Singapore and China are exploring a new joint project in western China, the third after an industrial park in Suzhou and an eco-city in Tianjin.


The city state's Deputy Prime Minister Teo Chee Hean and Minister for Social and Family Development Chan Chun Sing made the announcement on Thursday.


No exact location has been decided for the new project, but Teo made such remarks just after he wrapped up his official visit to Chongqing, one of the mega cities in western China.


Officials from Singapore have recently also paid visit to Guangxi, Shanxi and Sichuan.


Chan said the new project would be a new milestone for bilateral relations.


"This will give us a new platform, a new milestone for our bilateral relations. We understand one of China's priorities is to develop its western region. We hope to work on this together with China, to find a new business opportunity that will give our next generation of leaders a common platform to consolidate our bilateral relations," he said.


More details of the project are expected to be revealed later this year.

A man who stabbed his elderly mother with a pair of scissors before strangling and smothering her to death went on trial on Thursday at the Shanghai No. 1 Intermediate People's Court.


Prosecutors claimed the sexagenarian, surnamed Li, wanted to kill his aging parent as he was tired of caring for her.


Li, however, denied the accusation, saying he had acted out of compassion.


"My mother said she'd rather die than go on suffering such pain," he said.


The court heard that the woman suffered from a stomach ailment and in March of last year, had fallen and broken her leg, leaving her bedridden. Because of her gastric problems, she was unable to take painkillers and was in constant pain.


Defense lawyers claimed that after becoming distressed by his mother's ailing condition, Li on March 8 this year attempted to take her life by stabbing her with a pair of scissors.


The woman survived the attack, but told her son that she was now in more pain and that he should end her life. He did this by strangling her and smothering her with his bare hands, the court heard.


Li's lawyer said his client had a history of depression and was in a distressed state at the time of the killing. The fact Li calmly cleaned the scissors after the incident and didn't tell anyone else what he had done for three hours was evidence of his poor mental health, he said.


According to the court, Li went to his local police station about 6am on March 8, accompanied by members of his family, where he confessed to the crime. He claimed he had killed his mother about 3am.


Prosecutors dismissed Li's claims of diminished responsibility, saying he had knowingly murdered his mother.


The case is ongoing.

Suning Commerce Co Ltd reported a first-half net loss of 749 million yuan ($121.4 million), the first interim loss for the appliance retailer in a decade.


A year earlier, the company reported a net first-half profit of 734 million yuan.


Its second-quarter net loss narrowed to 315 million yuan from 434 million yuan in the previous quarter.


First-half revenue stood at 51.1 billion yuan, down more than 7 percent year-on-year.


But Suning's online operations posted a first-half revenue increase of 51 percent to 8.3 billion yuan, driven by efforts to upgrade its lineup of products and improve customers' experience online


The company opened 62 new stores, of which 84 percent are in second- and third-tier markets.


Meanwhile, 64 stores were closed. The retailer operates 1,583 stores on the Chinese mainland, 27 in Hong Kong and 13 stores in Japan.


According to Tian Zheng, a senior researcher at Analysys International, Suning made the right move by prioritizing its online sales as its brick-and-mortar stores began to decline.


But, he said, it will take years to train consumption habits for Suning's customers as it tries to catch up with e-commerce giants Taobao.com and JD.com.


The next three years will be vital for Suning as it fights for third place in the sector.


Suning Chairman Zhang Jindong said that in the Internet era, the days when the market was driven by production and sales by sourcing are over.


Only by understanding and capturing consumer demand can retailers and suppliers succeed.


A previous price war between Suning and JD.com did not kill JD but hurt Suning, prompting the company to return to its core value by providing more services than e-commerce players based on its long-term relationships with suppliers, according to Huang Hongyi, an e-commerce analyst.


Its physical stores have offered free protective screens for electronic devices and free trials for its wearable devices to lure more customers, Huang said.


Another leading home appliance retailer, Gome Electrical Appliances Holding Ltd, saw continued improvement in its operational capabilities and profitability.


Its e-commerce business recorded substantial year-on-year growth in revenue.


Gome's revenue increased by more than 7 percent.


Total e-commerce transactions are expected to grow by more than 50 percent as compared with the corresponding period last year, and consolidated gross profit margin for e-commence is expected to exceed 7 percent.

AS more and more people look to their handsets and tablets for the latest news and gossip from around the world, the operators of Shanghai's iconic red newsstands are finding it increasingly difficult to eke out a living.


Li Ping has been running a stand on Longcao Road since 2003, but fears she might not be doing so for much longer.


"Business was quite good at first, when people still read newspapers and magazines," the 55-year-old said.


"But nowadays, the Internet gives them all the information they need for free. So why would they pay us for it?"


Gao Bei, who runs a newsstand on Rushan Road in Pudong, is equally resigned to the fate of her business.


"Now is the era of information and e-business, which means that sooner or later we'll all need to find new jobs," she said.


Both Gao and Li operate stands owned by Shanghai Oriental Newsstand Co. The company was established by the city government in 1999 to provide jobs for people who had been laid off by a number of large corporations that closed around that time.


Over the past 15 years, the stands, with their distinctive red frames and decorative, open book detail on their roofs, have become a feature of the city.


Li said she started working as a newsagent after losing her job at a tea company. She said she earns 20 percent of whatever she sells, which these days comes to about 2,000 yuan (US$325) a month, or just above the minimum wage of 1,820 yuan.


If certain magazines fail to sell well, it is not uncommon for her to take home less than the minimum, she said.


Gao took over the running of her newsstand from a relative in 2004, at a time when "you could still make decent money."


But over the past decade, with the growth of online news and entertainment sites, her daily sales have plummeted by about 80 percent to just 600 yuan per day. Gao takes home just a fifth of that figure.


To help boost sales, both Li and Gao have recently expanded their product offerings to include a range of beverages, cigarettes, snacks and toys. But even with the new stock, making a decent living remains a challenge, Gao said.


Industry in decline


Oriental Newsstand declined Shanghai Daily's request for an interview yesterday, but an employee agreed to discuss the matter on condition of anonymity.


The person said the company has about 2,120 stands across the city, though a number of them are not currently in operation.


"After finding it increasingly hard to survive, several owners quit the business in favor of something more lucrative, while others simply retired," the insider said.


Sales of print media have been in decline around the world, and the company is well aware of the impact that has had on the operators' businesses and incomes, the person said.


In an effort to buck the trend, the company last year relaxed its rules on what the operators are allowed to sell, so that many of them now boost their takings by offering drinks, snacks, phone cards and lottery tickets, the source said.


Despite the gloomy outlook, the company has no plans to close down the stands and is always looking for new ways to make them more lucrative, the person said.


The source also explained that under current rules, only Shanghai residents are permitted to run the newsstands, which they can apply to do by contacting their neighborhood committees.


"(But) we are exploring ways to relax that policy so that we can get more of the vacant newsstands back in business," the person said.


Cultural symbol


Shanghai resident Wang Ning said she hopes something can be done to save the newsstands, as they have become a cultural symbol of the city.


"The government managed to find money to support local bookstores, so maybe now it can come to the rescue of the newsstands," the 26-year-old told Shanghai Daily.


Sun Xun, a professor at Shanghai Normal University, however, took a more fatalistic view.


"Like many great inventions that have disappeared from our lives, newsstands will one day be nothing but a memory for an earlier generation," he said.

Sinotech Minerals Exploration Co Ltd and Power Capital LLC announced on Thursday that they will establish a mining fund totaling 1 billion yuan ($161.9 million), which will seek opportunities among fast-growing small and medium-sized mines.


The first phase of funding is 500 million yuan, of which 100 million yuan will come from Sinotech Minerals.


The fund will have an eight-year investment horizon and a target internal rate of return of more than 30 percent.


"We're looking for 'blue sky' mining programs, which are small and medium-sized mines with cash flow," said Wang Jingbin, chairman of Sinotech Minerals. "They have high growth and merger and acquisition value."


Wang said that these "blue sky" miners have a good chance of finding mineral deposits and at a relatively low cost.


Mineral resources can be divided into three categories, metallic minerals, nonmetallic minerals and energy minerals.


The fund will also invest in large domestic and foreign mining programs.


"Investment in the mining sector is steady, because as long as mineral resources are found, they can bring an immediate return," said Wang Xiaobin, chairman of Power Capital.


"Mineral resources have been the material basis of social development, and because they are rare and finite, they get attention from venture capital and private equity investors," said Li Ling, an analyst at ChinaVenture Group.


With tougher competition in the Chinese venture capital and private equity market, there have been more specialized funds, including those in the mining sector.


One leading PE firm - JD Capital Co Ltd - has set up a mining fund totaling 500 million yuan that will target mature, well-run enterprises and those with high growth.


Power Capital also has the Redstone Mining Fund with 1.5 billion yuan, which invests primarily in domestic and international companies.

A subway that is under construction in Hangzhou, capital city of east China's Zhejiang province, flooded on Thursday.


Water was found leaking into the section between Jiangjin Road Station and Citizen Center Station on Subway Line 4 in the morning.


When Hangzhou Metro workers went to investigate and carry out repairs, they found that the cofferdam of Xintang River had collapsed causing water to flood into Citizen Center station.


A cofferdam is a temporary watertight structure used in construction projects that would normally be submerged in water, creating a dry work environment.


Workers on site were evacuated immediately. Repair work is under way and river water has stopped leaking into the station. No casualties have been reported.


According to the Hangzhou Metro website, only Subway Line 1 is in operation. The 20.8-kilometers Subway Line 4 will be put into use next year.

Dawut Mahsut, the country's last feudal vassal king, has died at the age of 88 in northwest China's Xinjiang Uygur Autonomous Region.


Dawut Mahsut died of illness at his residence in Kuqa King's Palace, a tourist site in Kuqa County, on Wednesday afternoon. The hereditary vassal king moved into the palace in 2006, when it opened to public.


Dawut Mahsut, the 12th vassal King of Kuqa, came to the throne at the age of 14 under the approval of Sheng Shicai, a warlord in Xinjiang, in a step to solidify Sheng's rule in the southern part of Xinjiang.


He later served as bank president, factory head and translator in three separate Xinjiang counties respectively after the founding of the People's Republic of China.


Prior to his death, Dawut Mahsut, the oldest civil servant in China, held the position of vice chairman of the Chinese People's Political Consultative Conference of Kuqa County.


Though a feudal king, Dawut Mahsut was widely known as a patriot, making contributions to national solidarity, social stability and economic development.

The new Navua Hospital opened on Thursday, marking another milestone in Fiji's relationship with China, said Prime Minister Rear Admiral (ret) Voreqe Bainimarama.


Bainimarama said the new hospital project, located some 40 km from Suva, was made possible with a contribution of 11 million Fiji dollars ($5.9 million) from the Chinese government.


Bainimarama said two weeks ago he was in Taveuni to launch work on the 15-million-Fiji dollar ($8 million) Somosomo Hydroelectric Power Plant, which is also funded by the Chinese government.


"China has always been a friend of Fiji but in recent years has shown itself to be a great friend one willing to stand by our side in challenging times, be supportive, and respect our sovereign right to choose our own path," Bainimarama said.


He said this was an opportune time to reflect on the contribution made to health care in Fiji over the years by a succession of international partners.


The Fijian prime minister said even advanced countries faced problems regarding quality medical care.


"So it comes as no surprise that in Fiji we face an even bigger challenge to provide the staff, equipment and facilities necessary to meet the growing demand for health services, of tangible and forward looking investments in human and capital resources," he said.


"We have created 696 new jobs for doctors in the Ministry of Health and 1,510 new positions for nurses. We've also increased the number of medical professionals being trained in Fiji and overseas," he said.


The Cabinet has just approved another 553 positions for ancillary workers in the system cleaners, hospital orderlies, Bainimarama said.

(ECNS) --In the Internet era, anyone who wants to convert to Buddhism in China only needs to apply on the website of Shaolin Temple and just wait for the abbot's confirmation, media outlets said.


The temple in Central China's Henan province has been in the spotlight after Li Yang, the celebrity founder of a shouting-based method of learning English, was admitted to the temple on July 26 as a lay Buddhist.


Zou Xiang, who is in charge of the temple's website, said they launched the online service in 2013 for those who wanted to be layman Buddhists. The online application takes only about two weeks, and more than 400 people at home and abroad have converted to Buddhism, he added.


The temple's website was launched in 1996, even earlier than Alibaba, a pioneer of the country's online commerce. And the website's English version was launched in 2010.


The temple has been keeping up with the times. Its Sina Weibo and Tencent Weibo accounts have 68,000 and 86,000 followers, respectively, while its WeChat account has 3,400 followers, 1,000 of whom are overseas Buddhism fans.


Shi Yanjia, a monk at the temple, said they enjoy leisure time with computers at night after a day of exercising.


The monastery head of the temple, Shi Yongxin, said monks can also read books online from the Capital Library and the National Library, as their library is connected to the two.

China consumer sentiment increased slightly this month, but confidence remained relatively subdued in spite of signs of a pick-up in activity following action by the Chinese authorities to underpin growth.


The Westpac MNI China Consumer Sentiment Index increased 1.9 percent to 114.8 last month from a near one-year low of 112.6 in June, the Australian bank and the German financial news company Market News International said in a joint report today.


Sentiment was further above the break-even 100 level, meaning that optimists outnumbered pessimists, but confidence remained below the 118.9 average seen over the past 12 months.


"Consumers appear more convinced that actions taken by the government will help to support the economy over the long term, but remain less optimistic about the current state of business or their own personal finances," Philip Uglow, chief economist of MNI Indicators, said in the report.


Westpac's senior international economist Huw McKay said: "A month ago the employment indicator was sitting at levels that have been associated with policy easing in previous cycles. A further decline from those already depressed levels in July implies that it would be unwise for the authorities to declare victory too early on the growth front."


"On the financial front," he added, "consumers are now broadly neutral on stock price direction over the next three months, after being quite negative in June."

Standing on a mound of earth in Jiancun, a village in Qixian County, north China's Shanxi Province, Wenfeng Pagoda -- as local people call it -- is dubbed the "strong-willed pagoda".


The five-story brick pagoda still manages to stand in the wilderness upright although most of its pillars are ruined. It is close to collapsing.


Tang Dahua, nicknamed Ai Ta Chuan Qi (legend of pagoda loving) published pictures of the structure last week on Weibo, China's Twitter. He wants the local government to protect the fragile cultural relic.


"This might be the last the chance you see the pagoda," Tang wrote in the caption.


Tang's posts received thousands of hits and raised public concern over the safeguarding of cultural relics that are not on the top list for protection.


"The pagoda has been like this for a long time," said Li Fulin, a 60-year-old farmer in the village. "It is getting worse, as it is exposed to the sun and rain."


Built at least 370 years ago, the pagoda stands on an eight-meter high mound of earth. The pagoda is about five meters high, said Du Yagang, deputy head of the county's cultural relics protection bureau.


"It has been officially recognized as an unmovable cultural relic, but we are waiting for proper rating protection," Du said.


In China, relics are rated differently depending on their historical and cultural value. This often means different allocations of funding for protection.


The government pays little attention to relics that are not on the protection list.


Shanxi has the highest number of ancient cultural relics among all provinces in China, with 18,418. However, protection of lower-level cultural heritage is poor. Many of its municipal- or county-level relics are left unguarded, said Li Haiying, an engineer with the provincial ancient architecture protection institute.


"For Wenfeng Pagoda, it could cost millions of yuan to renovate and maintain," said Li.


"Cultural relics bureaus at county level are falling short either in terms of money or technology," said Li. "They are trying, but the outcome is still not satisfactory."


The county government plans to build a fence around the pagoda to prevent further damage. They have also turned to experts to see how it can be maintained, said Du Yagang.

"Smartshoes" that can tell which way to go are reported on its way in India and other places.


Media reports said on Wednesday that the smartshoes called Lechal is a new member in buzz wearable technology products group that looks more pragmatic than showy and thus could be accepted by people more easily.


Lechal's maker, Ducere Technologies, is based in India. The company started with the goal of helping the visually impaired by creating a product to supplement the walking cane. Somewhere during the development, the company realized there could be broader appeal.


For example, runners, cyclists and tourists can set the destination, wear smartshoes and enjoy a journey without having to stop from time to time to check maps on phones.


Using a bluetooth link to your Internet-connected smartphone, the shoes are designed to vibrate in ways that nudge you in the proper direction as you wander around.


Lechal comes either in an eye-catching Ferrari-red shoe or as an insole that can be slipped into any shoe. Buzz tech sometimes goes with a low-key attitude.


The smartshoes will reportedly go on sale in September, priced at "more than 100 dollars a pair."

Chinese authorities will continue to rely on targeted macro policies to support growth in the latter half of the year as downside risks still exist in various quarters.


In a meeting of the Political Bureau of the CPC Central Committee on Tuesday, authorities stressed the need to maintain policy continuity, with more emphasis on targeted steps to balance short-term growth and long-term development.


"China's development has to sustain a certain speed, or else many problems will be difficult to solve," said a statement released after the meeting.


The message is that the government will strengthen existing targeted support to ensure economic growth stays within a proper range, analysts said.


After a shaky start this year, Chinese policymakers have pinned hopes on quickening fiscal spending and selectively easing monetary policies to support faltering growth.


In the first six months, total national fiscal spending expanded 15.8 percent from a year ago to 6.92 trillion yuan (1.12 trillion U.S. dollars). For June alone, the figure surged 26.1 percent to 1.65 trillion yuan.


Spending on key projects in housing security, transportation, urban and rural development, and grain and oil reserves reached as high as 20 percent or more, according to the Ministry of Finance.


"China's fiscal spending in the latter half of the year will maintain momentum, which means more funds will be channelled to the real economy," said Bai Jingming, vice director of the Research Institute for Fiscal Science under the Ministry of Finance.


Along with the proactive fiscal policy, more focus has been put on optimizing credit structure against the backdrop of prudent monetary policy and reasonable credit growth.


The People's Bank of China (PBoC) announced last month that it will cut the reserve requirement ratio (RRR) by 0.5 percentage points for banks engaged in proportionate lending to the farming sector or small and micro-sized enterprises.


On April 22, an RRR reduction was introduced for county-level rural commercial banks and rural credit cooperative unions.


Helped in part by these efforts, China's economic growth showed recovery signs in the second quarter, accelerating to 7.5 percent from the 7.4-percent expansion in first quarter.


To further ease financing costs in the real economy, a State Council meeting last week outlined ten specific measures, including more support to small businesses through relending, cutting redundant procedures, and cleaning up unnecessary charges to give companies in targeted sectors easier access to money.


With these measures steadily implemented, China's economy is expected to firm up in the latter half of 2014.


In light of the stronger-than-expected recovery, banking giant HSBC has upgraded its forecast for China's year-on-year GDP growth to 7.5 percent from 7.4 percent.

China's treasury bond futures opened lower on Wednesday, with contract for settlement in September opening at 93.012 yuan (15.09 U.S. dollars), down 0.038 yuan.


The contract for settlement in December opened 0.06 yuan lower at 93.408 yuan.


The contracts are agreements to buy or sell treasury bonds at a predetermined price and set date. They allow investors to bet on or profit from the movements in the value of the bonds.


The treasury bond futures were launched at the Shanghai-based China Financial Futures Exchange (CFFEX) and started trading on Sept. 6, 2013.

Sales of residential property in China will likely improve in the second half of this year, the global ratings agency Moody's Investors Service said on Tuesday.


On a 12-month trailing basis, the total contracted sales value for China's residential property market grew by 4.4 percent year-on-year in June, the slowest pace since November 2012.


"We expect such contracted sales growth will continue to range between 0 percent and 5 percent year-on-year for the rest of this year," said Franco Leung, a Moody's vice-president and senior analyst.


In addition, Moody's expects that mortgage availability will improve in the second half of 2014, while the mortgage approval and disbursement periods will be shortened.


These factors, in addition to a higher number of expected new project launches and an increased willingness by developers to provide price incentives, will likely support sales volume growth in the rest of 2014.


"We will likely see a higher level of differentiation among developers in China under the current tough operating environment," said Leung.


Despite weak contracted sales in the first half, the cumulative contracted sales for Moody's 20 rated developers rose 15.2 percent year-on-year to 574 billion yuan ($93.1 billion) in the same period.

China's stock index futures opened lower on Wednesday, with the contract for settlement in August, the most actively traded, down 6 points to open at 2,333 points.


The contract for settlement in September fell 14.8 points to open at 2,330. The December contract opened 6.4 points lower at 2,352, and the March 2015 contract lost 4 points to open at 2,371.


The stock-index contracts, agreements to buy or sell the Hushen 300 Index at a present value on an agreed date, are designed to allow investors to bet on and profit from either gains or declines in the market.


The index futures were launched at the China Financial Futures Exchange (CFFEX) and started trading from April 16, 2010. The CFFEX has set the base value for all the four contracts at 3,399 points.

(ECNS) -- Many fish species in rivers in one city of Central China's Hubei province haven't laid eggs this reproduction season due to insufficient water flow, one of the by-products of the country's large-scale water diversion project, the Beijing News reported.


Cai Yan, an expert from the local fisheries research institute, found the abnormal phenomenon in the first week of July, while inspecting the fish reproduction and water environment as usual in Xiangyang city.


"It is unbelievable," Cai said, adding that the fish are supposed to lay eggs before July, but the flow in the river is insufficient for fish to lay eggs, he said.


It is connected to the nearly completed Danjiangkou Reservoir, part of the South-to-North Water Diversion Project, on the upstream of Han River. The reservoir aims to alleviate water shortage in the north, compromising nearly half of Xiangyang city's water supply.


Around 9.5 billion cubic meters of water will be stored and transported to the north in the first stage, which is equivalent to more than 20 percent of the flow of the Han River in a normal year, and the river's water levels will drop by 0.41 meters, data showed.


Besides endangering the fish species in the Han River, a report has warned the project could also harm the river's self-cleaning capabilities.


Jin Qi, director of the local sewage facilities office, said that in the past the flow flushed away all the pollution, but now the water quality is deteriorating, despite the government establishing 10 sewage disposal plants, and shutting down or moving 97 polluting factories.


Yicheng, a city under the administration of Xiangyang, has cut water three times since last year, one of which lasted for 48 hours. Li Guodong, head of the local liaison office of the South-to-North Water Diversion Project, said, "We support the project, but the impact on us is so huge."

China Development Bank (CDB) has been approved to open a new business unit to increase its funding for shanty town renovation projects, China's top banking regulator announced Tuesday.


The approval of the CDB housing finance department is part of efforts to implement the State Council's measures to stabilize economic growth and improve people's livelihood, the China Banking Regulatory Commission (CBRC) said in a statement.


The commission will introduce regulation details for the bank's management and risk control of the new department to help accelerate the rebuilding of rundown areas in cities.


Personnel, computer systems and offices are all ready for the housing finance unit to start business soon, according to CDB.


The bank promised to make loans worth 676 billion yuan ($110 billion) available for renovation projects in the first half of the year. So far, 219.5 billion yuan of loans have been granted benefiting 2.13 million households.


Hu Huaibang, CDB chairman, said earlier this year that the bank will look to lend more than 400 billion yuan worth of loans supporting renovation projects.


The renovation of shanty towns was listed as a major part of the Chinese government's plan this year to subsidize the building of 7 million affordable housing units across the country for low-income earners.

China will look to balance reform, development and stability in the latter half of the year, according to a meeting of the Communist Party of China (CPC) on Tuesday.


The meeting of the Political Bureau of the CPC Central Committee studied the first half of the year's economic situation and work that needs to be done in the second half.


"In the first half, economic growth was kept within a reasonable range, with major indicators within targets," a statement released after the meeting said.


Growth still faces challenges internally and externally. "More efforts are needed to maintain steady economic growth," it said.


In the second half of the year, the country must get the balance among pushing forward reforms, seeking development and maintaining stability. At the same time it must find the balance between short-term targets and long-term growth.


The government should also coordinate economic and social development while improving people's livelihood, the statement said.

Three hundred musicians from 17 countries and regions gathered in Chengdu for a music event that lasted from Jul 25 to 27.


The 2014 Chengdu International Sister Cities Youth Music Festival, annually held since 2007, aims to promote cultural and art exchanges between Chengdu and its sister cities and cities with friendly ties, according to local officials.


Most of the musicians are from Chengdu's sister cities in countries that include the United States, Canada, Russia, Australia and Japan.


"I love Chengdu very much. The music festival is a good way to further enhance the friendship between Chengdu and Honolulu," said Jeffrey Daniel Lau, sister city liaison for the city and county of Honolulu. Chengdu and Honolulu became sister cities in August 2011.

At a two-day seminar hosted by the Shanghai Academy of Social Sciences and the University of Pennsylvania late last month in Shanghai, experts from leading global think tanks urged their Chinese counterparts to maintain independence from the government.


China has about 2,000 think tanks, which can be classified into four broad categories: research and information centers affiliated with the Communist Party of China, governments and the army; institutes of the academies of the social sciences system such as SASS; university study centers; and private research centers. Except for the last category, which is largely funded by enterprises, the first three groups are essentially State-dominated.


China has witnessed two waves of think tank development. The first was in the 1980s, when the entire nation began to build up a market economy. The second was after 2000, with the spread of the Internet in China.


Although China probably has more think tanks than any other country, few of those bodies are globally known for the quality of their research. The most famous organization, the Development Research Center of the State Council, is a ministry-level department directly under the State Council (cabinet), and it derives its influence through several key members who directly participate in drafting major policies for the central government.


Few of the State-run research centers would be classified as think tanks according to Western standards, which emphasize independence. And that situation actually weakens Chinese think tanks' usefulness for the government and the public, many scholars argued at the seminar.


Most of the reports published by Chinese think tanks are just compilations of news items, government policies, corporate annual reports and recycled research from international organizations. These documents give the think tanks some media exposure, but their low quality means they are of little value to policymakers.


The deepening of reforms, the main task for the new government led by Xi Jinping and Li Keqiang starting last year, is a turning point for Chinese think tanks. Those that produce only low-quality research will see their influence wane. The reforms, which require cutting red tape, are an "internal revolution" of the government. The authorities need to draw on wisdom from more independent sources beyond the CPC and the government.


"State leaders need more practical solutions arrived at through a scientific consensus," Wang Zhan, director of SASS, said at the seminar.


The Party vowed to promote the growth of new types of think tanks late last year. Since then, State leaders have indicated an urgent need for more pragmatic, farsighted reports whose findings haven't been influenced by special interests.


The seminar provided an opportunity for representatives from all major Chinese think tanks to get ideas from their foreign counterparts on how to maintain independence, which, as the Western thinkers believe, comes from financial and ideological independence.


Some of the Chinese policy analysts, however, have a different concept of independence. "Taking money from the government may not necessarily influence the independence of think tanks," said Song Xiaowu, councilor for the Beijing-based China Society of Economic Reform.


Nie Yongyou, vice-director of the School of Economics at Shanghai University, said: "I do not think Chinese think tanks should copy the Western model, as long as we always focus on the public interest and provide decision input for the government, public agencies and economic organizations."


According to Wei Jian'guo, vice-director of the China Center for International Economic Exchanges, which is under the nation's chief economic planner, the National Development and Reform Commission, financial independence and independence of thought is vital for the quality of think tanks' research. Lack of independence weakens Chinese think tanks' ability to make strategic forecasts.


Some conference attendees also said it is important to pay more attention to how think tanks influence policymakers.


"I think it's more important to focus on how to transform think tanks' research into policies that benefit the public" than arguing about independence, said Wang Ronghua, head of the think tank research center of SASS.


Victor Yuan, president of Horizon Research Consultancy Group, a Beijing-based private-sector think tank, said his researchers focus more on the objectivity of the data and methodology. "We are always careful not to be misled by different interest groups in our research from the very beginning of data mining and to choose the right research methods."


Qi Ye, director of the Tsinghua-Brookings Public Policy Research Center in Beijing, also noted that think tanks' solutions for the government should ensure that the policymaking process is not "hijacked" by particular interest groups. Qi added that "think tanks need to find new funding sources apart from the government".


Qi also touched on some other pressing problems with China's think tanks. He said China should establish a national think tank association to serve as a platform to promote communications among think tanks and the development of private think tanks. And Chinese think tanks should also open up to the world, he said.


James G. McGann, who studies think tanks at the University of Pennsylvania, said that Chinese think tanks should interact with their global counterparts, initially by making their websites more informative, reader-friendly and faster to open for foreigners.


"Chinese think tanks should actively participate in cooperation with [those from] the Association of Southeast Asian Nations," said Suthiphand Chiathivat, an assistant professor at Chulalongkorn University in Thailand. "We can do more research on regional development issues to better serve cooperation between China and ASEAN."

South China's Guangdong province has uncovered more "naked officials," or officials whose families have emigrated overseas, in a tightened crackdown campaign, local authorities said Tuesday.


According to the Organization Department of the Guangdong Provincial Committee of the Communist Party of China (CPC), it has identified 2,190 officials whose spouses or children had emigrated in a thorough investigation launched in February.


The number includes 22 who were formerly in senior positions. A total of 1,867 occupied lower-level positions, accounting for 85.3 percent of the total, it said.


The selection and appointment regulations issued in January by the CPC said naked officials will not be considered for promotion.


Guangdong has taken the lead in the country in toughening up on naked officials. Its crackdown campaign started after a central disciplinary inspection team warned the province in February that there were too many naked officials and action was needed.


The provincial organization department said naked officials face two choices: bringing their families back to China or "position adjustment."


In early June, an official of the department told Xinhua on condition of anonymity that Guangdong had found more than 1,000 naked officials, of whom 866 agreed to accept demotion.


He said on Tuesday that nearly all of them have already been demoted. "But [the naked official crackdown] is not our ultimate purpose. What we want is a transparent and just political environment."

Geda Noodles is a local snack of Shaanxi province. It is believed that Geda Noodles was invented by a worker named Li Shansi at a restaurant called Yuelai Restaurant in Sanyuan county, Shaanxi province in Qing Dynasty (1644-1911). Geda Noodles come standard with three lumps of noodles, a small bowl of minced meat sauce, a small bowl of sour soup, and a small dish of chili oil.

Chinese Minister of Public Security Guo Shengkun has pledged to keep the upcoming Nanjing Youth Olympic Games safe, according to a ministry statement released on Tuesday.


Guo inspected security measures of the games in Nanjing, capital of east China's Jiangsu province, on Sunday and Monday, the statement said.


Chinese police will do their best to prevent any incidents from undermining the security of the event, he said during the inspection tour.


Police will step up security in Nanjing and work to ensure "absolute safety" of venues, athletes and staff, he said.


Guo also promised to minimize the impact of heightened security on the life of local residents.


The Youth Olympic Games, for athletes aged between 15 and 18, will take place from Aug 16 to 28.


According to the Nanjing Organizing Committee for the 2014 Youth Olympics, 3,787 athletes from 204 countries and regions have registered to compete in the games.

The United States consulate in Shanghai said on Sunday that it will stop taking new visa applications due to technical problems with the US visa system.


Unspecified IT issues with the US visa system have caused problems for large numbers of applications around the world over the past five days.


An official with the US consulate told Shanghai Daily yesterday that it was not possible to state how many Shanghai applications have been delayed as staff were off duty at the weekend.


While new applications are halted, the consulate will continue interviewing applicants today. However, staff said they will clear the existing backlog first before processing these, local news portal thepaper.cn reported.


Among locals affected by the visa system problems, many are scheduled to travel by the end of August — often as students studying in US schools.


There has been a rapid growth in applications for US visas in Shanghai over the past few years.


In March, the consul expanded its capacity to process visa applications by 50 percent. It expected to be able to deal with 600,000 applications a year — more than 1,600 a day.


Tourists account for 80 percent of total applications, with students second on 15 percent, John M. Grondelski, visa unit chief of the US Consulate General in Shanghai, said on Friday.


In Shanghai, more than 95 percent of students are successful in their visa applications, said Grondelski.


The Shanghai office is the seventh largest US consular section in the world.


On Thursday, the US Bureau of Consular Affairs issued an notice stating that it was experiencing technical problems with its passport and visa system.


"We are operational, but currently issuing documents at a reduced capacity," said the notice.


It did not say when the problems began and how many people had been affected.


On Saturday, the bureau said the system problems had not yet been fixed.


The database holds some 100 million records of visa cases and 75 million photographs, and usually processes 35,000 visas a day, according to The Register, a British technology news website.


The system crashed following scheduled maintenance, said the website.

The US owner of scandal-hit Shanghai Husi Food Co has issued a statement saying it is removing all products made by its subsidiary in the city from the market as senior officials flew in to deal with the crisis.


"We are compelled to withdraw all products manufactured by Shanghai Husi from the marketplace and we are also conducting a thorough internal investigation into any possible failures on the part of current and former senior management," it said.


In its latest announcement, the OSI Group said it had established a new management team in China and added that it would take "swift and decisive" action against those responsible for any malpractice that was uncovered during its investigation into the use of outdated meat.


OSI said that its China operations would be managed by global management in accordance with global standards of quality management.


Senior officials of the group, including its chairman and CEO Sheldon Lavin, have already arrived in Shanghai and are due to hold a press conference this afternoon after a meeting with Shanghai Food and Drug Administration in the morning.


At a conference convened to discuss the scandal, Shanghai Party Secretary Han Zheng yesterday ordered authorities in the city to maintain the strictest supervision and management of food safety.


Any companies that break the law in Shanghai must be severely punished, Han said.


He said the media who played an important role in uncovering the scandal should be supported and protected. Whistleblowers should also be protected.


Emphasizing the importance of stricter management by the government, Han said only swift, active and timely action on food safety problems could keep them at bay.


Han ordered accurate and timely information on the Husi scandal to be made public.


During the meeting, the Shanghai Food and Drug Administration and city police reported the latest findings of their investigations into the scandal.


Staff at Shanghai Husi had been falsifying production dates on processed meat in order to extend its shelf life, officials from the city's food and drug administration said.


More than 3,000 batches of suspect products had been sold by the time the incident came to light last week when a local television program found Shanghai Husi staff using meat that was long past its sell-by date.


The China Food and Drug Administration has ordered food watchdogs to track these batches down. The remaining 1,000-plus batches have been sealed. A total of 144.1 tons of chicken nuggets, meat patties and steaks had been sealed for laboratory tests.


The scandal has embroiled several global food chains, including McDonald's, KFC, Pizza Hut and Starbucks, as well as Chinese businesses.


Five staff at the Shanghai subsidiary, said to include its head and its quality manager, have been detained by police.


The scandal has triggered suspension of sales of food products linked to the company across China and overseas. McDonald's and FamilyMart in Japan said they had halted sales of all food products linked to Husi.


Shanghai's determination to punish the wrongdoers in the scandal has been welcomed in China, where food safety remains a big concern for consumers. But some voice their dissatisfaction over the role of the supervisory body in the scandal, Xinhua news agency said.


"The head of Shanghai's food watchdog should resign since the supervision did not work at all in the scandal," Xinhua quoted microblogging user Longmianzimian as saying.
