The State Council, or China's cabinet, on Wednesday announced a range of measures intended to cut logistics costs and improve efficiency.
The measures include cheaper electricity and water use for those in the agricultural products' processing and circulation sectors and lower administration fees at farm produce markets.
The measures were unveiled at a State Council executive meeting, chaired by Premier Wen Jiabao.
The meeting agreed to crack down on illegal charges foisted on suppliers by some major retailers and vowed to intensify price monitoring.
It also promised to ensure land supplies for building farm produce markets, improve the statistical system of logistics costs and introduce preferential tax policies for the sector.
In the first 11 months, China's logistics expenditure rose 11.9 percent from one year earlier to 8 trillion yuan (1.27 trillion U.S. dollars), according to statistics released Wednesday by the National Development and Reform Commission.
The State Council meeting also approved a draft regulation regarding the administration of credit industry.

The world's longest high-speed rail link, connecting Beijing and Guangzhou, the capital of Guangdong province, became fully operational on Wednesday.
The train left Beijing, with patches of snow dotting the capital, at 9 am on Wednesday before it whizzed past green rice fields when it crossed the Yangtze River four hours later. At 5 pm, it arrived in flower-dotted, subtropical Guangzhou, where the temperature was 20 C higher than in Beijing when the trip began.
The 2,298-km line cuts the journey time from more than 20 hours to around eight and connects 28 cities, including five provincial capitals.
The designated speed of the route is 350 km/h, although the initial operating speed is around 300 km/h.
Fifteen minutes after the bullet train departed from Beijing West Railway Station, the speedometer hit 300 km/h and the speed was maintained for almost the entire journey, the exception being the section between Xuchang in Henan province and Hengdian in Hubei province, because of heavy snow.
The CRH380A(L) train, which is in service on the new line, has undergone extensive tests around the country, so its reliability is assured, said Wu Donghua, a senior engineer at CSR Sifang Co, one of China's biggest manufacturers of bullet trains.
The train's internal temperature was maintained at a comfortable level, with a low of 18 C.
The train is equipped with special washrooms for the disabled and can serve four different types of cuisine.
Zhang Wei, an electrical engineer from Cangzhou in Hebei province, left home at night and traveled three hours by coach so he could "have the unforgettable experience of being on the first train on the line".
He was impressed with the facilities and service, but not with the price. His first-class seat cost 1,383 yuan ($221), more expensive than an economy-class air ticket. Seats in the second-class cabin cost 865 yuan.
The new rail line has lured quite a number of passengers from airline companies.
Yang Zengyu, a businessman in the construction sector who boarded the train at Zhengzhou, said he prefers taking the train to Guangzhou than flying.
"A journey on the train is more pleasant. The price is fine. Also, the rail network has expanded so quickly that the trains go everywhere. Even for frequent flyers like me, railways are an attractive alternative," he said. "It would be even better if we could access the Internet on the train."
Lu Zemin, from Renqiu in Hebei, took a train to Beijing at 6 am to travel on the new line. "It used to take me 33 hours to travel on the train from Beijing to Guangzhou in the 1980s. During those 33 hours in a shabby, congested car, I had to crawl under the seat to sleep when I was really tired," he said.
"The journey time was cut to 22 hours several years ago. Now I can enjoy a nice nap and when I wake up I will be in Guangzhou."
One passenger, a retired woman who preferred not to be named, said she often took the train between Beijing and Zhengzhou to visit her mother.
"I've witnessed the designations of trains evolve from K to D, and now we have G, which means the speeds are increasing all the time," she said.
In China's rail system, a "K" designation indicates that the train bearing it runs at an ordinary speed. "D" means a train can travel faster than 200 km/h and "G" trains surpass 300 km/h, said an official with the Ministry of Railways
"The trains and stations are very advanced, featuring cutting-edge technology and passenger-centered equipment. And thanks to the Internet, buying a ticket is also much more convenient than before," she said.
Wang Hui, deputy dean of Shijiazhuang Tiedao University's School of Economics and Management said the train signals a new era.
"The Beijing-Guangzhou high-speed railway connects the economic area around Beijing with the Pearl River Delta.
"Considering the population and levels of development of the two economic zones, they are undoubtedly important engines for China's economy, therefore improving the transport system will definitely increase exchanges between the two in terms of investment, talent and information."
Tian Xuebin, an economic researcher at Hebei University of Economics and Business, said the new link will advance the economic integration of cities along the line, help optimize their industries and bring more opportunities.
Meanwhile, the Ministry of Railways has retained cheaper, but slower, train services on the old Beijing-Guangzhou line for those who can't afford the comparatively expensive tickets on the new line.

In the eyes of the public, the documents of certain Party and government organs and speeches of certain leading cadres have long been full of "clichés, correct but meaningless phrases, beautiful-sounding but empty talk, rigid formulae and lies." These documents and speeches may have beautiful cadences, but are actually meaningless and incompatible with the real life and public feelings.
"The style is the man himself." The writing and working styles of Party and government organs are interconnected and related to national morality. The bad writing style is actually the epitome of bureaucracy, and will continue to exist if bureaucracy is not curbed. Continued existence of such a bad writing style will alienate the masses and damage the Party's goals and image. .
The fundamental cause of the bad writing style is the "lack of knowledge, lack of respect for the people, and lack of effective measures." An article full of lies and empty talk is no different from the "eight-part essay" that famous critic Lu Xun and former Chinese leader Mao Zedong had fiercely criticized. The quality of articles does not depend on their length. Sometimes, it is empty talk and rigid formulae that have chained the minds of certain Party and government officials, and deprived them of the ability to observe new problems and absorb new ideas. Writing and conference styles are the epitome of a country's political, cultural, and social situations. Cadres should speak the plain truth, and make clear and meaningful remarks that reflect their emotions and judgment. Most importantly, they should translate talk into real action.

Authorities have formulated a plan to boost the seawater desalination industry as an alternative to quench the country's thirst for water, China's top economic planner said on Wednesday.
The National Development and Reform Commission (NDRC) said China aims to produce 2.2 million cubic meters of freshwater per day by 2015, compared with 660,000 cubic meters in 2011, according to the 2011-2015 plan, the first of its kind.
The NDRC said it will encourage innovation and upgrade desalination facilities, as well as cultivate a number of desalination facility manufacturers with international competitiveness.
China will also encourage the usage of desalinated seawater. More than half of freshwater channeled to isles and more than 15 percent of water delivered to coastal factories will come from the sea by 2015, according to the plan.
The State Council, or China's Cabinet, released a guideline in mid-February for accelerating the development of the seawater desalination industry to ensure sustainable supplies of freshwater and protect water resources.

Since its first naval escort mission four years ago, the Navy of the Chinese People's Liberation Army (PLA) has carried out extensive and in-depth cooperation and exchanges with the naval escort forces of various countries through varied means including intelligence information sharing, mutual visits, joint naval drills and international naval escort seminar, in a bid to uplift the naval escort efficiency and ensure the complete safety of escorted ships.
The escort taskforces of the Chinese PLA Navy have set up an effective information network with over 50 warships from more than 20 countries and organizations through information resource sharing in the Gulf of Aden and the waters off the Somali coast. They also specially set up email boxes on the Internet to initiate hotline connections with navies and merchant ships from various countries and send circulars through their online mailbox and radio stations about suspected ships' activities they mastered.
The Chinese naval escort missions have opened a new window for various countries in the world to observe China and understand the Chinese military. Over the past four years, the naval escort taskforces of the Chinese PLA Navy have been focusing on jointly implementing the international obligations of ensuring the safety of maritime transportation channels, jointly pushing forward the building of harmonious oceans and strengthening the exchange and pragmatic cooperation with the escort navies from different countries. For example, they have successively established the anti-piracy information sharing mechanism and commander meeting mechanism with the 151 Taskforce of the U.S., the 465 Taskforce of the European Union and the 508 Taskforce of the North Atlantic Treaty Organization (NATO), and conducted joint naval escorts and joint naval drills with the naval escort warships from Russia, Republic of Korea (ROK) and the U.S., etc.
The PLA Navy initiated and held the International Naval Escort Seminar on February 23, 2012 and nearly 100 delegates from various countries and organizations actively participated in the seminar. Commander Caroline Kanya, legal adviser of the multinational naval forces, said sincerely in her speech that they are grateful to China for holding the seminar and hope that China continues to set up such a platform for in-depth exchange and cooperation.

A white paper on medical and health services released Wednesday by the Chinese government underlined the irreplaceable role of Traditional Chinese Medicine (TCM), because of its unique characteristics and advantages in curing diseases of different kinds.
The document called TCM the crystallization of the wisdom of the Chinese people, which has made important contributions to the continuance and thriving of the Chinese nation.
TCM is very popular among the Chinese for its low cost, satisfactory curative action and mild side effects, said the paper issued by the State Council's Information Office.
China has signed treaties with TCM contents or special TCM cooperation agreements with over 70 countries, and cooperation in TCM application in foreign countries, and more than 160 countries and regions around the world have access to the TCM, it said.
TCM acupuncture and moxibustion has been recognized as a masterpiece of the intangible heritage of mankind, and the Huangdi Neijing (Inner Canon of the Yellow Emperor), Bencao Gangmu (Compendium of Materia Medica) and other TCM treatises have been included in the UNESCO Memory of the World, according to the white paper.
The International Standardization Organization (ISO) has set up a TCM technical committee and located its secretariat in China, it said.
In China, TCM medical services at different levels have been established in both urban and rural areas. Currently, 75.6 percent of community health service centers, 51.6 percent of community health service stations, 66.5 percent of village and township hospitals and 57.5 percent of village clinics can provide TCM services.
By 2011, China had a total of 46 higher learning institutions specializing in TCM and ethnic medicine, with 553,000 undergraduate students of TCM on campus, as well as 294,000 practitioners and assistant doctors of TCM, in addition to 97,000 licensed and assistant pharmacists in TCM.
Currently, the white paper said, there are about 1,500 manufacturers of TCM pharmaceuticals in the country, and so far, 41 TCM programs have entered the nation's intangible heritage list.

A white paper on medical and health services released Wednesday by the Chinese government underlined the irreplaceable role of Traditional Chinese Medicine (TCM), because of its unique characteristics and advantages in curing diseases of different kinds.
The document called TCM the crystallization of the wisdom of the Chinese people, which has made important contributions to the continuance and thriving of the Chinese nation.
TCM is very popular among the Chinese for its low cost, satisfactory curative action and mild side effects, said the paper issued by the State Council's Information Office.
China has signed treaties with TCM contents or special TCM cooperation agreements with over 70 countries, and cooperation in TCM application in foreign countries, and more than 160 countries and regions around the world have access to the TCM, it said.
