Shanghai attracted a record amount of foreign investment in 2012, bucking the trend of shrinking foreign direct investment nationwide, powered by growing financial services and the number of business headquarters.


The city took US$15.2 billion in FDI in 2012, up 20.5 percent from a year earlier, the Shanghai Municipal Commission of Commerce said yesterday.


That compared to a 3.6 percent decline in China in the first 11 months of last year from the same period in 2011, according to the National Bureau of Statistics.


"Investment in the service industries made up 83.5 percent of the city's total FDI, highlighting the city's enhanced economic focus on the service sector," the commission said.


Investment in the financial sector in Shanghai surged 70 percent from the previous year, while investment in headquarters of multinational companies jumped 30 percent from 2011.


By the end of 2012, the city was home to 265 investment companies and 403 regional headquarters of multinational companies, leading all other Chinese cities.


Shanghai has issued a package of new policies, including subsidies and duty exemptions, to encourage more MNCs to set up corporate headquarters and research and development centers.


Management resources


Wang Xinpei, deputy director of the commerce commission, said the city aimed to use the policies to encourage foreign-funded companies to divert their management and innovation resources to Shanghai in order to transform the local economy amid the global recession.


Shanghai's growing attractiveness in aspects ranging from quality of life to the business environment has drawn entrepreneurs and foreign companies to settle in the city, Shanghai Daily found in a survey on 26 top regional officials of multinational organizations and enterprises in December.


"Shanghai has evolved into a modern, cosmopolitan metropolis, providing not only a good environment for residents to work and live, but also a strong and sound infrastructure for businesses to thrive and prosper," Andrew Au, CEO of Citi China, said.


Shanghai ranks first among 25 global financial centers in attracting FDI, both in the number of projects and the amount of capital invested, PricewaterhouseCoopers said in a report in November.


The city came fifth in terms of economic clout, but improvement is needed in the quality of life, such as the environment and education, to retain talents, according to the report.

Three firefighters, including a 22-year-old Shanghai native, died after they became trapped while battling a factory blaze in the eastern city of Hangzhou yesterday morning.


The Hangzhou Yusei Machinery Co Ltd plant caught fire at around 2:39am and the blaze soon spread across 12,104 square meters of workshops, fueled by flammable materials such as plastic products, cartons and foam stored.


Huge palls of foul-smelling smoke engulfed the plastics moulding plant and surrounding area and hadn't dispersed by the afternoon.


Gao Feng, a taxi driver, said that during the height of the blaze the smoke covered an area within seven kilometers of the plant.


Seventy fire engines and six ambulances were at the scene where 238 firefighters tackled the inferno. The heat from the blaze was so fierce that two fire engines were destroyed.


There were no reports of casualties among the workforce but three firefighters died and two others were injured.


Chen Wei, Yin Zhihui and Yin Jinliang had gone missing during the blaze. When the fire was brought under control at around 10.50am they were found trapped.


Attempts were made to resuscitate them and they were rushed to the hospital. However, all three were pronounced dead after emergency treatment failed.


Chen, 22, was born in Shanghai and became a firefighter just two years ago.


Yin Zhihui, 20, had only been in the service for a year while Yin Jinliang, 30, had served for nine years. Yin got married just 10 days ago, the Qianjiang Evening News reported.


Yesterday, the Xiaoshan government awarded all three the title of "People's Bodyguard" for sacrificing their lives in the service of others.


The two injured firefighters are being treated in the Xiaoshan No. 2 People's Hospital. Wang Lei, 18, broke bones in his left hand while 35-year-old Huang Haijun is in intensive care and not out of danger, according to hospital doctors.


Huang suffered damage to his respiratory system but was conscious.


Zhejiang Province authorities have ordered Xiaoshan in Hangzhou to test the surrounding area and rivers to see if they have been polluted as a result of the blaze.


An investigation into what caused the fire is under way.


The Hangzhou company, in the Xiaoshan Economic and Technological Development Zone in Guali Town, is one of five branches on China's mainland founded by the Yusei Japan Machinery Corporation.

China's Purchasing Managers' Index for manufacturing sector remained at 50.6 percent in December, flat with the November level, said the China Federation of Logistics and Purchasing Tuesday.


This is the third consecutive month that the PMI figure has stayed above 50 percent, which demarcates expansion from contraction, according to a report from the CFLP.

Foreign minister highlights spirit of inclusiveness and mutual learning


Public diplomacy is a major direction for China to explore in the future, and tangible efforts will be made to boost public diplomacy and cultural exchanges, Foreign Minister Yang Jiechi said in Beijing on Monday.


Yang made the remarks at the unveiling ceremony of the China Public Diplomacy Association at the Diaoyutai State Guesthouse in Beijing.


"Under the new circumstances, boosting public diplomacy and cultural exchanges will foster mutual understanding between China and the world, deepen the ties in between and strengthen efforts to achieve positive interactions and common development," Yang said.


The foreign minister highlighted the spirit of inclusiveness and mutual learning, and he also endorsed the role of enhancing dialogue and communication.


The CPDA is a non-profit organization dedicated to providing professional consultation and coordination services to advance the development of China's public diplomacy.


Members of the China Public Diplomacy Association gathered earlier in the morning. Li Zhaoxing, chairman of the Foreign Affairs Committee of China's National People's Congress, was elected president of the association.


In a speech during the conference, Li said the association will be dedicated to "promoting China's soft power" by mobilizing and coordinating social resources and civilian efforts for Chinese public diplomacy.


Shen Dingli, director of the Center for American Studies at Fudan University in Shanghai, said working toward the goal of a country's wider acceptance by the international community is one of the aims of a public diplomacy mission.


"The report of the 18th National Congress of the Communist Party of China has for the first time mentioned the concept of 'public diplomacy' as a crucial channel for boosting mutual understanding between China and other countries," Shen said.


Deepening cultural exchanges and telling the world the story of China's peaceful development are among the current priorities, Shen added.


In 2012, China's diplomacy made tangible efforts in promoting public diplomacy as well as cultural exchanges, Foreign Ministry spokeswoman Hua Chunying said on Monday.


Beijing will further beef up diplomatic efforts in missions relating to people, especially cultural exchanges involving talented youths, to "encourage social and public sentiment for developing ties with foreign countries", Hua said.


China has favorable conditions for public diplomacy and also faces serious challenges, said Ma Zhengang, deputy president of the CPDA and former Chinese ambassador to the United Kingdom.


"A solid job of public diplomacy requires tangible effects and fruits, rather than insubstantial things," Ma said at a mid-December public diplomacy seminar in Beijing.


Public diplomacy should serve to guard China's lawful rights and interests overseas and stabilize external circumstances, Ma added.
