(ECNS) - Fourteen tourists were injured, including three critically, after a walkway collapsed at a top tourist attraction in North China's Hebei Province.
Baiyang Lake in Anxin County is a large freshwater lake in the province and classified as an AAAAA scenic area by the China National Tourism Administration, the highest in China's tourism rating system.
The collapse occurred on Saturday afternoon when the lake's Yuanfei Lotus Park was hit by strong winds and rainfall. Waves rolled one meter high and visibility was reduced to three meters.
Park staff Liu Weidong said this was the worst weather he had experienced in 40 years, and the long pathway, used to appreciate the lotus, collapsed after many tourists rushed to seek shelter.
Zhao Lin, director of the county's tourism bureau, said the collapse of the 60-meter-long footpath injured five men and nine women, including three suffering serious facial injuries, thigh fractures and broken ribs.
The county has closed the park and launched a comprehensive safety check. The other sites at the lake are operating as normal.

Farming, F&B and biopharma are among the most optimistic sectors this year WU YIYAO
Corporate financial results for the first half of this year are nigh, and more than 60 percent of some 1,800 A-share listed companies have said they expect positive growth.
Agriculture, biopharmaceutical, food and beverage are among the most optimistic sectors.
First-half profit forecasts of some companies have showed that consumption-driven sectors, particularly tourism, food and beverage, entertainment, agriculture and healthcare, have benefitted from deepening supply-side reforms.
In particular, farming, food and beverage have gained from a recovery in demand. This is being seen as a potential turning point in the cyclical periods as sales revenue continues to rise.
Zhengzhou-based Truin Agro-Pastoral Group, a firm engaged in meat processing, breeding and farming, said as demand for pork rose in the first half, boosting production and output, its profit may grow 8,660 percent year-on-year.
Alcohol and beverages, particularly high-end brands, are seeing rising demand and higher retail prices. Profit margins of producers and dealers of high-end alcohol, wine and beverages will likely expand, potentially giving investors more opportunities in the second half.
Kweichow Moutai Co Ltd, for example, saw sales volume rise 39 percent year-on-year in the first half, according to a research note from Xue Yuhu, an analyst with Founder Securities Co Ltd.
Makers of high-end and premium products, and those targeting the mass markets such as dairy goods, processed meat and food ingredients, particularly the big players in various sub-segments, may continue to see high growth in the second half, said Xue. Besides recovering consumption, non-organic growth such as mergers and acquisitions is the major reason behind solid performance growth of some companies.
For instance, Sino Great Wall International Co Ltd, a company dealing in infrastructure and interior decoration services, revised its first-half growth forecast and said it will now be more than 360 times that of the first half of last year, following the completion of its restructuring.
Shenzhen-listed Chongqing New Century Cruise Co forecast more than 300 times on-year growth in its first-half profit after it became a shell entity for Chinese online game developer Giant Interactive Group through backdoor listing.
Real estate developers also forecast positive results as many of them have recorded high sales revenue in first- and second-tier cities. This helped reduce inventories, particularly in key cities such as Beijing and Shanghai.
Countrywide infrastructure development related to urbanization will also likely help providers of construction services, particularly the big players in the sector, to show higher income in their first-half results.
This momentum will continue in the next few quarters, said a research note from Guotai Junan Securities Ltd.
Some companies, however, will see their profitability shrink due to weak demand and dented profit margins.
Sixty companies released warnings their first-half earnings may fall by more than 100 percent, potentially resulting in net losses.
Several of them are from resources, commodities, mining and steel. Commodity price fluctuations and shrinking demand are to blame, they said.
Providers of financial services may see more pressure in the rest of the year as their profit margins were dented by easing interest rates, which made competition fiercer. Brokerages are also less likely to post strong results as they did in the first half of 2015.
Analysts said investors may focus on fundamentals and look at opportunities in consumption-driven sectors.
Gao Ting, head of China strategy at UBS Securities, said the performance of A shares continues to be polarized as supply-side reform deepens: those that are swift enough to meet market demand are likely to rise.
He said infrastructure and healthcare are among the sectors recommended to investors.

Chinese fashion house Trendy International Group Co, owner of the Miss Sixty jeans brand in Asia, is planning a domestic initial public offering as soon as the end of next year, people with knowledge of the matter said.
The Guangzhou-based company plans to seek a valuation of about $5 billion, said the people, who asked not to be identified as the information is private. Trendy International has picked a Chinese investment bank to work on the proposed share sale, the people said.
Trendy International will join other Chinese clothing retailers such as Modern Avenue Group Co, owner of the Canudilo brand, and Shanghai La Chapelle Fashion Co in funding their expansion by selling shares. A total of 25 apparel companies held IPOs in China and Hong Kong during the past three years that raised a combined $2.2 billion, according to data compiled by Bloomberg.
Shares of Modern Avenue have risen 118 percent in Shenzhen trading since its $109 million IPO in February 2012, outpacing the 107 percent rise in the Shenzhen Composite Index.
L Capital Asia, an investment firm backed by French luxury group LVMH, bought a minority stake in Trendy International for nearly $200 million in 2011, according to a press statement. The private equity firm bought about a 10 percent stake, valuing Trendy International at $2 billion at the time, one of the people said.
The long IPO pipeline in China could delay Trendy International's listing process, the people said. Several calls to the company's office weren't answered. Trendy International Chief Executive Officer Jacky Xu didn't respond to a private message seeking comment sent to his account on Chinese social media platform Weibo.
Trendy International, founded in 1999, owns domestic women's brands Ochirly and Five Plus as well as male casual wear line Trendiano. It later acquired the Asian operations of Miss Sixty, famous for its skin-tight retro jeans, as well as the Energie and Killah denim brands, according to its website.
The Chinese fashion group now operates more than 3,000 shops, according to its website. Trendy International set up a joint venture last year with UK clothing chain SuperGroup Plc to expand the "Superdry" brand into the world's second-largest economy.

Human brain the model of computing future
http://www.ecns.cn/voices/2016/08-01/220630.shtml

WANG XIAOYING/CHINA DAILY

Ever since the American computer scientist John McCarthy coined the term "Artificial Intelligence" in 1955, the public has imagined a future of sentient computers and robots that think and act like humans. But while such a future may indeed arrive, it remains, for the moment, a distant prospect.
And yet the foreseeable frontier of computing is no less exciting. We have entered what we at IBM call the Cognitive Era. Breakthroughs in computing are enhancing our ability to make sense of large bodies of data, providing guidance in some of the world's most important decisions and potentially revolutionizing entire industries.
The term "cognitive computing" refers to systems that, rather than being explicitly programmed, are built to learn from their experiences. By extracting useful information from unstructured data, these systems accelerate the information age, helping their users with a broad range of tasks, from identifying unique market opportunities to discovering new treatments for diseases to crafting creative solutions for cities, companies and communities.
The Cognitive Era marks the next stage in the application of science to understand nature and advance human prosperity. Its beginning dates to early 2011, when the cognitive computing system Watson beat two human champions on Jeopardy!, a game show.
Broadly, cognitive systems offer five core capabilities. First, they create deeper human engagement, using data about an individual to create more fully human interactions. Second, they scale and elevate expertise, learning from experts in various fields and making that know-how available to people. Third, they provide products, such as those connected to the "internet of things", with the ability to sense the world around them and to learn about their users. Fourth, they allow their operators to understand large amounts of data, helping manage workflows, providing context, and allowing for continuous learning, better forecasting and improved operational effectiveness. And, finally£perhaps most important£they allow their users to perceive patterns and opportunities that would be impossible to discover through traditional means.
Cognitive systems are inspired by the human brain, an organ that still has much to teach us. Today, computers consume about 10 percent of the world's electricity output, according to Mark Mills, CEO of the Digital Power Group. To benefit fully from the Cognitive Era, we will have to be able to harness huge amounts of information; during the next 15 years, the amount of "digitally accessible" data is expected to grow by a factor of more than 1,000. Performing the calculations necessary for using such a large amount of data will not be possible without huge strides in improving energy efficiency.
Matching the performance and efficiency of the human brain will likely require us to mimic some of its structures, for which we can arrange computer components in a dense 3D matrix similar to a human brain, maximizing not performance, but energy efficiency.
Arranging computer chips in a 3D environment puts the various elements of the computer closer to one another. This reduces the time they take to communicate and improves energy efficiency by a factor of as much as 5,000, potentially providing computers with efficiency close to that of a biological brain.
But man-made computers are so inefficient not only because they need to power the chips, but also because they need energy to run the air conditioners that remove the heat generated by the processors. The human brain has a lesson to teach here as well. Just as the brain uses sugar and blood to provide energy and cooling to its various regions, a 3D computer could use coolant fluid to deliver energy to the chips.
By adopting some of the characteristics of the human brain, computers have the potential to become far more compact, efficient and powerful. And this, in turn, will allow us to take full advantage of cognitive computing£providing our real brains with new sources of support, stimulus and inspiration.
The author Bruno Michel is a scientist at IBM Research, Zurich.

A China-U.S. co-production called "China's Challenges" has garnered an Emmy Award in Los Angeles, making history for such bilateral collaboration, said the show's producer on Sunday.
U.S. expert on China Robert Kuhn, also known for his book "How China's Leaders Think," said he and his team were delighted that the Academy of Television Arts and Sciences in Los Angeles has awarded an Emmy to their TV series for "pioneering presentation of China's historic transformation and today's challenges."
"It is good for the world to understand what is really happening in China," he told Xinhua in Beijing, where he is working on another show with China Central Television.
"China's Challenges" explores with unique access and in cinematic detail how China is addressing critical issues, including wealth and education distribution, social problems, environmental protection, competing priorities, and relations between China's rich traditional culture and its rapidly modernizing society.
The series was co-produced by The Public Broadcasting Service (PBS), an American public broadcaster and television program distributor and The Kuhn Foundation in association with Shanghai Media Group. It was created, written and hosted by Kuhn.
"To our knowledge, 'China's Challenges' is the first international television production in association with a major China-based media organization that has won this prestigious Emmy award, re-affirming the special benefits of our unique U.S.-China collaboration to tell the true story of China to the world," Kuhn said.
"China's Challenges" has been broadcast on over 210 PBS stations in the United States, reaching 24 of the top 25 U.S. markets and over 120 markets in total. There have been about 4,000 broadcasts of "China's Challenges" in the United States alone. Other countries that broadcast the series include Canada, Germany and Australia.

The Fosun Group, a major China-based investment group, with operations in several countries, signed Saturday an agreement to acquire Rio Bravo Investimentos.
This is the first equity acquisition by Fosun Group in Latin America, and an important step on further carrying out the strategy of leveraging the strong local investment capabilities, after its acquisition of IDERA Capital in Japan in 2014, Resolution Property in UK in 2015, and incubation of Fosun Eurasia in Russia in 2015.
The acquisition is part of Fosun's growth strategy in emerging countries and aims to expand the group's businesses in Latin America.
The agreement signed is an important step for Fosun in its international expansion and allows the group to establish its presence in Brazil and in the larger Latin American region.
By joining forces with the partnership and management that has guided successfully Rio Bravo in the last 16 years, Fosun expects to fully take advantage of the exceptional period of change and economic renewal that is taking place not only in Brazil but also in neighboring economies.
With the acquisition, Rio Bravo will be part of Fosun's global network. Current Rio Bravo products and business portfolio will be preserved and will expand to new operational lines according to opportunities and synergies with other international platforms of Fosun Group.
Furthermore, the integration of a strong investment base like Rio Bravo with Fosun global capabilities, especially with global landscape and professional investment and management capabilities of Fosun Property, provide a true investment gateway from and to the Latin America region.
As a sign of its commitment to the Brazil and Latin American market, and taking into account Rio Bravo's strong multi asset class investment capabilities, Fosun will provide strong financial support to opportunities in the region, covering real estate, fixed income, public equity and private equity investments.
Guo Guangchang, Chairman of Fosun, said: "Brazil is geographically a conduit linking Latin America and Asia. With its own distinctive economic characteristics and large size, Brazil has a strong influence in the region. We are very pleased to announce the acquisition of Rio Bravo, marking an important milestone for the laying out of Fosun's globalization strategy of being present in the important emerging economies linking investment opportunities with capital in a global context while maintaining always the local knowledge that comes with strong and well established management."
Mario Fleck, director of the Rio Bravo, said: "Beyond the expansion in Latin America, the association with the Fosun Group is an opportunity to offer our institutional and individual clients in Brazil a greater spectrum of financial products while opening new regions for investments."
"In the new cycle of Brazil and the region, the role of international capital in tandem with local capital will be critical for investment success", added Mario Fleck.
The Rio Bravo Investimentos Group started its activities in 2000 and is a leader in the Brazilian market in the management of real estate funds, also working in private equity, equity funds, credit funds, infrastructure funds, financial consulting and multi-class portfolio management asset.
The closing and implementation of the acquisition of the transaction should happen as soon as certain conditions set out in the contract signed between the parties are fulfilled.

Border police in south China's Guangxi Zhuang Autonomous Region said they have seized 399 baby Siamese crocodiles, a protected species in the country.
The crocodiles were found in a rented house in Dongxing City on Friday when police were collecting home registration information, according to the border police detachment of Fangchenggang, which administers Dongxing.
The crocodiles, each around 25 centimeters long, were about 15 days old. They were very likely trafficked from Vietnam, the police said.
The police saw three men, who appeared to be nervous, carrying goods in front of the house, so they approached to question them. Two suspects escaped by truck while the other, who tried to flee from the back door of the house, was caught.
In January, 70 frozen wild Siamese crocodiles were seized from a seafood truck in Fangchenggang.
Siamese crocodiles are a critically endangered species native to Southeast Asia. Their skin is used as a raw material for luxury leather products on the international market. It is illegal in China to raise them without a license or to trade and traffic the species.

China's fast-moving consumer goods sales growth rebounds: report
http://www.ecns.cn/business/2016/07-30/220500.shtml
Jul 30th 2016, 19:42

Chinese consumer spending on fast moving consumer goods in the second quarter grew 4.6 percent from a year ago, up from 2 percent in the first quarter, according to a recent report.
Fast-moving consumer goods (FMCG) refers to food and non-food everyday consumer products that sell quickly and at relatively low cost.
Modern trade channels, including hypermarkets, supermarkets and convenience stores, showed a similar trend of improved growth -- 1.4-percent growth in the second quarter compared to a decline of 0.5 percent in the first quarter of 2016, global research company Kantar Worldpanel said in a report released late on Friday.
Modern trade's growth was most prominent in county-level cities and their surrounding urbanized counties, with their growth rates at 2 percent and 3.9 percent respectively.
Kantar Worldpanel China measures household purchases over 100 product categories, including cosmetics, food and beverages and toiletry and household goods, through 40,000 sample families.
Modern trade in eastern and western China performed much better than southern and northern regions. The eastern region grew at 2.8 percent, helped by the strong performance of Sun-Art Group and Wal-Mart Group. Western China grew at 3.6 percent, driven by Wal-Mart Group and Yonghui Group.
U.S.-based Wal-Mart Group has seen relatively stable performance in 2016.
However, other international retailers such as Carrefour, Tesco and Lotus suffered continued share erosion, resulting in the overall poor performance of international retailers.
Sun-Art Group and Yonghui lead the growth among Chinese players. Sun-Art group managed to increase its shopper base through both continued development of existing stores and incremental opening of new ones.
Yonghui consolidated its position as a top-5 national retailer. Yonghui has continued to perform well in 2016 with fast growth in penetration and basket size, enabling its share to continue to exceed Lianhua Group in Q2 after first overtaking it in Q1.
Continuous FMCG slowdown, combined with the impact of e-commerce growth in China, has pressured physical retailers into finding new solutions to drive growth.
According to Kantar Worldpanel, in the 52 weeks ending on June 17, total FMCG e-commerce penetration reached 49 percent, adding another 10 percentage points from last year. Tmall and JD led online, with spending growth rates over 80 percent.
While continuing to experiment with their own e-shopping platforms, major retail chains are now seeking to bolster their performance through strategic partnerships with existing digital players.

Q & A about U.S.-Chinese movie starring Matt Damon, 'The Great Wall'
http://www.ecns.cn/2016/07-30/220501.shtml
Jul 30th 2016, 19:50

A still photo of the movie "The Great Wall" co-produced by Hollywood and Chinese groups.

The first trailer of "The Great Wall," the biggest movie co-produced by Hollywood and Chinese groups to date, hit the big screens on Thursday, triggering a lot of discussions and even controversy among moviegoers.
The U.S.-Chinese 3D movie features an epic fight between humans and monsters in China over 1,000 years ago. As the name reveals, the Chinese Great Wall forms the main backdrop, but the fact that the setting of the movie is ancient China and that big stars such as Matt Damon are starring in it provide a lot of allure.
As discussions over the stars and the story are ongoing, we are fielding some questions about the movie.
Q: Who made "The Great Wall"?
A: Famous Chinese filmmaker Zhang Yimou is the director of the movie. Zhang, who directed "House of Flying Daggers" and "Hero," is mostly known to Westerners as the chief director of the opening and closing ceremonies of the 2008 Beijing Olympics.
In an interview with Entertainment Weekly, Zhang said this is the first time he cooperated with a Hollywood studio. It's also the most expensive Chinese movie of all time.
Q: Is Matt Damon the most attractive star in the film?
A: As the most expensive Chinese movie with a budget of reportedly 135 million U.S. dollars, it features dozens of big names. Besides Damon, an American A-lister, U.S. actor Willem Dafoe and Chinese A-lister Andy Lau, as well as Chinese stars such as Jing Tian, Luhan and Zhang Hanyun also star in the film.
According to netizens' comments, Damon is not the most popular star in the movie, at least for now, as many people, including Asian-American comedy star Constance Wu, have said that Damon shouldn't be in the movie, calling his hero role a "racist myth" and Hollywood "whitewashing."
It's worth mentioning that "The Great Wall" is the first time that Lau has played in a Hollywood movie. Some netizens even wrote in English that it's Luhan, a young Chinese pop star, who hooked them on the movie.
Q: Why is the movie in English given that the movie is completely shot in China with Chinese sponsors, and most roles are played by Chinese?
A: "What I really want is to bring Chinese color and cultural background to the worldwide audience through a film language that they are familiar with," Director Zhang said, suggesting that English is still the most popular spoken language among audience.
But think of it another way. Since it's a U.S.-Chinese epic film with most roles played by Chinese, and will be released in China earlier than in the United States, using English seems a proper way to balance its appeal to audience.
Q: Besides a lot of action, special effects and an epic story about China, what else does the movie have to offer?
A: A test of Chinese history. Why? The trailer gives three subtitles to describe the Great Wall: "1,700 years to build," "5,500 miles (over 8,800 km) long," " What were they trying to keep out?" The first two are correct facts, but the question was incorrectly answered in the movie.
Many netizens mocked that they didn't realize that the Chinese Great Wall was built to keep out monsters. For the right answer, please check history books.
Q: What's the monster in the movie?
A: Zhang said they are "ancient Chinese monsters," but the trailer only showed a paw of the monster, which doesn't look like a Chinese dragon at all.
Some reports said it's a reptile-like dragon. Okay, but is it an ancient Chinese monster? Most Chinese might doubt this. Maybe that's another good reason for you to go to the movies and check out this film once it hits the big screens.

Seoul should stop playing with fire by planning to deploy THAAD
http://www.ecns.cn/voices/2016/07-30/220505.shtml

Saturday Jul 30, 2016

South Korea should stop playing with fire by hosting the U.S. anti-missile system on its own soil, as the move will not only isolate itself but also undermine regional stability.
Less than two weeks ago, South Korea and the United States reached the agreement to deploy the Terminal High Altitude Area Defense (THAAD) in the southern region of South Korea, despite continued opposition from neighboring nations.
Although the two countries claimed THAAD will not target any other third party but will be operated only in response to nuclear and missile threats from the Democratic People's Republic of Korea (DPRK), the deployment is no doubt a key step in the U.S. strategy of pivoting to Asia and will escalate tensions in Northeast Asia, especially on the Korean Peninsula.
It is believed that Seoul knows what the consequences of hosting THAAD are, but its siding with Washington for whatever reasons on THAAD shows its short-sightedness and poor diplomatic judgment.
While being useless in the face of the DPRK's short-range missiles and artillery, THAAD is already pushing the DPRK to be aggressive. The DPRK warned it would take "physical measures" and it test-fired three short-range ballistic missiles in a show of force against its southern neighbor's decision.
Escalating tensions on the peninsula will only shatter the Korean people's dream of peace and reunification, which will be the bitterest legacy of the Park Geun-hye government and the biggest misfortune of the Korean people.
Seoul's move will also damage its relations with China and Russia, and it will lose the two countries' support on the DPRK nuclear issue. Even worse, it will lose its independence when it comes to foreign policy making.
The reason why Beijing and Moscow firmly reject the missile defense system is that with the shield's X-band radar, Washington is able to peer conveniently into China and Russia, posing a grave threat to the security interests of the two countries and to regional peace.
Seoul's picking of a date to announce its decision ahead of the announcement of the award on the South China Sea arbitration is a severe misjudgment, assuming that China will be too occupied to respond to the deployment of THAAD. Such an irresponsible act on South Korea's part is eroding the strategic trust Beijing once placed in it.
Besides, the deployment of THAAD will adversely affect the economic and trade relations between South Korea and China, Seoul's largest trading partner.
Seoul has yet to fully understand that accepting the deployment of a missile shield will only let South Korea become the frontline for possible strategic confrontation between the world's major countries.
It is advisable that Seoul should seriously consider whether it would really benefit from a THAAD deployment and reconsider its dangerous move to avoid an escalation of regional tensions and safeguard hard-won peace and stability.

Two wild giant pandas were spotted Saturday morning on a highway in southwest China's Sichuan province.
Chen Min, a worker with the forestry bureau of Jiajinshan Mountain, found two adult pandas walking on Highway 351 at about 8 a.m.
"There is a river next to the highway," he said. "They might have been there drinking water before coming to the road."
A panda ran into the forest upon seeing Chen, while the other was still loitering. Chen recorded its movements on his mobile phone.
According to Chen, this is the third time since last July that wild pandas have been spotted near the scenic site of the Qingyijiang headstreams in Baoxing County. Last year, a wild panda descended from Jiajinshan Mountain to steal honey from a villager's house.
Official statistics showed that by 2013 in Baoxing County, there were 181 wild giant pandas, up 26.75 percent from 2006.
"Now the wild pandas are becoming bolder and always come down from the mountain," Chen said, adding that in the past they were rarely seen.
Sichuan was home to 1,387 wild giant pandas as of the end of 2013, accounting for almost 75 percent of the country's total.

China's meteorological authority issued a blue alert on Saturday for a typhoon expected to hit the southern province of Guangdong, while warning of mountain floods in the southwest due to torrential rains.
The country's fourth typhoon this year was detected 510 km off the coast of Manila at 5:00 p.m. Saturday and will land in Guangdong on Tuesday, the National Meteorological Center (NMC) said.
The wind speed could reach 38-45 meters per second when the typhoon makes landfall, according to the NMC.
It also warned that heavy rain could lead to mountain floods in parts of southwest China's Tibet Autonomous Region and Sichuan Province from Saturday night to Sunday night.
China has a four-tier, color-coded weather warning system, with red representing the most severe weather, followed by orange, yellow and blue.

U.S. scholars optimistic about China's ability to achieve 2016 growth target
http://www.ecns.cn/business/2016/07-28/220280.shtml
Jul 28th 2016, 16:55

Leading scholars from the U.S. Columbia University have clearly expressed their optimism about China's ability to achieve its economic target for 2016.
Marcos Troyjo,Director of the BRICLab and Jan Svejnar, economics professor, of the university, made this during their exclusive interviews with Xinhuanet recently. They believe that China's growth target of 6.5-7 percent of the year is realistic and achievable, especially because China has been very successful in re-balancing its economy.
"It[China] avoided the Asian crisis in the second half of the 1990s, it avoided the great recession that affected most of the world during the last decade, and it has the potential reserves in terms of improving efficiency," Jan Svejnar said. Based on the facts, China should be able to grow at about 6.5 percent, maybe even 7 percent, in the current year, and even the next several years, Jan Svejnar said.
While cautioning about possible external factors standing in the way, Jan Svejnar persisted that the goal is still realistic to achieve considering the overall conditions. Meanwhile, Macros Troyjo stressed that China is becoming a big player in foreign markets, not only as a source of exports, but also as a source of foreign direct investment.
This adds to the complexity of China's economic structure and will keep expansion rate at a very high level, he commented. Macros Troyjo complimented on China's trajectory towards becoming the second largest economy in the world, being particularly impressed by the expansion of China's investment in research and innovation.
"I remember when I worked in diplomacy twenty five years ago, only about 0.5 percent of China's GDP was going to research and development. Now it's nearly two percent," said Macros Troyjo. China has been investing a lot in areas like solar energy, wind energy, robotics, fine chemistry, Nano technology, which make for the platform of the fourth industrial revolution, according to Macros Troyjo. "If China is competitive and successful with those, China will take another major leap forward and become an innovation-driven economy," he stressed.
Macros Troyjo also highlighted that managing the transition from a low-cost and export-oriented economy to one that is more tech-intensive and also focused on the domestic market is a big challenge.
And it takes time, energy and resources, particularly to cultivate more talents in the technologically intensive areas, he added.
"But I think China is doing its homework right. I think it's managing quite exceptionally this transition from a low-cost country to becoming a nation that actually creates incremental contribution to value addition", said Macros Troyjo, citing China's leading position in the world in research and investment in solar energy.
The two scholars were in Beijing to attend a high-level roundtable conference on the Role of the State in Economic Growth as part of the Columbia University President's Global Innovation Fund, in collaboration with the Columbia SIPA, Columbia Global Centers of Beijing, Initiative for Policy Dialogue, and Tsinghua University.

Proper enforcement procedures clarified for police
http://www.ecns.cn/2016/07-28/220232.shtml
Jul 28th 2016, 12:20

China's Ministry of Public Security is advising police officers nationwide on how to do their job better in the line of duty. The Ministry has put together a video showing how to handle common situations faced by officers when enforcing the law.
For police officers, it's a daily challenge to get the job done effectively yet properly.
The recent case of a young man who died after Beijing police seized him for allegedly soliciting prostitution again raised the question -- what is acceptable police behavior?
To answer that, the Ministry of Public Security has released a demonstration video.
For starters, the badge should be carried at all times. Plain-clothes officers should show it to identify themselves to individuals they deal with.
Officers are required to carry and use video recorders to document the enforcement process. Police batons can be used on bystanders who violently obstruct police work.
Onlookers should be allowed to film officers working as long as it doesn't get in the way of enforcement. Officers are expected to work under civilian supervision, and on camera.
Traffic police are advised to keep their emotions in check to avoid escalating tension in the face of agitated language and actions. They are expected to pay special attention to accompanying children when dealing with drivers.
For police officers, the job comes with danger. And doing it right may make it just a little bit safer for both them and the people they protect.

Africa's first completed standard gauge railway, built in collaboration with by China, opened to traffic in Nigeria on Tuesday.
Nigerian President Muhammadu Buhari inaugurated the commercial operation of the rail service, which is 186.5 kilometers long with nine stops.
President of the China Civil Engineering Construction Corporation, Yuan Li, said at the ceremony that the railway would facilitate the economic development of Nigeria.
"It is the first Chinese standard gauge railway to be built abroad, and also the first standard gauge railway to be built in Africa. It could serve as an example for other railways being built in Africa. The construction of railways will not only promote local economic development and create more jobs, but also stimulate the export of Chinese railway products such as rail accessories, junctions, and carriages, thus pushing forward the economic cooperation between the two countries."
With a designated speed of 150 km per hour, the railway links Nigerian capital Abuja and the northwestern state of Kaduna, reducing travel time to one hour.
Some locals believe the creation of a modern railway represents a positive sign for the country's economy.
"I'm very happy today because the new line that is commissioned signals a new life, a new beginning of railroad modernization in Nigeria. Our hope is to send it to other parts of the country because we have been talking about this for a very long time. This is the only time they are able to actualize it."
The next two projects between China and Nigeria will be the Lagos-Ibadan and Lagos-Kano railways.

Famous football clubs Manchester United and Manchester City had scheduled to play their annual match on foreign soil for the first time.
The game was supposed to kick off on July 25th in Beijing. However the much-anticipated clash was cancelled at the last minute due to weather concerns.
What wasn't cancelled however was a business event which saw a delegation of businessmen, officials and academics from Manchester travel to Beijing to try to attract Chinese investment in the city.
The city of Manchester was supposed to be in the spotlight in Beijing on Monday.
Executives of both football clubs flew to Beijing from Manchester with more than just football on their minds. They are trying to appeal to investors from the world's second largest economy.
Manchester City football club had just received around US$400 million worth of investment from two Chinese companies. The Man City group now has a Chinese board member, which according to officials, is helping the club make inroads into China.
"Particularly since the investment from China Media Capital, and Citic Capital, they've really helped us to make this rapid progress," said Tom Glick, COO, Manchester City Group.
"We have marketing partnerships with companies like Soccer World, and Weili TV, partnerships with Tenent, with Didi, and a whole bunch of others that are very close."
It's just one example of UK businesses working closely with Chinese investors. Manchester's officials want to make sure Chinese investors see more areas of potential in the city, as investor confidence is especially important after Brexit.
"Brexit is not something that the people of Manchester or the leadership of Manchester had wanted. But it's happened," said Sir, Howard Bernstein, chief executive of Manchester City Council.
"What we've got to do is ensure that there is a real drive within the city to create major investment opportunities. Football is obviously one opportunity but there's science, there's innovation, there's residential and commercial properties."
Property is an especial concern. Real estate experts at the event said Chinese interest in homes in Manchester has already made housing in the city a rival to pricier London. Even as Brexit shakes confidence, average house prices are set to increase 5 point 5 percent in 2016.
Experts say even if prices are not falling, now might still be a good time to buy.
"I think the opportunities we've seen for international investors is the currency," said Darren Xia, head, Int'l Capital Group for China, Jones Lang Lasalle.
"Especially for Chinese investors in the past one or two months, is that there's an 11 percent difference in currency, and therefore, if we are looking at the same asset, it'd be 11 percent cheaper to buy today as compared to pre-brexit."
Manchester is the UK's second-largest and fastest-growing economy after London. The city's GDP has nearly doubled in the last 20 years. This economic potential has persuaded real estate investors around the world, and from China, to bet on the future of the city.

Sexual abuse poses severe danger to rural children
http://www.ecns.cn/video/2016/07-28/220230.shtml
Jul 28th 2016, 11:35

Thursday Jul 28, 2016

Today we will end our Rural Recovery series on a heavy note: child sexual abuse in rural China. We lack official numbers to demonstrate the magnitude of such crimes, but compiled media reports from 2015 showed that more than 70 percent of the victims were between 7 and 14 years old. The lack of care and surveillance makes children especially vulnerable. Our reporter Feng Xin traveled to a village in Tieling, in Liaoning province, where several young girls have fallen victim to one particular predator over a long period. Feng Xin hears the voices of the victims' families and looks at what can be done to better guard China's rural children. The names of the victims and their families have been changed.
The days have been dark for Mr. and Mrs Li, as they consider the court's verdict after nine months of prosecution. The predator, who molested their 12-year-old daughter Lily and raped three other girls, has been sentenced to 17 and a half years in prison. But the Li family believes that the sentence was too lenient.
"I'm absolutely discontented with the ruling. How can he just get away after causing so much harm to our children here?" Mr. Li said.
"My daughter said, "Mom, I don't want to go to school any more. I don't." Her father cried, and I cried. The three of us just held each other and cried together. I said, "Baby, I can't live if you quit school," Mrs Li said.
The Lis survive on a small section of land by growing corn. They leave their house to farm in the very early morning each day, and their daughter often has to stay at home alone during the weekends and school holidays.
It wasn't until July 2015, that Mr. Li found Lily with a new cell phone. She told him that a 60-year-old man who lived across the street gave it to her.
"He texted obscene language and pornography to our daughter. I was just shocked," Mr. Li said.
To Mr. Li's surprise, those texts also mentioned the names of several other girls in the village. Mr. Li called the police, who arrested the man and found two other cell phones in his possession. It turned out that the offender often shot nude images of the young girls and filmed himself raping them.
Mrs. Liang still can't accept the fact that her granddaughter Weiwei was only nine years old when she was first raped, and that the offender is a family relative. The rapes occurred more than a dozen times over the past three years. Most of the crimes took place in their very own house while the adults are away. Weiwei's parents were seeking a living in the city, so it was Mrs. Liang who raised Weiwei.
"I asked my granddaughter, 'How could you not tell me anything?' She said, "If I told you, he would kill me. You would also beat me and kill me.' The man threatened and terrified her," Mrs. Liang said.
Prosecutors brought three rape and two molestation charges against the defendant in March, but the court did not support one of the molestation charges. That's because there was only a child's words against the defendant's. And there wasn't any physical evidence to prove anything that happened seven years ago.
"She still remembered the clothes she was wearing on that day, when we went to police interview last year. She grabbed me really tight and buried her face in my arms. She cried and was extremely terrified, as if she was in huge shame. Every child is a part of a mother's heart. No mother can accept such abuse of their child," Ms. Lu said.
After multiple attempts to reach the prosecutor's office and court, no judicial officials made themselves available for comment.
This village is 40 kilometers away from the nearest city. Few can imagine that several young girls have fallen victim to rape and molestation so many times and for so many years. Across China, the media reported 340 child sexual abuse cases last year, almost one every day. Experts say that's just the tip of the iceberg, because many more cases remain unspoken. About one third of the reported cases occurred in rural areas. Experts say that doesn't mean child sexual abuse is any less severe in the countryside than in the cities. It's just much harder to be exposed and reported.
Beijing lawyer Shao Juan volunteers to teach children about sexual abuse prevention. She has found that nearly 70 percent of such crimes were committed by acquaintances. Prosecutions and convictions often prove difficult to achieve.
"The biggest difficulty is collecting evidence. Because of various reasons, many cases went unreported. This not only led to additional crimes but also to a loss of evidence and ineffective prosecutions and investigations," Shao said.
Volunteers and NGOs have been seeking measures to prevent child sexual abuse in urban and rural areas. One way is to teach children to protect their private body parts, recognizing danger and seeking help.
"We hope to make more children ¨C in fact all children in China ¨C receive our classes. Also, I think we should increase penalties for predators. If the cost of crime is high, perhaps people are less likely to commit," Xu Ping, executive director of Children Safety Fund of The Amity Foundation, said.
But for the children who never had a chance to learn about the dangers around them, the wounds can never be healed.

None of 2016 'Gaokao champions' interested in becoming a doctor

Among the 36 top scorers on the 2016 national college entrance exam, or Gaokao, not a single one plans to choose the medical science major.
On June 26, Beijing News joined the official website of the State Family Planning Commission, the Chinese Alumni Network and the State Statistical Bureau to broadcast the results of a survey. The results showed that from 2010 to 2014, 600,000 people earned the qualifications necessary to become provisionally licensed medical practioners, but only one sixth of those practitioners went on to become fully licensed physicians.
The top three majors preferred by "Gaokao champions" are: business administration, economics and electronic information engineering. Medical science ranked 17, which means only 1.2 percent of survey respondents chose that major.
Jiang Jingyu, a 2015 Gaokao champion in science, entered the medical discipline at Tsinghua University. Her choice was so unusual that it was actually reported in the news. From Jiang's perspective, patients want outstanding doctors. In order for outstanding doctors to exist, there must be people who dedicate themselves to the discipline.
In this year's Hong Kong Diploma of Secondary Education (DSE) exams, among the top four scorers, three decided to become doctors, while the other wanted to be a lawyer. This is not an aberration. In fact, in 2014, five of the 12 best students on the exam entered Li Ka Shing Faculty of Medicine, within the University of Hong Kong.
According to Hong Kong media, being a doctor is considered a highly respectable and stable occupation with a relatively high salary in Hong Kong. Students who are willing to study medicine are perceived as outstanding and elite.
A medical school lecturer explained that it takes between five and eight years for a medical student to become a doctor. That length of times allows for both classroom education and clinical practice. Nevertheless, compared with doctors in the U.S. and Hong Kong, doctors in Chinese mainland are not yet being given proper recognition. Their incomes cannot match their workloads, which is one consideration that many students cite as they make decisions about the future.
Recently, the enrollment of medical students has been reasonably stable. However, a heavy workload, high pressures and big risks are all obstacles on the path toward becoming a physician.

Longsheng Museum in Shenzhen City, Guangdong Province has closed its door. (Photo/Shenzhen Evening News)

(ECNS) -- Longsheng Museum in the southern Chinese city of Shenzhen, Guangdong Province, known as the largest private museum in China, has been ordered to move out of its rental site by a local court for failing to pay rent, which might be the tip of the iceberg in widespread financial issues.
Located in a modern complex, the museum boasted 300 items in five halls dedicated to jade, porcelain, bronze ware, calligraphy and painting. It claimed that half of the collection was overseas Chinese relics purchased back by owner Cai Zhenqiang.
Cai has said that the exhibition included a statue plundered by Anglo-French forces when they invaded the Old Summer Place in 1860 and that he also paid a heavy price to bring back a tri-colored glazed pottery relic from the Tang Dynasty (618-907) during an auction in Japan.
According to investors, Cai built up fame for his wealth, was touted as a billionaire, and made hefty investments in culture and art. But he stopped paying rent for the museum space in March 2015, with the property owner taking legal action in September.
The museum, opened for less than one year, now owes 12 million yuan ($180,000) in back rent.
Cai and his company already face 25 lawsuits as his two investment companies either closed or went under new ownership. But it is the court's verdict that has driven investors to rush to the city to ask their money back from Cai, who remains missing.
He was said to be behind a peer-to-peer online lending platform that used the collection as collateral for fund-raising. Cai's debts rose to more than 100 million yuan, an investor told the local Shenzhen Evening News.
An insider said Cai also borrowed money from individuals in addition to the online financing program that had 2,470 members.

Argentina's new visa policies to attract more Chinese tourists

The Argentinean government announced Tuesday that Chinese tourists, who have already owned a valid tourism visa for the United States or the European Union (EU), will no longer need a separate tourist visa for Argentina.
Instead, Chinese travellers will apply for an Electronic Travel Authorization, a document which is easier to obtain than a visa.
However, tourists without valid visas for the United States or the EU "must request their visas at Argentinean consulates, as stipulated in bilateral agreements," explained the statement.
"It seems reasonable to consider the usual checks carried out by Argentinean consulates as complete, if they (Chinese tourists) have obtained visas for countries with rigorous control criteria," a Gazette said.
In April, Argentina's Tourism Minister Gustavo Santos said that his country wanted to multiply by 10 the number of Chinese visitors in 2019, compared to the 40,000 seen in 2015.
Chinese ambassador to Argentina, Yang Wanming, told Xinhua that the new visa policies announced by the Argentinean government will attract more Chinese tourists.
"We hope these policies are implemented as soon as possible," added the diplomat.

South China Sea video draws huge response in Times Square
http://www.ecns.cn/2016/07-27/220038.shtml
Jul 27th 2016, 11:33

A video clip showcasing the beauty and history of the South China Sea is playing in Times Square, providing ample evidence of China's territorial sovereignty and maritime rights of the sea and its islands.
Being looped 120 times a day, the three-minute-long film displays how China discovered, named and developed the area. It also features Chinese and foreign officials and experts supporting China's position as well as encouraging China and the Philippines to resolve disputes through peaceful negotiations.
Wu Shicun, President of China's National Institute for South China Sea Studies, UK Labor party MP Catherine West and Pakistani Ambassador to China Masood Khaled are among the observers who illuminate the solid historical and legal basis of China's sovereignty over the South China Sea from different angles.
The video, screened at the "World's Crossroads" from July 23 to August 3, has appealed to a massive number of people who stop by and watch."It is time to let the world understand the truth of the South China Sea," said a Chinese tourist surnamed Chen from Shandong province.
Meanwhile, the short film has created a sensation at the Chinese community in New York. "The clip not only clarifies the legitimacy of China's territorial sovereignty over the islands and waters, it also explains our position on the so-called arbitration case on the South China Sea," said Ma Yue, President of China Council for the Promotion of Peaceful National Reunifications in New York.
Located at 2 Times Square, the 19-meter-high and 12-meter-wide "China Screen" has been displaying images of China since August 2011, telling the story of China to an estimated number of 500,000 passers-by every day.

Wednesday Jul 27, 2016

(ECNS) -- Beijing is planning to add 73 sites to collect excess rainfall and integrate flood control in its urban planning, Beijing Morning Post reported.
The sites will serve as parks generally and be used to collect water during the flood season. They will be large enough to store 10 million cubic meters of water, the equivalent of five Kunming Lakes in Beijing.
They are expected to directly reduce flooding in downtown areas or prevent floodwater from entering main roads, the report said. Facilities will also be built to relieve floodwater in areas near the south fourth and third ring roads, frequently hit by flooding.
An official from Beijing's urban planning commission said the capital city will have a total of 273 waterways designed for flood control and drainage.
Beijing plans to construct five new reservoirs in its mountainous areas, which together with the current 88 existing ones are expected to account for 83 percent of the drainage area in those locations.
Beijing is also drafting a "sponge city" plan to use the full potential of rainwater. According to the plan, the city will not only be able to deal with too much water, but also reuse rainwater to ease thirst when confronted with shortages.
Rainfall in most cities usually makes its way to the nearest rivers and lakes through the underdeveloped drainage system, leading to flooding during heavy rainfalls.
Seventy-seven people died when the worst downpour in six decades hit Beijing on July 21, 2012, promoting calls for effective flood prevention.
