China's service sector activity slowed in January, but is still a robust economic driver, an official monthly survey showed on Sunday.


The purchasing managers' index (PMI) for the non-manufacturing sector retreated to 53.7 in January from 54.1 in December, according to a report released jointly by the National Bureau of Statistics (NBS) and the China Federation of Logistics and Purchasing (CFLP).


The index saw the lowest reading since last February but is still expanding.


A reading above 50 indicates expansion, while a reading below 50 represents contraction.


Majority sub-indices also dropped. The sub-index for the construction industry fell slightly to 56.9, while that for services slipped to 52.9 in January from 53.3 in December.


The new order sub-index for the entire non-manufacturing sector retreated to 50.2 in January, down 0.3 percentage point from the previous month.


"The index, although retreating month on month, still remained at high levels and indicated strong impetus of the service sector that has become increasingly significant in driving the economy," said Zhao Qinghe, an NBS senior statistician.


Zhao said services related to residential consumption began rising as the Spring Festival approaches, with sectors of retail, telecommunications, software and postal service growing steadily.


CFLP analyst Wu Wei said consumption has huge potential for further growth and will be effective in boosting employment and propping up the economic growth.


China's burgeoning service sector has begun to replace the traditional engine of manufacturing to drive economic growth. The added value from the tertiary sector accounted for 48.2 percent of the GDP in 2014, the NBS data showed.


In addition, Wu forecast the construction industry will soon pick up thanks to rising infrastructure projects at home and abroad, but he warned of lingering deflationary risks.


The PMI samples 1,200 non-manufacturing enterprises of various sizes nationwide. It tracks activity in sectors including services, construction, software, aviation, railway transport and real estate.

Construction on a Universal Studios theme park will begin in Beijing's east suburban district of Tongzhou this year, district director Yue Peng said in a work report.


The Beijing Universal Studios was approved by the National Development and Reform Commission in September 2014 and is expected to be completed in 2019.


The park, which covers 2.02 million square meters of floor space, is set to attract a total investment of 50 billion yuan (7.98 billion U.S. dollars).


The upcoming Universal Studios, the sixth of its kind in the world, will feature a Universal CityWalk retail-entertainment complex and the world's first Universal-themed resort hotel.


Chinese elements have been incorporated in the planning to boost the city's tourist appeal to foreign visitors, according to the culture and tourism administration bureau of the district.

The fire at a department store in downtown Beijing was extinguished on Sunday morning, 71 hours after it started.


A total of 850 fire fighters and 165 fire trucks were dispatched to quell the flames, which began raging around 9 a.m. Thursday at the Bairong Shimao Department Store in Beijing's Dongcheng District.


There were no casualties and the fire died down at 8:30 am Sunday.


A 16-year-old boy who allegedly caused the fire by igniting a carton in the warehouse of the store was arrested on Thursday, according to the Beijing Public Security Bureau.


The suspect, an employee of the store, was "looking for something fun to do" when he set the fire, police said.


An initial estimate shows that the burned area reaches 2,800 square meters. A construction expert who was involved in the fire fight said the building's major structure remains intact.

Wuhan, capital city of central China's Hubei province, will allow 72-hour transit visa exemptions for foreign nationals beginning March, local authorities said Sunday.


Foreigners will be able to visit Wuhan without visas within 72 hours when they are en route to a third country or region via the Wuhan Tianhe International Airport (WTIA), which currently allows 24-hour visa exemptions in a closed-off area of the airport.


Following Beijing, Shanghai, Guangzhou, Chongqing, Chengdu, Dalian, Shenyang and Xi'an, Wuhan will be the ninth city in the Chinese mainland to embrace the policy, which is expected to help ramp up the city's international access.


According to the local tourist administration, the city's management departments, travel agencies and scenic spots have been working on pre-arranged plans and tailored services for the upcoming increase of foreign tourists.


Direct flights between Wuhan and Melbourne, Chicago and Dubai are scheduled to be opened this year, according to the WTIA, which now operates 31 domestic and international routes.

(ECNS) -- The ban on producing and selling gaming consoles has been fully lifted across China after a trial run in the Shanghai pilot Free Trade Zone, according to a notification issued by the State Council, China's Cabinet, on Thursday.


Foreign firms in the FTZ have been given the green light to both manufacture and sell consoles and games in the Chinese mainland after gaining approval in September 2014, lifting a more than one decade ban on the gaming and console industry.


The policy will be valid for both domestic and foreign companies involved in the sector.


China implemented a strict ban on the sector in 2000, with businesses and individuals unable to operate in the manufacture and sale of consoles and games.


Both Microsoft and Sony have recently unveiled a new series of game services for China.

China Minsheng Investment Co Ltd, the country's first national-level private investment firm, announced on Friday it will establish a global advisory council to help domestic enterprises go abroad.


"China's economy has a close relationship with the rest of the world and also plays an important global role, so we will fully utilize our domestic and foreign resources to help Chinese companies go abroad," said Chairman Dong Wenbiao.


He made the comments during a launch ceremony in Beijing for the advisory arm.


Foreign advisory council members include former Italian prime minister Romano Prodi, former French prime minister Dominique de Villepin and Chairman Dhanin Chearavanont of Thailand-based Charoen Pokphand Group Co Ltd.


Also on the council are Roland Berger, honorary chairman and founder of Roland Berger Strategy Consultants GmbH, Stephen Roach, former chairman of Morgan Stanley Asia, and Stephen Orlins, president of the National Committee on United States-China Relations.


There are several Chinese experts, including Chen Zhiwu, a professor of finance at Yale University and Li Daokui, an economics professor at Tsinghua University.


Dong said CMI will operate in Hong Kong, Singapore and London.


It will seek to cooperate with overseas financial institutions in investment and financing, he said.


"The consensus is that China's economy will undergo an investment-led transformation," said Prodi.


"The industries of China will further integrate with those of Europe because the two parties are important trading partners and the diversity of Europe can meet the investment demand of China."


Prodi said that Europe is open to Chinese companies' investment and the fundamentals of the European economy are good.


"Chinese companies should understand the cultures and management styles of different countries and pay attention to their political issues," said Prodi.


Berger said that the advisory council is a positive development, and it will help Chinese private-sector enterprises to go abroad.


"The global market is large and many Chinese companies may be small, compared with their competitors, so it is better for them to join forces," said Berger.


Approved by the State Council in April last year, CMI has registered capital of 50 billion yuan ($8.1 billion), contributed by 59 large private-sector Chinese companies from different industries.


The 59 shareholders' combined assets reach nearly 1 trillion yuan .


CMI has already invested in the solar photovoltaic, aviation and real estate industries, and it also plans to invest in those with excess capacity such as steel and shipping.


The PV, steel and shipping sectors have excess capacity in China, according to Liao Feng, chief investment officer of China Mingsheng International Capital Ltd, the overseas investment arm of CMI.


However, there are many other countries around the world, such as those in Southeast Asia, that are in need of facilities in those sectors, Liao added.

Eleven fund management companies were penalized for insider and rat trading, the securities regulator announced Friday.


Five fund management companies, including China AMC and HFT Investment Management Co. Ltd., have been prohibited from handling public fund registration for three to six months, while another six firms were asked to rectify their practice by the China Securities Regulatory Commission (CSRC).


The securities regulator launched a crackdown, focusing on 15 fund management companies, last December.


China's assets management sector saw impressive growth last year, with total business scale topping 10 trillion yuan ($1.63 trillion), up 101 percent year on year.


The CSRC will continue to conduct regular checks to increase risk awareness and guard investors' interests, according to the announcement.

Authorities in southwest China's Sichuan Province have brought legal proceedings against two former senior officials accused of acting corruptly.


Pu Zhong, former executive vice mayor of Ya'an City, was accused of taking a large amount of bribes, including cash and gift cards, in return for help in project bidding, land use and job promotions, said a statement posted on the website of the provincial people's procuratorate on Monday.


Pu, who became vice mayor of Ya'an in February 2010, was placed under investigation in December 2013. A 7.0-magnitude quake left 196 people dead and thousands injured in Ya'an in April 2013.


Wen Jiabi, former executive vice president of the Sichuan branch of the Red Cross Society, was accused of asking for and taking bribes, as well as embezzling public funds.


The Red Cross Society of China has suffered a crisis of public trust since 2011, when a woman claiming to manage an organization under the society took to social media to boast of her wealth and extravagant lifestyle.


The statement gave no further details on the legal proceedings.

The financial situation of the high-speed rail link between Beijing and Shanghai is improving, with profits expected for the first time this year.


About 30 billion yuan (5 billion U.S. dollars) of tickets were sold last year, Cai Qinghua, former chairman of the Beijing-Shanghai High-speed Railway Company Ltd. told Xinhua this week.


The company is yet to release official financial results for 2014, but stakeholders in the 1,318 km line look set to rake in some 1.2 billion yuan in profits this year, following continual losses since its opening in June, 2011.


"We originally planned to achieve a financial balance in five years and recoup our investment in another 14," said Cai.


The financial situation of other major railways in China remains obscure, but it is widely acknowledged that making profits from pure passenger traffic is difficult for high-speed rail operators. The China Rail Corporation (CRC) manages the world's largest high-speed rail network and lost 5.4 billion yuan in the first half of 2014. The company has 3.4 trillion yuan of liabilities.


The Beijing-Shanghai profits should ease the predicament of the CRC, which runs the transport business along the route.


A high-speed link between the political center of Beijing and the financial hub of Shanghai was first proposed in 1990 but it was another 18 years before the project finally broke ground, around the same as the first high-speed railway (Beijing-Tianjin) opened for business.


"Construction and management of high-speed systems was standardized during the work on the Beijing-Shanghai route, when Chinese rail technology caught up with the rest of the world," said Cai.


GOING PLACES


"Behind the financial improvements are rapidly increasing passenger numbers," said Sun Zhang of Tongji University, but that's not how it has always been.


An accident that killed 40 people in 2011 brought a huge amount of unwelcome international media attention to the project and greatly dampened the enthusiasm of the travelling public. A spate of fanciful and fantastic online rumors spread spurious nonsense that daunted some potential travellers.


Passengers have ultimately been won over by the comfort, convenience and relatively low prices that high-speed trains offer. More than 100 million trips were made on the Beijing-Shanghai line last year, up 27 percent, about an eighth of all bullet train trips in China. Average daily trips on the route rose to some 290,000 last year from 132,000 in 2011.


The World Bank, which has provided loans to six of China's railway projects, expects traffic to continue its rapid growth over the coming two decades.


ON THE RIGHT TRACK


The Beijing-Shanghai line runs through China's most economically vibrant region and connects the vast city clusters surrounding the metropolises. The trip between central Beijing and the heart of Shanghai takes about five hours, which compares very favorably with the door-to-door time for flights.


Nine world heritage sites and some well known tourist attractions are on the line with the influx of passengers boosting tourism revenues.


"The railway helps the flow of people and goods along the coast and integrates the 24 cities along the route," said Xu Guangjian of Renmin University.

China continued to see a bigger deficit in foreign service trade in December, data from the State Administration of Foreign Exchange (SAFE) showed on Tuesday.


The country's service trade deficit amounted to 143.9 billion yuan (23.4 billion U.S. dollars) in December, widening from 127.9 billion yuan in November, according to the SAFE.


Last month, the country spent a total of 252.4 billion yuan in international service trade, more than double the 108.5 billion yuan it made in the month.


For the whole of 2014, the aggregate service trade deficit totaled 1.216 trillion yuan, with 1.138 trillion yuan in revenues and 2.354 trillion yuan in spending.


The SAFE started to issue monthly data on services trade in January 2014 to improve the transparency of balance of payments statistics.


Distinct from merchandise trade, trade in services refers to the sale and delivery of intangible products such as transport, tourism, telecommunications, construction, advertising, computing and accountancy.


China's State Council earlier this month announced a string of measures to accelerate the development of trade in services, including gradually opening up business in finance, education, culture and medical treatment.

A military parade will be held on the 70th anniversary of the Anti-Fascist War on Sep 3, the first to be staged other than on National Day and the first since President Xi Jinping took office in 2012, People's Daily reported.


The official account at social media platform WeChat said the parade is intended to deter Japan by displaying China's military might. The country will never allow Japan to challenge the postwar order concerning China's interests.


The article also said the occasion would enhance Chinese people's sense of pride and confidence by showing off the Chinese army's morale and armaments.


It also said the event aims to tell corrupt officials that the army, together with the Party's disciplinary inspections and political and legal systems, is in the hands of the Party and the people.


The parade will be held in Beijing, Fu Zhenghua, deputy minister of Public Security and director of Beijing Public Security Bureau, said during the annual sessions of the Municipal People's Congress and the Municipal People's Political Consultative Conference, Hong Kong-based Wen Wei Po reported.


It will reportedly be the first time foreign leaders have attended a grand parade with Russian President Vladimir Putin expected to attend. China has previously said Chinese and Russian leaders will take part in a 70th anniversary commemoration.

(ECNS) -- Shi Yongxin, Shaolin abbot, said the temple may consider applying for porridge served during Laba Festival to be added as an intangible cultural heritage, dahe.cn reported on Tuesday.


Shi disclosed the idea while giving away porridge to the temple's followers and citizens on January 27th. The festival, also called Buddha Purnima, falls on the eighth day of the 12th lunar month and marks the day when Shakyamuni was enlightened or became the Buddha.


At 9am, Shi and his fellow monks started to offer hot Laba congee, a type of porridge, to people waiting outside. Before 10am, 20,000 bowls had been distributed.


This is the seventh year since the Shaolin Temple resumed its tradition of offering porridge during the festival. The activity is held to benefit followers of Buddhism and to pray for the happiness of the common people, the abbot explained.


Shaolin Temple has a history of over one thousand years of distributing porridge for free.


Laba congee enjoys such a wide reputation that the Shaolin Temple will apply for it to become a national cultural heritage, it was added.


Abbot Shi also expressed a wish that Laba festival would become a public holiday during which the tradition of drinking a bowl of congee and praying for good health and happiness could be passed down.

Reform efforts should consider expertise, interests of foreign enterprises


Spain's Banco Bilbao Vizcaya Argentaria (BBVA) became the latest major foreign bank to check out of China last week, when it sold off half of its stake in China Citic Bank, a unit of one of the nation's leading financial services groups. The move follows a similar series of sales by other major foreign financial firms over the last five years, depriving China's State-run banks of valuable expertise they could have used as they make the transition from their past as policy lenders to more commercially oriented institutions.


A number of reasons led to the sales, a big one being the foreign firms' disappointment at their failure to gain any strategic entry to China's lucrative banking market through the tie-ups. As China heads into its next stage of reform that includes bringing more private money into traditional sectors, central authorities should seriously consider loosening the many restrictions that now make banking in China difficult and costly for both foreign and domestic firms.


It could even consider letting private companies take control of some smaller regional State-run banks. Such steps could bring much needed private capital and outside expertise into the financial sector, creating a more competitive field of players that can better serve China's booming private sector and compete on the global stage.


BBVA's story with Citic Bank reflects the broader experience in a decade-long courtship between Chinese and foreign banks that has largely ended in divorce. Many major global banks, including RBS, Bank of America and HSBC, purchased major stakes in Chinese lenders back in the mid-2000s, following a central government-led overhaul that cleared away much of their bad debt and prepared them for public listings.


BBVA was one of those, initially buying about 15 percent of Citic Bank. But it pared that to about 10 percent in 2013 by selling part of the stake to Citic Bank's parent, partly to raise capital to replenish its balance sheet as its home market in Spain faced a prolonged recession.


Now BBVA has just sold down a further 4.9 percent of its Citic Bank holdings to Xinhu Zhongbao, one of China's largest real estate firms, for 1.46 billion euros ($1.64 billion). That will leave BBVA with a remaining 4.7 percent in Citic Bank.


The sell-down looks similar to another one by Spanish telecoms giant Telefonica, which had a similarly frustrating relationship with China Unicom, China's second-largest wireless carrier. Telefonica initially bought a small stake in Unicom in 2005, and boosted it to 10 percent in 2011 with high hopes that the alliance could help it enter China's lucrative telecoms services market.


But then it sold off half of the stake in 2012, again partly to raise cash at the height of the European debt crisis. It sold off another 2.5 percent in November, bringing its current holdings to just 2.5 percent.


China's telecoms and financial services markets are dominated by State-run companies, and BBVA, Telefonica and the other global banks learned that big names like Citic Bank and Unicom take their orders largely from the central government, which is often also their largest stakeholder.


Even when foreign banks tried to tie with smaller more entrepreneurial local partners, China's strict limits provided frustrations that greatly limited their success. A typical case was US-based technology lender Silicon Valley Bank, which in 2012 formed a joint venture with Shanghai's entrepreneurial Shanghai Pudong Development Bank. The pair had big hopes for lending to China's vibrant field of private high-tech start-ups, only to hit an instant roadblock due to Chinese law that forbade such ventures from doing business in the yuan, China's local currency, at that time.


The central government has indicated it wants to liberalize State-dominated sectors like banking and telecoms, and has started taking some steps in that direction. It recently awarded its first in a new series of private banking licenses to a group led by Internet giant Tencent, and opened the telecoms services market to private competition last year through a virtual network operator program.


Central leaders should be commended for renewing their drive to bring outside money and expertise into these sectors, a move that will create win-win partnerships for everyone, including private business that often find it difficult to get loans from State-run banks. Central authorities should seize the recent momentum to accelerate reforms, showing big global companies like BBVA, Telefonica that their business and expertise - and not just their investment dollars - are welcome in China.

Exceeds domestic investment as commercial developers shift focus overseas


Chinese outbound spending on commercial real estate surpassed domestic spending in 2014, according to a research report released by real estate adviser Jones Lang LaSalle (JLL) on Monday.


Chinese investment in overseas commercial real estate, such as offices and hotel assets, increased by nearly 50 percent year-on-year to over $11.2 billion in 2014, showed the JLL report, which is based on statistics obtained by the company.


Meanwhile, investment in domestic commercial properties was $10.15 billion in 2014.


Together with another $5.3 billion poured into overseas residential properties, Chinese real estate outbound investment totaled $16.5 billion in 2014, up 46 percent from 2013, according to the JLL report.


"Transaction activity began to pick up in the global commercial property market since 2009, partly fueled by the emergence of capital from China," David Green-Morgan, head of global research for international capital group at JLL, said in the report.


Last year saw Chinese firms make several major overseas purchases.


In June 2014, commercial property developer Dalian Wanda Group purchased Edificio Espana, a prominent building in the Spanish capital Madrid, for 265 million euros ($334 million).


This was followed by Wanda Group's purchase of Gold Fields House, an office building in Sydney's CBD overlooking the Sydney Harbour from US private equity firm Blackstone Group for $327 million, Reuters reported on Sunday (US time).


Shenzhen-based Gemdale Corp also made its first foray into the US market by partnering with a local company to develop two office buildings in the financial district of San Francisco in April 2014.


"A decade of prosperity in the domestic market has propelled domestic property prices, and this has made prime properties in the world's top cities relatively cheap. The potential depreciation of the yuan has also sped up companies' pace of going abroad to maintain the value of its assets," Zhang Ning, a research fellow with the National Academy of Economic Strategy at the Chinese Academy of Social Sciences, told the Global Times Monday.


Property values in these cities will grow with time, Zhang said.


"In the overseas market, Chinese developers enjoy a unique advantage of being psychologically close to Chinese customers, a consumer group that is growing both in size and appetite," Darren Xia Yangyang, head of international capital group at JLL, told the Global Times on Monday.


However, Zhang said Chinese companies should focus on how to improve operations, innovate their profitability model, and manage local employees according to local laws.


London topped the list of the most attractive cities for Chinese property investors, with the other cities being Sydney, New York, San Francisco, Los Angeles, Chicago, Melbourne, Tokyo and Singapore, according to the JLL report.

Officials in localities across China are lowering their economic growth targets as top policymakers call for a "new normal" of slower and healthier GDP expansion.


For instance, Beijing's mayor Wang Anshun is targeting 7 percent growth this year not only for the city's economy as a whole, but also for local per capita income as well.


Such a target reflects current thinking on conditions within the Chinese economy.


Beijing has long outperformed other cities in China in terms of its development. By cutting its growth target, the city can focus on structural economic transitions and industrial upgrading, both of which will help the city achieve healthier growth over the long run.


Also, city planners will have to increase local residents' share of GDP in order to hit their per capita income goals.


In order to do this, the city will have to introduce incentives and regulations to redistribute earnings.


Of course, during this process municipal authorities in Beijing need to reduce their own costs and maximize their fiscal income.

This year marks not only the ending of China's 12th Five-Year Plan period (2011-15), but also the beginning of a year of comprehensively deepening reforms and promotion of rule of law. Based on work done last year, many expect 2015 to see further progress in financial reform efforts.


According to the Public-Private Partnership (PPP) project guide published by the Ministry of Finance on January 19, the government should forge long-term cooperative partnerships with social capital. With the government having long been the driving force behind economic growth in China, legal protections are still not in place to protect private enterprises and investors.


Taking more mature market economies as a reference, China needs a robust PPP framework to support its "One Belt, One Road" initiative. Many factors should be considered in establishing the PPP framework, including fiscal relations between central and local authorities, management standards and the ability of private enterprises to satisfy contract demands. Through multiparty, market-oriented management, PPP plans can be effectively implemented.

Chinese sports authorities have vowed to stamp out corruption and match-fixing amid a massive anti-corruption drive in the country.


The Communist Party of China's Central Commission for Discipline Inspection (CCDI) Monday published a feedback the State General Administration of Sports (GASC) made to a discipline inspection in 2014. In the feedback, the GAS detailed measures it will take to correct problems identified during the inspection.


"Athlete recruitment and referee appointments will be conducted under open and transparent supervision", in order to prevent corruption and match-fixing, said the statement.


Chinese sports officials had more influence than their counterparts overseas through the top-down management system, which allowed them to screen and train medalists for competitions. A number of malpractice cases and violations were discovered during the CCDI inspection.


Measures will also be taken to punish illegal practices with severity and transparency, said the GASC.


"The GASC will join hands with judicial departments to fight against various kinds of illegal practices in sport," added the statement.


Gold medals won in big events like the Olympic Games and National Games can usually boost sports officials' political credentials and bring economic returns as well, which has motivated some athletes and coaches to pursue good results at the expense of sportsmanship and fair-play principle, said the GASC.


"The parcipating teams will no longer be ranked by the medals they win at the National Games in the future", in a bid to avoid the blind pursuit of medals, said the statment.x "The performance of the sports administration will be assessed on multiple criteria, including public participation in sports and cost efficiency of public sports investments."


The GASC also announced to relinquish its power in approving commercial sporting events and events organized by the public, in response to criticism over a lack of transparency in the approval of events. But the hosting rights over the National Games, games bearing national interests, and special games, still need approval from the GASC.

On Sunday night, many WeChat users found in their WeChat Moments news feed an update from a new yet long-awaited friend—advertisement.


The ads, appearing on the second page (one scroll down), look like a regular update from your friends, but with a small "Sponsored" button in the top right corner. Users can turn individual ads off by clicking the button that says "Not Interested".


It's reported that each user will get one new ad every 48 hours, and each ad will remain active for seven days if users interact with them, e.g. clicking, commenting on, or liking the ad. The ads will automatically disappear in six hours if doesn't receive any interaction from the targeted user.


The interactions between the friends of the users and the ads will also be shown. The more likes or comments an ad receives from one's WeChat friends, the more likely he or she will be to see it.


This is not the first time that ads have appeared on the popular social app. The first advert in the Moments was a test by Tencent itself, the Chinese Internet giant that owns WeChat, on Jan 21, 2015.


Tencent has selected 50 brand advertisers for the initial trial, with total ad budget for each exceeding 10 million yuan ($1.6 million), said qq.com, a news portal owned by Tencent.


WeChat, with 468 million monthly active users in the third quarter of last year, estimated in 2014 that the annual income from WeChat Moments news feed ads will reach about 10 billion yuan ($1.6 billion). The minimum price for a WeChat Moments ad campaign is reportedly 5 million yuan. The brands that appeared on Sunday evening included automaker BMW, Chinese smart phone VIVO and Coca Cola.


The ads soon became hot topic among WeChat users. Joke started going around that the ads are distributed based on big data analysis: the rich ones with annual income over 1 million yuan received BMW ads, those who can't afford iPhone 6 but can afford Xiaomi received VIVO ads and those who can't even afford Xiaomi got Coca Cola ads.


Some users think Tencent is clever in promoting the first ads in this way. @Fengguowuhendanhuaerzhidao from Weibo said that after WeChat sent out the ads, many of her friends reposted the ads they received along with the joke.


"I feel optimistic about the ad feed by WeChat and will first consider the platform if I need to make ads for my products," said @Xueshunanbuhaodang.


While other users expressed their dissatisfaction with the ads, saying they infringe privacy and influence user experience.


Last year, WeChat launched an advertising system for Public Accounts that places ads, external links, subscribe buttons and a one-click download button for mobile apps at the bottom of articles published by Public Accounts.

Liang Bin, a former senior official in Hebei Province, has been expelled from the Communist Party of China (CPC) and dismissed from public office following a graft investigation.


The CPC Central Commission for Discipline Inspection (CCDI) made the announcement Monday.


Liang Bin was former head of the Organization Department of the CPC Hebei Provincial Committee and a former member of the Standing Committee of the CPC Hebei Provincial Committee.


The CCDI investigation found that Liang took advantage of his post to seek profits for others, and accepted "a huge amount in bribes" himself or via relatives.


He also received gifts and cash and committed adultery, said a statement from the CCDI.


Liang, who was also a former member of the 130-strong CCDI, seriously violated CPC discipline and is suspected of breaking the law, the CCDI said in a statement.


Liang's illegal gains have been confiscated and his case has been transferred to the judiciary, according to the statement.


Liang has been under probe since November for serious violations of CPC discipline.

China will draft its fiscal policy on a three-year basis, instead of the current one year, to better manage its fiscal budget and improve the efficiency of resource allocation, the State Council said in a recent statement.


Adopting medium-term fiscal planning will help address the problems of "fragmented and unsustainable" fiscal spending, Chinese media reports quoted experts as saying. Medium-term planning would also better suit items that require continuous fiscal spending and cannot be planned on a yearly basis.


The Ministry of Finance will also establish a budget evaluation system and intensify its efforts to reallocate unspent money to better manage existing funds.


The country's fiscal budget is currently drafted on an annual basis, often resulting in shortsighted and unsustainable fiscal policies.

Chery Automobile-controlled Karry Auto is set to launch its latest seven-seat multi-purpose vehicle K50 that is powered by 1.5-liter Chery ACTECO engine on Tuesday in Hefei, capital city of Anhui province.


The four-cylinder natural aspiration gasoline engine is in line with the Euro IV emission standard, and outputs 80 kilo watts maximum power and 140 Nm peak torque. SQR477F was recognized as one of the top 10 engines by AutoSports magazine in 2008.


The powertrain, transmitted by either an automatic or a five-speed manual transmission, consumes 6.9 liters fuel per 100 kilometers.


Every K50 runs on 205/60 R 15-inch tires, and equips 4-direction adjustable front seats, multi-function rear view mirror. The top version features 7-inch infotainment and navigation system, button start, multi-function steering wheel, cruise control, electric controlled windows, follow-me-home headlight.


Designed into sport-utility-vehicle style, the K50 has a ground clearance of 170 mm, with an approaching angle of 20 degrees, and departure angle of 23 degrees. The new MPV is 4,450 millimeter long, 1,750 mm wide and 1,790 mm in height, and has a maximum capacity of 2,900 liters.


The suggested retail prices starts from 50,000 yuan ($8,180) for the basic version, and the premium version is at 65,000 yuan.

One of the top Chinese-American-owned dance groups in the US staged a celebration of the Chinese Lunar New Year by combining Chinese traditional dances with Western styles.


Nai-Ni Chen Dance Company performed its second Lunar New Year Celebration at the Brooklyn Center for Performing Arts on Sunday. Founded in 1988, the group, whose members are ethnically diverse ranging from China to Italy,aims to bridge the gap between Eastern and Western culture, something they did gracefully in this show.


The performance started with a salute to Chinese Lunar New Year with Double Lions Welcoming Spring,a version of the popular Lion Dance in China with interaction between the lion character and the other dancers.


Next was an excerpt fromPeach Flower Landscape,a dance drama portraying a peaceful agricultural community living in perfect harmony, signifying the coming Year of the Sheep in the Chinese zodiac. The sheepsignifies quietness, gentleness and peace in Chinese culture.


"It has a beautiful scene at sunset, and dancers wear gold, just like peace flowers in the golden sunlight,"said Nai-Ni Chen, the dance company's founder and choreographer. "That's why I choose this program. It talks about a peaceful land without war."


The dance drama was also typical in Chen's combination of Western and Oriental culture. The choreography was based on a story written by Tao Yuanming, a Chinese poet from the 4th century. Dancers used techniques fromtaichi to control their breathing and movement.


"Look at how dancers' wrist joints make different gestures and movements. That's purely Chinese,"said Chen. "Western dancers are not as mellow as Chinese, they wouldn't move smaller joints in the body."


"Unbelievable,"said audience member Diane Sears, as the 100-minute show alternated between Chinese tradition and Western contemporary.


After Peach Flower Landscape came dances popular in north and northeastern China for the Gods' blessings for a good harvest and traditional street performances from central China.


Also included in the program was Whirlwind, whose Western-style choreography was inspired by the Silk Road — from Buddhist sculptures in northwestern China to the beauty of India and Central Asia.


About a dozen guest artists from China took part in the performance. Ma Xingye amazed non-Chinese-speaking viewers with his kuaiban or traditional Chinese rap accompanied by percussion from bamboo chips. He could utter around 450 syllables a minute and it needed no translation to be appreciated.


The show concluded with a dragon dance that drew cheers from the audience, more than half of whom were non-Asian.


Following its Sunday premier, the company will stage New Year's-themed school time performances on Monday at Brooklyn College and Wednesday and Thursday at Queens College this week. Another performance is scheduled for February 7 at the New Jersey Performing Arts Center.


The performance is part of the Happy Chinese New Year series sponsored by China's Ministry of Culture, a campaign to celebrate Chinese New Year all over the world, said Wu Zhao, a consul of the Consulate General of China in New York.In addition, China Central Academy of Fine Arts will display works of Chinese artists at Lincoln Center on Feb 17. China's star violinist Tian Jiaxin is expected to perform at Carnegie Hall on Feb 18, Lunar New Year's Eve, and the New York Philharmonic will team up with Chinese musicians for a concert on Feb 24.

With social media engaging massive numbers of users in China, platforms like WeChat and micro blogs are increasingly being used as recruitment tools.


Job ads from private recruiters and companies are seen more frequently on micro blogs and WeChat, a sign that Chinese employers have begun to embrace social media recruitment, a move that helps them tap into a larger pool of talent.


"The use of WeChat and micro-blogging is becoming a popular way to recruit. It's fashionable among recruiters who have accounts on social media platforms," Zhu Hongyan, a senior career consultant at Zhaopin, an employment website, told China Daily.


"Using social media enables recruiters to reach out to a wider audience more effectively, given that such platforms have become the major information-sharing tool among the prime working age population," Zhu said.


WeChat enables 468 million monthly active users in the third quarter of last year, while micro blog users surpassed 275 million, according to the China Internet Network Information Center.


WeChat enable users to assemble a huge number of contacts and access a large audience.


Smile Xu, managing director at sports marketing agency Miles Group, posted a job ad for an account manager on her WeChat account in early December and quickly received a dozen resumes.


"Though the number of interested applicants was fewer than expected, they were of better quality compared with traditional recruitment," said Xu, who regularly posts photos of work and events her agency promotes.


"At least people understand what they are applying for," she said. "Friends, acting as matchmakers, will brief potential candidates they know about a job because they are in the same field and know what the job entails."


Fu Zhu, the former recruitment head of e-commerce giant Jingdong, said the traditional hiring channel is facing the challenge of cost and quality, as social recruiting through platforms like WeChat and LinkedIn provides a more time-effective channel.


"Using traditional methods, we can only select from active candidates who send resumes for certain positions. But in China, more skilled employees are passive candidates who can be better reached through social recruiting channels," said Fu.


Rather than submitting resumes randomly at job fairs and on employment sites, job seekers can now reach recruiters directly and take advantage of targeted job referrals.


"In my WeChat group talk, classmates, teachers and some alumni constantly forward selected employment information related to my specialty, which helps me to target employers more effectively," said Zeng Qinbing, a senior student at Dongguan University of Technology in Guangdong province.


However, high-profile employers in China appear to prefer the traditional approach to recruitment.


In August 2014, Maximum Employment Marketing Group conducted research on the status of WeChat recruitment for Fortune 500 companies.


While 80 percent of Fortune 500 companies operate in China, only 7 percent have set up specific career accounts on WeChat, and of those, only 19 percent support direct application through WeChat.


"Despite the growing awareness, social media recruiting remains in the early adoption phase," said Zhaopin consultant Zhu.

A new rail link will cut the journey between Shanghai's two international airports to as little as 30 minutes, a top transport official said yesterday.


Options under consideration are an "express Metro" link and a railway line between Hongqiao and Pudong airports, said Sun Jianping, chief of the Shanghai Transport Commission.


The airports are 45 kilometers apart, though the route would be longer and include stops.


Sun was speaking at the 12th Shanghai committee of the Chinese People's Political Consultative Conference, the city's political advisory body.


"The choice largely depends on the speed of the transport mode," said Sun.


"It would be meaningless if it takes more than 45 minutes to travel between the two airports. Ideally, the distance should be covered in about half an hour."


Sun said a faster link needs to be ready within five years. However, he gave no timetable.


Currently, the two airports are linked by either taking Metro Line 2 all the way or splitting the journey between Line 2 and the high-speed Maglev which runs between Longyang Road station and Pudong airport.


The trip can take 90 minutes and means changing train, even if only traveling on Line 2.


Sun was responding to a proposal by political advisor Xue Xingong at yesterday's session.


Xue, an engineer of the China Railway Shanghai Design Institute Group Co Ltd, said a train could make the journey in 35 minutes, while a fast Metro train would take 50 minutes.


Xue said a high-speed link to the Yangtze River Delta would attract visitors to Shanghai Disneyland, due to open this year.


Sun said a link would also boost passenger numbers at Shanghai's two airports.


Designed to handle 120 million passengers a year, in 2014 the combined figure at Hongqiao and Pudong was 88 million.


Last year, the Shanghai Airport Authority unveiled plans for a 60km airport link, with stops including Shanghai South Railway Station, Longyang Road Station and Disneyland.


A similar plan announced by the Shanghai Railway Bureau also includes the construction of major new station, Shanghai East Railway Station.

China will restart the long-halted Real Estate Investment Trusts (REIT) program in the first half of this year, the Xinhua-affiliated Economic Information Daily reported on Monday.


Citing unidentified official sources, the newspaper said the top leadership has reached consensus on restarting the alternative funding channel. While some related policies still make it difficult to expand the program nationwide, some pilot cities would firstly introduce the program.


REITs are trust funds managed by specialized investment organizations. They collect capital from specific investors by way of income certificates and then allocate the funds for investment. They are favored by economists, developers and financial professionals alike as the funds securitize and invigorate existing assets, cut investment and holding costs for developers, and provide an alternative option in the capital market.


The concept was introduced into China more than 10 years ago but so far none real REITs product has been sold, delayed by authority's fear over overheated property market and US's lesson in subprime mortgage crisis.


The market has called for the restart of the program since last year amid current downturn and difficulties for developers to raise fund. Previous reports said Beijing, Shanghai, Shenzhen and Guangzhou would be the first four cities to launch REITs.

China and South Korea will have a bright prospect for economic and trade cooperation as a result of closer bilateral political ties, strong will for cooperation of companies of the two countries as well as frequent people-to- people exchanges between the two peoples, visiting Chinese Vice Premier Wang Yang said in Seoul on Saturday.


Wang, who visited South Korea from Thursday to Saturday at the invitation of South Korean government, told a luncheon party hosted by South Korean business community that fruitful outcomes had been achieved during his brief visit to the country which boosted the confidence for a bright prospect of economic and trade cooperation between the two countries.


As to the "new normal" of Chinese economic growth being discussed heatedly by the South Korean business circle, Wang said the "new normal" did not change the good fundamentals of the Chinese economy.


After 30 years of rapid growth, Chinese economy is now at a critical stage with emphasis on structural transformation and upgrading and will maintain a medium- and high-speed growth rate of around 7 percent, he added.


Under the "new normal", China-South Korea economic ties would be enhanced, said the Chinese vice premier, expressing the hope that South Korean enterprises would adjust their investment policies and seize opportunities to realize sustainable development of economic and trade cooperation between the two countries.


In a keynote speech delivered at the China-South Korea economic and trade forum held here Friday, Wang said over past 23 years since China and South Korea established diplomatic relations, two- way trade has surged with an annual growth rate of 21 percent, approaching 300 billion U.S. dollars last year.


Wang said Chinese and South Korean presidents' announcement in Beijing last November of the conclusion of substantive negotiations on the China-South Korea free trade agreement (FTA) is an important milestone for bilateral economic and trade relations,and also a new bright spot in regional economic cooperation.


On Friday, Wang met with South Korean President Park Geun-hye and held talks with South Korean Deputy Prime Minister Choi Kyoung- hwan.


In his meeting with Park, the Chinese vice premier said the development of bilateral ties had maintained good momentum thanks to the efforts from both sides with the pragmatic cooperation further deepening.


Wang hoped that China and South Korea will join hands to expand people-to-people exchanges and sign the FTA at the earliest possible date and promote economic integration in Asia.


For her part, South Korean President Park Geun-hye hailed China for scoring significant achievements in efforts to realize the Chinese Dream amid a lackluster global economic recovery.


Park also praised bilateral cooperation in all fields, noting the holding of the Year of Chinese Tourism in South Korea is a big event of the people-to-people exchanges between the two countries.


The South Korean president expressed her country's willingness to keep close communication with China and promote cooperation in all sectors so as to hammer out the FTA soon and to boost economic development of the two countries and regional cooperation in East Asia.


In his talks with South Korean Deputy Prime Minister Choi Kyung- hwan, Wang proposed the two counties get the follow-up work on the negotiation of the FTA between the two countries completed, expand strategic cooperation in emerging industries, strengthen cooperation in the sectors of new energy, telecommunication, intelligent manufacturing, high and new technologies and green, low-carbon industries, deepen reform in finance and promote regional cooperation.


Echoing Wang, Choi said with the efforts from both sides, the FTA between the two countries will be inked soon.


During his three-day visit, Wang also addressed the opening ceremony of the Year of Chinese Tourism in Seoul.

Taiwan on Saturday began a four-day ban on the killing of chickens, ducks and geese at slaughterhouses across the island, as a bird flu outbreak spreads.


According to the agriculture council, as of 6 p.m. Friday, 414 farms were confirmed infected with various strains of avian flu, including a new type, H5N2, as well as H5N8 and H5N3 that had not been found in Taiwan before.


A total of 605,308 birds have been culled at 276 affected farms.


Chen Bao-ji, head of the agriculture council, said the ban will last until Wednesday noon, during which slaughterhouses will be cleaned and disinfected.


A total of 6 million birds were scheduled to be slaughtered in these four days. A health certificate will be required from Wednesday before they are killed at slaughterhouses.


With a growing demand for the poultry in the run up to Lunar New Year in February, Chen said the authority will try to avoid another ban before the holiday.


The first case in the latest outbreak was confirmed on Jan. 9 when a chicken farm in Pingtung was found to have been hit by the H5N2 virus.

Visitors numbers at Shanghai Disneyland will be kept within a "safe" level, its operator said yesterday.


"Our ticketing system has a preset daily admission limit. Once that is reached, no one will be allowed to enter until it drops again," said Chen Chao, a political adviser and senior official at Shanghai International Tourism and Resorts Zone, which manages the theme park.


Chen was speaking at the opening session of the Shanghai Committee of the Chinese People's Political Consultative Conference, the city's political advisory body.


Her comments came amid heightened awareness of public safety issues following the New Year's Eve tragedy on the Bund in which 36 people were killed and 49 were injured.


Several public events have already been canceled as a result of the incident, while venues have introduced measures to keep visitor numbers down.


At Longhua Temple in the city's Xuhui District, the ticket price on the eve of the Spring Festival has been doubled to 600 yuan (US$96).


Many people visit the temple, which is one of the largest and oldest in Shanghai, to pray for good fortune in the year ahead.


The venue said the move was made to deter visitors, though it didn't say if it would actually limit the number of people it allows through its gates.


At the City God Temple in Yuyuan Garden, entry will be closely monitored during the holiday period in order to prevent overcrowding, said Ji Hongzhong, director of its management committee.


"Ticket sales might even be halted if visitor numbers surpass the set limit," said Ji, who is also a member of the CPPCC Shanghai committee.


Also at yesterday's opening session, members heard that the continued development of the city's pilot free trade zone will remain a priority for the political advisory body.


"The CPPCC Shanghai committee will continue to pay close attention to the city's economic and social development, including the ongoing reforms in the FTZ," said Wu Zhiming, the committee's chairman.


Last year, advisers submitted more than 40 proposals and reported on 140 items of public concern relating to the Shanghai free trade zone, which opened in 2013 as a test bed for the country's drive toward market-oriented economic reform, Wu said.


Other tasks highlighted at the session included assisting the government in drawing up its 13th five-year plan (2016-20), promoting the development of a consultative democracy system and assisting in the reform of public hospitals.


The meeting also reported on how the proposals submitted by political advisers last year have been handled.


A total of 966 proposals, covering everything from food safety and the environment, to culture and the economy, were submitted. Of those, 929 have been processed and 727 having been resolved or adopted, the meeting said. A further 65 are slated for resolution, while 137 will be kept on file as reference material for related institutions, the CPPCC members heard.


A total of 122 proposals focused on green issues, including how to improve the environmental protection law and raising water quality standards.


The Shanghai People's Congress, the city's legislative body, will hold its opening ceremony today.


Each of the annual conferences of the CPPCC Shanghai committee and the SPC — often referred to as the "Two Sessions" — runs for five days.
