Charitable donations dip slightly in city

Charities in the city received 2.9 billion yuan (US$467 million) donations from the public last year, nearly equal to the 2010 figure, as local charity groups step up efforts to increase transparency, officials told the Shanghai Charity Forum yesterday.
The city's donations last year witnessed slight shrinkage from the figure of 3.1 billion yuan in 2010, affected by the Guo Meimei scandal hitting the China Red Cross.
Officials said the city has built a charity information platform, with information on some donation programs going online for public scrutiny. There is third-party auditing system in place as well.
The Shanghai Charity Foundation said it is developing a smarter information management system to improve transparency and efficiency.
It is easy to make public the figures of donations very quickly, but showing how the money is used in an efficient manner is a major challenge since it is distributed to different programs, said Fang Guoping, executive vice chairman and secretary-general of the foundation.
There are proposals on relying on new media like Weibo to publicize some charity information.
"The requirement of the public has changed as they ask for a more timely and periodic announcement of donations and their use rather than an annual fiscal report," Fang said.
