China's upcoming military parade as well as Russian President Vladimir Putin's attendance at China's Victory Day ceremony show both countries' firm will to safeguard post-war world order, Chinese Ambassador to Russia Li Hui said in Moscow on Tuesday.[Special coverage]


On Sept. 3, China will hold the Victory Day parade in its capital Beijing to mark the 70th anniversary of the end of World War II (WWII) and the victory of the Chinese People's War of Resistance against Japanese Aggression.


Li said both China and Russia made historic contributions to the world's anti-fascism war and played an important role in efforts to reconstruct the post-war international order, becoming the defender of world peace and stability, as well as a guard, builder of and contributor to a just and fair new international order.


Li said China could not have won the victory over Japanese invasion without the support from all peace-loving countries and people in the world. The Soviet Union was the first to assist the Chinese people's resistance against Japanese aggression. Such Western countries as the United States and Canada also lent great support, while anti-fascist fighters from Korea, Vietnam, India and some East European countries directly took part in China's war against Japanese aggression.


"The Chinese people will not forget those countries and people who gave them moral, material and other support in the wartime," he said.


Li said Putin's visit and his upcoming meetings with Chinese President Xi Jinping show that the bilateral relationship enjoys a high and special status featuring mutual support and understanding on major issues.


Recalling the fruitful achievements made during the previous meetings of the two leaders, Li said Chinese and Russian foreign ministries are implementing the two countries' decision to conjoin their national development strategies, particularly to integrate China's Silk Road Economic Belt initiative with the Russia-led Eurasian Economic Union (EAEU) framework.p Li also listed other ongoing projects on transportation infrastructure, gas pipeline construction, regional and cross-border cooperation, finance and investment, as well as cultural exchanges.


Current cooperation projects should mainly focus on the construction of a high-speed transportation corridor from Beijing to Moscow, a gas and oil pipeline network, as well as the development of Russia's Far East region, Li said.


He also suggested optimizing the China-Russia trade and investment structure, and strengthening financial cooperation using financing mechanisms such as the Asian Infrastructure Investment Bank and the Silk Road Fund.


Li further called for establishing as soon as possible a dialogue mechanism and platform on linking the Silk Road initiative and the EAEU in order to achieve the long-term goal of constructing the China-EAEU free trade area.

Chinese President Xi Jinping held talks with Lao President Choummaly Sayasone on Monday, saying China's relations with the Southeast Asian country are at an all-time high.[Special coverage]


Choummaly is in Beijing to attend activities to commemorate the 70th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and World War II.


Xi, who is also general secretary of the Communist Party of China (CPC) Central Committee, expressed appreciation to the Lao People's Revolutionary Party (LPRP) and the Lao government for their support of the V-day celebrations.


China and Laos were both victims in World War II, said Xi, adding that both peoples joined hands to fight aggression and work for national independence.


China hopes to contribute even more to world peace and development together with Laos and other countries, Xi said.


Choummaly, who is also the general secretary of the LPRP Central Committee, lauded China's great contribution during World War II and the deep friendship forged between the Chinese and Lao people as they fought side by side.


China has a series of events planned in the run-up to the 70th anniversary of the end of WWII, culminating in a military parade on Sept. 3 in Beijing.


Speaking highly of current bilateral ties and Choummaly's efforts in mutual trust and cooperation since he took office in 2006, Xi said the relationship between the two countries and the two political parties "has entered its best period in history."


Recent years have witnessed tremendous growth in bilateral cooperation, with enhanced connections between the two countries, Xi added.


He said China is willing to work with Laos to further push forward the all-round strategic partnership of cooperation, adding that the partnership features a high degree of mutual trust, mutual assistance and reciprocity.


He called on both sides to maintain high-level exchanges between the two political parties and countries and the annual meeting between the two presidents.


China is ready to advance cooperation with Laos under the "Belt and Road" Initiatives and cooperate in production, said the Chinese president.


He also called on both sides to boost cooperation in security, culture, tourism, education and youth exchanges.


Hailing Laos's long-term support for China in international and regional affairs, Xi said China hopes both sides can continue cooperating through the United Nations, ASEAN and the Greater Mekong Subregion Economic Cooperation.


Briefing Xgi on Laos's international situation, Choummaly expressed his appreciation for China's support and assistance, saying that Laos would like to maintain close high-level contacts with China and strengthen cooperation in international and regional affairs.


After the talks, the two presidents witnessed the signing of a series of deals between the two governments.

Chinese shares tumbled more than three percent in the morning session on Tuesday amid weak economic data, suggesting the world's second largest economy faces mounting downward pressure.


As of 10:15 a.m., more than 1,000 shares across the two bourses sank. Stocks in textile machinery, automobile manufacturing and the steel industry reported the morning's biggest losses.


China's manufacturing purchasing managers' index (PMI) came in at 49.7 in August, down from 50 for July, according to data released on Tuesday morning by the National Bureau of Statistics and the China Federation of Logistics and Purchasing.


The August reading was the lowest since August 2012.

Business activity in China's non-manufacturing sector expanded in August with slightly slowed pace from June and July, official data showed on Tuesday.


The purchasing managers' index (PMI) for the non-manufacturing sector fell to 53.4 in August, down from 53.9 for July, according to a report released jointly by the National Bureau of Statistics (NBS) and the China Federation of Logistics and Purchasing.


Non-manufacturing PMI tracks business activities of the service and construction sectors. A reading above 50 indicates expansion, while a reading below 50 represents contraction.


"China's non-manufacturing sector was growing steadily," said NBS statistician Zhao Qinghe, adding that the August reading was well above the expansion-contraction line, although it was lower.


The service sector sub-index stood at 52.6 in August, down from 52.8 for July, indicating slower growth in the industry.


The sub-index for the construction sector retreated to 57.8 in August, down from 60.1 for July, suggesting waning construction activities.


Meanwhile, the new order sub-index in general slid to 49.6 last month, falling to contraction territory from 50.1 for July.

Chinese construction giant China Gezhouba Group Co. Ltd., which built the Three Gorges Dam, on Monday announced that the value of its signed overseas contracts in the first half (H1) of 2015 had more than doubled from the same period last year.


Gezhouba inked deals worth 144.7 billion yuan (22.6 bln U.S. dollars) during the January-June period, it said, adding that overseas projects, worth 65.9 billion yuan, registered an yearly rise of 134 percent.


This year's new contracts include a 1 billion dollar sewage plant project in Egypt, and a 4.5 billion dollar hydropower station project in Angola.


Thanks to its major domestic and foreign construction projects, the state-owned company reported H1 net profits of 1.26 billion yuan, up 8.12 percent from a year earlier.


Gezhouba projects annual revenue from its international business of 18 billion yuan, nearly 21 times more than in 2006, said deputy general manager Chen Xiaohua.


He added that thanks to the prioritizing of international business, Gezhouba currently had overseas contracts totaling 159.2 billion yuan in hand, 150 times more than in 2006.

China saw a bigger deficit in foreign service trade in July compared with the previous month, data from the State Administration of Foreign Exchange (SAFE) showed on Monday.


Service trade deficit was 107.6 billion yuan (16.8 billion U.S. dollars) in July, increasing from 90.9 billion yuan in June, according to SAFE.


Last month, income from trade in services stood at 116.9 billion yuan, while expenditure in service trade was 224.5 billion yuan, the data revealed.


Distinct from merchandise trade, trade in services covers intangible products such as transportation, tourism, telecommunications, construction, advertising, computing and accounting.


SAFE began issuing monthly data on service trade in January 2014 to improve transparency on balance of payments. Since the start of 2015, monthly data on merchandise trade has also been included in the reports.


This year, the State Council pledged to accelerate the development of trade in services, including the gradual opening up of the finance, education, culture and medical treatment sectors.

Information to go public to reduce monopoly practices


China's auto after-sales sector will face a shake-up when the government releases a guideline on car maintenance and repair that is expected in September.


The guideline, drafted by the Ministry of Transport, will demand that automakers in China make public information regarding the maintenance and repair of their vehicles.


Such information is now available only to authorized 4S stores and thus results in monopolistic practices and exorbitant costs in the sector.


"The guideline is in fact designed to do nothing more than return to the market what should have been decided by the market, thus offering a fair environment for different players in the sector," said Meng Qiu, an official at the Ministry of Transport.


She said when the guideline takes effect in 2016, those engaged in the after-sales sector will have to make their best endeavors to attract customers, which will result in better services at more reasonable prices.


High maintenance costs and expensive spare parts are among the top reasons that car owners leave 4S stores, according to a recent survey by the China Automotive Maintenance and Repair Trade Association.


The three-month survey of 25,167 respondents in 50 Chinese cities in 2015 shows that 72.5 percent of 4S store customers would return for further services while the figure was 80.4 percent for repair shops, said the association's deputy secretary-general Gai Fang.


People chose 4S stores for their professional service while they went to repair shops because of lower prices, the survey summarized.


Respondents in the survey gave 4S stores a score of 86.52 points, slightly higher than the score of 85.19 points they gave auto repair stores.


Gai said the result is because 4S stores do a better job in offering transparent services and customers have a more comfortable experience dealing with their staff than those at roadside repair shops.


The ratings were based on a number of indexes including professionalism, convenience, openness and maintenance costs.


Gai urged those engaged in the sector to improve their performance as customers are demanding better after-sales services as cars become a part of many people's daily lives and alongside such government regulations as the 3R regulationrepair, replacement or return - which took effect in late 2013.


"Success in the auto market will depend on whether you can provide good after-sales services," Gai said.


He said statistics show that after-sales services now account for at least 50 percent of 4S dealers' revenue and sales alone are "basically not profitable".


Meanwhile, many Internet-based maintenance businesses are mushrooming in large cities like Beijing, offering services at places and times designated by customers.


They are gaining popularity with young customers and might become strong rivals to traditional brick and mortar stores, Gai said.


"They won't replace traditional stores in the short term but it is a reminder for traditional stores to think carefully about how to attract and keep their customers."

The death toll from the Tianjin warehouse explosions more than two weeks ago rose to 150 on Sunday with 23 others still missing, according to rescue authorities. [Special coverage]


The dead include 92 firefighters, 10 policemen and 48 others. The missing people include 12 firefighters, one policemen and 10 others.


A total of 367 people remain in hospital, including 20 in critical or serious condition.


Two blasts ripped through a warehouse in Tianjin Port where large amounts of toxic chemicals were stored, including around 700 tonnes of sodium cyanide, at around 11:30 p.m. on Aug. 12.


More than 300 primary and middle schools in the Binhai New Area, where the port is located, will open the new semester on Monday as scheduled, and 16 kindergartens and schools damaged in the explosions have been fully repaired, the area's publicity office said.


On Saturday, no excessive levels of pollutants were found in the air outside the exclusion zone, but high levels of cyanide were detected from water samples from inside the exclusion zone, with the worst about 23 times the level officially regarded as safe.

Frontier police in south China have seized 620 turtles and tortoises, including 510 under state protection, smuggled from Vietnam.


The police said they heard "creeping sounds" when inspecting a truck supposedly carrying frozen seafood in Fangchenggang City in Guangxi Zhuang Autonomous Region on Aug. 24.


Fifteen cartons on the truck were found to contain endangered species including Indochinese box turtles and elongated tortoises. They were destined for Guangdong, where endangered turtles are sold on the black markets as delicacies.


The police have transferred the turtles to forestry authorities.

Foreign national guards are looking forward to China's V-Day parade to be held on Sep. 3 in Beijing, which is the country's first to invite foreign armies to participate in a military parade. [Special coverage]


Seventeen foreign countries from continents of Asia, Europe, Oceania, Africa and the Americas have sent troops to join the parade to commemorate the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.


A total of 12,000 troops and 500 pieces of equipment are expected to march through the Tian'anmen Square, with nearly 200 aircraft expected to fly overhead in formations.


Kazakh President Nursultan Nazarbayev said it is a landmark event for China and the whole world, symbolizing a sense of pride with a celebration for heroism and the older generation's remarkable feats.


Kazakhstan has sent a guard of honor consisting of some 100 soldiers, which means that both Kazakhstan and China made contributions to the Allied victory in WWII by jointly fighting Fascism.


Mexico also sent a delegation of 75 people, including a captain, three officers and 71 cadets from Mexico's naval school, military and air force colleges. It has been preparing rigorously since early this month.


Mexican army cadets feel proud and excited for the participation in China's V-Day parade, said Jose Carlos Luna Loaeza, captain of the Secretariat of the Navy General Corps (Semar) and commander of the naval and military contingent to China.


China is a fascinating country with "a very rich culture ... With this event, we want to help Mexico become a player with global responsibility," he added.


Kyrgyzstan has attached great importance to the forthcoming parade as well, made careful and special preparations for this big event, and set very high standards for selecting and training soldiers.


"Fascism is an evil and threat to all mankind. And with our joint efforts and fight, we won together. So now to jointly celebrate the overall victory is a very good decision," said Satybaldyev Melis, Commander of Kyrgyz National Guard.


"Honor and Glory" is a hot topic among the soldiers, he added, saying that "everyone wants to do the best in the parade, and to gain honor for their own country."


Col. Sitiveni Qiliho, land force commander of the Republic of Fiji Military Forces (RFMF), told Xinhua that the upcoming event in China will be an eye-opener for him and his colleagues.


"First of all, it will be the biggest parade that I'll witness -- with over 10,000 troops on parade. That will be the biggest I will ever witness in my military (career) -- I've never been to such a parade," he said.


"It is a great honor for the Republic of Fiji Military Forces that we're sending our troops to be part of such an occasion ... We're a small country, and we have a small military, but we see the importance of being part of this parade," he added.


Calling the anti-fascist WWII "a war of survival" for China, Qiliho commended the Asian country for the contributions it made toward the victory of the Allied forces.


"China has contributed enormously to the outcome of the war and the years of peace that have prevailed since the surrender of the Axis countries," said the Fijian commander.


"It should be also noted that China fixed the Japanese main effort during that war, and allowed other Allied countries to gain advantage to annihilate the axis forces in the Pacific, Asia and Europe -- that's the way we see," he added.


Tajikistan sent a delegation of 83 people, including soldiers and support personnel, which has once attended military parades in France and Russia.


A Tajikistan's military interpreter named Agis expressed his honor and excitement on China's invitation to participate in this parade, saying that witnessing this historic celebration will be a lifetime experience.

Japanese World War II soldiers burned Chinese civilians to death and raped numerous women during their invasion of China, according to a war criminal's confession published by the State Archives Administration on Sunday. [Special coverage]


Hoichi Matsui and his fellows set light to 100 houses in a village in Laiwu County, east China's Shandong Province, in 1941 and burned 50 men, women and children, to death, he wrote in the 1954 confession, part of a series of such documents being released by the archives as China marks the 70th anniversary of the end of WWII.


Matsui, stationed in Shandong from 1940 until his capture in August 1945, also brutally tortured and buried Chinese soldiers alive. He confessed to ordering troops to stab five Chinese as a part of a sword skills training exercise.


He raped at least five Chinese women and asked his subordinates to gang-rape another two Chinese women. He also raped seven women from the Democratic People's Republic of Korea, according to his confession.

Six fishermen have been confirmed dead and one remains missing after their vessel collided with a merchant ship in the East China Sea on Wednesday, local authorities said on Sunday.


The accident occurred off the east coast of Jiangsu Province's Guanyun County at about 11 p.m. on Wednesday. One of the fishermen was rescued immediately afterwards, but seven were left missing.


Rescuers later pulled six bodies from the wreckage of the capsized fishing boat and the nearby water.


The government of Lianyungang City, which administers Guanyun, said it is still hunting for the merchant ship that caused the accident.


The survivor said the boat was anchored and the crew were sleeping when the crash happened. He spent half an hour in the cabin before swimming out of the wreckage and being rescued by another fishing boat.

China's top legislature on Saturday ratified the 2006 Maritime Labor Convention (MLC), which aims at protecting the rights and interests of maritime workers as well as fair competition in the global shipping industry.


Announcing the ratification at the close of its bi-monthly session, the National People's Congress Standing Committee stressed that, under the convention, maritime workers must be offered old-age, medical, work-related injury, unemployment and child-birth insurance in China.


The 2006 MLC does not apply to the Hong Kong Special Administrative Region (SAR) and the Macao SAR for the time being, it said.


The 2006 MLC, passed by the International Labor Organization in 2006, came into force on Aug. 20, 2013. As of March 25, 2015, 66 countries had sanctioned the convention.

China's top legislature on Saturday voted to repeal the crime of sex with underage prostitutes and reclassify it as rape, which would face a tougher punishment.


The National People's Congress (NPC) Standing Committee approved the amendments to the Criminal Law at the closing meeting of its six-day bimonthly legislative session.


This was welcomed by the All-China Women's Federation, which said in a statement that it marked an important progress for the protection of women and children.


Under the previous law, people who have sex with prostitutes less than 14 years old face a maximum of 15 years in prison, while those convicted of raping a child may face death sentence.


Legal professionals have been questioning whether to scrap the crime of sex with underage prostitutes since it was written into the Criminal Law in 1997.


Legislature has carried out multiple investigations on the issue and consulted academics and specialists.


"There is no need to define such a crime. Having sex with minors should be considered rape, no matter who she is and what she does," said Jia Chunmei, a prosecutor from north China's Hebei Province and an NPC deputy, during a legislative session last August.


The conflicting provisions have helped offenders escape harsher punishment, as they have argued that the underage girl has consented and was paid, Jia said.


Gu Yongzhong, an expert with All China Lawyers' Association, said having sex with underage prostitutes was extremely vile that should be firmly cracked down upon.


Although establishing the crime of sex with underage prostitutes is to increase the protection of minors, in practice, it caused more controversy as lighter penalties were imposed on the crime which brought complaints from families of victims, Gu said.


Especially when the criminals who had sex with underage prostitutes were government officials, the public reacted strongly to the lenient sentence instead of tougher punishment when sentenced as rape, Lao Dongyan, associate professor of the Tsinghua University Law School.


Moreover, the crime imposed stigma on young girls who might engage in forced prostitution, but as victims of the crime, "prostitutes" forever became the label of the girls.


In a high-profile case in 2009, eight people, including four government officials and a teacher, were jailed for terms ranging from seven years to life for child rape in southwest China's Guizhou Province.


Yuan Ronghui, an unemployed woman who abetted and forced 10 schoolgirls into prostitution in Xishui County from October 2007 to June 2008, received a life term handed down by local court.


Yuan offered her own apartment as a venue for the rapes, after her two teenage accomplices abducted schoolgirls, three under the age of 14, from a primary school and three junior high schools, the court heard.


Seven other people were jailed for terms of seven to 14 years after being convicted of child-rape.

Republic of Korea President Park Geun-hye will visit China from Sept 2 to 4 to attend the commemorative activities to be held in Beijing on the 70th anniversary of the end of World War II and Chinese People's War of Resistance Against Japanese Aggression (1937-45). Her itinerary will also take her to Shanghai for the re-opening of the Office of the Provisional Government of Korea, which was established by some Korean exiles in 1919, nine years after Japan annexed the Korean Peninsula. [Special coverage]


Park has confirmed her attendance at the military parade in Beijing on Sept 3, a key event of the commemoration.


Overcoming all hindrances, Park has chosen to pay tribute in person to people who took part in the War of Resistance Against Japanese Aggression. Her decision to be present on a such special occasion shows China and the ROK are eager to take their comprehensive strategic partnership to a new level, inject new vitality into their overall ties and deepen political mutual trust.


On the one hand, Park's visit will further strengthen Beijing-Seoul economic cooperation - China is already the ROK's largest trade partner and overseas investment destination. On the other hand, her visit will help deepen military communication and coordination between the two countries, which is particularly important given the tensions between the ROK and the Democratic People's Republic of Korea.


Thankfully, military officials from both sides concluded their second round of emergency talks at the border village of Panmunjom on a positive note on Tuesday, easing the situation which had flared up following cross-border firing on Aug 20.


The situation had taken a turn for the worse when DPRK leader Kim Jong-un ordered his frontline combat forces to enter a state of war from 5 pm on Aug 21. But on Wednesday, the ROK officials said the DPRK was slowly easing its battle-ready posture after the two sides reached a deal that helped avoid an armed clash.


Since Pyongyang is reported to have started the cross-border skirmish less than 24 hours after Seoul announced Park's visit to Beijing, many might surmise its move was meant to remind the international community of its role in the Korean Peninsula issue and global security. But the truth is, Pyongyang's military preparation is a direct outcome of the tense situation on the peninsula.


On Aug 4, two ROK soldiers on patrol were injured after stepping on landmines, which the ROK alleged had been planted by DPRK soldiers. Six days later, the ROK military resumed its propaganda broadcasts at the border through loudspeakers, which had been silent for 11 years. This prompted the DPRK to issue a 48-hour ultimatum to Seoul to stop the broadcasts. In response, the ROK and the US raised their joint reconnaissance to the second-highest level on Aug 22.


As a neighbor of both the DPRK and ROK and a permanent member of the UN Security Council, China has been closely watching the developments on the peninsula and urging the two sides to not aggravate the situation. China's stance on the peninsula issue is clear: nuclearization and military provocations have to stop and all inter-Korean matters should be resolved through dialogue.


But Beijing will continue its normal relationship with Pyongyang and intensify two-way communication to help resume the long-stalled Six-Party Talks in order to find a permanent solution to the Korean Peninsula issue.

Dalian Wanda Group Co Ltd announced Thursday that it has agreed to purchase the World Triathlon Corp for $650 million, as it bolsters its roster of sports enterprises.


WTC, based in Tampa, Florida, is the largest operator of triathlon events, including the well-known Ironman brand. It accounts for 91 percent of the global market of long-distance triathlon events.


Triathlons comprise three disciplines - swimming, cycling and running - completed in succession. In the United States, more than 480,000 people participate in triathlon events, with over 4,400 separate races held each year.


The WTC acquisition represents another major Wanda investment in the sports sector. Wanda bought Swiss marketing firm Infront Sports & Media in February, and a month earlier it took a 20 percent stake in the Spanish soccer team Atletico Madrid.


"After the acquisition of WTC, Wanda will become the largest sports company in the world in terms of its revenue," said Wang Jianlin, chairman of Wanda Group, one of the largest private conglomerates in China. Wanda started as a real estate company several years ago and now has different business lines ranging from culture to sports.


Wanda believes that triathlons have a bright future in China. As the country's middle class grows, the Chinese are paying more attention to physical fitness. According to senior sports circles, China has millions of cyclists and tens of millions of runners, so the potential for triathlon participation may be huge.


Mark Dreyer is the founder of the website China Sports Insider. He wrote to China Daily that there has been a trend toward more physical exercise in recent years, but the starting point is more of an armchair sports-fan culture.


"At a high school level, where lifelong exercise habits are typically formed, extreme academic pressures have tended to crowd out the vast majority of extracurricular activities, especially sports, but the reforms in March this year to transform the soccer system from the grassroots level up have been encouraging," Dreyer said.


"Looking more specifically towards triathlons, running is growing in popularity with a number of city marathons and other shorter fun runs taking place all over the country," he said. "Cycling is still pretty niche. At an elite level, China is producing some world-class swimmers (Sun Yang, Ning Zetao, Ye Shiwen etc), but I'm not sure how much of this is transferring to the people."


Dreyer said Wanda is arguably the most important player in the sports industry in China.


"The purchase of Infront, which has strong ties to soccer, but also many other sports properties, will see many more international sporting events come to China in the future.


"The jewel in the crown would of course be the FIFA World Cup, and given (Chairman) Wang's personal interest in soccer and his desire to improve the state of the national team, I'm sure Wang will be using all of his lobbying powers to bring the World Cup to China at the earliest opportunity — which would be 2034 under the current FIFA rules, but don't rule out an earlier bid if Qatar loses 2022, or if new FIFA reforms change the bidding process," he said.


After the acquisition, the management team will stay in place at WTC to help promote triathlon events. Wang said Wanda also will reallocate some resources among the acquired sports companies to support the operation.


Wanda is looking to make more moves in the sports sector. Wang said the company plans to acquire two to three more world-class sports companies.


"We have two basic standards for our acquisition," Wang said. "First is that the sport can be promoted in China. Second is that we prefer companies who are owners of renowned sports brands."


Analysts say the acquisition by Wanda may not bring a significant profit to the group short term, but it can help promote Wanda's other business sectors.


"The acquisition is a kind of strategic investment for Wanda to gain wider international recognition. It probably will not create lots of real profit," said Guo Yi, marketing director of the Yahao Real Estate Selling and Consulting Solution Agency.


"The takeover helps to enhance Wanda's performance in other subsidiaries like its tourism and culture business by hiring renowned sports stars," Guo said.

It's just gotten easier for Chinese retirees living in the United States, including those who have obtained a green card, to get their pensions from China, according to the Chinese consulate general in New York.


Since July 1, the process for applicants in the U.S. has been simplified to require a qualification review form, both the original and a copy of their passport and a certificate of legal residence in the country.


The review form is available at the Chinese Embassy in the U.S. and five consulates-general in other cities.


"The policy updated from July 1 is to make it easier and more convenient for Chinese living abroad to claim their money," said Feng Xiao of the Chinese consulate general in New York.


People in China usually begin to receive their pensions a month after finalizing their retirement.


However, many retirees living abroad just give up trying to claim the money because of the difficulty in contacting the right department and many are unaware or concerned they'll be rejected if applying for the benefits from overseas.


The update is in line with the rise of retired Chinese living in the U.S.. According to China Radio International, more than 2 million Chinese immigrants are now living in the U.S. and the number of Chinese retirees opting to live in the U.S. is on the rise.


The policy has been carried out for decades. However, after a recent Yangcheng Evening News report, the practice sparked wide debate online in China, especially the fact that Chinese retirees who have obtained a U.S. green card are being covered under the Chinese pension plan.


Some complained it was unfair to allow Chinese Americans to collect pensions from China. A netizen called Aodaliya wrote on Sina weibo: "China still has many uncovered by the urban pension system, who face big problems for their aging life. The country needs to address the aging problem domestically prior to overseas."


On the other hand, there are some supporters. Chang Kai, a labor expert with Renmin University, says the policy is mostly about fairness.


"The pension benefits depend on one's contribution payments made during their working life. It will continue to exist wherever you are. It's a kind of debt obligation the government has that will never change, even if one's citizenship changes," said Chang.


The heated responses reflect the crisis faced by China's pension system and the looming pension shortfall caused by China's aging population. The government has moved aggressively to expand pension coverage in recent years but for most residents that coverage is meager.


By February, the number of Chinese aged 65 and older had risen to 137 million, accounting for a record 10 percent of the population, according to China's National Bureau of Statistics. The number will rise to 331 million by 2050, while the number of those aged 15-64 will fall to 849 million, according to projections by the UN. The ratio of those aged 65 and over to those aged 15-64 will rise from 13 per cent in 2015 to 39 percent by 2050.


Yang Guihong from Beijing University of Technology said in some countries, like the UK, people can collect retirement welfare after obtaining local citizenship, which means some Chinese can get double pensions. "That is part of the rage of netizens in China," Yang said.


Guan Xinping of Nankai University notes this is a common practice throughout the world.


"Many countries, especially member states of the European Union, have signed agreements to ensure retirees who had worked in different countries receive their pensions through a single account," Guan told CRI.

Ras Al Khaimah (RAK), one of the seven sheikhdoms of the United Arab Emirates (UAE), hopes that China's "One Belt, One Road" initiative will boost Chinese investment in the northern emirate, following meetings on Thursday between senior officials from the two sides.


The new Chinese Consul General in Dubai, Li Lingbing, met with the RAK ruler and also member of the UAE supreme council, Sheikh Saud Al-Qasimi, on Thursday.


The sheikh said the people of the UAE admire the great achievements of the Chinese economy, and agreed that China's "One Belt, One Road" initiative is a good opportunity to further strengthen the bilateral strategic partnership between China and the UAE.


Sheikh Saud stressed that while RAK has a beautiful natural environment and rich tourism resource, hoping that the Chinese initiative could strengthen the all-round bilateral cooperation in tourism, trade, education, culture, among other fields.


Ms. Li also led a delegation of the Chinese Business Council to the Ras al-Khaima Free Trade Zone (RAK FTZ) and other institutions. The Chairman of the free zone said that RAK attaches great importance to economic and trade cooperation with Chinese enterprises. More than 45 Chinese enterprises have based in the free zone, and the RAK FTZ will also send a business delegation to visit China in September to attract investment.


For the past 10 years, Sino-UAE bilateral trade has grew by more than 20 percent annually, reaching 54.8 billion U.S. dollars in 2014, according to Li.


The UAE has for many years remained China's second largest trading partner, the largest export market and the fourth largest crude oil supplier in the Arab world.
