Chinese general Wang Guanzhong says China and other countries in the Asia-Pacific region are concerned about the consolidation of the US-Japan alliance.

His comments were made during the Shangri-la Defense Forum in Singapore. Wang Guanzhong stressed that such a military alliance was more an obstacle than an impetus for regional stability. Wang pointed to China developing its own military force to defend the country's peaceful development.

The remarks come after US Secretary of Defense Chuck Hagel voiced support for Japan revising its constitution to allow for the right to collective self-defense. Hagel also repeated the US position that the Diaoyu Islands, disputed by China and Japan, fall under the mutual defense treaty with Japan.

China and the US, who've exchanged bitter words over the past two days, held private talks on the sidelines of the Shangri-la Dialogue on Saturday.

Expert blames Vietnam for escalating tensions in South China Sea
http://www.ecns.cn/2014/06-01/117003.shtml
Jun 1st 2014, 03:04

2014-06-01 12:04 Xinhua Web Editor: Si Huan

In a commentary carried by the Sunday edition of China Daily, a Beijing-based international relations expert argued that Vietnam must take responsibility for escalating tensions in South China Sea.

Chen Qinghong, an expert with the China Institutes of Contemporary International Relations, stated that the Xisha Islands have been China's inherent territory since ancient times, and Vietnam appeared to acknowledge and respect China's sovereignty over the islands before the mid-1970s.

Chen pointed out that Vietnam is eager to grasp the opportunity brought by Obama's East Asia trip and the ASEAN summit to fan up the South China Sea dispute.

Following is the full text of Chen's commentary:

The recent situation in the South China Sea is really worrying. In spite of international law and the repeated representations, warnings and dissuasion from the Chinese side, the Vietnamese side not only continues to forcefully disrupt the normal drilling operations of the China National Offshore Oil Corporation and take dangerous actions, but has also incited and indulged domestic anti-China riots, resulting in casualties and heavy damage to foreign enterprises.

The backwash stirred up by Vietnam in May in the South China Sea had an impact on the China-Vietnam friendly relationship and regional stability.

The Xisha Islands have been China's inherent territory since ancient times. The Chinese people discovered the Xisha Islands when they cruised in the South China Sea during the Han Dynasty (206 BC-220 AD).

Historical documents show in detail Chinese fished and traded around the Xisha Islands during the Song (960-1279), Yuan (1271-1368), Ming (1368-1644) and Qing (1644-1911) dynasties, which serves as proof for China's jurisdiction of the area.

During the Song Dynasty, the imperial court organized a patrol naval squad, whose regular cruises and patrols in the South China Sea established China's jurisdiction over the Xisha Islands.

During the Yuan Dynasty, an observatory was set up on the Xisha Islands. Afterward, the Ming and Qing dynasties both put the South China Sea islands and adjacent waters under their jurisdiction, and since then it has become a common practice for China's naval forces to make inspection tours for coastal defense and exercise sovereignty over them.

China has continued exercising its sovereignty over the Xisha Islands since the founding of the People's Republic of China in 1949.

Vietnam appeared to acknowledge and respect China's sovereignty over the islands before the mid-1970s. In 1956, Vice-Minister Dung Van Khiem of the Democratic Republic of Vietnam received Li Zhimin, charge d'affaires ad interim of the Chinese embassy in Vietnam, and told him that "according to Vietnamese data, the Xisha and Nansha Islands are historically part of Chinese territory".

In September 1958, Vietnamese Premier Pham Van Dong solemnly stated in a note to Premier Zhou Enlai that Vietnam recognizes and supports the Declaration of the Government of the People's Republic of China on China's territorial sea that the breadth of the territorial sea of the People's Republic of China should be 12 nautical miles and that this provision should apply to all territories of the People's Republic of China, including the Xisha Islands and the Nansha Islands in the South China Sea.

Pham Van Dong's note suggests that the Vietnamese government acknowledged China's sovereignty over the Xisha Islands and Nansha Islands.

The drilling site of the CNOOC oil rig is only 17 nautical miles away from China's Zhongjian Island of the Xisha Islands, and relevant exploration and drilling activities are being carried out in waters that are indisputably under China's administration.

China owns the right for exploration and management of the waters off its Xisha Islands and the drilling in the waters off the Xisha Islands should be China's sovereign right that accords with the UN Convention on the Law of the Sea.

The provocative actions taken by Vietnam, such as sending ships to ram into China's vessels at the site, not only infringe on China's sovereignty and jurisdiction, but also seriously endanger the freedom and safety of navigation in the waters.

Moreover, the Vietnamese government also incited public sentiment at home, trying to channel people's dissatisfaction with government corruption and economic deterioration to China.

With the Vietnamese government's indulgence and connivance toward domestic anti-China forces, protests quickly spiraled out of control, leading to the death of four innocent Chinese citizens and damages to many foreign companies. The Vietnamese government should take full responsibility for the casualties and damages.

By forcefully disrupting China's normal drilling operations and taking dangerous actions at sea, Vietnam is making new troubles for the sake of its self-interest in the South China Sea.

Some international observers said that China is "injudicious" to establish the drilling rig 981 shortly after US President Barack Obama finished his East Asia trip and on the eve of the 24th Summit of the Association of Southeast Asian Nations. Others claimed that China is engineering a "new strategy" in the South China Sea.

However, China has been carrying out relevant exploration and drilling activities in the waters off the Xisha Islands for more than 10 years. The current drilling activities are carried out according to actual work needs and sea conditions, which is easy to understand within the industry.

Therefore, in addition to good sea conditions, China has no other consideration in continuing with exploration at the rig.

On the contrary, it is Vietnam that is eager to grasp the opportunity brought by Obama's East Asia trip and the ASEAN summit to fan up the South China Sea dispute by forcefully disrupting China's normal drilling operations at sea with the purpose of highlighting its value in the US' Asia-Pacific re-balancing strategy, and abducting ASEAN to pay for its own self-interest.

And after the China-Vietnam confrontation at sea, the US criticized Beijing but understated Hanoi's dangerous actions at sea and domestic beating, smashing, looting and burning targeted at China and other countries.

Most ASEAN countries can maintain a just and sound attitude, but also show their concern about the escalating tensions between China and Vietnam. This kind of tense situation is what the Vietnamese side wants to see.

China attaches importance to the good-neighborly and friendly relations with its neighboring countries and is committed to seeking a peaceful resolution to the South China Sea disputes that can satisfy all related parties for the sake of regional peace and stability.

In 2011, China and Vietnam signed an agreement on basic principles guiding the settlement of maritime issues between the two countries, which said that both sides should promote maritime cooperation in less sensitive fields and seek steady progress in negotiations regarding the maritime demarcation of the bay mouth of Beibu Gulf and discuss the joint development of the sea area.

In 2013, the two countries agreed to set up a working group to explore the joint development in the disputed waters.

In spite of the progress made by the two sides, Hanoi disregarded the big picture of bilateral relations and regional stability and finally stirred up the "May Backwash". The Vietnamese government has an inescapable responsibility for the malignant event and should provide compensation for the losses and apologize to the Chinese people.

China plans to shut down over 2,000 small-scale coal mines by 2015 in an effort to eliminate outdated capacity and improve work safety, according to the State Administration of Work Safety.

Coal mines in the provinces of Liaoning, Heilongjiang, Jiangxi, Hubei, Hunan, Sichuan, Yunnan and Guizhou, as well as Chongqing municipality, will be major targets, the administration said.

It will gradually weed out coal mines with an annual output at or below 90,000 tonnes, and shut down those that do not meet safety standards.

China's mines are among the deadliest in the world, with fatal accidents occurring frequently due to poor safety regulations and a lack of safety awareness.

Police in China's far-western Xinjiang region have offered rewards for citizens who turn over guns, explosives or provide tips on these items.

Residents will be rewarded 500 yuan for each military rifle, 300 yuan for each gun for civilian use, and five yuan for each bullet they hand over, said a document issued by the Public Security Department of Xinjiang Uygur Autonomous Region.

As for explosives, individuals will be given 100 yuan for turning over a grenade, landmine or source bomb, 30 yuan for a detonator, 20 yuan for each kg of dynamite and 10 yuan for each kg of gunpowder, said the reward document, which took effect on Tuesday.

Those who hand in long knives not for food preparation or personal use and imitation guns will be rewarded according to their market value, it added.

Citizens who provide tips on specific large amounts of explosives, guns and knives will also be given rewards of up to 10,000 yuan.

Those whose tips play an especially important role in preventing or breaking up an explosives-related terrorist case will be rewarded between 5,000 yuan and 30,000 yuan.

Xinjiang launched a special campaign on May 23 to crack down on violent terrorist crimes after an open market attack in the capital Urumqi left 39 innocent people dead and more than 90 injured in the deadliest terrorist attack in the region in recent years.

The Chinese tourist freed Friday arrived in Kuala Lumpur on Saturday, according to the Chinese Consulate in Malaysia.

An official from the Chinese Consulate in Malaysia told Xinhua that there was no problem with the girl's health condition, and they still did not know when she would return to China.

Malaysian Prime Minister Najib Razak, who was on his official visit to China, had informed the Chinese side of the release and said the victim would be escorted back to China soon.

Najib said on his twitter account that there was no ransom paid to secure the two victims' release. The success was achieved due to the cooperation of the security forces of Malaysia and Philippines.

He said they were "taking steps to facilitate the return of the Chinese national to her home as soon as possible."

According to Malaysian newspaper, The Star, a security official said that with the help of their Philippines counterparts, two Malaysian officers managed to rescue the Chinese national as well as the Filipina who was abducted alongside from a remote mountainous location on the southern Philippine island of Jolo.

The two women, abducted by a group of gunmen from a Semporna resort in Sabah on April 2, were freed after negotiations involving Malaysian security officers, the newspaper reported.

China's railways saw an increase in passenger trips as the three-day Dragon Boat Festival holiday kicked off, according to data released on Saturday by railway authorities.

Some 7.6 million passenger trips were made on China's railways on Friday, increasing 15.9 percent from a year earlier, and 8.7 million trips are expected on Saturday, said the China Railway Corporation.

To cope with the rising traffic, China has added over 200 temporary trains to ease the pressure, the corporation said.

The Dragon Boat Festival, also called Duanwu Festival, is traditionally celebrated on the fifth day of the fifth month of the Chinese lunar calendar. It falls on June 2 this year.

The festival commemorates famous ancient Chinese poet Qu Yuan. Chinese people eat zongzi, a rice dumpling, and race dragon boats during the holiday.

Five people have been detained by police in Shandong Province on suspicion of beating a woman to death in a McDonald's outlet in the city of Zhaoyuan.

The attack happened about 9pm on May 12 as the woman, surnamed Wu, was eating in the fast-food restaurant, Zhaoyuan police said.

At a table nearby was a group of six people who began speaking with Wu and asked her for her phone number, a witness told Shandong-based Qilu Television.

When she refused, the group became angry and attacked her. Police were called and arrived on the scene as the assault was ongoing.

Wu was rushed to hospital but later succumbed to her injuries, police said.

In a three-minute video uploaded to the Internet by a witness, a man is seen repeatedly hitting Wu with an iron-handled mop. He is encouraged by a woman shouting "Beat her to death."

Wu can be heard screaming for about a minute in the video.

Several other people were in the outlet at the time of the assault, though no one went to her aid.

The six suspects are a man surnamed Zhang from Hebei Province, his two daughters and son, and two women, one from Hebei, also surnamed Zhang, and one from Sichuan Province, surnamed Lu.

Zhang's son was not detained as he is too young to be held criminally liable.

Police said all five suspects had admitted taking part in the fatal assault.

Three helicopters were dispatched on Friday to fight a forest fire that has raged in east China's Shandong province since Thursday afternoon, according to local sources.

As of 5 pm on Friday, firefighters were still working to extinguish flames that continued to burn at a few sites, although they have contained the blaze. The fire broke out at about 3 pm on Thursday in a forest in the coastal city of Weihai, said the city government.

The helicopters joined the firefighting operation to prevent the fire reigniting and secondary disasters.

No casualties have been reported and hundreds of locals have been evacuated to emergency shelters nearby.

Nearby roads have been closed and patrollers are warning people not to enter the fire zone.

Residents have been relocated to emergency shelters at Weihai International Exhibition Center and a gymnasium. A total of 813 people had been settled in the exhibition center as of 5:30 a.m. on Friday, according to Miao Jia, deputy chief of the Weihai Civil Affairs Bureau.

Local authorities have prepared quilts, food, drinking water and toilet paper.

More than 2,000 firefighters have worked to contain the fire, with the job complicated by winds of up to 61 km per hour, the city government said.

A city in East China's Shandong province has closed all kindergartens due to forest fire.

The Supreme People's Court (SPC) on Friday launched a video network that allows petitioners against legal verdicts to have their appeals filmed and transmitted to higher-level courts.

As part of efforts to create more channels for petitions, the SPC has regulated that petitioners can apply for use of the new channel either at the court that gave their case's first-instance verdict or the lower court whose jurisdiction covers their place of residence.

If the verdict that petitioners want to complain about had been dismissed by the higher people's court, they will be eligible to express their complaints to the SPC through the video system, which links more than 3,300 courts nationwide at present, according to the regulation.

However, if their cases were not handled by the higher people's court, their complaints will be jointly received and discussed by the SPC and a higher people's court, according to the regulation.

SPC Vice President Jing Hanchao said the creation of the video network is an effort to reform the court's petition system, and expressed hope that the move will make it easier for people to make complaints.

Earlier this year, the SPC opened its official online petition platform.

Reserve ratio cuts to tackle slowdown
http://www.ecns.cn/business/2014/05-31/116947.shtml
May 31st 2014, 01:19

2014-05-31 10:19 China Daily Web Editor: Gu Liping

The central government will not shift its policy direction amid the economic slowdown, but will intensify targeted financial easing in coming months, the State Council said in a statement on Friday.

The statement, which followed an executive meeting of the council, said the government will strengthen the "targeted reduction" of the reserve requirement ratio - the amount of money banks have to set aside as reserves.

The statement said banks that have lent "a certain portion" of their total loans to agriculture-related firms, small and micro-sized enterprises and other companies that cater to economic restructuring demand, would enjoy the ratio cut. It did not specify the portion required.

In April, China cut the reserve requirement ratio for rural banks by up to 2 percentage points, but did not reduce the ratio across the board.

The ratio for large financial institutions is 20 percent and it is 16.5 percent for smaller ones. Many economists believe the ratio is too high to release sufficient liquidity to spur the slowing economy.

Economists also believe the rising cost of borrowing is weighing on the nation's enterprises. The decline in interbank borrowing rates in the past month, a result of the central bank's proactive easing, has not yet led to a softening of the long-term borrowing rate.

Observers have noticed the paradox between China's ample money supply and persistent high borrowing rate. Some have argued that structural factors, including banks' excessive interbank lending, have pushed the lending rate high.

The statement vowed to deepen financial reform and "adjust the structure" to "unplug" the vein through which the financial system supports the real economy.

It said efforts will be stepped up to write off bad debts and push forward credit asset securitization in an effort to free up loan stocks.

To rein in the soaring lending rate, the State Council vowed to regulate various banking activities.

"This is a good step toward curbing the lending rate," said Zhu Baoliang, an economist at the State Information Center, a government think tank.

"Addressing structural problems, such as gradually eliminating overcapacity and strengthening oversight on interbank lending and online financial products, is critical to bringing down borrowing costs."

In a sign that Beijing is not satisfied with the implementation of a key document released in July that urged the financial system to better support the real economy, the State Council ordered a nationwide inspection of how its policies are carried out.

Analysts said the latest move is part of a series of measures taken in past days that amount to a "mini-stimulus" aimed at protecting the official annual economic growth target of "about 7.5 percent".

Other recent measures include the Ministry of Finance's call for local governments to speed up spending of budgeted funds.

A 6.1-magnitude earthquake jolted a county in southwest China's Yunnan Province on Friday, injuring 43 people and forcing the evacuation of a further 35,000.

The quake hit Yingjiang County under Dai-Jingpo Autonomous Prefecture of Dehong at 9:20 a.m., according to the China Earthquake Networks Center.

Tremors were strongly felt in the county seat, where residents rushed to open areas.

About 150,000 residents in 15 townships were affected and of them, 35,000 have been relocated, said Wang Junqiang, the Communist Party chief of Dehong Prefecture. Meanwhile, 3,390 rooms were toppled and 18,000 more were severely damaged.

Even though the quake had a higher magnitude compared to one a week ago, it did not cause bigger losses as local authorities had warned of aftershocks and secondary disasters and evacuated residents from damaged buildings, said Wang.

The Yunnan government has initiated a grade II emergency response, sending a work team of over 50 people for surveying, investigation and disaster evaluation.

More than 3,500 soldiers, paramilitary officers and policemen are involved in the rescue work.

Provincial governor Li Jiheng has arrived at the epicenter of Kachang Township to coordinate rescue efforts.

According to a statement from the provincial civil affairs department, the quake has cut off electricity in Kachang and the villages of Mengnong and Sudian, though communications have not been affected.

More than 360 teachers and students from Wupai Primary School in Kachang have been relocated to safety zones.

The school was seriously damaged in a 5.6-magnitude quake that hit the same region a week ago, with some classrooms becoming unusable because of broken doors and windows and cracks on the walls. Students had been moved to tents to continue their studies.

"Some classroom walls, already damaged in last week's earthquake, just collapsed this time," said the school headmaster, Ke Shangfa.

In Longdong Village, which was badly hit by the quake, a team of 150 armed police had retrieved six villagers trapped under collapsed houses as of 11 a.m.

The provincial government has sent tents, quilts, folded beds and mattresses to the disaster-stricken region.

Yunnan lies where the Eurasian Plate and Indian Plate meet, and the province is prone to quakes.

Yingjiang borders Myanmar and has a population of 300,000. In March 2011, the county was jolted by a 5.8-magnitude quake, leaving 26 people dead and over 300 others injured.

Tencent has made a further step into the mobile shopping sector after it started to allow WeChat official account owners to open shops on the popular smartphone chat software.

Tencent said there's no threshold for individual vendors who already own a verified WeChat account and hope to sell general merchandise to WeChat users.

It helps account owners connect with online shoppers easily and without the need for much technical expertise.

WeChat official account holders will be able to open a "micro shop" through a self-serve platform.

WeChat started to offer payment service through Tencent's payment arm Tenpay at the end of last year to tap growing demand for small payments on mobile devices.

Tencent's competition with Alibaba spread from mobile payment to mobile shopping in recent months as both companies are eager to get a foothold in the fast changing Internet era.

China's weather authorities say temperatures in northern and central China continue to exceed 35 Celsius degrees.

Temperatures are expected to reach up to 39 Celsius degrees in many areas, including in the city of Beijng, north Hebei province, northeast Henan province, most of Shandong province and Xinjiang Uygur Autonomous Region.

Authorities say the heat wave is expected to ease from Saturday.

The scorching weather caused the death of two people in the southwestern province of Yunnan on Thursday. Temperatures there soared to a record high of 44.5 Celsius degrees.

Meanwhile, temperatures in Beijing on Thursday hit a record high of around 40 Celsius degrees, the highest since 1951.

For fine food in totally laidback surroundings, you can't beat Café Sambal. The sambal in the name refers to a sauce made with chillies and, in this case, lots of sambal.

Food is authentic and quality consistent; over three years in the business and standards remain high, rare in Beijing's all-too-flaky dining scene. The hutong setting is a delight, as is the layout, with a bar area fronting three distinct dining rooms: formal; not quite so formal, and so completely informal that chairs and tables are dispensed with altogether in favour of wall-to-wall cushions.

(ECNS) The world-famous chocolate brand Ferrero Rocher has received complaints over its quality in China again, the Economic Herald reported.

A woman surnamed Sun in Jinan, Shandong province, complained on May 26 that she found a white maggot in a Ferrero Rocher chocolate that was produced in November 2013 with an expiration date 11 months later.

A customer service personnel at the company said the maggot might be a snout moth, whose growth duration lasts seven to 14 days. And a public relations officer at the company said the maggot was caused by Sun's improper storage, rather than in the chocolates' production.

Sun responded that she preserved the chocolates properly according to the storage suggestions printed on the chocolate package.

And most customers interviewed at a supermarket said they could not accept Ferrero Rocher's explanation. "These candies and chocolate products are individually packaged. The manufacturer can't excuse itself when bugs are found in its products," said a woman surnamed Wang.

A photo has been widely circulated online showing commuters in massive queues outside a subway station in Beijing during rush hour on Monday morning, after the Beijing government started full-body searches in three more stations as part of an upgraded anti-terrorism campaign.

It comes against the backdrop of the whole country beefing up security by increasing armed patrols and anti-terrorism drills, after an array of deadly terrorist attacks.

Strengthening overall security as opposed to just security at isolated events has been a key emphasis in China recently, said a senior police officer in the Department of Public Security of Jiangsu Province.

This round of upgraded security measures, marked by guns being intensively equipped for an increasing number of patrols and drills, has been different in many ways to the previous ones which normally target important events such as the Olympics, security observers said.

In the past, patrolling police officers were normally just equipped with truncheons.

During the past two months, patrolling police officers have comprised police from paramilitary forces and SWAT units. They have been visibly increasing in number in busy urban areas such as railway stations, which have been the target of at least three violent attacks in recent times.

Police everywhere

The Ministry of Public Security announced on March 16 that armed patrols across the country should be intensified to combat criminal activities.

Police in Nanjing, East China's Jiangsu province, vowed to "let local residents see police around them at every moment" and 5,000 out of a total of 14,000 police officers in the city are patrolling the streets.

Even in Pingba county in South China's Guizhou province, a county with a population of some 300,000 people, hundreds of armed police officers patrolled local bus stations earlier in May to act as a deterrent.

Armed police wearing bulletproof vests have started to check the identity cards of every passenger waiting in a long line at Guangzhou Railway Station after six people were injured in a knife attack in the square of the station on May 6. Lights on all the five police booths flash day and night.

More than 2,000 kilometers away in Beijing, police officers armed with submachine guns patrol the Beijing South Railway Station, while in the city's west railway station, knifes are forbidden to be put into luggage and residents who pick up passengers must provide their real names.

As the number of police is limited, officers with desk jobs have had to be mobilized to patrol streets in many places.

A recent policy claimed that all members of the Beijing police must stop taking vacations to devote themselves to anti-terrorism security work.

Drilled in

In the past two months, media reports have emphasized the training police face, and how they are being trained to use guns.

A majority of the nation's provinces and municipalities have conducted anti-terrorism drills since March, simulating cases such as knife attacks and hostage situations.

Beijing police conducted two drills equipped with armored vehicles and helicopters within one week in early May and published them live on Weibo, China's twitter-like service.

The Ministry of Public Security in April required police nationwide to participate in special training on using weapons such as guns, truncheons and tear gas.

A source who works in the security system in East China's Jiangxi Province said that police, including civil personnel throughout the province, have been trained on using weapons over the past few months.

Public security authorities in Southwest China's Yunnan province announced that all officers from grass-roots police to the head of the provincial department of public security must be trained, with experts from Xinjiang Uyghur Autonomous Region and Hong Kong invited to give lessons and imitation knives previously used in training being replaced with one-meter-long real knives.

Beijing officially launched a specialized armed patrol on May 12 in which 150 armed vehicles patrol the streets every day, with 13 officers assigned to each vehicle. They have been charged with counter-terrorism assignments and riot control instead of normal public security issues. The armed crew will be stationed on Beijing streets on a long-term basis.

Moreover, the security upgrade extends to nearly all of society, as it also covers other government agencies and the business sector.

Water authorities in Yunnan Province have strengthened anti-terrorism measures which protect water sources and projects, after a terrorist attack in Kunming, the provincial capital, killed 29 people and injured 143 in March.

Seven funeral parlors in Wuhan, Central China's Hubei Province, organized a drill simulating a toxic gas attack in January, while guards in stores in Guangzhou conducted drills and were taught to cordon off customers in malls when attacks occur, to prevent chaos on the streets.

Moves from the top

Chinese President Xi Jinping convened the first meeting of the newly-launched National Security Commission of the Communist Party of China, vowing to "carry out a comprehensive national security notion."

Mei Jianming, director of the anti-terrorism research center at the People's Public Security University, said that the latest security upgrade is a strategic adjustment responding to the emergence of new criminal trends, which is a more comprehensive response instead of merely an upgrade.

The new trend means police need more capability to deal with terrorist attacks, which are more unpredictable and less regular, said the senior officer in Jiangsu Province.

Zheng Guohua, an officer at the police station of the Guangzhou Railway Station, said the days when he was able to take a two-day leave after going on night shift have gone, never to return.

"We must be on guard at every moment, as no one can predict what will happen next," Zheng said.

He recalled that the security standards during the Guangzhou Asian Games in 2010 were as strict as they are now, but the key difference was that the games came to an end.

However, Mei said it's difficult and unnecessary to continue to use most of the strictest measures on a long-term basis and it is unlikely the measures will be permanent, as requirements need to be normalized gradually as China adapts and creates legal foundations.

Law enforcement authorities in Beijing conducted their largest anti-terrorist and anti-riot drill of the year on Thursday morning, with more than 2,800 police officers and 90 vehicles taking part.

Jointly launched by the municipal anti-terrorism office, public security bureau and Armed Police Corps, the drill started at 10 am and lasted about 40 minutes.

The drill included exercises in coping with hijackings, knife-wielding attackers and terrorism-related riots. It made use of a helicopter, a quad-rotor unmanned aerial vehicle, an armed assault vehicle and a water cannon vehicle.

Beijing police have conducted at least four anti-terrorist drills after a terror attack killed five people at Tian'anmen Square on Oct 28.

Guo Jinlong, Beijing's Party chief, and Wang Anshun, the mayor of Beijing, watched the exercise.

The capital has tightened its anti-terrorism strategy after a series of terrorist attacks across the country.

It has rolled out a three-tier patrol plan that covers the skies, subways and streets. Armed patrols have been strengthened in 14 major areas, including two popular shopping districts - Wangfujing and Xidan - and at Beijing Railway Station, all of which are often very crowded places.

Beijing has also tightened its security checks in subway stations recently. Three more stations — Bajiao Amusement Park, Tiantongyuan North and Longze — have been told to conduct security checks on passengers and their belongings on Saturday, bringing the number of stations carrying out the strict security checks to nine.

Liu Yiran, 26, a senior student at Renmin University of China, said the professional anti-terrorist equipment used in the drill and the quality of the anti-terrorist police officers "make me feel confident about the safety of our capital".

Xu Jing, 27, who works for a consulting company in Beijing, said it's necessary to conduct such drills.

"I feel at ease and safe when I see police patrolling in places with large crowds," Xu said.

She said she hopes residents will have more chances to take part in the drills.

Chinese authorities found 226 batches of substandard food imports and rejected them from the domestic market in April, the country's top quality supervisor announced on Thursday.

Quality failure, microbial contamination and substandard additives were the main problems with the imports from 35 countries and regions, said Lu Chunming, an official with the the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

The rejected food fell into 15 categories, mostly beverages, cakes and biscuits, as well as dairy products, Lu said at an AQSIQ press conference.

The AQSIQ also found five shipments of substandard cosmetics imported from four countries, the official added.

All substandard products were either sent back or destroyed, according to Lu.

Chinese Premier Li Keqiang on Thursday urged Malaysia to formulate a new plan for the search for the missing Malaysia Airlines flight MH370. [Special coverage]

"We expect Malaysia to take the leading and coordinating role, come up with a new search plan for the jet at an early date, and take the investigation seriously," Li said in talks with visiting Malaysian Prime Minister Najib Razak, who is on a six-day official visit to China.

Li reviewed China's cooperation with Malaysia since the plane went missing on March 8 en route from Kuala Lumpur to Beijing. "We have never stopped our search efforts and place great importance on this situation's investigation and settlement," he said.

Li called on Malaysia to respond to the legitimate appeals of passengers' families and properly settle such issues.

"Let me once again express sorrow and condolences to the next of kin, and to the families involved. We owe it to them to continue the search," Najib said.

He said Malaysia will continue to conduct the search together with China, Australia and other countries, "because this tragic incident is so complex and unprecedented, and requires the cooperation of several countries if we want to be successful."

Najib stressed his commitment to finding "solutions and answers to what really happened to this aircraft and do whatever we can to help and soothe the feelings of the next of kin."

On the issue of territorial tensions in the South China Sea, both leaders advocated solving disputes through direct negotiations between the parties concerned, avoiding actions that may lead to complication and escalation of the situation, and safeguarding peace and stability.

Najib's China visit comes as the two countries are celebrating the 40th anniversary of the establishment of their diplomatic ties.

Calling Malaysia a friendly neighbor and important partner of China in the Association of Southeast Asian Nations (ASEAN), Li said the two countries have achieved great progress in boosting their friendship and cooperation over the past 40 years.

Recalling Chinese President Xi Jinping's successful trip to Malaysia last year, Li pledged to take the opportunity of commemorating the 40th anniversary to strengthen political trust with Malaysia, enhance strategic communication and cooperation, and enrich the China-Malaysia partnership.

He called on both sides to give full play to bilateral trade consultation mechanisms, take advantage of the policies of the China-ASEAN free trade area, and make joint efforts to meet the goal of 160 billion U.S. dollars in bilateral trade by 2017.

The Chinese premier urged more cooperation in infrastructure building and connectivity, quicker construction of the China-Malaysia Qinzhou Industrial Park in south China's Guangxi Zhuang Autonomous Region and its sister park in Kuantan, a port city in Malaysia.

He also suggested enhanced cooperation in investment and finance, and expanded use of national currency in trade and investment.

Furthermore, Li asked both sides to step up efforts in building the Asian infrastructure investment bank, and to cooperate more in such areas as aviation, defense, judicial affairs, agriculture and culture.

They should cement coordination in regional and global affairs, and jointly boost China-ASEAN as well as East Asia cooperation, Li urged.

Najib, for his part, hailed the great achievements in ties over the years, calling on China and Malaysia to cherish and carry forward bilateral friendship that embodies the wisdom of efforts of the two countries' leaders and peoples.

He agreed with Li's proposals for closer cooperation, vowing to expand win-win joint work with China in trade, investment, finance, infrastructure building, agriculture, automobiles and culture.

Najib pledged to work with China to build the 21st century maritime Silk Road and the Asian infrastructure investment bank.

After their talks, they witnessed the signing of several cooperation documents regarding trade, culture, technology and investment.

China and Malaysia announced their intention to set up a Malaysian Consulate General in Nanning of China's Guangxi Zhuang Autonomous Region and Chinese Consulate Generals in the Malaysian cities of Penang and Kota Kinabalu.

Najib started his China visit on Tuesday in Xi'an, capital of northwest China's Shaanxi Province. He arrived in Beijing on Wednesday.

China seeks to groom 'fuerdai' into business leaders
http://www.ecns.cn/business/2014/05-30/116718.shtml
May 29th 2014, 23:35

2014-05-30 08:35 Xinhua Web Editor: Qin Dexing

Faced with a generation of business tycoons nearing retirement, China is training their successors -- often the children of businessmen -- to take the reins.

China's second-generation rich are known as "fuerdai," a title rarely used as a compliment or mark of respect in the country. Members of this wealthy group are expected to take over family businesses in the next decade, leading to a number of programs to prepare them for the responsibilities.

The latest effort was a program in south China's Guangdong Province to train the successors of private business tycoons through experience in State-Owned Enterprises (SOEs).

Li Baiwei is among the first group of 48 trainees who finished the six-month program this week. The program was launched by the organization department of the Foshan City committee of the Communist Party of China.

It aimed to equip potential private business leaders with management ability and entrepreneurial skills through training at 36 SOEs. Over half of those participating were young successors of family-owned companies, said Liu Yuanxin, deputy head with the department.

If he weren't about to inherit a family business in China, 24-year-old Li would still be a garage owner in Ottawa, Canada. At his father's request, he gave up his dream job and returned to Guangdong to be general manager of a private technology firm.

"I know some theories about businesses management, but lack real experience. This program gives me a good opportunity," he said.

China's success over the past three decades has spawned a number of rich and powerful business people. According to tradition, most of these soon-to-retire business leaders in their 50s and 60s plan to transfer their positions to their children or relatives.

However, they have found it difficult to groom their children for the roles themselves due to limited technological knowledge and a changing business world.

Hong Bo, board chairman of a local restaurant, has signed his son up for the training program. He is among the first wealthy generation that benefited from China's reform and opening.

Hong said although irresponsible behaviors by "fuerdai," including several murder and rape cases reported by media, have ignited public ire and bias against the group, he has tried his best to teach his son to be a good person.

"All parents hope their kids can have a bright future. This program in Foshan is an ideal way to train young people like my son, who will take responsibility for developing a family business in the competitive market," he said.

As a famous manufacturing base in China, the added value of Foshan's private economy in 2012 exceeded 400 billion yuan (about 65 billion U.S. dollars), contributing over 60 percent of the city's total GDP.

In the next five years, nearly 90 percent of entrepreneurs in Foshan will hand over businesses to their children, according to Liu. But of the city's 4,000-plus rich second generation members, most have overseas education backgrounds but lack practical management experience.

"That's why we decided to kick off a training program to teach the successors how to be responsible business leaders," Liu Yuanxin said. The development and upgrading of private firms are very important for the local economy.

Based on the plan, about 500 young entrepreneurs in the next three years will attend the training program to strengthen their loyalty to the country and improve management skills via working in state-owned enterprises.

China has explored various programs to solve the succession problem faced by private firms.

Many training courses have also emerged. In east China's Zhejiang Province, a nine-day training program costs nearly 80,000 yuan.

A program several years ago to train 1,000 successors to private business leaders by the local Party school in east China's booming Jiangsu Province sparked debate on whether the program was an abuse of government resources.

Similarly, opinions are divided over the latest training program organized by Foshan.

"SOEs have long been blamed for resources monopoly and inflexible methods. What can private firms learn from them?" said netizen "Liaowudaoren" on Chinese microblog service Sina Weibo.

"I think this training program builds close relations between private tycoons and local officials, leading to more corruption and a wider wealth gap," another Weibo user, "Zongjiaolian," said online.

In response to doubts, Liu Yuanxin pointed out these potential private business leaders worked as assistants to general managers or middle-level managers in SOEs without pay, adding that no public funds were used except for some human costs.

According to Pang Songgang, an official with the local organization department, the program will be expanded to a one-year term and allow a second group of trainees to work in large private firms, listed companies and village committees in addition to SOEs.

"The performance of private firm successors has an impact on the country's economy as a whole," said Bao Yujun, chairman of the China Private Sector Association.

He said it is too early to say whether the training program in Foshan is successful or not, and only time will tell.

According to a legend, a tiger failed to jump across the river at that point. The river is about 29 kilometers long, reaching 3,790 meters in depth between Jade Dragon and Haba Snow Mountains, creating one of the most spectacular deep gorges in the world.
