The Hong Kong Legislative Council (LegCo) Monday gazetted that two seats have become vacant after Leung Chung-hang and Yau Wai-ching were disqualified as LegCo members.
The two gazette notices, signed off by Clerk to the LegCo Kenneth Chen, were published Monday on the gazette of the Hong Kong Special Administrative Region (SAR) government.
In the notices, Chen declared in accordance with section 35(1) of the LegCo Ordinance that the office of LegCo member previously held by Leung, and the one held by Yau Wai-ching have become vacant, pursuant to the judgments made by the Court of First Instance and the Court of Appeal of the High Court of the Hong Kong SAR on Nov. 15 and 30 respectively.
Leung and Yau used derogatory language insulting the country and nation when taking oaths at a swearing-in ceremony of the new LegCo on Oct. 12. Hong Kong Chief Executive Leung Chun-ying and the SAR government filed a judicial review against the decision by the LegCo president to give the pair a second chance to be sworn in.
On Nov. 15, the Court of First Instance disqualified the pair. On Nov. 30, the Court of Appeal rejected the appeal of the pair and upheld the previous ruling.

A court in northern China's Hebei Province Monday sentenced 19 people to jail in a fraud case involving at least 5.39 billion yuan ($782 million).
Xiao Xue, head of the Huangjinjia Investment Group based in the city of Langfang, received a jail term of 10 years for illegally taking deposits from the public, said a statement issued by Guangyang District People's Court, which heard the case.
Fourteen others were sentenced for the same crime, with jail terms ranging from two years and five months to six years, the statement said.
A further four, who had tried to harbor the defendants or hide their illegal gains, were jailed from two and three months to three years, it said.
The company was fined 500,000 yuan.
Founded in 2007, Huangjinjia is said to have 3,000 outlets in the country engaged in gold bar sales and purchase. Victims were promised high returns in an investment scheme, but took to the streets in September 2014 when the scheme collapsed.
As of January 2015, when Xiao and her accomplices were prosecuted, more than 36,000 people have called the police claiming they were cheated of their investment, involving a total of 5.39 billion yuan.

China's stock connect between Shenzhen and Hong Kong started Monday, following the successful launch of the Shanghai-Hong Kong stock link in 2014, further opening up the country's capital market.
Trading began at 9:30 a.m. Monday, when the Shenzhen and Hong Kong bourses opened. Investors can now buy and sell shares on each other's bourses, improving connectivity between the two capital markets.
The first-link deal, on the Shenzhen exchange, was for 100 shares of TV maker Konka, with a value of 481 yuan (70 U.S. dollars), while the first trade on the Hong Kong bourse involved HSBC Holdings stock, valued at 24,500 Kong Kong dollars.
A total of 417 Hong Kong-listed stocks are eligible for trade, and 881Shenzhen-listed stocks.
Launch events were held Monday in Shenzhen and Hong kong.
Liu Shiyu, chairman of the China Securities Regulatory Commission, hailed the "historic moment of the coordinated development of the two capital markets", saying the launch will inject positive energy and confidence into domestic and international financing markets.
The Shanghai-Hong Kong and Shenzhen-Hong Kong stock links will benefit the economic development of the mainland, Hong Kong and the world, said Liu at the ceremony in Shenzhen. He pledged to crack down on irregularities to protect the interests of investors.
With the launch of the Shenzhen-Hong Kong Stock Connect, the asset allocation choices of investors will be more diversified as overseas investors can buy stocks in the tech-heavy Shenzhen market and the inland capital can purchase Hong Kong stocks, said Xie Yaxuan, a senior economist with China Merchants Securities.
The different investment preferences and cultures between Hong Kong and Shenzhen will also have a deep impact on corporate governance of listed firms, he said.
The Shenzhen Stock Exchange has more than 1,800 listed firms, 70 percent of which are in the high-tech sector.
"The Shenzhen-Hong Kong Stock Connect is an important step for the internationalization of our country's capital market," said Xu Hongcai, an economist with China Center for International Economic Exchanges.
The two stock links will make China's capital market more open and healthier, he said.

The entry of inland capital will bring more vitality to the Hong Kong market while Hong Hong investors will also share the dividends from economic transformation, said Xu.
From now on, the price-to-earning (PE) ratios for the board of small- and medium-sized companies are predicted to fall and some bubbles will be squeezed out, he added.
Investors will also gradually conform to international standards and focus more on value investments, said Xu.
As of mid-November, the Shanghai-Hong Kong Stock Connect had posted accumulative turnover of nearly 3.5 trillion yuan.
Wang Jianjun, general manager of the Shenzhen Stock Exchange, said linking the Shanghai and Shenzhen stock exchanges with tha of Hong Kong will enhance the overall competitiveness of China's capital market.
"Shanghai, Shenzhen and Hong Kong are China's key capital markets. The integrated development of the three will boost the overall strength of China's capital market, making it more competitive and attractive internationally," said Wang.

A fake U.S. embassy in Ghana was shut down after operating and issuing visas for about a decade, the U.S. State Department announced.
"Signs indicated that you were in the U.S. embassy in Ghana. However, you were not," the U.S. State Department said on its website last month.
"It was not operated by the United States government, but by figures from both Ghanaian and Turkish organized crime rings and a Ghanaian attorney practicing immigration and criminal law."
The building flew the American flag, had a picture of U.S. President Barack Obama hanging inside, and issued both counterfeit and legitimate U.S. visas.
The State Department didn't say if anyone entered the United States with the visas, or how they were obtained by criminals.
The regional security office at the actual U.S. embassy in Accra shut down the fake embassy over the summer, according to the State Department.

China-Latin America relation should advance in the political and cultural spheres to match the trade and economic links built in recent years, said Argemiro Procopio, a professor of International Relations at the University of Brasilia, in an interview with Xinhua.
Procopio hailed China's Policy Paper on Latin America and the Caribbean, particularly its desire to lift the cooperation to a new level.
"China's commercial presence is clear everywhere, including in the shops and cars ... Made-in-China products have great added value, which is fantastic. However, culturally speaking, in Latin America China is still far behind the U.S. and Europe, as well as in politics," he said.
Nevertheless, he feels this might be changing due to China's growing close ties with the region.
Chinese President Xi Jinping has recently paid state visits to Ecuador, Peru and Chile.
"This shows China's desire to play an ever greater role in the Pacific. Those countries were called distant neighbors but China wants to make them closer neighbors," said Procopio.
This is shown in the paper, he said, which seeks to direct the ship of these relations towards a more secure and stable route.
According to Procopio, China launched the paper at a very opportune moment. "This is something few European countries have done. China took the lead and provided a symbolic fact though Latin America has been historically closely linked to Europe and the U.S.," he explained.
Acknowledging that investments and exports were the first barriers to overcome for China and Latin America, given China's rising consumption needs, Procopio would now like to see common development in other areas.
For example, the cooperation between the two sides could be mutually beneficial through common development in science and technology.
Procopio, who has written a number of books about China, said that overcoming the lack of knowledge about each other would help both China and Latin America.

New Zealand Prime Minister John Key on Monday shocked the nation and his cabinet by announcing his resignation after eight years at the head of one of the most popular governments in the country's recent history.
Key, who led his center-right National Party to three successive general election victories, said in a broadcast statement that he would not lead his party into a fourth term in next year's election.
His voice audibly shaking, Key said he had informed the cabinet the same morning.
"I do not believe that, if you asked me if I was committed to serving out a fourth term, I could look the public in the eye and say yes," he said.
"This has been the hardest decision I have ever made and I do not know what I will do next. But for me this feels the right time to go."
He cited family reasons for his resignation, saying the post had required great sacrifices "from those who are dearest to me."
"For my wife Bronagh, there have been many nights and weekends spent alone, many occasions that were important to her that I simply could not attend," said Key.
"My daughter Stephie and my son Max have transitioned from teenagers to young adults while coping with an extraordinary level of intrusion and pressure because of their father's job."
Key said the National Party Members of Parliament would hold a special caucus on Dec. 12 to choose a new leader, who would have time to "settle in" before the next election.
He was confident his party would be returned to power in the election which is expected to be held later next year.
Key, who was elected to Parliament in 2002, said he would not be contesting his Parliamentary seat of Helensville, in the mainly rural northwest of Auckland, at the next election.
He said the caucus had "a number of individuals who would make a fine future PM," but he would support Deputy Prime Minister and Finance Minister Bill English in the leadership race, if English put himself forward.
"Whoever the caucus elects will have my unwavering support, but if Bill English puts his name forward then I will vote for him," said Key.
"For 10 years now Bill and I have worked as a team. I have witnessed first-hand his leadership style, his capacity for work, his grasp of the economy, his commitment to change and, most of all, his decency as a husband, as a father, as a friend, a colleague and as a politician."
The National Party under Key has never wavered far below 50 percent in opinion polls and general election results.
However, it has not had an outright majority in Parliament and has had to govern with the support of three minority parties.
Much of National's success has been attributed to Key's laid-back personal style and his unflappable demeanor when facing major crises, such as the 2011 Christchurch earthquake, which killed 185 people, or batting away questions on the government's occasional embarrassments.
With the main opposition Labour Party wallowing in historically low poll ratings most recently at 28 percent the National Party has reason to be confident of returning to power under a new leader next year.

The 27th Singapore International Film Festival came to a close on Sunday, with around 13,000 festival-goers from Singapore and across the region participating in its film screenings, talks, forums and masterclasses in 12 days.
This year's festival showcased a total of 161 feature and short films, of which 11 screenings, including four local productions, were sold out. There was also an increase of over 50 percent in attendance for the masterclasses and talks, a testament to the growing support and interest towards independent cinema.
Across the 12 days, festival goers also had the opportunity to get up-close with distinguished film personalities from around the world, including U.S. director Darren Aronofsky, veteran Hong Kong actor Simon Yam, Vietnamese-born French filmmaker Tran Anh Hung, Hong Kong filmmaker Fruit Chan etc.
Singapore International Film Festival Executive Director Yuni Hadi noted that stories bring people from all walks of life together, and remain as the cornerstone of filmmaking.
"This year, we continue to gather many diverse stories told by the region's talents, and provide a platform that allows our audiences to both enjoy the films and expand their perspectives on filmmaking," she said.
As an event of Singapore Media Festival, hosted by Singapore's Infocomm Media Development Authority (IMDA), the film festival celebrated the best of Asian storytelling with its stellar line-up of excellent films from Singapore and the region, said Angeline Poh, Deputy Chairman of Singapore Media Festival Advisory Board and IMDA's Assistant Chief Executive (Content and Innovation).

Shanghai's first pigeon pair pandas marked their two-month birthday in Shanghai Wild Animal Park yesterday. The elder brother weighs 3.41 kilograms and the sister 3.03 kilograms.
The park is asking the public to suggest names for the twins. Residents can forward names to the park's official WeChat or pandazm@126.com. Visitors can see the cubs between 9:30am-12pm and 1pm-4pm daily.

This year's edition of the annual charity action, "Greatest Love under the Sky", officially kicked off today.

Every morning at 7 a.m., Li Shuangxi and his wife can be seen bending over and getting up, and bending over again on the marshlands of the Yangtze River in central China's Yichang City.
The couple are not doing their morning exercise, however, as their rubber-gloved hands and the plastic bags slung over their arms indicate. They are litter picking along China's longest river.
Soon a dozen other people joined them. Bags of trash began to pile up by the roadside, waiting to be collected and sent to collecting stations. Less than an hour later the group have left, disappearing into the flow of morning commuters.
"We call ourselves 'ant-men'," said Li, a hairdresser. "All we do is pick up trash along the Yangtze for around half an hour every day."
Last November, Li read a story about a young foreigner who volunteered to clean up the rubbish in his local river every morning, he was greatly inspired.
"I was born and raised along the Yangtze. I have no problem getting up a little bit earlier to do something for my mother river every day," Li said.
He bought garbage bags and gloves right away and began his own endeavor the next day.
Yichang is located in the Three Gorges, one of the most splendid sections of the Yangtze. From a viewing point in the city's river park, Li could only see sand and mud. But when he approached the river, he could see all sorts of waste half-buried beneath the slush.
The couple collected about 50 kilograms of trash on their first day, another 100 kg on the second, and over 200 kg on the third day.
"The marshlands were like a garbage dump," Li said.
As collected garbage was getting too much to handle, he asked a friend to transport the bags to a nearby garbage station on a tricycle. The station refused to accept the garbage at first, asking for disposal fees. Li tried hard to persuade workers there to accept them for free.
Later he posted photographs and a description about what he was doing on his WeChat account. Some of his friends said he should just not bother as there was so much new trash every day. Some even asked if the whole endeavor was just a publicity stunt.
Thanks to the support of his wife and son, Li was not discouraged. After a month, about 100 people had joined him. He had "co-workers."
In October, Li established a volunteer group called "Three Gorges Ant-men," which now has over 300 registered members.
"Everyone is talking about protecting the environment, but hardly anyone does anything about it," said Chen Juan, an "ant-woman" who began collecting trash six months ago. Almost every weekend, she goes along to the river bank with her 5-year-old son in tow, and the two help to collect trash.
From a toddler barely out of nappies to a septuagenarian grandma, "ant-men" collected more than 200 tonnes of trash over the past year, according to Li.
"With less trash in sight, more newly-weds use the river as a backdrop for their wedding photos," Li said, laughing.
The Three Gorges' Ant-men have also won recognition from the city government, which now sends garbage trucks to the collection site and even offered an office, where donated gloves and garbage bags can be stored. Companies also chip in by organizing teams of employees to join the "ant-men".
"We plan to expand the initiative to other cities along the river," Li said. "Half an hour a day, keeps the trash away."

Mexico is seeking to attract more tourists from Asian market, especially from China, said Mexican Tourism Minister, Enrique de la Madrid, in an interview with Xinhua on Sunday.
The official said that he recently visited Beijing with Mexican travel operators in order to analyze "a more aggressive promotion strategy for the Chinese market, where we want to capture the over 100 million Chinese tourists who travel outside the country every year."
For de la Madrid, this involves working on two major points. The first is to ensure better connectivity with more Chinese flights to Mexico. The second is to make a greater promotion about Mexico's many tourism destinations in the Asian giant.
"We want far more visitors and we are also speaking about making the visa process easier," said the minister, adding that Chinese tourists with a valid U.S. visa can already enter Mexico.
According to official data, Mexico received over 40,000 Chinese visitors in the first seven months of the year, a 39 percent spike from the same period in 2015.
China is the third-largest Asian source of origin for visitors to Mexico, with its travellers spending an average of 2,266 U.S. dollars during their stay. They mostly visit Mexico City, Cancun, Tijuana, Guadalajara and Monterrey.

A Jiangsu Province nursing home is offering coupon incentives to children who visit their parents more often.
Filial kids stand to receive up to 200 yuan ($29) in coupons and vouchers for various products - and all they have to do is visit parents or relatives 30 times in two months.
The policy at the Fuxing Nursing Home in Suzhou aims to increase the frequency of family visits to the facility's 512 residents as a way to improve their quality of life.
So far 227 'filial awards' have been handed out. But employees said they are more than a pat on the back.
"It is not only to reward sons and daughters for their filial piety, but also to remind some to check in on their parents more often," said Wei Mouwen, director of the home.
Guest registers from the first half of the year showed that 337 relatives visited once a month or less, while only 38 visited daily.
That number has risen to 227 people visiting at least 10 times a month since the program began two months earlier.
Participants praised the idea.
"The new award is like a look in the mirror," said one visitor. "It helps people realize how inadequate they've been in looking after their parents."

With some Japanese media hyping an assertive China and missile threat from Pyongyang, the Japanese government led by Prime Minister Shinzo Abe is maneuvering to pass a record-high defense budget in fiscal 2017 to prop up their patriarch's militarism dream.
However, the 5.1 trillion yen (44.64 billion U.S. dollar) defense budget runs counter to the Japanese people's desire for peace and security, as the fundamental and righteous path to tranquillity lies not in a lust for military force, but in a good-neighborly relationship built upon mutual trust and understanding.
Given the dark role Japan had played during the Second World War and beyond, Tokyo's fifth consecutive year increase of the military budget does nothing at all in trust-building with its neighbors. On the contrary, it serves as the cap lifter of a nightmare of Japanese militarism revival.
The envisaged increase of the defense budget, together with a planned establishment of a panel on installing a U.S. Terminal High Altitude Area Defense (THAAD) system in Japan, is part of the efforts made by the Japanese government towards a "normal country."
However, such measures, along with the revision of Japan's pacifist Constitution, have further drifted Japan away from the path towards a normal country, making it a mission impossible.
Meanwhile, the upcoming increase of the military budget comes against Japan's efforts to cut back its spending on social welfare and education.
According to local media's estimation, to encounter a fast aging society, Japan needs to add 64 billion yen ( 560 million dollars) into its social welfare budget, but the Abe administration plans to condense the increase to 50 billion yen (440 million dollars).
In addition, were it settled, the deployment of THAAD system will cost hundreds of billions of yen (billions of dollars), adding a new burden on the already austere budget system.
Protests inside Japan and from its neighbors have raised red signals to Abe and his right-leaning government. If the prime minister and his colleagues really want to make contributions to world peace and stability, as they have pledged repeatedly, they need to walk their talk.
If history offers any guide, a militarized and belligerent Japan is detrimental to the peace and stability in East Asia and the whole world at large. It's high time for the Japanese government to heed those red signals, bid farewell to its history revisionism and stop muddying the waters in the region.

As China marks its third Constitution Day that falls on Sunday, it is prudent to remember that is not just a day for pomp and ceremony, but an opportunity for all Chinese to celebrate the rules that govern the nation.
The Constitution is nothing without the heartfelt support of all Chinese. Its power lies in the fact that people believe in what it stands for.
This belief in the Constitution has not come naturally or easily.
The current Constitution was adopted 34 years ago on Dec. 4, 1982. It has been a long, arduous journey.
The quashing of the conviction of Nie Shubin on Friday, 21 years after he was executed for rape and murder, shows that the country is committed to purging the judicial system of undesirable behavior and righting the wrongs of the past.
In December 2013, China abolished reeducation through labor after several highly controversial incidents drew nationwide attention. In one case, village official Ren Jianyu in Chongqing Municipality was put in the program for two years for "spreading negative information and inciting the subversion of state power" in 2011, and later released after he had served half of the sentence.
In 2009, Tang Fuzhen, 47, from Sichuan Province set herself on fire over the forced demolition of her house. Such violent and deadly protests against land seizures got people's attention. In 2010, "administrative forced demolition" was banned.
A regulation on homeless people in cities was implemented in 2003 after Sun Zhigang, 27, was beaten to death in an asylum.
Behind such individual incidents, however, was the country's commitment and systematic top-down design to shore up the Constitution's authority and pursue the rule of law.
Eying more effective supervising mechanisms ensuring the Constitution's implementation, the top legislature adopted the People's Congress Supervision Law and revised the Legislation Law, to enable its lawmakers to better supervise the government.
In a legal reform blueprint adopted at a key Communist Party of China (CPC) session in 2014, the CPC vowed to enforce a constitutional supervision system under the National People's Congress (NPC) and to support all organs to better interpret the Constitution.
Meanwhile, the top legislature exercised constitutional stipulations on amnesty, and improved the recording and review system for normative documents to ensure regulations, judicial interpretations, and other normative documents, which conflict with the Constitution or any other law are rescinded or corrected.
Constitution Day has been celebrated since Dec. 4, 2014, and all elected or appointed officials must swear a public oath of allegiance to the Constitution.
The life of Constitution lies in its implementation.
The authority of the Constitution is defended, not only through a ceremonial day, but also through its implementation.
The people must understand that the Constitution is not only a code of conduct that must be followed by all citizens, but also an "amulet" that safeguards their rights.

Irregularities in China's real-estate agency market are a major source of customer complaints. Chinese authorities have announced that they are now taking measures to strengthen regulations and standardize the industry.
A real estate agency is supposed to provide convenience for those who'd like to purchase their dream home.
But, contrary to this, some of the agencies in China have been known to stir up trouble.
"Sometimes, in order to reach a deal and make a profit, some agencies use whatever means they can. They cheat the customers and even fabricate information on the contract," said Zhao Qingxiang, Secretary-General of China Real Estate Agent Assoc..
Irregular fees, embezzling funds and illegal financial services are also among customers' complaints.
For many agencies, the charging standards, including taxes and service fees, lack transparency.
Many clients have even been cheated with recurring fees.
But now these illegal practices are expected to be strictly reigned in as Chinese authorities are stepping up supervision over the whole real estate agency market.
In October of this year, authorities unveiled a list of 75 real-estate agencies with poor credit records that will be severely punished under the law.
"Real estate agencies form a very complicated market, due to their long service cycle. And as the market touches upon a variety of departments, a single power is too weak to regulate the market. So this year, the ministry of Housing and Urban-Rural development cooperated with many related departments to fight against the irregularities in the industry through joint efforts," said Wang Xia, Deputy Secretary-General of China Real Estate Agent Assoc..
Standardizing services, improving the management system, and strengthening supervision have been listed on the government's top agenda.
With stronger regulations, it is hoped that more real estate agencies in China can make people's dreams of a new home a reality in a more pleasant and smooth way.

A plane carrying 16 police personnel has crashed in waters off Batam, western Indonesia, and several bodies of the personnel and wreckage of the aircraft have been recovered, rescuers confirmed on Sunday.
The M28 Skytruck plane, owned by Indonesian police, lost contact on Saturday when it was flying over waters off the island, Marsudi, spokesman of the national search and rescue office said.
"The plane has crashed. Some rescuers have returned with three body bags containing bodies of the victims. Several parts of the plane have also been recovered," he told Xinhua by phone.
The crash site has been found. Over 300 soldiers, police, those from local search and rescue offices, and volunteers are searching for the major wreckage of the aircraft.
The plane was en route from Pangkal Pinang city to Batam island in Kepulauan Riau province, Marsudi said.

China has lodged solemn representations with the United States, urging the latter to honor its commitment to the one-China policy, Foreign Ministry spokesperson Geng Shuang said on Saturday.
Geng's remarks came after U.S. president-elect Donald Trump spoke over phone on Friday with Taiwan leader Tsai Ing-wen.
"It must be stated that, there is only one China and Taiwan is an inalienable part of China's territory, and the government of the People's Republic of China is the sole legitimate government that represents China. Those are all facts recognized by the international community," Geng said.
The one-China principle is the political foundation for the China-U.S. relations, Geng said.
"We urge relevant U.S. side to honor the commitment to the one-China policy as well as the three Sino-U.S. joint communiques, and cautiously and properly handle Taiwan-related issues to avoid any unnecessary disturbance to the bigger picture of the Sino-U.S. relations," the spokesperson said.
Foreign Minister Wang Yi has called Tsai's call with Trump "a little trick" by Taiwan which would not change the one-China consensus in international community.
"I don't think it will change the one-China policy of the U.S. government either," Wang said on the sidelines of a foreign policy seminar on Saturday.
The one-China principle is a cornerstone for healthy development of Sino-U.S. relations, and China does not want this political foundation to be interfered with or damaged, Wang added.
The White House on Friday, after Trump received a telephone call from Tsai Ing-wen, reaffirmed backing for its long-standing support of the one-China policy and the three China-U.S. joint communiques.
"We remain firmly committed to our one-China policy based on the three joint communiques," White House National Security Council spokesperson Ned Price told local media. "Our fundamental interest is in peaceful and stable cross-strait relations."

The White House on Friday reaffirmed backing for its long-standing one-China policy and the three China-U.S. joint communiques, after U.S. President-elect Donald Trump received a telephone call from Taiwan leader Tsai Ing-wen.
"We remain firmly committed to our one-China policy based on the three joint communiques," White House National Security Council spokesman Ned Price told local media. "Our fundamental interest is in peaceful and stable cross-strait relations."
Trump's transition team confirmed in a statement Friday afternoon that Trump spoke with Tsai. Trump later wrote in his Twitter that Tsai "CALLED ME today to wish me congratulations on winning the Presidency."
It is universally recognized by the international community that there is only one China in the world, and both the mainland and Taiwan belong to one China.
The Chinese Foreign Ministry has made clear that adherence to one-China policy is the prerequisite for Taiwan to conduct contacts with foreign countries or participate in international activities.

Lock-up shares worth about 30.41 billion yuan (about 4.41 billion U.S. dollars) will become eligible for trade on the Shanghai and Shenzhen stock exchanges in the coming week.
About 2.17 billion shares from 46 companies will become tradable on the exchanges from Dec. 5 to Dec. 9, according to RoyalFlush Information, a financial information service provider.
This is higher than 23.12 billion yuan of shares unlocked this week.
BBMG Corp., one of the country's top building material manufacturer, will see the unlocking of over 919 million shares, the largest group of locked-up shares to hit the market next week.
Under China's market rules, major shareholders of lock-up stocks have to wait one to two years before they are permitted to sell them.
Some 374.2 billion yuan worth of lock-up shares are predicted to be eligible for trade this month.

Just four years after the concept first took shape, the Chinese dream is widening its appeal in and beyond China.
First suggested in November 2012 by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, the Chinese dream quickly struck a chord with the Chinese people, but it might be set to do much more than that.
A DREAM FOR A COHESIVE NATION
Xi has spoken about the Chinese dream on many occasions over the past four years, and it is widely agreed that the Chinese dream goes hand in hand with the Chinese people leading happy and satisfying lives.
"The Chinese dream is, after all, a dream of the people," Xi said in a speech during his visit to the United States in September last year. "We can fulfill the Chinese dream only when we link it with our people's yearning for a better life."
"As I understand, the Chinese dream is one that every individual is striving for," Wang Zijun, a college student, said.
"Put together, our dreams could function as a driving force for society," Wang said.
For Yu Changyou, a retiree in Tianjin, his dream was simple: Good health for his mother and son.
A salesclerk in Tianjin, who only identified herself by her surname Song, said her dream four years ago was to see greater air quality in the city.
This has come true, to some extent, Song said, "The whole city is cleaner than before and there are more days of sunshine."
But the Chinese dream is still more than just a culmination of individual dreams. It is also a dream of national rejuvenation for the entire people.
"Nowadays, everyone is talking about the Chinese dream," Xi said on Nov. 29, 2012, in Beijing when he first used the concept. "In my view, realizing the great renewal of the Chinese nation is the Chinese nation's greatest dream in modern history."
Through decades of hard work, China, now the world's second-largest economy, is aiming to reach its two centenary goals -- doubling the 2010 GDP and per-capita income of urban and rural residents and completing the building of a moderately prosperous society by 2020; and building a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious by the middle of this century.
Never have the Chinese people been so close to realizing their dreams than today.
For years, the country has seen its people's average income increase faster than economic growth. Reforms in areas concerning people's interests and social justice, such as college entrance exams, household registration, social security and price formation, have had great effect.
But there is still room for improvement.
One of China's 2020 centenary goals is to lift all its people out of poverty.
There are still 50 million Chinese people who live under the poverty line, and China wants to make sure that they are able to take up their rightful place as citizens of a well-off society with the rest of the nation. In Xi's own words, "no one should be left behind."
"The Chinese dream has won wide recognition among the Chinese people and made the country more cohesive," Xie Chuntao, a professor with the Party School of the CPC Central Committee, commented to Xinhua.
A DREAM LINKING CHINA AND THE WORLD
Ni Shixiong, former dean of the School of International Relations and Public Affairs at Fudan University, meanwhile said the Chinese dream represents China's upgraded understanding of the world.
"It is a dream with a global vision," he said.
When meeting with U.S. President Barack Obama in 2013, Xi said that "the Chinese dream is about peace, development, cooperation and win-win results, and it is connected to the American dream and beautiful dreams of people in other countries."
The concept of the Chinese dream inspires China to responsibly share development opportunities with the rest of the world.
China proposed the Belt and Road initiative in 2013. Under the initiative, China is committed to working with relevant countries through an extensive intercontinental trade and infrastructure network.
The results have exceeded many's expectations as the initiative has now over 100 participants and advocates, including countries and international organizations.
Since 2103, over 30 countries have inked agreements with China on the initiative and more than 20 countries along the routes have conducted industrial cooperation with China.
For instance, the China-Pakistan Economic Corridor will build a 3,000-km economic corridor comprising roads, railways and energy infrastructure, between the ports of Gwadar in Pakistan and Kashgar in Xinjiang.
China-Pakistan cooperation works well for both sides: China is able to effectively reduce its transport costs while Pakistan is effectively improving its domestic infrastructure.
The Chinese dream has actively connected the global aspirations of development, from neighbors to those beyond.
In the meantime, China is also passing on its dream through its proactive engagement in global governance.
China launched institutions such as the Asian Infrastructure Investment Bank and BRICS New Development Bank; China also takes part in setting rules on the Internet, anti-corruption and climate change.
More notably, the recent G20 summit -- held in Hangzhou, China, in September -- placed development issues on a prominent position within the global micro-policy framework and formulated an action plan on implementing the UN 2030 Agenda for Sustainable Development.
By doing so, China is helping the G20 transform itself from a crisis-response mechanism to a long-term governance platform focusing on medium- and long-term policies and supply-side reforms.
"China is now a participant, supporter and constructor of the international system," Ni said.
A peaceful and prosperous country as well as a happy and stable society is not just part of the Chinese dream, but a common aspiration of the world. In a way the Chinese dream is not just about China, but represents the common value and ideals of all human beings, he said.

The coal industry of North China's Hebei province returned to profit for the first time since 2014, provincial authorities said Friday.
From January to October, Hebei's major coal mining and washing industry registered a profit of 140 million yuan ($20 million), reversing the 4.5 billion yuan loss over the same period in 2015, according to the Hebei Provincial Bureau of Statistics.
It is the first time that the heavy-industry province has seen profits in its coal sector since early 2014 when the whole industry plunged into loss due to declining coal prices, structural adjustment of energy supply, and pressure in cutting redundant production capacity for environmental protection.
Experts said Hebei's coal industry has turned profitable, after ending a two-year-plus loss, responsible for a 2.7 percentage-point growth in the provincial economy in 2016.
China is the world's largest consumer of coal. The industry has long been plagued by overcapacity and has felt the pinch over the past two years as the economy cooled and demand fell.
In the first ten months of 2016, Hebei closed a total of 54 coal mines, cutting coal production capacity by 14 million tons. As of late November, China's coal production capacity has been reduced by about 250 million tons.

Thirty years ago, a chubby Chinese boy promised to take his sweetheart to the South Pole. It was the girl's dream to see the "world's most remote place."
Zhang Xinyu was ten and Liang Hong was eight when they decided "to play together for a lifetime."
Almost a lifetime later, and Zhang and Liang have announced to the world that they are taking a little a trip to the bottom of the earth: the South Pole.
"We are simple people with great pride in our nation. The South Pole is our Chinese dream, and we are going to make it come true in a Y-12 plane that was made by China," Zhang told Xinhua.
Zhang said that the couple was always on the road, travelling to some of the world's most remote and inhospitable places for more than ten years.
SUPER, WHITE DREAMS
"We always had our childhood dream of going to the Antarctic in mind. After years of exploring, we are finally ready. We are confident and capable. Flying there is perhaps more ambitious than going overland," Zhang said.
Opportunities come to those who seek them. Since 2008, the couple has travelled to the "most challenging but exciting places" by land, sea and air.
They travelled through strife-torn Somalia; wondered at the ghost of Chernobyl in Ukraine; shivered at Oymyakon, the coldest place in the northern hemisphere; and sweltered near the lava flows of Marum, one of the world's most active volcanoes.
In 2014, the pair made an 18,000-mile trip in a yacht they had modified themselves, across the Pacific Ocean and heading south to the Antarctic before cruising up the coast of North and South America.
Their expeditions and the online video stream "On the Road" have brought them both national and international fame.
Their modified Y-12 plane "Superwhite" is a "heroic old plane" which has served for 32 years for missions such as scientific explorations and aerial photography before the couple bought it from China Flying-Dragon General Aviation.
The Y-12 is 100 percent Chinese, designed and built, with an airworthiness certificate from the United States Federal Aviation Administration.
"'Superwhite' is ready to fly to China's Zhongshan Station and on to the South Pole!" Zhang said.
As an air force veteran, Zhang is fan of all aircraft and in 2016, the couple both obtained pilots' licenses.
"Many fans of 'On the Road' were curious as to why we stopped updating the stream. We were learning to fly!" Liang said.
In 2016, the couple has been studying at the flight school of China Flying-Dragon General Aviation Co., Ltd..
Zhang is qualified in nine aircraft and Liang in six models, including helicopters.
In the upcoming global flight, Zhang will be the captain taking on multiple tasks including maintenance, and Liang will be the co-pilot and responsible for the communication with airport control towers.
"Flying is a serious business. We are moved by the couple's courage in pursuing their dream, and are making every effort to support them," said Li Xinming, vice president of China Flying-Dragon, who prepared tailored courses for the daredevil pair.
"We are ready," Liang said.
THE GREAT AWAKENING
"The most most magical about Zhang is that when he boasts about something, he goes out and makes it come true," Liang said.
On their travels, the couple have learned to cherish the better aspects of humankind.
"There is light in desperation and warmth in the cold. We have seen so many people in sorrow or misery, but have found a warming light inside all of them," she said.
Liang remembers a hug from an Iraqi girl who had suffered some horrific experiences.
"When we were finding it extremely hard to find words to comfort her, when she just stepped forward to embrace me," Liang said.
Liang said she was suddenly warmed by the girl's bravery. And the girl's words about her ordeal will forever stay in her mind: "Not so bad; I escaped. The doctors saved my life."
Heart-wrenching moments like this drive the childhood sweethearts on.
"I suddenly 'woke up' when I served as a rescue volunteer after the Sichuan earthquake," Zhang said.
"People never know what will come tomorrow," Liang added.
They expect to set out for the frozen south before the end of the year. The 80,000 km journey will take them across more than twenty countries, the equator and the Pacific, Atlantic and Indian oceans.
"It was our childhood dream. We love our lives and want to live for long time, but always on the road," Liang said.
"If we could do more, we would like to help more Chinese to see more of the world. And with that, show the world a new generation of Chinese."

Police in an east China city are investigating allegations that a kindergarten teacher beat, slapped, and humiliated young children in class, local officials said Friday.
The alleged abuse was exposed by a parent who suspected his child was mistreated at school. The parent put a voice recorder in his child's bag. In the 10-minute recording, a female adult can be heard shouting, followed by what sounds like beating and the cries of children.
The recording was uploaded to a local online forum Thursday and prompted comments from other parents whose children also attend the privately run kindergarten in Rui'an city, Zhejiang Province.
They alleged their children, aged 2 and 3, were locked in toilets, pricked by needles, forced to eat snot, slapped and verbally abused, according to the comments.
Officials with local education authority said Friday that the teacher in question had been suspended and the school has submitted video footage from its campus surveillance cameras for investigation.
The officials pledged to disclose the findings as soon as possible.

A Chinese environmental volunteer is suing the capital city of central China's Henan Province for his "suffering" in smog, demanding compensation of the cost of masks he bought.
Sun Hongbin, 25, is accusing the government of Zhengzhou City of being slow to combat smog, forcing him and his colleagues to buy masks at a cost of 32 yuan (4.65 U.S. dollars) each during a trip to the city in late November.
The Intermediate People's Court of Xinxiang in Henan has accepted the case, as the law stipulates that administrative cases must be handled elsewhere. The court has given notification of the lawsuit to the Zhengzhou government.
"The air smelt bad, but many citizens were not wearing masks," said Sun, an employee of "Clean air guardian", an environmental protection NGO, as he recalled his Nov. 20 visit.
The air quality index in the city that day was 253 -- "serious" pollution -- so he and his colleagues bought masks.
Sun said his appeal is based on environmental laws that make the local government responsible for air quality. "If Zhengzhou had not been so inactive in dealing with the smog, we would not have had to buy the masks and would not suffered damage to our health," he said.
He said while other smoggy parts of China have made progress in cleaning the air, the situation in Henan in general and Zhengzhou in particular remains severe.
In the first half of 2016, Henan ranked second highest in densities of both PM10 and PM2.5. During the same period, the air quality of Zhengzhou was the third worst of 74 major Chinese cities. It was 10th worst in 2013.
Sun said he lodged the lawsuit to prompt Zhengzhou to address the issue in the hope it will compensate citizens.

Chinese police have dismantled 75 criminal gangs that held mute and hearing-impaired people in captivity and forced them to commit crimes such as theft, the Ministry of Public Security (MPS) announced Friday.
Police rescued 98 victims, and detained 464 suspects in a campaign that spanned 13 provincial regions, according to the MPS.
In November 2015, police in Changchun in northeastern province of Jilin were alerted to the criminal activity of a suspect identified only as Yang. Yang was the ringleader of a gang that had abducted mute and hearing-impaired people and forced them to commit crimes with physical and verbal abuse.
It is alleged that the gang members posed as recruiters to gain the trust of the victims before abducting them.

Premier Li Keqiang said greater emphasis should be placed on vocational education in a written instruction delivered to a symposium on vocational education held in Beijing on Friday.
Various sectors should work together to establish high-level vocational schools and ensure faculty have outstanding technical skills and craftsmanship, said Li when instructing the symposium.
Vocational education helps give full play to China's advantages in human resources, and will enhance the competitiveness of the real economy, Li said.
The premier said vocational education should be integrated with the innovation and entrepreneurship drive, industrial upgrading, job creation and poverty reduction.
Vice Premier Liu Yandong, at the symposium, called for vocational education to play a greater role in the decisive stage of building a moderately well-off society in all respects.
Liu suggested building junior vocational schools in poverty-stricken areas as young people in poor regions would gain from mastering a practical skill.

The United States should not shirk its international obligations in the name of "market economy status (MES)," a Chinese official said Friday, urging the U.S. to grant MES to China.
Recognizing China's MES and abandoning a surrogate country approach when calculating anti-dumping measures against Chinese exports are two different issues, said Shen Danyang, spokesman for the Commerce Ministry.
Shen made the remarks in response to U.S. Commerce Secretary Penny Pritzker who said in November that the time was "not ripe" for the U.S. to grant China the MES.
When a surrogate country approach is in effect, a third country or region's prices can be used to assess if a certain country is exporting below market value or dumping.
The approach applicable to China is due to expire on Dec. 11, according to Article 15 of the protocols for China's accession to the World Trade Organization (WTO) in 2001.
It is a right that China should enjoy and an obligation that all WTO members must abide by, said Shen, asking the U.S. to stop using a surrogate country approach against China from Dec. 11.
Shen asked the U.S. to fulfill the obligations of the Article 15 on time, fully and completely, so as to promote the smooth development of China-US economic and trade relations.

The Chinese car market showed extremely strong growth in 2016, growing by 15 percent year-on-year, the German Association of the Automotive Industry (VDA) reported here on Friday.
"We have raised our China forecast again and now expect a volume of 23.1 million units," VDA president Matthias Wissmann said at the annual press conference, adding that the Chinese car market was expected to grow by a further 5.0 percent to 24.2 million in 2017.
According to VDA, the car market in Western Europe will grow by 5.0 percent to 13.9 million units in 2016, while there will be 17.1 million new cars on the U.S. roads this year.
In addition, a total of 83.6 million new cars will be sold worldwide in 2017, up by 2.0 percent from this year.

International experts exchanged views on China's aging population at a two-day conference concluding Friday.
Soyoltuya Bayaraa, a representative of the United Nations Population Fund (UNFPA) China, said that China's efforts in investing in older people will offer valuable experience to the international community, citing robust political commitment, proper planning and forward-looking policies.
According to UN data from the World Population Prospects, people aged 60 and older accounted for 12.3 percent of the world's population in 2015, and will increase to 16.5 percent by 2030.
China will see a much greater increase, from 16.1 percent to 25.3 percent by 2030.
"The increased percentage of elderly people in China means an increased demand for more and higher quality services and products tailored to seniors," Du Peng, director of the Institute of Gerontology of Renmin University of China (RUC), told Xinhua.
The Chinese attach great importance to their aging population and have pledged to improve the elderly care service system based on families and supported by communities and institutions.
According to China's 13th Five-Year Plan, the country aims to address challenges brought by the aging population through enhancing employability, providing more elderly care and products as well as strengthening protection of their rights and interests.
In addition, China wants to increase its citizens' average life expectancy to 77.3 by 2020 and 79 by 2030, up from 76.34 in 2015, according to the "Healthy China 2030" blueprint, released by the Communist Party of China (CPC) Central Committee and the State Council in October.
"Many low-age old people in China want to work beyond their retirement age. We should allow them to have the opportunities to sustain their contribution to society," said Dang Junwu, deputy director of the China Gerontology Institute, adding this would also help alleviate labor shortages posed by an aging population.
Dang's opinion was echoed by Bayaraa, who thinks that many seniors in China represent a great untapped potential to be harnessed as human capital, due to higher education attainment and invaluable experience.
"China could consider providing opportunities for seniors to continue to make active contributions to society if they are willing and capable to do so," Bayaraa said.
Bayaraa acknowledged the strong commitment of the Chinese government to the aging population by placing it high on the national development agenda.
"Older persons should have equal rights to participate in and benefit from national development," Bayaraa said.
She added that UNFPA China has also contributed data, evidence and analysis to China's 12th and 13th Five-Year Plans to inform policy discussions.
"Our partnership on aging is aligned with the national context of China," Bayaraa said.
The conference was co-organized by the UNFPA, the Institute of Gerontology of RUC and the China Population Association, attracting about 200 representatives.
The event was held in the wake of the one-year anniversary of the 2030 Agenda for Sustainable Development adopted at the United Nations, which provides a broader context for responses to aging to ensure that no one is left behind.
