postal Convention and founded Universal Postal Union. The global information industry born from then had realized the dream of transferring information internationally.
In the past 150 years, human society have developed from the era of Universal Postal, which are carried by carriages, steamships, cars, trains and planes, to the era of Universal Internet of Things, which is supported by internet, satellites, big data, cloud computing, Internet of Things and robots. China is leading in the era of Internet of Things!
On July 2008, the first International Internet of Things Standardization Conference was held in Shanghai, which initiated the China's possession of the power to speak on international standard of Internet of Things;
On September 2014, International Standardization Organization passed the Internet of Things system structural criteria approval, which is led by China. From there, China starts to lead the trends of development of global Internet of Things. The opportunity for China in the era of Internet of Things has arrived.
With the arrival of a new round of information revolution, countries around the world are finding themselves on the fast track of a new round of technology revolution and industry renovation. A giant panda gave birth to twins, a male and a female, in southwest China's Sichuan Province on Monday, four days after another such pigeon pair were born at the same breeding center.
A female adult named Ji Li gave birth to a male cub weighing 186 grams at 6:41 p.m. and a female cub weighing 68.5 grams at 7:07 p.m., said Wu Kongju, an expert with the Chengdu Research Base of Giant Panda Breeding.
Although Ji Li is a first-time mother, she did not show any panic. She clutched the male cub in her arms and comforted him. However, giant pandas are unable to hold two cubs at once, so Ji Li had to make a decision on which of her babies to mother. She chose the male.
In the wild, the female cub would be unlikely to survive in this scenario. But the research base can take good care of both cubs. Ji Li and her two cubs are now in good condition, according to the center.

China will take measures to keep its financial and capital market stable and avoid wild fluctuations, Premier Li Keqiang promised business executives on Tuesday.
"Like the Chinese economy, China's capital market will unavoidably see some short-term fluctuations in some fields, but we have to guard against skyrocketing rises or precipitous falls," Li said when meeting with business executives attending the Summer Davos.[Special Coverage]

The sharing economy has huge potential in China, where the younger generation are ready to embrace new ways of doing business and living, senior management of Airbnb believe.
"We've seen positive signs of a developing sharing economy in China both from the consumers and the government," Varsha Rao, head of global operations for Airbnb, told Xinhua during the Annual Meeting of the New Champions 2016, or Summer Davos, in Tianjin.
Airbnb, considered a pioneer in the sharing economy with its model based on short-term rentals of private homes, launched in China in 2012, and more than 2 million Chinese have since used the service to travel abroad.
Rao said China has become Airbnb's fastest-growing market for outbound travel, surging by 500 percent year on year in 2015.
Chinese Millennials are more adventurous and looking for a different kind of travel than their parents. They want to experience more authentic local culture instead of just ticking off tourist spots on a package tour, according to Rao.
"We call them travelers, not tourists, as the former try to meet local people and experience life there instead of just seeing sights," she said.
Chinese travelers seeking overseas trips have been and will continue to be the focus of Airbnb's service targeting China, she said, citing data showing that China is the world's largest outbound tourism market.
Airbnb is now working with Chinese social media platforms in a localized marketing campaign.
"Chinese consumers are very sophisticated now, so we must keep localizing and improving our services," Rao said.
The potential for the sharing economy in China is huge, Airbnb believes. Rao pointed to a Nielsen report showing that 94 percent of young Chinese are interested in sharing, almost double the rate in North America.
There is also government support, as Premier Li Keqiang stressed developing the sharing economy in the government work report this year.
Li reiterated the government's position while addressing the opening of the Summer Davos on Monday. He said the sharing economy offers everyone a chance to participate and benefit, which will contribute to a fairer distribution of income and a stronger middle class.
Rao practices what she preaches and has stayed in Airbnb homes while in Beijing and Shanghai. She was particularly impressed by one Beijing host who took her to a noodle shop and helped her practice Mandarin.
If Airbnb hosts are to continue offering such a warm welcome, the company will need to overcome regulatory challenges that have gnawed at it and other sharing economy leaders like Uber.
Rao said Airbnb is open to appropriate regulation in partnership with regulators and consumers.
"Building trust is the core of our business model innovation, which is enabled by a real and verifiable identity, insurance guarantee and 24/7 customer service," she said.
"Trust is the foundation of the sharing economy and it's driven by technology."

Xi'an is home of the Terracotta Warriors, but they're not the only ones reeling in visitors these days. A new exhibition of Tang Dynasty relics is now being shown at the Shaanxi History Museum. The collection consists of 16 pieces and paintings, and presents a vivid picture of China's cultural past.

These sixteen pieces of Tang Dynasty frescoes were elaborately selected from the Shaanxi History Museum's collection of over six hundred mural paintings unearthed in 14 Tang Dynasty tomb complexes.
This one, depicting singing and dancing scenes, presents a vivid image of China's ancient art world.
"Normally, we find murals inside a tomb with only one band performing or one person dancing. But this time we've found two bands depicted on one mural, one female and one male band. And there's two people dancing opposite to each other. We can see one musical band is comprised of different ethnic groups, including Han musicians and people from western regions," said Wen Jun, from Shaanxi History Museum.
The fresco is one of the best preserved ones. It was found on the east wall of the tomb of Han Xiu, a scholar and prime minister during the Tang dynasty.
Another one, unearthed from the same tomb, is a landscape mural.
"On the mural, there's rivers, mountains, a pavilion and the sun. We can tell from the layout and the strokes the landscape matured during Tang dynasty," Wen said.
Also on show is rarely-seen two-layered fresco discovered at the tomb of Prince Li Xian. The first layer is a portrait of three maids, including a dwarf maid, and the second layer is the portrait of two maids.

Shan Jixiang, the curator of the Palace Museum, said on June 26 that all the modern architecture in the Palace Museum will be demolished in three years, the Beijing Times reported.
Shan said modern architecture covers more than 14,800 square meters of the museum. Architecture to be demolished includes dormitories, offices of the museum's staff, and parking lots inside the museum.
After the demolition, the grounds will be rebuilt with ancient style bricks and large areas of greening will be placed around the museum.
Shan said by now about 76 percent of the 160,000-square-meter Palace Museum is open to the public. By 2025, the open area will reach more than 85 percent.

Recognizing big data as a potential health resource, China is set to promote a new medical service model through collaboration with the internet industry, according to a government document issued on Monday.
By 2020, a big data system should be created, highlighting a unified and interconnected public health information platform, said the guidelines issued by government agencies, including the National Health and Family Planning Commission.
"The initiative won't just help improve related public health services, but will also play a big role in economic and social development," Jin Xiaotao, vice-minister of the National Health and Family Planning Commission, said at a policy briefing of the State Council on Friday.
Big data in health services involves people's basic medical conditions, medical service, disease control and prevention, food safety and healthcare, covering an individual's life cycle, experts said.
The health needs of ordinary people, social development and business opportunities should be taken into consideration, the guideline said.
Li Lanjuan, an academic with the Chinese Academy of Engineering, said China by 2020 would have the world's largest health data pool, covering more than 1.4 billion people.
"Assessment of data helps authorities devise more targeted disease prevention and health management plans," she said.
Currently, each large hospital has its own data platform, making data sharing difficult, she said.
"Data safety is the top priority for related applications, especially in international cooperation," said Zhang Feng, deputy director of the planning department of the commission.
For individuals, data safety and privacy must be ensured, he added. Big data will help people enjoy more targeted and effective treatment.

A latest report released in Beijing shows in the past year, economic loss caused by the violation of netizens' rights totaled 91.5 billion yuan and around 9% of Internet users suffered more than 1,000 yuan or more in losses.
SMS spam, fraud information and leakage of personal information were the top three reasons resulting in the netizens' losses, said the report on the protection of rights of Internet users which was issued by the Internet Society of China during the China Internet Conference held between June 21 and June 23 in Beijing
In the past six months, Chinese netizens received about 19 spam emails and 21 spam messages every week. Harassing phone calls tops the most offensive source of harassment followed by pop-up ads on the computer as well as in APPs, according to the report.
The report notes that 76% of Chinese Internet users have visited phishing websites, 66% have received fraud phone calls, 51% have received spam mails and 47% have encountered cheating on social networking sites. Furthermore 37% of them has suffered economic loss stemming from the above-mentioned frauds.
In the regard of rights violations, the report says "inducing users to click on" is the main means, which is followed by "pre-installed software that cannot be uninstalled" and also via "APP access to personal information that the users do not know is going on".
