Unprotected sex was blamed for nearly 96 percent of the new HIV/AIDS cases in Shanghai so far, while the transmission of the deadly virus among homosexuals accounted for over 60 percent, officials said.


Till November 20, Shanghai had registered 1,637 new HIV carriers, including 668 new AIDS patients this year, taking the number of people infected by the virus to 10,961, including 3,318 AIDS patients.


A total of 157 people have died of HIV/AIDS so far this year, raising the number of deaths due to AIDS to 729.


Nationwide, the share of young people around the age of 20 in all HIV infections in China almost doubled from 2008 to 2012, with male-to-male sex as the prominent contributing factor, a senior health official has said.


"Among all HIV cases reported across the country last year, 1.7 percent were Chinese youths aged between 15 and 24, up from the 0.9 percent in 2008, and the number of infected college students keeps rising," said Shang Hong, director of the HIV/AIDS key lab under the National Health and Family Planning Commission.


Shang added that 95 percent of the infected in the group were boys, and 70 percent of these infections were through male-to-male sex.


Speaking on the eve of World AIDS Day, officials from Shanghai Health and Family Planning Commission said that working with homosexuals was essential to curb the spread of HIV/AIDS in Shanghai as the city expanded the coverage of screening and treatment of this group.


"Due to effective AIDS prevention and control measures in the city, the number of new HIV/AIDS cases has dropped from 18.2 percent in 2008 to this year's 10.7 percent," said Xu Jianguang, director of Shanghai Health and Family Planning Commission. "The disease has a low prevalence in the city."


Despite that, over 82 percent of the new cases were detected in hospitals or during consultation and voluntary testing at centers for disease control and prevention. Migrants made up for the majority of new HIV cases this year. The number of new AIDS patients and AIDS-related deaths among locals had dropped significantly.


Young and middle-aged men were the main carriers of the virus. Men accounted for over 90 percent of new HIV/AIDS cases this year, while those between the ages of 25 and 44 made up for 61.7 percent of the new cases.


Officials stressed the transmission of the HIV virus through unprotected sex was 95.7 percent this year, compared to 90.7 around the same time last year.


About 4.1 percent of the new cases were through intravenous drug injection.


"We are aware of the significant HIV cases among homosexuals, whose numbers are rising in the city," said Wu Fan, director of Shanghai Center for Disease Control and Prevention.


"The level of tolerance and culture force many homosexuals to live in cities."


Currently there are 4,895 HIV carriers and AIDS patients under the care of the health authorities in Shanghai, accounting for 89 percent of the cases.

China's Securities Regulatory Commission has unveiled far reaching reforms of the country's IPO system. The reforms, unveiled at a press conference on Saturday, are seen as critical to turn China's IPO issuance mechanism from an approval-based to a registration- based system. Investors believe the market will play bigger role in judging the risk and value of listed companies in the future. And that will greatly inject more momentum into the stock market.


New plans to reform China's IPO issuance mechanism, plans that include pushing forward the gradual replacement of the current system to issue new shares. New listing firms currently experience delays and have to navigate a complicated application process. The approval-based system can take multiple rounds of reviews and several years before investors receive approval from the securities regulator.


"We will expand the scale of information disclosure and make our review standard and process more transparent. We will open the IPO process to the public so that they can have a closer supervision to the issuance process." said Deng Ge, Spokesman, China Securities Regulatory Commission.


Mr. Deng predicts that around 50 companies would be able to complete their registration procedures for IPOs by the end of January.


And under the new registration-based IPO system, China's securities regulator would only be responsible to decide whether companies fulfill the rules. The values and risks would be for investors and the market to judge.


The registration-based IPO system was actually released in the communique after the conclusion of the third plenum of the 18th Central Committee of the Communist Party of China. And under the new system, China's securities watchdog is to boost its supervision over listed companies while loosening the approval process before IPOs.


Zhao Xuejun is the CEO of Harvest Fund. He says he is impressed by the scale of the reform unveiled this time.


"I believe the reform plan unveiled today highlights three aspects. Firstly, it strengthens the information disclosure responsibility of all players in the market. It ALSO tightens the punishment methods for those who break the rules. And most importantly, it will rationalize China's IPO pricing mechanism by expanding current pricing scales." said Zhao Xuejun, CEO, Harvest Fund Management.


Investors also believe the market will play a bigger role in China's IPO process in the future.


"China's regulators will only check the legality of IPO candidates in the future, while the market will decide their profitability, pricing and other matters. Meanwhile, their financing channels will be expanded to meet the needs of the market. And the pricing and IPO issuance methods will be decided by issuers themselves. The IPO issuance process will speed up massively." said Luke Wang, Vice President, China Galaxy Securities.


In the meantime, China's securities watchdog is also tightening up its supervision of the stock market. It says it will further boost its means of supervision in the future.


The CSRC has dealt with 46 cases concerning incomplete or deceitful information disclosed from January to October this year.

China's Xinhua News Agency has opened a photo exhibition at Mexico's Chamber of Deputies on the development of China-Mexico diplomatic relations.


The event also launched the Spanish language Internet service portal of China Xinhua News Network Corporation, Xinhua's television service.


The exhibition has 42 photos recording historic moments since China and Mexico established diplomatic ties in 1972.


Xinhua vice president Zhou Shuchun told the opening ceremony Friday his organization, as China's national news agency, had witnessed the development of friendship and cooperation between China and Mexico.


Xinhua was willing to work with people of all walks of life to further promote friendship between the Chinese and Mexican peoples, he said.


Qiu Xiaoqi, China's ambassador to Mexico, said China-Mexico relations had maintained good momentum for development, and had been lifted to a higher level after leaders of the two countries exchanged visits in the past few months.


Javier Trevino Cantu, federal deputy of the Institutional Revolutionary Party, thanked Xinhua for its work in Mexico.


"Xinhua's reports deepen the mutual understanding between China and Mexico and promote the development of bilateral friendship and cooperation," he said.


Edward Vogel Brauer, deputy general director of the Mexican Presidency's International Media Department attended the ceremony, along with representatives from the Mexican government, congress and media.

A Fire broke out at around 5pm yesterday at the Shanghai Women's Prison in Songjiang District. Heavy smoke bellowed out from the roof of the five-storey building. The prisoners were evacuated and there were no casualties. The fire was put out an hour later.

China's Kunming airport has shut down on Saturday as heavy fog kept shrouding the major air hub in southwest China since Friday night, the airport's administration announced.


Neither of the airport's two runways is suitable for taking off nor landing.


According to the airport's administration, poor visibility led to the cancellation of 13 flights by so far, and 310 flights are waiting to take off from the airport on Saturday.


The visibility is expected to improve around noon.

Chinese Premier Li Keqiang on Friday met with Kyrgyz, Kazakh and Tajik prime ministers on the sidelines of the 12th prime ministers' meeting of the Shanghai Cooperation Organization (SCO) member states in the Uzbek capital of Tashkent.[Special coverage]


When meeting with Kyrgyz Prime Minister Zhantoro Satybaldiyev, Li said China and Kyrgyzstan are friendly neighbors, and their ties have entered a new era with the establishment of a strategic partnership.


China will work with Kyrgyzstan to strengthen cooperation in such areas as energy, transport infrastructure and animal husbandry, boost common development and push forward China-Kyrgyzstan ties for the benefits of both peoples, Li said.


Hailing the Kyrgyzstan-China relations, the Kyrgyz prime minister said Kyrgyzstan appreciates China's support and is willing to cooperate with China in such areas as highway, railway and water resources.


He also invited Chinese enterprises to invest in Kyrgyzstan and promised to work with China in cracking down on the "three evil forces" of terrorism, separatism and extremism.


During his meeting with Kazakh Prime Minister Serik Akhmetov, Li said both China and Kazakhstan are major developing countries, sharing broad prospect in bilateral ties.


Li urged the two countries to push forward practical cooperation on energy, finance, farming and animal husbandry.


He also highlighted the role of the bilateral cooperation committee in promoting a balanced trade and comprehensive development of bilateral ties.


Akhmetov said Kazakhstan supports Li's proposal at the SCO prime ministers' meeting of speeding up inter-connectivity in the region.


He said Kazakhstan will work closely with China and give full play to the regular meetings between prime ministers of the two sides to implement major projects so as to improve the well-being of peoples in the region.


When meeting with Tajik Prime Minister Kokhir Rasulzoda, Li congratulated him on the establishment of the new government.


Li said as a strategic partner of Tajikistan, China supports the country's choice of development path and its endeavor to safeguard national sovereignty, security and stability.


China is willing to deepen cooperation with Tajikistan on energy, transport and agriculture, and lift mutual trust and bilateral cooperation to a higher level, Li said.


Hailing the fruitful cooperation with China, Rasulzoda said it has boosted his country's economic development and people's livelihood.


Tajikistan welcomes investment from China and is willing to promote bilateral cooperation in a bid to enrich the strategic partnership between the two sides, said Rasulzoda.

Guo is being investigated by the CPC Central Commission for Discipline Inspection, the Party's anti-corruption watchdog said in a statement released on Wednesday.

China's newly-established Air Defense Identification Zone (ADIZ) will not cause regional tension, Foreign Ministry spokesman Qin Gang said on Friday.


"China's ADIZ over the East China Sea is not aimed at any specific country nor target. It's absolutely a measure designated to exercise the right of defense effectively," Qin told a regular press briefing.


It has not influenced the flight order and normal fly-over in the air since its establishment last Saturday, Qin said.


"If some worry has emerged about the situation, it's agitated by some individual countries," he said.


Qin refuted Japan's criticism on China's ADIZ, blaming such action as "unreasonable and out of ulterior motives."


Japan's own ADIZ was established in 1969 and has expanded twice since then.


"Would the Japanese side tell other countries, does it have ADIZ? Has it negotiated with other countries while it established and enlarged its ADIZ? How large is its ADIZ?" Qin said.


He reiterated China's adherence to the road of peaceful development.


"Even if some territory and maritime disputes exist between China and some other countries, we want to settle them through peaceful means via friendly negotiation," he said.


Answering a question about the overlapping area between Chinese and Japanese ADIZs, Qin said China wants to enhance communication to jointly preserve flight security.


On the disputes about the Diaoyu Islands, Qin said the current difficulty is that the Japanese side has always shunned substantial talks with China.


"We hope the Japanese side will not only talk about dialogue, but do so with tangible efforts," he said.

An elderly couple in Xuyong county, Sichuan province, have lived in a cave for 16 years to protect 222 Buddha statues, West China Metropolis Daily reported on Friday.


Liu Chaoyong and his wife Kang Guangqing, both 68, are from a village on a mountain above the cave. They moved to the cave in 1997 when the Buddha statues were listed as part of the province's cultural heritage.


The village head asked Liu to protect the statues built in the Ming Dynasty (1368-1644) without any salary. They received some money from their farmland and their three adult children.


The statues were listed as a national cultural heritage in May this year.

New Zealand researchers are hoping a vast collection of Chinese art -- with items dating back 5,000 years -- will shed new light on the diplomatic links between the two countries since the founding of New China in 1949.


New Zealander Rewi Alley, who helped to pioneer China's Gung Ho movement during the war against the Japanese and to found the Shandan Bailie School, was instrumental in creating the collection through his links to China's early Communist leadership, said researchers Friday.


The researchers have been given funding to investigate the scope of the collection, why and how it developed and the extent to which the artifacts shaped perceptions of the New China in New Zealand.


University of Waikato historian Dr. James Beattie said the collection at Canterbury Museum, in Christchurch, was unique, assembled with the official sanction of the Chinese government at a time when China was closed to much of the world and the export of antique Chinese art was banned.


The collection was amassed during the 1950s and 1960s through Alley, who lived in China, and Canterbury Museum's former director Roger Duff.


"Duff was convinced that a gallery of Chinese art would do more for New Zealand-China relationships than any other means," Beattie said in a statement.


"And they managed to acquire New Zealand's largest collection of Chinese artefacts -- about 2,000 objects, many of them very old and very rare."


Alley's connections with the upper levels of the Chinese government enabled him to circumvent a ban imposed on art export of antique items.


"He also sourced many objects through excavation rather than through dealers, which helped to establish their authenticity," said Beattie.

The ChiNext Board, which started trading on Oct. 30, 2009, mainly lists high-tech companies and those with high growth potential.

The number of petitions received by prosecutors across China has notably increased since January, said the Supreme People's Procuratorate (SPP) here Friday.


In the first three quarters of this year, about 535,000 petitions were received, about 205,000 of them by the SPP, said an SPP statement, without stating the figures for last year.


The agency attributed the sharp increase to the amendments to criminal and civil procedure, which took effect on Jan. 1 this year, tightening regulation of law enforcement.


In China, prosecutors supervise the work of court, police, jails and detention houses. They can protest at a court judgement, malpractice in execution of judgements and abuse of power in detention houses and jails.


For about 38 percent of these petitions, the petitioners were relatively satisfied by the feedback they received and withdrew their petitions, according to the statement.


To cope with new circumstances, the SPP amended several protocols to improve the efficiency of receiving, investigating and responding to petitions.


The SPP will push senior prosecutors to personally supervise some complex petition cases. It will also improve cooperation with courts, police and government petition offices, the statement said.

Chinese archeologists have started a full examination of the Nanhai No. 1, the wreck of an ancient Chinese merchant ship currently preserved in a giant tank of water.


The project is expected to last three to four years, according to the Marine Silk Road Museum in Yangjiang, a city in south China's Guangdong province.


The Nanhai No.1 dates back to the Southern Song Dynasty in the 13th century. It was raised from the bed of the South China Sea at the end of 2007, along with much of its cargo.


Archeologists will work at the museum, in the tank designed to house the ship of about 30 meters in length and a 10 meter beam.


Archeologists estimate there are about 60,000 to 80,000 antique items in the wreck, most being porcelain, precious metal objects and coins.


Over 6,000 pieces of porcelain, copper and other treasure were salvaged in two trial excavations in 2009 and 2011.

Having called China home for nearly three decades, the "African Norman Bethune," as he is best known by Chinese fans, mostly in the countryside of Yunnan and Sichuan provinces where he has promoted AIDS prevention, treated countless patients and trained thousands of local doctors, Diarra Boubacar, 49, lives a very different life than people in his native Mali.


Though little known by Malians at home, the Guangzhou University of Traditional Chinese Medicine (TCM) graduate's work in rural parts of China, where he adopts a blend of ancient healing forms and Western medicine, has earned him a winning reputation in China. He is an Internet sensation on the mainland today, and was even last week voted the winner of Tianjin TV's 2013 Ten Foreigners Touching the Heart of China awards, in which fans applauded his dedication to improving the health conditions of local residents in remote regions, where many do not have access to the kind of advanced medical care available at hospitals in big cities. And last year, for his outstanding achievements in training Chinese doctors at the grass-roots level, China's Ministry of Civil Affairs named him a Good Samaritan.


Boubacar, who now resides in the Yunnan capital of Kunming, has spent the bulk of his 19 years as a professional doctor in China traveling to remote parts of Yunnan and Sichuan, where he has altogether provided more than 4,000 doctor students with the basic training needed to help local residents suffering from non-emergent health conditions. Though he says it is difficult to compare the effectiveness of TCM with Western medicine, given that "the two are totally different," he says that he has a deep trust in TCM.


"In rural areas (of China), where people are traumatized by illness such as rheumatic diseases, arthritis and other diseases, TCM evidently proves to be more effective than Western medicine," Boubacar, who has two children with his Chinese wife, told the Global Times in fluent Chinese.


Father's influence


Boubacar said that he remembers being interested in TCM from an early age, when he was exposed to the medical profession through his father, a doctor for the International Red Cross in Mali, who "had a great influence" on him.


In 1984, at the age of 20, Boubacar came to China to learn Putonghua at Beijing Language and Culture University, before the Malian University graduate of medicine was accepted to Guangzhou University of Traditional Chinese Medicine in 1986. He graduated in 1994, when he went to Chengdu to pursue a PhD in TCM and worked as a TCM doctor at a local hospital.


Five years later, well aware of the medical imbalances between city and countryside patients, he decided that he wanted to do more to help people in remote areas receive adequate medical care. By 1999, he began working in rural Yunnan after being invited by Doctors Without Borders.


He spent much of his time in the province's Sancun county countryside, providing training to local residents there. The incidence of tuberculosis (TB) has since dropped off sharply, he said.


"Before, each household had at least one TB patient, but now people are seldom infected by the disease," he said.


Much of the work, especially the AIDS prevention care that Boubacar has done in China's remote areas, has also included public hygiene outreach in addition to free examinations and medicines, as many places, such as Sichuan's Liangshan Yi Autonomous Prefecture, he remembers, was "full of shockingly backward living conditions," while people in Sancun county did not previously separate livestock from their living quarters, he said.


Persistent care


Though Boubacar was reluctant to speak about the challenges he had to overcome as a black man in China to gain the trust of locals, who had never seen a person with skin as dark as his before, he said that he eventually won them over by persistently doing the best job he could - so that people could see that he was "here to do good."


"My father used to tell me to treat your first patient as if he or she is your last one," he said. "I never understood better then what he meant - if you don't take good care of your first patient, then he or she will be the last one that comes to you."


Over the years, much of the work Boubacar has accomplished has come either at his own expense, or from funding he has sought out from international and national nongovernmental organizations.


Zhang Ye, a countryside doctor from Yunnan's Yuanyang county, who had low literacy levels before she began training under Boubacar, can now write prescriptions and treat simple illnesses such as cold, cough and fever.


"If it weren't for Diarra (Boubacar), I'd never be able to help the farmers in my village," said Zhang, in his 50s. "They prefer to come to me rather than go to a hospital in the city because as farmers, they're not comfortable in cities, and it costs a lot of money to see a doctor at a city hospital."


Boubacar, who has not returned home for over five years, says that the kindness of villagers makes it too hard to leave China.


"Once, I was leaving Yunnan's Zhongdian county after providing medical treatment to locals there, and everyone, all the villagers came out to see me off. Some of them even picked flowers for me and hung them on my car - I was so moved."


Still, critics wonder why he has stayed away from home so long, when countless impoverished people in his country could use his help. Boubacar doesn't see it that way, or such a distinction between borders.


"Wherever I am is wherever my country is," he said. "The health condition of farmers in China's rural areas matters a lot in a country where farmers are the majority of the total population. It's also a major public health concern.


"I'm happy to dedicate my life to helping Chinese farmers," he said.

China's crude oil output amounted to 173.05 million tons in the first ten months, a year-on-year increase of 2.1 percent, according to data from the country's top economic planner.


During the January-October period, China refined 366.51 million tons of crude oil, up 7.4 percent year-on-year. Refined oil production rose 6.5 percent to 225.59 million tons, the National Development and Reform Commission said in a statement.


Apparent consumption of refined oil, calculated as production plus imports minus exports, increased 4.7 percent from a year earlier to 217.88 million tons.


In a separate statement, the planner said natural gas output totaled 95.9 billion cubic meters in the first ten months, an increase of 9.2 percent year-on-year.


China's imports of natural gas saw an increase of 23.9 percent to 42.6 billion cubic meters, while apparent consumption came in at 133.6 billion cubic meters, the commission said.


China's appetite for natural gas has grown substantially with the country's industrialization and urbanization initiatives amid government efforts to cut carbon emissions.


According to the sector's development plan, China aims to bring its natural gas supply capacity to around 176 billion cubic meters, making the energy available to 250 million people, or 18 percent of the population, by 2015.

China real estate-targeted M&A volume reached $6.8 billion in November, so far, and is already the highest monthly volume on record, statistics from financial service platform Dealogic showed on Thursday.


Deal volume is also almost fivefold on the $1.4 billion announced in November 2012 and is up 51 percent compared to the $4.5 billion of October.


Despite the increase in volume, deal activity (27 deals so far in November) is down on October 2013 (39 deals). The number for November 2012 was 36 deals.


Real estate is the leading sector for China-targeted M&A volume with a record $37 billion announced so far in 2013.


This accounts for 17 percent of total China M&A volume ($219.2 billion), and more than double the $14.7 billion announced in 2012 year-to-date.


Similarly, the Asia-Pacific region, (excluding Japan) real estate M&A volume also stood at a year-to-date record of $79.8 billion, an 82 percent year-on-year increase.

The Nepalese government is all set to procure and purchase six aircraft from China after an agreement in this effect has been signed by the authorities of the two countries in Kathmandu on Thursday.


Nepal's Finance Secretary Shanta Raj Subedi and Chinese Ambassador to Nepal Wu Chuntai have signed two agreements -- Framework Agreement on Provision of Concessional Loan Assistance and Economic and Technical Cooperation Agreement for Grant Assistance.


The loan agreement followed Nepal's decision to allow China made aircraft to fly in the skies over Nepal.

Beijing's High People's Court upheld the death penalty Friday for Han Lei, who was convicted in the death of a 2-year-old girl pulled from her stroller.


Han, 39, was sentenced to death for homicide at Beijing No 1 Intermediate People's Court on Sept 25, but he appealed to the higher court. He provided some new evidence on Nov 19, when the higher court heard his case.


Han pulled the girl from her stroller, in what he said he regarded as a handcart, after arguing with her mother over parking in the capital's Daxing district on July 23.


Two days later the girl died of serious head injuries. During the two trials, Han maintained that he did not mean to harm the child, insisting it was his carelessness that caused her death. Han's lawyer did notafter the verdict announcement.

Modern life 'turning people off sex'


Money worries and the distractions of social media mean people are having sex less frequently, researchers say.


A once-a-decade poll of 15,000 Britons found those aged 16-44 were having sex fewer than five times a month.


The figure compared with more than six times a month on the last two occasions when the official National Survey of Sexual Attitudes and Lifestyles was carried out, in 1990-91 and 1999-2001.


The study's authors say modern life may be having an impact on libidos.


Dr Cath Mercer, from University College London, said: "People are worried about their jobs, worried about money. They are not in the mood for sex.


"But we also think modern technologies are behind the trend too. People have tablets and smartphones and they are taking them into the bedroom, using Twitter and Facebook, answering emails."


She also said the survey suggested that couples aged 16 to 44 may be using online porn as a substitute for sex.


Men polled in 2010 to 2012 reported having sex 4.9 times a month and women 4.8. In both previous surveys the averages were more than six for both sexes both times.


The survey carried out by NatCen Social Research and analysed by researchers from University College London and the London School of Hygiene and Tropical Medicine also asked older people about their sex lives.


It found 42% of women and 60% of men aged 65 to 74 had had sex in the past year.


Nonetheless, they were the age groups having the least sex - 2.3 times a month for men and 1.4 for women.


Among men, the 25-to-34 age group were having the most sex - 5.4 times a month - and for women it was the 16-to-24 age group, 5.8 times.


The latest survey, which is carried out every 10 years, also shows the age at which people start having sex is lower in the younger age groups.


The average age for the under-25s is 16 compared with 19 for men and 18 for women in the 65-to-74 age group.


Among other findings:


One in six pregnancies in the UK is unplanned.


About half of men and women have had a recent sexual problem, but only a 10th of those interviewed were distressed or worried about their sex lives.


Lack of interest in sex is one of the most commonly reported problems, and one not confined to women - around 15% of men had experienced loss of libido.


Since the last survey in 2000 people have become more accepting of same-sex relationships but less tolerant of cheating spouses. For more about how attitudes have changed read more here.


The average woman aged under 44 said they had had 7.7 partners over their lifetime, while for men it was 11.7.


Some 3.6% of men had paid for sex in the last five years. Hardly any women had.


Genevieve Edwards, from Marie Stopes International, said: "A key insight from the survey is that people are having sex earlier and having children later, which means that, on average, women in Britain spend about 30 years of their life needing to avert an unplanned pregnancy, yet many are not being informed about or offered the full range of services.


"Long-acting contraceptives, for example, can be extremely effective and convenient but too many are never offered the choice."


But the poll - the full details of which have been reported in the Lancet - also revealed the extent to which people are forced to have sex against their will.


One in 10 women and one in 70 men said they had experienced it.


However, fewer than half had told anyone about it and even fewer (13% of women and 8% of men) had reported the crime to the police.

The country's largest research network for identifying autism in children and treating it will be established in Shanghai.


According to Fudan University Autism Treatment and Clinical Research Center, it will carry out a project on autism among children aged between 6 and 12 by teaming up with eight universities and medical bodies across the country.


Under the three-year project, about 1,200 biological samples from autistic children will be collected.


The center will also carry out early detection and invention work on children at the age of 18 months.

China's booming economy and continuous infrastructure investment will offer huge opportunities for bridge designers and builders, said industry insiders.


The National Development and Reform Commission and the Ministry of Transport issued a plan for China's road network earlier this year, which pointed out that the country would have 118,000 km of highways by the year 2030, according to Pei Minshan, general manager of CCCC Highway Consultants (HPDI), a road and bridge engineering consultancy firm under China Communications Construction.


"Bridges are the nodes that connect roads. The plan indicates that people involved in bridge projects will keep busy by 2030," Pei said.


As China is mapping out plans on strategic passages to connect Yantai and Dalian on the Bohai Bay rim, the Qiongzhou Straits, and the Taiwan Straits, the prospects would be promising for his company, Pei said.


China's bridge building sector began to take off at the beginning of the 21st century. It has since become the country with the largest number of modern bridges in the world, and more than 60 percent of the world's newly-built bridges are in China, said Xu Guoping, vice president and chief engineer of HPDI.


China now has six of the world's top 10 cable-stayed bridges, five of the world's top 10 span-suspension bridges, and five of the world's top 10 sea-crossing bridges. Most of these projects in China were designed by his company, according to Xu.


The achievements of these large bridge projects have won global recognition, and HPDI has also extended its business overseas, Xu said.


The company won a bid to design a third bridge over the Panama Canal in 2011, and obtained the supervision rights over the project's construction in 2012, according to Xu.


HPDI also combined China's first highway bridge standards, Xu said. Though China is at the cutting edge of world's bridge building technologies, Chinese bridge building standards are limited to the domestic market, and go no further than foreign-aid projects in Africa.


The company is translating its bridge building standards into English and French, to make Chinese standards better known in the world market.


"It is my dream to have our standards go abroad," Xu said.


In the future, new materials with greater strength, a higher modulus and lighter weight will be the future trend for the industry's development,Xu said. Meanwhile, bridges spans will extend further, and higher technology standards along with larger equipment will be more widely used within China's bridge construction industry.

Three former and incumbent senior executive directors from companies owned by China Shipping (Group) Company, one of the country's leading shipping and logistics group, have been placed under investigation by government authorities, a media report said Wednesday.


This is the latest anti-corruption move made by the government in the shipping sector, which is suffering serious losses.


Mao Shijia, former general manager of China Shipping Tanker Company Ltd, Liu Houping, deputy general manager of production and operation department at China Shipping Tanker Company Ltd, and Jia Hongxiang, former vice chairman of China Shipping Container Lines Co, were under investigation, insiders were quoted by the China Business News as saying on Wednesday.


"It is hard to make judgments about whether the investigations of the three senior executives will have a negative impact on China Shipping," an insider who wanted to stay anonymous told the Global Times Wednesday.


But the insider said that "it is difficult for the listed companies of China Shipping to turn profits from losses this year, partly because of the sluggish international trade conditions."


Efforts by the Global Times to contact China Shipping several times Wednesday were not successful by press time.


The investigation of China Shipping (Group) Company's senior executive directors come as China's central government has been focusing heavily on fighting corruption.


The Third Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) approved a decision on comprehensive and deep reform of the anti-corruption system earlier this month.


Wang Qishan, secretary of the CPC Central Commission for Discipline Inspection, also reiterated this reform during his tour of Central China's Hubei Province Friday.


The investigation followed another anti-corruption move against executives from China Cosco Holdings Co, a listed company that is owned by the country's largest shipping and logistics group.


Xu Minjie, executive director at China Cosco Holdings, was under investigation by related departments and had resigned for "personal reasons," the company said in a statement on November 9.


Top executives of State-owned companies in other sectors were also caught in anti-corruption investigations recently. Several senior officials from China National Petroleum Corporation, including Jiang Jiemin, former head of the State-owned Assets Supervision and Administration Commission and the former chairman of the company, were also under investigation for alleged corruption.


Two of the listed companies owned by China Shipping both reported losses in the third quarter this year, with China Shipping Container Lines Co reporting a net loss of 1.67 billion yuan ($274 million) and China Shipping Development Co Ltd seeing a net loss of 1.19 billion yuan in the first three quarters.


China Shipping Development ascribed its poor business performance to the sluggish global shipping environment in its quarterly report.


The share prices of China Shipping Development declined by 0.47 percent Wednesday, compared with a 0.82 percent rise of the benchmark Shanghai composite index.


The cargo throughput at China's ports reached 900 million tons in October, rising by 4.5 percent year-on-year, 4.2 percent points fewer compared with the same period of the previous year, according to data released by the Ministry of Transport Wednesday.


But an industry watcher still had an optimistic attitude about the outlook of the shipping industry despite the current poor business performance and corruption scandals reported by the media.


"The shipping and shipbuilding industry has already seen a slight rebound at the end of this year compared with the same period of last year," Qian Xinnan, deputy director of the China Association of the National Shipbuilding Industry, told the Global Times Wednesday.

Costa Rican Vice President Luis Liberman and Minister of Foreign Trade Anabel Gonzalez Wednesday met with more than 100 Chinese business people in a bid to attract more investment from the Asian country.


The gathering is part of the two-day 7th China-Latin America and the Caribbean Business Summit that is under way.


"We see in China a promising future, a great ally with whom we have in recent years built solid trade ties," said Gonzalez, adding that Costa Rica is the Central American country that exports the most to China.


The summit is organized by the Costa Rica Investment Promotion Agency (CINDE) and the Inter-American Development Bank (IDB). with the participation of businesses in the field of textiles, corporate services and infrastructure.


Liberman said Costa Rica is the first country in Central America to consolidate a free trade agreement (FTA) with China, as part of its platform of trade agreements, which provides the Central American country with preferential access to several economies that together represent 70 percent of global trade.


These agreements are the main competitive advantage Costa Rica can offer Chinese investors keen on using the country as a springboard for doing business.


The Costa Rican government is especially interested in attracting electric appliance manufacturers, as well as businesses in the automotive, aeronautical, logistics, commodities and renewable energy sectors.


Gabriela Llobet, general director of CINDE, noted that from 2001 to 2011, Chinese investment in Costa Rica had reached 1.555 billion U.S.dollars.


"We believe there is a great opportunity for growth in Chinese investment in our country. It is a market that we are just beginning to approach in terms of investment but we see very interesting potential," said Llobet.


Some 1,200 participants from China and 20 Latin American countries are attending the China-Latin America and the Caribbean Business Summit.

China is making efforts to let private investors enter the energy sector, including allowing private companies to engage in oil and gas exploration activities, the National Energy Administration said on Tuesday.


The NEA has set a timetable to support private investors in key areas of the energy sector such as building small hydropower plants, simplifying the authorization process for coal power plants, and clarifying the requirements for crude oil imports.


The move comes after the Third Plenary Session of the 18th Central Committee of the Communist Party of China mapped out a plan to deepen market-oriented reforms in areas including the energy sector, in a bid to create a more competitive environment.


Analysts said the measures will likely improve the country's energy efficiency, but breaking the monopoly of the giant State-owned enterprises, especially in the oil sector, will take long and strenuous efforts from authorities.


"This could be read as a small step in the central government's energy price reform blueprint, but it has not yet touched the core of the issue, which requires a substantial monopoly breakup. And the threshold for private companies is still very high," said Ren Haoning, an energy analyst at China Investment Consulting.


Although details of the timetable are not yet available, the NEA said in its statement on Tuesday that it would "race against time" to introduce "a series of pilot projects" to support private investors in coal processing, new energy and liquefied biofuel projects.


It will also unveil measures to manage the entry of private investors for projects to build and operate natural gas infrastructure.


Ren said that shale gas exploration projects will "very likely" be chosen as one of the pilot programs, as SOEs have achieved limited progress in this sector, while private companies are very interested in it.


The China Securities Journal reported that a policy will be released as soon as the end of the year to loosen controls on imports of crude oil and oil products.


The Chinese newspaper quoted Zhang Yue, chairman of the Petroleum Commerce Chamber of the All-China Federation of Industry and Commerce, as saying that authorities had held several workshops to collect opinions about a draft regulation.


The draft regulation will grant crude oil importing rights to major oil-refining complexes with certain processing capacities. According to the draft regulation, a major oil refining complex with a total annual primary processing capacity of more than 5 million metric tons and over 3 million tons for a single unit in the complex, and also meeting requirements of no less than 3 million tons for its secondary refining capacity and 4 million tons for its tertiary refining capacity, could be eligible to obtain rights to import crude oil.


Dongming Petrochemical Group, an oil refining company in Shandong province, was awarded a 10 million ton quota for crude oil imports from the Ministry of Commerce, while Sinochem Hongrun Petrochemical, a subsidiary of Sinochem Group in Shandong, got a 5 million ton quota for 2014.


"As you can see, regionally headquartered SOEs will benefit from the new regulation. But the requirements are still too high for private companies. In my opinion, authorities should further lower the criteria for oil import rights," said Ren.

Visiting Chinese Premier Li Keqiang on Wednesday pledged continued support for Chinese companies to expand overseas and protection of their legitimate rights on foreign soils.[Special coverage]


Touring the Romanian subsidiary of Chinese tech powerhouse Huawei Technologies Co., Li said the Chinese government will continue to support those companies that are credible, competitive and law-abiding in their overseas operations.


Meanwhile, China will firmly oppose trade protectionism and trade remedy measures, and safeguard the legitimate rights of overseas Chinese companies, he said.


He added that China wants to join all nations in leveling the playing field for their respective businesses, and settle their differences through dialogues.


After being briefed about Huawei's business operations and market development in Romania, he said the company has not only linked the Central and Eastern European (CEE) nations together with its equipment, but also strengthened the friendship between China and the region.


He wished the company to invest more in innovation and stay globally competitive with quality products and services so as to achieve greater success across the world.


Independent intellectual properties and quality products and services have led Huawei to grow from a domestic company into a global giant, said Li, adding that doing businesses abroad, Chinese enterprises can promote its own development and benefit local population at the same time.


Huawei, which now boasts a 70,000-strong research & development (R&D) team globally, opened its official subsidiary in Romania in 2003, where it currently employs some 800 people and has helped created more than 2,500 job opportunities.


According to Wang Haitao, CEO of Huawei Romania, the company is planning to further expand its presence in Romania in the coming years by investing 120 million U.S. dollars by 2018.


While at Huawei Romania, the Chinese premier also said China's equipment technologies, after many years of development, have already cut a figure in many sectors and have been growing ever stronger in the thick of global markets competitions, making them new highlights in China's cooperation with other countries.


Li arrived in the Romanian capital on Monday for an official visit to promote bilateral ties and cooperation.


During his stay in Romania, the Chinese premier also attended a China-CEE leaders' meeting.


Later, he will travel to the Uzbek capital of Tashkent for a prime ministers' meeting of the Shanghai Cooperation Organization.

Chinese Vice Premier Wang Yang discussed trade issues on Tuesday with U.S. Secretary of Commerce Penny Pritzker and Trade Representative Michael Froman over the phone.


The two sides exchanged opinions on preparations for the 24th Session of China-U.S. Joint Commission on Commerce and Trade (JCCT) and other economic and trade issues of common concern.


The JCCT was launched in 1983 as a platform for China and the United States to promote trade relations and address issues of mutual concern.


During the 23rd session on Dec. 19 last year in Washington, the two sides reached consensus on promoting bilateral trade and business ties, and signed two documents -- a memorandum of understanding in support of China-U.S. trade cooperation and the second phase report on the statistical discrepancy of merchandise trade.

Political advisors in China have been told to come up with sound proposals through in-depth learning, the country's top political advisor Yu Zhengsheng said on Tuesday.


Yu, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks while attending an opening ceremony of a three-day seminar in Beijing.


The seminar is the first of its kind for the 12th National Committee of the CPPCC, with 300 new political advisors in attendance.


Yu described in-depth learning as an important way to consolidate political advisors' ideological and political foundations, as well as to better fulfill their duties.


Yu asked them to learn from the grassroots to put forward effective proposals for the Communist Party of China and governments at all levels.


He also stressed the effectiveness of learning based on exchanges and communication.

An Italian sports car worth over a million yuan was discovered abandoned, wrecked and stripped on the side of a road in Yulin, Northwest China's Shaanxi province.


The yellow Maserati Coupe valued at 1.3 million yuan ($213,330) was found abandoned without license plates on Xinjian Road. The car's emblems, tires, headlights and rearview mirrors had been stripped, while the windows and seats were left broken.


A nearby resident surnamed Li said that the car has been there for at least four months. "A hailstone in August damaged the car and no one claimed or repaired it. Some people thought no one owned it and started taking things from it,," said Li.


An auto industry insider said the car might have been smuggled, as most luxury vehicles are equipped with GPS tracking systems to help owners recover it in case of theft.

PetroChina, China's largest oil and gas producer, recently received notice of complaint from a U.S. court against its former directors and senior management.


On Sept. 6 this year, PetroChina confirmed it was facing a lawsuit in the United States.


The complaint, filed with the District Court for the Southern District of New York by an overseas individual shareholder, proposes a class action, PetroChina said on Tuesday evening in a filing with the Shanghai and Hong Kong stock exchanges.


According to the statement, Jiang Jiemin, former PetroChina chairman, Zhou Jiping, PetroChina's current chairman, former CFO Zhou Mingchun and current CFO Yu Yibo were investigated for violations of the securities laws of the United States.


The amount claimed under the complaint is still undeclared. The company will vigorously contest the suit.


Jiang Jiemin has been under investigation for serious disciplinary violations by the Communist Party of China Central Commission for Discipline Inspection since early September this year. Before that, he was head of the State-owned Assets Supervision and Administration Commission of the State Council.

A senior official with the Central Military Commission (CMC) has called for tightened military secrecy as the foundation for the army's capacity to join and win a war.


"We should clearly realize the austere situation of the current secrecy work and research to solve problems and weak spots," said CMC vice chairman Fan Changlong at a meeting on military secrecy on Tuesday.


According to Fan, education on ideals, belief, theories and ideology should be strengthened in order to strictly prevent the divulging of key secrets.


Stressing both human and technological efforts in keeping such secrets, he called for the drafting of comprehensive measures and policies as well as innovation in mechanisms to keep secrets.


The CMC vice chairman also urged leading officials to strengthen guidance on military secrecy work.

Chinese authorities will standardize the breeding and raising of poultry and livestock because husbandry-generated pollution has become a major problem in the countryside, according to a regulation signed by Premier Li Keqiang.


The regulation on preventing husbandry-generated pollution, which was passed at a State Council executive meeting in October, will take effect on Jan. 1. It will help reshape the industry and prevent avian influenza.


Poultry and livestock production has been inconsistent with environmental protection in the country's rural areas, according to a statement jointly released Tuesday by the Legislative Affairs Office of the State Council, the Ministry of Environmental Protection and the Ministry of Agriculture.


The worsening rural environment is largely blamed on the expansion of poultry husbandry factories, according to the statement.


The level of decontamination of husbandry waste remains at a low level and this has led to the waste of resources and environmental pollution, the document added.


The regulation ordered incentives to encourage centralized and standardized husbandry, and vowed to support recycling and decontamination of waste.


The regulation also asked local governments to roll out specific standards on farms in accordance with local environmental conditions.

China's first aircraft carrier, the Liaoning, left its homeport of Qingdao in east China's Shandong Province for the South China Seaon Tuesday on a scientific and training mission.


This is the first time the carrier has conducted a cross-sea training voyage since it was commissioned into the People's Liberation Army(PLA) Navy last year, according to the Liaoning's Captain Zhang Zheng.


The aircraft carrier was escorted by two missile destroyers, the Shenyang and Shijiazhuang, and two missile frigates, the Yantai and Weifang.


The voyage will test the carrier's equipment, Zhang said.


Long cross-sea voyages are a necessary stage of experimentation and training to test equipment and troops under continuous work and different hydrological and meteorological conditions.


The Liaoning and its crew conducted a series of tests and training drills, including landing and takeoff by various aircraft, including the J-15 carrier-borne fighter.


The upcoming South China Sea trial is a normal arrangement in the carrier's scheduled training, according to the PLA Navy.


The Liaoning is China's only aircraft carrier in operation. It was refitted based on an unfinished Russian-made carrier and delivered to the navy on Sept. 25, 2012.
